Lawyer Salary in West Virginia 2026
Huntington's May 2025 lawyer median is $98,070. A hire that still closes this year closes against the $235,000 national first-year lockstep, not with it — and matching Pittsburgh cash is a 36 percent step-up the work does not require.
Three numbers, one 2026 window.
The 2026 lawyer salary West Virginia window is three numbers, not one: a Huntington median of $98,070, a Pittsburgh median of $133,040, and a national first-year lockstep of $235,000. Across 1,675 structured interviews with New York partners and counsel, the regional seats that still closed were the ones priced on the first number.
Huntington-Ashland lawyers posted a May 2025 median of $98,070 on the Bureau of Labor Statistics Occupational Employment and Wage Statistics table published through O*NET. A 2026 hire that still closes in Cabell County is this number, not lockstep. O*NET / BLS OEWS ↗
Four paychecks, one 2026 decision. The Huntington median is the close; Pittsburgh is the temptation; lockstep is the error. The dated table sits below.

For the general counsel, chief legal officer or head of legal who has to put a lawyer on a West Virginia payroll, those four figures are the frame, not the offer. A shrinking resident-active bar and a wage-and-salary cell that covers only covered establishments mean the 2026 hire is a replacement seat, not a growth seat. Housing-rent parity at the bottom of the national table is why a Pittsburgh print looks generous on a spreadsheet and sloppy in the department. The circuit-judge number is the public ceiling a candidate can actually see. None of the four is the Cravath scale.
The Bureau of Labor Statistics Occupational Outlook Handbook, last modified 27 August 2026, puts May 2025 industry medians for lawyers at $178,380 in the federal government, $157,870 in legal services, $131,390 in local government and $115,330 in state government. A Huntington AUSA is a federal table, not a lockstep table. A Charleston Assistant Attorney General is a state table that already sits inside the statewide 25th-to-75th. Legal services, which the Handbook says still employs 52 percent of U.S. lawyers, is the regional-firm stack in this state, and it prices at the Occupational Employment and Wage Statistics cell rather than at the federal median. The Handbook's 2025 employment count of 863,700 lawyers nationally, projected to 904,300 in 2035, is the growth story of other markets. West Virginia's resident-active count moved the other way.

Open on the May 2025 Occupational Employment and Wage Statistics cell, not on a national rumor. Wage-and-salary lawyers in covered establishments; the self-employed residual sits outside this table.
Huntington-Ashland, West Virginia-Kentucky-Ohio, posted a May 2025 lawyer median of $98,070 in the Bureau of Labor Statistics Occupational Employment and Wage Statistics table published through O*NET, with a 25th percentile of $73,170 and a 75th of $136,870. A first-year or early-career seat that closes at or below the 25th is still a close against lockstep. A senior insurance-defense or energy-litigation seat that prints the 75th is already past Pittsburgh's 25th of $84,610 in the Pennsylvania Department of Labor and Industry May 2025 occupational-wage table, and still nowhere near Pittsburgh's 75th of $203,840.
The Huntington band did not move in a material way across two Occupational Employment and Wage Statistics vintages. The May 2023 Huntington-Ashland HTML table, last modified 3 April 2024, recorded 340 lawyers, an annual mean of $112,860, and a median hourly wage of $47.35 — which annualizes at 2,080 hours to about $98,488, within $500 of the May 2025 median. The 2025 Huntington employment count is not in the HTML table that is still published, and it is omitted here rather than guessed.
Wheeling is the in-state seat that already prices closer to Pittsburgh than to Huntington: a May 2025 median of $124,990 and a 75th of $162,270 on the same O*NET table. Morgantown is the only in-state metro whose 75th, at $163,090, clears $160,000. Beckley sits at $87,930. Charleston, despite a lawyer location quotient of 1.68 in the American Bar Association Profile of the Legal Profession 2023 cut and a legal-occupation share of 1.6 percent of local employment in the Bureau of Labor Statistics Charleston May 2025 news release of 10 July 2026, posts a lawyer median of only $101,150 — three percent above Huntington. Concentration of legal jobs is not a pay premium. The Huntington 10th percentile is $57,960; Charleston's 10th is $67,170. Those floors are the appointed-counsel end of the 2026 window, not a company offer. The sortable table below carries the remaining metros — Parkersburg, Weirton, the two nonmetropolitan areas, Hagerstown-Martinsburg — on the same May 2025 vintage.

Statewide 10th percentile $64,950; 90th $206,370. Mean annual pay of $123,210 sits about 20 percent above the median because of the long right tail — AmericaByNumbers, refreshing the same May 2025 Occupational Employment and Wage Statistics cell on 19 May 2026, with percentiles verified on O*NET. United States median on the same vintage: $159,670, Bureau of Labor Statistics Occupational Outlook Handbook, last modified 27 August 2026.
Huntington 25th, May 2025
A first-year or early-career seat that closes at or below this number is still a close against lockstep.
O*NET / BLS OEWS May 2025 ↗NALP's Class of 2025 Selected Findings, published 5 August 2026 with statuses as of 16 March 2026, put the national median for employed graduates reporting salary at $100,000. Half of the 22,715 reported full-time salaries sat between $60,000 and $100,000; $225,000 — the 2025 lockstep floor, before the June 2026 raise to $235,000 — accounted for 21.5 percent of all reported salaries. Small firms of 1–10 lawyers posted a median entry-level of $84,000. Huntington's May 2025 median sits on the left-hand mode NALP actually measures, not on the lockstep peak. A West Virginia University College of Law graduate who stays in-state is landing there: LawHub recorded 91 graduates in 2025, with 57.1 percent employed in West Virginia and 5.5 percent in Big Law.
A Huntington hire that closes at $90,000 to $110,000 is closing against lockstep, not competing with it.
The company that pays the figure, and the lawyer who earns it.
Three buyer stacks, not one. The Huntington seat is real. The economic center of gravity for who writes the check is still Kanawha County plus the two federal districts.
Regional firms
Energy, insurance defense, workers' compensation and healthcare regulatory platforms that staff Huntington as a coverage office of Charleston. The cash is the OEWS band, not lockstep.
In-house desks
Utilities, health systems and a thin 2026-28 data-center project layer. The general counsel who pays the figure sits more often in Kanawha County than in Cabell.
Public seats
Assistant U.S. attorneys, Attorney General deputies, Public Service Commission staff counsel, and a statutory bench. These close on a GS or code table, which is why they still close in 2026.
Steptoe & Johnson PLLC lists a Huntington office alongside Charleston, Morgantown, Wheeling, Bridgeport and Martinsburg, and states “over 500 lawyers and other professionals in 18 offices” across seven states, with Pittsburgh and Southpointe already on the same letterhead. Bowles Rice LLP, Charleston-led, publishes “Attorneys: 100+” and a Southpointe, Pennsylvania office. Jackson Kelly PLLC has called Charleston home since 1822 and keeps a Pittsburgh office at 501 Grant Street. A “match Pittsburgh cash” conversation at any of those platforms is an internal compensation problem, not a cross-market fantasy. None of the public pages posts a $235,000 first-year base on a Huntington seat.
The in-house buyer is thinner and more Charleston-facing. Appalachian Power, an American Electric Power operating company, headquarters in Charleston, serves about 1.1 million customers across Tennessee, Virginia and West Virginia, with 8,750 MW of generating capacity. FirstEnergy, whose About Us page was last modified 24 April 2026, serves more than 6 million customers across six states and still controls 3,599 MW of regulated generation in West Virginia and Virginia. The legal seat is typically an Akron reporting line plus a Charleston regulatory layer. WVU Medicine anchors the academic health-system buyer in Morgantown. There is no published West Virginia in-house general-counsel compensation survey in the sources for this page; the band is omitted rather than invented. In house counsel salary Huntington, on the evidence that does exist, is the OEWS lawyer cell applied to a utility, hospital or agency desk.
The Bureau of Labor Statistics Charleston news release of 10 July 2026 put the legal-occupation mean hourly wage at $45.80 against $58.78 in the same-day Pittsburgh release and $67.07 nationally. That 28 percent Charleston-to-Pittsburgh gap on the whole legal major group is the in-house version of the lawyer-median step-up: the utility and hospital desks sit in the cheaper market, and they know it. West Virginia University College of Law reported an 86.8 percent employment rate for the Class of 2025 and an 88 percent ultimate bar-passage rate. The pipeline that fills these desks is local. Flaherty Sensabaugh Bonasso PLLC in Charleston still markets healthcare regulatory work and insurance defense — the 25th-to-75th product, not a lockstep product.
The public Huntington hire that still closes in 2026 is a GS-scale Assistant U.S. Attorney. The U.S. Attorney's Office for the Southern District of West Virginia lists a Huntington number alongside Charleston and Beckley; the 2026 docket mix is fentanyl, firearms, wire fraud and child exploitation, not a white-shoe book. The Northern District lists Wheeling, Clarksburg, Elkins and Martinsburg — Wheeling being the Pittsburgh-adjacent federal seat on the same OEWS table that already prices above Huntington. U.S. Courts Judicial Business 2025, for the twelve months ending 30 September 2025, recorded 821 civil filings in the Southern District and 653 in the Northern District, against 303,563 civil filings nationally. NALP's Class of 2025 Selected Findings recorded a 37 percent year-over-year drop in federal employment of that class after the January 2025 hiring freeze — the pipeline thinned; the docket did not. The Attorney General's salary has been indexed to Office of Personnel Management General Schedule Grade 15, Step 4 from calendar 2025, and frozen for the four-year term, under W.Va. Code §6-7-2. Kanawha County held 96,300 jobs in March 2026, 13.9 percent of statewide covered employment, in the same Quarterly Census of Employment and Wages release that put Cabell at 51,185. The company that pays the 2026 figure is more likely to sit in the larger county.
Coverage officeThe check is written here
- Huntington desk A real office and a real docket: insurance defense, federal criminal, hospital counsel, satellite energy litigation. The cash is the local Occupational Employment and Wage Statistics band.
- Charleston platform Firm headquarters, Appalachian Power, the Attorney General, the Public Service Commission, the Southern District main office. Most 2026 offers that land in Cabell are priced on this platform.
- The lockstep error Opening the brief on a New York first-year print. The work does not change. The rest of the department's bands do.
A general counsel, chief legal officer or head of legal pricing a 2026 West Virginia seat should start from the Huntington median, not from the national associate scale.
- Price the docket, not the rumor. Energy-regulatory, workers' compensation, insurance defense and appointed child-welfare work are what is actually moving; none of them print a $235,000 first-year.
- Staff Cabell from Kanawha. Huntington's 2023 lawyer location quotient was 0.55 against Charleston's capital concentration. Coverage is cheaper than a second platform.
- Do not gold-plate the offer. A Pittsburgh-cash match in Cabell is a retention tax on every other counsel in the department. The uncomfortable read from our own files is in the closing section.
A West Virginia lawyer reading the 2026 number should compare it to Huntington rents and to the left-hand NALP mode, not to a first-year lockstep print they will not be paid.
- Stay-in-state is the modal outcome. LawHub put most of the 2025 West Virginia University College of Law class in-state, not in Big Law. The local median is the honest comparable.
- Wheeling is the in-state step. Reciprocity already lets a Pennsylvania-barred lawyer sit without a new Uniform Bar Examination. The panhandle is not a New York scale.
- Public cash is a ceiling. The 2025 Judicial Compensation Commission table is the published alternative to the Huntington 75th.
When matching Pittsburgh cash is not worth it.
The 36 percent median step-up is real. The licensing barrier is not. The housing basket on the other side of the step-up is almost two to one.
Matching Pittsburgh cash in Huntington is a 36 percent step-up on the median: $133,040 against $98,070, both May 2025 Occupational Employment and Wage Statistics cells. Huntington's 90th of $192,340, on the O*NET May 2025 table, still sits below Pittsburgh's 75th of $203,840 in the Pennsylvania Department of Labor and Industry May 2025 occupational-wage table. A company that matches that Pittsburgh 75th in Cabell County has just printed a number above Huntington's 90th.
Matching Pittsburgh cash in Cabell County is a real-income overpay on housing of nearly two to one. The Bureau of Economic Analysis, in its 2024-vintage Regional Price Parities released 19 February 2026, put West Virginia's housing-rent parity at 54.2 against a U.S. index of 100 — the lowest of the states. Cabell's all-occupation average weekly wage in the Bureau of Labor Statistics Quarterly Census of Employment and Wages for the first quarter of 2026, released 4 September 2026, was $1,143. A Huntington lawyer median of $98,070 is about $1,886 a week, 65 percent above that county floor.
The bar is not the reason to pay the step-up. The National Conference of Bar Examiners jurisdiction page for West Virginia, updated 2026, sets a Legacy Uniform Bar Examination minimum of 270, a NextGen minimum of 620 first accepted in July 2026, and an MPRE of 80. The last Legacy examination in the state is February 2027; the first West Virginia NextGen administration is July 2027. Admission on motion requires five of the past seven years' active practice. The West Virginia Judiciary reciprocity list includes Pennsylvania, Ohio, Kentucky, Virginia, New York and the District of Columbia. A Pittsburgh-barred lawyer can sit in Huntington without retaking the exam. Firms that already have Pittsburgh offices can staff Cabell from the Pennsylvania office without a new license. Paying Pittsburgh cash is a choice. The 2026-27 NextGen conversion is a character-and-fitness load at the Board of Law Examiners, not a compensation event.
Across the same 1,675-interview cohort, 61 of 174 New York associates who had considered a move to a smaller market over a 24-month window told Sartori they would not take a 20 percent-plus pay cut even when housing costs fell by half. That is why a Pittsburgh-cash match in Huntington still fails to recruit the lockstep associate, and why the 2026 hire that closes is a local or Pittsburgh-adjacent lawyer, not a lockstep refugee. The National Conference of Bar Examiners gate that does bind a 2026 Huntington hire is character-and-fitness plus, for federal seats, Department of Justice hiring. The gate that does not bind a Pittsburgh match is licensure.
Matching Pittsburgh cash in Cabell County is a real-income overpay on housing of nearly two to one.
The work that prices the 2026 window — and the work that does not.
Four dated shifts are pulling 2026 hiring. None of them print a $235,000 associate market in Huntington.
HB2014, the Power Generation and Consumption Act, signed 30 April 2025, created a High Impact Data Center Program inside the Division of Economic Development under W.Va. Code §5B-2-21a. The Governor's office, on 11 August 2026, published a Responsible Data Center Development Plan that starts from zero active hyperscale facilities and requires developers to bring their own energy. Certified-project work sits in Berkeley, Putnam and Mason Counties. That is 2026–28 project counsel, Public Service Commission special-contract work and air and water permitting — a Charleston and host-county pulse, not a Huntington lockstep class.
The Intermediate Court of Appeals, open since 1 July 2022 under W.Va. Code §51-11-3, has converted workers' compensation and family appeals into a standing three-judge docket. Judges need ten years of West Virginia practice. The Office of the Clerk's 2024–2025 Quick Reference Statistics, posted February 2026, recorded 503 new appeals by right in 2025, of which 133 were workers' compensation and 136 were family, with 377 merits decisions and a 112 percent clearance rate. The court does not take criminal, juvenile, child-abuse-and-neglect or domestic-violence appeals; those stay on the circuit and Supreme track. The court that is growing is not the court that is short of appointed counsel. Junior-to-mid appellate associates in Charleston, and workers' compensation specialists in Morgantown, are the private-bar consequence. They do not price at Pittsburgh's 75th.
Appalachian Power's 2024–26 rate cycle is the utility-regulatory desk that keeps Charleston busy while Huntington cash stays on the Occupational Employment and Wage Statistics median. Case No. 24-0854-E-42T opened on 1 November 2024 at about $250.5 million; the Public Service Commission, on 28 August 2025, authorized $76.1 million. West Virginia Watch, on 2 September 2025, put at least 5,081 protest letters on the original request. A securitization financing order on 31 March 2026 approved $2.6 billion in bonds. An inflation-based adjustment of about $40.1 million a year, reported by MetroNews on 13 May 2026, carries a stay-out until after June 2027. Public Service Commission final orders go to the Supreme Court of Appeals, not to the Intermediate Court of Appeals — confirmed when the Intermediate Court dismissed the inflation-adjustment appeal in May 2026 for lack of jurisdiction, and the matter went to the Supreme Court. That jurisdictional fact keeps senior administrative-appellate work in Charleston. The 2024 Intermediate Court docket, at 519 new appeals and 102 percent clearance, shows the workers' compensation and family volume was already a standing desk, not a one-year spike.
Opioid-settlement administration is a multi-year public load, not a 2026 raise. The Attorney General, on 16 June 2025, announced West Virginia would receive as much as $53 million from the Purdue Pharma and Sackler settlement on a nine-year schedule, taking cumulative opioid recoveries above $1 billion. The Energy Information Administration's West Virginia Electricity Profile 2024, released 10 November 2025, still has coal as the primary energy source at 50.6 TWh of generation. That stack feeds Public Service Commission rate cases and plant dockets. It does not move the Huntington median, which was flat from May 2023 to May 2025.
The shortage that is actually biting is appointed work in desert counties, not Huntington cash competition. The West Virginia Record, on 17 August 2026, summarizing a state commission report, put 46 of 55 counties below one attorney per 1,000 residents, with Calhoun County at zero; about 248 active in-state attorneys leave practice each year against about 203 new admissions; child-abuse-and-neglect cases were up 36.63 percent; about 25 percent of current private-practice attorneys planned to retire within five years; and only 32 percent accepted court-appointed assignments. The American Bar Association 2025 National Lawyer Population Survey recorded the resident-active count falling from 4,600 to 4,390. The Association's 2024 demographics chapter put West Virginia at 2.60 lawyers per 1,000 residents against 3.81 across U.S. states. Covered employment in the Quarterly Census of Employment and Wages stood at 693,300 in March 2026, down 0.4 percent year over year. The buyer pool is not growing. Lockstep cash is not the clearing price of a replacement seat in a shrinking base. Appointed child-welfare work is the demand that is growing, and it does not print Pittsburgh cash.
Work that is growingWork that prints lockstep
- Siting and rate cases Data-center certification, Public Service Commission special contracts, generation dockets. Mid-to-senior energy and regulatory, Charleston and host counties, 2025 to 2028.
- Volume appellate and appointed Workers' compensation and family at the Intermediate Court of Appeals; child-welfare appointed work on the circuit track. Junior-to-mid, statewide, and it does not pay Pittsburgh's 75th.
- Lockstep corporate Not a local product. The 2026 first-year print lives on a different letterhead, in a different city, for a different graduate.
How a 2026 Huntington hire actually closes.
We have worked the associate search line from New York for more than ten years, for companies and regional platforms that have to put a lawyer on a smaller-market payroll. Over the trailing three years we closed 33 associate searches at a 94 percent completion rate, on a typical timeline of 6 to 12 weeks.
Of those 33 closed files, 9 were for companies or regional platforms that opened the brief on lockstep cash and then closed at least 35 percent below it. Seven of those nine still required a second compensation brief after the first one opened on the national first-year print. That is not a flattering number. It is the number that makes the rest of this page believable: our own clients arrive with the wrong comparator, and the market answers with the Huntington median.
Across 94 of 218 in-house hiring managers at industrial, utility and energy companies inside the New York interview cohort, over a 24-month window, the national first-year lockstep was still used as a “market check” when pricing a regional counsel seat they had no intention of paying. Sartori's quarterly survey since 2019, in the 2026 second-quarter wave, recorded the same habit from the finance side: 41 percent of 190 in-house respondents at companies outside lockstep cities said finance had asked them to match a national associate print they had no plan to pay. The comparator is sticky. The docket is not.
Counter-offer incidence across the 33 closed searches was 37 percent. On the 9 regional and in-house industrial files, counters arrived on 4 of 9 — the local incumbent matching the regional number, not lockstep. Median offer-to-acceptance on the associate line is 11 working days. The clock is not the problem. The first number on the brief is.
Two anonymized composites, described by category only. A private-equity-backed industrial with Appalachian plants asked the desk to price a coverage-counsel seat against Pittsburgh cash. The first brief assumed a $130,000 floor. The general counsel closed it at $108,000 in nine weeks after seeing the Huntington 75th, and told us a Pittsburgh match would have reset every counsel band in the department. A regulated Mid-Atlantic utility legal department priced a junior regulatory counsel against the statewide 75th rather than against the Pittsburgh office of its outside firm; the head of legal put the same point in operational terms: the Charleston docket does not get more sophisticated because the offer letter does.
Pennsylvania's Pittsburgh occupational-wage table also prints an entry annual of $76,300 and an experienced annual of $200,860 for lawyers in May 2025. Huntington's 25th of $73,170 sits on that entry number. The floors are cousins. The experienced print is the 75th-and-above problem: it is where a Cabell match stops being a close and starts being a department-wide reset. The 2026 company that still fills the seat is the one that can tell those two numbers apart before the first shortlist goes out. The offer that signs on the local table is the one that still closes.
| Window | The 2026 number | Who it is for | When it is rational |
|---|---|---|---|
| Huntington close | $98,070 median | The company staffing Cabell; the lawyer staying in-state | Replacement seats, insurance defense, AUSA, hospital counsel, satellite energy |
| Pittsburgh match | $133,040 median | A general counsel tempted by Allegheny cash | Almost never in Cabell; Wheeling is the in-state step if the docket is already panhandle |
| National lockstep | $235,000 first-year | A brief that opened on the wrong city | Never, on the evidence on this page, for a 2026 Huntington hire |

Occupational Employment and Wage Statistics cells measure wage-and-salary lawyers in covered establishments for May 2025. Statutory figures are the pay of the office, not a private-practice survey. Mandate counts are closed associate searches on the New York desk over three years. Interview reads are the single New York cohort. Mapping coverage is a separate density figure and is not an interview rate.
Sartori maps roughly 67,000 lawyers in New York as a coverage file. Quarterly market surveys have run since 2019 against a global mapping of nearly 1.5 million lawyer profiles. Those are density and program facts. They are not a West Virginia headcount, and they are not a second interview cohort. Compensation data on this page is general information, not financial, career or legal advice. Actual pay varies by employer, docket, seniority and whether the seat is public, in-house or firm-side.

What is the lawyer salary West Virginia figure for 2026?
The statewide median is $102,420 and Huntington's is $98,070, both from Bureau of Labor Statistics Occupational Employment and Wage Statistics for May 2025, published through O*NET. Those are wage-and-salary medians for SOC 23-1011 in covered establishments; they exclude self-employed lawyers and unincorporated partners. A 2026 hire that still closes in Cabell County is the one priced on that Huntington median, not on the $235,000 national first-year lockstep that took effect 1 July 2026.
What does lawyer salary Huntington look like against Pittsburgh?
Huntington's May 2025 median of $98,070 is 74 percent of Pittsburgh's $133,040. Huntington's 90th of $192,340 still sits below Pittsburgh's 75th of $203,840. Matching the Pittsburgh median in Cabell County is a 36 percent cash step-up. West Virginia's housing-rent regional price parity, in the Bureau of Economic Analysis 2024 vintage released 19 February 2026, is 54.2 against a U.S. index of 100 — so the step-up buys a housing basket the local work does not require.
Should a company match Pittsburgh cash to hire in Cabell County?
Almost never: matching Pittsburgh's $133,040 median in Cabell County is a 36 percent step-up the work does not require. Pennsylvania reciprocity already lets a Pittsburgh-barred lawyer with five of the past seven years' active practice sit in Huntington without retaking the Uniform Bar Examination, so the match is a compensation choice, not a licensing one. A general counsel who prints Pittsburgh cash in Cabell resets every counsel band in the department for a docket that prices at the Huntington 75th of $136,870.
What does in house counsel salary Huntington actually track?
It tracks the Occupational Employment and Wage Statistics lawyer band: Huntington's May 2025 25th-to-75th of $73,170 to $136,870. No published West Virginia general-counsel survey exists in the sources for this page, so no in-house premium is invented here. Utility regulatory counsel, hospital employment counsel and Assistant U.S. Attorney seats close inside that band. The company that pays the 2026 figure is more often a Charleston headquarters staffing Cabell as coverage.
Does the national lockstep apply to attorney salary Huntington in 2026?
No. The 2026 market first-year base of $235,000, effective 1 July 2026 on the scale tracked by Biglaw Investor, is the wrong comparator. Huntington's 90th-percentile lawyer at $192,340 still sits below that first-year floor. NALP's Class of 2025 Selected Findings, published 5 August 2026, put the national new-graduate median at $100,000 — which is where a West Virginia Law graduate who stays in-state actually lands.
How long does a 2026 Huntington legal hire take, and what does Sartori's desk actually close?
Typical timeline is 6 to 12 weeks, with a median of 11 working days from offer to signature, across 33 closed New York associate searches. Completion on that desk is 94 percent over the trailing three years. Of those 33 files, nine opened on lockstep cash for a regional or in-house industrial seat and then closed at least 35 percent below it. The Huntington hire that still closes in 2026 is that second number.
