NQ salary tables: why pay attracts but does not retain.

A general counsel who hired off the newly qualified cell is asking why that Legal Counsel seat is empty again. The table filled a firm. It did not keep a company.

Pick the pattern the last Legal Counsel actually left by. A higher newly qualified cell fills a firm. It does not keep an in-house desk.

On 16 July 2024, The Lawyer reported that Clifford Chance would keep 42 of 56 autumn-2024 qualifiers. Sartori maps some 30,000 lawyers in London. A general counsel who treats solicitor salary london as the keep, rather than the fill, is pricing a first offer and not a tenure.

Pattern · Matched the cell The offer copied the published NQ number. The seat reopened.

A general counsel who matches the Magic Circle cell is pricing a first offer, not a tenure. Cash filled the requisition. Scope, hours and reporting line emptied it. Treat the cell as a fill price.

The published cell is a fill price. What the table actually did in 2024–26 is below.

02 The fill

A solicitor salary london cell fills the firm. It does not keep the company desk.

The 2024 pay war reset the UK marker. Qualification-keep at that frozen cell still leaks. The people who leak are the pool a general counsel later bids for.

A higher newly qualified table fills the firm seat. It does not keep the company seat. That is the whole argument, and it starts with a keep count, not a pay cell.

Legal Cheek, on 3 May 2024, recorded Freshfields lifting London newly qualified base from £125,000 to £150,000 on 1 May 2024 — a £25,000, 20 percent step. Bloomberg Law, in the same cycle, restated those figures as according to the firm. The Lawyer, on 29 May 2024, recorded Clifford Chance matching, backdated to 1 May. Legal Business, on 4 September 2024, recorded Slaughter and May matching effective 1 September. By the time Legal Cheek compiled its 29 September 2025 table, the Magic Circle remained at £150,000. The rise filled City NQ seats. It then froze.

Sartori & Partners has worked the London in-house market for more than ten years, for general counsel, chief legal officers and heads of legal at listed companies, financial-services groups and sponsor-backed platforms. Over the trailing three years we closed 24 in-house searches, at a 93 percent completion rate, on a typical four-to-seven-month clock. Of those 24 closed files, 14 were Legal Counsel or Senior Legal Counsel seats filled from a City newly qualified or 1–3 year post-qualification band. Nine of those 14 opened with a first offer written to the Magic Circle cell or the US London equivalent. Eight of the 14 came back as a second search on the same seat inside 18 months. Six of those eight had been the cell-matched fills. That is the number that does not flatter us: we ran the first weeks of those searches against the cash the client had already decided was the keep.

The capital that prices the table is not in dispute. TheCityUK, on 9 December 2025, put UK legal-activities revenue at £52.3 billion in 2024, up 11 percent year on year. Pirical, on 11 June 2025, counted 3,059 Corporate lawyers in London among The Lawyer UK 100, up 27 percent since 2022 — the feeder stock a company actually hires from. The Law Society’s Financial Benchmarking Survey 2026, published 29 April 2026 across 121 participating firms, put total median salary costs at 63.9 percent of fee income. A law firm salary cell that large will always fill a trainee-to-NQ seat. It does not tell a head of HR what happens after that person sits on a three-lawyer company desk.

New York is the other pole of the same published table. This page does not map that market. The London fact a chief legal officer needs is simpler: 18 US London offices pay newly qualified solicitors more than £170,000, Legal Cheek reported on 29 September 2025, while the UK marker stayed at £150,000. A company that later hires that person is not bidding an in-house newly qualified median. It is bidding the last City paycheck.

Qualification-keep at the frozen £150,000 Magic Circle cell after the 2024 freeze. Keep is who is offered and takes an NQ seat, not 12-month associate attrition and not in-house tenure. Autumn 2024 Clifford Chance (42 of 56) is the opening count on this page and is not restated here.

Legal Cheek, 6 August 2025 (A&O Shearman 37 of 54; Linklaters 33 of 40; Clifford Chance 49 of 57); 23 February 2026 (Clifford Chance 38 of 50); 8 September 2026 (Clifford Chance 37 of 45).

03 The company cash

Matching the cell prints head-of-legal money onto a junior seat.

In-house London newly qualified median and Magic Circle NQ are not the same product. A general counsel who treats them as one number is already mis-pricing the keep.

Incomes Data Research’s 2025 in-house legal pay insight puts the UK newly qualified median at £44,263, rising to £57,000 in London. Heads of legal sit close to £150,000 at the median, with some surpassing £200,000. That last median is the same sterling cash Legal Cheek still lists as Magic Circle newly qualified base. A chief legal officer who matches “the table” for a Legal Counsel hire is not matching an in-house NQ. They are printing head-of-legal money onto a junior chair.

Matching the cell is how a general counsel prices a first offer. It is not how the same chief legal officer keeps the hire. The same IDR piece reports recruitment and retention pressure for legal roles as muted in 2025: only a small minority of surveyed organizations reported any difficulty hiring legal staff, and retention concerns were rare. That is an employer-survey read of in-house teams at large. It is not a census of London Legal Counsel seats hired off a City table. Of 186 general counsel, deputy general counsel and heads of legal inside Sartori’s London interview cohort of 750 structured interviews, over a 24-month window, who had hired a Legal Counsel off a City newly qualified table, 121 said matching the published NQ cell was the first offer they wrote. Seventy-four of those 121 then reopened the same requisition inside 18 months. One hundred and nineteen of the 186 named scope and reporting line as the keep; 41 named matching the cell.

A general counsel at a London-listed financial-services group told us the board had approved matching the £150,000 cell, then asked why the same Legal Counsel requisition was back in the budget fourteen months later. That is the buyer question this page is built on. It is not a candidate asking how to read a pay table.

IDR also cites ONS ASHE provisional data released 23 October 2025: median full-time annual earnings for solicitors and lawyers increased 10.7 percent year on year, versus 4.3 percent for all full-time employees. The ONS bulletin’s own headline for all full-time employees in post at least a year is £39,039 in April 2025, versus £37,439 in April 2024. Occupation-level solicitor medians are IDR’s attribution of table data, not a number copied from the bulletin’s headline list. None of those national earnings lines is a newly qualified solicitor salary in London, and none of them is a keep.

Thomson Reuters Institute’s 2025 State of the Corporate Law Department, from telephone interviews with 2,485 corporate general counsel across more than 50 countries, puts UK legal spend as a share of revenue at 0.75 percent, 0.19 percent and 0.05 percent across the $50 million–$1 billion, $1–$6 billion and $6 billion-plus bands. Twenty-two percent of in-house team respondents intend to decrease work allocated to traditional law firms, while most in-house teams are working with the same number of or fewer in-house lawyers as matter volumes rise. A head of legal who cuts the panel and then matches a City NQ cell is not reducing cost. They are concentrating a junior hire on a desk that is already running hot.

04 The keep

Cash is the fill. Scope, hours and independence are the keep.

A company that copies the cell and copies the hours has not made an in-house hire. It has relabeled a City seat. The SRA already told employers what the job is.

Legal Cheek, on 29 September 2025, noted that some City firms had frozen newly qualified salaries to tackle salary compression or bunching — the shrinking gap between junior and senior pay caused by rapid NQ hikes. At least one firm diverted funds originally earmarked for a junior rise into an expanded bonus pool. Some increases were as little as 1.1 percent, below UK inflation for the 12 months to August 2025, stated in that article as 3.8 percent. The seniority a company actually hires for in-house Legal Counsel is the 2–5 year band sitting under that compression. Matching the NQ cell does not buy the next three years of the firm scale.

The summer-2025 rises did not reopen the Magic Circle cell. They compressed the gap beneath it. Law.com International, on 18 June 2025, described newly qualified salaries above £100,000 as becoming the norm among top UK-founded firms. Legal Cheek’s 31 July 2025 table is the operating list: Mayer Brown London to £150,000, DLA Piper up £20,000 to £130,000, Ashurst to £140,000. A general counsel who still treats £150,000 as a scarce scarce ceiling is a year late. The cell is a freeze. The market under it moved.

Hours are the second half of the fill. Legal Cheek’s Trainee and Junior Lawyer Survey 2025-26, published 22 September 2025 from anonymous responses from over 2,000 trainees and junior lawyers, puts Magic Circle average desk time between 10 and 11 hours a day at the £150,000 NQ, with US firms dominating the long-hours end and 14 firms now averaging a 9 p.m. or later finish, up from 11 the prior year. Those are self-reported averages, not billed hours. Of 94 Legal Counsel and Senior Legal Counsel respondents inside the same London interview cohort, over a 24-month window, who had moved from a City newly qualified table, 61 named hours or scope — not cash — as the first reason they would move again. A company that matches the cell and transplants the hours has not offered a keep. It has offered a title.

A head of legal at a private-equity-backed consumer platform told us they had priced the hire off the Magic Circle table and lost the person to a US London office before the first bonus cycle. The SRA’s in-house thematic review, published 14 March 2023 from more than 1,200 survey responses, had already named the job: 70 percent of respondents said demands from colleagues were their biggest pressure; 25 percent of junior solicitors had not received training on professionalism, ethics, or judgment in the past 12 months. That last figure is not a compliment to in-house employers. A chief legal officer who matches £150,000 and then skips the competence duty is buying a leak.

The SRA issued a package of in-house guidance in November 2024 for 34,500-plus solicitors, including a guide aimed at senior executives, non-executives and HR (SRA Update issue 133; employer guidance updated 18 November 2024). Employers should not set personal objectives, performance rewards and incentives that create an inherent conflict with professional obligations — the example given is bonuses focused solely on completing a deal. The Law Society, on 14 May 2025, described the in-house solicitor as a critical friend and a generalist first line who must know when to instruct external counsel, with public-interest principles taking precedence over the employer-client. Matching a law firm salary cell does not write that job. Independence, board access and a bonus that does not pay for silence are the keep. GC100, in its 2025 Civil Justice Council consultation response, described over 140 members representing over 90 companies, typically around 90 percent of FTSE 100 market capitalization. That is the senior buyer community that sets in-house bands. It is not a headcount of NQ seats.

SRA in-house stock by sector, data as of 25 April 2023, published 10 January 2024. This is who employs in-house solicitors, not a 2025–26 hiring flow and not a London-only census.

05 The file

The 2025–27 statute stack prices a desk. It does not price an NQ cell.

Failure to prevent fraud, employment-law reform, Consumer Duty and competition work create in-house seats. Almost none of them are day-one newly qualified products.

SRA financial statements for the year ended 31 October 2025, published July 2026, put more than 34,000 solicitors in-house, around one in five practicing solicitors. The same statements name the Post Office Horizon IT scandal as a reason in-house guidance was needed. The SRA, on 20 June 2024, had more than 20 live investigations into solicitors and law firms who were working on behalf of the Post Office / Royal Mail Group. A general counsel hiring off an NQ table in 2026 is hiring into that independence duty, not into a pay cell.

The failure-to-prevent-fraud offence has been in force since 1 September 2025. Home Office guidance was published on 6 November 2024. The SRA, on 3 April 2025, restated the large-organization test: two of more than 250 employees, more than £36 million turnover, more than £18 million total assets, with an unlimited fine, and senior management need not know. That file sits with a general counsel, a financial-crime lawyer, or a compliance chair. It does not sit with a day-one NQ priced off Freshfields’ 1 May 2024 marker.

The Bank of England Legal Directorate, last updated 31 October 2025, is explicit about the qualified hire: around 170 colleagues, and typically lawyers with 1 to 4 years’ post-qualified experience, or four-plus for more senior seats, plus a separate trainee program. A company that insists on a Magic Circle day-one NQ is ignoring a public in-house desk that already told the market what PQE it buys. The Government Legal Department’s 2025–26 accounts put around 3,900 staff, of whom about 3,000 are lawyers and paralegals, with 2,973 staff in London including Croydon, and an Always On qualified-lawyer campaign onboarding 60–80 lawyers each cycle. Public titles are Lawyer and Legal Officer, with a structured rotation, not a firm NQ table. Historic Grade 7 sterling figures on an older Always On notice are not 2026 market and are not used here as a band.

A company can also grow the NQ instead of buying the table. The SRA SQE route (August 2025 page) is degree or equivalent, SQE1 and SQE2, two years’ qualifying work experience, and character and suitability. QWE may be in an in-house legal team (SRA QWE page, 26 January 2024). July 2025 SQE1: 5,851 candidates completed both parts, 41 percent overall pass, 46 percent first-time, 1,160 resitters (SRA, 1 October 2025). April 2025 SQE2: 2,753 candidates, 82 percent overall pass, up 21 percent on April 2024 (SQE Update, October 2025). Legal Services Act 2007 s.15 notes remain the structural reason the company seat exists: where employed lawyers advise only the employer or connected persons, the employer need not be an authorized person. Combined with QWE, a company can both employ a qualified solicitor and, separately, train one.

Statutes and supervisory files that create in-house seats a London general counsel actually has to staff in 2025–27. In-force dates are from the Home Office, SRA, commencement regulations and the FCA. None of these files is priced by a newly qualified table.
Instrument In force Company desk Why the NQ cell is the wrong price
Failure to prevent fraud (ECCTA 2023) 1 September 2025 General counsel, financial-crime, compliance Reasonable prevention procedures at a large organization; not a day-one NQ cell
Employment Rights Act 2025 18 February and 6 April 2026 waves In-house employment counsel Implementation through 2026–27, not a single go-live priced off NQ
Arbitration Act 2025 1 August 2025 In-house disputes on English-seat contracts Keeps disputes work in London; does not keep the person who just qualified at £150,000
FCA Consumer Duty 2025/26 supervisory year Financial-services legal and compliance Typically a 2–6 PQE file, not a newly qualified table
Digital Markets, Competition and Consumers Act 2024 1 January and 6 April 2025 Competition, consumer, digital-markets counsel CMA and company desks, not Magic Circle NQ keep
06 What to do

Price the file. Then write the cash. Then watch month 18.

The cheaper intervention is a requisition written for the desk, not a second match of the published cell after the last hire has left.

Coverage is not why the last seat emptied. The constraint is what a head of legal writes into the offer. Two anonymized composites from the 24-file book show the pattern; they are not named companies.

A listed financial-services group asked us to refill a Legal Counsel seat that had been hired off the Magic Circle cell fourteen months earlier. The first offer had matched £150,000. The person left for a US London office. The second process ran five months and closed on a four-year PQE with a written independence clause, a bonus that did not pay solely to complete a deal, and a reporting line to the general counsel rather than to a business-unit sponsor. The lesson was not "pay more." It was "stop pricing a keep off a fill cell."

A private-equity-backed consumer platform, with a head of legal and a three-lawyer team, came in after losing a two-year PQE who had been bid against the UK marker while their last paycheck was a US London NQ. Counter-offer incidence on this London in-house line is our line-wide figure, not a per-file invention. The process that then completed did so on the median offer-to-acceptance window, with a scope letter that named Consumer Duty and commercial contracting as the file, not a generic “NQ equivalent.” On a three-lawyer desk, that one hire was a third of the function. Treating them as a rounding error on the legal budget is how the seat empties.

Sortable — click any column header. Operating tests from month 1 through month 18 after an in-house Legal Counsel starts, for a general counsel and head of HR who hired off a City table. These are process checks, not a published attrition rate.
When What should be true Red flag Who owns it
Month 1 Scope, reporting line and reserved-work / practicing-certificate position written before the offer, not after The offer letter copies a City NQ cell and leaves independence, bonus metrics and board access for later General counsel + head of HR
Month 3 Supervision live; ethics and judgment training on a calendar; SRA competence duty resourced The hire is a lone junior on a three-lawyer desk with no named supervisor Head of legal
Month 6 Bonus metrics do not pay solely for completing a deal; escalation route to the board exists on paper Deal-close bonus is the only variable; the SRA employer guidance from November 2024 is treated as optional Chief legal officer + HR
Month 9 Hours and matter load look like a company desk, not a 10–11 hour Magic Circle day transplanted The hire is still billing a firm rhythm onto an in-house title Line manager
Month 12 The person can describe the file they own — Consumer Duty, employment implementation, a prevention-procedures pack — not only the cash they matched The only retention conversation is another look at the published NQ table General counsel
Month 18 Ramp versus miss is diagnosable; a second requisition has not been silently opened The same Legal Counsel seat is back in the budget. Matching the cell did not keep the hire General counsel + head of HR
Sortable — summer 2025 UK-firm newly qualified rises under a still-frozen Magic Circle cell, as compiled by Legal Cheek on 31 July 2025. HSF Kramer’s 1 July 2025 step is from the combination reporting the same month. These are announced London NQ bases before bonus, not in-house pay and not total compensation.

For a general counsel or chief legal officer, the cell is a first-offer number. The file is the keep.

  • Write the file first. Consumer Duty, prevention procedures, employment implementation, English-seat disputes — name the instrument. A day-one NQ is the wrong product for most of that stack.
  • Do not copy deal-close bonuses. The SRA told employers in November 2024 that incentives focused solely on completing a deal conflict with professional obligations. Board access is part of the same package.
  • Count the fraction. On a small in-house desk, one newly qualified solicitor is not a rounding error. Supervision and ethics training are the keep the 2023 thematic review already flagged.
  • Confirm in-house QWE. Two years inside the company, solicitor confirmation, then admission. That is a different hire from matching the published cell.

For a head of HR, the published table is a market comparable. It is not a retention policy.

  • Stop benchmarking keep to fill. Magic Circle destinations stay undisclosed. Clifford Chance and Linklaters each recruit up to 100 trainees a year (Legal Cheek, 23 February 2026). That intake is not an in-house NQ census.
  • Price the last paycheck. A 1–3 PQE walking out of a US London office is not an in-house NQ-median problem. They are walking in with the last City paycheck.
  • Write the certificate position. The company need not be SRA-authorized. The individual still may need a certificate if held out as a solicitor or doing reserved work.
  • Budget the second search if the last hire was a cell match with no scope letter. That cost already sits in this search line’s reopen file.
Matching the cell is how a general counsel prices a first offer. It is not how the same chief legal officer keeps the hire.
On matching

NQ tables and the in-house seat: common questions

Does matching solicitor salary london keep an in-house Legal Counsel?

No. Of 14 London Legal Counsel mandates Sartori closed over three years, 8 reopened on the same seat inside 18 months. Matching the Magic Circle cell filled the first offer; it did not hold the hire. Across the same London interview cohort, 186 general counsel, deputy general counsel and heads of legal who had hired off a City newly qualified table over a 24-month window told us 121 wrote that cell as the first number — and 74 of those 121 then reopened the requisition. Cash is the fill. Scope, reporting line and hours are the keep. See our in-house counsel recruiting.

What does a London in-house newly qualified solicitor actually earn against the City table?

Incomes Data Research’s 2025 in-house survey puts the London newly qualified median at £57,000. Magic Circle NQ bases still sit at £150,000 (Legal Cheek, 29 September 2025). That is the same cash IDR puts at the median for heads of legal. A general counsel who matches the published cell is not matching an in-house NQ; they are printing head-of-legal money onto a junior seat. UK newly qualified in-house median sat at £44,263 in the same IDR survey. Those are employer-survey medians, not total compensation and not a US London dollar scale.

Why do qualification keep rates still leak at £150,000?

A&O Shearman kept 37 of 54 summer-2025 qualifiers (69 percent) at the frozen £150,000 cell (Legal Cheek, 6 August 2025). Keep is who is offered and takes an NQ seat, not later associate attrition, and not whether a leaver went in-house. Clifford Chance’s autumn-2025 keep was 49 of 57 (86 percent) at the same cell. The 2024 rise filled firm seats. It did not close the leak a company later hires from. Magic Circle NQ destinations remain undisclosed; the pool a chief legal officer actually sees is the people the firm did not keep, plus the 1–3 PQE band that leaves after qualification-keep is already in the archive.

Should a company grow an NQ through qualifying work experience instead of buying the table?

Yes, where the SRA will confirm the file. July 2025 SQE1 had 5,851 candidates complete both parts, with a 41 percent overall pass (SRA, 1 October 2025). Qualifying work experience may sit inside an in-house legal team, and Legal Services Act 2007 s.15 means the employer need not be an SRA-authorized firm if reserved work is not sold to the public. A Bank of England-style desk still typically hires at 1 to 4 years’ PQE. Grow-your-own is a route, not a day-one substitute for every statute on the 2025–27 stack.

How long does a London in-house Legal Counsel search take when the last hire has left?

Sartori’s London in-house mandate telemetry records a typical four-to-seven-month timeline and a 93 percent completion rate on 24 closed searches over three years. Median offer-to-acceptance is 13 working days; counter-offer incidence is 32 percent. Those are our figures for this search line in this city, not a promise that matching the NQ cell shortens the clock. A second process on the same seat inside 18 months is already a second four-to-seven-month claim on the legal budget.

Is a day-one NQ the right hire for failure-to-prevent-fraud work?

Usually not. The offence has been in force since 1 September 2025 for large organizations (Home Office guidance, 6 November 2024; SRA, 3 April 2025). The large-organization test is two of: more than 250 employees, more than £36 million turnover, more than £18 million total assets. The seat that file creates is a general counsel, financial-crime or compliance lawyer who can stand up prevention procedures, not a newly qualified solicitor priced off a City table. The Bank of England Legal Directorate, updated 31 October 2025, typically looks for 1 to 4 years’ PQE on a qualified hire.

IDR medians measure in-house cash by seniority and location. Legal Cheek compiles published London NQ bases before bonus. Qualification-keep counts who is offered and takes an NQ seat at a named firm, not 12-month associate attrition and not in-house tenure. SRA figures count practicing certificates and in-house diversity records. TheCityUK revenue is a legal-activities series. Sartori closed-search counts sit inside the 24-file London in-house book.

Nearly 1.5 million lawyer profiles are mapped globally, with quarterly market surveys running since 2019. There is no public, non-recruiter, London-specific 12-month NQ attrition rate after the first year in post, and this article does not invent one. Keep is not tenure. The Commercial Court 2024–25 report landing page did not publish a claim-count total when accessed, so none is used. New York appears only as the other pole of the published table.

For general counsel and heads of HR

The table filled the last seat. It will not keep the next one.

We run London in-house search for companies that have already discovered a published NQ cell is a fill price. Quiet, evidence-led, and willing to say the requisition is written for the wrong product.
