Market · In-house tax controversy
Tax controversy and transfer-pricing disputes counsel.
The same in-house lawyer is asked to keep the master file current, answer a draft assessment, run mutual agreement across two authorities, and tell finance what to book. For a general counsel or chief legal officer at an Italian or European group, the live question is whether that perimeter is one payroll seat or three.
Priced as a specialist. Scoped as a courtroom file with a treasury mandate.
Italy ended 2024 with 602 open transfer-pricing mutual-agreement cases, third in the Inclusive Framework after Germany and Spain, on the OECD tables Baker McKenzie digested in February 2026. A general counsel who opens a requisition for transfer pricing disputes counsel in Milan is buying against that inventory. Sartori maps some 5,000 lawyers in Milan; the disputes seat this page is about is a thin cut of that coverage, and it is a corporate hire, not a firm-side book.
The same person is asked to hold master-file quality, answer a draft assessment, run mutual agreement or arbitration across two jurisdictions, and tell the chief financial officer what to book. That is a perimeter, not a title.
Each lens is developed below. If you are deciding whether to buy one hire or three, start with the four products the brief actually names.

One transfer pricing seat, or three products on one payroll.
The assigned question is not whether Milan hires tax specialists. It is whether the disputes perimeter is one in-house seat or three, and what a general counsel is actually buying at the price of one.
A chief legal officer who reads a requisition for “international tax counsel” at a Milan-headed group is usually reading four jobs stapled together. The first is a documentation job: keep a Masterfile and a Documentazione Nazionale that can be delivered, signed, and used as penalty protection. The second is an audit-hearing job: answer a schema d’atto on the statutory hearing clock with a method the office must now prove. The third is a competent-authority job: open mutual agreement, run an advance pricing agreement, or trigger Directive (EU) 2017/1852 arbitration. The fourth is a treasury job: tell the chief financial officer what to provision under IAS 12, and what to pay toward a 15 percent minimum-tax installment before the return exists. Those four products are the perimeter. A single salary band does not turn them into one person.
Across the same Milan interview cohort, 68 of the respondents sat as in-house tax, head of tax, general counsel or chief legal officer at groups with cross-border intercompany flows, over a 24-month window. Forty-four of those 68 said the live requisition had collapsed documentation, audit defense, mutual agreement and the provision into one job description. That is not a compliment to the market. It is a description of how the cheaper half gets bought: a documentation contractor at a documentation rate, with the hearing, the treaty file and the provision treated as overflow for the panel.
The cheaper half of the job is the expensive half when the assessment lands. Italian suitable documentation — a Masterfile plus Documentazione Nazionale under Direttore Regulation 2020/0360494 of 23 November 2020 — switches off the unfaithful-declaration penalties of d.lgs. 471/1997 only if the pack is ticked on the return and delivered. Chambers Transfer Pricing 2026 – Italy, last updated 15 April 2026, restates the operating rules a head of legal actually uses: deliver within 20 days of an auditor request, keep the file consistent with commercial reality, and sign it digitally with a time stamp by the return date. Administrative penalties on an upward adjustment sit at 70 percent of the higher tax for violations from 1 September 2024. A pack that cannot be produced on that clock is not a saving. It is the first line of the assessment.
A chief legal officer at a Milan-listed industrial group told us Legal first saw the file after the avviso, while the Head of Tax held the master file and the provision. The phrase we wrote down was simple: we had two owners and no one who could stay the court clock. That is the reporting-line problem in one sentence. Tax owned the study. Legal owned the panel. Nobody owned the stay under Directive (EU) 2017/1852, enacted in Italy by d.lgs. 49/2020, which is how a Corte di giustizia tributaria filing and a mutual-agreement filing have to be sequenced.
Law 130/2022 inserted art. 7(5-bis) into d.lgs. 546/1992: the administration proves the contested violations, and the judge annuls the act if that proof is missing, contradictory or insufficient. Brocardi’s annotated text, updated 21 April 2026, records that the rule applies to appeals notified from 16 September 2022. First-instance transfer-pricing litigation at the tax court is now a method-and-file fight. The in-house holder who kept the local file must be able to instruct an avvocato — or appear, if a commercialista — on why the Agency’s method is not the most appropriate. Cassazione patronage remains a separate brief. That is already two credentials inside what the requisition still calls one seat.
Documentation clerkLitigator with a treasury mandate
- Hold the file Master file and local file current, signed, deliverable. Penalty protection, not a courtesy memo.
- Answer the draft Schema d’atto or enquiry letter. A method challenge, not a reprint of last year’s study.
- Open competent-authority Mutual agreement, advance pricing agreement, or the Advisory Commission after a failed MAP.
- Tell finance what to book IAS 12 or ASC 740 judgment, minimum-tax installment, audit-committee number. The treasury half.
The cheaper half of the job is the expensive half when the assessment lands.
The tax controversy book that actually prices the seat.
The measurable market is the stock of open mutual-agreement and advance-pricing files, and the country-by-country population that must keep a master file — not a headcount of firm-side tax practices.
Italy started 279 transfer-pricing mutual-agreement cases in 2024 and closed 290, second only to Germany on both flow figures in the Baker McKenzie February 2026 digest of the OECD tables. For cases opened with the United States that year, Italy was the third-largest transfer-pricing counterpart (17 cases), after India and Canada. For cases opened with the United Kingdom, Italy and Spain each accounted for 24 — the largest printed shares. A head of legal in Milan is not hiring against a local docket. The counterparties sit in Washington and London, and the file runs for years.
The United Kingdom’s 2024 OECD row is the London half of the same book: 130 transfer-pricing cases started, 113 closed, 296 still open, average time 25.82 months, full resolution in 84 percent of transfer-pricing cases (Baker McKenzie, February 2026). The United States row: 145 started, 167 closed, 385 still open, average time 39.58 months on post-2015 transfer-pricing cases. Those are competent-authority caseloads. They are not a census of in-house seats. They are the work the seat is asked to run.
The Agency’s own 2024 outturn is a different frame and must not be added to the OECD Italy row. Risultati 2024 records 161 advance agreements concluded and 329 mutual-agreement procedures concluded in calendar 2024. The OECD Italy Dispute Resolution Profile sends MAP and APA requests to Agenzia delle Entrate, Divisione Contribuenti, Direzione Centrale Grandi contribuenti e internazionale — Ufficio Risoluzione e prevenzione controversie internazionali. Unilateral advance agreements sit in a separate office, Ufficio Accordi preventivi, which the 2026 organization act also places in Milan. A general counsel who staffs “the Agency relationship” as one inbox has already merged two filing channels.
Advance-pricing certainty is slower than mutual agreement, and it is getting slower. The same 31 October 2025 OECD APA release, via BDO, put average time to grant a bilateral APA at 39.6 months in 2024, up from 36.8 months in 2023. A provisioning conversation therefore runs on a two-to-four-year clock after the assessment. That is why a documentation-only hire is the expensive half: the adjustment is still live when the contractor has left.
The general counsel owns privilege. The Head of Tax owns the file.
Read the requisitions. The disputes seat is being bought by Tax and Finance. Legal sits beside that seat, not above it — except when the adjustment crosses a criminal threshold, at which point the chief legal officer is in the room whether the org chart said so or not.
Chambers Tax Controversy 2026 (USA, last updated 14 May 2026) describes the controversy client set as multinational corporations, privately held companies, investment funds, sovereign wealth funds and individuals, and says large corporations with multinational operations often face disputes over intercompany pricing in which recent IRS deficiency notices “often exceed USD100 million in tax liability and can reach into the billions.” Those are the buyers. The in-house seat this page is about sits at those same groups. A Milan industrial general counsel should not staff it from a funds-tax shortlist; fund controversy is an adjacent product.
A US-listed semiconductor-IP designer posted Director, Tax on 7 June 2026 in the Finance & Accounting category, reporting to the head of tax, working with business leaders, legal, treasury and accounting. Scope named transfer-pricing, tax disputes, advance pricing agreements, Pillar Two, intellectual-property strategy and supply chain. Printed cash: $233,600–$316,000. A US-listed electronic-design and test group posted Counsel, Global Tax Controversy into its Tax team, reporting to a Director of Tax Controversy and Risk Management, with a JD required and a duty to work with Controllership, Corporate Development, Legal, Logistics, Treasury — and, separately, International Tax and Transfer Pricing leadership. Even when the title says Counsel, the employer put the seat in Tax and split documentation off.
Combined titles collapse the perimeter on purpose. Employer copy in 2026 shows a UK-based Director, Transfer Pricing and Tax Disputes at a global healthcare manufacturer covering master file, local file and US documentation via co-source providers, plus audits, mutual agreement, advance pricing agreements, rulings, litigation-hazard and reserve analysis. A European online-travel group posted a Tax Director – Global Tax Controversy, Governance and Controls reporting to Head of Tax, with an express duty to work with the existing transfer-pricing team. A head of legal at one such travel platform told us they advertised a single director and then spent seven months discovering that controversy and documentation were already two desks. The requisition had described one seat. The work had never been one seat.
Italian cooperative compliance makes the split statutory. The Agency’s Linee guida TCF of January 2025, implementing d.lgs. 128/2015, requires a three-line architecture: first-line controls by the operational functions including the tax function; second-line monitoring by a function with high independence from first-line tax; third-line assurance by internal audit. A Tax Risk Manager may sit inside the tax department only if that person does not perform line tax work. Board or sole director owns fiscal-risk strategy. Of 41 heads of tax inside the same Milan interview cohort, over that 24-month window, 31 said they had priced the disputes seat against a senior tax-specialist cash band while writing a brief that also demanded mutual agreement, arbitration and an IAS 12 judgment. The pricing and the scope were already two different jobs.
| Design | What it holds | Who hires | How it fails |
|---|---|---|---|
| One collapsed seat | Documentation, hearing, MAP/APA and the provision, plus the court brief | Head of Tax, often with the chief legal officer signing the offer | The assessment lands and the documentation contractor cannot open competent-authority or stay a court clock |
| Two seats inside Tax | A documentation / planning lead and a controversy / MAP lead; both work with Legal | Head of Tax; the general counsel still owns privilege and the panel | The two desks do not share a provision number before the audit committee pack |
| Three seats (Tax, Tax Risk, Legal) | First-line tax, an independent Tax Risk Manager, and Legal on court and crime | Required architecture for Italian cooperative-compliance groups | The company treats the second line as a part-time job for the person who writes the local file |
Tax holds documentation, the Agency relationship, mutual agreement and the number that goes to the audit committee.
- Master file and local file. Penalty protection, statutory delivery, consistency with the minimum-tax return.
- Enquiry and schema d’atto. Method challenge, adesione track, GfC7-style governance evidence.
- MAP, APA and ICAP. Two Italian offices, HMRC, IRS APMA. Italy, the United Kingdom and the United States all participate in ICAP.
- The provision. FIN 48 / IAS 12 analyses are written into the in-house requisitions. This is not an optional add-on for the pack.
The general counsel and the head of legal hold privilege, forum choice, the panel and any criminal-tax overlay.
- Forum. Corte di giustizia tributaria versus MAP-only; US Tax Court versus a refund suit; whether to stay the court clock under Directive 2017/1852.
- Advocacy gates. First-instance Italian tax court accepts an avvocato or a dottore commercialista on sezione A, except below EUR 3,000 (DGT, art. 12 d.lgs. 546/1992). Cassazione is an avvocato cassazionista. US Tax Court admission is a separate $50 filing on top of a state bar (Rule 200). IRS practice sits under Circular 230.
- Crime. Chambers Italy records criminal referral under art. 4, d.lgs. 74/2000, when unpaid tax exceeds EUR 100,000 and the adjustment exceeds 10 percent of positive items or EUR 2 million. That is the moment the chief legal officer is in the room.
- The panel. Directory labels that match this work are Tax: Controversy, US taxes: contentious, and Transfer Pricing — not a generic tax-lawyer brief.
We had two owners and no one who could stay the court clock.
Demand is being written by stacked statutes, not by a hiring cycle.
Italy, the United Kingdom and the United States have each attached a dated product to the same EUR 750 million population. The hire this creates is a senior Tax controversy counsel who can hold the file, answer a draft, run competent-authority, and tell finance what to book.
Decreto legislativo 27 December 2023, n. 209 transposes Council Directive (EU) 2022/2523. Assolombarda’s chapter on the decree states that groups above EUR 750 million of consolidated revenue face a 15 percent jurisdictional effective-tax-rate test, collected in Italy as a qualified domestic minimum top-up tax, an income inclusion rule and an undertaxed-profits rule. QDMTT and IIR apply to years beginning on or after 31 December 2023; UTPR a year later. PwC Italy, writing on 11 February 2026, reported that Direttore provvedimento n. 46523 of 6 February 2026 approved the annual return: ordinary filing is the 15th month after year-end, the first deadline cannot fall before 30 June 2026, and tax is paid 90 percent by the 11th month — before the return is filed. A documentation contractor who never sees the provision is the wrong product for that installment.
The United Kingdom stacked the same population three ways. HMRC’s 2023 tax-information-and-impact note put about 3,500 UK businesses in EUR 750 million groups inside prescribed master-file and local-file records from 1 April 2023, with a carelessness presumption on a transfer-pricing inaccuracy if the records are missing, and a scored Exchequer impact of £50 million in 2026-27 and £80 million in 2027-28. Finance (No. 2) Act 2023, s. 121, charges multinational top-up tax on the same 750-million line from 31 December 2023. Finance Act 2026, s. 46 and Schedule 5, then abolishes diverted profits tax for periods beginning on or after 1 January 2026 and replaces it with unassessed transfer-pricing profits inside corporation tax. HMRC INTM489225 gives a designated officer 60 days from the preliminary notice to assess or notify no assessment. Appeal is available only after the tax is paid. A London disputes seat that still thinks in standalone diverted-profits notices is a year late.
HMRC’s 11 March 2026 statistics page records what that new rule inherits: more than £10.5 billion secured since diverted profits tax was introduced; about 53 reviews still open at 31 March 2025 with £3.5 billion of tax under consideration. GfC7, first published 10 September 2024 and last updated 18 August 2026, is addressed to finance and risk functions and their in-house tax teams. London groups are being told, in an official manual, that this risk sits in Finance, not in the general counsel’s office.
The United States added a price of certainty and an elective mismatch. After 1 January 2024 the original APA user fee is the six-figure figure already on the grid above. Notice 2025-04 lets a taxpayer elect Amount B as a section 482 method for baseline marketing and distribution for years beginning on or after 1 January 2025. Italy has not adopted the simplified approach. A New York or US-sub in-house controversy counsel who elects on the US side still owes a full local-file defense in Milan, and a mutual-agreement plan for the gap. Public country-by-country reporting under Directive (EU) 2021/2101 applies to financial years starting on or after 22 June 2024 — a disclosure overlay on the same groups, not a substitute for the disputes seat.
Directive (EU) 2017/1852, enacted in Italy by d.lgs. 49 of 10 June 2020, is the arbitration half of the litigator-with-a-treasury-mandate job. The taxpayer files with each competent authority within three years of the measure that creates the dispute; the Agency has six months to accept; the authorities have two years, plus one, to agree; failing that the taxpayer can demand an Advisory Commission. Domestic litigation can be stayed and collection suspended. Joint and simultaneous audits, developed by art. 3 of d.lgs. 13/2024 into arts. 31-bis.3 and 31-bis.4 of D.P.R. 600/1973 from 22 February 2024, put two administrations in one room. The in-house holder has to keep the master file, the local file and the provision consistent across both. That is not a general-counsel secondment. It is a Tax controversy lead working with the head of legal.
One collapsed hireStatutory three-line architecture
- One job description Documentation, hearing, competent-authority and provision written as a single requisition. The search that stalls.
- Two desks inside Tax A file owner and a controversy owner, both working with Legal. The pattern on the 2026 postings that already split the work.
- Three lines First-line tax, an independent Tax Risk Manager, and Legal on court and crime. Cooperative compliance already requires this.

What the cash actually is, and what it is not.
Public pay that can be sourced without a search firm is lockstep, title-generic, or a single requisition. None of those cells is an Italian in-house transfer-pricing band. The buyer still has to put a number on the offer.
The Association of Corporate Counsel / Empsight 2025 Law Department Compensation Survey, data effective 1 March 2025, is the only non-search-firm in-house grid a corporate buyer can put next to this seat. Median base / total cash / total target direct compensation for the rungs above Expert Attorney: Associate General Counsel $245,000 / $294,000 / $338,000; Deputy General Counsel $280,000 / $368,000 / $424,000; General Counsel / Chief Legal Officer $330,000 / $410,000 / $503,000. The summary states that securities, antitrust and bankruptcy tend to pay more than information technology, corporate contracts and entertainment. Tax and transfer-pricing are not broken out. Prior law-firm experience lifted Attorney median base 16 percent and total cash 18 percent against peers without it. Treat the grid as a US title ladder, not as a Milan specialty quote.
You cannot pay a documentation rate for a competent-authority brief and then be surprised when the provision moves. The 2026 employer postings that already name the collapsed perimeter sit above the Expert Attorney median and below a general-counsel package — which is exactly where a specialist disputes seat belongs on a US ladder, and exactly the cell no Italian publisher fills. Department-level Italian in-house cash, including the levers that close a Milan general-counsel offer, is owned by a live companion page. This article does not borrow those bands.
Firm-side cash is context for the competing offer, not the spine of this hire. The 2026 US large-firm associate lockstep runs $235,000–$455,000 of base across years one to eight (Biglaw Investor, 2026 scale). Legal Cheek, on 21 July 2026, recorded Magic Circle London newly-qualified base at £150,000. Those figures describe the firm-side pool a head of tax sometimes hires out of. They are not in-house Head of Tax cash and they are not a transfer-pricing premium. A chief legal officer who uses either as the offer has priced a different product.
The cash cost of certainty is a separate line, and it is not salary. Chambers Italy, last updated 15 April 2026, prints bilateral APA filing fees stepped by group turnover, halved on renewal; unilateral APAs are free. Those Italian steps sit on the scale below. The US original user fee on the grid above is an order of magnitude larger before counsel time. The in-house holder who recommends an APA to the chief financial officer has to be senior enough to own that spend against a forty-month clock. Italian bilateral fees are a filing cost. They are not a reason to treat the seat as junior.
Bilateral APA — group turnover under EUR 100 million
Halved on renewal. Director act 2021/297428.
Chambers Transfer Pricing 2026 – Italy, 15 April 2026 ↗Write the perimeter before you open the requisition.
Sartori has worked the Milan in-house market for eight years, for general counsel, heads of legal and heads of tax at industrial and listed groups with intercompany flows. Over the trailing three years the desk closed 17 in-house searches at a 93 percent completion rate, on a typical 4-to-7-month timeline. The controversy cut of that book is small, and it is the cut that stalls when the brief is three jobs.
Of those 17 closed Milan in-house searches, six were tax-controversy or transfer-pricing disputes seats. Five completed. One stalled: the buyer wanted master-file quality, a live mutual-agreement file with IRS APMA, and a signed IAS 12 provision from a single hire, priced as a documentation contractor. We closed the file rather than staff a three-product seat at a one-product rate. That is the number that does not flatter the method. A shortlist cannot repair a brief that will not split.
Counter-offer incidence across the 17 is 26 percent. Two of the six controversy seats drew a counter, both from an incumbent Head of Tax who did not want the documentation owner to walk out during an open enquiry. Median offer-to-acceptance on the Milan in-house line is 16 working days; the controversy seats signed on that same median. Five of the six sat in the second half of the 4-to-7-month band, because the credential gates — avvocato versus commercialista, Circular 230, Tax Court admission, a CTA on a UK-facing CV — are not start-date events. Quarterly surveys running since 2019 keep returning the same shape: companies open the search before they decide which of the four products the hire will own. Nearly 1.5 million lawyer profiles mapped globally is how the desk finds the thin cut. It does not invent a second Milan interview count.
Two composites, described by category only. A Milan-listed industrial group with intercompany intellectual property and distribution into the United States and the United Kingdom briefed one “international tax counsel” to hold the master file, answer a schema d’atto and open mutual agreement with APMA. The search ran six months on that brief and did not close. We rewrote it as two seats: Head of Tax kept documentation and the provision; a Counsel, Tax Controversy, reporting into Tax and working with the general counsel, took the hearing and the treaty file. The second seat filled in month seven. The first brief had been cheaper. The second brief was the one that could be staffed.
A European group with UK and Italian subsidiaries, already inside cooperative compliance, tried to buy a documentation contractor for the 2024 minimum-tax return. A schema d’atto arrived on an earlier cycle. Nobody internally could open art. 31-quater relief or stay a tax-court clock. The panel was instructed after notification. That was the stalled mandate. Of 68 in-house tax and general-counsel respondents in the same cohort, 39 said they had at least once bought a documentation-only contractor and then instructed a panel after the draft assessment or the enquiry letter arrived. The IRS Office of Chief Counsel describes itself on a 2026 USAJOBS announcement as nearly 1,700 attorneys. That public desk trains and later sheds some of the controversy lawyers companies hire. It is a competing employer of the same talent, not a substitute for the internal holder.
- Q1 Can one named person hold the master file, answer a draft assessment, open mutual agreement, and sign the provision? If the honest answer is no → you are buying three seats. Write three briefs, or two, before you post one.
- Q2 Does the requisition report into Tax, with Legal owning privilege and forum? If it reports into the general counsel and also asks for a signed master file → you have merged two desks that the postings already split.
- Q3 Is there a live schema d’atto, enquiry, MAP or minimum-tax installment on the calendar this year? If yes, and the hire is a documentation contractor → the cheaper half is already the expensive half. Instruct the panel for the hearing and hire the file owner separately.
- → All three clear? Open a targeted, confidential in-house search — and keep the panel, because the seat directs it rather than replacing it.
Common questions about hiring transfer-pricing disputes counsel
What should a general counsel budget for a transfer pricing disputes seat?
No publisher prints an Italy-specific in-house transfer-pricing band; US title medians start at $227,000 base for Expert Attorney (ACC, data effective 1 March 2025). That grid is title-generic and is not a specialty cut. A 2026 Director, Tax posting at a US-listed semiconductor-IP designer printed a mid-six-figure Finance band for a seat that already named disputes, advance pricing agreements and supply-chain work. Italian general-counsel department cash lives on a separate page; this seat is priced as a specialist and scoped as a litigator who also briefs the chief financial officer.
Is tax controversy one in-house seat or three products on one payroll?
Of 17 closed Milan in-house searches over three years, six were written as one collapsed disputes seat. The four products underneath are documentation, the audit hearing, mutual agreement or arbitration, and the provision. A chief legal officer who buys only the first product still owns the other three when the draft assessment arrives. Italian cooperative-compliance groups must already staff a first-line tax function and an independent second-line Tax Risk Manager — a statutory reason the documentation half and the dispute half can be two seats.
Where should this in-house seat report — Tax or the general counsel?
Public 2026 postings put the seat in Tax or Finance, reporting to a Head of Tax, and working with Legal. None of the company requisitions reported the disputes holder to the general counsel. Privilege, forum choice and a criminal-tax escalation stay with the legal department. The live design is Tax holding the file and the provision, Legal holding the court brief — or one person asked to hold both, which is how searches stall.
How long does a Milan search take, and what actually fails?
Budget 4 to 7 months. Sartori’s Milan in-house desk completed 93 percent of 17 closed searches, at a median of 16 working days from offer to signature. The failure mode is the brief, not the shortlist: one of the six controversy mandates stalled because the buyer would not split documentation, a live mutual-agreement file and a signed provision. Counter-offers hit 26 percent across those 17 closed files.
Can the external panel hold the master file and the mutual-agreement procedure instead?
A panel can file a mutual-agreement case; it cannot sign the provision or keep the master file current on a 20-day delivery clock. Italian suitable documentation must be produced within 20 days of an auditor request (Chambers Italy, 15 April 2026). A UK transfer-pricing enquiry that settled in 2024-25 was 41.0 months old (HMRC, 11 March 2026). Outside counsel executes. The company decides what to book, when to open competent-authority, and whether to stay a tax-court clock.
Which clocks should a chief legal officer actually put on the calendar?
An Italian draft assessment now gives the holder 60 days to answer (d.lgs. 219/2023). A global transfer-pricing mutual-agreement case that closed in 2024 averaged 30.9 months (Baker McKenzie, February 2026, reading the OECD tables). The first Italian global-minimum-tax return cannot fall before 30 June 2026 (Agency act of 6 February 2026, as reported by PwC Italy on 11 February 2026), with 90 percent of the tax due before the return is filed. Those are three different clocks on one seat.
Competent-authority tables, Agency outturns, statute texts and the published pay grids.
Mutual-agreement and advance-pricing volumes come from the OECD 2024 release and from the Agency's own 2024 results. Yield, enquiry age and unassessed-profits stock come from HMRC. APA production and Italy's share of the US book come from IRS Announcement 2026-8. Cash figures are title-generic survey medians or single employer bands.

- Sartori & Partners — In-house counsel recruiting ↗
OECD Italy MAP figures and Agenzia delle Entrate Risultati 2024 measure different objects and are not subtracted. HMRC yield is cash and behavioral yield attributed to the UK transfer-pricing toolkit, not a legal-fee market. ACC medians are US title-generic and are not a transfer-pricing cut. Employer bands are advertised ranges on single 2026 requisitions. Italian APA fees are competent-authority user fees, not in-house cash. Country-by-country counts are the statutory documentation population, not a lawyer census.
Our own figures — the Milan interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page, which sets out the cohorts, the survey waves and the mapping coverage behind every Sartori number quoted above. For how we build the in-house seat itself, see in-house counsel recruiting.

General Counsel Compensation in Italy
Department-level Italian in-house cash and the levers that close a Milan offer. This page prices one specialist seat; that one prices the function above it.

How we build corporate legal and tax-adjacent departments: scoping the seat before the search, and telling a company when a requisition is three jobs.

Deciding whether this is one in-house hire or three?
We build corporate legal and tax-adjacent departments in Milan, and we are as willing to tell a general counsel that a requisition is three jobs as to open a search. Confidential, no obligation.
