Lawyer Salary in Oregon 2026: the cells that are actually public.
A general counsel in Beaverton, Hillsboro or Salem who asks what a lawyer costs in 2026 is usually holding a national lockstep print. This page opens on the dated Portland numbers a buyer can actually use — and on the instruments that look like salary and are not.
Most of the 2026 Oregon pay table is not a pay table.
Portland's May 2025 OEWS lawyer median is $155,330, and that is the dated cell a general counsel searching for the 2026 lawyer salary Oregon figure can actually use. Sartori maps roughly 67,000 lawyers in New York; that file is where Oregon-bound laterals disclose how they price a Portland seat. The national lockstep is a different instrument.
A buyer can open O*NET's republish of BLS May 2025 wages, NALP's national first-year medians, OPDC contract and hourly rates, one county prosecutor scale, and Oregon DOJ's charge-out. That is the public set. Name the instrument first.
The usable 2026 Oregon cells are wage percentiles, one county prosecutor scale, public-defense contract and hourly rates, and an agency charge-out. The dated table is below.
- $138,210
- Oregon lawyer median wage, May 2025 OEWS (SOC 23-1011), republished through O*NET.
- O*NET / BLS OEWS 2025, page updated 25 August 2026
- $200,000
- National first-year associate median base as of 1 January 2025, all responding offices. Not a Portland cell.
- NALP U.S. Associate Salary Survey, 28 May 2025
- 12,234
- Oregon resident active attorneys in the ABA 2025 National Lawyer Population Survey (as of 31 December 2024).
- ABA Center for Bar Leadership, 2025 NLPS
- $352/hr
- Oregon DOJ legislatively approved attorney billing rate from 1 July 2025 — a cost-recovery cell, not AAG W-2 pay.
- Oregon Department of Justice Billing page, 2025–27 rates
The 2026 lawyer salary Oregon cells that are actually public.
Start with the wage survey a compensation committee can put in a board pack without apology. Then notice that the rest of Oregon is not a cheaper version of Portland.
O*NET OnLine republishes Bureau of Labor Statistics Occupational Employment and Wage Statistics for SOC 23-1011, Lawyers, with the Oregon page updated on 25 August 2026. For May 2025 the statewide percentiles run 10th $73,610, 25th $99,450, median $138,210, 75th $195,620, 90th $263,790. The hourly median is $66.45. Those are wage-and-salary employees only. They exclude self-employed lawyers and owners or partners of unincorporated firms — which is why the ABA resident-active count and the OEWS employment count must never be averaged.
The Portland-Vancouver-Hillsboro, OR-WA metro, on the same table, prints 10th $75,000, 25th $107,390, median $155,330, 75th $206,800, 90th $285,800, with an hourly median of $74.68. The metro includes Clackamas, Columbia, Multnomah, Washington and Yamhill in Oregon plus Clark and Skamania in Washington; the Washington counties are a definitional footnote, not this page’s thesis. BLS Occupational Outlook Handbook, last modified 27 August 2026, restates the national May 2025 median at $159,670, with the lowest 10 percent below $78,360 and the highest 10 percent above $351,600.
Oregon 10th percentile
May 2025 OEWS, SOC 23-1011, statewide. Wage-and-salary employees only.
O*NET / BLS OEWS 2025 ↗Two corrections follow from that chart. First, the rest of Oregon is not automatically cheaper than Portland: Albany’s May 2025 median of $162,880 and Salem’s $156,070 both sit above Portland’s $155,330. Salem is where Oregon Department of Justice seats concentrate; a capital median above Portland is a labor-market fact, not an anomaly to be smoothed away. Second, Eugene-Springfield at $111,850, Bend at $123,930 and the Coast Oregon nonmetro at $98,560 are their own cells. A company that copies a Portland number onto a Coos Bay requisition has not saved money. It has mis-specified the market.
Portland is not a lockstep city. It is an OEWS city with a lockstep rumor. The rumor is persistent because the national first-year print is easy to screenshot and the Oregon table is a percentile survey that excludes the people who own the firm. A head of HR who pastes the lockstep into an Oregon offer letter is not being generous. They are mixing instruments.
Portland is not a lockstep city. It is an OEWS city with a lockstep rumor.
Three buyer clusters, three different instruments.
The 2026 figure is earned in Beaverton in-house desks, Portland firm chairs, and Salem or county public seats. Mixing those payrolls into one 'Oregon salary' is how a requisition goes wrong.
Company payrollPublic payroll
- In-house desks Assistant general counsel and director titles at Oregon-headquartered corporates. Beaverton apparel and brand; Hillsboro semiconductors; Portland utilities and health systems. The posting names years and the bar gate. It rarely names a band.
- Portland firm chairs Chambers-ranked corporate, energy, environment, land use, labor and commercial litigation. Associate and counsel seats that candidates will try to price off the national lockstep even when NALP did not survey the city.
- Public legal employers Oregon DOJ in Salem, Portland and Eugene; county prosecutors; the City Attorney; OPDC-funded defense; federal desks. These are the employers that actually post a dated cell.
Chambers USA 2026 still publishes an Oregon Corporate/M&A table, and that table is the buyer’s map of which firm tiers do deals here. Band 1 is Ashurst Perkins Coie and Stoel Rives LLP. Band 2 is Schwabe, Williamson & Wyatt and Tonkon Torp. Band 3 includes Ballard Spahr, Davis Wright Tremaine, K&L Gates and Miller Nash; Band 4, Hathaway Larson. Stoel’s 4 June 2026 release lists Oregon Band 1 practices in Construction, Corporate/M&A, Employee Benefits, Energy & Natural Resources, Environment, Labor & Employment, Commercial Litigation, Real Estate, and Zoning/Land Use. The Chambers firm profile states 335 lawyers across 10 offices. Energy clients named in the Oregon ranking include Portland General Electric, PacifiCorp and NW Natural; labor clients include Oregon Health & Science University, Legacy Health, PeaceHealth and Precision Castparts. Those names are the in-house desks the firm chairs sit across from.
NIKE, Inc.’s Office of the General Counsel is the largest visible in-house legal employer in the geo, and it sits in Beaverton, not downtown Portland. Lewis & Clark Law School’s 10 June 2025 day with that office named the live desks: Customs & Trade, Patents, Trademarks, Digital, Sports Marketing, IP Transactions, Strategy & Operations. The company’s own 2026 Beaverton posting for Assistant General Counsel, Sports Marketing (Job ID R-88990) asks for a J.D., membership in good standing with at least one U.S. state bar and willingness to obtain Oregon membership through reciprocity or registered in-house counsel status, and approximately 7 to 10 years including at least 5 at a law firm. It does not publish a salary band. Bloomberg Law, on 18 July 2025, reported that reductions in force beginning in 2024 had impacted the law department and that the company had named its third legal chief in three years. Remaining seats are mid-to-senior, not a junior lockstep hire.
A general counsel at a Beaverton apparel headquarters put the problem in operational terms: the published OEWS median was useful for the board pack and useless for the offer, because the assistant general counsel they wanted was pricing off a seven-to-ten-year firm seat, and their own careers page asked for exactly that. That is the in-house shape of 2026 in this geo. Intel’s Hillsboro campus remains Oregon’s largest private-sector employment story; the legal work that survives a cut year is employment, export control, environmental and construction for the fab that is still being tooled, not a campus hiring wave.
Public buyers post the cells the corporates will not. Oregon Department of Justice hires Assistant Attorneys General and Senior Assistant Attorneys General into Salem, Portland and Eugene; the 14 January 2026 Strategic Vision named a new Economic Justice Section and a doubled consumer-protection team. The City of Portland City Attorney’s staff page lists one City Attorney, five Chief Deputies and 29 Deputy City Attorneys — about 30 to 40 attorney seats, civil-service-exempt, Council-appointed at the top. The U.S. Attorney’s Office for the District of Oregon reports 107 employees across Portland, Eugene and Medford; that is a headcount of employees, not a count of Assistant U.S. Attorneys. Bonneville Power Administration sits in the Portland-Vancouver corridor as a federal power-marketing desk alongside the investor-owned utilities.
The credential gate splits the three clusters. Oregon State Board of Bar Examiners house-counsel admission under RFA 16.1 is the in-house path: a $2,500 application fee, an MPRE, practice exclusively for that business entity, no court appearances, annual employer certification by 1 October, automatic suspension if employment ends. Government bodies are excluded from “business entity,” so this path is corporate in-house, not DOJ or City Attorney. Comity under RFA 15.1 still wants 24 consecutive months of license and 24 months of full-time practice in the last 48. Litigation seats and every public courtroom seat need full Oregon State Bar active status.
The national scale is context. It is not an Oregon cell.
NALP surveyed 437 offices as of 1 January 2025. Portland was not among the 19 cities broken out. Treating the lockstep as a Portland number is a category error, and it is the error this page exists to stop.
NALP’s 28 May 2025 press release, “Despite Expectations, $225,000 Entry Associate Salaries Lag at Large Law Firms,” is the document a candidate will screenshot. Read it as written. The median first-year associate base as of 1 January 2025 is $200,000 across 437 responding offices, 87 percent of them from firms of more than 250 lawyers. The median in firms of 250 or fewer is $150,000. The median in firms of 701 or more is $215,000. $225,000 is the most frequently reported first-year figure, not the median. Cities with a $225,000 median include Austin, Boston, Houston, New York City, San Francisco and Washington, DC. Portland is not on the 19-city list. Seattle is. Of seven Seattle offices reporting, 14.3 percent sat at $225,000. That Seattle share is named here as contrast only.
For locations outside the 19 cities, NALP’s June 2025 Bulletin+ puts the highest regional median first-year base in the West at $181,900. That is the closest published associate-base cell a Portland office can honestly stand next to, and it is still not a Portland measurement. Biglaw Investor’s 1968–2026 tracker then lists a 2026 first-year base of $235,000 with a $20,000 listed bonus. The tracker is a published compensation compilation. It is not an Oregon survey. The 2026 BigLaw associate salary scale is the page that owns that ladder. This page owns the refusal to paste it onto Multnomah County.
Surveyed wagePosted public instrument
- OEWS percentile A statistical wage for employed lawyers in a geography. Good for a board pack. Silent on title, origination, bonus and whether the lawyer owns the firm.
- Lockstep tracker A national large-firm scale by class year. Good for a New York associate conversation. Silent on Portland, Beaverton, Salem and every in-house desk.
- Public instrument A contract-funding rate, a panel hourly, a county step, or an agency charge-out. Good for the seat it describes. Fatal if stacked as a single Oregon salary.
| Instrument | What it measures | Oregon cell in 2026 | What it is not |
|---|---|---|---|
| BLS OEWS wage | Wage-and-salary employees, SOC 23-1011 | Oregon median $138,210 (May 2025) | Owners, partners of unincorporated firms, self-employed |
| NALP associate base | Participating law-office first-year bases as of 1 Jan 2025 | None — Portland is outside the 19-city set | In-house, public sector, or unsurveyed Portland offices |
| Cravath-style lockstep tracker | National large-firm scale compiled for 2026 | None — a tracker, not an Oregon survey | Anyone whose employer is not on that scale |
| OPDC FTE funding | What the state pays a contractor per FTE attorney slot | $227,575–$263,132 for 2025–27 | The W-2 of an individual public defender |
Of 33 closed New York associate searches over the trailing three years, 7 files involved a candidate whose then-current seat or next-seat geography was the Pacific Northwest. In 4 of those 7, over an 18-month window, the candidate’s first number on the table was the national lockstep first-year base, not a Portland wage cell. Sartori’s New York mandate telemetry is the book that underwrites this page: we do not have a Portland closed-file series to quote against those 33. That gap is ours as much as the public tables’.
Two of those 7 Pacific-Northwest-touching files did not complete. In both, the hiring company opened on the May OEWS Portland median and the candidate walked when the lockstep delta was not closed. Against a 93 percent completion rate on the full 33, that is where this desk misses — not on shortlists, on the instrument the company chose to open with. Typical time-to-fill on the associate line remains 6 to 12 weeks when the instrument is agreed in the brief.
The posted public cells measure different things. Stack them and you invent a salary.
Oregon is unusually willing to publish what it pays contractors, what it charges sister agencies, and what one county pays its prosecutors. Those figures are usable. They are not a blended 'government lawyer salary.'
Oregon Public Defense Commission’s 2025–27 Criminal and Juvenile Non-PCRP contract rates fund Attorney 1 at $227,575, Attorney 2 at $239,426, Attorney 3 at $251,279 and Attorney 4 at $263,132 per FTE. Sixty-day vacancy funding is half those figures. Investigator FTE is $80,100; paralegal or case manager $93,867; an administration add-on sits at 5.00 percent. Those rates cover compensation plus overhead capacity for a contractor slot. They are not the W-2 of an individual public defender. Treating $263,132 as take-home is how a candidate and a county talk past each other.
Hourly panel rates from 1 October 2025 are $155 for Tier 1 (murder, Measure 11, Class A/B felony, appeals, habeas, juvenile) and $140 for Tier 2, replacing $145 and $130. Temporary unrepresented-list premiums sunsetted on 30 June 2025. OPDC’s 5 December 2025 commission materials record 180 panel attorneys on a 2025–27 hourly contract as of 31 October 2025, and 656.66 Maximum Attorney Caseload statewide, more than 80 percent covered by nonprofit and consortia providers. A policy-option package that would have set panel rates at $205 and $230 an hour was not approved.
An assistant attorney general in an OAJA-represented Salem unit put the $352 hourly billing rate on the table as what the agency charges sister agencies, not what the lawyer takes home — and asked why private-sector candidates kept quoting it as a salary proxy. The $352 hourly figure is what the agency charges, not what the lawyer earns. Oregon DOJ’s Billing page lists legislatively approved 2025–27 legal-services rates effective 1 July 2025: Senior Attorney General $352 an hour, Assistant Attorney General $352, Investigator $143, Paralegal $143, Law Clerk $75, Legal Secretary $67, “based on actual costs of personnel, services and supplies, and overhead.” The elected Attorney General’s statutory salary under ORS 292.311 remains $82,200 plus $250 a month in expenses, frozen from 1 January 2014 and listed at $82,200 for 2024, 2025 and 2026 on Ballotpedia’s Attorney General of Oregon page. Do not treat $82,200 as the Oregon government-lawyer cell.

Benton County’s Management and Non-Represented Employees Salary Schedule effective 1 July 2025 is the mid-valley prosecutor cell a buyer can actually print. Deputy District Attorney I (range C/45/52, 12 steps) runs $46.25 to $69.37 an hour, $96,194.59 to $144,291.89 at 2,080 hours. DDA II runs $107,278.08 to $160,917.12. DDA III runs $115,335.38 to $178,769.76. Associate justices of the Oregon Supreme Court and judges of the Oregon Court of Appeals sit at $220,596 on the National Center for State Courts 2025 table as cited by Ballotpedia; that is a judge cell, not a staff-attorney cell. The Oregon Judicial Department’s legislatively adopted 2025–2027 budget is $1,068,767,918. Federal judiciary 2026 Judiciary Salary Plan tables include Table POR for Portland-Vancouver-Salem; graded law-clerk and federal-defender pay lives there. This page does not extract a number the PDF was not read for.
The $352 hourly figure is what the agency charges, not what the lawyer earns.
Three engines change what an Oregon legal seat is worth in 2026. Lockstep is not one of them.
Public-defense constitutional timing, a split semiconductor capital cycle in one county, and a Beaverton-to-Salem trade-and-enforcement year. Pay follows those desks, not a New York class-year ladder.
The Oregon Supreme Court’s 5 February 2026 opinion in State v. Roberts (S071661) requires dismissal without prejudice when, at any point after arraignment, the state has failed to provide counsel to an eligible defendant for more than 60 consecutive days in a misdemeanor or more than 90 consecutive days in a felony. The Court required a named attorney. Unrepresented counts fell from more than 4,000 in April and May 2025 to 1,104 on 31 August 2026, a year-over-year drop the governor framed as 66 percent; OPDC’s own December 2025 status report, using a different window, had printed 2,952 as of 31 October 2025, a 23 percent reduction versus 1 November 2024. Coos and Marion, previously crisis counties, had cleared their backlogs by the September 2026 announcement. Remaining structural demand sits in Multnomah, Washington, Douglas and Jackson, in OPDC FTE, nonprofit offices and the hourly panel — mid-level criminal trial seniority, not first-year lockstep.
Senate Bill 337 (2023) still sets the clock the pay cells sit on. Consortia and the private bar transition off contract on 1 July 2027; by 1 January 2031, 20 percent of public defenders must be OPDC employees. OPDC’s Strategic Plan adopted 19 February 2025 aims to recruit approximately 80 adult-criminal attorneys a year toward 980 FTE by 2031, and approximately 50 juvenile attorneys a year. 2026–27 is the last biennium in which consortia FTE funding is the main private-bar public-defense cell. After July 2027 the seat is hourly panel at $140 / $155 or an OPDC or nonprofit W-2. A U.S. District Court order from November 2023 still requires release of in-custody defendants who lack counsel within seven days of initial appearance; that federal overlay did not disappear when Roberts set the 60/90-day state clock.
The semiconductor cycle is split inside Washington County, and the legal desks move in opposite directions. OPB reported on 13 November 2025 that Intel would cut another 669 workers at Hillsboro and Aloha by year-end, on top of about 2,500 over the summer — more than 3,100 Oregon cuts in 2025, with remaining employment closer to 18,000 on that reporting. Business Oregon’s OR CHIPS Report 3 (March 2026) still has the D1X wafer-fab expansion and MSB2 support building live, and records an $8.9 billion U.S. government common-stock investment that converted remaining CHIPS grants; that report’s Oregon employment figure is approximately 20,000. The two headcounts are different dates and methods. They are not to be averaged. WARN and reduction counseling is a pulse. Construction, environmental, land-use, export-control and government-contracts counsel for the fab that is still being tooled is the continuing desk.
Lam Research broke ground on 26 August 2026 on a 120,000-square-foot lab in Tualatin, part of more than $3 billion of planned global lab-network investment over five years, projected to open in 2028. Washington County and the City of Tualatin approved a strategic investment program under which Lam pledges $1.7 billion in Tualatin through 2041. Land-use, SIP, construction, environmental and tax-incentive counsel is a 2026–28 build seat; in-house corporate and employment at Lam Tualatin staffs toward 2028. BLS QCEW for first quarter 2026, released 4 September 2026, is the labor-market print of that split: Washington County employment fell 2.8 percent, the largest drop among Oregon’s large counties, while average weekly wages rose 9.2 percent to $1,882, the highest in the state. Statewide covered employment was 1,952,300 in March 2026, down 1.3 percent; average weekly wage $1,481, up 4.6 percent. Remaining semiconductor legal seats in Hillsboro are scarcer and more expensive to fill.
Oregon DOJ’s 2026 Strategic Vision, dated 14 January 2026, is the enforcement agenda that hires AAGs: organized crime, a doubled consumer team, Economic Justice, and federal-accountability litigation, funded inside a 2025–27 Attorney General office budget of $1,001,871,525. Renewables siting continues to feed Portland energy, environment and land-use chairs even while Intel cuts people; Stoel’s Chambers USA 2026 energy work highlight was site certification for a solar-and-storage project in Eastern Oregon. Pay in this geo moves with those dockets. It does not move with a class-year memo issued in New York.
The lawyer who earns it, and the company that pays it, need different rows.
Sartori has run an associate search desk for more than 10 years. Over the trailing three years we closed 33 associate searches at a 93 percent completion rate, on a typical timeline of 6 to 12 weeks. The Oregon application of that book is a method: pick the instrument before you pick the number.
Across the same cohort of 1,675 structured interviews, 96 of 142 New York associates and counsel who had taken or declined a Portland, Beaverton or Hillsboro approach over a 24-month window said they had never been shown a dated Oregon wage table in the process. Sartori’s quarterly survey since 2019 finds the same method error on the buyer side: in the 2025–26 waves, 54 of 88 in-house hiring managers in that cohort who had priced a seat outside NALP’s 19 cities — 61 percent — said they had started from a national lockstep print. The candidate and the compensation committee are often looking at two different documents and calling both of them the market.
Counter-offer incidence on the New York associate line is 37 percent. Median offer-to-acceptance is 11 working days. Oregon in-house processes that wait on a board compensation committee routinely overshoot that window, which is when the counter-offer rate becomes the company’s problem rather than the incumbent firm’s. Of the 7 Pacific-Northwest-touching files inside the 33, 3 drew a counter. That 3 sits inside the 37 percent, not beside it.
Your exposure is a mis-specified instrument, not a missing candidate. Open on the cell that matches the seat, and say so in the brief.
- Write the geography first. Portland median $155,330, Salem $156,070, Albany $162,880, Eugene $111,850. Copying Portland onto the coast is a specification error.
- Separate in-house from OEWS. A Beaverton AGC posting that asks for seven to ten years will not clear at the metro median. Budget the firm-trained ask, then decide whether you will pay it.
- Do not open on lockstep. NALP did not survey Portland. If you need the national ladder for a class-year conversation, read it as national and say so.
- Use house counsel when the seat allows it. RFA 16.1 fills a corporate desk from California or New York in weeks. It will not fill a courtroom.
- Budget the 11-day clock. Counter-offers run 37 percent on this search line. A committee that takes a month to approve a number is donating the file back to the incumbent.
Your ask needs an instrument the employer can defend internally. A lockstep screenshot is not one, unless the employer is actually on that scale.
- Match the cell to the desk. Public defense is $140 / $155 hourly or FTE funding, not $235,000. A Hillsboro employment seat is not a NALP first-year.
- Read the 90th, not only the median. Oregon’s May 2025 90th percentile is $263,790; Portland’s is $285,800. Senior specialist seats live there.
- Price the bar gate. House counsel is $2,500 and no court. Full OSB is the price of every litigation and public courtroom seat.
- Do not treat DOJ $352 as salary. It is charge-out. Benton DDA I at $96,194.59 to $144,291.89 is an actual W-2 scale for one county.
- Watch July 2027. If your current seat is consortia FTE funding, SB 337 re-prices the work. Plan the next contract before the cliff, not after.
Three anonymized composites from the same book, described by type and tier only. No real company, firm or candidate names.
A Beaverton apparel-headquarters AGC seat, seven to ten years, sports-marketing and brand work. The company opened at the Portland OEWS median because that was the figure in the board pack. The shortlist was firm-trained and priced off class-year memory. The file took 11 weeks to the offer — inside the 6-to-12-week envelope — and closed only after the instrument was rewritten as a mid-to-senior in-house band with a lockstep-informed floor, not an OEWS median. The incumbent firm counter-offered; that is the 37 percent, not a surprise.
A Hillsboro semiconductor employment-and-export seat after the 2025 cuts. The head of legal wanted a lawyer who had already done a reduction. The remaining bench in Washington County was thinner and, on the QCEW print, more expensive. Time-to-fill ran to the far end of 12 weeks because the company would not sponsor a house-counsel admission until week six. The $2,500 RFA 16.1 fee was never the issue. The delay in deciding the gate was.
A mid-valley nonprofit public-defender FTE, Attorney 3 funding at $251,279, against an hourly panel lawyer at $155 who was carrying overflow from a crisis county. The FTE looked richer until overhead was stripped out; the hourly looked poorer until the lawyer’s actual billable mix was counted. Neither number is a W-2 equivalent of the other. The search that treated them as a single “public defense salary” stalled. The search that named the contract type closed.
The service view of how we run an in-house brief sits on in-house counsel recruiting. The Portland metro brief is on in-house legal recruiters in Portland. Companies building the function from nothing should start with hiring your first general counsel. The cohorts, survey waves and mapping coverage behind every Sartori figure on this page are described on the research program page.
Oregon lawyer pay in 2026: questions from both sides of the offer
What is the 2026 lawyer salary Oregon figure a company should budget?
Budget the May 2025 OEWS cell that matches the seat’s geography, not the $235,000 lockstep. O*NET’s republish of BLS data puts the Oregon lawyer median at $138,210 and the Portland-Vancouver-Hillsboro median at $155,330. A Beaverton assistant-general-counsel seat that asks for seven to ten years of firm work will not clear at those medians; a mid-valley deputy district attorney seat might. Name the instrument on the requisition before you name a number.
How much do lawyers make in Portland in 2026?
The Portland-Vancouver-Hillsboro May 2025 OEWS lawyer median is $155,330. The 10th percentile is $75,000 and the 90th is $285,800, on the same O*NET republish of BLS Occupational Employment and Wage Statistics. That is a wage-and-salary cell for SOC 23-1011. It is not a first-year associate scale, not an in-house band, and not a public-defender contract. NALP did not publish a Portland first-year median in 2025.
Does Portland follow the BigLaw associate scale?
No published Portland cell says so: NALP’s 2025 19-city set omits Portland. The national first-year median as of 1 January 2025 is $200,000; $225,000 is the most frequently reported figure, not the median. The 2026 Cravath-style tracker lists a $235,000 first-year base. Seattle is in the 19-city set, with 14.3 percent of seven reporting offices at $225,000; that is a contrast, not an Oregon measurement. For the national ladder itself see the 2026 BigLaw associate salary scale.
What do Oregon public defenders and prosecutors earn in 2026?
Different instruments: OPDC hourly rates are $140 and $155 from 1 October 2025. FTE contract funding for 2025–27 runs $227,575 to $263,132 per attorney slot and includes overhead capacity, so it is not take-home. Benton County’s posted Deputy District Attorney I scale from 1 July 2025 is $96,194.59 to $144,291.89 at 2,080 hours. Multnomah County’s own DDA scale was not in the public set used here; do not borrow Benton’s.
Can an Oregon company hire out-of-state in-house counsel without a second bar exam?
House-counsel admission under RFA 16.1 costs $2,500 and bars court appearances. The lawyer practices only for that business entity, pays active-member fees, and is suspended automatically if the job ends. A Beaverton apparel-headquarters posting in 2026 named reciprocity or registered in-house counsel as acceptable. Oregon Department of Justice, city attorneys, and district attorneys need full Oregon State Bar active status. Comity under RFA 15.1 still requires 24 months of license and 24 months of full-time practice in the last 48.
Why is Oregon’s lawyer median below the U.S. median?
Oregon’s May 2025 OEWS lawyer median of $138,210 sits $21,460 below the U.S. median of $159,670. Portland’s metro median of $155,330 sits $4,340 below the national median. BLS Occupational Outlook Handbook figures for May 2025, last modified 27 August 2026, also put 11 percent of U.S. lawyers in self-employment, a group OEWS wage cells omit. Oregon’s May 2023 location quotient for lawyers was 0.78. None of that is a lockstep discount; it is a different employed mix.
OEWS percentiles, NALP, OPDC contracts, DOJ billing, and the New York research book.
Wage percentiles come from BLS via O*NET. Associate bases come from NALP and the lockstep tracker, labeled as national. Public-sector cells come from the agency or county that posts them. Sartori figures come from the New York associate book.

OEWS wage cells cover wage-and-salary employees only (SOC 23-1011). ABA resident-active counts are licensees reported by the licensing body. Projections Central is a projections series. NALP measures participating law-office bases as of 1 January 2025 and does not publish a Portland cell. OPDC FTE figures are contract funding, not take-home. Oregon DOJ $352 an hour is agency charge-out. Benton County is one county's posted scale. Appellate $220,596 is a judge cell. Statutory AG $82,200 is a frozen ORS line. Intel headcounts in OPB and Business Oregon CHIPS Report 3 are different dates and methods and are not averaged.
