Legal Market Amsterdam 2026: who hires, what it pays.

NOvA counted 6,788 advocates in the Amsterdam arrondissement on 1 January 2026 — the largest absolute addition in the Netherlands, and no longer the fastest-growing district. For the general counsel who pays the figure and the lawyer who earns it, the 2026 story is posted pay colliding with a price-led fee boom, not a Randstad hiring wave.

The 2026 legal market Amsterdam number is a bar count.

NOvA counted 6,788 advocates in the Amsterdam arrondissement on 1 January 2026. That is the legal market Amsterdam figure that contradicts a Randstad-boom story. Sartori maps roughly 3,000 lawyers in this city; the seats that stay empty are company and public legal jobs, not Magic Circle trainee desks.

Lens 01 · Growth-rate inversion Amsterdam added the most advocates and still lost the growth-rate lead.

NOvA’s De Balie in Beeld 2026, published 18 March 2026, puts Amsterdam at +1.77 percent. Noord-Holland grew 3.00 percent; Rotterdam 2.58 percent. The largest stock is not the fastest market. Biggest addition. Second-tier growth rate.

02 Bar vs boom

Start with the tableau, not the vacancy rumor.

The Randstad-boom story treats Amsterdam legal hiring as a single rising line. The 2026 instruments split: advocates on the tableau, legal fees, and the adjacent staffing sector do not move together.

Amsterdam added the most Dutch advocates in 2025 and still lost the growth-rate lead. NOvA’s De Balie in Beeld 2026, published 18 March 2026, counts 6,788 advocates in arrondissement Amsterdam on 1 January 2026, from 6,670 a year earlier — 118 extra licenses, 1.77 percent. The national tableau reached 19,046, which NOvA called the strongest growth in ten years. Growth-rate leadership left the city: Noord-Holland added 24 advocates to 825 (3.00 percent); Rotterdam added 52 to 2,071 (2.58 percent); The Hague added three to 1,999 (0.15 percent).

The ten-year Amsterdam series on the same 1 January snapshot runs 5,324 (2016) then 5,502, 5,636, 5,729, 5,900, 6,039, 6,225, 6,452, 6,670, and 6,788. Density is almost six advocates per 1,000 Amsterdam residents against a national average near one per 1,000, NOvA’s 2026 yearbook says. That is coverage of a licensed profession, not a count of in-house counsel, notaries, or tax advisers, and not headcount at a given Zuidas address.

Advocate growth rate by court district, 1 January 2025 to 1 January 2026. Amsterdam remains the largest stock and is no longer the fastest.

One Randstad storyThree instruments

  1. The tableau Licensed advocates by court district of registration. Measures admissions and deregistrations, not jobs created at a named office.
  2. Legal-service prices CBS turnover for law firms, notaries and bailiffs. The 2026 quarterly lifts are attributed chiefly to prices, not to a measured headcount boom.
  3. Adjacent staffing The uitzendbranche series that shares the Randstad label in Dutch economic statistics. Full-year 2025 turnover fell while legal fees rose.

CBS, in its 10 March 2026 business-services release, put full-year 2025 turnover for rechtskundige dienstverlening up 8.5 percent year on year, the fastest-growing professional-services branch, with the fourth quarter at +9.1 percent. Family-practice notary services rose 8.2 percent in the first quarter of 2026, the largest since the 2007 start of the series, CBS reported on 11 June 2026. Business-services entrepreneur confidence was −2.8 at the start of the third quarter of 2026, CBS reported on 8 September 2026, with a shortage of labor still named as a constraint.

The adjacent staffing and temp sector — the uitzendbranche, not a named company — saw turnover fall 0.1 percent for full-year 2025, CBS reported in the same March 2026 release. Legal fees rose while that labor market cooled. Treating “Randstad boom” as a single hiring fact for Amsterdam lawyers collapses three series that do not agree.

Firm structure on the national tableau is still a small-office market with an Amsterdam overweight. NOvA counted 5,494 law offices on 1 January 2026 and about one in five seated in Amsterdam, which holds roughly 35 percent of Dutch advocates. The 33-to-64-lawyer band grew to 1,923 advocates, the strongest growth band; 2,991 sat in offices of 65 or more. Amsterdam’s social bar is the largest in absolute terms and the thinnest as a share: 714 advocates with at least ten legal-aid assignments, 11 percent of the Amsterdam bar, the lowest share of any district, NOvA reported in March 2026.

Lefebvre Sdu’s De Stand van de Advocatuur en het Notariaat 2026, compiling firm-supplied advocate counts as of 1 January 2026, puts 5,199 advocates at the fifty largest firms. Amsterdam-HQ independents: De Brauw Blackstone Westbroek 340, Loyens & Loeff 283, Houthoff 258, NautaDutilh 227, Stibbe 223. International Amsterdam offices in the same census: A&O Shearman 175, CMS 160, Clifford Chance 154, Freshfields 106, Linklaters 78. Van Doorne fell 19 to 184. De Brauw has sat at number one for nine consecutive Stands. Legal 500 EMEA 2026 places De Brauw and Houthoff in Tier 1 for Netherlands commercial, corporate and M&A, and De Brauw and Stibbe in Tier 1 for EU and competition. Those directory labels describe the firm-side commercial spine; they are not a hiring census for a general counsel.

Amsterdam added the most Dutch advocates in 2025 and still lost the growth-rate lead.

03 Who earns it

A posted monthly number is the whole argument.

The lawyer who earns the 2026 Amsterdam figure and the chief legal officer who pays it are looking at the same collision: published Zuidas year-one versus the bands companies and public bodies actually post.

Lefebvre Sdu’s De Stand 2026 publishes associate monthly gross as of 1 January 2026 excluding holiday pay, bonus and benefits, and only for firms that disclosed. Linklaters year-one is EUR 5,713; year-four EUR 7,678; year-seven EUR 11,919. Hogan Lovells year-one is EUR 5,555.55; Baker McKenzie EUR 4,793; CMS EUR 4,432; Bird & Bird EUR 4,462. Annualize Linklaters year-one and you have EUR 68,556 before the 8 percent holiday allowance; year-seven annualizes to EUR 143,028 before holiday pay. De Brauw, Stibbe, NautaDutilh, Loyens & Loeff, Houthoff and A&O Shearman did not publish scales in this edition. Last published De Brauw year-one, Stand 2024 as restated by Mr. Online reporting the FD in July 2026, was EUR 5,438. Silence at the elite independents is itself a 2026 fact.

For the fourteen firms that published year-one salaries continuously since 2022, Mr. Online on 28 July 2026 restated FD analysis: year-one pay rose 21 percent while Dutch inflation rose 21.8 percent over the same window. Year-four rose 19.5 percent; year-seven 17.5 percent — real pay down at mid and senior associate on that disclosed subset. Hogan Lovells year-one rose 33 percent over four years to EUR 5,555. A first-year at Linklaters still sits about 40 percent above Damsté, the lowest published year-one in the 2026 Stand at EUR 3,353.

Published year-one monthly gross, 1 January 2026, against the floor of a live Amsterdam municipal senior-legal posting. Elite Dutch independents are absent because they did not disclose.

Werken bij Amsterdam, 31 August 2026 ↗

That monthly line is what a head of legal at a company actually pays against. The City of Amsterdam posted a Senior Juridisch Medewerker on 31 August 2026, closing 13 September 2026: scale 11, EUR 4,520 to 6,422 gross per month, 36-hour week, two FTE, HBO legal degree, five or more years as a jurist on the Awb, the Omgevingswet and the APV, plus IKB at 17.05 percent and an ABP pension with the employer paying 70 percent of the premium. The floor sits below Linklaters year-one and below Hogan Lovells year-one. The ceiling only just clears Magic Circle year-one. A senior municipal jurist with five years is posted in a band whose floor loses to a first-year Zuidas associate.

CAO Rijk scales as of 1 July 2026 put scale 11 at EUR 4,132.76 to 6,275.94, scale 12 at EUR 4,818.39 to 7,094.18, scale 13 at EUR 5,353.68 to 7,956.89, scale 15 at EUR 6,819.72 to 9,561.61, and scale 18 at a maximum of EUR 12,345.58. Linklaters year-seven at EUR 11,919 sits in the top of the senior civil-service range. A general counsel hiring from the state, or a lawyer leaving a Zuidas lockstep for a public seat, can read that collision without a survey.

Company in-house pay is a different instrument. NGB’s Nationale Enquête Bedrijfsjuristen 2025, released 27–28 November 2025, is a national member survey of 360 respondents from more than 1,900 in-house members, not an Amsterdam cut. Full-time salaries sat more often in the EUR 100,000–200,000 band than below EUR 100,000. Forty-six percent were at EUR 100,000–150,000, against 36 percent in 2023. Four percent sat above EUR 250,000. Sixty percent have a bonus; 43 percent a lease car; 25 percent equity. Teams typically sit under ten. About one-third of organizations have the general counsel on the executive board. Sixteen percent of respondents work as advocaat in dienstbetrekking. About 44 percent previously worked in private practice. Four-fifths have more than ten years’ experience. Litigation is 5 percent of time. One percent want to become advocaat. That is why Zuidas newly-qualified supply does not automatically fill a company legal seat: the job is a counsel or general-counsel job, and at the public end the band loses to year-one.

Live company postings in Amsterdam fill the gap between NGB bands and municipal scales. ING Bank N.V. posted a Legal Counsel Arbeidsrecht & Industrial Relations seat in Amsterdam on 11 August 2026 at EUR 5,677 to 9,137 per month, in the NL HR Legal & Industrial Relations team, with Wet op de ondernemingsraden work and court advocacy as advocaat expected. AFM’s live Amsterdam jurist postings are annual bands, including thirteenth month and holiday pay, and sit on the employer-page table below rather than on the monthly lockstep line. ABN AMRO describes a Legal department of about 160 colleagues and, when accessed, a paid internship at EUR 750 a month. Booking.com’s Legal and Public Affairs team page states more than 25 nationalities at the Oosterdokseiland HQ. None of those pages is a salary survey. Together they are what a chief legal officer can actually offer, and what a lawyer can actually earn, in this city in 2026.

04 Who hires

Two desks buy the Amsterdam lawyer.

Elite and Magic Circle practices on the Zuidas still train and bill the public-M&A work. The company and public legal seats that pay the figure sit in banks, a platform HQ, a market-conduct regulator, a central bank, the municipality, a pension administrator, and an EU agency.

01

Zuidas independents and Magic Circle

Amsterdam-HQ independents still train the largest stagiair classes. Magic Circle offices bill public M&A, finance and competition. They hire advocaten on the tableau.

02

Listed banks and platform HQs

ING, ABN AMRO and Booking.com run in-house desks in Amsterdam. Most seats are jurists. A minority of postings still expect court advocacy as advocaat.

03

Market-conduct and central-bank legal

AFM at Vijzelgracht posts Wft and pension jurists. DNB Legal Services usually instructs external counsel for proceedings and listed no legal vacancies when accessed.

04

Municipality, EU agency, pension administrator

Gemeente Amsterdam VTH is bestuursrecht at scale 11. EMA hires EU-law trainees with no Dutch bar. APG Staff & Support listed no legal vacancies when accessed.

  1. Firm-side seat NOvA admission, stage, Beroepsopleiding. The buyer is a law firm. The work is public M&A, FDI, competition, finance, notarial corporate.
  2. Company legal seat WO-master typical. The buyer is a general counsel or chief legal officer. The work is employment, product, cyber, MAR, pension clauses, a team under ten.
  3. Public jurist seat Wft, Pensioenwet, Awb, Omgevingswet. The buyer is AFM, DNB, the municipality, an EU agency. Most postings do not require the advocaat title.

Most Amsterdam company legal seats hire jurists, not advocates. NGB membership is in-house only, more than 1,900, contribution EUR 175 excluding VAT. NOvA’s practice-structure rules still allow an advocaat in dienstbetrekking to act only for the employer, except at legal-expenses insurers. The 2023 Advocatenblad stock of 966 advocates in dienstbetrekking is a May 2023 national snapshot; the 2026 figure is the NGB share, 16 percent of respondents, not an updated headcount.

Credential gates diverge, and that is the hiring mechanics a head of HR actually uses. Private-practice associates need Dutch civiel effect, a three-year stage and a two-year Beroepsopleiding — EUR 14,255 excluding VAT for the September 2026 cohort, NOvA updated 17 July 2026. The basistest is abolished for stagiairs starting September 2026 or later. Stage minima still include five opposed court appearances and ten documents. AFM, the municipality and EMA ask for a WO-master or HBO legal degree plus statute knowledge, and often do not require NOvA admission. ING’s employment posting is the exception that proves the split: WO rechten and the ability to appear in court as advocaat. A newly-qualified from De Brauwerij or the Law Firm School is trained for the first desk. The second and third desks are a different buy.

Of 88 general counsel and heads of legal in Sartori’s Amsterdam interview cohort of 250, over a 24-month window, 54 said the public and regulator jurist seats they tried to fill stalled on posted scale, not on shortlist quality. A chief legal officer at a listed Amsterdam bank told us the employment and works-council seat is the one they cannot fill from the Magic Circle newly-qualified pool, because the posting needs court advocacy inside an HR legal team that NGB-type members typically staff under ten. A head of legal at a Dutch occupational-pension administrator said their Staff & Support legal track listed no relevant vacancies even while the market-conduct regulator advertised pension-supervision jurists — a freeze, not a missing bench.

Firm-side demand that a company still buys as outside counsel is visible in the same year’s deal and filing counts, without turning this page into a partner-lateral map. KNB reported 2,005,071 notarial deeds in 2025, a record, on 8 January 2026, with mortgage deeds up 18 percent to 394,000. ACM received 146 concentration notifications in 2025, against 152 in 2024, and required a license in one case, per its 2025 jaarverslag. Houthoff, restating BTI on 9 June 2026, noted that more than half of 2025 completed screening files had Dutch acquirers, including Dutch private-equity funds — the same filing duty as a non-EU buyer. That work is bought from FDI, corporate and competition practices at Amsterdam firms, not from a two-to-ten person NGB team.

How the two Amsterdam desks differ on gate, pay shape, buyer and 2026 demand engine. NGB pay is a national member survey; municipal and AFM figures are posted bands.

05 What pulls demand

Statutes are hiring. A general Randstad wave is not.

Screening, pensions, cyber and public-M&A rules are pulling Amsterdam legal work in 2026. The seats that stay empty are the public and regulator jurist roles that must implement those rules at pay below Magic Circle year-one.

Deal-timed workStanding statutory work

  1. Public M&A and FDI Euronext Amsterdam offers, Wet Vifo notifications, the first WOZT prohibition. Busy at firms; episodic inside a two-person company team.
  2. Pensions and financial regulation Wet toekomst pensioenen communication, DORA supervision, AFM toetsingen. This is the live AFM jurist seat, not a 2023 spike.
  3. Cyber and digital Cyberbeveiligingswet and Wwke from 15 August 2026, DMA at Booking as gatekeeper, AI-verordening on AFM postings. In-house product and governance counsel.

BTI’s Jaarverslag 2025, offered to the Tweede Kamer on 30 April 2026, handled 91 screening files. Seventy-six concluded: 66 unconditional approvals, two conditional after undertakings, eight withdrawn or out of scope. No second-phase toetsingsbesluit and no Vifo prohibition in 2025. Average duration 37 days; longest file 176 days. Dual-use and photonics were the busiest sensitive-tech cells. The first administrative fine for completing a Vifo-notifiable deal without prior notification landed in 2025. The original memorandum had expected something near 30 files a year; Houthoff restated that gap on 9 June 2026. Hiring consequence for a general counsel: mid-level FDI scoping is now a standing outside-counsel workstream, not a prohibition fight.

The cabinet announced on 8 June 2026 that biotechnology (in part), AI, advanced materials, nanotechnology, sensor and navigation technology, and nuclear technology for medical use join Wet Vifo on 1 January 2027. Information security and satellite communications are reclassified from sensitive to very sensitive, lowering thresholds. Treat any extra-file forecast as firm commentary, not a BTI count. On 25 May 2026 the State Secretary, on BTI advice, prohibited Kyndryl’s acquisition of Solvinity under the Wet ongewenste zeggenschap telecommunicatie — ACM had cleared the merger on competition; the public-interest test is a different track. The Amsterdam Ondernemingskamer’s Nexperia inquiry (ECLI:NL:GHAMS:2025:2752) is corporate and employment work at Amsterdam firms; the operating HQ is Nijmegen, and it is not an in-house hiring wave in this city. Data-center admissibility is a different Amsterdam thesis, owned by a sibling page.

DORA has been applicable since 17 January 2025. AFM’s Agenda 2026, published 2 February 2026, still has Wet toekomst pensioenen on the desk: roughly 80 to 90 statutory communication plans already reviewed, dozens more in 2026, plus the definitive transitieoverzicht that must reach participants within six months of each fund’s transition date. That is the live Jurist pensioentoezicht seat, not a one-off 2023 statute spike.

The Cyberbeveiligingswet and the Wet weerbaarheid kritieke entiteiten went live on 15 August 2026: more than 8,000 essential or important entities under the former, about 500 designated critical entities under the latter, with a 24-hour incident report and board training on the cyber statute, and nine- and ten-month clocks on the critical-entity statute. ACM has been able to investigate suspected DMA breaches since 10 March 2025; designated gatekeepers include Booking, which is an Amsterdam HQ. ACM designated four DSA trusted flaggers in 2025. The Dutch AI Act execution bill was in consultation through 1 June 2026 and names AFM and DNB among ten market-surveillance authorities for financial-sector AI — already listed on AFM’s Wft-jurist posting.

The Omgevingswet has been in force since 1 January 2024, after the Eerste Kamer approved that start date on 14 March 2023 (41–29). The City of Amsterdam’s VTH senior-jurist posting in August 2026 is still an Awb / Omgevingswet / APV enforcement seat — a 2024 statute still filling public legal chairs in 2026, at a scale-11 band this page already set against Zuidas year-one.

Cyclical capital splits. A&O Shearman’s Trends in Dutch Public M&A 2026, covering 1 January 2025 to 26 June 2026, puts 2025 public M&A volume at almost EUR 35 billion in big-ticket cross-border deals, against three smaller-ticket public deals in 2024. Average announcement-to-delisting 41 weeks; average bid premium 39.9 percent. Private equity was largely absent except Advent/FedEx on InPost. Euronext’s 22 December 2025 release recorded 50 new equity listings group-wide; three Euronext Amsterdam newcomers in 2025 were Ferrari Group, Triodos Bank and Magnum Ice Cream Company (EUR 7.8 billion market cap at listing). PwC Netherlands, on 6 March 2026, put Dutch private M&A deal volume down 11 percent in 2025. CBS, on 12 January 2026, counted 3,636 bankruptcies of companies and institutions in 2025, down 15 percent from 4,270. More public-M&A counsel; less insolvency volume. NRF still holds Netherlands Legal 500 Tier 1 in restructuring; volume is not a published hiring freeze.

06 Empty seats

Public jurist seats are the ones this desk closes slowly.

Sartori has worked the Amsterdam in-house market for five years. Mandate telemetry on this line is 15 closed searches over three years. The uncomfortable number is where those files ran long.

Sartori’s Amsterdam mandate telemetry records 15 closed in-house searches over three years at a 93 percent completion rate, on a typical 4-to-7-month timeline: nine were company seats — listed banks, platforms, funds, listed issuers — and six were public-body or regulator seats. Four of the six public seats ran past the seven-month outer bound. All four were jurist roles whose posted scale could not clear a Zuidas year-one floor. Company seats with a WO-master gate and a bank-like band closed inside the window. That is the segment this desk places slowly, and it is the one a general counsel filling a regulator or municipal seat should budget first.

Sartori’s Amsterdam mandate telemetry records a 27 percent counter-offer incidence and a 13-working-day median from offer to signature. Of 72 in-house counsel below general counsel in the same interview cohort, over an 18-month window, 31 described their team’s live requisition as open but unbanded — waiting for HR to match a Zuidas floor they cannot get approved. UWV still listed juristen among occupations that are zeer krap in the first quarter of 2026, on a national stock of 75,800 in the 2024–2030 tightness outlook (Q4 2024 baseline). Tightness is vacancies divided by short-term WW recipients, national, not an Amsterdam general-counsel census. What the program cannot see is a count of empty seats. NGB captures intent to move. Employer pages capture a snapshot. Neither is a vacancy total, and a page that invented one would be guessing.

Three closed files, described by seat type only. A listed bank needed employment and works-council counsel who could appear at the Rechtbank and the Gerechtshof; the band sat in the EUR 5,700 to 9,100 monthly range; the search closed in five months after a counter-offer at the current employer was declined. A market-conduct regulator needed a Wft jurist on an advertised EUR 60,000 to 100,000 annual band; the first shortlist walked when candidates compared it with published year-one monthly gross; the file closed in eight months after a scale exception. A capital-city environmental-enforcement jurist seat at scale 11 lost one signed candidate when that candidate sat the municipal ceiling next to Linklaters year-one; replacement took seven months. No firm, company or lawyer is named because these are composites from the 15-file book, not press releases.

Your exposure is a posted band that cannot clear the floor it is competing with, not a missing Amsterdam bench.

  • Write the band first. If the seat is a jurist role competing with published Zuidas year-one, decide whether you can post above that floor before you open a requisition.
  • Split the credential. Most AFM, municipal and platform seats do not need NOvA admission. Requiring it shrinks the pool to a desk you cannot pay for.
  • Budget the public clock. Four of six public files on this desk ran past seven months. A 4-to-7-month plan that assumes a company-seat timeline will miss a board date.
  • Keep outside counsel for the spike. Public M&A, Vifo notifications and Ondernemingskamer inquiries are bought from firms. A team under ten cannot absorb them as FTE.
  • Do not wait for a freeze. An empty DNB or pension-administrator listing is a snapshot. The AFM pension-jurist seat on the same statute is live. Brief the seat you can actually open.

Your 2026 Amsterdam figure is a monthly number on a disclosed scale, or an NGB band, not a Randstad average.

  • Read the published floor. Linklaters year-one at EUR 5,713 a month is the number public and some company bands are competing with, whether or not you sit at Linklaters.
  • Price the gate you hold. Civiel effect plus the Beroepsopleiding is a firm-side asset. Most in-house postings do not pay extra for it and do not require it.
  • Treat intent as context. A member survey is not an offer. Culture and location follow pay as stated reasons for a move; none of those is a signed band.
  • Check the empty listing. A central-bank or pension-administrator legal track with no vacancies is not a hidden general-counsel search. The live AFM and municipal postings are the public market.
  • Explore on a no-names basis. This bench is small. Our in-house versus law-firm guide covers how the two desks differ before you resign into a gap.

The service view of this book sits on our in-house counsel recruiting page. Companies building a legal function from nothing should start with the first general counsel guide instead. Data-center siting in this city is a separate admissibility question, mapped at In Amsterdam the First Question Is Admissibility. Quarterly survey waves since 2019, and the global mapping frame of nearly 1.5 million lawyer profiles, are set out on the research program page.

Common questions about the Amsterdam legal market in 2026

What does the legal market Amsterdam pay in 2026?

Linklaters year-one monthly gross is EUR 5,713 as of 1 January 2026. Lefebvre Sdu’s De Stand 2026 publishes that figure before holiday pay. A City of Amsterdam senior-jurist posting on 31 August 2026 offered EUR 4,520–6,422 on scale 11. NGB’s November 2025 member survey (360 of more than 1,900) put 46 percent of in-house counsel at EUR 100,000–150,000 full-time. AFM’s live Amsterdam jurist seats advertised EUR 50,000–106,000 a year including thirteenth month and holiday pay. Elite Dutch independents did not publish 2026 associate scales in that Stand.

Who is actually hiring lawyers in Amsterdam in 2026?

Two desks bought Amsterdam lawyers in 2026. Law firms still hire advocaten onto the tableau — De Brauw, Loyens & Loeff and Houthoff trained 136, 105 and 89 stagiairs as of 1 January 2026 per De Stand 2026. Companies, the AFM, the municipality and EU bodies hire jurists, and most of those postings do not require NOvA admission. Live employer pages in August–September 2026 showed open seats at a listed bank, the AFM and the City of Amsterdam, and empty legal listings at DNB and APG on the days.

Why do Amsterdam in-house and public legal seats stay empty?

Posted pay, not an empty candidate pool. NOvA counted 6,788 Amsterdam advocates on 1 January 2026, and UWV still scored the national occupation juristen as zeer krap in the first quarter of 2026. A municipal scale-11 floor sits below Magic Circle year-one. No public census of unfilled general-counsel seats exists; do not treat a member-survey intent figure as a vacancy count.

How long does an Amsterdam in-house legal search take?

Sartori’s typical Amsterdam in-house timeline is 4 to 7 months across 15 closed searches. Completion over three years is 93 percent; median offer-to-signature is 13 working days; counter-offer incidence is 27 percent. Public and regulator jurist seats run long when the posted scale cannot clear a Zuidas year-one floor. Company seats with a WO-master gate and a bank-like band close inside the typical window.

Is Amsterdam still the fastest-growing Dutch bar district?

No. Amsterdam added 118 advocates to 6,788 and still lost the growth-rate lead. NOvA’s De Balie in Beeld 2026, published 18 March 2026, shows Noord-Holland grew 3.00 percent and Rotterdam 2.58 percent. Amsterdam remains more than one-third of the Dutch bar. National legal-services turnover rose 8.5 percent in 2025, but CBS attributed the 2026 lift chiefly to prices.

Should a company hire this seat in-house or send the work out?

Bring it in when a named officer must sign; DORA has applied since 17 January 2025. Send episodic volume out. The Cyberbeveiligingswet has applied since 15 August 2026. NGB members still do most legal work internally and sit in teams typically under ten. A two-person company legal team cannot absorb a public-M&A defense; a listed bank’s employment desk cannot brief out every works-council file.

Bar counts come from NOvA. Turnover and prices come from CBS. Associate scales come from firm-supplied Stand tables. In-house bands come from NGB's member survey and from employer careers pages. Screening volumes come from BTI. Deal volume on public M&A is an A&O Shearman deal sheet, not a CBS series.

NOvA counts licensed advocates by court district of registration, not in-house counsel and not office-address headcount. CBS legal-services turnover is national and price-inclusive. De Stand figures are firm-supplied as of 1 January and incomplete for elite-independent associate pay. NGB is a national member survey of 360 respondents, not an Amsterdam vacancy census. Employer bands are advertised ranges, not salaries paid; empty DNB and APG listings are access-day snapshots. EUR 35 billion is an A&O deal-sheet total. UWV tightness is a national occupation group.

Interview counts, mandate telemetry, counter-offer incidence and the offer-to-acceptance window come from the continuous research program described on our research page.
