Stuck after lockstep: the bump is not the fork.
The lockstep step is real cash. Origination, client contact and a dated promotion review often fail to move with it. That is why the stuck question is not a compensation question — it is whether a general counsel will hire the file you actually run.
Which pattern are you actually sitting in?
Pick the pattern you are actually sitting in. A senior associate who treats the last lockstep bump as proof of conversion is reading a paycheck as a seat. We map about 30,000 lawyers in London; the question this page answers is what the seat bought, not what the step paid.
Cash moved. Origination, client contact and a review date did not. A general counsel will not treat the paycheck as a conversion file. Treat as stuck — test the in-house brief.
The paycheck is the easy line on the CV. What the seat actually bought is below.

What a senior associate bump actually buys
The disclosed lockstep is real. It is also a perimeter. Inside it, origination, client contact and a dated review are a different product — and they are what a general counsel is buying.
A paycheck can move while the seat stays still. That is the London fact this page is for.
One Magic Circle London office still publishes the trainee-to-qualification step and then goes quiet. Clifford Chance’s London training-contract vacancy (JR-7595; applications closed 19 November 2025) states £56,000 in year one, £61,000 in year two, and £150,000 as a newly qualified lawyer. It does not publish a PQE 1–8 ladder. That omission is the measurement: the disclosed UK lockstep bump in this seat is the step onto the qualified payroll, not a continuing published senior-grade scale. London dollar desks map instead to the New York-anchored class-year scale. Biglaw Investor’s 2026 table puts first-year base at $235,000, fifth-year base at $385,000, and eighth-year base at $455,000. The senior-grade step on that scale is the class-five-to-eight move. It is real money. It is not a dated promotion review, and it is not origination.
Across 186 City, Magic Circle and US-London lawyers at PQE 6–8 inside the same London interview cohort, over a 24-month window, 113 said the last lockstep bump arrived with no dated origination plan and no dated client-contact plan. That is 61 percent of that cut. A general counsel reading those 186 files would not treat the step as evidence of a seat. In a narrower cut of 88 private-equity, private-funds and corporate lawyers at the same grade, over the same 24 months, 56 described their client contact as supervised attendance rather than a relationship they owned. A head of legal who asks “who on the other side already takes your call?” is asking that question.
The bump is also a distribution, not a promise. Clifford Chance’s UK Pay Gap 2025, published March 2026, reports that on a mean basis female associates were paid 3.2 percent less than male associates in 2025 (5.4 percent in 2024). Mean statutory gender pay gap at the same firm was 18.2 percent; median 38.1 percent. 62.9 percent of women and 66.5 percent of men received some bonus. Those figures measure within-firm pay by sex, not conversion. They are useful here only as a reminder that cash can move inside a grade without the seat changing.
From 6 April 2025 the bump also became more expensive to the employer without changing take-home. HMRC’s impact note on the Autumn Budget 2024 measure records the secondary Class 1 National Insurance rate rising from 13.8 percent to 15 percent and the Secondary Threshold falling from £9,100 to £5,000 a year, with a certified yield of about £23.8 billion in 2025–26 and around 1.2 million employers affected. Large law firms sit outside Employment Allowance protection. A chief legal officer competing for the same stock does not pay that firm-side on-cost in the same shape; they pay a salary, a bonus and a reporting line. The fork is already a different cost base, even before anyone talks about title.
Class 1 base, 2026
Newly qualified dollar-scale seat. The UK disclosed equivalent in the Magic Circle vacancy above is £150,000 sterling at qualification — a different payroll.
Biglaw Investor, Biglaw Salary Scale + Bonuses (1968–2026) ↗What the bump paysWhat a general counsel buys
- The paycheck Lockstep cash. Disclosed at qualification in sterling; mapped to a US class-year scale in dollars. This is the bump. It is not the seat.
- Origination A matter you opened. Vacancy pages list appetite for business development. That is a competency, not a file. In-house, credit does not travel.
- Client contact The other side takes your call. Supervised attendance is not ownership. A head of legal hires the name already in the room.
- Dated review A calendar, a committee, a file you will be measured on. Without a date, conversion is a story the bump cannot tell.
A paycheck can move while the seat stays still.
The stack is large. The conversion gate is not.
UK solicitor stock is still growing. Elite London promotion rounds still print in the low dozens. That gap is why a dated review is scarce — and why an in-house general counsel function is a different gate, not a slower version of the same one.
Conversion capacity is measured in the low dozens, not in lockstep steps. The Solicitors Regulation Authority regulated-population table records 178,428 practicing solicitors in England and Wales in July 2026, against 173,017 in July 2025 and 167,648 in July 2024. The same table records 214,080 solicitors on the roll in July 2026, and 7,674 registered foreign lawyers. SRA firm statistics count 8,916 recognized head offices at the end of June 2026, against 9,057 in June 2025. Those series are a national stock and a count of offices. They are not a London senior-grade census. They do tell you the associate stack the conversion gate sits under is not shrinking.
TheCityUK’s 14th annual legal-services report, published 9 December 2025, states that in 2024 UK legal services contributed £38 billion of GVA and generated revenue of £52.3 billion, up 11 percent from 2023. Top-100 UK law firms accounted for more than £37 billion of turnover in 2023/24. The same report names more than 200 foreign law firms from around 40 jurisdictions, and all of the world’s top 50 law firms with London offices employing more than 8,500 lawyers, plus 7,538 registered foreign lawyers in England and Wales (the SRA table for July 2026 puts registered foreign lawyers at 7,674). London legal-services employment is listed as 133,000 in the key findings and 128,000 in the regional table of the same publication — an internal inconsistency; both figures are TheCityUK/ONS/Nomis composites, so this page keeps the band. Capital around the seat is large. Conversion into the equity grade is a different number.
Linklaters, year ended 30 April 2026, announced on 21 July 2026: revenue £2.47 billion, pre-tax profit £1.2 billion, profit per equity holder £2.48 million, 37 new elections and 12 hires from other firms globally. A&O Shearman, year ended 30 April 2026, announced on 16 July 2026: revenue $3.7 billion / £2.8 billion, 33 lawyers promoted and 24 hires from other firms. The combined firm’s 1 May 2024 merger announcement described nearly 4,000 lawyers. The Law Gazette reported a post-merger plan for around a 10 percent reduction in the global equity grade. Legal Business, on 16 April 2026, reported Freshfields elevated 47 lawyers, with 43 promotions taking effect from 1 May 2026, from a prior-year total of 25. Three global rounds, all in the low dozens or the high forties. None of those figures is a London senior-grade conversion rate. All of them size the gate.
A single published desk makes the stack visible. Clifford Chance’s London Private Funds Group, on its own mid-senior and open-ended-retail vacancies, states eight equity holders, three counsel, thirty associates and eight trainees. Thirty associates against eight equity holders is a 3.75-to-one published ratio on that desk, before counsel. The same employer’s private-equity vacancy states more than 700 private-equity lawyers across offices, and a sister associate vacancy states 40 deals across 17 countries with a total value of US$74 billion since January 2025. Deal volume is not conversion volume. A chief legal officer hiring one in-house funds or sponsor lawyer is not running that ratio at all.
The SRA’s 2025 firm-diversity collection, covering more than 225,000 people in 8,876 firms and published 11 March 2026, finds 63 percent of solicitors were women, 49 percent of the salaried grade, and 35 percent of the full-equity grade (31 percent in firms of 50-plus). The Law Society Annual Statistics Report 2023, published 23 January 2025, states a 13 percent chance of reaching the equity-equivalent grade for women in private practice against 28 percent for men, with women at 51 percent of private-practice solicitors but 34 percent of equity-equivalent grades. Those are national census reads, not a London timetable. They are why “wait another cycle” is a demographic statement as well as a personal one. Paris interviews in the same program sit at 250; Milan is named here only as a contrast geography, not a second London book.
The alternative employer is already a general counsel function.
The same solicitor can sit in a practice group or in an in-house team. The regulator treats the second seat as a solicitor seat. A chief legal officer treats it as a file. That is the fork.
A general counsel hires a file, not a lockstep grade. The Law Society In-house Network treats in-house solicitors in corporate, public, not-for-profit and charity employers as a distinct membership and ethics community, with a dedicated In-house Practice Diploma for in-house solicitors and those moving from private practice. The SRA’s employer-facing guidance, updated 18 November 2024, is addressed to any organization that employs an in-house solicitor, including senior executives, non-executives and HR, and states that in-house solicitors remain officers of the court, personally accountable to the SRA Principles. The client, for regulatory purposes, is the organization. The architecture of the fork is already written: the same practicing certificate, a different client, a different reporting line.
The Law Society protocol for employing organizations, dated 27 October 2025 and restated on 4 February 2026, recommends that the most senior solicitor report to the most senior executive, have access to board information, and keep an open channel to a board representative of their choice. It retains the recommendation that the general counsel or most senior solicitor report directly to the chief executive. Public- and third-sector solicitors also take account of the people the organization serves and, in the civil service, the Civil Service Code. That is a governance specification for general counsel and head of legal seats, not a hiring census. It is why the in-house seat can be the fork independent of the lockstep bump: the organization is being told to resource an empowered most-senior solicitor, not a quieter version of private practice.
Across 94 in-house hiring managers — general counsel, chief legal officer, head of legal — inside the same London interview cohort, over an 18-month window, 71 said they would not hire a City lawyer at this grade who could not describe a file they had run without a supervising equity holder. That is 75 percent of that cut. A general counsel at a UK universal-bank legal function told us the lockstep bump was “the least interesting line on the CV”; the brief on that desk was ISDA documentation, financial crime and e-discovery, not a conversion story. A head of legal at a private-equity-backed industrial platform said they need someone who has run a completion, not someone waiting on a committee. A chief legal officer at a listed issuer said the 2025–26 files were failure-to-prevent-fraud and the Online Safety Act, not origination credit.
Of 142 London lawyers in that cohort who had already moved in-house over a 36-month window, 82 left with the promotion-review date still unsigned. That is 58 percent of the cut. The unsigned date is not a secret the firm is keeping from you. It is often a date the firm has not written. We cannot see inside a promotion committee. That is the finding that cuts against us: of 19 senior-grade closes in our London associate book over three years, seven stalled at least once because the candidate was waiting on a date we do not control. Mandate telemetry cannot open a closed committee. An in-house general counsel function can open a requisition.
Wait on a dateSit with a general counsel
- Stay for a dated review Only if the date exists, the file is named, and conversion math on this desk is visible. Otherwise you are waiting on a story.
- Firm-to-firm A second lockstep, a second unsupervised-attendance risk. Sibling pages own that move. This page does not retarget it.
- In-house Legal counsel, vice president, Grade 7, 4-plus PQE at the central bank, reporting into a general counsel, chief legal officer or head of legal. The client is the organization.
A general counsel hires a file, not a lockstep grade.
The briefs that are actually on employer pages.
Magic Circle London still prints private-equity and private-funds senior-grade vacancies. The alternative briefs — bank general counsel, central-bank legal, the financial-conduct regulator, Government Legal Department — print different titles for the same qualified-lawyer stock.
The alternative seat is already on employer careers pages. Clifford Chance JR-9169, a London private-equity vacancy at this grade, asks for extensive transactional experience probably gained at a City firm or an overseas common-law practice, plus appetite for business development, client-relationship management and thought leadership. The group advises financial sponsors, portfolio companies and management teams on private acquisitions, public takeovers, minority investments, joint ventures, dual-track exits, add-ons, refinancings and restructurings. JR-7074, Mid-Senior Associate in the Private Funds Group, publishes the eight / three / thirty / eight desk already cited, and lists PPM and fund documents, vehicle establishment, investor negotiation, carried-interest papers, MFN, secondaries and AIFMD-adjacent advice. JR-8196 hires the same desk into semi-liquid offerings, specifically European Long-Term Investment Funds or Part II UCIs, including cross-border marketing registrations. Those are practice labels that are actually hiring. None of them is titled origination. A general counsel reading those vacancies is reading a feeder, not a destination.
The in-house buyer uses different words. Barclays’ legal filter, accessed September 2026, listed 18 legal jobs globally, of which three were London: Director, UK Head of Legal eDiscovery & Data Operations Counsel; Senior ISDA Negotiator VP; Financial Crime Lawyer (London and Greater Manchester). Those are in-house titles inside a universal-bank general counsel function. They are not a second lockstep grade. The Bank of England legal-careers page, updated 31 October 2025, states an in-house directorate of around 170 colleagues from both the private and public sectors, supporting all policy areas and statutory committees including the Prudential Regulation Authority, and aiming to do as much work as possible in-house. Hiring band: typically 1 to 4 years PQE, or 4-plus for more senior positions. The Financial Conduct Authority careers hub describes London as the office where regulatory decisions help shape financial services across the UK, and hires lawyers into a general counsel division. A stuck City lawyer who will only answer to their current grade will not see these seats.
Government Legal Department and the Government Legal Profession hire qualified lawyers onto Civil Service Jobs. Work areas named: parliamentary and advisory, litigation, commercial law, employment law, bona vacantia. The client is the government of the day. Indicative pay: Legal Officer generally equivalent to 0–3 years PQE, around £50,000; Lawyer (Grade 7) generally equivalent to 3 or more years PQE, around £60,000, varying by department, location and experience. Departments typically expect lawyers to remain in a post 3 to 4 years before a managed move. The trainee ladder under that same roof is a different paycheck: GOV.UK’s legal-trainee scheme page, updated 14 April 2026, publishes London trainee salaries of £34,695 / £39,645 at GLD and the CMA, £36,057 / £45,326 plus London weighting around £4,218 at the National Crime Agency, and HMRC London at £42,631 / £42,752. Those desks train in-house lawyers for a general counsel-equivalent function of the state. They are not a Magic Circle qualification step. Overseas-qualified solicitors may need the Solicitors Qualifying Examination; Irish solicitors remain fully exempt. SQE assessment fees, in the Law Society guide of 28 January 2025, are £3,980 total (£1,558 SQE1; £2,422 SQE2). Fully qualified foreign lawyers are exempt from two years’ qualifying work experience. The SRA’s SQE2-exemption process, updated 6 August 2026, charges £265 and decides within 180 days of a complete application. From 13 June 2024, a qualified lawyer granted an SQE2 exemption must evidence English or Welsh proficiency before admission, unless the professional qualification itself was assessed in English or Welsh (SRA FAQs, updated 1 June 2026). Credential timing is a gate. It is not a reason to wait on an unsigned firm review.
SRA guidance on when a practicing certificate is required, last updated 25 November 2019 and still the live note, requires a certificate to carry on reserved legal activities, to be held out as a solicitor, or to be employed in connection with legal services by a solicitor, a solicitor firm, a recognized body or another authorized person — even if the job title does not say solicitor. Section 88 exempts the solicitor to the Treasury and other public departments; the SRA reads that as central-government departments and executive agencies, not non-departmental public bodies. October 2026 renewals expressly cover solicitors in-house who have a practicing certificate. In-house solicitors at companies, funds and NDPBs are generally inside the certificate regime; some central-government lawyers are not. A head of legal at a company is hiring a regulated solicitor. Budget the certificate, not the lockstep grade.

If the review has no date, the in-house desk is the live file.
Work that still needs this grade sits in inbound public M&A, private-capital fundraising, disputes, and a stack of 2025–28 statutes that land on in-house counsel first. The timing question is which of those desks is taking work — not whether the current grade pays.
If the review has no date, the in-house desk is the live file. The statute clock is why. The Arbitration Act 2025 came fully into force on 1 August 2025; the Ministry of Justice that day stated England and Wales handle at least 5,000 domestic and international arbitrations a year, contributing £2.5 billion in fees. LCIA referrals in 2024 were 362, of which 318 were arbitrations under the LCIA Rules, 95 percent international, with transport and commodities 29 percent of cases (LCIA, 3 July 2025). The Commercial Court Report 2024–2025, dated February 2026, recorded 1,140 new claims across the Commercial Court, Admiralty Court and London Circuit Commercial Courts (1,174 the prior year), 609 new Commercial Court claims (743 in 2023-24), 111 trials listed and 49 heard, average trial length nine days, and a caseload approximately 75 percent international. A Practice Note effective 1 July 2025 generally transfers claims of £7 million or less (exclusive of interest and costs) from the Commercial Court to the London Circuit Commercial Court, and claims under £1 million onward to an appropriate County Court. Mid-value commercial work moved down the ladder. A general counsel with a £4 million commercial file is no longer in the same court as a £20 million one. Disputes work at this grade is a London specialty. It is not, by itself, origination or a dated review.
Public M&A and listings are a split screen. The Takeover Panel recorded 57 firm offers in the year ended 31 March 2025, with aggregate offer value of about £43 billion, against 61 the year before; about one third of offers were by private equity and similar investors, 87 offer periods commenced, and 51 Rule 9 waivers were granted. Instrument 2024/3, effective 3 February 2025, refocused the Code on UK, Channel Islands and Isle of Man companies whose securities are (or were within two years) admitted to a UK regulated market, UK MTF, or a Channel Islands / Isle of Man exchange, with transitional arrangements running to 2 February 2027. Code Committee Instrument 2025/1, from 4 February 2026, amends the Code on dual-class share structures, IPOs and buybacks. Reuters, on 1 July 2026, citing LSEG data, reported UK-target deal value already above $231 billion year-to-date, 210 percent above the same point in 2025, with foreign takeovers more than $197 billion. Global announced M&A in 2025 was $4.6 trillion, a 49 percent increase on 2024 (Reuters, 7 January 2026, citing LSEG). EY recorded 23 companies listing on the London market in 2025, raising £2.1 billion, and seven UK IPOs in H1 2026 raising £577 million, both still below historic averages. FCA Policy Statement PS24/6 put the rewritten UK Listing Rules in force on 29 July 2024. HMRC’s three-year 0.5 percent SDRT listing relief applies to agreements from 27 November 2025. The PISCES sandbox opened 10 June 2025 as an intermittent venue for private-company shares, not a public listing, with approved operators including London Stock Exchange plc. A chief legal officer of a UK-target or a newly listed issuer is staffing disclosure, NSI filings and sponsor work. An ECM senior-grade seat waiting on IPO volume is staffing a policy project.
Private capital is the clearer funds and sponsor desk. UK Private Capital’s Report on Investment Activity 2025, dated May 2026, records £58.7 billion raised by British private-equity and venture funds in 2025, from £34.8 billion in 2024, and £25 billion invested in UK-headquartered companies, down from £31.4 billion. Fundraising outran UK deployment. FCA CP26/28, first published 14 July 2026, consults on a rewritten UK AIFM regime, with implementation planned for 2028, against almost £2 trillion in alternative assets. Cabinet Office figures for the National Security and Investment Act year to 31 March 2026 record 1,324 notifications, up 16 percent from 1,143, with 4.4 percent called in. The CMA considered 881 mergers in 2025, with 39 phase-1 investigations and 4 phase-2 cases (2 cleared, 1 remedies, 1 blocked), against 1,037 considered / 38 phase 1 / 5 phase 2 in 2024 and 848 / 56 / 10 in 2023. Deep phase 2 remains rare. A head of legal at a sponsor-backed company is already on NSI and merger-control files. A funds senior-grade lawyer looking only at UK buyout volume is looking at the thinner series.
The in-house compliance and investigations stack moved in 2025 and keeps moving. Failure-to-prevent-fraud came into force on 1 September 2025 for large incorporated bodies, subsidiaries and large firms (Home Office). Ofcom’s illegal-content duties under the Online Safety Act were enforceable from 17 March 2025, with fines of up to 10 percent of turnover or £18 million, whichever is greater. Digital Markets, Competition and Consumers Act Part 1 has been in force since 1 January 2025; the CMA designated Apple and Google as having strategic market status in mobile platforms on 22 October 2025, with designations running five years. Consumer-enforcement powers under the same Act came into force on 6 April 2025. The Employment Rights Act 2025 received Royal Assent on 18 December 2025, with the unfair-dismissal package commencing 1 January 2027 and employment-tribunal time limits extending from three to six months on 1 October 2026. Those files land on in-house counsel first. A general counsel who is hiring for them is not hiring a lockstep grade.
Dated review
A calendar date, a named committee, a file you will be measured on. A vibe that 'this is your year' is not a review.
A file you can name
A completion, a fund close, an ISDA book, an investigation — run without a supervising equity holder in the room.
Client contact you own
The general counsel on the other side knows your name. Supervised attendance at a completion dinner is not ownership.
Conversion you can count
Global promotion rounds at elite London firms still print in the low dozens. A single funds desk can publish thirty associates against eight equity holders.
An in-house brief that matches
E-discovery, ISDA, financial crime, funds formation, employment, online-safety — a chief legal officer hires that file, not your grade.
Credential already live
Practicing certificate for most in-house seats; SQE for internationally qualified lawyers; section 88 only for some central-government desks.
Stay is a decision only when a date, a file and conversion math are all visible on this desk.
- Demand a calendar date. A review that is “this year” is not a review. The conversion-signal tests live on a sibling page; this page assumes those signals have already gone quiet.
- Name the matter you opened. Appetite for business development on a vacancy page is not origination. If you cannot name the client who takes your call, you are still in supervised attendance.
- Count this desk. Thirty associates against eight equity holders on a published funds desk is the local math. A round of 33 or 47 globally is not your date.
- Refuse cash without a date. Cash that does not date the file is a pause you will pay for next year. A head of legal who is hiring will not wait while you take it.
An in-house general counsel, chief legal officer or head of legal is hiring a file you can already describe.
- Translate the title before you search. Legal counsel, vice president, Grade 7, 4-plus PQE. Do not wait for a company to print your current grade on the payroll.
- Match the live statute clock. Failure-to-prevent-fraud, Online Safety Act, DMCC, NSI, Employment Rights Act, AIFM rewrite toward 2028. Those are in-house files with a general counsel on the reporting line.
- Budget the certificate. Most company and fund seats need a live practicing certificate. Some central-government desks sit under section 88. SQE is a timing gate for internationally qualified lawyers, not a reason to wait.
- Read the destination. The general counsel shift and the in-house transition playbook are the operating versions of the seat you would actually sit in.

Two composite mandates, same London book
A Magic Circle private-equity group sat a PQE-7 lawyer who had just taken a lockstep step and had no dated review. We opened an in-house counsel search for a sponsor-backed head of legal who needed someone who had run a completion. Time-to-fill was nine weeks, inside the six-to-twelve-week London associate band. The incumbent offered a cash match with no date; the candidate took the in-house seat. Completion sat inside the London associate success rate on that book.
A universal-bank general counsel function opened a London financial-crime lawyer search. The first brief copied a firm title. We rewrote it around the file: financial-crime advice inside the bank, reporting to the general counsel function, practicing certificate live. The seat filled in seven weeks. Offer-to-acceptance was twelve working days, matching the London associate median. The company did not ask the outside panel to hold the day-to-day file.
Of 20 senior-grade offers inside that London associate book, seven drew a counter-offer — the 35 percent incidence on the line. Four of those seven were cash-only, with no dated review attached. Three of those four people stayed. That is the number that does not flatter us: we ran a complete process so the incumbent could buy another year of the same seat. A chief legal officer who is actually hiring should assume cash-without-a-date is the default retention move, and should not pause the requisition for it.
Questions a stuck lawyer actually asks before calling a general counsel function
Should a senior associate wait on a promotion file or move in-house?
Wait only if a dated review exists; 61 percent of 186 City lawyers in our London cut said the last bump arrived without one. An in-house general counsel hires a file you can name, not a lockstep grade. If the review has no date, the in-house desk is the live file — legal counsel, a vice-president seat, Grade 7, or 4-plus years PQE at the UK central bank. Signals that a conversion file is real live on a sibling page; this page is the fork once those signals have already gone quiet.
Does a bigger lockstep bump mean conversion is coming?
No. One Magic Circle London office publishes trainee pay of £56,000 / £61,000 and £150,000 at qualification, and stops there (Clifford Chance, 2025 vacancy). The US class-year scale that London dollar desks map to still steps class-five base from $385,000 to $455,000 in 2026 (Biglaw Investor). Neither figure is a dated promotion review. A chief legal officer reading that CV will ask what file you ran, not which step you sat on.
What in-house titles actually hire this stock?
Legal counsel, vice president, Grade 7 lawyer, and 4-plus years PQE at the UK central bank — not a second lockstep grade. A Bank of England legal directorate of around 170 colleagues hires 1 to 4 PQE typically, and 4-plus for more senior seats (Bank of England, 31 October 2025). A general counsel function at a universal bank listed ISDA, financial-crime and e-discovery seats in London in September 2026. Government Legal Profession Grade 7 pay sits around £60,000 for three or more years PQE, with a 3 to 4 year posting norm (GOV.UK).
Will a cash counter-offer fix a stuck seat?
Not if it only matches cash. Counter-offers hit 35 percent of our London associate book; of four cash-only counters with no dated review, three people stayed. The incumbent bought time. You did not buy a seat. A head of legal who is actually hiring will not wait while you spend another cycle on an unsigned date.
How long does an in-house search take on Sartori's London associate book?
Budget six to twelve weeks. We closed 33 London associate searches over three years at a 93 percent completion rate, with a median twelve working days from offer to acceptance. Of 19 senior-grade closes in that book, 11 sat in a general counsel, chief legal officer or head of legal function. The stall we cannot fix is an unsigned promotion review: seven of those 19 files paused on a date the candidate did not control.
Do I need a practicing certificate to sit in-house?
Usually yes. The SRA requires a practicing certificate to be held out as a solicitor or employed in connection with legal services by an authorized person, and October 2026 renewals expressly cover in-house solicitors (SRA). Some central-government lawyers sit under a section 88 exemption. SQE1 and SQE2 fees total £3,980 for internationally qualified lawyers, with qualifying work experience waived (Law Society, 28 January 2025). An Irish solicitor remains fully exempt from the SQE.
Regulator stock, published lockstep, firm results, and in-house guidance.
Solicitor stock and in-house share come from the SRA and the Law Society. Disclosed lockstep comes from a Magic Circle careers page and the US class-year scale. Conversion volume comes from firm-published rounds. In-house architecture comes from SRA and Law Society guidance issued to employers.

Solicitor counts are SRA monthly stock, not a London senior-grade census. In-house share is the Law Society July 2023 census published in January 2025. Lockstep figures are employer-published or the US class-year scale; no sterling PQE 6–8 band is claimed. Promotion rounds are firm-wide, not a personal conversion rate. London employment is banded at 128,000–133,000 because TheCityUK 2025 report lists both. Sartori mandate counts sit inside 33 closed London associate searches over three years.
Sartori & Partners runs a continuous research program over nearly 1.5 million lawyer profiles mapped globally, with quarterly market surveys since 2019. The London findings on this page come from that program’s city book and from the mandate telemetry cited above. For the in-house destination the fork points at, see from law firm to general counsel and the in-house versus law-firm comparison. For the US class-year scale the dollar desks map to, see the BigLaw associate salary scale for 2026.

Stuck after lockstep — and not sure the bump is a seat?
We map London in-house seats for lawyers who have outgrown a paycheck, and we are as willing to say stay as to open a file with a general counsel or chief legal officer. Confidential, candidate-led, no obligation.
