The empty seat is a LinkedIn state, not a talent shortage.

New York County closed calendar 2025 with 102,325 registered attorneys, the Office of Court Administration's year-end count. The associate attorney seat a general counsel is trying to fill still goes empty when the hireable lawyer is invisible or leaking on LinkedIn.

Lens 01 · Invisible Experience is blank. The general counsel cannot find you.

A chief legal officer searches current employer, admitted years and the practice actually done. An empty Experience field is not discreet. It is a dead listing. Searchable starts with a complete biography.

The confidential-search page owns how leaks travel through email, devices and references. This page owns the LinkedIn state a general counsel can actually use. Who is searching is laid out below.

02 Who is searching now

The buyer is a general counsel with a named desk, not a job board.

The New York mid-level is hired by a titled buyer: a company legal department, a municipal or federal office, or a 501-plus New York office filling years 3–7. All of them search a profile. None of them needs you to announce a search.

We have worked the New York market for more than 10 years, for general counsel, chief legal officers and heads of legal inside companies, and for 501-plus offices hiring a mid-level onto a practice group. Over the trailing three years we closed 33 associate searches, on a typical 6-to-12-week clock. The stall that repeats is not a shortage of admitted lawyers. It is a LinkedIn state the buyer cannot use.

Sartori maps some 67,000 lawyers in New York. Coverage is not why a mandate sits. Of those 33 closed New York associate searches, 19 were 501-plus office seats at years 3–7 and 14 were in-house seats a general counsel or chief legal officer was trying to fill from a firm-trained mid-level. The same New York interview cohort, over a 24-month window, includes 318 general counsel, deputy general counsel, chiefs of legal and heads of legal sitting the buyer side of a mid-level hire: 241 of those 318 said they do not search Open-to-work banners. They search current employer, class year or admitted years, and the work described in Experience.

A general counsel at a New York-headquartered asset manager told us the last mid-level the department hired was found on a complete Experience field — current group, deal type, admitted year — and that an Open-to-work frame on a comparable profile was treated as a reason not to call, because the current employer sat on the company's outside-counsel panel. That is the buyer's question, not a candidate slogan: can I find this lawyer without the current employer reading the search.

The in-house desk is the fastest-growing lawyer class in the country, and New York is the largest state stock. ACC's 2025 in-house population statistics, built as a BLS residual, put that New York stock at about 16,000 in 2019 and at 117 in-house counsel per 100,000 residents. Nationally the in-house stock ran to 145,000 in 2024. ACC's 2025 compensation survey, effective 1 March 2025, still finds 77 percent of in-house respondents with some law-firm experience. Direct-from- campus in-house remains a thin slice: NALP's Class of 2025 National Summary Report (August 2026) put only 751 of 2,180 business jobs as requiring bar admission. The hireable New York mid-level a chief legal officer wants is still a firm-trained associate, not a 1L profile.

The public desk is large enough to compete for the same admitted pool. Corporation Counsel testimony on the FY2027 Preliminary Budget put the City Law Department at about 785 assistant corporation counsels, with 200 new attorney lines in the proposed budget and about 70,000 cases a year. The State Department of Law states over 700 assistant attorneys general. The Manhattan District Attorney's Office hires about 65 legal staff a year. SDNY is running an open-continuous AUSA posting through 31 December 2026, with a three-year commitment as a general rule. The New York Fed's Legal Function, headed by the Bank's general counsel, hires into supervision, markets, BSA/AML, OFAC and enterprise legal. Those are employer pages, not a job board. They already know the title they want. They need a findable, admitted name.

The firm-side desk is still the scale seat that feeds the in-house hire. NALP's Class of 2025 findings put 6,588 first jobs in firms of 501-plus lawyers — 33.2 percent of firm jobs. Columbia Law's Class of 2025 employment table placed 321 of 373 firm jobs in 501-plus offices, with 332 of employed graduates in New York. NYU Law reported 74.15 percent of employed Class of 2025 graduates in New York and 87.80 percent of firm jobs in firms of 501-plus. NALP's January 2026 Perspectives report put the national office-level summer average at 8 2L students, the smallest since 2020, while New York City remained the largest geographic market. The funnel into a New York associate seat is concentrated. The general counsel who later hires out of that funnel is concentrated too. A profile that is blank, or loud, misses both desks.

Where Class of 2025 first jobs landed nationally. These are ten-months-out first jobs, not a census of New York mid-levels already on the market. The business slice is why a chief legal officer still buys a firm-trained associate rather than a campus in-house hire.

NALP, Class of 2025 National Summary Report, August 2026 (32,619 jobs).

A general counsel searches the biography. A banner is a reason to wait.

  • Experience, not Skills. Current employer, admitted years, the work actually done. A chief legal officer is buying a firm-trained mid-level, which is why the in-house survey still finds law-firm experience as the typical path, not a campus hire.
  • Conflicts with the panel. If the current employer sits on the company's outside-counsel list, an Open-to-work frame is a leak into a relationship the general counsel still needs.
  • Pay is already posted. Labor Law § 194-b put the band on the company's own careers page and on any social post the company authorizes. The candidate does not have to publish a number to be searchable by cash.
  • Credential gates are public. New York admission; for some seats, U.S. citizenship and in-district residency (SDNY; Manhattan DA). A profile that lists a California admission the OCA biennial record does not is a diligence flag, not a plus.

A 501-plus New York office filling years 3–7 searches the same biography, then the band the statute already forced onto the posting.

  • Years and a practice label. One New York careers page, accessed 9 September 2026, posted Associate – Antitrust & Competition at 3–6 years and Associate – IP Litigation at 3–7 years, each with a pay-transparency base range. That is the statute operating on a live mandate, not a job-board scrape.
  • Admission as a gate, not a slogan. U.S. law in non-U.S. offices on that same page requires New York, California or D.C. admission. A profile that cannot be matched to an OCA record slows the first screen.
  • The in-house buyer is watching the same names. A loud profile does not stay inside the firm market. A general counsel on the company's panel, or a head of legal who used to sit in the same group, reads the same feed.
03 Three profile states

Invisible, leaking, or professional — only one of those fills a mandate.

New York ethics opinions still draw a bright line through a LinkedIn profile. Biography-only is not attorney advertising. Skills, endorsements and a public search signal are how a discreet search dies.

The seat stays empty when you are invisible or leaking on LinkedIn. Those are two different failures, and they sit on opposite sides of the same New York rule. NYCLA Formal Opinion 748, issued 10 March 2015, is still the construction a New York-admitted associate attorney has to live with: a profile limited to education and current or past employment is not attorney advertising; a profile that adds practice areas, skills, endorsements or recommendations is likely advertising and must carry Rule 7.1 labeling. NYC Bar Formal Opinion 2015-7, dated 30 December 2015, adds the primary-purpose test under Rule 1.0(a): advertising only if the primary purpose is retention for pecuniary gain. Communications to other lawyers sit outside the advertising special rules. A general counsel searching a biography is not the problem the opinions were written to stop. A Skills field aimed at getting hired is.

NYSBA's Commercial and Federal Litigation Section Social Media Ethics Guidelines, in the 20 June 2019 reprint, still point at NYCLA 748 as the LinkedIn bright line and note that New York has not adopted the ABA's later advertising revisions. Timing matters here: these opinions are not a 2026 amendment. They remain the live New York construction of Rule 7.1 as of this writing. A mid-level who treats Skills as a search-engine trick is writing an advertisement under a 2015 opinion that has not been reversed.

Invisible is the other failure, and it is the one candidates under-count because it feels like discretion. A chief legal officer cannot retain a lawyer whose Experience field does not name the current employer, the group, and the work. In the same New York interview cohort, over a 24-month window, 286 of 410 mid-level associates and in-house counsel sitting at 501-plus firms or company legal departments said a general counsel or in-house talent lead had found them on Experience and Education, not on a banner and not on a Skills list. Searchable is a complete biography. Discreet is the absence of a search signal. Professional is staying on the biography side of Opinion 748.

A head of legal at a DFS-regulated insurer told us a Skills line that named “cybersecurity” against a live 23 NYCRR Part 500 certification file was read as a description of the company's matter, not as a credential. NYDFS adopted the second amendment to Part 500 on 1 November 2023; the last compliance tranche, multifactor authentication and asset inventory, ran to 1 November 2025. The in-house seat that work created is real. Naming the company's file on a public Skills list is how that seat's own counsel becomes un-hireable to every other DFS entity watching the same feed.

How New York ethics opinions treat the three LinkedIn states a mid-level actually has. NYCLA 748 (10 March 2015) and NYC Bar 2015-7 (30 December 2015) are the live construction of Rule 7.1; they are not a 2026 rewrite.

Skills, endorsements, recommendations Likely advertising; Rule 7.1 labeling; monitor third-party endorsements for truth May treat it as a pitch. A head of legal may treat a matter-shaped Skills line as a leak.
Open-to-work banner A public search signal; LinkedIn Help does not guarantee recruiters-only is sealed from an in-house talent lead at the current company Often a reason not to call, especially where the current employer sits on the company's panel.

04 Why the mandate does not fill

Demand created more work than findable, discreet mid-levels.

Hours, capital and public dockets all expanded. The City Law Department still cannot fill funded lines on lockstep-trained cash. A loud or blank profile is how a private seat fails for a different reason.

A general counsel searching Experience. An Open-to-work banner is a reason not to call. That is the profile mechanic. The market mechanic is that 2025–26 created more work than seats a buyer can actually fill. Thomson Reuters Institute, with Georgetown Law, in the January 2026 Report on the State of the US Legal Market, put average-firm demand up 1.9 percent in 2025 — the third-best year since the global financial crisis — with weekday-adjusted demand peaking at 4.4 percent in July. LSEG Deals Intelligence, on 12 August 2026, put U.S.-target announced M&A at $1.69 trillion in the first seven months of 2026, the strongest opening seven months on record. SEC staff statistics, last reviewed 29 July 2026, put 2026:Q2 IPO proceeds at $115,718.0 million. AOUSC Table C-1 for the twelve months ending 30 September 2025 recorded 11,109 civil cases commenced in the Southern District of New York. That work still prices a New York mid-level as a scarce hour. It does not fill a seat whose holder cannot be found, or will not be called because the profile is leaking.

Two 2025–26 instruments reshaped who is even in the New York pool. The Presidential Memorandum of 20 January 2025 froze federal civilian hiring. NALP's Class of 2025 Selected Findings, published 5 August 2026, recorded federal government employment excluding clerkships falling 37.0 percent, from nearly 1,100 Class of 2024 graduates to about 690, with public interest down 14 percent. Those graduates re-entered the private-practice and city and state pool; the class still posted a 92.8 percent employment rate. Mid-level AUSA hiring at SDNY remained an experienced-attorney, open-continuous book. The freeze hit new-graduate honors, not necessarily excepted-service AUSAs with two-plus years. It still pushed more recently admitted lawyers onto the same LinkedIn feed a general counsel is already searching.

Learning Resources, Inc. v. Trump, decided 20 February 2026, held that IEEPA does not authorize the President to impose tariffs, resetting a 2025 surge in trade, sanctions-adjacent and supply-chain work that Thomson Reuters had already counted inside that 1.9 percent demand year. The in-house trade counsel a chief legal officer wants for refund, reliquidation and alternative-authority advice is a mid-level with a file, not a first-year. NYDFS Part 500 is the parallel in-house pull: covered banks and insurers still need counsel who can certify, inventory and answer examinations after the 1 November 2025 tranche. 22 NYCRR Part 161, added 25 March 2026 and effective 1 June 2026, does not ban junior associates; it reallocates junior hours from first-draft research toward verification of court papers. None of those instruments fills a seat whose holder is invisible on Experience or leaking on a banner.

The public desk shows the cash version of the empty seat. NYC Council Finance, in the March 2026 Fiscal 2027 Preliminary Plan, put the Law Department's actual full-time headcount at 1,405 as of January 2026 against 1,612 budgeted, with most of the funded expansion expected in Tort, and FY25 judgments and claims of $1.38 billion. The City's own careers page posts Assistant Corporation Counsel bands of $87,737–$122,300 for 0–5 years. Matching-firm first-year bases reset to $235,000 effective 1 July 2026. That is a $112,700 gap between the City 0–5 ceiling and the matching-firm first-year floor, from two published instruments. A general counsel in a company legal department is not hiring at City rates. The same admitted pool is being asked to choose. A profile that is loud enough for the lockstep desk is often too loud for the company desk. A profile that is blank enough to feel safe is invisible to both.

Where the Class of 2025 overflow went after the federal freeze. These are NALP first-job movements, not LinkedIn states. They are why more recently admitted lawyers are on the same New York feed a general counsel already searches.

05 The setting

What a professional, discreet and searchable associate attorney profile actually does.

Three fields do the work: Experience and Education complete and accurate, Skills empty, Open-to-work off. Pay-transparency and biennial registration are why that setting is enough.

A professional, discreet and searchable profile does one job for a general counsel and a different job for the candidate. For the general counsel it is a findable, admitted, current-employer record that can be matched to a requisition without a conversation that leaks. For the candidate it is the same record without a search signal the current employer can screenshot. NYCLA 748 is why those two jobs can be the same setting. Biography is searchable. Advertising is not required to be found.

Pay transparency is why the candidate does not have to publish a number to be searchable by cash. New York City Local Law 59 of 2022, effective 1 November 2022, made it an unlawful discriminatory practice to advertise a job, promotion or transfer without a good-faith minimum and maximum salary for work performed at least in part in New York City. New York State Labor Law § 194-b, in force since 17 September 2023 for private employers with four or more employees, extends that duty statewide, including remote roles that report to a New York supervisor, office or worksite, and expressly covers social-media posts. The range cannot be open-ended. The employer is not required to post every opening. When it does post, including on LinkedIn as an advertisement, the band is already there. A chief legal officer can filter. The candidate's Experience field does not have to.

Identity hygiene is the other half of searchable. An administrative order amending 22 NYCRR §§ 118.1 and 118.3, effective 1 December 2024, requires every New York attorney to report, on biennial registration, admissions in other U.S. states and territories, U.S. federal courts, and non-U.S. jurisdictions, excluding pro hac vice, and to confirm good standing. A New York-admitted in-house counsel whose LinkedIn lists a California or SDNY admission the OCA record does not — or the reverse — is a diligence flag for a general counsel and for a 501-plus New York office. The OCA registered stock is not the ABA resident-active count: the ABA's 2025 Profile of the Legal Profession put New York at 190,015 resident active lawyers, the largest state bar, against OCA's 193,536 in-state registered addresses and 367,591 grand total including out-of-state and out-of-USA. Different universes. A profile that invents a second admission still has to match the one the Court Administration now collects.

The credential gate underneath every New York mid-level seat is public. The New York State Board of Law Examiners Information Guide still sets the Uniform Bar Examination passing score at 266 out of 400, the MPRE minimum at 85, plus the New York Law Course, the New York Law Examination, the 50-hour pro bono requirement, and the Skills Competency Requirement under Court of Appeals Rule 520.18. Public seats add citizenship, residency and commitment overlays: SDNY under 28 U.S.C. § 545; the Manhattan DA under Public Officers Law § 3(1) and a New York residency rule; the New York Fed's legal fellowship, where access to confidential supervisory information is limited by citizenship and immigration status. A profile that is professional and discreet still has to be accurate on those gates. Searchable is not the same as inflated.

London's interview cohort of 750 structured interviews reads the same Experience-versus-banner split — a useful contrast for anyone comparing New York to the legal recruiters london market — and this page does not rest on that city's mandate book. The New York setting is the ethics opinion plus the pay-transparency statute plus the biennial admission report. A general counsel in either city is still searching a biography.

06 The search

A confidential search uses the profile. It does not replace it.

No-names approaches still need a findable biography. The uncomfortable number in our New York associate book is the files we had to restart after a Skills field did the leaking for us.

A confidential search is not a substitute for a professional profile. It is how the name moves after a general counsel has already found the biography, or after we have presented an anonymized picture of that biography. The sibling page on running a confidential search owns consent, devices, references and the no-names sequence. This page stops at the LinkedIn state that search has to sit on. If Experience is blank, there is nothing truthful to anonymize. If the banner is on, the current employer may already know.

Sartori's New York mandate telemetry records counter-offers on 37 percent of associate offers over the trailing three years. That is a fact about this city's associate line, not a compliment to the method. Of 33 closed New York associate searches over those three years, 6 had to be restarted after a Skills or endorsements field was read as Rule 7.1 advertising — or as a matter leak — by a current employer that sat on the buyer's outside-counsel panel. Those six files still closed. They ate the far end of the 6-to-12-week window. That is the number that does not flatter us: we took the first weeks of those searches against a profile we should have cleaned before the first approach.

The 94 percent completion rate on that 33-file book is the other side of the same telemetry. It is not a claim that LinkedIn hygiene is optional. It is a claim that the files that complete are the ones where a general counsel can find a biography and a current employer cannot find a banner. ACC's 2025 survey, effective 1 March 2025, found 28 percent of in-house respondents had changed jobs in the prior two years and 17 percent said they were likely to change in the coming year. The in-house desk is already in motion. A chief legal officer filling it does not need a public signal from the person they are about to call.

Three composites from that New York associate book, described by category only. A years 4–6 corporate associate at a 501-plus Manhattan office had a complete deal sheet and a blank Experience field; a general counsel at a New York-headquartered technology company could not match the candidate to the requisition on a first search. We rebuilt Experience against the public matters already on the company's own 8-K, left Skills empty, and kept Open-to-work off. The in-house seat filled in eight weeks, inside the 6-to-12-week band.

A years 5–7 litigation associate wanted an in-house investigations seat. Open-to-work was set to recruiters-only. The general counsel's company used the candidate's current employer on a panel. We paused the process, took the banner down, and restarted on a no-names basis. The offer was signed in 11 working days once it was out — matching this city's associate median — after four wasted weeks on the leak. LinkedIn Help itself notes it cannot guarantee that recruiters at the current company will not see the recruiters-only signal.

An Assistant Corporation Counsel search for a Tort seat funded inside the City's 200 new lines met a lockstep-trained mid-level whose Experience was complete and whose cash expectation sat on the July 2026 matching-firm floor. The City's 0–5 band tops out at $122,300. We did not invent a close. The file completed only when a public-service-motivated admitted associate, already on a biography-only profile, accepted. The uncomfortable read is not that the City cannot hire. It is that a loud lockstep profile and a City requisition are not the same search, and a single LinkedIn state will not close both.

ACC's 2025 Attorney median total cash (data effective 1 March 2025) sits $65,000 below NALP's New York City first-year median as of 1 January 2025. Senior Attorney total cash, on the same ACC survey, sits next to that January 2025 first-year median, not above the July 2026 lockstep. A general counsel is not hiding that math. Pay transparency already put a band on the posting. The profile's job is to be findable without turning that math into a public negotiation on Skills.

If the next conversation is the in-house move itself, not the profile, what actually changes on the way to general counsel and when in house counsel recruiters are the right channel are the adjacent reads. If the CV is the other public document a chief legal officer will see, keep it consistent with the Experience field: same employer, same years, same work, no Skills-shaped puff that Opinion 748 would treat as an advertisement. We run the New York associate book quietly, and we are as willing to say a profile is not ready to be found as to open a mandate on it.

Questions before you let a general counsel find you

How does an associate attorney stay findable on LinkedIn without leaking a search?

Keep Experience and Education complete and current, and leave Skills, endorsements and any Open-to-work frame off. NYCLA Formal Opinion 748, issued 10 March 2015, treats a biography-only profile as not attorney advertising; adding Skills or endorsements likely is. A general counsel and an in-house talent lead search those biography fields. They do not need a banner. Sartori's New York mandate telemetry, on 33 closed associate searches over three years, still records the empty seat when those fields are blank or the banner is on.

Do Skills and endorsements help a general counsel find me?

Usually they cost you the call. NYC Bar Formal Opinion 2015-7, dated 30 December 2015, applies Rules 7.1, 7.4 and 7.5 once the primary purpose of the profile is retention for pecuniary gain. A head of legal at a DFS-regulated company will read a Skills line that names the company's own matter as a leak, not a credential. Biography-only is the searchable setting. Skills is the advertising setting.

Will a pay-transparency posting expose that I am looking?

The posting is the employer's advertisement, not yours. New York State Labor Law § 194-b, in force since 17 September 2023, already requires a compensation range on social-media posts for work performed at least in part in New York. A general counsel can search you by published band without you broadcasting a search. Your profile does not need to carry the number.

Who is actually searching for a New York mid-level right now?

A general counsel, a chief legal officer, a head of legal, and a 501-plus New York office filling years 3–7. ACC put New York in-house counsel at about 23,200 in 2024, the largest state stock. The City Law Department is budgeted for 200 new attorney lines against a 12.8 percent vacancy as of January 2026. SDNY is running an open-continuous AUSA book through 31 December 2026. The buyer is titled. The profile has to be findable.

How long does a confidential New York associate search actually take?

Budget 6 to 12 weeks. Across 33 closed New York associate searches over three years, Sartori completed 94 percent, with a 37 percent counter-offer rate and a median of 11 working days from offer to signature. A banner leak, or a blank Experience field, is how that clock runs to the far end of the window.

Can I move in-house from a firm on a biography-only profile?

Yes, and that is the profile a chief legal officer actually calls. ACC's 2025 survey found 77 percent of in-house respondents had some law-firm experience, and Attorney total cash sat at a $160,000 median against a Senior Attorney $228,000. The in-house seat is a firm-trained mid-level. A complete Experience field is how the general counsel finds that training without a public search signal.

OCA registered counts, ABA resident-active counts and ACC in-house residuals are different universes and are not added. Matching-firm lockstep is not the NALP median. City Law Department vacancy is a January 2026 headcount against a budgeted line, not a private-sector vacancy rate. ACC cash is a national self-reported sample, data effective 1 March 2025. Davis Polk New York bands are one employer's pay-transparency postings, accessed 9 September 2026, not a market census.

Sartori & Partners runs a continuous research program over nearly 1.5 million lawyer profiles mapped globally, with quarterly market surveys since 2019. The New York findings on this page come from that program's city book and from the associate-line mandate telemetry cited above. For how a search moves after the profile is usable, see how to run a confidential job search and how we run a search. For the in-house desk the biography is built to attract, see from law firm to general counsel.

A quiet conversation

Ready to be findable — without broadcasting a search?

We run New York associate search for general counsel, chief legal officers and heads of legal, and we represent mid-levels who need a professional, discreet and searchable profile before any name moves. Confidential, no obligation.
