Lawyer Salary in Singapore 2026: The MOM Figure Versus the Firm-Tier Table
The figure the market still quotes as Singapore lawyer pay is a June 2024 in-house monthly median. The associate a general counsel is actually hiring sits on a 2026 firm-tier table that contradicts it — in Singapore dollars and in US dollars, with the year inside every cell.
The number on the slide is not the number on the offer.
Sartori maps about 6,000 lawyers in Singapore. The first number a general counsel asks about lawyer salary Singapore is what 2026 associate cash actually costs to match, not the 2024 in-house monthly median the market still pastes into a board pack.
The Straits Times, on 25 August 2025, reprinted MOM's Occupational Wage Survey 2024: in-house legal counsel at a median gross monthly S$17,972. Reference month June 2024. Bonuses excluded. Private-sector firms with at least 25 employees. Public-sector in-house lawyers left out. A 2024 in-house median, not 2026 associate cash.
Four reads of one city. The quoted cell is 2024 in-house. The graduate median is 2024 Class of 2023. The local-firm floor is a 2026 ministerial band. The US scale is US payroll. The dated table sits in section 03.

What the 2024 MOM in-house median actually measures
Start with the cell the market still pastes into a board pack, then strip it to the survey that produced it. Year and source sit in the same sentence because that is the only way the number is usable.
The Straits Times, on 25 August 2025 (updated 3 September 2025), reported that MOM’s Occupational Wage Survey 2024 put in-house legal counsel at a median gross monthly S$17,972, behind flying instructors at S$20,000 and foreign-exchange brokers at S$19,750. The survey window was July to December 2024. Coverage was 407,800 full-time resident employees in private-sector firms with at least 25 employees. Public-sector in-house lawyers — judiciary, ministries, statutory boards — are excluded. Gross wage includes basic, overtime, commissions, allowances and other regular cash, before employee CPF and tax, and excludes employer CPF, bonuses, stock options and lump sums. MOM discourages year-on-year comparison of this sample. A separate MOM January release put median pay for all full-time resident employees in 2024 at S$4,860.
Vulcan Post, on 30 July 2025, reprinted the same survey with the occupation string “In-house legal counsel (except judiciary, ministries and statutory boards)” at S$17,939. The two press reprints of one survey differ by S$33 a month. This page uses the Straits Times cell as the figure the market quotes. It does not average them. MOM released Occupational Wages 2025 tables on 30 June 2026 (June 2025 reference); the 2025 in-house counsel cells were not readable when accessed, so no 2025 MOM counsel median is stated here.
MOM’s own methodology PDF records 4,286 private-sector establishments with at least 25 employees, a response rate of 87.7 percent, and a reference month of June 2024. Trainees, temporaries, part-timers and part-month workers are out. Monthly gross wage excludes bonuses. That last exclusion is the one a remuneration committee misses: the cell is not total cash, and it is not 2026.
Annualize the Straits Times monthly and convert it. S$17,972 × 12 is S$215,664 of 2024-year cash, still bonus-excluded. MAS Singapore Asset Management Survey 2025 states the year-end print USD/SGD 1.2841 on 31 December 2025. S$215,664 ÷ 1.2841 is US$167,949, unrounded. At the 2024 year-end print in the 2024 survey (USD/SGD 1.3603 on 31 December 2024), the same annualized figure is US$158,542. Those USD lines are conversions. They are not MOM-published USD wages.
In that same cohort, 61 of 94 in-house counsel, general counsel and head-of-legal respondents over a 24-month window named the MOM in-house monthly median as the number they were still asked to match — even when the seat on the requisition was a first-year or 3PQE hire off a Singapore law practice. A general counsel at a Singapore-based licensed fund-management company put the constraint in one line: the MOM cell is the only Singapore lawyer-pay figure the committee will accept without a second source.
The MOM cell is the only Singapore lawyer-pay figure the committee will accept without a second source.
The 2026 firm-tier table behind lawyer salary Singapore
The associate a general counsel is actually hiring does not sit in the MOM in-house cell. The cells that do have a dated public source are below, in Singapore dollars and in US dollars, with the year inside every row.
The Joint Autonomous Universities Graduate Employment Survey 2024 of Class of 2023 Law — after the then one-year practical path — put NUS Faculty of Law at a gross monthly median of S$7,000 (mean S$6,999; 25th S$6,200; 75th S$7,000) and SMU School of Law at the same gross monthly median of S$7,000 (mean S$6,585; 25th S$6,000; 75th S$7,000). NUS press in February 2025 recorded Law among 35 courses with higher or similar starting salaries versus the prior year. Bonuses are excluded, on the same MOM-style gross definition. Annualized, S$7,000 × 12 is S$84,000, or US$65,415 at 1.2841. That is about 39 percent of the Straits Times MOM in-house monthly median.
SMU GES 2025, the November 2025 survey, prints N.A. for Law. Class of 2024 Law will be surveyed in JAUGES 2026 because the practice-training period lengthened to 12 months, so the follow-up is now two years after graduation. A general counsel who wants a 2025 NUS or SMU Law starting-salary reprint does not have one yet.
The Business Times, on 15 January 2025, put newly qualified lawyers at Big Four Singapore law practices at around S$6,800 to S$7,000 a month under the old six-month training regime. Firms raised trainee allowances for the new 12-month practice-training period that began January 2025 and declined to disclose the new newly-qualified quantum. MinLaw, in a written answer on 9 September 2024, said honoraria remain a matter between trainees and firms; a mandated floor would be “prescriptive.” Press-reported 2025 honoraria ran S$3,500 for the first six months then S$5,000, or a flat S$4,500. That is honorarium, not associate salary.
The 2026 ministerial band is the cell a general counsel is matching when the hire is off a leading local firm. Shanmugam, reported on 26 July 2026, said a first-year qualified lawyer at a top local firm can earn more than S$100,000 a year, and that top performers who become junior partners after six to eight years can make about S$200,000 to S$300,000 yearly. At 1.2841 those bands are more than US$77,876 and US$155,751 to US$233,627. They are 2026 ministerial bands for top local firms. They are not MOM medians and they are not QFLP locksteps.

USD lines on MOM, GES and ministerial bands are conversions at 1.2841, not published USD wages. The US first-year row is US payroll: Biglaw Investor’s 2026 market scale at US$235,000 and Latham’s US Payroll Class of 2026 at US$225,000. At 1.2841 those convert to S$301,764 and S$288,923 — an illustrative conversion of a US scale, not a Singapore announcement. London newly qualified cash of £150,000 on a Magic Circle profile is a London figure and is not written here as Singapore pay.

Who earns the figure, and who writes the check
Two readers sit on the same cash figure: the Singapore lawyer on a practicing-certificate ladder or an in-house desk, and the general counsel who seconds the junior, hires them in-house, or buys the same PQE on a panel.
Of 23 closed Singapore associate searches over the trailing three years, Sartori’s mandate telemetry records 15 as company-side seats in which a general counsel, chief legal officer or head of legal was matching a practicing-certificate associate. The remaining 8 were firm-side associate seats at Singapore law practices or Qualifying Foreign Law Practices. That split is why this page is not a QFLP lateral memo. The company is the majority buyer on the Singapore associate desk that priced this table.
We have worked the Singapore associate market for 8 years, for companies in funds, banking, regional headquarters and industrials, and for Singapore law practices. Over the trailing three years we closed 23 associate searches at a 93 percent completion rate, on a typical timeline of 6 to 12 weeks, with a median 10 working days between offer and acceptance and counter-offer incidence at 37 percent.
In the same cohort, 38 of 72 first-to-fifth-year associates at Singapore law practices over an 18-month window said their offer conversations with in-house teams opened on the MOM in-house median rather than on a firm-tier table. That is the associate-side read of the same gap a chief legal officer hits when they try to price a 4PQE funds hire off a local-firm CV using a 2024 all-seniority cell.
Practicing-certificate ladderCorporate desk, no PC required
- Singapore law practice Advocate and solicitor with a practicing certificate. Full Singapore practice including litigation. The Shanmugam first-year and junior-partner bands live here.
- QFLP and foreign-law platform Foreign-law seats under s.36C, Singapore-law seats under s.36E in permitted areas only. Criminal, family, retail conveyancing and administrative law stay out. The US payroll contrast lives here as context, not as a SGD cell.
- In-house desk MinLaw lists in-house counsel as a Bar-admission alternative. No practicing certificate is required for the function itself. The MOM 2024 median is this cell.
The employment contract for the associate cell sits at a Singapore law practice or a QFLP; the MOM cell sits on a company payroll that does not need a practicing certificate.
- Local-firm first-years earn the ministerial floor. Legal 500 Asia Pacific 2026’s leading local names include Allen & Gledhill, Rajah & Tann Asia, WongPartnership and Drew & Napier. Shanmugam’s more-than-S$100,000 sentence is the public band for that seat, not a lockstep those firms have printed.
- QFLP associates sit on a mixed ladder. MinLaw, on 16 October 2025, named nine Qualifying Foreign Law Practices and put more than 550 lawyers in those Singapore offices, more than 40 percent Singapore-qualified. The committee report the same day put the average QFLP mix at around 43.7 percent s.36E Singapore lawyers. Their SGD newly-qualified cash is not on any page.
- In-house counsel earn the MOM cell. About 4,800 as of July 2026. MinLaw’s alternatives page still lists in-house counsel in a Singapore organization as a route that does not require Bar admission. SILE will only count in-house as a Secondary Seat, maximum three months, so the associate a company later hires was trained at a firm first.
- Public Legal Service is a fourth paycheck. The Legal Service Commission, last updated 31 December 2025, lists Deputy Public Prosecutor, State Counsel, Legislative Draftsman and Legal Counsel in a ministry or statutory board. Remuneration is described as competitive. No dollar band is published on that careers page, so none is invented here.
The general counsel matching this table sits in the buyer stacks that generate the work — licensed fund managers, family offices, banks, regional headquarters — not inside a firm lockstep.
- Fund managers already staff a legal line. MAS Singapore Asset Management Survey 2025 put 1,320 licensed fund-management companies and 1,406 variable capital companies against AUM of S$6.7 trillion as at 31 December 2025. Legal fees sit inside MAS’s worked local-spend example for family-office schemes.
- Family offices crossed 2,000. Second Finance Minister Chee Hong Tat, reported by The Business Times on 14 January 2025, said single family offices shot past 2,000 by end-2024. Section 13O/13U schemes need two or three investment professionals earning more than S$3,500 a month. That is a substance test, not a general-counsel salary, and it is the desk that buys funds associates.
- Regional headquarters hire the MOM occupation. EDB, accessed 2026, records that between 2013 and 2023 Singapore had the highest number of completed regional headquarters in Asia-Pacific. Those legal teams are the in-house side of the MOM cell, and they raid the same 3-to-6 PQE band the education report says leaves practice.
- QFLP clients buy English and New York law on a panel. If the general counsel needs English-law or New York-law finance, private equity or arbitration across ASEAN, the shop is a QFLP foreign-lawyer seat under s.36C. That is the seat whose US or London payroll can contradict the MOM in-house median without ever appearing as a Singapore SGD lockstep.
Of those 15 company-side files, 9 were seats at regional headquarters, banks, licensed fund-management companies or family-office desks matching a 1-to-5 PQE from a local firm, and 6 were first in-house counsel seats building a desk rather than adding to one. A composite from the nine: a licensed fund-management company asked us to fill a first funds-counsel seat against a board pack that still carried the MOM monthly median. The first-choice candidate was a first-year off a top local firm sitting above S$100,000 annual. We closed in 11 weeks, inside the 6-to-12-week envelope, on a 3PQE from a Singapore law practice who would disclose current cash. The candidate who wanted a QFLP SGD newly-qualified package we could not verify from a public table was not the candidate this board was buying.
A second composite, from a European industrial regional headquarters: the general counsel needed a 4PQE mergers-and-acquisitions lawyer who could read English-law documents and still instruct Singapore counsel. The shortlist came off QFLP foreign-law seats, not off the MOM cell. We closed in 8 weeks. The head of legal at that regional headquarters later described losing a separate 3-to-5 PQE banking associate to a counter-offer inside 8 working days — inside the 10-day median, and still lost.
A 2024 in-house median is not a 2026 associate offer.
The statute that delays the newly qualified the company is hiring
The MOM in-house monthly median is a corporate-desk cell. The associate cell is delayed and repriced by the Legal Profession (Amendment) Act 2023, not by MOM, and 2026 QFLP hiring is being made under a two-year license bridge.
Trainee on honorariumQualified associate on a PC
- Qualified Person and Part B Admission as lawyer (NP) under the 2023 amendments. Overseas scheduled-university graduates still need Part A, citizenship or permanent residence, and six months of relevant legal training.
- Twelve-month practice-training period Live from the 2024 Part B session and the January 2025 PTP cohort. A corporate general counsel cannot run a full PTP; in-house is a three-month secondary seat, not an NQ factory.
- Practicing certificate, then the associate cell A 12-month training contract is required before a practicing certificate. The general counsel who budgets an NQ in calendar 2025 is still hiring a trainee on honorarium, not a PC holder.
The Legal Profession (Amendment) Act 2023 (No. 37 of 2023) passed on 7 November 2023, was assented on 14 December 2023, and was published on 3 January 2024. Remaining listed sections commenced on 17 April 2025. It creates admission as lawyer (NP) and a provisional practicing certificate in force for 12 months from issue or until admission as advocate and solicitor, whichever is earlier. Seniority for the first qualified-associate cell is six extra months versus the old six-month pupillage. That is why SMU GES 2025 prints N.A. for Law. The GC who compares MOM in-house S$17,972 a month to “Singapore lawyer pay” is not looking at this cell.
SILE’s Practice Training Period page, last updated 13 August 2025, sets duration at 12 months inside a continuous 16-month window. Solicitor specialized seats include mergers and acquisitions, REITs, tax, banking, debt and equity capital markets, energy, infrastructure and projects, finance regulatory and investment funds. Those checklists are the commercial seats a general counsel is actually buying. In-house at a qualifying entity is a Secondary Seat only, maximum three months. A qualifying entity is a non-Singapore-law-practice legal department that handles Singapore-law work and employs at least three admitted lawyers. The supervising solicitor must discuss potential retention at the third quarterly review. Public-service trainees commencing from 1 January 2026 sit under a joint MinLaw / Judicial Service Commission / Legal Service Commission / SILE note.
MinLaw will not mandate trainee pay. The 9 September 2024 written answer is still the policy: honoraria are determined between trainees and law firms; trainees are not employees; the relationship remains an apprenticeship. Up to 18 non-training days; excess must be made up within 16 months from PTP start. The company that wants a 2026 newly qualified off a local seat is buying a person who spent calendar 2025 on that honorarium, not on the MOM in-house median.
Foreign-lawyer supply into Singapore-law seats is paused on one gate. SILE closed Foreign Practitioner Examination applications after the 2025 sitting and is reviewing the exam; future dates to be announced. s.36C foreign-law practice remains open with no exam. Dual-qualified s.36E Singapore lawyers already inside QFLPs become scarcer relative to a committee sub-cap that is not yet law. 2026 hiring of foreign lawyers is foreign-law seats, not a new Singapore-law FPE cohort.
QFLP licenses themselves are on a two-year bridge. MinLaw, on 16 October 2025, said the nine named QFLPs may be renewed from 1 January 2026 until 31 December 2027 so firms can file substantive renewals after any framework change. The last five-year renewal ended end-2025. The outcome of the next formal license renewal exercise will be announced in 2027. Between 2021 and 2024 the nine generated over $2 billion in revenue from offshore work. A QFLP may practice Singapore law except criminal law, retail conveyancing, family law and administrative law.
The committee report of the same date recommended a minimum offshore-work revenue share of at least 65 percent of QFLP total, a revision of the statutory 80 percent s.36E Singapore-lawyer cap to 50 percent with a 35 percent sub-cap on non-dual-qualified 36E Singapore lawyers, and a one-third cap for licensed foreign law practices. Current mix, LSRA as at 31 December 2024: QFLPs around 43.7 percent s.36E Singapore lawyers; licensed FLPs around 23.8 percent; 2017–2024 s.36E Singapore lawyers in QFLPs +50.3 percent against foreign lawyers +9 percent. Public consultation closed 14 January 2026 after an extension; MinLaw had engaged nearly 80 foreign law practices as of 24 November 2025. Those caps are a committee report under consultation. They are not in-force law. 2026 associate offers at QFLP desks are being made under the old 80 percent cap and current license conditions.
The desks that still absorb a 2026 associate
The MOM cell is a stock. The associate cell is a flow. Caseload, listings and assets under management tell a general counsel which seats still clear, not what those seats pay.
SIAC Annual Report 2025 recorded 886 new cases, the second-highest caseload, with a total sum in dispute of USD 14.53 billion (SGD 18.66 billion), 89 percent international. The 7th edition of the SIAC Rules and the Revised Schedule of Fees came into force on 1 January 2025. The 2024 report had put 625 new cases and USD 11.86 billion (SGD 16.12 billion). Do not convert USD 14.53 billion into associate headcount. The hiring read is narrower: international arbitration, construction, energy and trade at QFLPs and at Singapore law practices with arbitration desks, plus Singapore International Commercial Court-registered foreign lawyers. Tribunal-secretary and junior-document seats are the ones official 2026 AI remarks are most likely to compress. No page publishes a 2026 headcount cut.
Equities work reopened after a drought. PwC Equity Capital Markets Watch 2024 put SGX at four IPOs, US$0.03 billion, all Catalist, no Mainboard. MAS, on 19 November 2025, said IPOs had gained pace, raising over S$2 billion year-to-date, with average daily turnover in 3Q 2025 at S$1.53 billion. The Straits Times, on 30 December 2025, put SGX at 16 listings in 2025 and total deal value about US$2.5 billion, the highest since 2019. The Securities and Futures (Amendment) Act 2026 came into force on 29 June 2026, creating the dual-listing board framework. Hiring consequence: ECM, funds and REIT solicitor-seat associates at Singapore law practices and QFLPs, and in-house legal at Singapore-based fund-management companies that win EQDP capital. MAS announced the S$5 billion EQDP on 21 February 2025; by the later phase S$3.95 billion of that S$5 billion had been allocated.
LSEG Deals Intelligence, via The Straits Times on 6 January 2026, put Singapore investment-banking fees at US$864.6 million in 2025, up 28.9 percent and the highest since 2021. Completed-M&A advisory was US$265.1 million (up 55.3 percent); equity-capital-markets underwriting US$210.9 million; debt-capital-markets US$155.2 million, a record. Announced M&A involving Singapore was US$70.4 billion, down 9.1 percent, with deal count down 22.1 percent to a 10-year low. Fee growth with fewer deals is a senior-associate story, not an NQ factory. The general counsel hiring a 4PQE M&A or ECM lawyer is shopping that flow. The general counsel hiring a first-year off GES is not.
MAS Singapore Asset Management Survey 2025 put AUM at S$6.7 trillion as at 31 December 2025, up 10 percent, with 76 percent sourced outside Singapore. Licensed fund-management companies rose to 1,320. Variable capital companies rose to 1,406, with 3,443 sub-funds. Private-equity and venture-capital AUM sat at S$795 billion. The 2024 survey had put AUM at S$6.07 trillion, 1,298 licensed FMCs and 1,200 VCCs. MAS IID 04/2025, published 26 June 2025, set supervisory expectations on VCC governance after a 2024 thematic review. FDD Cir 05/2026, 31 July 2026, confirmed family-office schemes will be reviewed before they expire on 31 December 2029. Funds, tax and finance-regulatory associates, and in-house legal at family offices and fund managers, are the seats those circulars actually move.
Two 2026 court and employment events sit next to those capital flows. Supreme Court Registrar’s Circular No. 2 of 2026, dated 16 March 2026, established a Digital Economy list of the General Division of the High Court with immediate effect, covering artificial intelligence, digitally stored data, digital assets, DLT, e-commerce platforms and smart contracts. That is a Singapore-law court seat. QFLPs still cannot take domestic litigation; the general counsel who needs this work hires a Singapore law practice advocate or an in-house disputes counsel who then instructs. The Workplace Fairness Act 2025 comes into force in 2027 for employers with 25 or more staff. 2026 hiring on that statute is preparatory — policies, training, grievance channels — not a 2026 pay-table rewrite.
Retention, not expansion, is the stated 2026–2027 policy on junior seats. The Law Society–Anthro Insights study, released 22 June 2026, took 855 survey responses and 31 interviews over four years and found lawyers leave firms primarily because of workplace culture and leave the profession because of mental well-being; compensation, firm size or seniority had a significantly weaker influence once culture was accounted for. The Straits Times, on 12 January 2026, reported surveys of newly minted lawyers in 2024 and 2025: around 60 percent said they were likely to leave legal practice in the next five years. That is a survey of new lawyers, not the whole Bar. Minister for Law Edwin Tong, on 7 July 2026, said attrition from practice had remained stable over the last decade. Shanmugam’s July 2026 speech put about 60 percent remaining in practice after five years (2015–2024) and about 40 percent after a decade, with Singapore lawyers in practice up 26 percent from 2015 to 2024. The education report’s older cut: most who leave practice or go in-house do so between years 3 and 6. The MOM in-house median is the cell some of that cohort moves into. It is not a reason to mark up 2026 associate bands.
How a general counsel should run a 2026 Singapore associate hire
Run the hire against the table that exists: a 2024 in-house median the market still quotes, a 2026 local-firm floor, a graduate median, and a QFLP SGD lockstep that is not public.
Four of 9 newly-qualified or first-year files over an 18-month window stalled past twelve weeks because the buyer budgeted against the MOM in-house monthly median while the candidate was sitting on a top-local-firm first-year band above S$100,000 a year. Those nine sit inside the 23. That is the finding that does not flatter the desk. We can price a published MOM cell and a ministerial floor. We cannot manufacture a QFLP SGD lockstep no firm has printed. A 2024 in-house median is not a 2026 associate offer.
Of the 8 firm-side files in the same 23, 3 needed a second shortlist after the first-choice newly qualified used the 10-working-day offer window to shop a US-payroll rumor this page will not print. Sartori’s Singapore associate counter-offer incidence is 37 percent; that rate is a defense cost, not a compliment. The 10-day window is short enough that a candidate who wants to shop an unpublished QFLP number can do it inside the process. Budget that.
Google Ads Keyword Planner, measured 11 September 2026 across four countries, put 60 monthly searches on the string this page owns. That is demand for the dated number, not a reason to invent a lockstep. Sartori & Partners maps nearly 1.5 million lawyer profiles globally, with quarterly market surveys running since 2019. The Singapore associate findings here — the 23 closed searches, the 37 percent counter-offer rate, the 10-day window, the 15 company-side files, the four stalled newly-qualified files — come from that program.
- 01 · Which product? Write in-house MOM-cell match, top-local first-year, 3-to-5 PQE raid, or QFLP foreign-law seat as separate briefs. If you cannot say which, you are not ready to open a search.
- 02 · Which print? Price against the dated cell that matches the seat, not against the 2024 in-house median pasted onto every requisition. If the board will only fund S$17,972 a month for a top-local first-year, you are not matching this table.
- 03 · Which desk? Name the file: funds, banking, ECM, M&A, arbitration, projects, in-house generalist. A generic Singapore commercial lawyer produces a shortlist for a job you do not have.
- → All three answered? Then run the search on the 6-to-12-week clock, budget a 37 percent counter-offer, and put the unpublished QFLP SGD question in the first screening call rather than the fourth.
- Write the seat before the cash. In-house, Singapore law practice, or QFLP foreign-law. MinLaw’s alternatives page is the credential split; the MOM cell only prices the first of those three.
- Pull the dated table, not a rumor. Straits Times 25 August 2025 is the in-house monthly. Shanmugam 26 July 2026 is the top-local first-year floor. GES 2024 is the graduate median. Do not mix them.
- Ask what the candidate actually earns. QFLP and US-firm Singapore newly-qualified cash is not public. A candidate who will not say current SGD is not ready to be matched in-house.
- Budget the 10-day window. Counter-offer incidence on this desk is 37 percent. Cleared-in-principle candidates shop inside it.
- Treat US payroll as a different product. US$235,000 is a US scale. It is not a Singapore package, and it is not an in-house counsel band.
The company-side route sits on our in-house counsel recruiting practice; the firm-side newly-qualified and 1–5 PQE work sits on associate recruiting. The market landscape this salary table does not restate sits on our Singapore legal market 2026 page. What a chief legal officer costs on the company side sits on our in-house counsel salary 2026 benchmark. The US lockstep this table did not join is on our 2026 BigLaw associate salary scale. Companies building a legal function from nothing rather than adding a seat should start with the first general counsel guide instead.
Questions from both sides of the 2026 table
What is lawyer salary Singapore in 2026?
There is no single 2026 number: the figure still quoted is the June 2024 MOM in-house median of S$17,972 a month. The Straits Times reprinted that cell on 25 August 2025. It is an all-seniority, bonus-excluded, private-sector in-house median, not 2026 associate cash. The associate a general counsel actually hires sits on a different ladder: GES 2024 Law medians of S$7,000 a month, a top-local first-year floor of more than S$100,000 a year (Shanmugam, 26 July 2026), and no Singapore-office SGD lockstep for QFLP or US firms.
What is in house counsel salary Singapore on the official table?
MOM's Occupational Wage Survey 2024 put in-house legal counsel at a median gross monthly S$17,972, as The Straits Times reported on 25 August 2025. Annualized, still excluding bonuses, that is S$215,664, or US$167,949 at the MAS 31 December 2025 print of 1.2841. The cell covers private-sector firms with at least 25 employees and excludes judiciary, ministries and statutory boards. Coordinating Minister K. Shanmugam, reported on 26 July 2026, put the in-house stock at about 4,800, a one-third increase since 2015.
What does a first-year at a top local Singapore firm earn in 2026?
More than S$100,000 a year, according to Coordinating Minister K. Shanmugam on 26 July 2026. That is a floor, not a midpoint. Junior partners after six to eight years can make about S$200,000 to S$300,000 a year. Under the old six-month training regime, The Business Times on 15 January 2025 put Big Four newly qualified monthly cash at about S$6,800 to S$7,000; firms declined to disclose the post-January 2025 quantum.
What do NUS and SMU Law graduates earn after training?
Both NUS Law and SMU Law Class of 2023 recorded a gross monthly median of S$7,000 in the 2024 Graduate Employment Survey. That is about 39 percent of the Straits Times MOM in-house monthly median. SMU GES 2025 prints N.A. for Law because the practice-training period lengthened to 12 months, so Class of 2024 Law will be surveyed in JAUGES 2026.
How long does a Singapore associate search take?
Typically 6 to 12 weeks on Sartori's Singapore associate line, with a median 10 working days from offer to acceptance and a 93 percent completion rate across 23 closed searches over three years. Files that budget the 2024 MOM in-house median against a top-local first-year floor above S$100,000 run long.
Do US-firm Singapore offices pay the 2026 US associate scale?
No Singapore office page publishes the 2026 US first-year base of US$225,000 or US$235,000 as an SGD lockstep. Latham's careers table headed US Payroll still listed Class of 2026 at US$225,000 when accessed. Biglaw Investor's 2026 market scale is US$235,000 for a first-year. Those are US payroll figures. Converting them at 1.2841 into Singapore dollars does not make them a Singapore announcement.
MOM tables, ministerial bands and the Singapore research program
In-house medians come from MOM via The Straits Times. Graduate medians come from NUS and SMU GES 2024. Local-firm bands come from the July 2026 Shanmugam speech. USD conversions use the MAS 31 December 2025 print. Sartori figures come from the Singapore associate research program.

MOM S$17,972 is a June 2024 median gross monthly wage for in-house legal counsel, bonuses excluded, private-sector firms with at least 25 employees. Vulcan Post reprinted the same survey at S$17,939; this page uses the Straits Times cell as the quoted figure and does not average them. USD lines are conversions at MAS USD/SGD 1.2841 on 31 December 2025, not MOM-published USD wages. GES figures are Class of 2023 Law, bonus-excluded. Shanmugam bands are 2026 ministerial floors and ranges for top local firms, not locksteps. US$225,000 and US$235,000 are US payroll. QFLP SGD newly-qualified packages, 2025 MOM in-house medians, Law Society 31 August 2025 practitioner totals and IRAS net-pay cells were not read as usable figures and are omitted.
Our own numbers — the interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page.
