OPM Salary Table 2026-NY, effective January 2026, clips GS-15 at $197,200. NALP Selected Findings, published 5 August 2026, record that Class of 2025 salary collection closed before some large firms moved starting pay to $235,000 in June 2026. Reuters, 27 July 2026, reported that Milbank’s raises brought first-year base to $235,000. That is the comparison the private market uses to call the public table a discount. It is not the comparison a company uses to write an offer. The table is the match. Lockstep is the discard.

The 2026 government attorney salary table, New York locality.
The published New York locality table is not a survey and it is not an average. It is the scheduled rate a GS attorney in this metro is paid, clipped at Executive Schedule Level IV.
OPM Salary Table 2026-NY, effective January 2026, applies a 37.95 percent New York-Newark locality to the General Schedule. Locality in 2026 ranges 17.06 percent (Rest of U.S.) to 46.34 percent (San Jose-San Francisco-Oakland) across 58 areas, with percentages frozen at 2025 levels under Executive Order 14368. Without locality, Salary Table 2026-GS puts GS-15 at $126,384 to $164,301; locality is applied on top of those scheduled rates. GS-11 runs $88,005 to $114,413; GS-12 $105,481 to $137,128; GS-13 $125,431 to $163,062; GS-14 $148,222 to $192,694; GS-15 $174,347 to $197,200, with steps 5 through 10 limited to Executive Schedule Level IV. That clip is the 2026 fact a chief legal officer keeps on the offer sheet. Washington-Baltimore-Arlington, at 33.94 percent on Salary Table 2026-DCB, puts GS-15 step 1 at $169,279 and hits the same $197,200 ceiling a step later — named here as contrast, not as a second market to explain. Rest of U.S. locality is 17.06 percent; GS-15 there runs $147,945 to $192,331 and does not hit the EX-IV clip at step 10.
The Department of Justice Legal Careers page, updated 30 June 2025 and still carrying that date on 30 September 2026, is the promotion clock that sits on those cells. Honors attorneys with a J.D. are eligible at GS-11 step 1; a one-year clerkship, LL.M., or qualifying fellowship opens GS-12 step 1; two to three years of clerkships, fellowships or graduate law study open GS-13 step 1. Minimum time-in-grade is six months from GS-11 to GS-12, six months from GS-12 to GS-13 if hired at GS-12 otherwise one year, one year from GS-13 to GS-14, and eighteen months from GS-14 to GS-15, accelerable to twelve. The same page states it is possible for attorneys starting at GS-11 to reach GS-15 in three and one-half years. That is an eligibility rule, not an observed 2026 average.

IRS Office of Chief Counsel does not start Honors lawyers at step 1. IRM 30.4.1.3.1.2, dated 1 February 2007 and still the live text on 30 September 2026, hires a J.D. at GS-11 Step 8 and a Tax or Labor LL.M. at GS-12 Step 4. Applied to Salary Table 2026-NY those steps are $108,545 and $116,030. Applied to Rest of U.S. they are $92,107 and $98,459. Those dollars are products of two official instruments, not a third published Counsel schedule, and they are labeled as such.
Executive Schedule 2026, on Salary Table 2026-EX, is the clip above the GS-15 cell: EX-IV $197,200; EX-III $209,600; EX-II $228,000; EX-I $253,100. OPM’s January 2026 pay-adjustments memo (CPM 2025-18) sets the SES minimum at $151,661, a certified SES maximum at EX-II, $228,000, and an uncertified maximum at EX-III, $209,600. The same memo sets the aggregate limitation on pay for calendar 2026 at $253,100, and the higher cap for certified SES and SL-ST at the Vice President’s salary, $292,300. ALJ AL-1 is $197,200. A political-appointee payable-rate freeze continued through 30 January 2026 under Public Law 119-37. OPM’s Guide For Federal Attorney Recruiting and Hiring places series 0905 on Schedule A, 5 CFR 213.3102(d): a J.D. and an active bar of any U.S. jurisdiction, with the duty station not required to match the bar.
The table is the match. Lockstep is the discard.
One query, four instruments, four ceilings.
A government lawyer is not paid on a profession-wide scale. The seat sits on GS, on an Administratively Determined chart, on an independent-regulator table, or on a municipal band — and a company that blends them is matching a number that does not exist.

Assistant United States Attorneys are a different employer type from Main Justice. The 93 United States Attorneys cover 94 federal districts; Guam and the Northern Mariana Islands share one. EOUSA’s Administratively Determined charts, updated 1 May 2025 and effective 12 January 2025, exclude locality on the face of the table. AD-21 (0–2 years) runs $63,163 to $107,376; AD-23 (3–4 years) $67,863 to $115,369; AD-25 (5 years) $72,918 to $123,959; AD-26 (6 years) $78,346 to $133,189; AD-27 (7 years) $84,181 to $143,107; AD-28 (8 years) $90,449 to $153,761; AD-29 (9+ years) $97,181 to $165,209. Supervisory AD-31 runs $127,352 to $191,029; AD-33 through AD-37 maxima already sat at the $195,100 2025 cap. A 2026 AD dollar table had not been posted as of the 30 September 2026 recheck. New York-Newark locality on that page is 37.95 percent. An arithmetic illustration, not a posted 2026 AUSA cell: AD-21 minimum times 1.3795 is about $87,133; AD-29 maximum times 1.3795 would exceed EX-IV and is clipped at $197,200 in 2026.
The SEC Compensation Overview, last reviewed 20 May 2026, is the independent-regulator instrument a general counsel actually sees when hiring an Enforcement or OGC lawyer. SK-11 runs $69,853 to $118,342; SK-12 $83,718 to $141,843; SK-13 $99,557 to $168,668; SK-14 $114,315 to $193,670; supervisory SK-15 $121,180 to $209,165; SK-16 $130,550 to $221,711; supervisory SK-17 $138,383 to $239,449. New York locality is 37.95 percent; salary including locality is capped at $292,300 for all SK staff. Senior Officer pay, with no locality, runs Level 1 $207,830 to $315,481. CFTC and FDIC publish distinct 2026 CT and CG structures effective 11 January 2026; the cell values were not retrieved and are omitted. The $292,300 cap is the Vice-President-linked aggregate already corroborated on the SEC page.
The New York City Law Department is the municipal instrument in the reference city. Its careers FAQ, read 30 September 2026, posts Assistant Corporation Counsel bands by post-J.D. years and does not date the schedule, so these are not a 2026 pay table: 0–5 years $87,737 to $122,300; 5–10 $122,300 to $137,188; 10–15 $137,188 to $159,521; 15–20 $159,521 to $180,791. The FAQ stops there. It does not post a 20-plus band, so no such cell is used. Specialized or hard-to-fill roles may sit slightly above. Under three years’ experience, a three-year stay; more than three years, a two-year commitment. Title 30112; admitted or examination-waiver eligible in New York; no City residency; no U.S. citizenship requirement on the FAQ. Federal-court divisions want Southern District or Eastern District admission.

IRM 30.4.1; OPM Salary Table 2026-NY ↗NALP’s Public Service Attorney Salary Survey, salaries as of 1 October 2023 and published in the May 2024 Bulletin+, is the dated public-interest floor underneath these schedules. No 2024, 2025, or 2026 edition was posted as of 30 September 2026, so these dollars are not a 2026 scale. Public defenders: entry $69,608; five years $90,000; 11–15 years $106,883; 15+ $111,779, on 14 to 17 offices. Civil legal services: entry $64,200; five years $73,700; 11–15 $86,000; 15+ $92,000. Public-interest organizations: entry $69,499; 15+ $121,530. District attorney and local prosecutor responses were insufficient for national figures. NALP flags reduced national representativeness and a skew toward metros above four million. A company does not match this survey when it hires a GS-15. It is the floor the query “government lawyer salary” still collapses onto, and it is the wrong instrument for a federal or New York City seat.
The 2026 table arrived after the bench was filtered, not while it was quiet.
A 1.0 percent January raise with frozen locality is a retention event under a cap. The demand event was the 2025 freeze, the revoked Honors class, and the experienced lawyers deferred resignation released into the private market.
Offers revokedStaffing-plan hiring
- 20 January freeze Vacant civilian seats may not be filled, with an immigration, national-security and public-safety carve-out. Offers with a start after 8 February 2025 are revoked unless reinstated in writing.
- Deferred resignation Full-time employees, minus the carve-outs, may resign effective 30 September 2025, stay on pay, and then sit on the private market.
- Freeze extended Through 15 October 2025, then replaced by Strategic Hiring Committees and Annual Staffing Plans. Career 0905 hiring is a committee product, not a rolling posting market.
- January 2026 table A 1.0 percent raise and a frozen locality percentage. The cap does not move with lockstep. The experienced lawyer who stayed is still under it.
The Presidential Memorandum of 20 January 2025 froze vacant civilian positions as of noon that day, with an express carve-out for immigration enforcement, national security and public safety. OMB and OPM’s implementing memo the same day is the offer-revocation rule that hit Honors: offers signed before noon with a start on or before 8 February 2025 proceed; later or unconfirmed starts are revoked by 5:00 p.m. on 21 January 2025 unless the agency head reinstates in writing and OPM’s Chief of Staff approves. NALP Selected Findings, published 5 August 2026, is the measured readout. Federal government jobs excluding clerkships fell 37.0 percent, from 1,099 for the Class of 2024 to 692 for the Class of 2025. Honors Program jobs fell from 317 to 50. Government’s share of all jobs was 12.0 percent, from 12.9. Washington, DC Class of 2025 hires were 1,747, down 13.2 percent against a national 7.7 percent decline, driven by federal government (minus 157 jobs) and firms of 501 or more (minus 77). Judicial clerkships were not subject to the freeze; the clerkship count fell 8.3 percent to 3,253 and still held a 10.0 percent share.
NALP’s Class of 2025 National Summary Report, tables dated August 2026, with a 16 March 2026 status date, is the entry-pay census sitting under that collapse. Government jobs: 3,908, 12.0 percent of employed graduates; full-time long-term government median $81,000 (25th $71,723 / 75th $90,000 / mean $82,648; n=2,603). Bar-required government median $81,000 (n=2,378). Public interest median $75,000 on 2,945 jobs. Federal government excluding clerkships: 692 jobs, 2.1 percent of all entry-level jobs. All public-service share (government plus clerkships plus public interest): 31.0 percent, down from 32.7. National employed-graduate median $100,000; private-practice median $155,000. The National Summary puts the median at firms of 501 or more at $225,000 on 6,017 salaries. Selected Findings state separately that salaries of $225,000 accounted for 34.4 percent of all reported law-firm salaries. NALP flags that salary collection closed before some large firms moved starting pay to $235,000 in June 2026. That $81,000 median is the number the query still throws at a GS-15. It is a new-graduate census. It is not the sitting bench a company is hiring.
A 7 July 2025 Presidential Memorandum extended the freeze through 15 October 2025. The 15 October 2025 Executive Order then replaced it with Strategic Hiring Committees and Annual Staffing Plans, citing the 4-to-1 departure-to-hire ratio in Executive Order 14210 as already exceeded. Through 2026, career 0905 hiring is a staffing-plan product. Exempt seats — AUSA immigration and border, FBI Office of General Counsel, EOIR — move faster. The Department of Justice FY 2026 request reallocates attorney FTE toward that carve-out: U.S. Attorneys +47 positions / +24 FTE / +$6.149 million for Immigration and Border-Related Prosecutions, offset by a $9.6 million “Reprioritization of Criminal and Civil Litigation.” Civil Division: 1,295 positions / 1,002 attorneys, 129 attorneys below FY 2025 enacted, including Tax Division consolidation into Civil (minus 67 attorneys in the CIV write-up). Criminal Division: minus 51 attorneys. Energy and Natural Resources Division: minus 79 attorneys. FY 2026 enacted for U.S. Attorneys, from the FY 2027 exhibits: 10,532 positions / 9,544 FTE / $2,621,000,000.
EOIR adjudication statistics generated 24 July 2026 show FY 2025 receipts of 562,375 against completions of 798,808, and FY 2026 through the third quarter receipts of 391,145 against completions of 660,343. The FY 2026 EOIR exhibits record a pending caseload drop of 5.1 percent in FY 2025, the first since FY 2006, and an immigration-judge corps of 557 in FY 2026 Q1 against 634 in FY 2025. Honors 2026–27, on the participating-components page updated 25 August 2026, still estimates 32 EOIR hires. That is an immigration-carve-out attorney seat, not a reconstitution of the Civil or ENRD FTE that the request cut.
Two 2024 holdings sit on the trial-attorney side of the same year. SEC v. Jarkesy, 27 June 2024, requires a Seventh Amendment jury in an Article III court when the SEC seeks civil penalties for securities fraud that replicate common-law fraud; in-house ALJ adjudication of that penalty action is unconstitutional. Loper Bright Enterprises v. Raimondo, 28 June 2024, overrules Chevron: the APA requires courts to exercise independent judgment on statutory authority. Neither holding is a pay raise. Both are a Federal Programs, agency-OGC and Enforcement-trial demand. The ALJ AL-1 cell at $197,200 is not the growth seat on this docket. SEC FY 2025 enforcement results, announced 7 April 2026, record 456 actions, of which 303 were standalone, and 1,095 matters investigated and closed without an action. Crypto registration cases were dismissed beginning February 2025. The remaining program is fraud, manipulation, adviser fiduciary duty, and individual charges — Article III trial work, not policy-by-enforcement.
The hire is lawful. The first-year workplan is not always.
A general counsel matches the last public table, not lockstep minus a discount.
The number a company pays to hire from this bench is the published cell the lawyer sits on, adjusted for the matters 18 U.S.C. § 207 takes off the first-year docket. Sartori's New York associate telemetry is the record of what happens when that matching is skipped.
Sartori & Partners, founded in 2017, runs associate-line searches for companies and for firms. Over the trailing three years the New York associate desk closed 33 searches at a 93 percent completion rate, on a typical timeline of 6 to 12 weeks, with counter-offer incidence at 37 percent and a median of 11 working days from offer to acceptance. Nine of those 33 files were government-bench laterals into company investigations, antitrust, regulatory, tax-controversy or government-contracts seats. Seven of those nine closed with a start date. Two ended without one, over a 24-month window inside the same three-year book, when the company’s first-year workplan would have put the lawyer onto a matter still inside 18 U.S.C. § 207. That stall rate is the number on this page that does not flatter the desk: the public table was matchable; the docket was not. Four of the nine files ran past the 6-to-12-week band. Six of the nine briefs opened with a lockstep-minus formula. The first thing the search had to do was rewrite the band onto the GS, AD or SK cell the lawyer actually sat on.
Across 294 lawyers in the Sartori & Partners research programme’s New York cohort of 1,675 structured interviews who had held a federal, state or municipal attorney seat in the prior decade, 61 percent, over a 24-month window, said the first private-market conversation they took was pitched against lockstep rather than against the public table they sat on. A general counsel at a New York-headquartered listed issuer put it without decoration: the first offer was written as a Big Law discount, and the candidate sent back the GS-15 table. A head of legal at a New York hospital system described the other failure mode: the hire was priced correctly and still could not touch the False Claims Act file that had justified the seat, because that file had sat under the lawyer’s official responsibility in the last year. The Department of Justice Leaving Government page, updated 7 March 2025, is the statute under both testimonies. Section 207 does not bar employment with a particular private employer. It restricts communications and appearances: a lifetime ban on particular matters involving specific parties in which the employee participated personally and substantially; a two-year ban on matters under official responsibility in the last year; a one-year cooling-off for senior employees before their former agency. Seeking-employment recusal under 18 U.S.C. § 208 and 5 C.F.R. § 2635.601 binds the lawyer while they are still in the building. 41 U.S.C. § 2104 adds a one-year compensation ban from certain $10 million-plus contractors. ABA Model Rule 1.11, as summarized on the same DOJ page, is the former-government-lawyer conflict rule; screening and notice can lift imputed firm disqualification. For a company, the consequence is narrower: the first-year workplan cannot put the lawyer on the matters they tried or supervised.
Sartori’s New York coverage file records admission, employer and practice. It does not record GS grade, AD step, SK band, or 18 U.S.C. § 207 exposure. Every public-pay cell we work with on this bench comes from the candidate’s last SF-50 or equivalent, verified against the published table, not from our mapping. That is the largest blind spot in the file, and it is why a government-bench search that skips the table rewrite stalls inside a book that otherwise completes at 93 percent. Quarterly surveys running since 2019 are the other instrument behind the lockstep-minus finding; they do not generate a second interview count. 1,480,000+ lawyer profiles mapped globally is the frame those city reads sit inside. It is not a New York headcount. The New York coverage file is on the order of 67,000, and that count is not a salary survey.

- Write the band from the cell Match the published cell, then decide whether the company is buying the cap, clearing it, or buying a title the public table cannot fund.
Four of the nine government-bench files drew a public-employer counter that could not clear Executive Schedule Level IV. That is the retention shape of the 1.0 percent January raise: the agency can counter inside the cap, and the company can clear it. A signing bonus at a GS-15 who is already at the clip is not matching lockstep; it is paying for the right to put the lawyer on a docket the agency cannot. The seat that pays the public table sits in a public office.
The government attorney a company hires is a Trial Attorney, an AUSA, an SK Enforcement lawyer, an IRS Chief Counsel trial attorney, an Assistant Attorney General, or an Assistant Corporation Counsel — not a law-firm associate on a lockstep scale.
The Attorney General’s Honors Program, running since 1953, is still the Department’s centralized entry-level hire. The 2026–27 cycle, on pages updated 27 August 2026, took applications from 28 August to 8 September 2026, with interviews late September to mid-October and offers from November. Eligibility is a J.D. conferred 1 October 2026 through 30 September 2027, or a recent graduate in a full-time eligibility-preserving activity begun within nine months of graduation. Permanent private-firm employment does not preserve eligibility. A J.D. before 1 October 2023 is ineligible. The participating-components page, updated 25 August 2026, is the buyer map inside the Department: Antitrust Division 22; Civil Division 32; Criminal Division 8 plus Asset Forfeiture Fellowships; Energy and Natural Resources Division 15; National Fraud Enforcement 2 to 5; U.S. Trustee Program 5; EOIR 32; U.S. Attorneys’ Offices 42 estimated across named districts. Informal participants include FBI Office of General Counsel (3; Top Secret; U.S. citizenship), Bureau of Prisons (5), and U.S. Marshals OGC (2). Titles on that map: Trial Attorney; Assistant United States Attorney; Attorney; Fellow. The 50 Honors jobs in the Class of 2025 census are last year’s filled seats. The 2026–27 estimates are a posting, not a filled-seat census, and are not a prediction of 2027 volume.
Independent financial regulators hire 0905 lawyers onto agency desks, not GS. FTC Bureau of Competition, page updated 2 September 2026, is the antitrust-enforcement buyer at that commission; its attorney-hiring page was listing laterals in Mergers, Anticompetitive Practices, Health Care, Technology Enforcement, the American Competition Enforcement Division in Dallas and Seattle, and senior litigators for the Litigation Group. The HSR form expanded on 10 February 2025, was vacated on 12 February 2026, and the Fifth Circuit denied a stay on 19 March 2026; a joint FTC/DOJ request for information followed on 25 March 2026. Vacatur reduces document-load on the filing side. It does not close the merger desk, and it is not this page’s thesis. IRS Office of Chief Counsel, under IRM 1.1.6, is a tax-controversy employer with Associate and Division Counsel offices covering Corporate, Financial Institutions, International, Criminal Tax, Procedure and Administration, and the operating divisions. Federal defender organizations are the Sixth Amendment counterpart to U.S. Attorneys’ Offices: 83 authorized organizations serving 92 of 94 districts, taking about 60 percent of CJA appointments against a 40 percent panel share, with CJA panel rates effective 1 January 2026 at $177 an hour non-capital and $226 an hour capital. Chambers law clerks sit on the Judiciary Salary Plan, JSP-11 through JSP-14; staff attorneys CL-27 through CL-31. NALP’s Class of 2025 National Summary Report, August 2026, puts the federal clerkship median at $77,318 on 959 reported salaries. That is not the all-clerkship median, which the same table puts at $72,533.
The New York City Law Department’s 2025 Annual Report records offices in all five boroughs and Kingston, New York, and more than 70,000 active or ongoing legal matters each year, with Tort taking more than 7,000 new suits a year. Legal divisions named in that report include Administrative Law and Regulatory Litigation, Affirmative Litigation, Appeals, Commercial and Real Estate Litigation, Environmental Law, Labor and Employment Law, Municipal Finance, Special Federal Litigation, Tax and Bankruptcy Litigation, and Tort. The New York State Attorney General is a different employer type: over 1,700 staff and over 700 assistant attorneys general, in Criminal Justice, Economic Justice (including Antitrust and Investor Protection), Social Justice, Solicitor General, and State Counsel. Bureau of Justice Statistics, Prosecutors in State Courts, 2020, published 14 November 2024, still measures the county prosecutor bench at 2,347 offices and 35,120 attorneys, 33,500 of them full-time, with offices serving a million or more residents employing nearly 12,000. No later Prosecutors in State Courts report was posted as of 30 September 2026. A 2025 Census of Prosecutor Offices was in OMB reinstatement in 2026; it is not a published wage table. Public Service Loan Forgiveness remains a retention hook on the municipal and state seats: 120 qualifying payments in a public-service job. A 31 October 2025 Education Department rule adding a “substantial illegal purpose” employer disqualification was vacated on 30 June 2026; government employment remains a qualifying employer under the standing rule.
The private desks that buy this bench, documented by 2025–26 firm announcements with lawyer names omitted, are Antitrust and Competition, White Collar and Investigations, Securities Enforcement, Tax Controversy, and Government and Regulatory Litigation, typically at Am Law or global firms. An Am Law global firm in Washington announced a partner seat in Antitrust and Competition on 12 January 2026 for a former Director of Civil Enforcement of DOJ Antitrust. An Am Law international firm in New York announced a Business Litigation partner seat on 9 June 2026 for a former Chief of DOJ Antitrust’s Washington Criminal Section. Parallel 2025–26 releases placed former SEC Enforcement regional leadership into Investigations and White-Collar Defense. Those are the private desks that price against the GS, AD and SK cap, not against NALP’s $81,000 government-graduate median. The company desks that buy the same bench are a general counsel’s direct reports: deputy general counsel for investigations, head of antitrust, chief compliance officer (lawyer), head of regulatory, tax controversy counsel, at banks, broker-dealers, investment advisers, public issuers, healthcare systems, defense and industrials, and technology platforms. NALP Class of 2025 business jobs were 2,180, 6.7 percent of employed graduates, the lowest share since the Class of 1989 — an entry-level figure, not an experienced-government-lateral series. NALP does not publish a 2026 in-house-from-government wage table; it is omitted rather than invented.

The lawyer who earns the figure needs to know which instrument they sit on. The general counsel who pays it needs to know which instrument they are matching — and which matters the statute takes off the docket.
Your exposure is a mismatched band and a first-year docket the hire cannot touch.
- Name the pay system. GS, AD, SK, or municipal. A requisition that says “government-level pay” is not yet a band.
- Pull the last public cell. SF-50 or equivalent, verified against the January 2026 table that actually applies, not against lockstep minus a round number.
- Map the recusal before offering. Lifetime, two-year, and one-year windows. If the business case for the seat is a matter the lawyer tried, the seat is not that matter for a year or more.
- Budget the public counter inside the cap. Agencies can counter. They cannot clear EX-IV. The company can. That is the only structural premium this table creates.
- Do not gold-plate the requisition. The in-house total-cash conversation begins after the public cell is matched, on the in-house counsel salary page, not on this one.
Your pay is a published cell. Carry the instrument name into the first conversation, or the company will invent one.
- Know which table you sit on. GS grade and step, AD grade, SK band, or municipal year-band. Companies still open with lockstep. The correction is the cell, not a speech about public service.
- List the matters you cannot touch. Personal and substantial participation, official responsibility in the last year, senior-employee cooling-off. The company needs that list more than it needs your GS step.
- Treat PSLF as a clock. One hundred twenty qualifying payments. The vacated 2025 employer-eligibility rule does not currently strip government employers. It is not a 2026 pay cell.
- Return-to-office is a dated exit driver. The 28 January 2025 Deferred Resignation email put five-day office presence in the same instrument as the resignation offer. Lawyers who will not relocate are already in the 2025–26 lateral pool.
- Clearing the cap is not lockstep. Read a company offer against your last public cell. The class-year scale lives on a different page.
Three New York associate-line files, presented as anonymized composites from the same 33-search book, show the matching problem in the only form a hiring committee can use. A PE-backed healthcare platform opened an investigations-counsel seat against a lockstep-minus band, then rewrote it to a GS-14/15 Civil Division cell after the first shortlist; the search closed in 11 weeks once the False Claims Act matter that had justified the seat was taken off the first-year docket. A New York broker-dealer hired an SK Enforcement lateral onto a securities-investigations report, matching near the SK band rather than the GS ceiling, in nine weeks; the recusal map was a regional docket, not a Main Justice trial book. A municipal-finance and government-contracts seat at a New York-headquartered issuer stalled at week 14 when the first-year workplan still included a matter under the lawyer’s official responsibility at a city law office. Client described by category only. No real company, no named lawyer, no named office beyond type and tier.

There is no single 2026 figure: a New York GS-15 clips at $197,200, and Class of 2025 government jobs reported an $81,000 median. OPM Salary Table 2026-NY, effective January 2026, puts locality-adjusted GS-11 through GS-15 at $88,005 to $197,200. NALP’s Class of 2025 National Summary Report, tables dated August 2026, put the full-time long-term government median at $81,000 on 2,603 reported salaries. Assistant United States Attorneys remain on the 2025 Administratively Determined chart; no 2026 AD dollar table was posted as of 30 September 2026. The SEC Compensation Overview, last reviewed 20 May 2026, publishes SK bands that clear the GS ceiling. A company matching a sitting government lawyer prices the system that lawyer is actually on, not a blended national average.
What is a DOJ attorney salary if the seat is not an AUSA?
Most non-AUSA Department of Justice lawyers sit on GS-11 to GS-15, locality-capped at Executive Schedule Level IV, $197,200 in 2026. The Department’s Legal Careers page, updated 30 June 2025 and still carrying that date on 30 September 2026, places Honors attorneys with a J.D. at GS-11 step 1, a one-year clerkship or qualifying LL.M. at GS-12 step 1, and two to three years of clerkships, fellowships or graduate law study at GS-13 step 1. It is possible, under those rules, to reach GS-15 in three and one-half years. Starting pay for experienced laterals is at hiring-office discretion inside the vacancy’s posted range. The dollar cells are the January 2026 GS table; the promotion gates are the June 2025 page.
What is a federal attorney salary on the AUSA plan?
Assistant United States Attorneys remain on the 2025 Administratively Determined chart. EOUSA’s page, updated 1 May 2025 and effective 12 January 2025, was still that chart on 30 September 2026; no 2026 AD dollar table was posted. It lists AD-21 (0–2 years) from $63,163 to $107,376 and AD-29 (9+ years) from $97,181 to $165,209, before locality. Total pay with locality for AD-21 through AD-37 was limited to $195,100 in 2025. The 2026 Executive Schedule Level IV clip, $197,200, is a different instrument. New York-Newark locality on the same page is 37.95 percent, the rate OPM froze into 2026.
How does government lawyer salary compare with first-year lockstep pay?
A first-year lockstep base of $235,000 in 2026 sits above the New York GS-15 ceiling of $197,200. NALP’s Class of 2025 Selected Findings, published 5 August 2026, state that salary collection closed before some large firms moved starting pay to $235,000 in June 2026, and that 34.4 percent of reported Class of 2025 law-firm salaries were $225,000. Reuters reported on 27 July 2026 that Milbank’s raises brought first-year base to $235,000. That lockstep number is the private-market discard. It is not the table a general counsel matches when hiring a GS-15, an AUSA, or an SK attorney.
Can a company hire a sitting government attorney, and what does 18 U.S.C. § 207 change?
The hire is lawful; 18 U.S.C. § 207 restricts communications on matters the lawyer handled, not the employment itself. The Department of Justice’s Leaving Government page, updated 7 March 2025, states a lifetime ban on particular matters involving specific parties in which the employee participated personally and substantially, a two-year ban on matters under official responsibility in the last year, and a one-year cooling-off for senior employees before their former agency. A general counsel who has not mapped those matters before the offer letter is writing a first-year workplan the lawyer cannot execute.
How long does a New York government-to-company legal search take?
