Aviation Attorney Salary 2026: In-House vs Firm

On 1 March 2025 the Association of Corporate Counsel put US Senior Attorney median total cash at $228,000. On 1 July 2026 the lockstep first-year base moved to $235,000. A general counsel remits neither figure to a firm: Brightflag’s Am Law 100 blended hour in the first half of 2025 was $1,145. This page sets the three meters next to each other.

Aviation attorney salary 2026: three meters, not one specialty band

Across 1675 structured interviews with New York lawyers and legal leaders, aviation-adjacent general counsel asked first what the seat costs on payroll versus on the invoice. There is no published aviation-specialty salary table. The dated numbers below are the meters that actually exist.

Lens 01 · The meters Payroll cash, lockstep cash and a billed hour are not the same object.

A general counsel who compares a W-2 to a lockstep base to a firm invoice without converting the units is not benchmarking. The Association of Corporate Counsel, the 2026 market scale and Brightflag each measure a different buyer. Three meters. One job title.

The meters are public and dated. The aviation-specialty average is not. The payroll table a general counsel can actually use is next.

What the in-house aviation attorney actually earns, by title.

The Association of Corporate Counsel published US in-house cash by title, data effective 1 March 2025. Aviation is not a cut in that survey. It is still the dated table a general counsel can put on a requisition.

The first honest sentence about aviation lawyer salary in 2026 is a negative: no compensation survey isolates the specialty. The Association of Corporate Counsel and Empsight International published the 2025 Law Department Compensation Survey executive summary on 16 September 2025, from 1,632 self-reported respondents, with data effective 1 March 2025. The titles below are the rungs a chief legal officer actually budgets. They are all-industry. They are not an airline premium and they are not an OEM discount.

The Bureau of Labor Statistics Occupational Outlook Handbook, last modified 28 August 2025, put the May 2025 median annual wage for all US lawyers at $159,670. That all-occupation median sits next to the ACC Attorney median total cash of $160,000 in the same survey year and should not be added to it. They describe different populations. The lockstep first-year base of $235,000, effective 1 July 2026 as reported by Above the Law on 5 June 2026 and by Biglaw Investor’s live tracker, is a third population again: associates at scale-matching firms. The only industry-tagged wage cell for airline employers is smaller still: BLS OEWS May 2023, NAICS 481 Air Transportation, listed about 120 lawyers at a mean of $235,700, with an employment relative standard error of 16.9 percent. That cell is payroll lawyers at air-transport employers, not manufacturers, lessors, airports, insurers or firms.

Sortable — Association of Corporate Counsel and Empsight, 2025 Law Department Compensation Survey, 1,632 respondents, data effective 1 March 2025, published 16 September 2025. Median base, median total cash, 90th-percentile total cash and short-term incentive target. US in-house cash by title, all industries; aviation is not a published cut.
Title Median base Median total cash 90th total cash STI target
Attorney $148,000 $160,000 $230,000 15%
Senior Attorney $201,000 $228,000 $319,000 20%
Expert Attorney $227,000 $260,000 $358,000 25%
Managing Attorney $239,000 $283,000 $389,000 25%
Associate General Counsel $245,000 $294,000 $450,000 25%
Deputy General Counsel $280,000 $368,000 $514,000 30%
General Counsel — Division / Subsidiary $279,000 $341,000 $505,000 30%
General Counsel / Chief Legal Officer $330,000 $410,000 $764,000 35%
General Counsel — Single Lawyer $234,000 $255,000 $400,000 20%

Total cash is base plus short-term incentive as the survey defines it, not equity. For the General Counsel / Chief Legal Officer seat, the same executive summary records that 63 percent were long-term-incentive eligible, with a median LTI target of $134,000 and median total target direct compensation of $503,000 (90th $1.46 million). That LTI layer is why a public-company legal chief and a practice-level aviation counsel cannot share a midpoint.

Two pay drivers in the same ACC summary move the in-house number before any aviation label is applied. Lawyers with prior law-firm experience showed a median Attorney base 16 percent higher and total cash 18 percent higher than those without a firm background. 77 percent of respondents reported prior law-firm experience. Chief legal officers at companies with revenue above $5 billion made 44 percent more base and 173 percent more total target compensation than chief legal officers at companies below $1 billion. Merit (non-promotion) sat at a median 3.0 percent. Those are company-size and background effects, not a specialty premium.

A figure this page will not let stand as the aviation-attorney number: Above the Law, on 1 August 2025, summarizing the Corporate Counsel / ALM Intelligence 2025 General Counsel Compensation Report, put median pay at $2.95 million across 544 Fortune 1000 legal chiefs, with the top four each above $20 million and stock the bulk. That is proxy-disclosed total compensation for named executive legal chiefs. It is not cash for a practice-level aviation counsel, and it is not what a head of legal at a carrier or a lessor should put on a staff-attorney requisition.

The firm-side cash meter, used here only as a contrast, is the 2026 market scale. Above the Law’s scorecard of 5 June 2026, updated through late August 2026, records that Milbank moved first on 2 June 2026 to $235,000 for the first year and $455,000 for the eighth year, presumed effective 1 July 2026, and that McDermott, Quinn Emanuel, Sullivan & Cromwell, Norton Rose Fulbright and others matched those two points. The class-year ladder itself belongs to our BigLaw associate salary scale 2026 page. NALP’s 2025 US Associate Salary Survey, as of 1 January 2025 and released 28 May 2025, is the reminder that the scale is not the country: the overall first-year median was $200,000 across 437 offices, $215,000 at firms of 701 or more lawyers, and $150,000 at firms of 250 or fewer. $225,000 was the modal figure, not the median.

A general counsel who compares a W-2 to a billed hour without converting the units is mixing meters.
On the meters
03 Who pays it

The lawyer who earns the figure and the company that remits it are not always the same buyer.

The 2026 US aviation attorney is paid by two desks: the company that puts the lawyer on payroll, and the law firm that invoices that company. Across 1675 structured interviews with New York lawyers and legal leaders, 96 of the 214 respondents sitting inside airline, OEM, lessor, airport-sponsor or aviation-insurer legal departments over a 24-month window told Sartori their last aviation-counsel requisition was priced against an outside-counsel invoice rather than against a published specialty band.

That 96-of-214 read sits inside the same New York cohort, not a second one, and the window is 24 months. It is why this page opens on the general counsel’s question rather than on a candidate ranking. The person who earns an associate lockstep W-2 is usually at a firm. The person who pays for the work, in-house or through a panel, is the company. Mixing those two paychecks is how a head of legal ends up believing a staff seat “costs” $235,000 because that is what first-years at scale firms now earn.

Coverage is a separate measure from that interview read. Sartori maps roughly 67,000 lawyers in New York. The global program maps nearly 1.5 million lawyer profiles and has run quarterly market surveys since 2019.

Company payrollCompany invoice

  1. In-house W-2 The airline, OEM, lessor, airport sponsor or insurer puts a lawyer on payroll against an ACC title. The company owns the statute book every morning.
  2. Hybrid A named in-house counsel selects and directs the specialist firms. The insurer claims seat is the clean example: it earns a W-2 and then pays the defense boutique.
  3. Panel invoice Finance, accident and Part 16 files go out. The company never carries the lawyer. Brightflag and CounselLink are the meters, not ACC.

The in-house buyers are named on their own careers and leadership pages. A US network carrier lists Legal as a headquarters function alongside government affairs; another files a Senior Vice President, Chief Legal Officer and General Counsel as a Section 16 officer. A US airframer recruits into Law and Global Compliance. A global operating lessor publishes a General Counsel with New York and California bars even when the seat sits outside the United States. Public airport sponsors run their own law departments and also buy a dedicated airport-law boutique that lists experience at more than 300 airports, on Kaplan Kirsch’s practice page accessed 11 September 2026. The FAA Office of the Chief Counsel, including Aviation Litigation Division AGC-300 with six national teams, and the Department of Transportation Office of Aviation Consumer Protection inside the Office of the General Counsel, are federal desks. The National Transportation Safety Board Office of General Counsel, updated 1 June 2026, advises a Board of about 400 employees; Attorney-Advisor is a listed occupation on the agency careers page.

The firm-side desks are not a single lockstep. Chambers USA nationwide Transportation: Aviation: Finance, accessed 11 September 2026, concentrates on financings, leasings, capital markets, M&A, workouts and bankruptcies, with Band 1 at Clifford Chance US, Milbank and Vedder. That is a New York / Chicago / London asset-finance market. Accident work sits in specialist litigation firms: Legal 500 US 2026, in a firm announcement of 1 July 2026, placed one national aviation disputes boutique in Tier 1 for Aviation and Air Travel: Litigation and Regulation. Plaintiff crash work is a contingency-fee opposite number; the general counsel does not pay that W-2. DC shops hire FAA and DOT regulatory counsel, including UAS and powered-lift files. Those desks invoice the company; they do not publish an aviation-specialty W-2 table.

The credential gate is a JD and admission to a US jurisdiction, plus the seat’s statute book: 14 C.F.R. Parts 91, 121, 135 or 139; DOT economic authority; the Montreal Convention on accident files; FAA grant assurances and Part 16 at airport sponsors. There is no FAA “aviation lawyer” license. Pilot certificates and engineering degrees appear as preferred texture on firm marketing pages. They are not a bar.

The $140,000–$160,000 band is a Global Aerospace Liability Claims Attorney posting dated 15 July 2026 on the employer careers page, plus profit-sharing, with about 30 percent travel and a preference for 5–12 years of legal disputes or aviation bodily-injury and property-damage claims. It is one insurer seat, not an airline general-counsel band.

A chief legal officer at a US network carrier, speaking inside that same 214-respondent cut, described the last regulatory-counsel brief as “priced against last year’s panel invoice, then forced onto an ACC Senior Attorney box because finance would not sign a number that had no survey behind it.” That is the buyer’s problem this page is for. The lawyer who will sit in the seat still needs to know which meter their offer is on; the person who signs the requisition needs to know which meter the budget is on. They are not the same question.

Demand that sizes the legal work sits in capital stock, not in a headcount series. Boeing reported 600 commercial deliveries in 2025, up from 348 in 2024, and a commercial backlog of more than 6,100 airplanes valued at $567.3 billion in its 27 January 2026 fourth-quarter release. Airbus, as reported by Simple Flying on 12 January 2026, delivered 793 commercial aircraft to 91 customers in 2025, with 1,000 gross orders and a year-end backlog of 8,754. One US network carrier, Delta Air Lines, reported June-quarter 2026 GAAP operating revenue of $19.8 billion and operating income of $1.9 billion (a 9.4 percent margin) on 14 July 2026 — a budget envelope for in-house legal plus the panel, not a legal spend figure. The FAA’s commercial UAS fleet series runs from about 1.1 million aircraft at end-2025 to 1.5 million by end-2030 in the FY2026–2046 forecast set; that is regulatory-work volume, not a lawyer count.

04 The billed hour

What the general counsel remits is an hourly invoice, not a lockstep salary.

Brightflag's 2025 edition of Hourly Rates in Am Law 100 Firms records actual billed rates from 1 January to 30 June 2025. The blended Am Law 100 rate was $1,145 per hour, up 8.3 percent from $1,057 in 2024.

A company does not pay a law-firm associate $235,000. It pays for time. Brightflag’s 2025 edition, covering the first half of 2025, put the blended Am Law 100 billed rate at $1,145 per hour, up 8.3 percent from the 2024 blended figure of $1,057, which had itself been up 10.0 percent. Aviation is not a published practice cut. Partner averages in the Am Law 1–25 were $1,635 (associates $1,065); in 26–50, $1,360 and $915; in 51–75, $945 and $700; in 76–100, $845 and $620. New York partner time averaged $1,795 in that report. Partner share of time was 30.3 percent at ranks 1–25 against 50.0 percent at ranks 76–100 — the cheaper firms bill a higher partner mix.

LexisNexis CounselLink, in its 2026 Trends Report released 22 April 2026 on invoices paid in 2025, recorded average partner rates up 5.1 percent in 2025, on a database of more than $75 billion of spend, more than 580,000 timekeepers and nearly two million matters. Firms with 750 or more lawyers captured 52 percent of 2025 matters. Alternative fee arrangements were 8.3 percent of matters and 6.3 percent of spend. Median partner rates at 750-plus lawyer firms sat 40 percent above the next tier. None of those cuts is aviation. They are the invoice market a chief legal officer still buys aviation work from.

The lawyer comparing offers needs to know which meter the number is on, and whether a firm W-2 will still be the company’s invoice next year.

  • Scale is not the median. NALP’s first-year median as of 1 January 2025 was $200,000; at 701-plus lawyer firms the eighth-year median was $375,000, against a 2026 scale eighth-year base of $455,000.
  • In-house cash trails lockstep at the junior rungs. ACC Attorney median total cash of $160,000 sits below even the pre-2026 first-year scale. The trade is hours, statute-book ownership and, at the top, LTI.
  • Firm background still prices the in-house seat. ACC recorded a 16 percent Attorney base premium and an 18 percent total-cash premium for prior law-firm experience, with 77 percent of respondents carrying that background.
  • Mobility inside in-house has cooled on intention. The same compensation summary: 28 percent of respondents changed jobs in the past two years; 17 percent said they were likely to change in the coming year.

The general counsel is buying a statute book, not a class year, and the 2025 CLO survey says the budget is being pulled in both directions at once.

  • Headcount and panel are both going up on intention. The 2025 ACC Chief Legal Officers Survey (772 participants) found 30 percent of CLOs plan to increase the number of lawyers they hire, and 43 percent plan to increase the volume of work sent to law firms in 2025, up 17 percentage points from the prior year.
  • A cost-cutting mandate is sitting on the same desks. 41 percent of law departments received a cost-cutting mandate in the past year. 23 percent of organizations were subject to a regulatory investigation or enforcement action.
  • Most US chief legal officers still report to the chief executive. 79 percent of CLOs report to the CEO globally; 83 percent in the United States.
  • Large-law share of the invoice is still concentrated. CounselLink put 52 percent of 2025 matters in firms of 750 or more lawyers. Alternative fees remain a thin slice of spend at 6.3 percent.
What the company remits is an hourly invoice, not a lockstep salary.

05 What repriced the file

The 2024 statute moved the file. The 2026 scale moved the W-2. They are not the same shock.

Public Law 118-63, signed 16 May 2024, reauthorized FAA and the NTSB through fiscal 2028 and tripled the general civil-penalty maximum. That is the demand statute sitting under a 2026 aviation-counsel budget, whether the lawyer is on payroll or at a firm.

Section 507 of the FAA Reauthorization Act of 2024 amended 49 U.S.C. §46301(a)(1) by striking $25,000 and inserting $75,000 for persons other than individuals or small businesses, applicable to violations on or after 16 May 2024. The aggregate cap under the subsection moved from $400,000 to $1,200,000. The Department of Transportation and FAA Revisions to Civil Penalty Amounts, 89 Fed. Reg. 106282, effective 30 December 2024, put $75,000 in the 2025 table and did not inflate it further because the statute had just raised the cap. 14 C.F.R. §13.301 applies those amounts to actions for violations on or after that date. A general counsel pricing an enforcement file is not pricing 2023’s ceiling.

The same Act is the 2024–2028 demand spine, not a one-year spike. GAO-25-108502, testimony dated 15 May 2025, recorded 50 open GAO recommendations to FAA, 36 study mandates for GAO, and more than 45,000 flights daily in the National Airspace System. CRS IF12791 (23 October 2024) walks the same titles: controller staffing, NAS modernization, drones and advanced air mobility, passenger service. Section 503 added 49 U.S.C. §42305, the statutory refund for a cancelled or significantly delayed or changed flight. OACP’s December 2024 small-entity guide treats those Act refunds as in force from 16 May 2024. That is standing consumer-protection work for airline in-house counsel, not a project.

The consumer docket is also the 2026 counter-signal. On 6 January 2026 OACP proposed compliance-first enforcement: warning letters before consent orders, penalties reserved for widespread, systemic, egregious or intentional violations. The US Court of Appeals for the Fifth Circuit, sitting en banc, vacated the 2024 ancillary-fee disclosure rule on 3 February 2026 in Airlines for America v. DOT. DOT restored the 2011 disclosure framework effective 2 July 2026. The statute did not disappear. The 2024 website-build did. A head of legal who staffed 2024’s fee-display file as a permanent seat is now holding a different brief.

Manufacturer and operator compliance has a calendar with a stop date. The SMS final rule, 89 Fed. Reg. 33068 (26 April 2024), effective 28 May 2024, extends 14 C.F.R. part 5 to certain Part 135 operators, commercial air-tour letter holders and specified Part 21 production-certificate holders. Existing certificate holders had six months to file an implementation plan and must have SMS implemented no later than 36 months after the effective date — 28 May 2027 for that cohort. A head of legal at a commercial airframer, speaking in the same New York cohort, told us they would not open a quality-and-regulatory counsel seat until that May 2027 date was inside a year: the work was already on the calendar, the headcount was not. That is the opposite of a hot market. It is a dated obligation waiting on a requisition.

Two 2026 rulemakings are not yet a salary band. The FAA and TSA Part 108 BVLOS NPRM, 90 Fed. Reg. 38212, published 7 August 2025, is proposed, not final; comments were later reopened. MOSAIC’s specified aircraft-certification provisions took effect 24 July 2026. SFAR No. 120, published 21 November 2024, is a ten-year powered-lift overlay. Part 450 becomes the exclusive mandatory framework for US commercial space flights from 10 March 2026 after a five-year transition. The FAA Forecast Overview records 204 launches and re-entries in FY2025 and a projection of 209 to 214 operations in FY2026. Those dates belong on a UAS, AAM or commercial-space brief. They do not mint a specialty-wage cell.

Capital-cycle work in 2025–2026 is the lessor and finance desk, not a W-2 table. Spirit Aviation Holdings filed Chapter 11 petitions on 29 August 2025 (later SDNY 25-11897). The 8-K that day records AerCap-related notices terminating 36 undelivered-aircraft leases and accelerating about $856 million of PIK Toggle notes, $275 million on a revolver, $636 million of EETCs and $849 million of aircraft loans. On 4 May 2026 the docket carried a wind-down motion and a motion to reject remaining aircraft-equipment leases. Cape Town Convention doctrine on those files belongs to our aviation finance lawyers page. The salary consequence here is simpler: lease-rejection and EETC work is billed, usually, at the finance-desk rates in §04, not at an ACC Attorney midpoint.

Accident work has a 2026 probable-cause date and still has no 2025 census. The 29 January 2025 midair at DCA killed 67 people. The NTSB board meeting of 27–28 January 2026 issued 50 recommendations, 33 of them to FAA, on investigation DCA25MA108. Plaintiff and defense aviation-accident partners will work that file for years. The Board’s statistical reviews page, updated 21 April 2026, still closes the official US civil-aviation accident census in 2024. This page does not invent a 2025 or 2026 accident count, and it does not treat a single investigation as a hiring series.

06 Running the hire

Six to twelve weeks, unless the company has not chosen payroll or panel.

Sartori has worked the New York market for more than 10 years. Over the trailing three years we closed 33 associate searches, with a 93 percent completion rate, a 37 percent counter-offer incidence and a median of 11 working days from offer to signature. Typical time-to-fill on that associate line is 6 to 12 weeks.

Of those 33 closed New York associate searches over three years, 8 were aviation-adjacent seats: three aviation-finance associates, two FAA/DOT regulatory associates, two accident-defense associates, and one UAS/powered-lift regulatory associate. Eight files inside 33, over 36 months.

The finding that does not flatter us sits inside that eight. 5 of those 8 opened before the hiring general counsel had decided whether the work was a payroll seat or a panel matter, and those five ran past the 12-week end of our own typical band. We took the search anyway. We should have forced the buy-or-build decision at kickoff. The delay was not a scarce shortlist. It was a brief that still thought a W-2 and an invoice were the same budget line. On the eight files that did close, the median offer-to-acceptance window was 11 working days — the city associate-line figure, not a specialty compression. 3 of the 8 drew a matching counter from the incumbent employer, which is the same 37 percent incidence as the New York associate line, not an aviation premium.

A second limit bounds the book. Sartori’s New York associate telemetry does not include plaintiff aviation-accident seats: 0 of 33 closed files in three years. That desk is real; it is not a desk we place. Inside the interview cohort, 9 of the 214 aviation-adjacent respondents keep all aviation work with the panel and have no intention of opening a payroll seat in the next year. Those organizations never enter the 33-file book. Our mandate data sees companies that decided to hire an associate. It is blind to the ones that decided not to.

88 of those 214 respondents, over the same 24-month window, named regulatory or consumer-protection counsel as the live 2026 opening — Reauth refunds, OACP posture, SMS — rather than a generic commercial seat. That is the demand we actually hear from in-house legal leaders. It is not a vacancy count, and it is not a salary table.

The search opens after the invoice hurtsThe search opens with the statute

  1. After the panel invoice Finance has already compared last year’s billed hours to an ACC box and lost the argument. The seat is approved. The calendar is already running.
  2. At the unresolved meter The commonest bad brief. Payroll and panel are both still open, the requisition is written as if they were one number, and the search runs past 12 weeks.
  3. With the dated obligation SMS, a refund statute, a certification file with a year on it. The meter is named before the first call. This is the cheap seat, and the hardest one to fund, because nothing has gone wrong yet.

Two engagements, anonymized and typical of the associate book.

A US network carrier, regulatory counsel filled from the associate market. The brief arrived as “match the 2026 first-year scale” for a consumer-and-enforcement seat after the 16 May 2024 refund statute. We told the chief legal officer the company would be paying a W-2, not a lockstep, and reset the band to the ACC Senior Attorney box, data effective 1 March 2025. Time-to-fill was ten weeks, inside the 6-to-12-week band. The complication was internal: finance had modeled the role on $235,000 because that was the number in the legal press that week. The candidate who closed was a fourth-year from a scale firm who took the title and the statute book for less cash than the lockstep W-2 they were leaving. A counter-offer landed on day nine and failed the usual way: more money to keep doing a job the lawyer had already decided was too narrow.

A New York aviation-finance associate seat for a lessor panel firm. The work was lease-rejection and delivery-termination files through the 2025–2026 carrier restructuring cycle. The search closed in seven weeks. Class-year credit was the friction, not the rate card. We did not quote a Cape Town salary band, because none exists on the surveys this page opened, and because that doctrine is not this URL. The company paying the invoice was the lessor; the lawyer earning the W-2 was at the firm. Keeping those two numbers in separate columns was the entire instruction.

Google Ads Keyword Planner, in a four-country extract dated 11 September 2026, recorded 110 monthly searches for the primary query this page targets, and the same volume for “aviation lawyer salary.” That is a demand-for-the-query figure from an internal tool, not a wage. It is why this page exists, and it is not a midpoint.

Five of eight aviation-adjacent searches opened before the company had chosen payroll or panel.
On the brief

Questions from the people who earn the figure and the people who pay it

What is a typical aviation attorney salary in the United States in 2026?

There is no published aviation-specialty salary table; the Association of Corporate Counsel put median Senior Attorney total cash at $228,000, data effective 1 March 2025. That figure, from the 2025 Law Department Compensation Survey of 1,632 respondents published 16 September 2025, is all-industry in-house cash, not an airline or OEM cut. A lawyer on the 2026 lockstep scale earns a $235,000 first-year base from 1 July 2026 (Above the Law; Biglaw Investor). What a general counsel remits to a firm is a billed hour: Brightflag recorded a blended Am Law 100 rate of $1,145 per hour in the first half of 2025.

What does a general counsel actually pay a law firm for aviation work?

Brightflag recorded a blended Am Law 100 billed rate of $1,145 per hour on invoices from 1 January to 30 June 2025. At Am Law 1–25, average billed partner time was $1,635 and associate time $1,065 in that same report. Dividing the ACC Senior Attorney median total cash of $228,000 by $1,145 produces 199 hours — one year of in-house cash at that title against a few months of scale-firm time. Aviation is not a published practice cut in the Brightflag tables; M&A, corporate, litigation and IP are.

Is there a published aviation lawyer salary for airline employers?

BLS May 2023 OEWS data for NAICS 481 Air Transportation listed about 120 lawyers at a mean of $235,700. The employment relative standard error on that headcount is 16.9 percent. The cell is wage-and-salary lawyers on airline and air-transport payrolls only. It excludes manufacturers, lessors, airports, insurers and law firms, and a May 2025 refresh of that industry table was not retrieved for this page. Treat it as a small, dated cell, not as the 2026 in-house aviation band.

How does in-house aviation counsel pay compare with the 2026 BigLaw scale?

A first-year on the 2026 market scale earns a $235,000 base from 1 July 2026; an eighth-year base is $455,000. NALP’s all-firm first-year median as of 1 January 2025 was $200,000 across 437 offices — the scale is not the national median. In-house, ACC put Attorney median total cash at $160,000 and General Counsel / Chief Legal Officer median total cash at $410,000, data effective 1 March 2025. The lawyer who earns the lockstep number is usually at a firm; the company pays the invoice, not the W-2.

Should we hire aviation counsel in-house or keep the work with the panel?

Hire when the file is standing; 5 of 8 aviation-adjacent New York associate searches in our 33-file book opened before the company had decided payroll versus panel. Standing work — FAA/DOT enforcement, SMS implementation through 28 May 2027, a consumer-refund statute in force since 16 May 2024 — is cheaper inside once it recurs. Episodic accident, certification or Chapter 11 lease-rejection work is what the specialist firms and the Chambers nationwide aviation-finance table are for. A chief legal officer who has not named which meter the budget sits on has not opened a search.

What moved aviation legal cost in 2024–2026 besides pay scales?

Public Law 118-63, enacted 16 May 2024, raised the general civil-penalty maximum from $25,000 to $75,000 per violation. The Department of Transportation’s 30 December 2024 inflation table held that $75,000 figure for 49 U.S.C. §46301(a)(1). SMS Part 5 took effect 28 May 2024 with an implementation deadline of 28 May 2027 for the existing-certificate-holder cohort. Those dates reprice the file a general counsel is buying, whether the lawyer sits on payroll or at a firm.

ACC cash is all-industry, data effective 1 March 2025. The 2026 lockstep figures are the market scale effective 1 July 2026, not a national median. Brightflag rates are actual billed hours for the first half of 2025, not rack rates, and aviation is not a published practice cut. The BLS NAICS 481 cell is May 2023, about 120 lawyers, employment RSE 16.9 percent. The Fortune 1000 general-counsel median is proxy total pay for named legal chiefs. Boeing certification dates are company statements. Part 108 remains a proposal. NTSB accident statistics are closed through 2024. The Kaplan Kirsch airport-client count is firm-stated. Sartori figures are the New York associate-line figures and the interview and mandate cuts named in the first source.

Sartori figures on this page come from the research program named in the first entry above: a New York interview cohort, associate-line mandate telemetry over the trailing three years, and quarterly market surveys running since 2019. For the lockstep ladder this page uses as a meter, see the 2026 associate scale. For the all-industry in-house bands, see in-house counsel salary 2026. Companies hiring the seat can start with in-house counsel recruiting or associate recruiting.
