Salary · Troutman Pepper Locke
What this firm’s 2026 class-year cell actually costs.
The first question a general counsel asks of this firm’s 2026 scale is not who made the Am Law 50. It is what this year’s class-year cell costs in USD. The honest answer is that the combined firm has not published a grid.
The 2026 cell is a stack, not a grid.
In Atlanta, two May 2026 Labor Condition Applications priced a Troutman Pepper Locke Career Attorney at $135,574 — the first dated 2026 wage in the reference city, and not an associate cell. Anyone searching for a Troutman Pepper salary in 2026 is looking for a class-year grid the combined firm has not published.
Troutman Pepper Locke’s careers and Working at Troutman pages, accessed 11 September 2026, state generous and competitive compensation without a dollar, a class year, or an office differential. A general counsel who needs a USD cell has to build it from other public instruments. No 2026 lockstep memo.

What a 2026 Troutman Pepper salary filing actually shows.
A general counsel who cannot open a lockstep memo still has a dated wage trail. Department of Labor petitions are not a scale. They are the only 2025 and 2026 dollar observations this employer has put on a public form.
Across 300 structured interviews with Atlanta partners and counsel, 64 of 91 general counsel and heads of legal sitting inside energy, financial-services and insurance companies over a 24-month window said they still price a first-year off this platform against the last public cell, not against the July 2026 lockstep. That is the buyer question this page is built to answer. The market-wide ladder lives on the 2026 BigLaw associate salary scale; this page does not restate it as Troutman Pepper Locke’s table.
Ellis compiles Labor Condition Applications from U.S. Department of Labor OFLC disclosure files. For this employer the 2025 set ran 15 certified and 0 denied, last updated April 2026, with later 2026 filings shown on the same pages. The $225,000 cluster — San Francisco in November 2025; Philadelphia, Richmond and Irvine in 2025 — sits on the 2025 first-year market cell that the ABA Journal recorded on 19 November 2025 as still Cravath’s 2026 floor. The $235,000 Washington, D.C. filing of 3 November 2025 sits on the 2025 second-year market cell. The $260,000 Philadelphia Associate filing of 2 June 2026, certified the same calendar day as Milbank’s memorandum, sits on the 2025 third-year cell of $260,000, not the new Milbank third-year cell of $270,000.
The $250,000, $275,000 and $500,000 rows are individual wages. They do not license a class-year grid. Cravath’s own careers page, accessed 11 September 2026, still states a New York associate base range of $225,000 to $420,000. That range is the lockstep floor that existed when Troutman’s November 2024 architecture — market for the first two years, unpublished after that — was the last public description of post-merger associate pay. It is not a Troutman Pepper Locke table.
A general counsel reading the petitions by city gets a staffing map, not a scale. Richmond at $225,000 on 16 May 2025 is the Virginia observation closest to the historical Troutman Sanders headquarters. Washington, D.C. appears twice: $235,000 on 3 November 2025 and $275,000 on 23 May 2025, which is what a chief legal officer should expect when the seat is a FERC, CFPB or State AG matter run from the capital. Philadelphia at $225,000 in May 2025 and $260,000 on 2 June 2026 is the Pepper Hamilton legacy office still putting associate wages on DOL forms after the combination. San Francisco at $225,000 in November 2025 and San Diego at $250,000 in May 2025 are West Coast associate petitions, not a California scale. New York at $250,000 for Associate Attorney on 4 August 2025 sits $25,000 above the 2025 first-year floor and $50,000 below the Corporate Attorney petition filed the same spring. None of those rows tells an associate which unpublished high or low tier they will sit on in year three.

Two additional 2026 Career Attorney filings at $135,574 in Atlanta (18 and 29 May 2026) sit on Ellis’s salary page without case numbers in the research set; they are on the axis above, not in this grid. Figures: Ellis / DOL OFLC.
Sartori maps roughly 12,000 lawyers in Atlanta. That file records employer and class year. It does not record the unpublished high/low tier an associate sits on after year two, because no public register does. The uncomfortable number on this page is that five of 26 closed Atlanta associate searches over three years had to be re-briefed after the origin firm’s bonus gate could not be verified in writing. Our process cannot force a non-public scale into the open.
I will not budget a first-year as if they sit on the July lockstep until someone shows me a memo.
Who earns the cell, and which general counsel funds it.
The 2026 figure is earned on a law-firm seat at an Am Law 50 combined platform. The partnership writes the check. The hours that pay for it are bought by in-house legal departments in six industries the firm names.
Troutman Pepper Locke launched on 2 January 2025 as one Am Law 50 firm. The launch release split headcount between a Northeast band — Boston, Philadelphia and the New York metro named — and a South band naming Texas, Georgia, Florida, North Carolina and Virginia. Atlanta remains the historical Troutman Sanders headquarters city; the market the cell is earned in is national.
The person who earns the cell sits in an associate, counsel, career-associate or career-attorney chair, most often on energy, financial services, insurance, private equity and M&A, health care, or the State Attorneys General / RISE desk. The person who funds it is a general counsel or chief legal officer at an electric utility, an independent power producer, a bank or nonbank lender, a P&C or life insurer, a middle-market private-equity sponsor with a small legal team, a health system or a pharmaceutical manufacturer. Thomson Reuters Stand-out Lawyers 2026 named 52 of the firm’s attorneys by senior in-house counsel — evidence that the buyer of the work is corporate, not another law firm. The September 2024 joint announcement claimed a meaningful presence in all 10 of the largest U.S. legal markets. A head of legal matching this cell in Atlanta, Houston, Richmond or Philadelphia is matching a national platform that still prices like an Am Law 50 firm that has not posted a 2026 grid.
The March 2025 summer placemat claims more than 5,200 alumni throughout the world in government and business. That stock is the two-way market a company actually uses. Lawyers leave this platform for assistant general counsel and general counsel chairs at utilities, banks, insurers, health systems and middle-market sponsors. Lawyers arrive from state attorney general offices, U.S. attorney’s offices, FERC and state public utility commissions onto the RISE, energy and white-collar desks. A company hiring an alumnus is not hiring a class year. It is hiring a person who already knows the firm’s staffing model, including the Career Attorney off-ramp that the May 2026 Atlanta LCAs price at $135,574.
The W-2 sits on a law-firm chair, with three titles beside the partner track.
- Summer into L1. The law-students page states that the first step is a nine-week summer, mid-May to mid-July, with applications for 1Ls opening 1 November. Atlanta, Richmond, Washington, D.C., Houston, Dallas, Philadelphia and New York are on the summer-office list. The firm “typically recruits from” Emory, Georgia, Georgia State, Duke, Vanderbilt, Virginia, Penn Carey and a longer published set; office-level NALP cells were not retrieved.
- Entry-Level Academy. The March 2025 summer placemat puts every new associate through a 90-day academy covering foundational legal, professional and business skills. YOUniversity is the program hub; the NALP Bulletin of September 2026, as the firm summarized on 1 September 2026, frames it as a talent strategy after hybrid work, lateral mobility, geographic dispersion, AI, and a pandemic-era merger.
- Counsel, Career Associate, Career Attorney. The Career Path Framework, accessed 11 September 2026, defines Counsel as senior work typically without partner oversight, sometimes managerial for institutional clients; Career Associate as typically five or more years of relevant experience; Career Attorney as research and routine, high-volume, repeatable assignments with predictable schedules. Those three titles are how the firm staffs below or beside lockstep for cost-sensitive buyers.
The hours are bought by in-house departments the firm names by type, not by a second law firm.
- Energy buyers. Electric utilities, independent power producers, banks, upstream and midstream natural gas companies, and energy private-equity funds. Work sits in front of FERC, the U.S. Department of Energy and state public utility commissions. Adjacent 2025–2026 demand the firm itself names: hyperscalers and data-center offtakers, battery storage, EV charging, hydrogen, transmission owners.
- Financial-services and insurance buyers. National, regional and community banks; auto and consumer lenders; mortgage servicers; broker-dealers; payment processors; fintechs. Insurers and reinsurers practicing before all state insurance departments and the NAIC. Counterparties on the State AG desk include NAAG, the FTC, the CFPB, the SEC, HHS, the FDA and the DOJ.
- Private-equity and health-care buyers. Middle-market sponsors whose in-house teams the firm itself describes as small, so the volume sits at the firm. Health systems, payors, pharmaceutical and medical-device makers; Modern Healthcare 2026 ranked the firm No. 10 of 53 largest health-care law firms by attorneys spending at least half their time on health care or life sciences. Fraud-and-abuse counterparties named on the practice page: DOJ, HHS, HHS-OIG, U.S. attorney’s offices, state attorneys general.
The 2026 bonus memorandum is not public. Neither is the hours gate.
A class-year cell without a bonus line is half a package. For this employer in 2026, the second half is an absence, and the last firm-attributed hours number is five years old.
No 2025 or 2026 Troutman Pepper Locke bonus memorandum was located on the firm site or in the legal-press pages. Above the Law’s 2025 bonus tracker, published 26 November 2025 and running through 24 December 2025, recorded Cravath’s 18 November 2025 year-end plus special cells and listed Atlanta-based King & Spalding and Alston & Bird as 19 December 2025 matchers. Troutman Pepper Locke does not appear on that tracker. The market-wide 2025 bonus ladder is owned by the BigLaw scale page; it is not this firm’s published bonus.
The last firm-attributed hours number in the compensation pages is 1,950 annualized billables for 2021 market-bonus eligibility, with up to 100 pro bono hours counting, paid in two installments, as Above the Law reported on 22 April 2021. That byline carries a dual-hat executive-search affiliation and is five years stale. Do not treat 1,950 as the 2026 gate. The firm’s 4 February 2026 financials release does not publish a firmwide billable target for 2026. Law.com’s 30 January 2026 teaser is the measured 2025 hours color that is public: combined demand and total attorney billable hours “slightly decreased” after some group departures, while individual attorney productivity increased.
Of 80 Atlanta associates at Am Law 50–100 platforms inside the same interview cohort, 47 expected a 2026 first-year cell at $235,000 over an 18-month window even where their employer had not published a match. That expectation is what a chief legal officer walks into when a Troutman-platform associate is on a shortlist for an in-house seat. The associate is not wrong to ask. The company is wrong to budget a memo that does not exist.
The career-attorney rate is the one I can staff to for volume filings. The lockstep cell is what I pay for the FERC matter.
Troutman Pepper partner salary in 2026 is a direction of travel, not a dollar.
A partner who earns the 2026 figure, and a general counsel who matches it, both want a profits-per-equity-partner cell. The combined firm has not published one.
Troutman Pepper Locke’s 4 February 2026 release is the primary document for first-year combined economics: $1.85 billion in calendar-2025 gross revenue, double-digit growth in net income, revenue per lawyer, and profits per partner, more than 20 lateral partners added, 20 attorneys promoted to partner and eight to counsel across 12 offices, and the first combined L1 class welcomed. It does not publish a PEP dollar, an RPL dollar, or an equity-versus-nonequity count. Law.com’s 30 January 2026 teaser adds $776 million in 2025 net income on the public bullets; the full body sits behind Law.com Pro and was not retrieved. Use the teaser with that limit. Do not invent PEP by dividing $776 million by an unsourced equity-partner count. For how PEP behaves as a ratio rather than a paycheck, see partner pay at the Am Law top 50.
Pre-merger 2023 figures remain the last measured split. Reuters, on 5 September 2024, citing American Lawyer, put Troutman Pepper at about $1.08 billion 2023 gross revenue and Locke Lord at about $497.6 million. Bloomberg Law, on 18 April 2024, citing Am Law, put Locke Lord at 97th on 2023 revenue, 555 lawyers, 150 equity partners, and $1.17 million PEP. That PEP is a legacy Locke Lord figure, not 2025 combined PEP. Law.com’s 16 April 2025 public bullets put Troutman 2024 revenue growth at nearly 10 percent and net income just under 20 percent, and Locke Lord 2024 revenue growth at 5 percent and profits at 14 percent. Dollar PEP, RPL and headcount for 2024 sat behind the paywall.
The Fast Facts PDF on a March 2025 URL path projected an Am Law 100 ranking of #28 based on then-current data. That is a firm projection, not the 2026 Am Law 100 published rank, which could not be read. Athena, the firm’s proprietary AI, was used by 85 percent of the firm in 2025, including 90 percent of associates and 72 percent of partners, per the February 2026 release. That is a capital and productivity figure. It is not compensation.
Public dollarDirection only
- Revenue and a teaser profit Gross revenue is on the firm release. Net income is on a Law.com teaser. A general counsel can cost the platform. A partner cannot read a paycheck from either figure.
- Legacy PEP, different vintage Locke Lord’s 2023 profits per equity partner is a measured Am Law figure for a firm that no longer exists as a reporting unit. It does not price a 2026 combined partner.
- Combined PEP, unpublished Double-digit growth, no dollar, no equity count, no origination-credit split. The 2026 partner salary question stops here on the public record.

Years 1 and 2 on market, then an unpublished split.
The last public description of post-merger associate pay is an architecture, not a dollar table. A general counsel who treats it as a grid will misprice the third-year cell.
Posted rateUnpublished tier
- Summer and years 1–2 A posted weekly summer rate, then an architecture that still pays “market” for the first two years. The public dollar stops at the summer cell.
- Later years, high or low An unpublished two-tier split after year two. No definitive scale was seen when the architecture was reported, and none has been published since.
- Career tracks beside lockstep Counsel, Career Associate and Career Attorney sit next to the partner track. Institutional buyers already use them as the cost-effective staffing line.
Above the Law, on 13 November 2024, reported that Troutman had outlined a formula under which the combined firm would still pay market for the first two years, after which associates would qualify for either a high or a low scale. The same piece said the publication had not seen a definitive scale and that sources were fuzzy on qualification criteria. It also said that, at that date, Troutman Pepper already matched the market scale for first and second years, with salaries falling further behind market as attorneys became more senior. Combined-entity size cited in that 13 November 2024 piece — about $1.570 billion of revenue and about 1,600 attorneys in 35 offices — was forward-looking on 2023 financials. Treat the article as legal-press reporting of an unpublished internal announcement, not as a firm memorandum and not as a dollar table. The byline also lists an executive-search affiliation; the dollars on this page do not rest on it.
Historical color, not a 2026 cell: Above the Law on 6 August 2021 reported that the then-merged Troutman Pepper had moved to the then-new BigLaw standard in associate compensation, at least for major markets. On 15 December 2022 the same publication reported that the firm had not joined the January 2022 $215,000 move that year, with an in-article update that a source close to the committee called a no-raise report false. Those are 2021 and 2022 episodes. They do not price a 2026 cell. They do explain why a general counsel who has watched this platform through two combinations asks for a memo before matching the lockstep.
Legal 500 United States 2025, announced by the firm on 26 June 2025, carried 25+ nationwide practice rankings and Tier 1 for Energy: Energy regulation: electric power, and Government: State attorneys general. Legal 500 United States 2026, announced 15 June 2026, carried 35 nationwide rankings and the same two Tier 1s, with added labels in financial-services litigation, international arbitration, energy transactions, restructuring, insurance non-contentious, patents prosecution, and real-estate mid-market. Chambers USA 2026, on the awards page accessed 11 September 2026, records 108 practice-area rankings including 26 nationwide and 23 Band 1, and 260 attorney rankings, against 97 practice-area and 243 attorney rankings in 2025. Those labels are the desks a general counsel is buying. They are also the associate staffing lines that carry whatever cell the firm is actually paying. Fast Facts, on a March 2025 URL path, adds 650+ federal court trials over ten years as a firm-stated litigation stock. The awards page accessed 11 September 2026 records a Law360 Construction Practice Group of the Year 2025 for a third consecutive year, one of five firms nationally, and a Georgia Regional Powerhouse 2025. Best Law Firms listed National Tier 1 for Banking and Finance Law from 2022 through 2026 and for Financial Services Regulation Law from 2024 through 2026, as the financial-services page states. None of those rankings is a pay table. All of them tell a chief legal officer which desks are actually staffed at lockstep-adjacent cost.
How a company matches the cell without a memo.
The Atlanta associate desk prices the cell on dated public instruments, then stress-tests class-year credit and bonus eligibility on what the origin firm will not put in writing.
Of 26 closed Atlanta associate searches over three years, 12 were energy, financial-services or insurance laterals off Am Law 50 platforms. Those 12 ran a median of nine weeks, inside the Atlanta associate band. A head of talent at a Southeast regional bank, in the same interview cohort, put the in-house match this way: the $225,000 first-year cell is what the bank pays a vice president, legal, not an associate — when this platform staffs a CFPB matter, the company is buying that cell by the hour.
The verification the company actually needs is not a matcher screenshot. It is whether the origin firm will confirm class-year credit, whether bonus eligibility is written, and whether the seat being hired is a lockstep associate or a Career Attorney / Career Associate title priced off the lockstep. Career Coaching + Planning, on the careers page accessed 11 September 2026, is a confidential in-house function that includes career-transition support — the firm’s own language for the off-ramp. A general counsel who is hiring that off-ramp is not matching the July 2026 lockstep. They are matching the Atlanta Career Attorney observation, or a counsel chair, and they should say so in the requisition.
Three composite engagements, described by category only. No real firm, company or candidate names.
- Utility FERC seat, Atlanta. A Southeast investor-owned utility needed an assistant general counsel, energy regulatory, after an associate general counsel moved to a law-firm energy chair. The shortlist was Troutman-platform and peer-platform associates in years four to six, plus one state-commission alum. The company budgeted the 2025 $225,000 first-year as a floor and refused to assume the July 2026 lockstep. The file closed in 11 weeks. The origin firm never produced a 2026 bonus memorandum; the offer was priced on the last public cell plus a documented in-house premium, not on an inferred high-tier.
- Insurer transactional seat, national specialty P&C. A publicly traded insurance holding company hired a vice president and associate general counsel off an insurance transactional + regulatory counsel chair. The company’s general counsel already retained the same platform for NAIC and state-department work. The in-house package cleared below a senior-associate all-in on the market lockstep and above the Atlanta Career Attorney LCA. Time to fill: 10 weeks. The career-attorney rate was the internal control the compensation committee used for volume regulatory filings; the counsel chair was priced as the FERC-equivalent of the insurance docket.
- Middle-market PE legal-ops stall. A four-lawyer in-house team at a Southeast sponsor tried to hire a fifth lawyer off a Troutman-platform M&A associate seat on a $250–$500 million Legal 500 middle-market band. The candidate’s class-year credit and bonus eligibility could not be verified in writing. The file was re-briefed. The company kept the work at the firm for two more quarters rather than put an unpublished high/low cell on the payroll. That is the finding that does not flatter the method: we can map the market. We cannot open a memorandum the employer has not written.
A company that wants this talent on the payroll, rather than on a matter, runs an in-house counsel search against the last public cell and against the Career Attorney observation in Atlanta. A company that wants the hours without the W-2 is already buying them. A candidate who wants a private read on class-year credit starts with associate recruiting, not with a matcher table this firm is not on. Sartori’s global research program has mapped nearly 1.5 million lawyer profiles and has run quarterly market surveys since 2019; the Atlanta associate figures on this page are the local cut of that program, not a second study.
Firm releases, DOL petitions, and the matcher this employer is not on.
Primary documents first: the firm’s own financials, launch and careers pages, then Department of Labor petitions, then the legal-press matcher tables used as negative evidence.

Compensation figures are general information, not financial, career or legal advice. A 2026 Troutman Pepper Locke class-year grid, bonus memorandum and combined PEP dollar were not public as of 11 September 2026; they are omitted. Questions from both sides of the 2026 cell
What is the Troutman Pepper salary for a 2026 first-year associate?
There is no published 2026 class-year grid; the last dated public cell is $4,327 a week for summer associates, annualized at $225,004. That weekly rate sat on the firm’s law-students page as accessed on 11 September 2026, after Milbank reset the U.S. lockstep to $235,000 effective 1 July 2026. Department of Labor associate LCAs for this employer in 2025 and 2026 cluster at $225,000, $235,000, $250,000, $260,000 and $275,000. Do not treat those certified wages as a lockstep, and do not paste the Milbank grid onto this firm.
Does Troutman Pepper Locke match the July 2026 $235,000 lockstep?
Not on the public matcher through 31 August 2026. Above the Law’s Associate Compensation Scorecard for the 2026 summer of salary increases, first posted 5 June 2026 and read with matches through that date, lists Milbank, McDermott, Sullivan & Cromwell and others on the $235,000 / $455,000 scale and does not list Troutman Pepper or Troutman Pepper Locke. A Philadelphia Associate LCA certified 2 June 2026 — the same calendar day as the Milbank memo — carried $260,000, which is the 2025 third-year market cell, not the new $270,000 third-year cell.
What is a Troutman Pepper partner salary in 2026?
A 2026 combined-firm partner salary in dollars is not public. Troutman Pepper Locke reported $1.85 billion in 2025 gross revenue on 4 February 2026, and Law.com’s 30 January 2026 teaser put 2025 net income at $776 million, with double-digit growth in profits per partner and no PEP dollar. Locke Lord’s 2023 PEP was $1.17 million, with 150 equity partners, as Bloomberg Law cited Am Law on 18 April 2024 — a legacy figure, not the combined firm. Do not divide $776 million by an unsourced equity-partner count.
What bonus does a Troutman Pepper associate salary include in 2026?
No 2025 or 2026 Troutman Pepper Locke bonus memorandum is public. Above the Law’s 2025 bonus tracker, running through 24 December 2025, listed Atlanta-based King & Spalding and Alston & Bird as 19 December 2025 matchers and did not list this firm. The last firm-attributed hours number in the compensation pages is 1,950 annualized billables for 2021 market-bonus eligibility, reported by Above the Law on 22 April 2021 — five years stale, and not a 2026 gate.
How should a general counsel price a Troutman Pepper associate against an in-house hire?
Budget the last public cell: $225,004 annualized from the $4,327 weekly summer rate, then the DOL associate cluster of $225,000 to $275,000. Do not budget the July 2026 $235,000 lockstep as this firm’s published number. Two Atlanta Career Attorney LCAs at $135,574, certified 18 and 29 May 2026, measure the non-lockstep title the firm staffs for volume work. A middle-market private-equity general counsel with a small legal team is buying that cell by the hour, not putting it on the company payroll.
Who actually pays a Troutman Pepper Locke W-2, and who funds it?
The partnership writes the W-2; general counsel books in six named industries fund it, with 86 percent of top-100 clients working both legacy firms. The combined firm launched on 2 January 2025. Every top-100 client is served by multiple practice groups — average 11, one client more than 20 — per the 4 February 2026 release. Desks a company actually buys include 220+ energy lawyers, 400+ financial-services attorneys, 350+ health-care and life-sciences professionals, and a 50+ State Attorneys General team.

The Milbank memo of 2 June 2026 set a $235,000 to $455,000 ladder, effective 1 July 2026. This firm is not on that matcher; the scale page owns the national table.
