International qualification: real value for Italian lawyers.
On 26 June 2025 the CNF described an SQE1-only solicitor path for Italian avvocati with two or more years. The value question is no longer whether a second qualification exists. It is whether that 2025 gate actually moves a Milan career.
The 2025 gate exists. The career question is whether anyone in Milan is buying it.
Across 250 structured interviews with Milan associates and in-house counsel, the 26 June 2025 CNF–Law Society memorandum did not add a dual-qualification census to the city roll. Pick the buyer you are actually selling into.
Corporate/M&A, private equity, banking, tax and energy desks at independent houses hire Italian-qualified associates. A second license is not what ranked those departments. Skip the sitting.
The 2025 CNF sentence changed the brochure. It did not change the posted gate. The SRA still owns SQE.

The 2025 SQE1-only sentence is a CNF claim, not an SRA rule.
Who signed on 26 June 2025, who still examines, and what two years of Italian experience actually maps onto.
The 2025 gate does not, by itself, move a Milan seat. The Consiglio Nazionale Forense published on 26 June 2025 that it had that day signed a memorandum of understanding with the Law Society of England and Wales. Among the points: Italian lawyers with at least two years of experience would be able to obtain the title of solicitor of England and Wales by passing only SQE1. The same notice confirms out-of-court work in England and Wales in Italian, European and international law under the home title, and a CNF undertaking to promote a special Italian register of foreign legal consultants. The Law Society’s 9 July 2025 release framed the compact as a post-Brexit breakthrough for UK lawyers in Italy; the MoU text itself is sent on request, not published. The Global Legal Post restated the SQE1-only sentence the same day.
None of that is an SRA rule. The Solicitors Regulation Authority still requires qualified lawyers to pass SQE1 and SQE2 unless an exemption is granted, to meet character and suitability, to hold a degree or equivalent, and to evidence English or Welsh proficiency (qualified-lawyer principles, June 2024). Qualified lawyers typically have at least two years of professional experience; that is not an admission requirement, and they do not need qualifying work experience. The two-year clause in the CNF text maps onto SRA language about typical professional experience for exemptions. It does not map onto the two-year QWE rule, which the SRA (26 January 2024) says does not apply to already-qualified lawyers.
The exemption page, updated 6 August 2026, is the load-bearing sentence for anyone treating 2025 as the year the solicitor title became cheap. SQE1 exemptions are very rare and have a high threshold. Candidates must show coverage of all SQE1 functioning-legal-knowledge areas at day-one solicitor standard, and that the law practiced is not substantially different from England and Wales. The SRA states there are significant differences with the laws of all jurisdictions reviewed to date. The application fee is £265; a decision is due within 180 days of a complete file. A professional body may apply for a class exemption by mapping its qualification onto SQE. No published CNF mapping had appeared as of the research window for this article.
SQE itself is not new. Subject to Legal Services Board approval, SQE Regulations came into force on 1 September 2021, with the first SQE1 that autumn (SRA, 8 June 2020). QLTS is not available to a 2025–26 Milan associate. The 2025 memorandum tries to cheapen SQE2. It does not reopen a closed transfer route, and it does not create a Milan associate or in-house seat by itself. The unimplemented foreign-consultant register would, if enacted, be an inbound UK-lawyer gate into Italy. It is not a reason for an Italian associate to sit SQE, and it is not a reason for a Milan head of legal to rewrite a job description.
Professional-body descriptionRegulator still examining
- CNF sentence Italian avvocati with two or more years, SQE1 only, plus a promised foreign-consultant register. Dated 26 June 2025. Not an admissions tariff.
- SRA baseline SQE1 and SQE2 unless an exemption is granted. No QWE for qualified lawyers. Class mapping is possible. None is published for the CNF.
- Held-out title The career event is being named as the England-and-Wales qualified on a team a client is buying. That is a buyer decision, not a memorandum.
The 2025 gate does not, by itself, move a Milan seat.
A new york bar is a year-plus project, not a 2025 memorandum.
Exam stickers, keep-the-title fees and an LL.M. year are different objects. So are pass rates for already-qualified lawyers and for candidates whose first language is not English.
The cash decision is three stacks, not one ROI number. Sitting SQE1 in the 2025/26 window is £1,934 (SRA SQE Update, April 2025). Sitting both papers in that window is £4,908, VAT-exempt, before the £100 admission fee and a £34 background screen (SRA, 23 January 2025). From September/October 2026 the SRA has set SQE1 at £2,006 and SQE2 at £3,086 (SRA news, 21 April 2026). If you apply to skip SQE1 — a path the SRA itself calls very rare — add £265 and up to 180 days. The 2025/26 practicing-certificate fee is £326; the July 2026 Section 51 application to the Legal Services Board proposed £382 for 2026/27 against an estimated 186,500 full-fee individuals. That last figure is an application, not a final approved tariff.
A foreign-educated New York attempt is $750 by statute (Judiciary Law § 465), plus about $100 for ExamSoft on the 10 January 2024 NYBOLE guide, plus $375 every two years after admission (22 NYCRR Part 118 / Judiciary Law § 468-a). NYBOLE strongly advises waiting for Advance Evaluation of Eligibility before paying the $750, which is not refunded if you are later found ineligible; review can take up to six months after all documents arrive. Admission still requires the New York Law Course, the New York Law Exam, an MPRE passing score of 85 (valid four years), 50 hours of pro bono, and the skills-competency requirement. That is the exam stack. It is not the year.
For many civil-law graduates the year is an ABA LL.M. NYU School of Law’s 2026–27 estimated student expense budget puts tuition at $83,952 and total cost of attendance at $123,308, with international add-ons listed separately. That is one school’s published budget, not a New York-wide mean, and Rule 520.6 eligibility is case-by-case: not every Italian candidate needs an LL.M. When the cure is required, document deadlines run to 1 May of the preceding year for a February sitting and 1 October for July. The last legacy Uniform Bar Examination in New York is February 2028; NextGen begins in July 2028, with the current passing score 266 and the NextGen cut not yet published (NCBE). An Italian candidate aiming at the current format has a closed window, not an open-ended one.
Pass rates are not Italian-specific. Kaplan’s 2024/25 year recorded 13,081 candidates who took one or more of FLK1/FLK2; January 2025 SQE1 passed at 56 percent, July 2025 at 41 percent; 5,752 candidates took SQE2, with the overall pass rate rising from 76 to 81 percent (SRA, 21 April 2026). The January 2025 statistical report (1 April 2025) graded 6,718 candidates sitting both FLK papers. Among first-attempt candidates, 22 percent identified as qualified lawyers and passed SQE1 at 52 percent, against 62 percent for non-qualified candidates; 26 percent reported a first language other than English and passed at 53 percent against 62 percent for English-first. Over four years to July 2025, SRA facts and figures put non-English-first SQE1 at 47 percent versus 56 percent for English-first, and SQE2 at 63 percent versus 81 percent. Qualified lawyers have generally lower pass rates on both papers. There is no published Italian-nationality cut.
New York’s foreign-educated pipeline is large and harder than the ABA first-time print. NYBOLE’s 23 October 2025 release for the July 2025 sitting: 9,931 candidates, 70 percent passed; foreign-educated candidates were 3,587 (36 percent of the sitting) and passed at 46 percent, with first-time foreign-educated at 54 percent, against 89 percent for ABA first-time JDs. The 22 April 2025 release for February 2025: 4,090 candidates, 39 percent passed; foreign-educated were 2,225 (54 percent of takers, the highest share the Board had examined on an administration) and passed at 30 percent, first-time foreign-educated 43 percent. Combined 2025 foreign-educated takers from the two sittings: 5,812. That is a volume figure for the foreign pipeline into the New York roll. It is not an employment outcome, and it is not a Milan salary.
Pay contrasts that candidates quote at us are real and mostly the wrong comparator. Above the Law’s 2026 associate-compensation scorecard records a New York-scale first-year base of $235,000 from July 2026, with an eighth-year base of $455,000 at the houses that matched. One Magic Circle employer’s own London careers page still lists newly qualified pay at £150,000, with trainees at £56,000 then £61,000. Cassa Forense and Censis, in the 2025 Rapporto on 2023 IRPEF declarations, put Lombardy mean lawyer income at €81,115 against a nationwide mean of €47,678, with 64.6 percent of lawyers under €35,000 and the mean reached after 15 years of practice. Il Sole 24 Ore, reporting the 2026 Rapporto, put 2024 mean income at €51,912. Those profession-wide means include sole practitioners. They are not a dual-qualified Milan band, and they do not move because you sat SQE1.
NY in-house Part 522 rewrite
Foreign applicants may register where the home authority suspends in-house membership — the Italy-shaped limb. Applies to New York-sited employment, not a Milan company seat.
22 NYCRR § 522.1, effective 15 April 2020A Milan general counsel is buying governance, not a second bar card.
The dual-qualification reader is hired as an associate inside a Milan law-firm practice, or as employed in-house counsel inside a company legal department. Those buyers do not share a credential stack.
A Milan general counsel is buying governance, not a second bar card. Law 247/2012, art. 18(1)(d), makes the profession of avvocato incompatible with employed work; art. 2(6) nonetheless permits employed or coordinated stragiudiziale advice in the exclusive interest of the employer and, if the employer is a company, of controlling, controlled or affiliated companies. The special list in art. 15 is for avvocati employed by public bodies, not private companies. A Milan general counsel, chief legal officer, head of legal or legal counsel on an employment contract is not sitting as an inscribed avvocato. A New York or solicitor title does not restore albo membership. 22 NYCRR § 522.1 was amended effective 15 April 2020 precisely because jurisdictions such as Italy suspend in-house membership; a contemporaneous Pillsbury alert named Italy among them. Part 522 still requires New York-sited employment. It does not follow a head of legal to Porta Nuova.
In that same cohort, 61 of 88 in-house respondents — general counsel, chief legal officer, head of legal, legal director — over a 24-month window told us their Milan desk had never posted SQE or New York admission as a hiring condition. A general counsel at a Milan-headquartered luxury group, in that same cut, told us English was the language of the board pack; nobody had asked her team for a solicitor number. A head of legal, regulatory and compliance at a listed energy retailer said the 2026 load was green claims and the AI Act: we are not hiring a New York ticket for that. Those are company-side seats a dual-qualified associate would be selling into, not the other way around.
Firm-side, the posted gate on associate ads this research could open is Italian admission plus English. Cleary Gottlieb’s Milan recruiting page asks for an Italian law degree with top marks, fluency in English, and associates generally admitted in Italy, preferably with an LL.M. from an English-speaking school; Italian-trained candidates who accept an Italian-office associate offer may be eligible to begin their career in New York or Washington for one year after a U.S. LL.M. Osborne Clarke’s Milan banking-and-finance junior-associate listing requires Italian qualification, one to two years of finance PQE, and a second-round interview in English. Latham & Watkins’ 2026 Milan corporate M&A and private-equity associate posting (Job ID 2026-5672) requires admission to the Italian bar, one to five years of M&A PQE, and fluency in Italian and English. None of those three employer pages lists SQE, solicitor of England and Wales, or New York admission as a condition of the Milan seat.
What the international offices do sell is the second jurisdiction as a firm product. Linklaters’ Italy page describes Milan and Rome as home to lawyers offering Italian, English and New York law advice, with more than 100 lawyers in the two offices. White & Case describes a U.S., English and Italian law securities team — high-yield, Yankee bonds, Eurobonds, EMTN, IPOs, LBO finance, unitranche, NPLs — as one of the largest in Italy. That is a mixed-qualification office offering, not evidence that every Milan associate must hold SQE. Among 54 capital-markets and finance associates inside the same interview cohort over an 18-month window, 39 said the English or New York paper was staffed as a firm product by mixed-qualification teams, not as a personal license they were asked to hold.
Independent Italian houses remain the volume employer. MAG’s LC Best 50 for 2025 revenues put the top 50 business-law houses at €4.082 billion, about 12,512 professionals, and mean revenue per professional of €355,000. International and UK/U.S. houses in that published table sit in a lower Italy-revenue band than the largest independents. Chambers Europe 2026 department lists for those independents are Italian-law heavy: corporate/M&A, private equity, banking and finance, capital markets, energy, employment, tax. A second qualification is not a ranking criterion on those firm pages. The dual-qualification premium, if it exists, is a minority-employer story. Sartori’s quarterly survey since 2019, in the four waves to June 2026, recorded the same modal posted gate on Milan associate seats: Italian albo plus English. Of 22 hiring-side respondents in those waves — general counsel, head of legal, and firm professional-development leads — 19 said a second qualification was not a hard gate on the last associate seat they opened.
Advice you can already giveA title a named buyer holds you out as
- Home-title drafting English-law contracts from Milan, other than reserved activities. No solicitor number required. Law Society, August 2025.
- Solicitor title Reserved work, SRA-authorized manager roles, being the named England-and-Wales qualified. This is what SQE buys.
- New York hold-out U.S. securities, a New York secondment, or Part 522 in-house registration. A Milan chief legal officer does not purchase this for a local employment contract.
For a Milan general counsel, chief legal officer or head of legal, the 2025 memorandum is not a hiring spec.
- Employment is the credential event. Law 247/2012 takes you off the ordinary albo. A solicitor or New York number does not put you back on it.
- The 25 March 2026 GC Summit agenda in Milan was cooperative tax compliance, AI Act with DSA and DMA, EU green bonds and hybrids, green claims, and contract-lifecycle management. Credential language on that agenda: none.
- English is a language gate on company-side seats. The Italian albo is often a past credential. Sector knowledge — energy, luxury, banking, telecom, utilities — is the present one.
- Part 522 is a New York address. If the company moves you to New York, registration or full admission becomes the gate. If it does not, skip the sitting.
For a Milan associate seat, the written gate on opened pages is still Italian admission plus English.
- Opened ads at international houses (Cleary, Osborne Clarke, Latham) require the Italian bar and English. An LL.M. is preferred education, not a license, on the Cleary page.
- English and New York law are office products at houses that say so on their Italy pages. Mixed-qualification teams deliver them. Your personal SQE is useful if you will be the named solicitor; it is not what created the desk.
- RFL registration is a London manager or interest-holder gate (SRA, 13 February 2025). A Milan associate who never becomes a manager of the English LLP does not need it.
- Independent houses remain the volume employer on MAG headcount. Their ranked desks hire Italian avvocati. Treat a second ticket as optional education unless a named hold-out exists.
A Milan general counsel is buying governance, not a second bar card.
The work that grew in Milan in 2025 and 2026 does not require SQE.
Golden Power, domestic bank M&A, Lombardy private capital, Listing Act documentation, AI Act and green claims filled desks. None of those instruments asks for a solicitor number.
If a second qualification were going to reprice a Milan career in 2025–26, the load would show up where the work grew. It did not. White & Case’s 2026 Italy FDI chapter, citing the government’s 2025 report on 2024, records about 835 Golden Power filings including 175 pre-filings, against about 577 including 150 pre-filings in 2023 — a 44.7 percent jump. PCM review runs up to 45 business days (30, extendable to 70, for 5G). Law No. 4 of 15 January 2026, in force 21 January 2026, re-sequences financial-sector Golden Power behind ECB and Commission review. That is associate and counsel work on banking-regulatory, antitrust and FDI desks, and it is in-house work for a general counsel or head of legal at a bank, insurer, energy group or telecom. It is Italian public law. It is not SQE.
KPMG’s 23 December 2025 completed-deal series put 2025 at 1,351 deals and €69.8 billion, against a restated 2024 of 1,441 deals and €79.4 billion. Inbound foreign-on-Italy value fell to about €18.9 billion, down 48 percent from €36.2 billion. Domestic value almost doubled to about €38 billion from €13.3 billion. Financial services were 91 deals and about €26.9 billion, 38 percent of 2025 value. A second qualification does not follow automatically from a domestic bank combination. The 2025 vintage priced Italian-law bank and industrial M&A, and Golden Power on inbound energy, more than it priced English-law inbound sponsor work. AIFI and PwC, in a 23 March 2026 Milan release, recorded 2025 private-capital investment of €11.610 billion across 887 investments, with foreign operators at 73 percent of amount invested (€8.433 billion) and Lombardy at 47 percent of investment count. That is the classic seat where English and New York finance documents appear as a firm product. Weak 2025 fundraising (€3.570 billion, down 46 percent) caps how many mega-deal seats that product will staff in 2026.
Listing Act amendments to the Prospectus Regulation fully entered into application on 5 June 2026 (White & Case, 4 June 2026; Regulation (EU) 2024/2809). CONSOB adopted the ESMA statement on the transitional pack. MAR inside-information reforms went live the same day. A listed issuer’s head of legal and its capital-markets associate both absorb that stack whether or not they hold SQE. English-law and New York-law annexes remain a firm-product skill on DCM/ECM teams; the Listing Act itself is EU and Italian-issuer work.
Company-side, the 25 March 2026 Legal 500 GC Summit in Milan is the dated in-house work map. Cooperative tax compliance — D.Lgs. 221/2023 through Agenzia delle Entrate Circolare n. 6 of 6 August 2026 — opened the day as a general-counsel governance problem. Directive (EU) 2024/825 of 28 February 2024, the green-claims amendments, had its own panel, staffed by a listed energy retailer’s head of legal, regulatory and compliance affairs. The AI Act became applicable on 2 August 2026, with transparency rules in force that month; high-risk Annex III use cases, including employment tools, apply from 2 December 2027 after the 2026 Omnibus (Commission, 3 August 2026). That is giurista d’impresa work under art. 2(6), sitting with a general counsel, a legal director, a legal-and-compliance function and legal ops. It is not a second-bar job.
Two neighboring instruments sit next to this decision. The Hague Convention of 2019 entered into force for the UK on 1 July 2025, the first new UK–EU judgments agreement since exit (UK Ministry of Justice, 2 July 2025). That can support Milan deal teams choosing English law without the lawyer holding a solicitor title. It does not create SQE seats in Milan. Brexit already removed the EU establishment route for UK solicitors in Italy; the Law Society’s 9 July 2025 release states that UK lawyers no longer have the right to register with one of Italy’s bar associations or to combine with Italian lawyers, despite TCA home-title advice rights. The 2025 memorandum tries to rebuild a slice of that inbound path. It does not reprice an Italian associate’s outbound ticket.
Sit only against a named hold-out. Otherwise skip.
Three anonymized files from the same associate book, then a buyer table. The uncomfortable number is the search we ran slowly because the candidate was in an exam the buyer had not asked for.
Of 23 closed Milan associate searches over the trailing three years, 7 were mixed-jurisdiction product seats at UK or U.S. houses; 16 were Italian-law business seats at independent houses, Big Four legal-and-tax platforms, or international offices hiring for Italian-law files. Of those 7 product seats, none listed SQE or New York admission as a hard posted gate; one treated a second qualification as preferred after Italian admission. Of the same 23 files, 6 ran past the typical 6-to-12-week timeline because the candidate was sitting SQE1 or waiting on an SRA exemption the Milan buyer had not asked for. That delay was ours to name. We named it late. Counter-offers still arrived in 36 percent of files on this line, and median offer-to-acceptance stayed at 12 working days when the sitting was not in the way.
Of 72 mid-level Milan associates (years 2–6) inside that cohort over a 24-month window, 44 had opened an SQE file or booked a sitting after the June 2025 notice. Twenty-nine of those 44 could not name a Milan buyer who had asked for the solicitor title as a hard gate. That is the unflattering read of our own interviews: the 2025 brochure created sittings faster than it created demand. No public series counts Italian SQE sitters, and this desk cannot see a dual-qualified headcount either. What it can see is buyers. The buyers who pay for a second ticket are a named hold-out on an English-law or New York-law product team, a London reserved-work or SRA-manager move, or a New York-sited seat. A Milan chief legal officer absorbing Listing Act, AI Act and cooperative-compliance work is not on that list.
Composite one. A fourth-year M&A associate at an independent Italian house sat SQE1 in the 2025/26 window after the CNF notice. The live process was a UK/US Milan finance desk. The posted spec was Italian albo, English, one to five years of PQE. The solicitor sitting was unused. The file closed inside ten weeks once we stopped screening for a title the professional-development lead had not written. Composite two. A capital-markets associate took a U.S. LL.M. at NYU-scale cost and sat New York. The career event that justified the year was a written New York secondment attached to an already-accepted Italian-office offer, not a Milan in-house jump. Composite three. A banking associate moved in-house to a listed telecom as head of a capital-markets sub-desk. Law 247/2012 suspended the ordinary albo. The general counsel who hired her wanted CONSOB fluency and English. She did not want a Kaplan receipt.
The working test is three questions, in order. Is the buyer holding you out as the named England-and-Wales or New York lawyer, or moving you to London reserved work or New York? If no, skip. If yes, is the hold-out in the offer letter, not in a careers-page slogan about Italian, English and New York law? If no, wait. If yes, which clock are you actually on — SQE1 this window, SQE2 until a waiver exists, Advance Evaluation before a $750 that will not be refunded, or an LL.M. year against a February 2028 UBE cut-off? Sit against that clock. Do not sit against the 2025 brochure. The platform change, if that is the real decision, is a different article: what actually changes when the letterhead changes. The U.S. relocation, if the seat is in the United States, is another: bar and visa as separate gates.
Sit
A named hold-out as solicitor or New York-qualified, a written New York or London secondment, reserved England-and-Wales work, or an SRA manager seat. Budget SQE2 and, for New York, the LL.M. year unless 520.6 already clears without a cure.
Skip
A Milan general counsel, chief legal officer or head of legal role; an independent Italian house; an international Milan seat whose opened ad asks only for the Italian bar and English. Draft English-law contracts from Milan without the title.
Wait
The careers page sells Italian, English and New York law as an office product, but the offer does not name you as the foreign-qualified lawyer. Watch for an SRA class mapping of the CNF qualification. Do not buy a sitting on a slogan.
- Q1 Is a named buyer holding you out as the England-and-Wales or New York lawyer, or moving you there? No → skip. A Milan in-house title and most Italian-law associate seats do not purchase the ticket.
- Q2 Is that hold-out in the offer letter, not only on the office’s Italy page? No → wait. Mixed-qualification teams already deliver the product. Your personal roll number is optional until someone names you.
- Q3 Which clock: SQE1 this window, SQE2 until a waiver, Advance Evaluation, or an LL.M. year before February 2028? If you cannot name the clock, you are sitting the brochure. Stop.
- → All three yes? Sit against that clock. The 2025 memorandum is context, not the offer.
| Buyer | Posted gate | What the 2025 MoU changes | Sit or skip |
|---|---|---|---|
| Independent Italian business-law house | Italian albo; English often preferred as a language | Nothing. The 2025 memorandum is not a ranking criterion on the Chambers Europe pages for these desks. | Skip the sitting unless a named English-law product exists |
| UK or U.S. international firm, Milan office | Italian admission plus English on opened associate ads; LL.M. sometimes preferred as education | SQE becomes relevant if you will be held out as a solicitor or moved into an SRA manager role; New York if held out on U.S. securities or seconded | Sit only against a named hold-out or secondment |
| Milan in-house: general counsel, chief legal officer, head of legal | Employment contract; English; sector knowledge. Ordinary albo typically suspended. | The unimplemented foreign-consultant register is an inbound UK-lawyer ask, not a company-side gate | Skip. The 2026 GC agenda is governance, not a second bar |
| London reserved work or SRA manager seat | Solicitor title, or RFL status if you will be a manager or interest holder | This is the one seat where the CNF two-year sentence is aimed, if the SRA later grants the waiver | Sit SQE. Budget SQE2 until a class exemption exists |
| New York-sited in-house or U.S. securities hold-out | Rule 520.6 admission or 22 NYCRR Part 522 registration | Part 522 was rewritten in 2020 because Italy suspends in-house lawyers from the albo. It does not apply to a Milan company seat. | Sit New York only if the seat is actually in New York |
| Path | What it buys | What it misses | Clock |
|---|---|---|---|
| SQE1 only (CNF 2025 description) | Solicitor title if the SRA later waives SQE2 | Reserved England-and-Wales work until SQE2 or a waiver lands; nothing in a Milan general-counsel job description | One sitting plus up to 180 days on any exemption file |
| SQE1 and SQE2 | Solicitor of England and Wales; reserved work; named E&W qualified on a multi-jurisdictional team | Italian albo restoration for in-house employment; a Milan pay scale | Two sittings; 2024/25 Kaplan throughput is the volume, not an Italian count |
| New York exam, no LL.M. | A New York ticket if 520.6 eligibility already holds without a cure | Most civil-law files still need an ABA LL.M. cure; a Milan in-house title | Advance Evaluation first; up to six months after documents arrive |
| U.S. LL.M. then New York exam | Eligibility cure for many civil-law graduates; a possible New York or Washington secondment after an Italian-office offer | A Milan general-counsel or head-of-legal payroll premium | A full academic year plus the sitting; last legacy UBE February 2028 |
International qualification: questions Milan lawyers actually ask
Does a new york bar raise what a Milan general counsel will pay me?
No published Milan in-house band prices a New York ticket, and Law 247/2012 already takes most company lawyers off the ordinary albo. In that Milan interview cohort, 61 of 88 in-house respondents — general counsel, chief legal officer, head of legal, legal director — over a 24-month window told Sartori their Milan desk had never posted SQE or New York admission as a hiring condition. A New York license is a gate if the employer moves you to New York (Rule 520.6 or 22 NYCRR Part 522). It is not a Milan payroll lever. Our studio-to-general-counsel guide is the role change; this page is the credential.
Is the 2025 CNF–Law Society memorandum an SRA exemption?
No. The Solicitors Regulation Authority, updating its SQE1-exemption page on 6 August 2026, still calls those exemptions “very rare” and sets a 180-day clock on a complete file. The Consiglio Nazionale Forense notice of 26 June 2025 describes an SQE1-only path for Italian avvocati with two or more years. The SRA still owns SQE. Qualified lawyers must pass SQE1 and SQE2 unless an exemption is granted (SRA qualified-lawyer principles, June 2024). Until the SRA publishes a CNF mapping, plan for SQE1 as the exam and SQE2 as a hoped-for waiver, not as a skip.
How much does solicitor qualification via SQE actually cost in 2025/26?
SQE1 is £1,934 in the 2025/26 window; both papers together are £4,908 before the £100 admission fee (SRA, April 2025 and 21 April 2026). An SQE1-exemption application, if you file one, is £265. The 2025/26 practicing-certificate fee is £326; the 2026/27 application to the Legal Services Board proposed £382. Prep courses, travel and lost billable time are extra and unpublished as a mean. From September/October 2026 the Kaplan stickers rise to £2,006 and £3,086.
Can I draft English-law contracts from Milan without becoming a solicitor?
Yes, except reserved work. The Law Society’s guide updated 5 August 2025 states that foreign lawyers can provide legal services in English law, including drafting contracts, other than reserved activities. SQE buys the solicitor title, reserved work, or being the named England-and-Wales qualified on a team the client is buying as such. Home-title advice on Italian, European and public international law is a different TCA product. A Milan finance desk that already staffs mixed-qualification teams is buying the office product, not necessarily your personal roll number.
Should I take a U.S. LL.M. in order to sit the New York exam?
Often, for civil-law graduates — and it is the dominant cash outlay. NYU School of Law’s 2026–27 LL.M. tuition is $83,952 and the published cost of attendance is $123,308. NYBOLE Rule 520.6 is case-by-case; Advance Evaluation of Eligibility can take up to six months, and the $750 foreign-educated exam fee is not refunded if you are later found ineligible. The last legacy Uniform Bar Examination in New York is February 2028; NextGen begins July 2028 (NCBE). An LL.M. year is not a Milan in-house credential.
Does dual qualification help an in-house move in Milan?
Not on the opened 2026 company-side agenda. Legal 500’s GC Summit Italy on 25 March 2026 ran panels on cooperative tax compliance, AI Act / DSA / DMA governance, green bonds and hybrids, green claims and contract-lifecycle management. Those seats are giurista d’impresa roles under Law 247/2012 art. 2(6). English is a language gate. A second bar is not. See our private-practice versus in-house salary guide for the employment-status split the albo already imposes.

Profession-wide Cassa Forense means include sole practitioners and are not a dual-qualified Milan pay band. MAG revenue per professional is revenue, not compensation. NYBOLE and Kaplan pass rates are not cut by Italian nationality. The 2026/27 SRA practicing-certificate figure is an application to the Legal Services Board, not a final approved tariff. NYU cost of attendance is one school's published budget.
A second ticket is not the same decision as a platform move.
If the real question is the letterhead, the in-house jump, or an actual United States seat, those are adjacent pages. This one stays on whether the 2025 gate is worth the year.
From Italian Firm to International Platform: What Really Changes
The letterhead change is a platform move — title, conflicts, the file — not a second license. Read it before you treat SQE as the same decision.

Bar admission and work authorization are separate gates. Use this when the seat is actually in the United States, not when a Milan general counsel is hiring.

The in-house jump is a change of role, reporting line and employment status. A second bar is almost never the thing that makes it.
