Pay Transparency in Law Firms: Possible or Unrealistic?

The first question a general counsel or head of HR asks is not what the lockstep pays. It is whether this company can publish what the seat pays, or whether pay transparency is still unrealistic for the hire they need to close.

Can this company print the number — or is the hire still a closed envelope?

A London general counsel asking whether salary transparency is possible for this hire is not asking whether the company already files gender-pay ratios. Sartori maps some 30,000 lawyers in London. Across the London interview cohort, 156 of 214 general counsel, chief legal officers and heads of legal over a 24-month window said they would not print a point salary on a general-counsel or head-of-legal vacancy: the number would be read against City lockstep, not against the company's own reward architecture.

Lens 01 · Public-sector legal The range is already on the vacancy notice.

The Government Legal Profession tells applicants that a Legal Officer sits around £50,000 and a Grade 7 lawyer around £60,000, and that the department puts the salary range on the Vacancy Notice. Publishing is operational here, not theoretical. Possible — already done.

The UK document you already file is a ratio. What that file contains, and what it does not, is the next section.

02 The document you already have

The ratio file is not salary transparency.

The document a 250-employee company already publishes is six organization-level statistics. It answers a different question from the one a shortlisted general counsel will ask.

UK law publishes ratios. It does not publish the job. The Equality Act 2010 (Gender Pay Gap Information) Regulations 2017, regulation 2, require a relevant employer to file mean and median hourly-pay gaps, mean and median bonus gaps, the share of men and women receiving bonus, and the share of men and women in each pay quartile. A salary, a salary range, and a job-title table are not in that list.

GOV.UK guidance “Who needs to report,” applying in England, Scotland and Wales, puts the duty on any employer with 250 or more employees on the snapshot date, counted on a single legal entity. Groups file per entity. LLP members in traditional partnerships are excluded from the calculations because they take a share of profits, not employee pay. Agency workers sit on the agency’s headcount. Private employers snapshot on 5 April; most public authorities snapshot on 31 March. That is the UK’s only mandatory pay-transparency filing, and it is the file a general counsel or head of HR already signs off.

The Office for National Statistics series is a different instrument. In its 23 October 2025 bulletin Gender pay gap in the UK: 2025, ONS put the full-time median hourly gender pay gap at 6.9 percent in April 2025 (7.1 percent in April 2024) and the all-employees gap at 12.8 percent (13.1 percent in April 2024). ONS warns, in that same bulletin, that the figures are not the compulsory-reporting series. A board pack that mixes the two is mixing a national labor-market statistic with an employer filing. Neither number is an in-house counsel salary.

What the statutory employee file looks like at a City service company is still not a solicitor band. LINKLATERS BUSINESS SERVICES, on the gender-pay-gap service for the 2025–26 reporting year (snapshot 5 April 2025, headcount band 1,000–4,999), reported women’s median hourly pay 33.5 percent lower than men’s. The filing is coded to administrative and support service activities. It does not include LLP members and it does not publish a lawyer’s pay. A head of legal who treats that page as proof the company “already does transparency” is reading a ratio as if it were a range.

Firms that volunteer a members split show how much of City “pay transparency” is extra-statutory. Freshfields’ UK 2025 pay gap report, published April 2026, put the employee mean hourly gap at 10.3 percent and the combined employees-plus-UK-members mean at 51.9 percent. Clifford Chance’s March 2026 UK Pay Gap 2025 report put the statutory employee mean at 18.2 percent and the overall figure including members at 55.3 percent; the associate-only mean compressed to 3.2 percent, which is what a lockstep does to lawyer-to-lawyer gaps. CMS’s UK Pay Gap Report 2025 put the employee mean at 16.6 percent and the including-members mean at 47.7 percent. Adding members multiplies the mean gap several times versus the employee-only number those firms must file. It still does not produce a general-counsel salary a company can print.

Two further UK layers sit on the same 250-employee entities and still do not put a number on the legal advert. Employment Rights Act 2025 section 33, in force from 6 April 2026, lets regulations require an equality action plan on prescribed gender-equality matters, including the gender pay gap and menopause support. GEO guidance and the business.gov.uk employer-action-plan page, updated 30 July 2026, describe those plans as voluntary for the 2026–27 reporting year and mandatory from spring 2027, subject to secondary legislation. Clifford Chance’s March 2026 report already filed a gender and menopause plan ahead of the 2027/28 reporting year. That is plan-writing work for employment counsel and reward. It is not a job-ad salary.

The sex field those ratios sit on was rewritten in 2025. For Women Scotland Ltd v The Scottish Ministers [2025] UKSC 16, judgment 16 April 2025, held that “man,” “woman” and “sex” in the Equality Act 2010 mean biological sex. GEO updated the GPG calculation guidance on 21 May 2026 so that reporting must be based on employees’ biological sex, including for employees with a gender-recognition certificate. A London company with 250 or more staff has a data-cleanse file inside legal and payroll. It still does not have a published head-of-legal band.

Mean hourly gender pay gap at three international firms that volunteer a members split: the statutory employee-only number versus the combined figure. Different reports, same reporting year shape — the statutory file is the smaller number, and neither number is a job-level salary.

03 Who is hiring

Two desks hire the same lawyer. Only one of them is your payroll.

The company desk is the subject of this page. The firm desk is the competing offer, and the panel the general counsel already buys. They do not publish the same objects.

The Law Society’s in-house network describes the company desk as corporate and public sectors, not-for-profits and charities. The Solicitors Regulation Authority counted more than 34,500 in-house solicitors in more than 6,000 organizations in its 14 March 2023 thematic review, and said that was around 8,000 more than a decade earlier. The Law Society Annual Statistics Report 2023, published 23 January 2025, updated the stock to 35,738 in-house solicitors at July 2023. Private-practice share of practicing-certificate holders had fallen to 59 percent. TheCityUK’s 9 December 2025 legal-services report rounds the in-house share on a later vintage: a different instrument, not a second census.

A company does not become a law firm by putting a solicitor on the payroll. Legal Services Act 2007 section 15, and the SRA’s employer-authorization guidance, treat reserved work for the employer and connected persons as outside the authorized-body register so long as those services are not sold to the public. The SRA’s 18 November 2024 employer-facing note is addressed to senior executives, non-executives and HR professionals who manage solicitors: fund competence time, give board access, do not use deal-close bonuses that conflict with professional obligations. Hiring the lawyer does not, by itself, create a duty to publish a salary.

The buyers who already file ratios and still need a legal-counsel range are not a mystery list. GC100, in a judiciary-hosted consultation response, describes itself as an unincorporated members’ association of more than 140 general counsel and company secretaries representing more than 90 companies, typically around 90 percent of FTSE 100 market capitalization. The Law Society’s 14 May 2025 networks page places that forum in London and names GC Connect as the FTSE 250 counterpart. Those companies are almost all 250-employee entities. They already have a public gender-pay-gap page. They do not, by that statute, have a published general-counsel salary.

Public-sector legal is the desk where publishing the number is already a working practice. The Government Legal Profession, on GOV.UK, is the single largest provider of legal services to government, with teams advising nearly all the main Whitehall departments. Qualified posts are open to barristers, solicitors and CILEx Fellows. Legal Officer and Grade 7 Lawyer seats carry PQE bands on the recruitment page, and the department puts the salary range on the Vacancy Notice. Nationality rules apply. That sentence is the contrast with a bank or FTSE posting that lists qualification and PQE and still withholds the cash.

A global bank’s own London careers page shows the in-house title stack without the number. HSBC advertised a Senior Legal Counsel seat in London E14, dated 13 August 2026 when accessed: hybrid, reporting into senior legal leadership, a senior or lead regulatory lawyer for Markets and Securities Services, qualified in England and Wales or equivalent, four to six years’ post-qualification experience, UK and EU regulatory advice. The page did not carry a pay range. The group’s 2024 corporate-governance report uses Group Chief Legal Officer as a listed-company officer title. The company-side labels a head of HR should put on a job architecture — general counsel, chief legal officer, head of legal, senior legal counsel, legal counsel, company secretary — are public. The cash usually is not.

The competing employer publishes something else. SRA Transparency Rules, in the version made by the SRA Board on 16 December 2024, force authorized bodies that advertise a closed list of consumer and SME services to publish total cost or a range, charging basis, fee-earner qualifications, disbursements, VAT, stages and timescales. Residential conveyancing, uncontested UK probate, immigration excluding asylum, summary motoring, employee tribunal unfair or wrongful dismissal, employer tribunal defense, debt recovery up to £100,000, premises licensing. Corporate, financing, funds, competition and Commercial Court work sit outside Rule 1. A general counsel buying those City practices will not find a published associate salary on the panel firm’s website because of this rule. The same houses may still announce a newly-qualified lockstep as a talent story. Two transparencies. Neither is a company GC number.

The Law Society’s second-iteration in-house ethics framework, dated 4 February 2026, tells the employer how the general counsel should sit: report directly to the chief executive, with regular access to a board representative of their choice. The same note attributes to the Association of Corporate Counsel a finding that 79 percent of chief legal officers globally already report to the CEO. That 79 percent is ACC’s figure as cited by the Law Society, not an ONS series. It is why the officer seat is a reporting-line specification, not a lockstep grade, and why printing a point salary for it is a different act from printing a Grade 7 band.

The company already files ratios if it is large enough. It usually does not file the seat.

SRA diversity collection for summer 2025 is a firm-side census — 8,876 firms, more than 225,000 people — and is useful here only as the feeder the in-house hire is drawn from. Corporate-law firms in that return were 47 percent women lawyers, with 48 percent of lawyers aged 25–34. A London general counsel hiring a corporate or disputes counsel is bidding against that younger lockstep. The company posting still tends to look like the HSBC page: qualification, PQE, regulatory overlay, no salary. The GLP page is the exception that proves the design is possible.

The firm publishes a newly-qualified base. It does not publish the equity draw you are bidding against at the top of the market.

TheCityUK, on 9 December 2025, put UK legal-services GVA at £38 billion in 2024 and legal-activities revenue at £52.3 billion, up 11 percent, with London employment at 133,000 in 2023. More than 200 foreign law firms from around 40 jurisdictions sit in the city; all of the world’s top 50 law firms have London offices, employing more than 8,500 lawyers. That density is why a published newly-qualified number moves a junior in-house range, and why an unpublished general-counsel number does not have a public comparator on the GPG service. SRA figures for July 2026 put 178,428 practicing solicitors on the register. Most SRA firms sit below the 250-employee filing threshold.

04 The calendars

Three clocks sit on the same requisition. Only one of them is law in London.

The EU range duty is live on Union desks. The UK advert duty is a consultation. Ethnicity and disability reporting is a commitment without a commencement date. A general counsel who waits for the last clock will design the job architecture after the first one has already bitten.

The EU range duty is live on Union desks; it is not UK law. Directive (EU) 2023/970, published in the Official Journal on 17 May 2023, gives applicants the right to the initial pay or its range, based on objective, gender-neutral criteria, in a published vacancy notice, prior to the interview, or otherwise. Employers must not ask pay history. Article 9 staggers reporting: 250 or more workers by 7 June 2027 and annually; 150–249 by 7 June 2027 every three years; 100–149 by 7 June 2031 every three years. The European Commission’s equal-pay page records a transposition deadline of 7 June 2026. The United Kingdom is not a Member State. A London chief legal officer of a group with EU employing entities must already be able to publish a range for those seats. The same officer’s UK contract for a London legal counsel is not under Article 5.

The UK is consulting on putting pay on the advert; it has not enacted it. The Office for Equality and Opportunity published CP 1642, “Equal pay and pay discrimination,” on 14 July 2026, updated 4 August 2026, closing at 17:00 on 27 October 2026. The proposal is a statutory requirement for employers to publish information about pay and conditions in job adverts, and if there is no advert, in writing before interview. Delegated legislation would specify, among other things, the size of a salary range. BBC coverage on 15 July 2026 noted that officials will consult on exact salary versus range versus a benchmark rate, and on whether bonuses sit inside the figure; a salary-history ban, present in the EU directive, does not feature in the Cabinet Office paper. Annex A questions 1 to 4 are the live drafting choices. The paper’s claim that most employers already publish pay ranges voluntarily is an assertion inside the consultation, not a survey this page will repeat as a fact.

Ethnicity and disability pay-gap reporting is committed and not commenced. The King’s Speech on 17 July 2024 promised draft legislation on race equality. A consultation ran from 18 March to 10 June 2025. The government response on 25 March 2026 (CP 1542) recorded 87 percent of 857 respondents agreeing that large employers should report ethnicity and disability pay gaps, aligned with the gender-pay-gap 250-employee framework, the same six calculations and the same snapshot dates, plus workforce composition and declaration rates. Indicative clauses were published instead of a draft bill. When that file arrives, the same 250-staff legal and HR team that runs the gender-pay-gap sign-off will need ethnicity and disability declaration infrastructure, including special-category data advice. It will still not, by itself, put a number on the legal-counsel advert.

Sponsorship is a floor, not a market salary, and it is already binding on any published junior band that needs a visa. GOV.UK Skilled Worker guidance requires the higher of £41,700 a year or the occupation going rate. Immigration Rules Appendix Skilled Occupations Table 1 puts “Solicitors and lawyers” (SOC 2020 2412) at £51,600 a year on a 37.5-hour week for options A and D. The £41,700 general threshold has applied to certificates of sponsorship issued on or after 22 July 2025. A company that wants a “junior” in-house band below the going rate cannot lawfully advertise that band as a sponsored solicitor seat. Dual-qualified US or other foreign counsel into a UK contract still hits that floor if sponsorship is required. The SRA counted 7,674 registered foreign lawyers at July 2026; London is where that constraint bites.

Statutory and policy clocks a London general counsel is actually underwriting against. Markers are legal instruments and consultation dates, not a measurement of any one hire. The shaded span is the 2026 UK consultation window.

05 The object

A lockstep is publishable. A general counsel is not lockstep.

A published number is a design choice: range versus point, junior versus officer, UK contract versus EU desk. The City newly-qualified base is public. The officer seat is not, and pretending otherwise is how a shortlist dies.

A lockstep is publishable because tenure, not the person, sets the number. Legal Business, on 4 September 2024, recorded Slaughter and May raising newly-qualified pay to £150,000 effective 1 September 2024, matching Magic Circle peers after Freshfields moved from £125,000 to £150,000 in May 2024 and Clifford Chance, Linklaters and A&O matched by the end of that May. The Lawyer, on 2 July 2026, recorded Macfarlanes lifting its London newly-qualified base to £150,000 from the previous day, from a 2024 level £10,000 lower. The Lawyer’s 5 June 2026 headline put a US disputes house’s London newly-qualified pay at a new high, tens of thousands of pounds above that lockstep. Those are firm-announced bases, not total compensation, not PQE progression, and not an in-house counsel salary. They are the public numbers a company is bidding against at the junior end.

That spread is why a single “PQE 0–2” company range is a bad object. Price it to the Magic Circle figure and US-firm candidates walk. Price it to the US-firm headline and the company overpays relative to UK feeders. CP 1642 Annex A is arguing about range versus point salary for the same mechanical reason. Freshfields’ April 2026 pay-gap report states, in terms, that associate pay is determined by a lockstep model in which tenure directly influences remuneration. A general counsel, a chief legal officer and a head of legal have no such model. Scope, reporting line, the panel mix and long-term incentive do the work that class year does at a firm. Printing a point salary for that seat is publishing a negotiation, not a grade.

Of 24 closed London in-house searches over the trailing three years, 8 were general counsel, chief legal officer or head of legal seats and 16 were senior legal counsel, legal counsel or specialist seats. One of those 8 officer-level briefs carried a published range before the first interview. Eleven of the 16 counsel-level briefs did. Twelve of the 24 files went out without a published band. Seven of the 24 needed the range rewritten after the first shortlist because the unpublished or too-narrow number sat below the City lockstep candidates already knew. That last figure is not a market census. It is our own briefs coming back. Mandate telemetry on the same London in-house line records a 32 percent counter-offer incidence and a median of 13 working days from offer to signature. An unpublished officer brief does not avoid the counter-offer. It delays the first honest conversation about cash until the other side already has a number from a lockstep they can screenshot.

Across 128 heads of HR and reward inside the same London interview cohort, over that 24-month window, 81 said the company’s gender-pay-gap filing was treated internally as proof of pay transparency even though it contains no job-level range. A head of talent at a UK retail bank put it without decoration: the gender-pay-gap file is the only pay document the board sees, and it does not tell a senior legal counsel what this seat pays. A chief legal officer at a FTSE-listed industrial group, in the same window, said printing a general-counsel number was negotiating with the Magic Circle, not with the remuneration committee. Both are why the realistic public object is usually a range for the counsel grades, and a process for the officer — not a point salary on a careers page the shortlist will use as a floor.

In-house share of practicing-certificate holders, two Law Society vintages, with TheCityUK's later rounding. These are national workforce shares, not a London-only count and not a salary.

Law Society Annual Statistics Report 2023 (published 23 January 2025); TheCityUK UK legal services 2025 (9 December 2025).

Two anonymized composites from that London in-house book. A listed industrial group opened a general-counsel search without a range, on the theory that confidentiality would keep the process calm. The first shortlist already knew the Magic Circle newly-qualified figure and treated the silence as a signal the officer cash sat too close to it. The brief came back with a range after three weeks of declined conversations. A regulated financial group posted senior legal counsel at four to six years’ PQE, England and Wales qualification, no salary on the page. Candidates from US-firm London offices self-selected out; candidates from UK lockstep asked for the number in the first call anyway. The search still closed inside the four-to-seven-month window, but only after reward published a band the careers page could have carried on day one. A public-body Grade 7 hire, by contrast, moved like a priced seat: the Vacancy Notice carried the range, nationality and academic gates sat on the same document, and the conversation was about the work.

A lockstep is publishable. A general counsel is not lockstep.
On what a company can actually print
06 This week

Write the range before the brief, or rewrite it after the first no.

Decide the public object before you open the search. A London in-house mandate that still has no range is not confidential. It is unfinished.

We have worked in the London in-house market for more than ten years, for companies putting solicitors on their own payroll rather than buying another panel firm. Over the last three years we closed 24 of those searches with a 93 percent completion rate and a typical timeline of four to seven months. Quarterly surveys of this market have run since 2019. The unfinished part is almost never the shortlist. It is whether the general counsel, the chief legal officer and the head of HR have agreed what can sit in public.

Three tests, in order. Is the employing entity in the United Kingdom only, or does the group already owe Article 5 ranges on EU desks? If the latter, reuse that architecture; do not invent a quieter London contract that the same candidates will compare. Is the seat a graded counsel role with a City feeder, or an officer role with no lockstep? Print a range for the first. For the second, put the number in writing before interview rather than on a careers page that becomes a floor. Does the seat need sponsorship? Then the published band cannot sit below the Skilled Worker going rate for a solicitor, whatever reward wished the junior grade to say.

The cheaper intervention is earlier. Twelve unpublished-band files inside a 24-search book is not a reason to congratulate ourselves on discretion. Seven rewrites after first shortlist is the finding that cuts the other way: our own process let briefs go live before the range existed. A head of HR who wants the hire closed inside the ordinary four-to-seven-month clock should treat the range decision as a gated step, sitting with employment counsel and reward, before the search desk is asked to work. Legal recruiters in London are usually called after that step has already slipped. Call them before, with a number, or expect the first no to write the number for you.

Gender-pay-gap percentages measure employee hourly and bonus gaps at named filing entities, not a solicitor or general-counsel salary. Newly-qualified figures are firm-announced bases reported in the legal press, not total compensation. GLP figures are indicative and department-specific. Sartori mandate counts are closed London in-house searches over three years; interview findings sit inside one London cohort.

Salary transparency for a London legal hire: questions a general counsel actually asks

Is salary transparency realistic for a London in-house legal hire in 2026?

Yes on a 2026 Government Legal Profession Vacancy Notice; sometimes for junior in-house counsel; rarely as a point salary for a general counsel. Public-sector legal already prints the range on the face of the hire. A company hiring a general counsel or head of legal has no equivalent lockstep. UK gender-pay-gap filings, in force since 2017 for entities with 250 or more staff, publish ratios, not a job-level number. Until the July 2026 Cabinet Office consultation becomes regulations, printing the company seat is a commercial choice.

Does UK gender-pay-gap reporting tell candidates what the legal seat pays?

No. The 2017 regulations require six organization-level statistics, not a salary or a range. Regulation 2 of the Equality Act 2010 (Gender Pay Gap Information) Regulations 2017 lists mean and median hourly gaps, mean and median bonus gaps, the share of men and women receiving bonus, and the share of men and women in each pay quartile. LLP members in traditional partnerships sit outside that file because they take a profit share, GOV.UK “Who needs to report” guidance confirms. The statutory employee filing at a City service company is still not a solicitor band.

Must a London company put pay on the legal job advert?

Not yet under UK law: CP 1642 opened 14 July 2026 and closes 27 October 2026. The proposal is a statutory duty to publish pay and conditions in job adverts, or in writing before interview if there is no advert, with a delegated power to specify range size. Directive (EU) 2023/970 Article 5 already requires an initial pay or range before interview for Union employers; transposition was due by 7 June 2026. A London group with EU employing entities is already under that duty on those desks. The UK parent is not.

How long does a London in-house legal search take if the range is still unpublished?

Budget four to seven months. Sartori’s London in-house desk closed 24 searches over three years, completed 93 percent of them, and recorded a median of 13 working days from offer to signature. Seven of those 24 files needed the range rewritten after the first shortlist because the unpublished or too-narrow number sat below the City lockstep candidates already knew. An unpublished general-counsel brief is not faster for being quiet. It is later to the first honest no.

Can we publish one range for newly qualified and junior in-house counsel?

A single 0–2 PQE band cannot price two City newly-qualified markets that already sit tens of thousands of pounds apart. Write two feeder bands, or decide which City market you are hiring from. The live drafting question in CP 1642 Annex A is range versus point salary for the same reason.

What if we need to sponsor a foreign-qualified counsel into the London seat?

The Skilled Worker going rate for solicitors (SOC 2412) is £51,600 a year. GOV.UK “Skilled Worker visa: Your job” requires the higher of £41,700 or the occupation going rate; the £41,700 general threshold has applied to certificates of sponsorship issued on or after 22 July 2025. Publishing a junior band below £51,600 is not a lawful sponsored offer. Dual qualification — England and Wales plus a home jurisdiction — is a separate gate on many bank regulatory seats, and it does not relax the floor.

Price the seat before you open it

Hire on a range the shortlist can test, not on a ratio the board already filed.

If you are putting a lawyer on a London payroll and the advert still has no number, we will tell you whether a range is realistic for that seat — and when silence is still the less bad object.
