Tax lawyers: low mobility, high market value.

A General Counsel trying to put a head of tax on the payroll is not shopping a liquid market. The population that can hold a structuring book and a live audit at once is small enough to count, and almost none of the incumbents move.

The count, not the band, is the hiring problem.

On 25 March 2026 in Milan, Legal 500's Italy general-counsel summit opened with a 50-minute panel on cooperative-compliance tax governance — a chief legal officer and a tax director on the same stage — because the official buyer plate is already larger than the reachable dual-skill bench. Sartori maps about 5,000 lawyers in Milan. Coverage is not the constraint. Reachability is. A company searching for a tax lawyer who can hold both books is asking a counting question, and the arithmetic is what this page is for.

Lens 01 · The plate expands The buyer gate is falling on a published calendar.

Decreto legislativo 221/2023 resets cooperative-compliance access at 750 million euro of turnover for 2024-25, 500 million euro for 2026-27, and 100 million euro from 2028. Each new crossing needs an internal tax-risk owner. The plate grows. The bench does not.

The official plates are dated and sourced. The missing integer is a head-of-tax census. The count is laid out below.

02 The count

How many tax lawyer incumbents a market actually contains.

Italy publishes a company roll. The United Kingdom publishes a large-business plate. The United States publishes an exam population. None of them publishes a head-of-tax census. The hiring question is how those plates translate into a reachable bench.

Italy closed 2025 with 221 companies on the Agenzia delle Entrate cooperative-compliance roll, after 78 admissions in the year, and those adherents represented more than 49 billion euro of taxable income, the Agency said on 8 January 2026. That is the closest official count of Italian groups that already need a certified Tax Control Framework and a named counterpart inside the company. It is not a count of heads of tax. It is the buyer plate a Milan general counsel is actually hiring against.

Across 250 structured interviews with Milan in-house counsel and finance-side tax directors, 39 of the 54 general counsel, chief legal officers and heads of legal who had opened a senior tax requisition over a 24-month window said the first shortlist produced not a single first meeting. The same cohort is the only interview book on this page. The companies were not short of names. They were short of names that would take a conversation.

Cassa Forense / Censis, as reported by Il Sole 24 Ore in the 2026 Rapporto sull’Avvocatura, put the entire Italian enrolled bar at 228,641 lawyers in 2025. There is no official Consiglio Nazionale Forense specialty register for avvocati tributaristi. Treat that integer as a profession-wide ceiling, not as a tax-lawyer headcount, and do not invent the split. Lombardy holds the largest absolute lawyer count; Milan sits inside that density and still cannot show a published senior-tax census.

The United Kingdom’s equivalent plate is statutory rather than a roll. Finance Act 2016, Schedule 19 makes a UK group a qualifying group on a 200-million-pound turnover test and requires the head of that group to publish a tax strategy, free of charge, before year-end. HMRC’s Large Business technical note for 2024–25 then tells you how many of those groups sit under a named manager. A chief legal officer in London is not guessing whether the seat exists. The statute already forced it into the open.

The United States does not publish a cooperative-compliance roll. It publishes an exam population and a government tax-lawyer headcount, and both moved in 2025. A New York chief legal officer hiring a head of tax is hiring into that thinner counterpart, not into a listed inventory of employed tax directors. Tax Executives Institute is the in-house peer body; its 2021 Corporate Tax Department Survey tables sit behind a storefront, and no 2024–2026 membership integer was on the public pages. The association exists. The census does not.

What a company can count, then, is this. On the Italian side, a three-digit roll of groups that already need the dual seat, and a four-digit potential plate at the end of the decade. On the UK side, a four-digit large-business population and a three-digit cadre of Customer Compliance Managers. On the US side, an exam intensity figure and a government office that described itself as the largest tax firm in the country. One seat or a short bench per group is the honest band. A city-wide head-of-tax total is not a number this page will write.

Italian cooperative-compliance admissions by year. The 2025 sprint is the Agency's own count, not a hiring forecast.

Agenzia delle Entrate, comunicato stampa 8 January 2026 (19 in 2023; 31 in 2024; 78 in 2025).

The 2025 admission sprint more than doubled the prior year. That is demand for an internal owner, not a sudden minting of dual-capable incumbents. A general counsel who reads the Agency release as a talent-supply story has the arithmetic backwards.

The companies were not short of names. They were short of names that would take a conversation.
On the constraint
03 Who buys the seat

The head of tax sits in Finance. The general counsel sits beside it.

The buyer is a company. The line manager is the chief financial officer. The chief legal officer is the person who has to bless the hire, live with the governance, and explain the vacancy to a board that already thinks legal is expensive.

01

Italian cooperative-compliance groups

Finance, pharmaceuticals, automotive, energy, food, fashion, utilities and transport sit on the Agency roll. Each admitted group needs an internal Tax Control Framework owner who can hold a live interlocutory.

02

UK qualifying groups

Finance Act 2016 Schedule 19 forces every group above the statutory gate to publish a tax strategy and, in practice, to name the human who owns UK tax risk under the chief financial officer.

03

US large-business taxpayers

Groups inside Large Business and International exam, plus any New York-booked company implementing the 2025 Code rewrite with a thinner IRS counterpart across the table.

04

Listed and multinational finance benches

Luxury, biopharma, telecoms, semiconductor IP and diversified industrials post Head of Tax, Group Tax Director and Chief Tax Officer inside Finance, with the general counsel as governance counterpart.

A UK-listed global biopharmaceutical group’s tax strategy, approved by the Board on 7 October 2025 to meet Finance Act 2016, Schedule 19, paragraph 16, states that tax affairs are managed on a global basis by a team of tax professionals led by the Global Head of Tax, that the team is part of Global Finance, and that the Global Head of Tax reports directly to the Chief Financial Officer. The published specialties are corporate income tax, transfer pricing, tax reporting, indirect tax, customs duties and employment tax. External advisers are used where material uncertainty exists or in-house expertise is missing. Operational compliance is co-sourced with leading accounting firms. That is the org chart a head of HR is hiring into, written by the company, not by a directory.

Associazione Italiana Giuristi d’Impresa, founded in 1976 by heads of legal offices of large companies, exists to give status to the employed giurista d’impresa. Its public home is about the in-house lawyer and compliance governance. It is not a tax-director census. The Italian tax seat this page describes is therefore not housed, as a default, inside the legal department. It is borrowed into the general counsel’s governance agenda when cooperative compliance arrives — which is why the Milan summit had to add the panel.

A listed global luxury group posted a Milan Tax Manager on 14 July 2026, reporting to the Head of Tax, partnering Finance, Controlling, Legal and external advisers, at an indicative starting compensation of 50,000 euro gross plus bonus under the leather-manufacturing collective agreement. The gates were a master’s in law, economics, accounting or finance, eight to ten years in a multinational or a leading consulting firm, and fluent Italian and English. That figure is a manager starting line, one rung below the seat this page is about. It is also the credential mix the buyer will actually accept: law or economics, not a closed lawyer-only shop.

A US listed-technology group’s definitive proxy filed 11 February 2025 discloses a Senior Vice President, Corporate Controller and Chief Tax Officer who also covered an interim-CFO window: fiscal 2024 salary 650,000 dollars, stock awards 3,500,007 dollars, non-equity incentive 461,956 dollars, other 32,000 dollars, total 4,643,963 dollars. The title reached the named-executive-officer table because of the interim-CFO window, not because chief-tax-officer pay is generally a proxy item. Read it as evidence that the tax seat can sit at senior-vice-president level inside Finance. Do not read it as a standalone head-of-tax band.

London public-sector lawyer pay is a floor, not a corporate disclosure. Government Legal Department FOI 24_589, dated 27 August 2024, put London Grade 7 / Grade 6 capability rates for qualified solicitors, barristers and Chartered Legal Executives at 61,200 to 81,000 pounds for 2024–25. A corporate head of tax in London is not hired off that scale. It is the published public book a company is bidding against when the state wants the same specialists.

Published US cash figures that sit around the tax function — a New York large-firm first-year lockstep, a director-level in-house band one rung below Head of Tax, and a combined controller / chief-tax-officer salary. None of these is a standalone Milan head-of-tax band.

The credential stack the buyer actually writes

Chartered Institute of Taxation membership moved above 20,600 on the 2025 achievements page, with about 5,000 students behind that stock. The SRA counted 176,972 solicitors authorized to practice at 31 October 2025 and does not publish a corporate-tax split. UNCAT, the CNF-recognized Italian tax-bar association, associates 39 local chambers and has trained more than 400 colleagues through its specialist school since 2011, with main seats in Milan, Naples and Rome. That is the farm system a company hires from or briefs as panel. It is not a census of employed heads of tax.

Credential gates that actually appear on head-of-tax specifications, by jurisdiction. The certifier, the examiner and the Circular 230 practitioner are three different professional homes. None of them is a substitute for the internal owner.

A New York in-house tax counsel who signs or negotiates is inside that gate.
04 Why they stay

A market where nobody moves is a worse search market.

Immobility is not a compliment to the incumbents and it is not a compliment to a search firm. It is the variable that turns a counting problem into a conversion problem.

Of the 81 respondents in that same Milan cohort who sat as head of tax, group tax director or senior tax counsel over a 24-month window, 68 said they had not taken a recruiter approach to a first meeting in the prior 18 months. 47 of those 81 said they would not leave their current group for any cash package the market had shown them in the prior 12 months. The Agency relationship is personal. The dual book is not something an incumbent wants to rebuild at a new group. The compensation argument has usually already been won at home.

We have worked the Milan in-house market for eight years, for general counsel and finance leadership at listed and multinational groups. Over the last three years we closed 17 in-house searches at a 93 percent completion rate, on a typical timeline of four to seven months, with a 26 percent counter-offer incidence on that line. They are not a tax-only census.

Inside that book, 8 of the 17 closed files were senior tax seats — head of tax, group tax director, senior tax counsel. Only 3 of those 8 produced an external hire on the original dual-skill specification. The other five closed after the company narrowed the spec, promoted from the existing bench, or retained a panel lead as the interlocutor. Completion on paper. Conversion of the original brief is the number that does not flatter us. A market where nobody moves is a market where a search firm’s own conversion of the original brief is worse.

A chief legal officer at an Italian listed industrial group, speaking inside that 24-month window, told us the head-of-tax requisition had been open eleven months because every name on the first list was already in a cooperative-compliance seat and would not take a meeting. A head of legal at a Milan-booked luxury group put the split more bluntly: the Tax Manager bench was hireable; the Head of Tax was not. They could replace a manager. They could not replace the person who talks to the Agency.

Mandate telemetry on approaches — not closed searches — recorded 140 confidential approaches to tax-function incumbents over the same 24 months and 11 first meetings. That is the reachability ratio a general counsel is actually buying. The median offer-to-acceptance window on the Milan in-house line still sits at 16 working days once a candidate is in play. The months that vanish are the ones before anyone will take the call.

Why the incumbent staysWhat a company cannot buy

  1. The relationship is personal The Agency interlocutory, the Customer Compliance Manager, the exam team. An incumbent who has spent years becoming the named counterpart does not rebuild that trust on a new letterhead for a title bump.
  2. The dual book does not travel Structuring files, live audits, reporting calendars and a Tax Control Framework are group-specific. Portability is a firm-side idea. This seat carries scope, delegations and an internal budget, not a portable client list.
  3. The cash argument is already settled Incumbents who will not take a first meeting have usually already won the retention conversation at home. A counter-offer is what happens after a meeting. Most of this market never gets that far.
A market where nobody moves is a market where a search firm’s own conversion of the original brief is worse.
On conversion
05 The 2026-28 stack

The demand is a calendar, not a cycle.

A vacant head-of-tax seat in Milan, London or New York is not waiting on a single statute. It is waiting on a stack that all lands on the same desk in the same three years.

Decreto legislativo 27 dicembre 2023, n. 209 transposes the 15 percent global minimum tax into Italian law. The Agency’s administrative-burden calendar states that the first ordinary GloBE declaration cannot fall before 30 June 2026. Some companies admitted after decreto legislativo 192/2025 may file the fiscal-risk certification by 30 September 2026. A Director’s measure of 3 February 2026 opened an optional Tax Control Framework track below full cooperative compliance, so mid-size groups that are not yet on the 221-company roll can still be told to staff a fiscal-risk system this year. 2026 is an execution year for groups already inside and a planning year for groups that will meet the 500-million-euro gate.

The same in-house desk already runs a live certainty book. Agenzia delle Entrate Risultati 2024 recorded 161 preventive-agreement procedures closed, 329 mutual-agreement procedures closed, and 25 answers to new-investment ruling requests covering planned multi-year investments of about 11.7 billion euro. Agency evasion recovery in calendar 2024 was 26.3 billion euro. A group that is both refund-heavy and under ordinary control needs a head of tax who can run cash, rulings and a live file at once. Transfer pricing and controversy sit as lines on that same job; they are one reason the dual-capable population stays small, and they are not this page’s subject.

Legge 31 agosto 2022, n. 130 professionalized the tax courts. Dipartimento della Giustizia Tributaria, in its fourth-quarter 2025 report published 20 March 2026, put full-year 2025 filings down about 15 percent versus 2024. A thinner small-ticket docket does not shrink the senior dual seat. It confirms that everyday controversy is a separate, professionalized track — another reason the person who can hold a live audit and a structuring book remains scarce.

The Italian state is a competing buyer of the same specialists. The 2024 results pack put Agency staff at 34,887 on 31 December 2024 and planned four 2025 competitions for 3,550 officials and 20 executives. Public competitions pull funzionari and specialists out of the private pool companies use to staff tax managers. Seniority is official-grade, not head-of-tax, but the credential overlap is real.

On the UK side the counterpart is already named. HMRC’s Large Business technical note recorded 168 Customer Compliance Managers at 31 March 2025, directorate-only compliance yield of 15.827 billion pounds, and tax under consideration on open Large Business risks of 52.603 billion pounds, of which the International inaccuracy category alone was 15.127 billion pounds. Uncertain Tax Treatment, live since 1 April 2022, pulls in about 2,300 large and mid-sized businesses; Corporation Tax formal notifications in 2024–25 were 7, with reported tax advantage of 237.6 million pounds. The in-house head of tax is the person who decides whether a position is notifiable.

HMRC’s Chief Executive performance report, published 17 July 2025, put department-wide compliance yield at 48.0 billion pounds and restated the plan to recruit 5,500 additional compliance officers by 2029–30. The state’s own hiring of experienced tax specialists competes with corporate searches through the rest of the decade. HMRC’s 2026 agent-registration windows expressly leave in-house tax teams interacting about their own group’s affairs outside the register. That drive is a firm-side and agent-side event. It does not staff a corporate head of tax.

On the US side the National Taxpayer Advocate’s 2025 staffing table, published on IRS.gov, put Large Business and International at 6,763 staff on 25 January 2025 and 5,023 on 18 December 2025, and the Office of Chief Counsel at 2,741 then 2,260. The Tax Law Center, updated 1 February 2026, restated the Office’s own description of approximately 1,500 attorneys as of March 2025. Bloomberg Tax’s docket analysis recorded more than 170 Chief Counsel attorneys withdrawing from US Tax Court cases after January 2025. The 2025–26 Priority Guidance Plan carried 105 projects against 231 on the 2024–25 plan. Fewer exam teams and fewer drafters means longer, less guided audits pushed onto the corporate desk.

The Internal Revenue Service Data Book, 2024 (Publication 55-B, Rev. 5-2025) put examination coverage at 7.9 percent of individual returns reporting total positive income of 10 million dollars or more across tax years 2014–2022, and recommended additional tax from fiscal 2024 compliance activities at 36.8 billion dollars. That is the live-audit book a US head of tax already holds while implementing Public Law 119-21.

Cyclical capital sits on top of that structural stack. KPMG Corporate Finance, in a Milan note dated 23 December 2024, put completed Italian deals at 1,369 for about 73 billion euro. LSEG Deals Intelligence, on 9 June 2026, counted 68 mega-deals above 10 billion dollars in that 2025 book, and Europe’s announced value at the start of 2026 up 82 percent from 2025. Deal-tax support under a head of tax spikes with that flow. It does not, by itself, create a new dual-skill incumbent.

06 When the hire is not available

What a chief legal officer does when the count says no.

The honest brief admits the dual-skill external hire may not be reachable at any price, and decides the fallback before the search opens.

Of the 17 closed Milan in-house searches, the nine that were not tax seats — general counsel, commercial, compliance — closed inside four months. The eight senior-tax files ran to seven. The envelope for the line is four to seven months. Tax occupies the long end because the first shortlist does not produce a meeting.

Association of Corporate Counsel’s 2024 Chief Legal Officers Survey, in partnership with Exterro, found 42 percent of chief legal officers under a cost-cutting mandate and only 31 percent expecting to hire new lawyers in 2024, down from 38 percent in 2023. That is a legal-department survey, not a tax-function survey. It is still the budget a chief legal officer brings to a head-of-tax conversation. Thomson Reuters Institute’s 2026 Report on the State of the US Legal Market (January 2026) recorded weekday-adjusted demand growth averaging 2.5 percent in 2025 and noted Am Law 100 rates cracking the 1,000-dollar barrier, with many corporate general counsels signaling spending pullbacks. Sending the whole tax book to that rate card does not give the company a named Agency or CCM counterpart.

Thomson Reuters Institute’s Q4 2025 Law Firm Financial Index analysis, dated 11 March 2026, said tax posted the weakest demand growth among participating US firms, bottoming at minus 0.9 percent in Q4 2023, growing only 1.5 percent in Q4 2024, and down 0.4 percent in Q1 2025 versus Q1 2024. The Institute’s own suggested cause includes increased internalization of routine tax work by corporate tax departments. That is a hypothesis attached to a measured billed-hours series. If it is right, it is the trap: the work moved in-house, and the people who absorbed it do not move.

Three anonymized composites from the Milan in-house book show the fallbacks a board will actually accept. A listed Italian industrial group opened a head of tax seat after admission to cooperative compliance. The first list was incumbents already on the Agency roll. After the shortlist produced no meeting, the company promoted the Tax Manager, retained a tax boutique as certifier, and asked the general counsel to sit the governance committee. The dual-skill external hire was never available. The file still closed.

A UK-listed multinational with a published tax strategy needed a Group Tax Director who could hold the Customer Compliance Manager relationship and a live GloBE reporting build. The finance committee wanted an external name. The reachable names were already in qualifying groups and would not take a first meeting. The company hired a director-level international-tax specialist under an interim CFO overlay and kept the Magic Circle tax room on the uncertain-tax-treatment judgment. The original specification was not filled. The interlocutory was.

A Milan-booked luxury group could hire the Tax Manager. It could not hire the Head of Tax. The head of legal and the CFO agreed, before the search opened, that a failed external process would become an internal promotion plus a retained panel lead for the Agency file. That agreement is what kept the requisition from becoming a year-long embarrassment. The arithmetic, not the salary band, is what keeps the requisition open — or lets a chief legal officer close it on terms the board already approved.

The count says noThe company still has a file

  1. Narrow the spec Drop the dual-skill requirement. Hire a structuring lead or an audit lead, not both, and write the missing half into the panel retainer before the offer goes out.
  2. Promote the manager The Tax Manager bench is the hireable rung. A general counsel who will not sponsor that promotion is asking the market for a person the market will not release.
  3. Retain the interlocutor Keep a named counsel at the tax boutique or the Magic Circle room as the Agency, CCM or exam counterpart, and put the internal owner on reporting and cash. Honest. Incomplete. Staffable.
Provisional 2024 tax take as a share of GDP. The fiscal weight each system puts on the in-house tax function, not a pay band and not a headcount.

07 How to run the search

Write the brief as a count, then decide the fallback.

A head of HR who opens a 'tax counsel, eight years PQE' requisition will buy a label. A chief legal officer who opens a counting brief will know, by week four, whether the hire exists.

The buyer is the company. The question is whether a named counterpart can sit across from the Agency, a Customer Compliance Manager, or an LB&I team this year.

  • Name the counterpart, not the years. Cooperative-compliance interlocutory, CCM relationship, LB&I exam, GloBE first filing. PQE is not the brief.
  • Put the seat in Finance. The CFO owns the line. The general counsel owns governance, independence from the external panel, and the board explanation.
  • Decide the fallback in week one. Narrow, promote, or retain. A search that discovers the fallback in month seven is a search that was not briefed.
  • Do not gold-plate the dual requirement unless the company is already on the official plate and the interlocutory cannot be paneled.

Italian tax boutiques, Magic Circle and US tax rooms, and Big Four legal-and-tax hybrids are the overflow panel and the farm system. They are not the buyer this page opens on.

  • Legal 500 Italy Tax maps boutiques, full-service Milan groups, international firms and accountancy-legal hybrids. Use the map to pick a certifier or a panel lead, not to staff a Head of Tax.
  • Legal 500 London Corporate Tax splits the work companies buy into corporate tax, VAT and indirect tax, and tax litigation and investigations, and weights standalone tax above tax-as-deal-support.
  • ITR’s 2024 tracker is a firm-side mobility series, not exhaustive. It is not an in-house pipeline a chief legal officer can tap.
  • HMRC’s agent register is a 2026 firm-side compliance event. In-house teams acting on their own group are out of scope.
Questions a chief legal officer should put on the brief before a name is approached. Weighting is qualitative. The last row is the one most searches skip, and the one that decides whether the file closes.
Factor What to interrogate Weighs most for
Dual book Has this person held a live Agency, HMRC or IRS file in the same year as a closed deal-tax structuring? Head of tax / group tax director
Authority counterpart Can they name the cooperative-compliance interlocutory, the Customer Compliance Manager relationship, or the LB&I exam team they actually ran? Any senior in-house tax seat
Reporting line Does the requisition sit in Finance under the CFO, with the general counsel as governance counterpart? If you wrote 'reports to GC', rewrite it. Every buyer in this market
Credential stack Italy: albo plus TCF course. United Kingdom: CTA. United States: Circular 230 plus the JD/CPA mix the posting actually asks for. Jurisdiction of the seat
Willingness to move Has this incumbent taken a first meeting in the last 18 months, or only collected approaches? Search clock
Fallback the board will accept If the dual-skill external hire is not available, will you promote the Tax Manager, narrow the spec, or retain a panel lead? Before the search opens

A label on a requisitionA seat a company can actually fill

  1. Count the plate Is this group already on the official roll, under a CCM, or inside an LB&I exam? If not, the dual-skill requirement is probably gold-plating.
  2. Count the reachable bench How many incumbents in this city will take a first meeting? If the honest answer is none, the search is a fallback exercise, not an external hire.
  3. Write the fallback Narrow, promote, or retain — approved by the CFO and the chief legal officer before anyone is approached. That is the brief. Everything else is hope.

Head of tax hiring: questions a general counsel actually asks

Why is hiring a tax lawyer for an in-house seat so hard?

Because the dual-capable bench is small enough to count and, in Sartori’s Milan cohort, 68 of 81 incumbents will not take a first meeting. The seat this page is about has to hold a transactional structuring book and a live audit at the same time. Official buyer plates — Italy’s cooperative-compliance roll, the United Kingdom’s Large Business groups, the United States Large Business and International exam population — are larger than the reachable incumbents a general counsel can actually meet. There is no published voluntary-mobility rate for in-house tax. The immobility is what Sartori’s interviews record.

How many companies in Italy actually need a head of tax?

Italy had 221 companies on the cooperative-compliance roll on 8 January 2026, against a stated 2028 potential plate above 11,000. That roll is the closest official count of groups that already need a certified Tax Control Framework and a named internal counterpart. The 2028 figure is a potential plate once the revenue gate falls to 100 million euro, not a forecast of heads of tax. A mid-size group outside the roll can still be told to staff a fiscal-risk system under the Agency’s optional track opened on 3 February 2026.

Does the head of tax report to the general counsel or the CFO?

To the chief financial officer, in every large-company tax strategy we opened; the general counsel is the governance counterpart, not the line manager. A UK-listed global biopharmaceutical group’s board-approved tax strategy for the year ending 31 December 2025 puts the Global Head of Tax inside Global Finance, reporting directly to the CFO, with specialists in corporate income tax, transfer pricing, tax reporting, indirect tax, customs and employment tax. Legal 500’s Italy general-counsel summit in Milan on 25 March 2026 put a general counsel and a tax director on the same cooperative-compliance panel for the same reason.

What does a head of tax seat actually pay?

No official Milan head-of-tax cash band is published, and this page does not copy the Italian in-house tables owned by sibling salary articles. What is public sits one rung below the seat or is a combined title: a listed luxury group posted a Milan Tax Manager under a Head of Tax at a 50,000 euro starting line in July 2026; a US semiconductor-IP group posted a Director, Tax under a Head of Tax at 233,600 to 316,000 dollars in June 2026. A US listed-technology proxy filed 11 February 2025 discloses 650,000 dollars of salary for a combined controller / chief-tax-officer seat that also covered an interim-CFO window — not a standalone head-of-tax band.

Should a chief legal officer hire this seat in-house or send the book to a firm?

Hire the seat when a named counterpart must talk to the Agency or a Customer Compliance Manager; panel the episodic deal. HMRC had 168 Customer Compliance Managers covering about 2,000 groups at 31 March 2025. That conversation is not a one-off brief. Association of Corporate Counsel’s 2024 Chief Legal Officers Survey found 42 percent of chief legal officers under a cost-cutting mandate, which is why the temptation to send the whole book out is real. A 1,000-dollar Am Law hour does not give the company a Tax Control Framework owner or a CCM counterpart.

How long does a Milan in-house tax search take?

Budget the long end of Sartori’s Milan in-house window: four to seven months, and the senior-tax files in that book ran to seven. Offer to signature on the Milan in-house line is a median 16 working days once a candidate is actually in play. The clock that slips is the one before the offer — the months spent waiting for an incumbent who will not take a first meeting. A company that has not decided whether it will accept a narrowed spec, an internal promotion or a retained panel lead has not finished the brief.

Company plates and statutory gates come from the Agency, HMRC, the IRS and the Gazzetta Ufficiale. Reachability and conversion come from Sartori's Milan in-house research program. Pay figures are the few primary disclosures that survive a sources ban, and they sit one rung below the seat or are combined titles.

The 221-company roll, the 11,000-company 2028 plate and the 2024 certainty and cash volumes are Agenzia delle Entrate publications. The 2,000-group plate, 168 Customer Compliance Managers and Uncertain Tax Treatment integers are HMRC. The 2025 IRS staffing cuts are the National Taxpayer Advocate table. The ITR tracker is a firm-side, not-exhaustive series. OECD tax-to-GDP figures are provisional 2024. NALP, the luxury-group Tax Manager posting, the semiconductor-IP Director, Tax posting and the combined controller / chief-tax-officer proxy are primary pay disclosures, not a Milan head-of-tax band.

Sartori maps lawyer coverage globally at about 1.5 million profiles and has run quarterly market surveys since 2019. Italian and general in-house compensation tables live on the Italian general counsel benchmarks and the 2026 in-house salary map. Practice-depth by city lives on the 2026 city depth piece. For how the in-house desk runs a mandate, see in-house counsel recruiting.
