London is not short of lawyers. TheCityUK, on 9 December 2025, put 2023 legal-services employment in the city at 133,000 people on its headline employment line (the same report's regional table lists 128,000). General counsel and heads of HR who search for legal recruitment agencies london usually call after that stock has failed to produce a chief legal officer who can occupy the chair.

Sartori's London interview cohort (750 structured interviews) shows the uncovered seat sitting first on a company payroll: a general counsel, a chief legal officer, a head of legal, or a nested “general counsel – [desk]” inside a bank or group function. Across 94 company hiring managers in that cohort over a 24-month window, 62 named the nested financial-services desk as the chair that stays open longest.

The Law Society Annual Statistics Report 2023, published 23 January 2025, counted 35,738 solicitors working in-house as of July 2023 — 22 percent of PC holders, up 1,058 year on year. That is a PC-holder series. It is not the same number as TheCityUK's 2025 Law Society citation of 43,811 in-house solicitors on the roll. A general counsel who blends them is briefing from two clocks.

TheCityUK's 2025 report states that most in-house solicitors work in the private sector, with many concentrated in financial services, and that major UK financial institutions are known to have in-house litigation sub-teams of 15 to 40 people. Public role pages make the group-function scale concrete: a FTSE 100 universal bank's group legal team is 750+ (Legal 500 GC Powerlist Hall of Fame 2026); a FTSE 100 retail and commercial bank's Legal and Secretariat function is around 350 permanent colleagues, with nested titles that include chief legal officer and company secretary, general counsel – litigation and contentious regulatory, and general counsel – consumer legal (Legal 500 GC Powerlist United Kingdom Teams 2024).

Public-body in-house is a second buyer, not a rounding error. The Government Legal Department's About us page records more than 3,400 employees and around 2,600 solicitors or barristers, including a Commercial Law Group of around 120. The Bank of England's legal careers page describes an in-house directorate of around 170 colleagues advising the Bank and the Prudential Regulation Authority, hiring at 1 to 4 years' PQE and at 4+ for senior posts. The Financial Conduct Authority created a single legal function headed by the General Counsel on 23 March 2023.

A head of talent at a central-government legal employer told us the Grade 7 London Level 1 band of £61,200 from 1 April 2024 (GLD FOI 25_036, 21 February 2025) cannot hold a solicitor who has already seen a Magic Circle newly qualified base of £150,000, as The Lawyer reported on 29 May 2024. That is why a public-body chair and a financial-services general counsel are different mandates in the same city.

Firm-side supply is the context, not the thesis. Pirical, on 11 June 2025, counted 22,225 lawyers in London among The Lawyer UK 100 firms — 56 percent of that UK 100 stock — with London primary-practice labels at Corporate 3,059, Real Estate 3,047, Dispute Resolution and Litigation 2,438, Banking and Finance 1,992, and Employment 1,367. TheCityUK, on 9 December 2025, counted more than 200 foreign law firms from around 40 jurisdictions and more than 8,500 lawyers in the world's top 50 London offices. Those are the firms a company will later instruct; they are not who signs the general counsel offer.

03 Why it stays open

Density is not coverage. The authorized chair is.

A city with 178,428 solicitors on a current SRA certificate (July 2026 snapshot) can still fail to produce one person the board will put on the payroll.

The SRA's regulated-population table, snapshot July 2026, records 178,428 solicitors on a current certificate in England and Wales, and 7,674 registered foreign lawyers. Those are national stocks, not a London vacancy count. Sartori maps about 30,000 lawyers in London. That coverage figure describes who can be reached in the city.

Of 88 heads of legal in financial services inside the same London interview cohort, over a 24-month window, 51 said they could not advertise the successor chair while the incumbent remained. Of 24 closed London in-house searches over three years, 16 were standing general counsel, chief legal officer or head of legal chairs and 8 were nested “general counsel – [desk]” seats inside a group function. Six of those 24 files ran past the 7-month end of our typical window, almost all of them sitting-counsel successions the board would not yet name. That is the number that does not flatter the method: we cannot outrun a company that has not told its own general counsel.

Credential gates are specific. A certificate is required to carry on reserved legal activities under Legal Services Act 2007 s.12, or if the person is held out as a solicitor (SRA guidance, 25 November 2019). In-house solicitors remain subject to the SRA Principles (Law Society practice note, 8 October 2025). A foreign-qualified lawyer employed in-house to advise that business, and not doing reserved work, does not need registered-foreign-lawyer status (SRA RFL guidance, 13 February 2025). Already-qualified lawyers take SQE1 and SQE2 without two years' qualifying work experience (SRA, 14 October 2025). Combined SQE fees were £1,798 plus £2,766, totaling £4,564, as the Law Society stated on 19 December 2025.

The Court of Appeal in CILEX v Mazur [2026] EWCA Civ 369, 31 March 2026, held that an unauthorized person may perform litigation tasks for an authorized individual who retains responsibility and control. It does not create a new practice area. It preserves the authorized solicitor (or authorized CILEX) disputes seat as the person who carries on reserved litigation — which is the seat a general counsel is buying when the file is reserved.

A composite from that telemetry: a PE-backed London platform needed a first head of legal after a 2025 deployment cycle in which UK Private Capital recorded £58.73 billion raised and £25 billion invested in UK companies. The first shortlist was rejected because the brief still described a City associate. We rewrote it as a company chair with Consumer Duty and failure-to-prevent exposure. The file closed in month 6, inside the 4-to-7-month window, from another in-house nested general counsel, not from a newly qualified associate on £189,000.

A second composite: a FTSE-scale bank needed a nested general counsel – contentious regulatory while the sitting counsel remained. The company would not name the search for the first quarter. Sartori's London mandate telemetry records counter-offer incidence of 32 percent; this file took a counter-offer and still signed inside the 13-working-day median. Confidential successor work is slow until the board will say the sentence.

When the gap is a defined program rather than a standing chair — a deal surge, parental leave, a failure-to-prevent build — the faster product is interim and fractional counsel, not a 4-to-7-month permanent hire. 06 The 2025–26 stack

The company's 2026 calendar is a statute pile, not a public-M&A boom.

Demand for the London in-house chair is being rewritten by dated instruments. Takeover-offer count is not the hiring signal.

Failure to prevent fraud under the Economic Crime and Corporate Transparency Act 2023 came into force on 1 September 2025 (SI 2025/349). That is an organization-level offense on the general counsel and the head of legal. The FCA Consumer Duty has been in force for open products since 31 July 2023 and for closed products since 31 July 2024; the regulator's firm page, updated 5 August 2026, still treats it as live embedding work.

The Digital Markets, Competition and Consumers Act 2024 digital-markets regime commenced on 1 January 2025. The CMA designated Apple and Google as having strategic market status in mobile platforms on 22 October 2025. CMA merger control in 2024/25 considered 1,035 cases, 41 phase 1 reviews and 6 phase 2 reviews, and recorded no prohibition; new KPIs from June 2025 compress pre-notification to 40 working days. The Arbitration Act 2025 came into force on 1 August 2025. The Commercial Court Report 2024–2025, published 25 March 2026, recorded 609 new Commercial Court claims. The LCIA's 2024 casework report (3 July 2025) counted 362 referrals, of which 318 were arbitrations under LCIA Rules.

National Security and Investment Act notifications reached 1,324 in FY 2025–26 (Cabinet Office, 14 July 2026), with 4.4 percent called in. The Takeover Panel recorded 57 firm offers in the year ended 31 March 2025, aggregate value about £43 billion, down from 61. EY-Parthenon counted 23 London listings in 2025 raising £2.1 billion. The UK Listing Rules overhaul took effect on 29 July 2024; the deal tape is still thin. The FCA's 2024/25 enforcement data recorded 130 open operations as at 31 March 2025 and financial penalties of £186,412,508. The Employment Rights Act 2025 received Royal Assent on 18 December 2025.

A US litigation firm's London office pays newly qualifieds £189,000 from 1 July 2026 (Legal Business, 5 June 2026). Those figures size why a company loses a City associate and why a public-body chair fills on a different clock. Firm-side equity is a different read: London partner pay.

What credentials does a London solicitor seat require?

A current SRA certificate if the person is held out as a solicitor or does reserved work; SQE1 and SQE2 for first-time solicitors, plus two years' qualifying work experience. Already-qualified lawyers (home or other jurisdiction) take SQE without those two years (SRA, 14 October 2025). Combined SQE fees were £4,564 as of 19 December 2025 (Law Society). After Mazur, 31 March 2026, the authorized solicitor (or authorized CILEX member) remains the person who carries on reserved litigation.

Can we cover the chair with interim counsel while the permanent search runs?

Yes. A defined gap — parental leave, a deal surge, a failure-to-prevent program — is often faster as interim and fractional counsel than as a 4-to-7-month permanent hire.
