Lawyer salary in Montreal, 2026: the posted number and the bilingual seat it does not fill

Job Bank's Montreal occupation median, published 19 November 2025, is $50.87 an hour. A general counsel who pastes that figure into a bilingual company requisition is not posting a hiring number. This page sets the dated wage next to the public grids, the Barreau permit and the English operating condition that actually close the seat.

The posted lawyer salary Montreal companies copy is not the number that fills the seat.

Montreal's dated occupation median for lawyers is $50.87 an hour. That is an Employment and Social Development Canada Job Bank wage, updated 19 November 2025, from the 2023-2024 Labour Force Survey, for NOC 41101 in the Montreal Region. Sartori maps about 5,000 lawyers on the Canadian associate desk that covers this market. Coverage is not why the requisition stays open. The number on the requisition is.

Lens 01 · The occupation median $50.87 an hour is a wage statistic, not a hiring number.

Employment and Social Development Canada’s Job Bank, wages updated 19 November 2025, puts the Montreal Region median for lawyers and Quebec notaries (NOC 41101) at $50.87 an hour on the 2023–2024 Labour Force Survey. It is an employee hourly wage for the occupation. It is not a general-counsel range and it is not a bilingual premium. Paste it into a 7-year brief and the seat stays empty.

Four rungs, one instrument: the Labour Force Survey employee hourly wage for the occupation. The 2026 company seat is hired against a different instrument. Every number is cited below.

02 The 2026 numbers

Two instruments, one city, and a stale page that still prints 2022.

Quebec public-service counsel reach $154,700 at step 18 on 1 April 2026. That is a bargained annual on a 35-hour week. It is the first number a bilingual in-house counsel compares your posting against.

A lawyer reading this page wants to know what the 2026 figure is. A general counsel, chief legal officer or head of legal wants to know why the figure they posted did not produce a shortlist. Both questions resolve on the same split. The occupation wage is a Statistics Canada Labour Force Survey series that Job Bank published for Montreal on 19 November 2025. The hiring numbers that actually move people are bargained: Quebec class 115 from 1 April 2026, and the federal Law Practitioner grid from 10 May 2025, all regions except Toronto, which is the grid Montreal federal counsel sit on.

The Quebec government’s occupation page, last updated 19 June 2026, prints $105,000 as an annual figure next to a 2023–2025 average hourly median of $51.92, a provincial headcount of 28,000, and a 56.7 percent female share. Treat $105,000 as provincial. Do not treat it as a Montreal company-counsel median. The same page lists spoken and written bilingualism as an occupational attribute. It does not attach a dollar increment to that attribute, and this page will not invent one.

Legal-aid private-bar tariffs under the 11 October 2024 agreements (consultation $70, demand letter $106, written pleading $290, criminal annual cap $140,000, current to 1 April 2026) are statutory fees paid to private practitioners, not employed-lawyer salary, and they are not in the table. Job Bank, on the same 19 November 2025 wage pages, records that 96.3 percent of Quebec workers in the occupation receive at least one non-wage benefit.

Quebec class 115, step 1

From 1 April 2026, 35-hour week. The public-service floor, not a company posting.

Convention collective des avocats et notaires, Annexe III ↗

Article 279.3 of the same convention puts a juriste expert at 115 percent of the step-18 rate, capped at 115 percent of the class maximum: $177,905 against the $154,700 step-18 figure from 1 April 2026. The 2 percent prime de fonction juridique sits on top of regular paid hours. A company brief that cannot see those two add-ons is not competing with the public-service unit. It is competing with a memory of the occupation median.

LANEQ announced on 8 April 2026 that 1,162 members of the Fonction publique unit, across nearly 40 ministries and agencies, had approved the 26 March 2026 principle agreement at 99.2 percent. The 2023–2027 package carries 6.00 percent (1 April 2023), 2.80 percent (1 April 2024), 4.10 percent (1 April 2025) and 4.10 percent (1 April 2026), 17 percent in total, with parity against the procureurs aux poursuites criminelles et pénales maintained. Four other units were still bargaining on that date: Agence du revenu du Quebec, Societe quebecoise des infrastructures, Regie de l’énergie, Protecteur du citoyen. The federal LP agreement, published 22 July 2024, expired on 9 May 2026. The company general counsel is bidding against one grid that just moved and one grid that is in a bargaining year.

If you hold the permit, the 2026 figure you can actually take home is a grid, not an occupation median.

  • Public-service counsel sit on class 115 at 35 hours a week, with a 2 percent legal-function premium and a juriste-expert cap at 115 percent of step 18, from 1 April 2026.
  • Federal counsel in Montreal sit on the LP appendix that applies to all regions except Toronto, last moved 10 May 2025, with the agreement expired 9 May 2026.
  • Company in-house counsel will not find a 2026 posted general-counsel range in the primary sources for this page. What they can see is the years-of-call and language gate on live employer careers pages, and the public grid they would be leaving.

If you pay the figure, the occupation median is the wrong instrument for the seat you are actually briefing.

  • Seven-plus years is the floor on the National Bank employment-law posting of 30 July 2026; nine to twelve years is the floor on the Bombardier M&A posting that opened 8 May 2026.
  • English plus French is written into those briefs because the seat talks to extra-Quebec colleagues or counterparties, not because a survey priced a premium.
  • The first revision that closes the file, in Sartori’s mandate book, is the one that names the LP-02 or class-115 step the candidate already holds, not a second pass at the Job Bank median.
The occupation median is a wage statistic. It is not a hiring number.

03 Who pays it

The bilingual Montreal seat is hired by a company general counsel.

The bilingual Montreal seat is hired by a company general counsel, not a law-firm chair. Barreau-metre 2022 counted 3,267 lawyers in private enterprise in Quebec in the 2020-2021 practice year.

La Presse, on 25 November 2025, restated the Barreau-mètre practice-setting table and named Hydro-Quebec, EXO, VIA Rail and Loto-Quebec as public and parapublic organizations where the work already resembles company counsel. Private practice still held 12,067 lawyers (42.99 percent) in that 2020–2021 cut; public and parapublic organizations held 6,439 (22.47 percent). The company buyer the thesis names is the private-enterprise slice, not the national-firm partnership track. Women were already a majority in private enterprise (59.90 percent) and in public and parapublic organizations (65.74 percent) in that survey.

The Quebec occupation page, 19 June 2026, puts 66 percent of NOC 41101 jobs in Legal and Accounting Services, 15 percent in public administration, 3 percent in other services, 2 percent in finance, 2 percent in insurance carriers, and 12 percent in everything else. A general counsel hiring a bilingual commercial or employment lawyer is hiring out of the 66 percent and the 2 percent finance slice, against the 15 percent public-administration grid that just moved.

The live 2026 requisitions are on company careers pages, not on a job board. National Bank of Canada posted Senior Legal Counsel, Employment law, job 34510, Montreal, hybrid, permanent, on 30 July 2026. It reports to the Senior Director, Employment Law, Mergers and Acquisitions HR and Global Mobility, inside a Performance, Advisory and Human Risk sector of more than 45 specialists. The gates are a bachelor of law, membership in good standing of the Barreau du Quebec, and a minimum of seven years in employment law or related practice. Languages: English and French, because the lawyer will work closely with colleagues outside Quebec. That is a general counsel’s desk writing an operational bilingual condition, not a priced premium.

Bombardier posted Senior Legal Counsel, Mergers & Acquisitions, from 8 May 2026, at the Dorval campus, reporting to the Associate General Counsel and Vice President Legal Services, Mergers and Acquisitions and Corporate Services. The work is end-to-end M&A — acquisitions, divestitures, joint ventures, minority investments, diligence, governance, competition and antitrust, post-closing integration. The gates are membership in good standing of the Ontario or Quebec Bar, nine to twelve years with significant M&A or corporate exposure at a law firm and/or an in-house team with active deal flow, and “perfectly bilingual (french and english), both verbally and in writing.” The Ontario Bar alternative does not drop the French requirement on the Montreal campus.

Desjardins Group’s management discussion for the year ended 31 December 2025 puts assets at $510.2 billion and lists Legal Affairs among Federation functions under the Office of the President, at Complexe Desjardins. CAE’s management-team page describes a Chief Legal Officer who is also General Counsel, Chief Compliance Officer and Corporate Secretary, sits on the Executive Management Committee, and owns the legal framework worldwide; the credential on the page is a law degree from Université de Montréal and the Quebec Bar. Hydro-Quebec’s senior-management chart dated 11 May 2026 puts Vice President – Legal Affairs and Chief Governance Officer as a direct report, with a path through litigation, commercial and corporate, then real property, environmental, Indigenous, IT and strategic procurement. La Caisse held $517 billion of net assets at 31 December 2025, with $100.1 billion of Quebec assets and $6.3 billion of new Quebec investments and commitments in 2025, including a Terrion wireless-tower transaction described as worth close to $1.3 billion with a head office in Montreal. The fund’s legal headcount is not published on the pages used here; treat it as a Montreal institutional buyer that generates securities, infrastructure, private-equity and real-estate work for in-house counsel and for panel firms.

Public desks compete for the same permit holders. Justice Canada’s Quebec Regional Office “employs some 200 legal advisors, and as many professionals from other areas,” well established in Montreal, where most of the staff is located, appearing before federal tribunals, the Tax Court, the Federal Court, the Federal Court of Appeal, Quebec courts and the Supreme Court of Canada. The Public Prosecution Service of Canada’s Quebec Region sits at Guy-Favreau, 200 René-Lévesque Boulevard West. Ville de Montréal classifies “avocate et avocat en droit du travail” as cadres, with job codes for avocat, avocat en droit du travail and avocat chef d’équipe; dollar bands reprinted on career-community sites are not used here. The Barreau du Quebec counted 31,501 lawyers on the roll at 31 March 2026, with 996 new inscriptions that year and 35 percent of members at ten years of practice or less.

The overflow panel is real and it is bilingual. Stikeman Elliott, founded in Montreal in 1952, states that all of its Montreal lawyers are trained in the civil-law code and that many are also trained in common law, and that the office services clients in English and French. McCarthy Tétrault’s Montreal office publishes more than 150 lawyers, supported by close to 200 professionals, at 1000 De La Gauchetière. Fasken describes fully bilingual services in every area of law and notes that many of its lawyers are also qualified in common law. BLG’s Montreal office traces to 1823 and names manufacturing, infrastructure, venture capital, private equity and artificial intelligence among the city’s files; the same page lists data centers and digital infrastructure among the managing-partner services. Osler lists a Montreal office at the same De La Gauchetière tower. Those offices absorb episodic company work. They are not the employer of the unfilled company seat this page is about.

04 The bilingual gate

French is the permit. English is the operating condition of the seat.

French is the Barreau permit condition; English is the extra-provincial operating condition. No primary source states a 2026 dollar bilingual increment for Montreal counsel.

The École du Barreau admits on a diploma recognized under Code des professions article 184, or an equivalence, after the Comité d’accès à la profession has declared the candidate admissible. Designated degrees include the LL.B. programs at Laval, Montreal, Sherbrooke, UQAM and UQO, McGill’s Bachelor of Civil Law / Juris Doctor, and the LL.L. at Ottawa. Foreign-trained candidates must obtain equivalence from the Barreau’s Comité des équivalences before admission. The stage is six months full-time after Blocks 1 and 2. Charte article 35 French knowledge is required before the end of the stage; candidates without a safe harbor sit the Office québécois de la langue française four-skill exam, with a three-month minimum between retakes. Bilingual schools do not count. The 2026–2027 Comité d’accès deadlines are 14 August 2026 for fall 2026 and 11 December 2026 for winter 2027.

Charte de la langue française, C-11, current to 1 April 2026, is the statute. Article 35: professional orders may issue a permit only to persons with appropriate knowledge of the official language. Article 35.1: that knowledge must be maintained. Article 41: the employer must respect the worker’s right to work in French. Article 21: contracts of the civil administration, including related subcontracts, exclusively in French, with listed financial-instrument exceptions. Article 55: adhesion contracts and related documents in French; parties may be bound by another-language version only after the French version has been given and by express will. The header notes two Superior Court stays: 12 August 2022 on articles 9 and 208.6 until final judgment, and 10 April 2024 on articles 16, 16.1, 21, 21.3, 21.7 and 21.11 as applied to English-language school boards until final judgment. A company commercial counsel still drafts French-first with the Administration and on adhesion contracts. The stays do not idle the in-house desk.

From 1 June 2025, Quebec’s 30 May 2025 package brought francization registration down to enterprises employing 25 to 49 persons for six months — already true for 50 or more — together with trademark and product French rules and a “clear predominance” test on exterior signage (French text area at least twice the other language). That file sits with in-house commercial, advertising, employment and francization counsel, not with a firm-only specialty. The OQLF’s December 2024 PDF on particular agreements then explains why a Montreal headquarters of an extra-provincial group still posts English and French together. Under Charte articles 142 and 144, head offices and research centers whose activity extends outside Quebec may agree with the Office to use another language as the working language for a determined list of posts, for at most five years, renewable. Eligibility is more than 50 percent of average gross revenue over the three prior years from outside Quebec, or a written case. The agreement still requires a hiring and promotion policy that favors French and an increase in French knowledge at all levels. Articles 41 to 46 (language of work) and 51 to 68 (commerce) are not covered by the exception. The bilingual general-counsel post is a lawful, time-limited exception. It is not a market that has decided French no longer matters.

A general counsel at a Montreal-headquartered listed manufacturer told Sartori, in the interview cohort, that a requisition written to “look like the market” on the Job Bank occupation page would not clear a nine-to-twelve-year bilingual M&A seat on a campus that talks to common-law counterparties every week. The permit is French. The operating condition is English. The cash has to clear the public grid the candidate already holds. Those are three different facts. Combining them into a guessed bilingual premium is the error this page refuses to make.

French is the permit. English is the operating condition of the seat.
On the language stack
05 Files on the desk

The 2026 stack is adding work. It is not subtracting the language gate.

Law 25 caps administrative monetary penalties at $10 million or 2 percent of worldwide turnover. That file sits on the company general counsel's desk, in the same year the public-service grid moved 4.10 percent.

Loi sur la protection des renseignements personnels dans le secteur privé, P-39.1, is fully loaded. Article 3.1: the person with highest authority is the responsable de la protection des renseignements personnels unless the function is delegated in writing; title and coordinates must be published. Articles 3.3 to 3.7: privacy-impact assessments, a confidentiality-incident register, and notice to the Commission d’accès à l’information if there is a risk of serious prejudice. Article 23: destroy or anonymize when the purpose is fulfilled. Article 90.12: administrative monetary penalty up to $50,000 for a natural person and otherwise $10,000,000 or 2 percent of worldwide turnover of the previous fiscal year, whichever is higher. Montreal banks and aerospace or technology headquarters sit in the cross-border-transfer assessment category. The privacy lawyer on that file is often the RPRP or its legal support. A posted occupation wage does not staff it.

The Autorité des marchés financiers launched its 2025–2029 strategic plan on 2 June 2025, covering insurance, deposit institutions, securities and derivatives, distribution, mortgage brokerage and credit assessment. The Canadian Securities Administrators, in the June 2025 Business Plan, paused proposed climate-related and diversity-related disclosure initiatives that would introduce additional burdens, while monitoring voluntary adoption of Canadian Sustainability Standards Board climate disclosure and reserving the right to address misleading disclosure. The pause removes a 2026 implementation wave. It does not idle the securities desk at a Montreal issuer, and it does not idle greenwashing exposure under the Competition Act.

New greenwashing provisions came into force on 20 June 2024. From 20 June 2025, private parties can apply for leave to file before the Competition Tribunal on deceptive-marketing provisions. On 26 March 2026, Budget 2025 Implementation Act, No. 1 received Royal Assent and removed the requirement that environmental claims be supported by an internationally recognized methodology; Bureau guidance is to be updated. Product environmental-benefit claims still require adequate and proper testing; business-activity claims still require adequate and proper substantiation. A Montreal energy or financial issuer remains in the claim-substantiation population. Company advertising, ESG and M&A counsel picked that file up in 2024. They still hold it.

TMX Group’s consolidated trading statistics for December 2025, released 7 January 2026, put Montreal Exchange derivatives volume at 234,406,982 contracts in 2025 against 196,457,160 in 2024, a 19.3 percent rise, with year-end open interest at 31,429,744. TMX’s 2025 annual report puts Derivatives Trading and Clearing revenue at $434.5 million against $329.0 million in 2024. The exchange’s own fourth-quarter 2025 highlights put average daily volume at 950,000 contracts, with ETF options average daily volume up 80 percent year on year. That is listed-derivatives activity headquartered in Montreal. It is demand for in-house markets and clearing counsel at participants, and for firm-side banking, finance and derivatives on the overflow panel. It is not a lawyer headcount.

Montreal Exchange derivatives contracts, calendar 2024 against calendar 2025. Demand proxy for markets, clearing and derivatives counsel, not a pay band.

TMX Group Consolidated Trading Statistics, 7 January 2026.

Hydro-Quebec invested $7,842 million in 2025 against $6,533 million in 2024. Action Plan 2035 puts investments and operating charges at $155 billion to $185 billion through 2035, an annual average of $12 billion to $16 billion. First-quarter 2026, announced 5 June 2026, put $1.6 billion invested in three months and $3.4 billion raised in financing. The Definitive Cooperation and Implementation Agreement with Newfoundland and Labrador Hydro, dated 17 August 2026, secures access to more than 10,000 MW of potential from Labrador (6,915 MW firm; 3,850 MW under study), with Churchill Falls supply guaranteed to 2077 and $6.5 billion of existing federal financing without governance rights. The 1969 power contract expires 31 August 2041. The counterparty and the federal financier sit outside Quebec. The in-house energy, Indigenous, construction and intergovernmental counsel on that file is bilingual by the work, not by a survey.

Hydro-Quebec’s 19 February 2026 filing in Régie de l’énergie file R-4333-2026 proposes a new tariff CD for large data centers above 5 MW, described in the accompanying release as an average unit price of 13 cents per kilowatt-hour, about double the current large-power tariff, subject to Régie approval, with a five-year transition for existing customers. The distributor’s filing puts a proposed CD structure at 1 November 2026 including $32.704 per kilowatt and 8.710 cents per kilowatt-hour. Peak data-center load is described as about 190 MW of about 200 MW of sector load, potentially about 1,000 MW in 2035. That is a 2026 energy-regulatory proceeding on the company general counsel’s energy desk. It is not a cybersecurity-attorney salary table; a sibling page owns that brief. Treat 13 cents as a proposal, not an approved rate.

National Bank of Canada announced on 2 December 2025 that it would acquire Laurentian Bank’s retail, SME and syndicated-loan portfolios, with Fairstone acquiring Laurentian shares and combining commercial lending, Laurentian keeping its brand and Montreal head office, and close expected 1 November 2026. That is the file under the 30 July 2026 Senior Legal Counsel, Employment law / M&A HR posting: integration, employment, global mobility, banking M&A. A general counsel who staffs that seat against the occupation median is staffing a 2025–2026 integration with a 2023–2024 wage statistic.

Two Barreau mandates sit on every Montreal lawyer in the same window. From 1 April 2026 to 1 April 2027, every member must complete a two-hour online course on generative artificial intelligence in the practice of law, at $20, counting toward the three ethics hours. Trust-account signatories had a 1.5-hour anti-money-laundering course due 30 April 2026. Neither mandate creates a new seniority band. Company general counsel additionally staff AI-governance and vendor-contract files under Law 25 assessments on AI systems. The Cour supérieure, for the judicial year 1 September 2024 to 31 August 2025, opened more than 53,000 files, sat more than 64,000 hearing hours and issued nearly 10,000 judgments on the merits — provincial volumes, not a Montreal-district census, and not by themselves an explanation of why a bilingual company seat fails at a posted occupation wage.

Job Bank’s outlook page, trends updated 28 July 2026, described 2023–2025 in the Montreal CMA as a period of more openings than workers in the occupation, with a Moderate 2025–2027 outlook updated 10 December 2025 and employment expected to remain relatively stable. That is an ESDC qualitative label, not a count of unfilled bilingual general-counsel seats. A 2026 posted salary that tracks the Labour Force Survey median will not clear bank, aerospace or Crown-utility gates that require seven to twelve years and English plus French. The 2021 Census profile for the Montreal CMA puts the population at 4,291,732 and the median employment income of full-year full-time workers in 2020 at $61,200; it does not isolate NOC 41101 income for the CMA on the profile page.

06 Running the search

The search closes when the posted number can see the public grid.

Sartori has worked the Montreal legal market for 8 years. Over the trailing three years we closed 23 associate searches with a 93 percent completion rate and a typical timeline of 6 to 12 weeks.

Sartori & Partners runs a continuous research program over its own records: nearly 1.5 million lawyer profiles mapped globally, and quarterly market surveys running since 2019. The interview book on this page is one cohort. Across 250 structured interviews with Montreal counsel and hiring managers, 71 of the 94 general counsel, chief legal officers and heads of legal at Montreal companies over a 24-month window said a posted band that tracked the Job Bank hourly median lost the bilingual seven-to-twelve-year file before a first-round interview. The companies were not short of names. They were short of a number the sitting public-service or federal counsel would leave.

Of 82 in-house counsel at years 4 to 12 inside that same cohort, 61 said they would not take a first meeting on a company band that did not clear the class-115 or LP-02 step they already held. A head of talent at a Schedule I bank’s Montreal campus told us the seven-year employment-law file had died twice on cash before the brief would name the LP-02 top as the floor. That is not a compliment to the search firm. It is what the mandate telemetry then records.

Of 23 closed associate searches over three years, 14 were Montreal bilingual company or Crown-adjacent seats at years 4 to 8. Five of those 14 drew a sitting-employer counter. Counter-offer incidence on the associate line is 36 percent; median offer-to-acceptance is 8 working days once the cash is real. Eight of the 23 closed files ran past the 12-week ceiling. Every one of those eight sat inside the 14 bilingual company files, and every one of them had opened on a band the hiring manager had copied from the occupation median. Sartori is slow on this desk when the brief is the Job Bank table. That is the finding that does not flatter us, and it is the one that makes the rest of the book readable.

Quarterly surveys since 2019 still do not price a Montreal bilingual increment in dollars. We can see the occupancy of the gate — Barreau permit, article 35 French, English on the extra-provincial brief. We cannot see a priced spread, because no primary publisher publishes one and our own survey does not invent it. A page that offered you a 10 percent bilingual premium would be guessing. This one will not.

Two composites, from the same envelope. A Montreal-headquartered Schedule I bank opened Senior Legal Counsel, employment and M&A HR, at seven-plus years, Barreau, English and French. The first posted band tracked the occupation median. The shortlist that would take a meeting was empty at week four. The brief was reset against the LP-02 working level. The file closed in week 11. The sitting employer, a public-service unit, countered. Signature came in 8 working days after the revised offer. The search was not hard once the number could see the grid.

A listed aerospace OEM opened Senior Legal Counsel, M&A, at nine to twelve years, Ontario or Quebec Bar, perfectly bilingual, Montreal campus, frequent travel. The first process died on cash against an LP-03 sitting seat. The second process, with a band that cleared the LP-02 top, closed in 10 weeks. The chief legal officer who signed the revised brief had already been told, in the interviews, that the occupation median was not a peer of the federal appendix. The second brief believed it.

If you are the lawyer who earns the figure: the dated Montreal occupation median is $50.87 an hour, and the public grids above it are the ones a company has to clear if it wants you to leave. If you are the general counsel who pays it: post against class 115 and LP-02, write the French permit and the English operating condition as two gates, and do not wait for a bilingual dollar increment that the primary record does not contain. The company conversation is the one that closes this page — a retained search on a bilingual in-house brief, not a second paste from Job Bank.

Common questions about lawyer pay and in-house hiring in Montreal

What is the lawyer salary Montreal general counsel should post in 2026?

A seven-to-twelve-year bilingual company seat does not fill at the $50.87 hourly occupation median. Employment and Social Development Canada’s Job Bank, wages updated 19 November 2025, is a Labour Force Survey employee wage for NOC 41101, not a general-counsel range. Quebec class 115 reaches $154,700 at step 18 from 1 April 2026; federal LP-02, the working level that sits under a 7-plus-year company brief, tops at $206,386 from 10 May 2025 on the all-regions-except-Toronto grid Montreal uses. No primary source prices a bilingual increment in dollars; French is the permit condition and English is the operating condition of the extra-provincial seat.

How much do lawyers make in Montreal against the rest of Canada?

Montreal’s NOC 41101 median is $50.87 an hour, $8.89 below the Canada median of $59.76. Job Bank published both figures on 19 November 2025 for the 2023–2024 Labour Force Survey window. The Montreal high of $84.13 equals the Quebec high. The Quebec government’s occupation page, last updated 19 June 2026, prints a provincial annual of $105,000 and a 2023–2025 average hourly median of $51.92; that annual is not a Montreal-only series. Public-service and federal grids, not the occupation median, are what a sitting bilingual counsel already knows.

Who hires bilingual in-house counsel in Montreal in 2026?

A company general counsel: National Bank posted a seven-year bilingual employment-law seat in Montreal on 30 July 2026. The same posting requires Barreau du Quebec membership and English and French because the seat talks to colleagues outside Quebec. Bombardier posted Senior Legal Counsel, Mergers & Acquisitions, at its Dorval campus from 8 May 2026 (nine to twelve years, Ontario or Quebec Bar, perfectly bilingual). Hydro-Quebec’s Vice President – Legal Affairs and Chief Governance Officer sits on the 11 May 2026 senior-management chart. Justice Canada’s Quebec Regional Office employs some 200 legal advisors, most of them in Montreal, on the federal LP grid. National full-service offices are the overflow panel, not the employer of the unfilled company seat.

Why does a posted occupation wage fail to close a bilingual Montreal legal seat?

The same lawyer must hold a Barreau permit, Charte article 35 French, and operational English, while public grids moved 4.10 percent on 1 April 2026. From 1 June 2025, enterprises with 25 to 49 employees must register for francization; Law 25 has been fully in force since September 2024 with administrative monetary penalties up to $10 million or 2 percent of worldwide turnover. The company is bidding against those grids and that stack, not against a Labour Force Survey median.

How long does a Montreal in-house or associate search take?

Budget 6 to 12 weeks on Sartori’s associate line, with a 93 percent completion rate across 23 closed searches over three years. Median offer-to-acceptance is 8 working days once the cash actually clears the public grid the candidate already holds. Of those 23 closed files, 8 ran past the 12-week ceiling — every one of them a bilingual company brief that had opened on a band tracking the occupation median. Counter-offer incidence on the line is 36 percent.

Should we hire this seat in-house or send the work to a Montreal panel firm?

Hire in-house when Law 25’s privacy officer has to live inside the company; McCarthy Tétrault publishes more than 150 Montreal lawyers as overflow. Stikeman Elliott, Fasken, BLG and Osler all staff bilingual civil-law benches that also hold common-law qualification. That panel takes episodic M&A, energy and securities work. It is not a substitute for the person who signs the adhesion contract in French, holds the responsable de la protection des renseignements personnels title, or occupies a head-office post listed on a five-year particular agreement.

Job Bank hourly figures are Labour Force Survey employee wages for NOC 41101, not a company general-counsel range. The Barreau de Montreal 17,465 (31 March 2026) and the Barreau du Quebec Montreal administrative region 15,793 (31 March 2025) count different populations. Class 115 and federal LP figures are bargained grids. The $105,000 annual on Quebec.ca is provincial. R-4333-2026 is a proposed tariff. Sartori figures are the interview cohort, mandate telemetry and quarterly survey on the associate line that covers this market.

Our own numbers — the interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page, which sets out the cohorts, the survey waves and the mapping coverage behind every Sartori figure quoted above.
