Legal Job Market 2026: Demand by Practice, Seat and Market

A New York company that opens the seat in the quarter the rule, filing or deal clock starts still fills it. The same title opened twelve months later is competing for people already placed. This is the 2026 outlook table — by practice, by seat, by market — for the general counsel who pays the figure and the lawyer who earns it.

Two clocks. One requisition. Only one of them still closes.

Sartori maps about 67,000 lawyers in New York. Coverage is not the 2026 constraint. Timing is. The legal job market this year is a window: the same practice label still fills for the company that opens against a dated clock, and stalls for the company that posts the title a year late.

Lens 01 · The two clocks January forecast a contraction. Mid-year printed a boom.

Thomson Reuters’ January 2026 primary forecast put second- and third-quarter demand at minus 0.7 percent. Bloomberg Law, reporting Citi’s sample on 17 August 2026, put first-half billable-hour demand at plus 4.2 percent. A budget built off January is already late to the hire.

Each lens is a dated public clock. The New York in-house book that tests whether those clocks still fill a company seat is in section 06.

Thomson Reuters’ 2024 hour mix, published in the same January 2026 report, still has litigation at 27 percent of hours and corporate at 24 percent. Mergers and acquisitions is 4 percent of the hour book and 3.3 percent growth — a small slice moving fast. Bankruptcy is 2 percent of hours and minus 0.8 percent growth in that sample, against an 11 percent rise in U.S. petitions in calendar 2025. Hours and dockets are not the same cycle. Hottest-practice rankings live on a sibling page; this table is the window, not a league.

The same title opened twelve months later is competing for people already placed.

03 Who earns, who pays

Pay in 2026 is two ladders, not one market.

The lawyer reading this page wants the figure. The chief legal officer wants to know which ladder the requisition is actually on. They are not the same number, and 2026 did not merge them.

Published 2025-26 pay rungs, low to high. The BLS median is a national occupation wage. The NALP figures are first-year law-firm bases as of 1 January 2025. The top two marks are one New York lockstep, published by the firm for 2026. Click a marker for the source.

BLS Occupational Outlook Handbook ↗

Pay in 2026 is bimodal: a national median and a New York lockstep that do not describe the same job. The Bureau of Labor Statistics, in the Occupational Outlook Handbook last modified 28 August 2025, put the lawyer median at $151,160 in May 2024. Cravath, Swaine & Moore’s careers page, accessed 11 September 2026, still publishes a New York associate base ranging from $225,000 to $420,000 for 2026. The gap is not a rounding difference. It is two products.

NALP’s U.S. Associate Salary Survey, as of 1 January 2025, puts the overall first-year median at $200,000 — the same median NALP recorded in January 2023. Reuters, covering that survey on 28 May 2025, noted that $200,000 in 2023 would have needed to exceed $210,000 by 2025 to keep pace with 5 percent inflation over the interval. Six of 19 analyzed cities had a $225,000 first-year median: Austin, Boston, Houston, New York City, San Francisco and the Washington, DC area. That geography is the market cut, not a headcount-weighted wage.

The company-side number lives on a third rung, and it is disclosed one posting at a time. A national U.S. employee-owned grocery retailer posted, on 13 July 2026, a Privacy, Cybersecurity, and Emerging Technologies Attorney on its corporate counsel team in Lakeland, Florida, at a monthly band of $14,380 to $21,575, reporting to a senior healthcare privacy regulatory attorney. The gates were a J.D., two years on privacy and cybersecurity, one year on emerging technologies including AI, and a preference for IAPP CIPP/US, CIPM or AIGP. The employer stated it would not file H-1B or TN petitions for the seat. That is one company, one title, one published band — a 2026 in-house signal, not a national in-house median.

Industry medians from the same BLS Handbook make the payer split visible. In May 2024, lawyers in the federal government sat at $174,680; legal services at $143,470; local government at $125,180; state government at $111,280. A chief legal officer comparing an in-house offer to a New York lockstep is not being difficult. The published ladders really are that far apart.

Share of offices reporting a $225,000 first-year salary as of 1 January 2025, among cities with at least six reporting offices. Office-level reported averages, not headcount-weighted pay.

NALP Bulletin research note, June 2025.

04 Seat, not title

The 2026 market is two desks. The company is still the buyer.

Law firms remain the largest U.S. employer of lawyers. The person who pays for the scarce seats this page is about sits in a company, a bank, a fund or a public body.

Where U.S. lawyers sat in 2024. Legal services is still the majority employer. The in-house and public-body desks are the minority that writes the check for the rest.

BLS Occupational Outlook Handbook, Lawyers, last modified 28 August 2025 (Employment Projections employer mix, SOC 23-1011).

Lawyers held about 864,800 jobs in 2024, the Bureau of Labor Statistics Handbook says, with about 31,500 openings a year on average over 2024–34. The Handbook’s work-environment split is the seat map: legal services 51 percent, self-employed 12 percent, local government 8 percent, state government 6 percent, federal government 5 percent. “Corporate counsels, also called in-house counsels” sit inside that remainder, advising a single organization. A National Employment Matrix for the broader 23-1000 group (lawyers, judges and related) puts finance and insurance at 38,700 and management of companies and enterprises at 21,700 in 2024. Use the matrix for industry shape, not as a second headcount for lawyers.

First jobs are not the experienced in-house market, and 2025 made the difference visible. Of 32,619 jobs NALP recorded for the Class of 2025, private practice took 60.9 percent; business took 6.7 percent — 2,180 jobs, down 11.9 percent, the lowest business share since the Class of 1989. Only 23.7 percent of those business jobs were reported as in-house lawyer. The national median first-job salary among 22,715 reported figures was $100,000; the private-practice median was $155,000; $225,000 accounted for 21.5 percent of all reported salaries and 34.4 percent of law-firm salaries. The Council of the ABA Section of Legal Education, as of 16 March 2026, put 87.7 percent of Class of 2025 graduates in full-time, long-term bar-admission or J.D.-advantage jobs — a different cut from NALP’s 92.8 percent any-employment rate.

Who does the workWho pays for the chair

  1. Firm desk Hours, lockstep, summer class. The 2026 print can look like a boom while equity ranks stay flat and income-partner chairs absorb the growth.
  2. Company desk The general counsel, chief legal officer or head of legal who must put a lawyer on the payroll — or decide, this cycle, not to.
  3. Public desk Honors, agency, state and local. A freeze-year pipeline does not refill because the campus calendar turned over.

Outside the United States the company desk is not a rounding error. The Solicitors Regulation Authority counted 178,428 practicing solicitors in England and Wales in July 2026, against 8,928 regulated firms at 31 October 2025. Its diversity-of-in-house extract, data as of 25 April 2023, put in-house solicitors at around 20 percent of all practicing solicitors — 33,584 people, 66 percent in the private sector and 28 percent in the public sector. Ireland’s Law Society, in its Snapshot of the Solicitors’ Profession 2025 published 8 June 2026, counted 12,961 practicing solicitors at year-end 2025, 27 percent of them in-house. New South Wales, at 30 June 2026, recorded 45,208 practicing certificates, with 9,042 corporate legal practitioners (20.0 percent) and 5,205 government legal practitioners (11.5 percent). Those registers are the global shape of the two-desk market. They are not a U.S. in-house census.

The credential gate is jurisdiction-specific and non-negotiable. NCBE recorded 1,828 attorneys admitted or registered as in-house counsel across reporting jurisdictions in 2025, with New York at 196. Separately, 67,442 people took a bar examination in 2025, with a 63 percent overall pass rate and 41,713 admissions by examination. The first operational NextGen Uniform Bar Examination, in July 2026, ran in ten jurisdictions; 2,640 examinees completed it, and 645 could not test in Washington because of a venue failure. New York 2026 newly qualifieds remain on the legacy exam. A 2026 NQ requisition that assumes one national bar calendar is already mistimed in those ten seats.

The buyer is a general counsel, chief legal officer or head of legal who has a file and a chair — or a file and no chair.

Association of Corporate Counsel’s 2026 survey puts 84 percent of chief legal officers reporting to the CEO, 79 percent almost always in the boardroom, and 74 percent providing proactive strategic counsel. Majority oversight includes compliance (64 percent) and corporate secretary (62 percent). Trade and tariffs (30 percent) and AI regulation (24 percent) sit among the fastest-growing regulatory priorities. Operational efficiency is the top strategic initiative at 53 percent; budget and resource constraints are the top barrier at 35 percent. Thirty-six percent are already in active generative-AI deployment. That is a mandate map, not a vacancy census.

The earner is reading a lockstep, a first-job median, or a company posting — and those three numbers do not substitute for each other.

NALP’s Perspectives on 2025 Law Student Recruiting, released 26 January 2026, put the average 2L summer class at eight per office, the smallest since 2020, with a 97 percent offer rate from 2L summer to entry-level associate and 89.4 percent acceptance of those offers. For 2026 2L programs, median offers per office fell to four, an all-time low, and 85 percent of offers went out before July 2025. New York City still ran an average of 29 2Ls per office in summer 2025. That is the farm system for the firm desk. It is not the experienced in-house market a chief legal officer is buying, and it is not a reason to treat lateral hiring as the spine of a company search.

Four 2026 seats, four payers. Pay signals are the primary disclosures that survive a sources ban — one lockstep, one company posting, one BLS industry median, one overseas stock figure. They are not a single market wage.

On the two ladders
05 The clocks

Legal hiring still closes on a dated clock.

A practice label is not a hiring date. The date is a rule, a filing, a docket or a freeze. Miss it by a year and the title on the requisition is the same; the people are not.

Clock startsA year late

  1. Deal clock Announced value, HSR form, second request. Senior chairs move with the mega-deal. Volume chairs wait on a count that did not come.
  2. Docket clock Civil filings, bankruptcy petitions, employment actions. The company hires against a named file, or it is staffing a label.
  3. Rule clock AI Act application, outbound investment, Section 301, FCPA resume. The seat that closed was the one opened in the quarter the rule bit.
  4. Freeze clock A civilian hiring freeze does not thaw because the campus year turned. Policy seats refill; campus seats do not.

On the deal clock, FY2025 Hart-Scott-Rodino traffic was a large-deal book, not a 2021-style volume spike. The FTC and DOJ Antitrust Division counted 2,006 transactions reported under the HSR Act in the fiscal year ending 30 September 2025, with approximately 31.8 percent valued over $1 billion, against 25.6 percent in FY2024. Eighteen merger enforcement actions (FTC eight, DOJ ten). Second Requests: 20 at the FTC, 21 at DOJ. Form-prep demand followed the stay on the decoder above. Mega-deal demand followed LSEG’s first-half print.

On the docket clock, U.S. district courts commenced 303,563 civil cases in the year to 30 September 2025, up 4.4 percent from 290,896, the Administrative Office of the U.S. Courts Table C shows. The Southern District of New York commenced 11,109. Employment civil-rights filings rose 7.5 percent to 14,540. Bankruptcy petitions in calendar 2025 included 24,737 business filings and 9,201 Chapter 11s — an upcycle from the June 2022 trough of 380,634 that remains far below the September 2010 peak near 1.6 million. A 2026 restructuring seat opened on that measured upcycle is on-cycle. Waiting for a global-financial-crisis replay is a year late.

On the rule clock, several 2025–26 dates already decided who got the people. The Treasury outbound-investment final rule (31 CFR Part 850) captured transactions with a completion date on or after 2 January 2025 involving specified semiconductors, quantum and AI activities with persons of a country of concern. Treasury’s CFIUS annual report for calendar 2025, released 7 August 2026, said 67 percent of distinct transactions cleared in the 30-day declaration assessment or the initial 45-day notice review. The Supreme Court’s 20 February 2026 decision in Learning Resources, Inc. v. Trump, as reported by A&O Shearman on 27 February 2026, held that IEEPA does not authorize tariffs; CBP ceased collections as of 24 February 2026, and the administration pivoted to Section 122 of the Trade Act of 1974 at 10 percent for 150 days. USTR’s 23 July 2026 Section 301 forced-labor action then put tariffs on 60 economies. A 2025 IEEPA-compliance hire does not automatically cover 2026 refund and reliquidation work.

FCPA new-matter origination froze on 10 February 2025 under Executive Order 14209 and resumed, narrowed, on 9 June 2025 under Deputy Attorney General guidelines that require Assistant Attorney General authorization and emphasize cartel and transnational-criminal-organization nexus, harm to U.S. competitors, and national-security infrastructure. That is a smaller, more senior book. The Federal Reserve, on 29 July 2026, held the funds rate at 3-1/2 to 3-3/4 percent. Capital-markets and leveraged-finance seats in the second half of 2026 are still a higher-for-longer book, not a 2021 cheap-debt rebuild — the other side of the same rate that is feeding the bankruptcy upcycle.

Am Law 100 firms, for the 2025 financial year, grew collective revenue by about 13 percent and net income by 16.3 percent, The American Lawyer reported on 14 April 2026. Thomson Reuters’ 184-firm sample put average-firm profit growth at 13 percent, worked-rate growth at 7.3 percent, and average Am Law 100 lawyer standard rates across the $1,000 barrier, with other segments around $600. About 90 percent of legal dollars remained on hourly arrangements. Those are the rates a general counsel is paying when the chair stays frozen. They are not a reason to treat firm-side laterals as this page’s thesis.

06 The New York book

On the in-house line, the late brief is the one we convert worst.

Sartori has worked New York in-house search for more than ten years. The telemetry below is that line: 24 closed searches over the trailing three years.

Across 1675 structured interviews with New York lawyers, 428 respondents sitting as general counsel, chief legal officer, deputy general counsel, vice president of legal or head of legal at companies over a 24-month window split in three. Two hundred fifty-one of those 428 said they would still open an in-house seat in the same quarter a dated rule, filing or deal clock was live. One hundred nineteen said they would send the book to a panel rather than add an FTE. Fifty-eight had already filled a 2025 clock and would not reopen the same specification. That is 251, 119 and 58 inside the same 428. The read is that 2026 company hiring is a timing and headcount-permission problem, not a shortage of lawyer names in the metro.

New York in-house mandate telemetry records 24 closed searches over the trailing three years, with a 93 percent completion rate, a median 16 working days from offer to signature, and a typical timeline of four to seven months. Counter-offer incidence on that line is 28 percent. Of those 24 files, 14 opened in the same quarter as a dated clock, 7 opened nine to 15 months after the clock had started, and 3 were evergreen backfills with no dated clock. Practice mix inside the same 24: 8 privacy, cybersecurity, AI governance, trade or CFIUS seats; 7 mergers-and-acquisitions, corporate or securities; 5 litigation, investigations or employment; 4 other (funds, tax, real estate, general commercial).

The finding that does not flatter the method sits in the late slice. Of the 7 files opened nine to 15 months after the clock, 4 required the original brief to be rewritten before a candidate would take a first meeting. Same-quarter files clustered toward four months. Late files ran to seven. We are not faster than the clock the company missed. A search firm that converts a year-late specification at the same rate as a same-quarter specification is inventing its own close rate.

A general counsel at a New York-listed software group told us, in that 24-month window, that the company approved an AI and privacy counsel seat in 2025 and posted it in August 2026. “Everyone we wanted had already moved.” A chief legal officer at a private-equity-backed industrial importer opened a trade and customs counsel seat the week of the USTR Section 301 action in July 2026 and treated the tariff grid, not the fiscal year, as the start date. That is why the table in section 02 is a window and not a ranking.

Sartori maps lawyer coverage globally at about 1.5 million profiles and has run quarterly market surveys since 2019. The New York in-house book above is that program applied to this city and this search line.

07 How to use the window

Write the 2026 brief as a date, then decide whether you are hiring.

A head of HR who opens commercial counsel, mid-level, will buy a label. A chief legal officer who writes the dated clock on the first page of the brief will know early whether the hire still exists.

The question is whether this file still needs a chair this quarter, or whether it needs a panel and a later hire.

  • Name the clock first. Rule, filing, docket or freeze — with the date. If you cannot name it, you are staffing a vibe.
  • Decide the FTE in week one. Most chief legal officers in the 2026 ACC survey are holding headcount. A search that discovers the freeze in month six was not briefed.
  • Pay the ladder the seat is on. A New York lockstep floor is not a BLS median and is not one grocery-retailer posting. Pick the rung before you pick the name.
  • Do not wait for the next annex. The AI, outbound and tariff desks that already apply will not still be sitting in December 2027.

The figure you earn depends on which desk you sit on. The 2026 window decides whether that desk is still hiring.

  • Read the clock, not the league table. M&A hours grew; bankruptcy petitions grew faster than bankruptcy hours. Your practice label is not a start date.
  • Read firm origin as a pay variable in New York. The published lockstep and the national median are different products. So is a company posting.
  • Federal NQ is a policy seat in 2026. Honors collapsed for the Class of 2025. Clerkships were outside the freeze. Do not plan a 2026 campus start against a 2024 Honors print.
  • In-house registration is a gate, not a job. NCBE’s 1,828 in-house-counsel admissions in 2025 measure a credential path, not openings.

2026 legal hiring: questions a general counsel and a candidate both ask

How should a general counsel read the 2026 legal job market by practice, seat and market?

Fourteen of 24 closed New York in-house searches over three years opened in the same quarter as a dated clock. Open against the rule, filing or deal that actually bites; the same title posted a year later is competing for people already placed. Practice-hour growth and pay bands tell you who is busy. They do not tell you whether your requisition still clears.

What does a 2026 in-house legal seat actually pay?

There is no single 2026 number: the BLS median for lawyers was $151,160 in May 2024, and a published New York lockstep still starts at $225,000 in 2026. NALP’s first-year firm median as of 1 January 2025 was $200,000. A national grocery retailer posted privacy, cybersecurity and emerging-technologies counsel in July 2026 at a monthly $14,380–$21,575. Who earns the figure and who pays it are reading different rungs of the same ladder.

Should we hire in-house or send the 2026 book to a law firm?

Association of Corporate Counsel’s 2026 survey found 63 percent of chief legal officers expect headcount to stay flat and 48 percent increased outside-counsel use. Hire the seat when a named person must sign, attend the board, or hold a live regulatory file; panel the episodic deal. Thomson Reuters’ 2026 market report still puts about 90 percent of legal dollars on hourly arrangements — the firm desk that still clears is the one the general counsel cannot staff internally this cycle.

How long does a New York in-house legal search take in 2026?

Budget four to seven months on Sartori’s New York in-house line, with a median 16 working days from offer to signature. Same-quarter files in the trailing 24 closed searches clustered toward four months. Files opened nine to 15 months after the clock had started ran to the long end and often needed the brief rewritten before a candidate would take a first meeting.

Is large-firm demand in 2026 still hiring, or already contracting?

Billable-hour demand in Citi’s sample rose 4.2 percent in the first half of 2026, as Bloomberg Law reported on 17 August 2026. That print sits on a different clock from Thomson Reuters’ January 2026 primary forecast of minus 0.7 percent for the second and third quarters. A budget built off the January contraction, then hit by first-half mega-deals, is already late to mergers-and-acquisitions counsel.

Does the federal Honors pipeline still feed 2026 government attorney seats?

NALP recorded 50 Honors jobs for the Class of 2025 against 317 the year before. The 20 January 2025 civilian hiring freeze pulled that pipeline; the 2026–27 Honors cycle lists more than 180 openings as a policy seat, not a campus seat. Judicial clerkships sit outside the freeze.

BLS $151,160 is the May 2024 occupation median; OEWS 754,500 is a May 2025 wage-and-salary count, not the Handbook's 864,800 jobs figure. NALP $200,000 is a 1 January 2025 first-year firm median. Cravath $225,000–$420,000 is one New York lockstep. LSEG $2.85 trillion and Reuters $2.8 trillion are the same first-half 2026 M&A book at different rounding. Thomson Reuters minus 0.7 percent is a January 2026 forecast; Citi plus 4.2 percent is an August-reported first-half print. HSR 2,006 and 31.8 percent over $1 billion are FY2025. SRA in-house 20 percent is an April 2023 snapshot.

Qualitative hiring drivers live on legal hiring trends 2026. The general-counsel sitting field lives on general counsel hiring trends 2026. For how the company-side desk runs a mandate, see in-house counsel recruiting. Research method: Sartori methodology.

A quiet conversation

Is this seat still on a clock that closes?

We run New York in-house searches for general counsel, chief legal officers and heads of legal who have a dated file and a chair to fill. Confidential, no obligation — and we will say when the honest move is a panel, not a hire.
