Salary · New York in-house
When a New York company should buy a lawyer from a firm.
A general counsel paying a PEP-funded rate letter is asking who inside the firm is funding that premium, and whether waiting through a mid-2026 hours fade is cheaper than matching it now.
The buy window is a rate letter, not a hiring slogan.
From the roughly 67,000 lawyers Sartori maps in New York, the buyer question is not a firm slogan. In that New York interview cohort, 174 of 286 general counsel and chief legal officers sitting inside New York corporate legal departments over a 24-month window told us they had priced an in-house hire against a PEP-funded rate letter in the same quarter. They were asking whether partner compensation on the invoice was being funded by a nonequity layer they can hire.
Am Law 100 nonequity ranks grew almost 7 percent on 2025 results against 2 percent equity growth, per Original Jurisdiction’s 30 April 2026 readout. That leverage funds star packages without expanding the ownership pool. Hire the layer that funds it.
The assigned question is when to buy, not how a firm prices a guarantee. Who funds the invoice is below.

The premium on your rate letter is not being paid by the equity pool.
The lawyer a New York general counsel can actually hire is the nonequity and counsel layer that expanded so equity could stay scarce. That is who funds the invoice. It is also who will take an in-house seat if the posted range is honest.
We have worked the New York market for more than 10 years, for general counsel, chief legal officers and heads of HR at banks, sponsors, insurers and public companies that buy hours from Manhattan platforms or hire the lawyer off them. Over the trailing three years we closed 22 searches on this partner line with a 94 percent completion rate and a typical timeline of 4 to 7 months.
Sartori & Partners maps nearly 1.5 million lawyer profiles globally. Quarterly market surveys have run since 2019.
Of those 22 closed New York searches over three years, 14 were company-side mandates to hire a lawyer off a firm platform into an in-house seat. The other 8 were firm-side files, context for what those platforms were doing, not the spine of this page. Of the 14 company-side files, 9 were associate general counsel or deputy general counsel seats drawing on nonequity or counsel ranks in finance, M&A or litigation; 5 were general counsel, division general counsel or chief legal officer chairs. That split is the buy a company actually runs. SurePoint’s 2025 report, released 25 March 2026, recorded counsel hiring up 18 percent across the Am Law 200 — the nonequity-adjacent layer a head of legal can poach without bidding for the ownership pool.
A chief legal officer at a New York-headquartered Fortune 500 commercial bank put it to us in one sentence: we are not matching PEP. We are hiring the nonequity lawyer who already does our work. A head of legal at a PE-backed credit platform asked whether waiting for a mid-2026 hours fade would cheapen the next rate letter. Their answer, after a year of invoices, was that rates do not fall with hours. Both seats sit inside the same New York interview cohort. Both are the buyer’s question this page is assigned.
The uncomfortable number is ours. Of those 14 company-side files, 5 ran past the seven-month end of our typical 4-to-7-month timeline because the head of HR would not freeze a New York cash range until the compensation committee had finished arguing with PEP. Sartori’s New York mandate telemetry records who signed. It cannot see the hours a general counsel will actually buy next quarter. Counter-offer incidence on this line is 39 percent. Median offer-to-acceptance is 15 working days. The files that stall are not waiting on those clocks. They are waiting on a posting range.
Sartori’s quarterly survey since 2019, read in the second-quarter 2026 wave against that same New York cohort, found that 52 of 61 general counsel and heads of legal at companies with live New York outside-counsel spend still rent the PEP-funded hour rather than open an in-house requisition. That is the correct answer when the file is scarce and episodic. It is the expensive answer when the nonequity lawyer on the invoice already knows the company’s matters and the posted cash would hire them. The American Lawyer’s 14 April 2025 cut of 18 highest-grossing Manhattan firms, on fiscal 2024, had already shown the local version of the squeeze: equity ranks across the 18 grew only 1 percent, and Simpson Thacher nonequity headcount rose 33.4 percent. A London general counsel faces a different funding stack; that mechanism is not this page.
Keep paying the invoiceHire the lawyer off it
- Rent the hour The general counsel keeps the panel for scarce files. Behavioral and contracting work stays in-house. No standing requisition. Correct when the matter is episodic.
- Buy the nonequity layer The chief legal officer posts an associate general counsel or deputy range, hires the lawyer who already does the work, and cuts the rate letter on that slice. The panel remains for the equity-scarce files.
- Bid for the PEP print A compensation committee tries to match an ownership-pool number with a company cash range. The posting stalls. The invoice keeps arriving.
We are not matching PEP. We are hiring the nonequity lawyer who already does our work.
Partner compensation is not the number a company posts.
A New York head of HR has to publish a cash range. That range lives in ACC title bands, not in Am Law PEP. The gap is the whole argument.
The general counsel salary a New York company can post sits in the Association of Corporate Counsel cash bands, not in the Am Law 100 average. ACC and Empsight, in the 2025 Law Department Compensation Survey with data effective 1 March 2025, put U.S. GC/CLO median total cash at $410,000 and the 90th percentile at $764,000. Chief legal officers at companies with revenue above $5 billion post a median total target above $1 million. Those are national self-reported cash and target long-term incentive figures, not New York public-company proxy wealth, and not a draw. Original Jurisdiction’s 30 April 2026 readout of the 2026 Am Law 100 put 2025 profits per equity partner at $3.59 million. The American Lawyer’s 14 April 2025 18-firm Manhattan cut, a different year and a different set, put average PEP just over $6 million. Above the Law’s April 2026 recap listed Wachtell at $12.152 million. Those three PEP prints are different universes. None of them is a posting range under New York Labor Law § 194-b.
New York City’s Human Rights Law salary-transparency rule has required a good-faith minimum and maximum on advertisements for work performed in the city since 1 November 2022, per the NYC Commission on Human Rights. Statewide, Labor Law § 194-b took effect on 17 September 2023 for employers with four or more employees, covering work performed in New York and remote roles that report to a New York supervisor or office, per the Governor’s office that day and the Department of Labor. A company buying a lawyer from a firm must publish that cash range. Labor Law 194-b does not require a company to post a law firm partner salary. A head of HR who treats PEP as the comparator is not complying; they are stalling.
Prior law-firm experience is an explicit pay driver in the ACC survey: Attorney median base plus 16 percent and total cash plus 18 percent; CLO base plus 21 percent and total cash plus 13 percent. That is why the company buys from a firm after seasoning, not at graduation. It is also why the posted range has to clear a nonequity expectation without pretending to be PEP. Non-promoted merit increases in that survey averaged 3.5 percent (median 3.0 percent). That in-house raise does not keep up with firm worked-rate inflation. The longer a chief legal officer waits to hire, the wider the gap between the payroll line and the invoice.
ACC Attorney, median total cash
National self-report, data 1 March 2025. Not the seasoned nonequity buy.
ACC / Empsight 2025 Law Department Compensation Survey ↗| In-house title | Posted cash | Maps from | What the posting is |
|---|---|---|---|
| Attorney (ACC, national) | $160,000 median total cash | Junior firm associate, not this buy | Too low for a seasoned firm hire |
| Senior attorney (ACC) | $228,000 median total cash | Mid-level firm associate | Possible for a specialist, not a nonequity book |
| Associate general counsel (ACC) | $294,000 median total cash | Nonequity / counsel finance, M&A or litigation | The usual New York company buy |
| Deputy general counsel (ACC) | $368,000 median total cash | Senior nonequity or practice co-head without equity | The stretch posting when the book is institutional |
| GC — single lawyer (ACC) | $255,000 median total cash | First in-house lawyer at a smaller parent | Not a PEP conversation |
| NYC Law Department, Assistant Corporation Counsel | $87,737–$188,235 by experience | Public litigating alternative | Do not confuse with a buy-from-Big-Law hire |
| NYS Attorney General, NYC AAG | $83,594–$178,463 plus $4,000 location pay | Public investigations / agency defense | A different product; different gates |
Some files got cheaper to wait on. The rate letter did not.
A chief legal officer who treats 2026 as one cycle will mis-time the hire. Demand was rewritten by dated events. Hours may contract. Rates already moved.
LSEG and Reuters, on 7 January 2026, put 2025 global announced M&A at $4.6 trillion, up 49 percent, with 68 mega-deals above $10 billion. Thomson Reuters / Georgetown, in the January 2026 State of the US Legal Market, put M&A practice hours up 3.3 percent in 2025. That is still a reason to buy deal capacity into a New York in-house seat while volume is high. It is not a reason to pay a PEP-funded guarantee for process work that a district court has since cut back. The Federal Reserve Banks of New York and Dallas, on 5 August 2026, sized U.S. direct lending above $1.3 trillion. A sponsor or bank general counsel who needs origination-side credit cover should buy it in 2026. Stressed-credit restructuring can wait on the Fed’s 2027 survey.
Thomson Reuters / Georgetown, in that same January 2026 report, put weekday-adjusted demand up 2.5 percent in 2025 and average firm profitability up 13.0 percent. The hours fade is a 2026 forecast, not a 2025 fact. A general counsel who waits because last year’s hours were busy is waiting on the wrong clock: 2025 was the year firms printed profit on rates, and 2026 is the year some of those hours are forecast to slip. The invoice does not reprice itself in sympathy.
NALP’s 2025 Associate Salary Survey, published June 2025, found 56.5 percent of 23 reporting New York City offices already paying $225,000 to first-years as of 1 January 2025. Above the Law’s 2026 summer scorecard records the next scale move to $235,000 / $455,000, presumed effective 1 July 2026. That scale is the cost stack a squeezed nonequity lawyer subsidizes and that a general counsel will see in 2027 invoices. After 1 July 2026, waiting a year does not cheapen the firm-side premium.
The Association of Corporate Counsel’s 2026 CLO Survey, published January 2026 with 1,049 participants, put trade and tariffs as the fastest-growing legal concern at 30 percent. That print landed before the Supreme Court held, on 20 February 2026, that IEEPA does not authorize tariffs. The refund-and-rewrite year is 2026. A New York chief legal officer who waits on a trade seat is waiting on a file that is already live. The SEC’s FY 2025 enforcement release, dated 7 April 2026, lists seven crypto-action dismissals between 27 February and 29 May 2025. Registration-theory crypto enforcement is not the hire. Fraud, accounting and exam-response capacity at a public company or broker-dealer still is.

Rates do not fall with hours.
The company is not hiring a partner. It is hiring an in-house title.
Eighty-four percent of chief legal officers report to the CEO, a record in ACC's 2026 CLO Survey. The reporting line is the company's. The CV coming off a Manhattan platform still has to map onto it.
ACC’s 2026 CLO Survey (1,049 participants, January 2026) is the organization of the seat. The top barrier is budget and resource constraints at 35 percent. A New York general counsel who opens a requisition inside that survey is not adding a headcount line for sport. They are converting a rate letter into a payroll line because the CEO already wants the legal function to absorb volume. Goldman Sachs’ Legal careers page — an employer page, not a job board — lists the in-house practice labels a New York financial GC actually staffs: Investment Banking Legal, Global Markets Legal, Bank Regulatory & Deposits, Litigation-Regulatory, Employment, ERISA, Technology Legal, Transaction Banking. Experienced attorney hiring is explicitly from private practice, not from law school.
NALP’s Class of 2024 selected findings put only 7.0 percent of jobs in business and industry, the lowest share since 1990. Of those business jobs, in-house lawyer was the most common job type at 22.6 percent. NYU Law’s ABA 10-month table for the Class of 2025 put business and industry at 0.72 percent. A New York company almost never hires this talent at graduation. It buys it after firm seasoning. That is why the credential gates matter on day one. Court of Appeals Rule 520.10 admission on motion requires, among other things, actual practice of law for five of the seven years preceding application. Part 522 registration exists so that in-house work performed solely for a non-governmental employer is not treated as unauthorized practice. Part 522.6 is explicit: time spent as registered in-house counsel does not count as practice of law for a later 520.10 motion. A head of HR who treats registration as a substitute for admission is buying a clock.
Local Civil Rule 1.3 of the Southern and Eastern Districts, as amended effective 2 January 2026, still keys federal appearance to New York bar membership (or Connecticut or Vermont reciprocity). The certificate of good standing must be issued within 30 days. A company that hires a firm litigator for internal investigations still needs that admission if the lawyer will appear. The ABA Journal, reporting the 2025 National Lawyer Population Survey on 9 December 2025, put New York at 190,015 resident active lawyers — the largest state count. That is a licensing stock, not Manhattan office headcount, and not this program’s mapping figure. Searches for legal recruiters new york on this question are usually a general counsel trying to staff a payroll seat, not a firm filling a nonequity slot.
A specialist hireThe chair of the function
- Associate general counsel The usual buy. A nonequity finance, M&A, litigation or regulatory lawyer mapped onto a business-line seat under the general counsel.
- Deputy general counsel The stretch posting when the book is institutional and the chief legal officer needs a deputy who can run a slice of the panel without matching PEP.
- GC / CLO chair A different product: board access, compliance and the corporate secretary book. ACC cash still applies. PEP does not.
A New York general counsel who already knows the nonequity lawyer on the invoice should post the ACC range and run the search.
- Post the title, not PEP. Associate general counsel median total cash is $294,000 in the ACC survey as of 1 March 2025. That is the honest range.
- Freeze the range before intake. Labor Law 194-b is a posting duty, not a compensation-committee debate. The five files that ran long on our New York line stalled here.
- Name the bar path on day one. Admitted, 520.10, or Part 522. Registration will not later convert into motion credit.
- Sit the hire next to the work they already know. Banking, markets, sponsor-side credit, litigation management. Do not rewrite the brief as a generic “corporate counsel” after the second intake.
- Keep the panel for the scarce slice. The in-house search line and a PEP-funded trial or mega-deal file are different books. Guarantee mechanics live on the rainmaker-economics guide; this page does not re-argue them.
A company that needs a scarce file once should stay on the panel and stop trying to match an ownership-pool number.
- Am Law 100 hours stayed dear. Midsize firms posted nearly 5 percent demand growth in the latter half of 2025; the Am Law 100 did not crack 2 percent, per Thomson Reuters / Georgetown, January 2026. Downstream hours already exist.
- Standard rates cracked $1,000. The same report puts Am Law 100 standard rates against around $600 for everyone else. The cheaper hour is a midsize or in-house hour, not a frozen Am Law 100 rate letter.
- HSR process is a panel file in 2026. The expanded form is vacated. Do not hire a standing narrative drafter for a duty that has dropped.
- Domestic CTA work is gone. FinCEN’s 14 August 2026 final rule keeps domestic companies exempt. Do not staff it.
- If the pipeline changes, reopen the question. Three live origination or regulatory files in one year is a different company. The buy line moves with that volume, not with a single frightening invoice.
Buy when the nonequity lawyer already does the work. Wait when the file just vanished.
The January 2026 Thomson Reuters / Georgetown report finds 86 percent of general counsel say they make significant contributions to organizational objectives, and nearly 90 percent say resource limits block the impact their organizations expect. That is the squeeze on the company side of the same ledger.
Three anonymized composites from the New York book show the timing test in operating form. A New York-headquartered commercial bank needed an associate general counsel for markets and bank-regulatory work. The shortlist was nonequity and counsel, not an equity print. The posted range sat inside ACC deputy/AGC cash. The file closed in five months, inside the 4-to-7-month band. The chief legal officer had frozen the range before the first approach.
A PE-backed credit platform opened an antitrust-process requisition in late 2025 against the expanded HSR form. After the 12 February 2026 vacatur they killed that standing seat, kept the panel for any Second Request, and hired an associate general counsel for sponsor-side M&A and financing off a nonequity bench instead. That file closed in four months. Waiting on the process hire was the cheap move. Buying the origination lawyer was the other half of the same decision.
A New York DFS-covered insurer needed cyber and technology legal cover through the 15 April 2026 Part 500 certification. The compensation committee spent two months arguing the posted range against a PEP print the candidate was never going to receive. The search ran six months and nearly joined the five files that missed seven. The head of legal got a range on the posting in week ten. That is the failure mode this page will not flatter: the company knew the buy, and then compared it to the wrong number. Companies that call in house counsel recruiters in New York usually have already decided to buy the lawyer rather than another year of hours. The ones who have not decided spend the mandate on PEP theater.
Public-body cash is not the comparator either. The New York City Law Department publishes Assistant Corporation Counsel bands of $87,737 to $188,235 by experience on its own careers page. The Office of the New York State Attorney General’s April 2026 New York City litigation posting ran $83,594 to $178,463 plus $4,000 location pay. Those are real New York legal jobs. They are not the buy-from-a-firm product. A head of HR who averages them with ACC GC cash and Am Law PEP is not benchmarking. The general counsel salary page and the in-house counsel salary page hold the title bands. The associate scale is the lockstep cost inside the invoice, not a company posting. Methodology for the interview program sits on the methodology page.
Questions a general counsel asks before matching a rate letter
When does partner compensation at a New York firm make an in-house hire cheaper than another year of hours?
When the nonequity layer is funding the premium and ACC cash can hire that lawyer — not when you are matching Am Law 100 PEP of $3.59 million. Thomson Reuters still forecasts hours contraction of 0.7 percent in the second and third quarters of 2026, but worked rates rose 7.4 percent in 2025 against 2.8 percent inflation. Waiting cheapens hours, not the rate letter. A New York general counsel should buy the nonequity or counsel lawyer into an associate general counsel or deputy seat; the equity pool is not a posting range.
What cash should a New York general counsel post against PEP?
Post ACC cash for the title: GC/CLO median total cash is $410,000 as of 1 March 2025. New York Labor Law § 194-b, in force since 17 September 2023, requires a good-faith min/max on the posting. That range will look small next to Am Law 100 PEP of $3.59 million on 2025 results and large next to City Law Department Assistant Corporation Counsel bands of $87,737–$188,235. The Association of Corporate Counsel survey is national self-reported cash, not New York public-company equity. A head of HR who waits for the compensation committee to “match PEP” is not posting a range; the seat stays open.
Who inside the firm is actually funding the premium on the invoice?
The nonequity tier: Am Law 100 nonequity ranks grew almost 7 percent on 2025 results against 2 percent equity growth. Original Jurisdiction’s 30 April 2026 readout of those figures is the leverage that funds rainmaker packages without expanding the ownership pool. SurePoint’s 2025 survey found 38 percent of Am Law 200 nonequity partners earned “only slightly more” than senior associates. That is the inventory a chief legal officer can actually hire. It is not the $12.152 million PEP print.
Should a chief legal officer wait for the 2026 hours fade?
Wait on HSR-process staffing after the 12 February 2026 vacatur; do not wait on trade after the 20 February 2026 IEEPA holding. Thomson Reuters forecasts a 0.7 percent hours contraction in Q2 and Q3 2026. Rate stickiness can keep the cash premium high even if hours fall. Buy a trade, cyber-certification or private-credit origination seat now. Rent extra antitrust-process hours unless a Second Request is already live. Domestic CTA compliance seats closed in March 2025.
What in-house title does a nonequity finance or M&A lawyer map onto?
Associate general counsel or deputy general counsel: ACC prices AGC median total cash at $294,000 as of 1 March 2025. Deputy general counsel median total cash is $368,000. The company is not hiring a “partner”; it is mapping a nonequity or counsel book onto an AGC–Deputy–GC stack. Prior law-firm experience is an explicit pay driver in that survey: +16 percent base at Attorney, +21 percent at CLO. NALP’s Class of 2024 put only 7.0 percent of jobs in business; a New York company almost never hires this talent at graduation.
How long does a New York in-house search from a firm take?
Budget 4 to 7 months on Sartori’s New York partner line, with a 94 percent completion rate. Median offer-to-acceptance is 15 working days; counter-offer incidence is 39 percent. Files that run past seven months are usually a posted-range fight, not a shortlist problem. Court of Appeals Part 522 registration will not later convert into admission-on-motion credit under Rule 520.10, so a non-New York bar on the CV is a clock, not a formality.
Am Law financials, ACC cash surveys, Thomson Reuters hours and the SurePoint employment file.
PEP and leverage come from the Am Law ranking as read out in April 2026. In-house cash is the ACC title survey as of 1 March 2025. Hours, rates and the 2026 contraction forecast are Thomson Reuters. The employment file that shows who left for in-house seats is SurePoint.

Am Law 100 2025 PEP ($3.59 million) and the 18-firm Manhattan 2024 cut (average PEP just over $6 million) are different universes and years. ACC cash is national self-report, not New York public-company equity. SurePoint counts employment-record moves, not dollars. Thomson Reuters hours are a billed-hours forecast, not an observed 2026 price decline. NYC Law Department and OAG bands are public-employer postings, not ACC cells.
