General counsel salary in the UK, 2026.

The figure a board can defend this year is a public cash band set against a Top-10 hour. Hiring the in-house general counsel is often the cheaper bid versus a panel refresh. This page is for the lawyer who earns that figure and the company that pays it.

The 2026 general counsel salary UK bid is a hire, not a panel refresh.

Sartori maps roughly 30,000 lawyers in London. The question a chief legal officer, general counsel or head of HR actually takes to the board is whether one cash band is cheaper than a few hundred hours at the Top-10 blended rate PwC published for FY25 — and whether the new statutes require an officer who owns the defense.

Lens 01 · The cheaper bid Five hundred Top-10 hours already sit inside the public GC cash bands.

PwC's 34th Law Firm Survey put the Top-10 UK blended rate at £496 per chargeable hour in FY25. Five hundred of those hours cost £248,000, inside the Cabinet Office GC cash bands as at 30 September 2025. The hire is the cheaper bid.

The dated cash is public. The panel hour is public. The private FTSE package is not. The table the public record will stand behind is next.

02 The public cash

The dated table a board can put in the paper.

Private FTSE general counsel total is not on a primary page. Public-sector and regulator cash is. That is the 2026 number this article will stand behind.

Cabinet Office high-earners list: General Counsel, Group General Counsel and Legal Director cash ranges as at 30 September 2025, published 24 March 2026 and updated 14 April 2026. The public record prints a cash band, not a private-market mean.

Those ranges are total pay floors and ceilings for the posts as at 30 September 2025, from the Cabinet Office senior officials high-earners list published on 24 March 2026. They are not long-term incentive plans. They are not bonus totals, except where a note records a non-consolidated award. The list is truncated at the Treasury senior-pay threshold of £174,000, so a public general counsel paid below that floor is invisible here. A company that treats the table as a private-sector quote has misread the instrument. A company that ignores it has no dated cash at all.

Ofcom sits off that list because it publishes its own senior-pay PDF. As at 31 October 2024, Ofcom’s Senior Salary Disclosure – 2024 reported a Group Director General Counsel base of £256,785. Table 2 of the same PDF bands four Legal Director seats at £180,000–£185,000 (one), £170,000–£175,000 (three, one part-time FTE) and £160,000–£165,000 (one). That is the only regulator GC base on this page with an actual figure rather than a £5,000 band. It is still cash, still not total compensation, and still a number a finance director can check.

Most of the civil-service seats in the table are bound by the Senior Civil Service pay framework. Cabinet Office guidance on the 2025/26 award implemented a 3.25 percent consolidated increase from 1 April 2025. The 2026/27 practitioner guide raises minima by £5,000 from 1 April 2026 and holds maxima: Band 2 at £105,000–£162,500, Band 3 at £135,000–£208,100, plus a 2.5 percent consolidated award. Several 2025 high-earner GC seats sit on or above those maxima — which is why they appear on the Treasury-threshold list, and why a 2026 public-body search competes with private cash at a ceiling the framework no longer describes.

Occupation solicitorGroup general counsel

  1. The occupation median A solicitor or lawyer under SOC 2412. Useful for a visa going rate. Useless as a GC briefing number. The company that opens here underprices the seat.
  2. Legal Director / head of legal An employed senior lawyer with a budget and a reporting line, not yet the officer who sits with the board. The usual first in-house hire, and already a different market from the occupation median.
  3. Group GC / chief legal officer The person who owns the reasonable-procedures defense, the panel, and often the company-secretary overlay. This is the cash band the 2026 bid is actually about.

03 Who pays

The company writes the check. The partnership sends the invoice.

Two readers share this page: the UK general counsel who earns the 2026 figure, and the chief legal officer, CEO or head of HR who has to put that lawyer on the payroll. The partnership is the supplier, not the buyer.

Title grammar on UK in-house desks is messy on purpose. Legal 500’s United Kingdom Teams 2024 edition maps functions that combine legal with secretariat, regulatory, compliance, ethics and data protection. The 2025 Powerlist index, reported by Legal Business on 10 October 2025 as 122 of the most senior in-house lawyers, uses strings such as General Counsel and Company Secretary, Group General Counsel, and Chief General Counsel and Company Secretary. A candidate reading this page needs to know which of those strings the company is actually buying. A Group GC who also holds the company-secretary title is a different seat from a Legal Director who reports to a chief financial officer.

The credential gate is a practicing certificate — solicitor or employed barrister — with a statutory company-secretary overlay on listed public companies and a monitoring-officer overlay in local government. The Bar Standards Board’s April 2026 note on barristers practicing in house is blunt: the client is generally the employer, or the board, not the line manager, and a barrister employed by a non-authorized body may advise only that employer. Dual-capacity practice needs a protocol. A company that interviews an employed barrister as if they were a seconded panel lawyer has mis-specified the hire.

SRA figures are England and Wales. A UK general counsel seat at a US or EU group may be filled by an England-and-Wales solicitor, a dual-qualified lawyer, or a foreign-qualified counsel who is not on the SRA in-house count. Band the regulated in-house solicitor population. Do not equate it to every person with a GC title.

The buyer is the company, fund, regulator or public body. The SRA said on 8 March 2024 that more than 34,500 solicitors work in-house across more than 6,000 employers, from multinational corporations and government departments to charities, educational establishments and local health authorities. Its financial statements for the year ended 31 October 2025 still use “more than 34,000” and “around one-in-five.” Combined with the Law Society count, the in-house solicitor population sits in a 34,000–36,000 band. TheCityUK, on 9 December 2025, put the in-house share at 25 percent of the profession — a different denominator from the Law Society’s 22 percent of practicing-certificate holders in July 2023. This page does not collapse the two.

The same TheCityUK report, with Barclays, put UK legal-services GVA at £38 billion in 2024. The PDF is explicit: the ONS legal-activities definition excludes lawyers employed by non-legal firms, whose activity is credited to the sector of their employer. In-house GC payroll therefore does not sit inside that £38 billion. A chief financial officer who benchmarks the legal budget against legal-sector GVA is measuring the panel, not the employee.

Employer types that keep a named GC or chief legal officer desk are visible on the 2024 Teams list without repeating any lawyer name: listed insurers and banks, energy retailers, telecoms groups, a defense prime, a pay-TV group, a UK-listed software group, REITs, a central bank legal function, and public bodies already on the high-earners list. The Government Legal Department is the extreme case of an in-house buyer: it launched the Legal Panel for Government in September 2025 via Crown Commercial Service while increasing resources so that more government legal work stays inside. The in-house department buys the panel. It does not sit on it.

Firm-side economics belong on this page only as the price of the hours the general counsel still has to buy. They are not the spine. A Magic Circle partnership track is a different labor market, and the private-practice versus in-house salary guide already owns that comparison. What the company needs is a dated cash band for the employee, a dated hour for the panel, and a clear view of which statutes now require the employee.

04 Hire versus panel

The arithmetic a finance director will actually run.

A group general counsel at a UK-listed insurer told us the board asked for the public cash band and the blended hour in the same paper, and would not open the search until both sat on one page.

The board wanted the cash band and the blended hour on the same page.

PwC’s 34th Law Firm Survey, Resilience and recalibration, published in October 2025, put the year-on-year move on the Top-10 UK blended hour at 10.5 percent. Legal Futures, reporting the same survey on 29 October 2025, gave the rest of the ladder: Top 11–25 at £336 (+3.4 percent), Top 26–50 at £289 (+3.2 percent), Top 51–100 at £262 (+6 percent). Only the Top 10 and the Top 51–100 beat 3.4 percent inflation to April 2025. The construction is total income divided by total chargeable hours, not a single-lawyer rack rate. The Top-10 blended hour in that October 2025 survey is the number a finance director should put next to the public cash table, not a rack rate from a costs-lawyer anecdote.

The five-year move is what makes 2026 feel different from 2019. The Law Gazette, on 21 October 2024, reported the prior PwC survey: Top-10 blended £449 in 2024, from £321 in 2019, a 40 percent rise against Bank of England inflation of about 25 percent. A company that last priced a GC seat against a 2019 rate card is briefing the board on a market that no longer exists.

Guideline hourly rates the courts will allow from 1 January 2026, Grade A (8+ years). These are summary-assessment guidelines, not a City rate card.

HMCTS Solicitors' guideline hourly rates; judiciary announcement 1 January 2026 (2.28% SPPI uplift).

The Master of the Rolls implemented a 2.28 percent SPPI uplift from 1 January 2026. London 1 Grade A — very heavy commercial and corporate work by centrally based London firms, eight or more years — moved to £579 from £566. Five hundred of those guideline hours cost £289,500. That is a costs-judge number, not what a Top-10 firm invoices a client. It still sits inside shouting distance of the public GC cash bands, which is the only reason it belongs on this page.

A single-expert series sits above both. The Law Gazette, on 14 February 2025, quoted costs lawyer Jim Diamond putting top hourly rates at the richest UK firms at £1,600. One hundred and sixty of those hours, a senior-lawyer month on a generous reading, cost £256,000, roughly one Ofcom GC base. Treat that as a claimed top end, not a survey mean. It is here to show how fast the arithmetic goes against a company that is still buying top-of-panel hours for work an employed officer could own.

What one in-house legal function actually spent next to its GC cash, FY 2024/25, from Ofcom FOI 02122615 dated 14 January 2026. Fully-loaded cost per FTE is derived from the two disclosed figures.
Item Amount What it measures
In-house legal staff cost £9.185 million Pay, employer NI, employer pension; 75 headcount / 72.6 average FTE
External legal spend £817,000 About 8.9% of in-house legal staff cost in that year
Fully loaded in-house legal cost per FTE ~£126,500 £9.185m / 72.6; includes junior lawyers, not only the GC
External legal vs GC base ~3.2× £817,000 against the £256,785 GC base as at 31 October 2024

Ofcom is one statutory regulator, not a FTSE template. It is the cleanest public window onto the mix a company actually pays: an employed legal payroll, a GC cash band, and a panel that is a fraction of the payroll. The Government Legal Department’s scale is the other window. Its 2025–26 accounts record legal disbursements of £73.8 million (from £57.1 million the year before) beside administration costs excluding disbursements of £355.5 million, with staff costs at 88 percent of non-disbursement expenditure. Agency and contract staff cost £27.5 million, 9 percent of average staff costs. GLD states it increased resources so that more of the government’s legal work is done inside rather than by external firms. That is the same bid this page is about, written at the scale of the state.

Rent the hoursEmploy the officer

  1. Panel only Episodic work, no statutory defense that has to live inside the company, no board declaration that needs an employed reader. Keep the file on a rate card.
  2. Hire the GC The cash band is cheaper than a few hundred Top-10 hours, and someone on the payroll has to own reasonable procedures, the panel, and the board paper.
  3. Industrialize the function A legal director bench, a company-secretary overlay, and a panel the GC actually governs. The first hire is still the officer. The bench comes after.

05 The 2026 duties

The statutes that make the officer non-optional.

The 2026 UK general counsel hire is being priced against a stack of dated duties that landed between 2024 and 2027, not against a single busy market.

A panel can draft the memoOnly an employee owns the defense

  1. Fraud prevention Reasonable procedures have to exist inside the large organization. A one-off panel opinion does not sit in the dock.
  2. Identity and secretariat Director and PSC verification is a twelve-month legal-governance project. Combined GC and company-secretary seats absorb it.
  3. Internal controls The board declares on material internal controls. The Code names the company secretary, not the general counsel — the file still lands on the legal function.
  4. Employment redesign Unfair-dismissal change is a 2026 design window, not a 2025 emergency. The GC or head of employment owns the policy rewrite.

Failure-to-prevent fraud has been live since 1 September 2025.

The Home Office, Attorney General’s Office, Crown Prosecution Service and Serious Fraud Office announced on 1 September 2025 that the Economic Crime and Corporate Transparency Act 2023 corporate offence of failure to prevent fraud “comes into effect today.” A large organization is criminally liable where an employee, agent, subsidiary or other associated person commits fraud intending to benefit the organization. The statutory defense is reasonable fraud-prevention procedures in place at the time. Home Office guidance under s.204, updated 10 October 2025, defines a large organization as meeting two or three of: more than 250 employees; more than £36 million turnover; more than £18 million total assets, applied to the preceding financial year, including overseas subsidiaries. This is a 2025–26 general counsel / head of legal / head of compliance problem at companies above that test. It is not a junior-counsel task, and it is not a one-off panel memo.

Companies House identity verification began on 18 November 2025. The department’s 5 August 2025 announcement estimated 6 to 7 million individuals by mid-November 2026, with existing directors verifying on the next confirmation statement over a 12-month transition. More than 1.5 million had already verified in the voluntary period that opened on 8 April 2025. Listed and group general counsel who also hold the company-secretary title absorb this as an operational legal-governance project through November 2026. It is a reason to specify the combined seat honestly. It is not, on its own, a reason to create a first GC.

The Digital Markets, Competition and Consumers Act 2024 put consumer direct-enforcement powers in force on 6 April 2025. The CMA may impose financial penalties of up to 10 percent of annual worldwide turnover. That is a board-level general counsel issue at consumer-facing groups and at firms designated or at risk of designation under the digital-markets regime. Fines at that scale are not a panel refresh.

The UK Corporate Governance Code 2024 applies to financial years beginning on or after 1 January 2025. Provision 29 — the board declaration on the effectiveness of material internal controls — applies to financial years beginning on or after 1 January 2026. The FRC webinar of 23 January 2024 recorded that the Council considered an open letter asking for the general counsel to be written into the Code and refused, because the Code “has always been focused on the role of the unitary board, and the role of the Chair in particular, rather than individual executive roles.” The 2026 annual-report cycle is still the first Provision 29 declaration for December year-ends. Demand is for a general counsel who can sit with risk, internal audit and the company secretary. The Code does not mandate a new GC post.

Two further calendars sit on specialist desks under the same general counsel. Ofcom’s online-safety timeline, updated 24 August 2026, put illegal-content duties in force on 17 March 2025 and a categorization register in July 2026, with Category 1 and 2A risk-assessment records due in October 2026. The Information Commissioner’s Office stated on 19 June 2026 that all data-protection provisions in the Data (Use and Access) Act 2025 are now in force. Platform, search and data-heavy groups are in a multi-year compliance program; 2026 is the categorization and policy-rewrite year, not the start, and not a reason to create a first GC where one already sits.

Financial-services general counsel already have an enforcement cycle, not a 2027 statute. FCA enforcement data for 2025/26 recorded 11 open Consumer Duty cases as at 31 March 2026, against 1 a year earlier. Banks, insurers, building societies and fintechs on the 2024 Teams roster need Duty-literate senior counsel now. Public M&A, by contrast, is steady rather than booming: the Takeover Panel recorded 57 firm offers in the year to 31 March 2025, aggregate value about £43 billion. A company in a bid still pays a general counsel who can run the Takeover Code, National Security and Investment and the CMA in parallel. That is not, by itself, a 2026 hiring surge.

Thomson Reuters Institute’s 2026 UK work puts a number on the resource bind those duties create. The 20 August 2026 UK blog reported that 69 percent of in-house teams cite staffing and resource constraints as the primary barrier to delivering value, and that 43 percent of general counsel now name technology and automation as the primary efficiency lever, up from 25 percent the prior year. Regulatory net spend anticipation ran at +28 points, with finance-sector clients at +38 points. The panel is not going away. The officer who decides what stays in-house is the expensive one.

06 How the seat fills

What the London in-house desk actually sees.

We have worked the London in-house market for more than 10 years, for companies, funds and public bodies that need a general counsel or head of legal on their own payroll.

Over the trailing three years Sartori closed 24 London in-house searches on this line, with a 93 percent completion rate and a typical timeline of 4 to 7 months. Of those 24 closed files, 11 were UK general counsel, group general counsel, chief legal officer or head-of-legal seats; 8 of those 11 sat at listed, PE-backed or mutual employers and 3 at public bodies, regulators or arm’s-length organizations; 7 were Legal Director or Deputy GC seats; and 6 were specialist in-house seats in employment, competition, privacy or data. Four of the 11 GC-grade files ran to the 7-month end of the typical window because budget sign-off waited on a comparison to live panel rates. That is the segment where this desk is slow, and it is the uncomfortable number on the page.

Counter-offer incidence on the London in-house line is 32 percent. Median offer-to-acceptance is 13 working days. A head of talent at a FTSE industrial group told us their last general counsel process stalled for nine weeks after shortlist because finance wanted to know how many Top-10 hours the cash band would buy. The comparison is a legitimate board question. Running it after the shortlist is what turns a four-month search into a seven-month one.

Three composites, described by employer type only, show how those figures land. A listed UK insurer instructed a Group General Counsel search after the board asked for the public cash band and the PwC hour in one paper. The brief took five months, inside the usual window; a counter-offer arrived, consistent with the 32 percent line incidence; the accepted offer closed in 13 working days once the cash was no longer being relitigated against the panel. A UK energy retailer specified a combined General Counsel and Company Secretary because Provision 29 and Companies House identity verification were both live on the same desk; that file ran six months, mostly on reporting-line design, not on the shortlist. A PE-backed healthcare platform hired its first Head of Legal in four months after deciding the panel could not own a failure-to-prevent-fraud procedures defense for a group that had crossed the large-organization test. No real company or candidate is named in those files.

How the company specifies the seat now includes independence language that was not standard before the SRA’s employer-facing suite. The thematic review of 14 March 2023 found that 80 percent of private-sector in-house teams had rewards or bonuses linked to commercial success of the business, and that only 37 percent of teams had a specific policy on appointing external firms. SRA guidance finalized on 18 November 2024 tells the paying company to avoid bonuses focused solely on completing a deal rather than completing it inside an agreed legal and regulatory risk appetite, to give the legal function access to decision-makers, and not to penalize a solicitor for declining a combined commercial role. The Chartered Governance Institute, on 3 October 2023, opposed writing the general counsel into the Code on the ground that a combined GC and company-secretary seat, or a company secretary reporting to the GC, is “a conflict of interests waiting to happen.” Combined titles remain common on the high-earners list. The specification still has to say who reports to the chair on board matters.

Post Office Horizon IT Inquiry Volume 1, published 8 July 2025, is the independence shock behind that guidance, not a volume spike. SRA news on 8 March 2024 explicitly tied new in-house resources to high-profile cases including the Post Office. A 2026 GC mandate that is silent on reporting line, speak-up rights and deal-only bonuses is a mandate written before that suite existed.

If the 2026 question is whether to put that officer on the payroll, in-house and general counsel recruiting is the desk, and what companies look for in a new general counsel is the specification that sits behind the cash band.

07 What is missing

The figure this page will not invent.

Listed-company accounts do not print Group GC pay. That gap is the finding, not a hole to fill with a recruiter table.

Listed-company accounts do not print Group GC pay.

Annual reports for a listed life-and-pensions group, a listed bank, a listed telecoms group, an energy retailer, a hospitality group and a listed utility disclosed executive-director pay. None of those packs printed a Group General Counsel single-figure total. One of them announced a Group General Counsel and Company Secretary succession effective May 2026 without a pay figure. Recruiter in-house salary guides that publish FTSE 100 GC bases in a wide private band are competitor documents and are not used. The US median GC total from proxy filings lives on the United States general counsel salary page. London-only private GC tables belong to a twin route, not here. A USD restatement of the sterling cash on this page would require a dated foreign-exchange rate that was not in the research file; it is omitted rather than guessed.

Sartori’s quarterly survey since 2019 finds that UK general counsel still expect a cash number they can defend to a board against a live rate card, not a total-compensation package copied from a US proxy. That is why this page opens on public cash and the Top-10 hour, and why it will not offer a blended private-market mean. Thomson Reuters Institute’s 2026 work adds a structural shift in how that cash gets spent once the officer is in the seat: 53 percent of corporate legal teams against 35 percent of law firms report organization-wide generative-AI adoption. The 2026 specification adds legal operations and AI governance to the same senior seat. It does not delete the general counsel.

Coverage has a limit. The London mapping file records admission and employer. It does not record the cash a private company actually pays a Group GC, because no public register does. Mandate telemetry sees the 24 closed in-house files, not the searches that never left the panel. Direct testimony on this page comes from a group general counsel at a listed insurer and a head of talent at a FTSE industrial group, described by role and organization type only. The global research program behind those city figures maps nearly 1.5 million lawyer profiles and has run quarterly market surveys since 2019. The city-level findings are the 750-interview cohort, the 24 closed files, and the 32 percent / 13-day / 4-to-7-month figures on the London in-house line.

Questions boards ask before they open a UK GC search

What is the general counsel salary UK figure a board can actually defend in 2026?

Public GC cash as at 30 September 2025 sat between £174,000 and £229,999 on the Cabinet Office high-earners list. Ofcom disclosed a Group Director General Counsel base of £256,785 as at 31 October 2024. Those are measured cash bands for named seats, not total compensation, and they are not a private FTSE mean: listed-company accounts do not print Group GC pay unless the lawyer is an executive director. The Immigration Rules SOC 2412 going rate of £51,600, substituted on 1 July 2025, is the ASHE median for solicitors and lawyers — it is not a general counsel median.

Is hiring a UK general counsel cheaper than refreshing the panel in 2026?

Five hundred Top-10 hours at PwC's FY25 blended rate of £496 cost £248,000, inside the public GC cash bands. One thousand such hours cost £496,000, above every public GC cash band on this page. A panel refresh does not create the officer who owns a reasonable-procedures defense. The 2026 bid is the hire when the company needs that officer and the live rate card already prices a few hundred hours at a Group GC cash band.

What does a head of legal salary UK look like next to a Group GC cash band?

Ofcom disclosed Legal Director seats at £160,000–£185,000 as at 31 October 2024, under a Group GC base of £256,785. On the Cabinet Office list as at 30 September 2025, a Deputy General Counsel at the high-speed rail delivery company sat at £174,000–£179,999 against a General Counsel band of £180,000–£184,999. Head of legal, Legal Director and Deputy GC are the rungs a company actually posts when it is not yet buying a Group GC; they are still in-house seats, still paid by the employer, and still priced against the same panel arithmetic.

Who pays in house counsel salary UK: the company or the partnership?

The company, fund, regulator or public body pays it. The SRA described more than 34,000 in-house solicitors across more than 6,000 employers as of its 2024/25 statements. Magic Circle and Top-10 firms appear here as panel suppliers the general counsel instructs, not as the general counsel's employer. TheCityUK's 2025 legal-services totals exclude lawyers employed by non-legal firms, which is why a company's GC payroll does not sit inside the sector GVA figure.

How long does Sartori take to fill a UK in-house general counsel seat?

Sartori's London in-house desk typically fills in 4 to 7 months, with a median of 13 working days from offer to acceptance. Completion on 24 closed London in-house searches over three years is 93 percent. Counter-offer incidence on that line is 32 percent. Four of 11 GC-grade files ran to the seven-month end of the window because budget sign-off waited on a live panel comparison.

Does the UK Corporate Governance Code require a company to hire a general counsel?

No. The Financial Reporting Council refused in January 2024 to write the general counsel into the 2024 Code. Provision 16 names the company secretary; Provision 29, which applies to financial years beginning on or after 1 January 2026, is a board declaration on internal controls. Combined General Counsel and Company Secretary titles are common on public high-earner lists. The Code still does not require the GC seat.

Cabinet Office and Ofcom figures are cash for named seats, not total compensation. PwC blended rates are realized hours across grades, not a single-lawyer rack rate. Guideline hourly rates are summary-assessment figures. The SOC 2412 going rate is an occupation median. TheCityUK in-house share uses a different cut from the Law Society's 22 percent of practicing-certificate holders. Private FTSE GC total is omitted because it was not on a primary non-recruiter page.

For companies

Put a UK general counsel on the payroll.

If the 2026 question is hire versus a panel refresh, we run the in-house search. Brief the London desk with the cash band and the live rate card on the same page.
