Salary · Maryland · 2026
Lawyer salary in Maryland in 2026: the statewide table, not the Beltway.
A general counsel who budgets a clearance seat or a downtown Washington number is not buying the Maryland desk. The dated table opens at $139,110. Then the perimeter.
The number on the board paper is usually the wrong table.
The 2026 lawyer salary Maryland table opens at $139,110 — the May 2025 statewide median from the Bureau of Labor Statistics. Sartori maps on the order of 6,500 lawyers in Baltimore. The scarce mistake is buying the Beltway number for a Maryland desk.
WageDex compiled the SOC 23-1011 Maryland row from Bureau of Labor Statistics Occupational Employment and Wage Statistics, May 2025, on 10 August 2026. Employment about 13,810. Wages only. This is the table you can buy.
Four tables, four objects. A board paper that averages them has not priced a Maryland seat. The inventory is in the next section. Every number is cited below.
- 13,810
- Maryland wage-and-salary lawyers on the May 2025 OEWS row, SOC 23-1011. Not bar membership.
- BLS OEWS May 2025 via WageDex, 10 August 2026
- 43,273
- Active Maryland attorneys at FY 2025 year-end. Includes government, in-house, judges, and out-of-state workplaces.
- Attorney Grievance Commission of Maryland, FY 2025 annual report
- $77,191
- Starting salary for an entry-level Baltimore City Assistant State's Attorney. Maryland Bar required.
- Office of the State's Attorney for Baltimore City, attorney positions page, 2026
- $207,233
- District Court associate judge salary from 1 July 2026, enacted when the General Assembly left the joint resolution untouched.
- Report of the Judicial Compensation Commission 2026; HJ 6 enacted 20 March 2026
Sartori & Partners runs a continuous research program over nearly 1.5 million lawyer profiles mapped globally, with quarterly market surveys since 2019. Beltway-mismatch reads from the Baltimore interviews are developed in §04.
The dated table is the Maryland median, not the Beltway one.
Attorney salary Baltimore, the statewide median, and the rest of the 2026 table
A general counsel can buy a wage-and-salary median, a Baltimore MSA row, a published state grade, a GS locality table, or a New York lockstep on the panel. Those are not the same instrument.
WageDex, compiling Bureau of Labor Statistics Occupational Employment and Wage Statistics for May 2025 on 10 August 2026, put the Maryland lawyer median at $139,110 ($66.88 an hour), with a 10th percentile of $81,730, a 25th of $102,270, a 75th of $185,220 and a 90th of $269,020. About 13,810 lawyers sat on that wage-and-salary row. O*NET reprints the same-year national percentile table and attributes a national median of $159,670 to BLS 2025 wage data; BLS Table 1 for May 2025, archived 15 May 2026, counted 754,500 employed lawyers at a mean of $185,840. Maryland’s median sits $20,560 below that national median. What the row measures: wage-and-salary employment. What it does not: partners’ residual draws, equity, bonuses classified as nonproduction, or self-employed practice.
LocalSalaryHub publishes the Baltimore-Columbia-Towson MSA (area 12580) lawyer row as BLS official data updated 31 May 2025: median $132,400, mean $154,190, 25th percentile $101,920, 75th $174,120. That MSA median is $6,710 below the statewide figure. The compilation’s claim that Baltimore sits above a national median of $123,710 is discarded here: it contradicts the official BLS / O*NET national median of $159,670 in the same survey year. Against the official national median, Baltimore is below, not above.
The perimeter a chief legal officer often thinks they are buying is the Washington-Arlington-Alexandria MSA. WageDex compiled that May 2025 BLS row on 10 August 2026: 46,840 lawyer jobs, median $195,190, mean $226,780. The MSA includes Maryland suburbs — Montgomery, Prince George’s, Charles, Calvert, Frederick and others — plus the District of Columbia and Northern Virginia. Sibling Lawyer salary in Washington, DC, 2026 owns that table. This page uses only the spread: $56,080 between the Washington MSA median and the Maryland statewide median, $62,790 between the Washington MSA median and the Baltimore MSA median.
Two Maryland headcounts must not be added. The Attorney Grievance Commission FY 2025 annual report (1 July 2024 through 30 June 2025) recorded active attorneys in Maryland rising from 43,074 to 43,273. That is bar membership: government, in-house, judges, unemployed, and lawyers whose workplace is out of state. The OEWS 13,810 is wage-and-salary employment. The Maryland State Bar Association, on its About page accessed 11 September 2026, “represents more than 20,000 attorneys” as voluntary membership, including non-lawyer categories. It is not a census of practicing Maryland lawyers.

Who earns the figure, and who writes the check
The 2026 Maryland lawyer is paid by four buyer classes, not by the Beltway. The lawyer earning the figure and the general counsel paying it are reading the same table from opposite sides.
A firm writes the checkA public body writes the check
- Baltimore law offices An Am Law 100 founding office, an Am Law 200 Baltimore headquarters, a single-office mid-size firm, a Mid-Atlantic firm still headquartered here. REIT, corporate, bankruptcy, labor, public finance, health care, white-collar.
- Maryland-headquarters legal departments The seat a chief legal officer is trying to price: asset management, defense, hospitality, apparel, generation. In-house at a Maryland address, not a K Street secondment.
- Federal 0905 and Maryland public law SSA, NIH, CMS on the DCB table; OAG, Public Defender, State’s Attorney, Public Service Commission on published state grades. Same skill set as the private desk, a different instrument.
The lawyer earning the 2026 Maryland figure is usually a mid-level commercial, regulatory, or trial counsel in Baltimore or Bethesda, not a New York lockstep first-year and not a cleared Fort Meade product.
Venable LLP’s Baltimore office at 750 East Pratt Street is the firm’s founding office. The office page, accessed 11 September 2026, names ranked practices in business transactions and corporate law, bankruptcy, commercial litigation, labor and employment, tax, and real estate investment trusts, plus Maryland corporate matters and local government. On 15 April 2026 the firm announced it ranked #68 on American Lawyer’s 2026 Am Law 100 for 2025 revenue, with companion ranks of #66 revenue per lawyer, #74 profits by lawyer, #87 average compensation — all partners, and #85 profits per equity partner. The Maryland office is a satellite of a D.C.-headquartered Am Law 100, not a Cravath-scale New York lockstep shop, and Venable has not published a 2026 associate scale on the pages.
Miles & Stockbridge PC is an Am Law 200 firm of more than 200 lawyers with its head office at 100 Light Street, Baltimore, and offices in Maryland, Washington, D.C., Virginia and New York. The Chambers USA 2026 profile the firm supplied lists Maryland Band 1 in bankruptcy/restructuring, employee benefits, insurance, labor and employment, and public finance, with Band 2 in corporate/M&A, immigration, commercial litigation and white-collar, and a national “Government Contracts: Highly Regarded” mark plus REITs: Maryland Counsel (Band 2). Gallagher LLP is a single-office firm at 650 South Exeter Street in Harbor East, with a careers page that advertises attorney recruitment and a summer associate program and an about page that places a renewable-energy finance desk among Johns Hopkins institutions. Whiteford, Taylor & Preston LLP presents as a Mid-Atlantic firm headquartered in Baltimore; its homepage news rail in September 2026 included a client alert on financing data-center development with public-finance tools. Those are the firm-side buyers a Maryland associate actually meets. They are not the 2026 Milbank ladder.
The general counsel paying the figure is buying a Maryland desk: an in-house seat at a Maryland headquarters, a federal 0905 duty station in the state, or a published OAG / PSC / OPD grade.
T. Rowe Price Group, Inc. reported from Baltimore on 4 February 2026 that ending assets under management were $1,775.6 billion at 31 December 2025, up 10.5 percent, with net client outflows of $56.9 billion for the year and net revenues of $7,314.8 million. The new global headquarters at Harbor Point opened in 2025 for more than 2,000 associates. The legal seat is an in-house general counsel function covering legal, compliance and audit globally and the registered funds. Outflows are a maintenance cycle for funds and distribution counsel, not a published legal-headcount cut: the issuer did not publish one.
Lockheed Martin Corporation lists headquarters at 6801 Rockledge Drive, Bethesda, with about 121,000 employees, 2025 net sales of $75.0 billion, net earnings of $5.0 billion and a backlog of $193.6 billion, majority with the U.S. Department of Defense and federal agencies. The in-house seat is a senior vice president, general counsel and corporate secretary responsible for the corporation’s legal affairs. Clearance-conditioned counsel as a named product belongs to security clearance attorney hiring in Maryland; this finding is only that a Bethesda headquarters defense prime employs a corporate law department in Maryland. Marriott International opened a downtown Bethesda campus in 2022 for 3,500-plus employees. Under Armour, Inc., at 101 Performance Drive, Baltimore, publishes a chief legal officer and corporate secretary seat overseeing corporate legal, global ethics and compliance, data privacy and enterprise risk. Constellation Energy, at 1310 Point Street, Baltimore, was ranked 186th on the 2025 Fortune 500 with $23.6 billion revenue on 12 June 2025 reporting, Baltimore’s only Fortune 500 that year; statewide Maryland had three, with Lockheed at 59 and Marriott at 171. The legal seat is an executive vice president, chief legal officer and general counsel covering energy-policy litigation and regulation, electricity market design, carbon regulation and transmission policy.
Federal in-house buyers with a Maryland duty station sit on the same GS table as downtown Washington. HHS Office of the General Counsel posted multiple Attorney (Intellectual Property) seats at the NIH Branch in Bethesda on 1 April 2026, GS-0905-11 through 14, $85,447 to $187,093, in a sixteen-attorney branch on a campus of more than 18,000 employees and a budget of more than $40 billion. The gate is any U.S. jurisdiction bar plus registration as a patent attorney with the USPTO. A Supervisory Attorney Advisor GS-15 in the CMS Division, last reviewed 4 March 2026, lists Baltimore as a duty station; the posted $146,481 to $190,424 is Rest-of-U.S. and does not include DCB locality. SSA’s Office of the General Counsel, at a Baltimore-headquartered agency, advises the Commissioner on program law, program litigation, privacy, FOIA, ethics and disclosure. Those are Maryland seats on a federal instrument. They are not a Maryland OEWS median, and they are not a clearance premium.
A Beltway requisition on a Maryland desk is a second search.
The Beltway number is a different product
A Washington MSA median, a GS locality that treats Baltimore and downtown Washington as one table, and a 2026 lockstep are all real. None of them is the Maryland statewide wage.
A Maryland wageA perimeter product
- Statewide and Baltimore OEWS Wage-and-salary lawyers on a Maryland or Baltimore-Columbia-Towson row. This is the table a company payroll in the state actually tracks, and the table this page owns.
- Beltway MSA and lockstep The Washington-Arlington-Alexandria median and the 2026 New York / Washington associate scale. Adjacent, published, and a different product. The DC salary page owns the city table.
- Clearance-conditioned counsel A Fort Meade-corridor in-house seat whose start date is eligibility, not the offer letter. A sibling market page owns that hire. Naming it here is contrast, not coverage.
Across 250 structured interviews with Baltimore lawyers, 72 of the 91 general counsel and heads of legal at Maryland-headquartered companies over a 24-month window named the Washington-Arlington-Alexandria median as the first comparator their board had seen. A general counsel at a Baltimore-headquartered publicly traded asset manager told us the first board paper used that Beltway figure until the first offer came back tens of thousands below it. A head of legal at a Bethesda-headquartered hospitality company said they had budgeted the GS-15 cap as if it were a private-market ceiling, then lost a commercial counsel to a Washington lockstep shop.
Of 20 closed Baltimore associate searches over three years, 6 required a restarted shortlist after the requisition was written to a Beltway or 2026 lockstep number. That is the finding that does not flatter the method. We still close the file. We close it later, and the company pays a Washington panel while we do. Inside those 20, 7 were firm-side Baltimore offices, 8 were in-house at Maryland-headquartered companies, and 5 were public or federal Maryland-duty-station seats. Of the 13 in-house and public files, 9 carried a Maryland-bar-or-18-month-waive-in gate that the District of Columbia-bar candidate on the first list could not meet.
NALP’s 2025 U.S. Associate Salary Survey, released 28 May 2025 from 437 offices, put the national first-year median at $200,000 as of 1 January 2025, flat versus January 2023. Firms of 701 or more lawyers sat at a $215,000 median; firms of 250 or fewer at $150,000. $225,000 was the modal figure — 32 percent of offices, 45 percent of 701-plus offices — and six of 19 cities had a $225,000 median, including “the Washington, DC area.” Baltimore is not in that six-city list. Of offices paying $225,000, 13.0 percent were in the Washington, DC area, the largest single-city share of that figure. Reuters restated the same survey on 28 May 2025. The July 2026 Milbank lockstep of $235,000 to $455,000 is a further step above a DC-area median that was never a Maryland statewide figure.
What Maryland work actually prices in 2026
The 2026 Maryland salary table is priced against work that state statute, federal pay policy, and one port disaster actually moved. Hiring narratives belong elsewhere. These clocks decide which desk a general counsel is staffing.
Processing under the Maryland Online Data Privacy Act of 2024, Chapters 454 and 455, applies from 1 April 2026. House Bill 567, approved 9 May 2024, creates Commercial Law Subtitle 46. The enrolled fiscal note, revised 2 May 2024, states the Act takes effect 1 October 2025; controller and processor duties may not be applied to personal-data processing before 1 April 2026. Applicability: a person that conducts business in the State or targets Maryland residents and, in the preceding calendar year, controlled or processed personal data of at least 35,000 consumers, or of at least 10,000 consumers while deriving more than 20 percent of gross revenue from sales of personal data. A violation is an unfair, abusive, or deceptive trade practice under the Maryland Consumer Protection Act; the fiscal note cites MCPA civil penalties of up to $10,000 per violation and $25,000 for each repetition, and excludes specified private-damages remedies. Cure of at least 60 days applies to alleged violations on or before 1 April 2027. No private right of action means this is not a plaintiff-side mass-tort seat. It is in-house privacy counsel at controllers with Maryland nexus, plus a Consumer Protection Division assistant Attorney General in Baltimore.
Energy demand sits in stacked statutes, not in a slogan. The Climate Solutions Now Act of 2022, Chapter 38, effective 1 June 2022, requires a 60 percent greenhouse-gas cut from 2006 levels by 2031 and net-zero by 2045, with Building Energy Performance Standards for covered buildings. COMAR 26.28 was adopted effective 23 December 2024; annual benchmarking began in 2025, with third-party verification of 2025 calendar-year data due 1 June 2026. The POWER Act, Chapter 95 of 2023, sets 8,500 megawatts of offshore wind by 2031 and directed a transmission solicitation by 1 July 2025; PJM’s 1 July 2025 letter to the Public Service Commission chair records the decision to proceed via the State Agreement Approach, with a study agreement that must be approved by FERC. The Next Generation Energy Act, Chapters 625 and 626, requires each investor-owned electric company and each electric cooperative to submit a large-load rate schedule by 1 September 2026 so that residential customers do not bear interconnection financial risk. The Utility RELIEF Act, House Bill 1532, approved 12 May 2026 as Chapter 353, lowers the large-load threshold to at least 25 MW aggregate monthly demand and a load factor above 60 percent, and requires a PSC large-load registry by 1 July 2027. That is utility-rate, CPCN and energy-regulatory counsel in Baltimore. It is not a data-center article; the sibling energy-salary page and the DC page own their own theses.
The Francis Scott Key Bridge collapse of 26 March 2024 still sits on the 2026 docket. NTSB Marine Investigation Report MIR-25-40, dated 18 November 2025 on the report face and published 10 December 2025, estimates replacement at $4.3 billion to $5.2 billion with opening anticipated in late 2030. Public Law 118-158, the American Relief Act, 2025, became law 21 December 2024 and set a 100 percent federal Emergency Relief share for reconstruction, with recoveries used to reduce liability on the emergency fund. Engineering News-Record reported on 28 April 2026 that the Maryland Transportation Authority would not retain Kiewit Infrastructure Co. for Phase 2; remaining Phase 1 work runs through the end of 2026. On 21 July 2026 MDTA issued an RFQ for the main span and marine approaches, estimated construction budget up to $4 billion, qualifications due 19 August 2026, notice to proceed summer 2027. The Daily Record, quoting the Attorney General’s office on 12 May 2026, reported a $2.25 billion State settlement with the Dali owner and operator, with remaining claimants then set for a 1 June 2026 Limitation of Liability Act trial. Construction, procurement, admiralty and insurance counsel in the District of Maryland run through 2030. A first-year lockstep class is not the hire.
| Instrument | Issuer and live date | Desk it pulls | What it is not |
|---|---|---|---|
| Maryland Online Data Privacy Act | Chapters 454/455; processing from 1 April 2026 | In-house privacy / OAG Consumer Protection Division | A private right of action; a plaintiff-side mass-tort seat |
| POWER Act, NGEA, Utility RELIEF Act | 8,500 MW by 2031; large-load schedules 1 September 2026; registry 1 July 2027 | PSC Staff Counsel, OPC, IOU in-house, firm energy practices | A data-center headcount; a first-year lockstep class |
| Key Bridge rebuild and Dali claims | NTSB cost band; P.L. 118-158; RFQ 21 July 2026; $2.25 billion settlement 12 May 2026 | Construction, procurement, admiralty, insurance | A 2028 opening; a closed file |
| Child Victims Act of 2023 | Chapter 5, effective 1 October 2023; held constitutional 3 February 2025 | Circuit-court civil litigators, institutional in-house, coverage counsel | A 2026 first-year scale driver |
| NextGen UBE seat cap | Administrative orders 2 June 2025 and 27 October 2025 | Junior public-defender, State’s Attorney, OAG entry, small-firm associates | A demand spike; a pay raise |
Two further Maryland clocks sit behind the civil docket rather than behind a wage table. The Child Victims Act of 2023, Chapter 5, effective 1 October 2023, lets an action for childhood sexual abuse be filed at any time and revives previously time-barred claims. The Supreme Court of Maryland, in an opinion filed 3 February 2025, held the Act constitutional as applied. That is mid-to-senior trial work in Baltimore City, Montgomery and other counties, including institutional-defendant in-house and insurance coverage counsel. The Circuit Court for Baltimore City still runs a Business and Technology Case Management Program under Maryland Rule 16-308, with five designated program judges; it is a case-management track, not a new court, and does not by itself create headcount. Greater Baltimore raised $559.8 million across 77 deals in 2025, with 14 exits, all acquisitions and no IPOs, according to the May 2026 UpSurge / Greater Baltimore Committee report. Corporate, private-equity and M&A counsel in Baltimore is an acquisition-and-growth cycle, not an IPO-bar or a first-year Cravath class.
Public and federal pay is a published scale. Private Maryland pay is not.
A general counsel comparing an OAG grade, a GS-14, and a Harbor Point in-house offer is comparing three instruments. Only two of them are printed.
OPM Salary Table 2026-DCB, effective January 2026, applies a 33.94 percent locality for Washington-Baltimore-Arlington. CPM 2025-18, dated 18 December 2025, implemented a 1.0 percent General Schedule increase and froze locality percentages at 2025 levels. GS-11 step 1 is $85,447; GS-12 step 1 $102,415; GS-13 step 1 $121,785 / step 10 $158,322; GS-14 step 1 $143,913 / step 10 $187,093; GS-15 step 1 $169,279, with steps 6 through 10 capped at Executive Schedule Level IV $197,200. The 2026 locality-pay-area definitions put Baltimore city and most Maryland counties — Allegany through Washington, including Anne Arundel, Montgomery, Prince George’s and Baltimore County — inside that table. A GS-14 agency attorney in Baltimore and one in downtown Washington are on the same published rate. A first-year lockstep base of $235,000 already exceeds the GS-15 payable cap. That is why federal Maryland seats remain a training ground that companies and firms recruit from, not a pay peer of the panel.
Maryland’s own published attorney grades sit in a different band. The Office of the Attorney General posting dated 7 January 2026 for Assistant Attorney General VI, Independent Investigations Division, Baltimore, listed $104,519 to $147,151, with potential advancement to $162,800; initial offers typically do not exceed $147,151. Those bounds match DBM Grade 23, Step 5 through Step 28, effective 1 July 2025. Assistant Attorney General VIII is classified STD0025; FY 2026 Grade 25 runs $118,937 to $185,523. The Independent Investigations Division has, since 1 October 2023, exclusive authority to prosecute a criminal offense discovered in an IID investigation; the OAG page accessed 11 September 2026 records 105 investigations into police-involved fatal or near-fatal incidents since 1 October 2021, and a 2026 IID team of 17 including seven attorneys. The Criminal Division posting of 29 January 2026 described a division of over 50 team members, including around 30 attorneys.

Starting salary on the office's 2026 attorney-positions page. Maryland Bar required.
Office of the State's Attorney for Baltimore City ↗The Judicial Compensation Commission 2026 report states that because the General Assembly neither adopted nor amended Senate Joint Resolution 2 / House Joint Resolution 6 within 50 days, the recommended salaries took effect 1 July 2026. HJ 6 was enacted under Courts Article § 1-708 on 20 March 2026 as Joint Resolution 4. FY 2027 rates: District Court associate judge $207,233; District Court chief judge $229,533; circuit judge $220,333; Appellate Court associate $229,533 / chief $232,533; Supreme Court of Maryland justice $242,333 / chief justice $261,333. Magistrates are paid at 90 percent of a District Court judge under Judiciary policy, $186,510 at the FY 2027 District Court rate. The Public Defender and State Prosecutor salaries are statutorily not less than a circuit judge, $220,333 from 1 July 2026. Incremental State cost is about $3.4 million in FY 2027. That is a public-sector ceiling, not private lockstep, and not an OEWS median.
Entry public seats sit below the statewide 10th percentile. The Baltimore City State’s Attorney’s Office lists a starting Assistant State’s Attorney salary of $77,191, with Maryland Bar membership required for entry-level ASAs, who serve at the pleasure of the State’s Attorney. The Office of the Public Defender JobAps recruitment opened 26 August 2026 for Post Conviction APD I/II/III in Baltimore at $88,999 / $98,840 / $109,794 (Grades 20/21/22), with other-state bar accepted if Maryland admission follows within 18 months; APDs cannot engage in the private practice of law under Criminal Procedure Article § 16-203(d)(2). PSC Office of General Counsel posted Assistant General Counsel II through V on 27 August 2026 at $87,253 to $137,603 for AGC II, through $106,087 to $167,304 for Lead/Advanced, Maryland Bar required, energy regulation preferred. Staff Counsel Wind Program, posted 29 August 2025, listed I/II/III at $80,541 to $125,564 / $85,963 to $133,951 / $91,761 to $142,914, with Maryland Bar within 18 months. A general counsel who treats those grades as a private-market floor will overpay a commercial seat. A general counsel who treats them as irrelevant will lose every public-to-private conversation to a candidate who has already seen the Baltimore 25th percentile of $101,920.
How the Maryland seat actually fills
We have worked the Baltimore market for 5 years, for companies, public bodies, and firms staffing Maryland desks. Over the trailing three years we closed 20 associate searches at a 93 percent completion rate, on a typical timeline of 6 to 12 weeks.
The Baltimore associate line carries a 38 percent counter-offer incidence and a median of 11 working days from offer to signature. Maryland files inside that book behave like the rest of the line on the clock and unlike the rest of the line on the first shortlist. When the requisition says lawyer and the general counsel means a Beltway or lockstep number, the first list is a restart. When the requisition names the Maryland Bar, the duty station, and the statute or docket, the list is a list. On a Maryland in-house or public brief we test, in order: whether the seat needs Maryland admission or will take an 18-month waive-in; whether the comparator in the board paper is the statewide OEWS, the Baltimore MSA, the Washington MSA, or the GS-15 cap; whether a counter-offer from a Washington lockstep shop is likely, given the 38 percent line rate; and whether the company can live with a public-grade candidate who will not see $235,000. A chief legal officer who has not answered those four questions is still buying a slogan.
On the 8 in-house files inside those 20 closed searches, 5 of 8 offers drew a counter-offer — above the 38 percent line rate. The counters did not move the 11-day window. They moved the first-offer conversation, because the incumbent had seen a Washington rumor. Of the 5 public or federal files, 2 ran past 12 weeks. That is the slow segment, and it is ours: an Assistant Public Defender or Assistant State’s Attorney seat at $77,191 to $88,999 cannot hold a candidate who has already seen the Baltimore 25th percentile, and we do not pretend otherwise. A hiring manager at a Baltimore-only mid-size firm told us they cannot match $235,000 and do not try; they hire against the statewide median and still lose accepted offers to a District of Columbia counter.
Two anonymized composites from that book, described by category only. A Baltimore-headquartered Fortune 500 energy company opened a mid-level regulatory counsel seat after the Next Generation Energy Act put a 1 September 2026 large-load rate-schedule filing on the operating companies. The first shortlist, assembled against a “Beltway energy attorney” brief, came back as Washington electricity-regulatory associates without Maryland admission. The search was restated against Public Service Commission practice and a Maryland-bar gate. Time-to-fill landed at 11 weeks, the long end of the 6-to-12-week band. The offer drew an incumbent counter; signature came in 11 working days. The company kept a Washington energy boutique on a narrowed panel for FERC transmission while the new hire owned the PSC paper.
A Maryland-nexus controller opened an in-house privacy counsel seat ahead of 1 April 2026 MODPA processing. The candidate was a mid-level associate at a Baltimore office with consumer-protection and data-protection work, not a plaintiff-side mass-tort lawyer. The company priced against the statewide median plus a documented bonus, not against the Washington MSA. The firm countered. The candidate accepted in 11 working days. The general counsel’s comparison was not lockstep versus a BLS mean. It was a standing Consumer Protection Division docket versus another year of panel hours on a statute with no private right of action and a cure that sunsets on 1 April 2027.
Credential gate, for almost every state seat, is the Maryland Bar or a dated 18-month waive-in. Federal GS-0905 postings in Maryland do not require the Maryland Bar; NIH IP additionally requires USPTO registration. NextGen UBE begins in Maryland in July 2026, in person at the Baltimore Convention Center, 100 percent computer-based, with a Notice of Intent deadline of 1 May 2026. Character and fitness remains a Maryland Rule 19-204 process. A company that needs a cleared lawyer is on a different page. A company that needs a Washington, DC pay table is on a different page. A company that needs the class-year lockstep, including the bonus ladder, should read the 2026 BigLaw associate salary scale. For the in-house hire itself, the service is in-house and general counsel recruiting. A general counsel who wants the desk named before the search opens should start with the brief, not the Beltway number.

The statewide wage is an OEWS row. Public pay is a grade, a GS table, or a joint resolution. The lockstep is a firm announcement. Sartori figures are the Baltimore associate-line research program.

OEWS rows are wage-and-salary employment, not partner draws and not bar membership. The 43,273 figure is active Maryland attorneys at FY 2025 year-end; the 13,810 figure is the May 2025 employed-lawyer count. They are not added. Lockstep bases are a New York / Washington product, not a Maryland published scale. The Washington-Arlington-Alexandria MSA row is a perimeter spread; the DC salary page owns that city table. Clearance-conditioned pay sits on a sibling market page.

What is the lawyer salary Maryland figure for 2026?
The dated statewide median is $139,110 — the May 2025 Bureau of Labor Statistics figure for SOC 23-1011. WageDex compiled that row from BLS Occupational Employment and Wage Statistics on 10 August 2026: 10th percentile $81,730, 25th $102,270, 75th $185,220, 90th $269,020, employment about 13,810. O*NET reprints the same-year national median at $159,670, so Maryland sits $20,560 below the national wage-and-salary median. That row is wages, not partner residual draws, not equity, and not a seniority band. It is the table a general counsel can actually buy statewide. It is not the Washington-Arlington-Alexandria median of $195,190, and it is not a clearance premium.
What is attorney salary Baltimore versus the statewide median?
Attorney salary Baltimore sits at a $132,400 May 2025 MSA median, $6,710 below the statewide $139,110. LocalSalaryHub labels the Baltimore-Columbia-Towson row as BLS official data updated 31 May 2025, with a mean of $154,190, a 25th percentile of $101,920 and a 75th of $174,120. A Baltimore City Assistant State’s Attorney starts at $77,191 on the office’s 2026 attorney-positions page, below the statewide 10th percentile. A general counsel pricing a Harbor East or Harbor Point seat against the statewide median is already looking at the higher of two Maryland numbers, and still not at a Beltway number.
Does a Maryland general counsel pay the 2026 Big Law lockstep?
No. The $235,000 first-year lockstep is a New York and Washington scale product, not a Maryland published table. Milbank’s law-students page states a $235,000 first-year rate; Above the Law dated the move 2 June 2026, with an $455,000 eighth-year rate presumed effective 1 July 2026. NALP’s 28 May 2025 survey put a $225,000 first-year median in the Washington, DC area as of 1 January 2025; Baltimore is not in that six-city list. Venable, the Baltimore-founded Am Law 100 firm ranked #68 on 15 April 2026, has not published a 2026 associate scale on the pages.
What does a Maryland Assistant Attorney General earn in 2026?
An Assistant Attorney General VI posting dated 7 January 2026 listed $104,519 to $147,151, with advancement to $162,800. Those bounds match the Department of Budget and Management Grade 23 schedule effective 1 July 2025. Assistant Attorney General VIII sits on Grade 25, $118,937 to $185,523 on the same FY 2026 PDF. A Criminal Division AAG IV posting dated 29 January 2026 listed $91,761 to $95,000, typically capped at $95,000 with advancement to $100,000. Maryland Bar admission, or a dated waive-in, is the gate on the OAG seats.
How long does a Baltimore lawyer search take in 2026?
Sartori’s Baltimore associate desk works to a typical 6 to 12 weeks, with 11 working days from offer to signature. Over the trailing three years we closed 20 Baltimore associate searches at a 93 percent completion rate. Files written to a Beltway or lockstep number ran to the long end of the band: of those 20, six required a restarted shortlist. A company that has not decided whether the seat needs the Maryland Bar has not really opened the search.
Should we hire this Maryland seat in-house or leave it on a Washington panel?
Hire in-house when the desk is standing Maryland work; of 20 closed Baltimore associate searches, 8 were Maryland-headquarters in-house seats. Leave episodic Beltway files on a Washington panel. Maryland Online Data Privacy Act processing applies from 1 April 2026 and is enforced only by the Attorney General’s Consumer Protection Division. Large-load rate schedules are due at the Public Service Commission by 1 September 2026. Those clocks do not wait for a K Street memo. Clearance-conditioned seats are a different product, priced on a sibling Maryland page.
