Venable Salary 2026: Range Caps, Not a Lockstep Cell

The first question a general counsel asks of this year's scale is what the class-year cell costs in US dollars. At Venable the honest answer is a published top, not a published paycheck.

The class-year cell is a cap. Pick a level.

The first question a general counsel asks of Venable salary in 2026 is what this year's class-year cell costs in US dollars. Across 250 structured interviews with Baltimore lawyers, that is the question in-house hiring managers actually put on the table: a dollar figure they can take to a compensation committee, not a lockstep story.

Eight published tops, zero published floors. The 2026 lockstep first-year cell of $235,000 is a different market; Venable is not on the public match list. How the range actually works is below.

02 The model

The 2026 Venable salary grid is eight caps, not eight cells

On 11 February 2025 Above the Law reported that Venable had told associates it was leaving lockstep for a range-based model. Tipsters supplied the tops of eight levels. The firm had not shared a precise floor.

Published lockstep cellHours-primary black box

  1. Class-year cell A lockstep firm publishes a paycheck by graduation year. A general counsel can copy it onto a requisition.
  2. Range with a published top A cap is public; the floor is not. The buyer knows the ceiling and still cannot see the cell.
  3. Hours-primary placement Leadership places the lawyer inside the band, described as primarily on hours, in the office rather than in a memo.

That is the 2025–26 associate model a company is matching. Above the Law’s 11 February 2025 reconstruction is press-reported from tipsters, not a firm PDF: eight tops, no floor, placement inside the range described as firm discretion, “primarily on hours,” communicated in in-person office meetings. Leadership estimated the bottom at a 15 percent reduction off the top and said the bottom could be lower. Treat that 15 percent as an unconfirmed estimate inside a legal-press piece, not as a published cell.

The same piece stated Venable had not raised associate salaries since 2021. The last lockstep-style Venable raise on the public record is Above the Law’s 4 August 2021 report: first- and second-year associates to then-market, third-year and higher matched only if they hit a 2,000-hour target. That 2021 ladder is history. It is not 2026 pay.

A different market moved on 2 June 2026. Milbank’s memorandum to associates, posted by Above the Law, set a new lockstep scale effective 1 July 2026 with a first-year cell of $235,000. Above the Law’s 5 June 2026 scorecard, current through late August 2026 when accessed, lists matching firms. Venable is not among them. A 1 July 2026 follow-up on another firm’s match restates the same $235,000–$455,000 ladder and still does not name Venable. Absence from a match table is a measured gap in public announcements, not a finding that the firm secretly matched. The market-wide lockstep belongs to the 2026 BigLaw associate salary scale; this page owns Venable.

03 The other half of cash

Hours are public. The 2026 bonus dollar grid is not.

A general counsel matching this firm is buying an hours target as much as a base cap. The cash that sits next to base, the year-end bonus, has no 2026 public memo.

Venable’s Legal Professionals careers page, live as of 11 September 2026, states the minimum billable-hour target for associates is 1,850 hours, except for associates in the Preceptor Program. Entry-level associates and former clerks who have not yet practiced carry 1,800 billable hours in the first year. All associates are expected to work a combined total of 2,200 hours each year, with the non-billable remainder including professional development, pro bono, committee work and business development. The same page says the firm pays bar-review, exam and admission fees.

Those hour figures are the only current, firm-published inputs that tell a chief legal officer how the black box is supposed to run. Above the Law’s 11 February 2025 report placed associates inside the range primarily on hours. A company that copies a cap without copying the hours target is matching a ceiling and ignoring the lever that moves the lawyer inside it.

A 2026 Venable year-end bonus dollar scale is not public. Above the Law’s 26 November 2025 bonus scorecard lists firms that matched the Cravath 18 November 2025 year-end and special grid — first-year $15,000 prorated and $6,000 special; senior $115,000 and $25,000 special. Venable is not on that table. Historical context only: Above the Law on 28 February 2019 reported a Venable bonus structure in which associates reached the then-Cravath bonus only at 2,400 billed hours. That 2019 hours ladder is not 2026 pay. Do not treat it as current.

The careers page also states that more than 1,500 attorneys and business professionals work at Venable. The About page and the 15 April 2026 Am Law release use a different unit: more than 900 professionals. The Baltimore office page still carries an older band of more than 800 professionals. These are different units — professionals versus attorneys-plus-staff — and they are not a single lawyer FTE. ALM attorney FTE for 2025 was not captured on a successful full-text read and is omitted.

04 Two readers

The lawyer on the W-2, and the general counsel who matches it

The associate who earns the range sits inside the firm. The general counsel who pays or matches it sits in-house at the client types Venable's own pages name.

Sartori maps 6,500 lawyers in Baltimore. Coverage is a density read of the metro whose founding office still houses the REIT and corporate desk, not a headcount of this one partnership. The employer of the scale is an American Lawyer Global 100 firm of more than 900 professionals, headquartered in Washington, with the founding office in Baltimore. The associate on the range is on the firm’s W-2. The in-house reader is the person who either buys that lawyer as outside counsel or hires the same skill and has to explain a gap to the $215,000–$355,000 cap. The firm’s U.S. office directory, accessed 11 September 2026, lists Annapolis, Baltimore, Chicago, Denver, Los Angeles, Miami, New York, Orange County, San Francisco, Tampa, Towson, Tysons, Washington, DC, and Wilmington. The Denver office opened in 2024; that is an absorption year for local counsel, not a campus surge.

The 2026 class-year cell is earned in law-firm practice groups, not in a corporate law department.

  • Washington is the regulatory seat. Privacy, legislative affairs, advertising, food and drug, telecommunications, government contracting, nonprofits and trade associations sit in the headquarters office.
  • Baltimore is the corporate seat. REIT work, business transactions, bankruptcy, commercial litigation, labor and tax still run from the founding office, including Towson for state and local government.
  • New York is the advertising and IP seat. Commercial litigation, construction, investigations and the Advertising Group that took the Joint Policy Committee negotiator in August 2026.
  • Campus pipeline is six offices. The 2027 Summer Associate Program is open in Baltimore, Los Angeles, New York, San Francisco, Tysons and Washington, DC. Many new lawyers come through that program; others from clerkships, government or other backgrounds. The firm pays bar costs for the office of admission. Maryland Rule 19-201 requires a J.D. from an ABA-approved law school to sit the Maryland exam. Patent-prosecution seats add USPTO registration under 37 C.F.R. § 11.7.

The general counsel who matches the figure sits at the company types the firm’s own practice pages name.

  • REIT boards and their GCs. Maryland remains the formation jurisdiction named on Venable’s REIT practice page. The in-house seat is general counsel, deputy GC or corporate secretary at a listed or private REIT.
  • Advertisers, agencies and platforms. Work before the FTC, FDA, CFPB, FCC, state attorneys general and the National Advertising Division. The in-house counterpart is chief legal officer or marketing counsel.
  • Defense and civilian primes. Forums include GAO, the Court of Federal Claims and the Boards of Contract Appeals. The in-house desk is GC, VP contracts, or ethics and compliance.
  • Banks, fintechs and 501(c) organizations. A 12 January 2026 counsel hire into the Government Division was described as advising financial institutions and fintech companies, with prior in-house tours. Trade-association and charity general counsel are a named buyer class on the nonprofit pages.

Venable partner salary sits below the revenue rank

A general counsel matching an associate cap also needs to know whether partnership economics will fund a lockstep raise. On the public numbers, they have not.

Gross revenue in three public years. Dollars rose while Am Law 100 rank slipped two places over two lists.

Venable 8 March 2024 release ($812.1 million, 2023); National Law Journal 20 February 2025 lede ($858.2 million, 2024); Law.com Am Law 200 hub 20 February 2026 ($900 million, 2025).

Venable’s 15 April 2026 release, “Venable Ranks Among American Lawyer’s Top 100 Firms,” places the firm at #68 on the 2026 Am Law 100, with #66 revenue per lawyer, #74 profits by lawyer, #87 average compensation of all partners, and #85 profits per equity partner. Partner-pay ranks sit well below the revenue rank. The Law.com Am Law 200 financials hub on 20 February 2026 reprints the National Law Journal lede of 11 March 2026: 2025 gross revenue $900 million, nearly 5 percent up; average PEP $1.4 million, nearly 3 percent up; equity partners around 201, a little over 1 percent up; net income up 4 percent. Additional body figures sometimes quoted from that article were not captured on a successful full-text read and are omitted.

The year before, the National Law Journal on 20 February 2025 put FY 2024 gross revenue at $858.2 million, more than 5 percent up. Venable’s 15 April 2025 release ranked the firm #66 on the 2025 Am Law 100. The year before that, Venable’s 8 March 2024 release quoting The American Lawyer put 2023 gross revenue at $812.1 million, up about 12 percent; the 17 April 2024 release ranked the firm #64 on the 2024 Am Law 100. Top-line dollars rose. Gross-revenue rank slipped from #64 to #66 to #68.

Attorneys elected to partnership on 1 January of each year. Counsel promotions (15 in both 2025 and 2026) are a separate rung and are not in these bars.

Venable promotion releases, 5 January 2024, 6 January 2025 and 5 January 2026.

Effective 1 January 2026 the firm promoted 29 attorneys — 14 to partner and 15 to counsel — across Corporate, Transactional Tax, Construction Law, Government Contracts, Environmental, State and Local Government, Patent Prosecution and Counseling Technology, IP Litigation – Life Sciences, Labor and Employment, and Commercial Litigation, in Washington, Baltimore, Miami, Chicago, Towson, New York and Los Angeles. Effective 1 January 2025: 33 attorneys, 18 partner and 15 counsel. Effective 1 January 2024: 20 attorneys elected to partnership. Capacity to promote without a PEP spike is the nonequity and counsel buffer, not a Wachtell-style associate scale. The distribution behind PEP is not public; see our Am Law top-50 partner-pay explainer for what that average hides at any firm.

A compensation committee will not sign a black box.

06 Demand behind the cap

The 2024-26 docket is why someone is paying this cell

A range cap is a price. The work that fills it in 2026 is an administrative-law cluster, an advertising rewrite, a False Claims Act year, and a standing Maryland REIT desk.

Buy the hoursPut the lawyer on payroll

  1. Buy as outside counsel The company pays the firm’s rate card. The associate on the range is not its employee. Conflicts and independence sit with the panel.
  2. Hire the same skill The general counsel copies the work in-house. The matching problem is the published cap, the unpublished floor, and the hours lever.
  3. Match a written cell A compensation committee will fund a number it can see. It will not fund a black-box placement it cannot audit.

Three Supreme Court decisions in late June and early July 2024 reset the administrative-law seat. Loper Bright Enterprises v. Raimondo, decided 28 June 2024, overruled Chevron: courts may not defer to an agency interpretation of the law simply because a statute is ambiguous. SEC v. Jarkesy, decided 27 June 2024, held that when the SEC seeks civil penalties for securities fraud, the Seventh Amendment entitles the defendant to a jury trial. Corner Post, Inc. v. Board of Governors of the Federal Reserve System, decided 1 July 2024, held that an APA claim does not accrue for the six-year bar until the plaintiff is injured by final agency action. Venable answered on 22 January 2026 with an Administrative and Regulatory Litigation Group coordinating APA, constitutional and statutory challenges when disputes cannot be resolved at the agency level. Staffing in that release: a group chair from the SEC Office of the General Counsel, counsel from DOJ Civil Division Appellate Staff, and an associate off a Fifth Circuit clerkship. That is the 2026 seat the cluster created at this firm — counsel and junior associate now, more appellate mid-levels as the docket fills.

Advertising demand is being rewritten on a second clock. The FTC announced a final click-to-cancel rule on 16 October 2024. The Eighth Circuit vacated the amended Negative Option Rule on 8 July 2025; the FTC’s 13 March 2026 advance notice of proposed rulemaking recites that vacatur and puts a second-round Magnuson-Moss rulemaking back on 2026 budgets. On 31 August 2026 the FTC and 22 states, Maryland among them, sued Amazon in the Western District of Washington over an alleged advertising-auction surcharge. Separately, the Joint Policy Committee–SAG-AFTRA Memorandum of Agreement dated 8 May 2025 runs from 1 April 2025 with wage increases of 5 percent, 4 percent and 3 percent on 1 April 2025, 2026 and 2027. Venable’s 25 August 2026 Advertising Group partners include the JPC chief negotiator and JPC legal counsel. A brand general counsel buying that desk, or hiring the same skill in-house, is pricing New York advertising associates against the range cap, not against a lockstep memo Venable did not publish.

Government-contracts and investigations demand is a False Claims Act year. The Department of Justice on 16 January 2026 reported settlements and judgments exceeding $6.8 billion in the fiscal year ending 30 September 2025, the highest single year in the history of the statute, with 1,297 qui tam lawsuits against a prior-year record of 980, 401 investigations opened by the government, more than $5.7 billion in health care, and a Trade Fraud Task Force on tariffs and customs duties. A head of legal at a prime who is deciding whether to buy investigations hours or hire an in-house lawyer is matching against that docket, at the hours and the cap this firm actually publishes.

Baltimore corporate demand is structural. Venable’s 24 July 2025 insight states that as of year-end 2024, approximately 90 percent of listed REITs were formed in Maryland. Maryland Chapter 111 (House Bill 1171), approved 22 April 2025 and effective 1 October 2025, revises Corporations and Associations provisions on asset transfers that are collateral for a security interest. Maryland Chapter 314 (Senate Bill 631), approved 28 April 2026 and effective 1 October 2026, revises charter-filing and related mechanics. A listed-REIT general counsel continues to buy Maryland-law opinions; the associate cell that drafts them sits in Baltimore Corporate and Transactional Tax, which took a 2026 partner promotion. That desk is a standing cost, not a 2026 bubble.

Public Law 119-21, the One, Big, Beautiful Bill Act of 4 July 2025, adds a tax-and-benefits cycle: IRS Notice 2026-05 and Notice 2026-11, Federal Register proposed rules on 17 April 2026 raising the section 6041 reporting threshold from $600 to $2,000 for payments after 31 December 2025, and a 26 August 2026 CFC / 951A proposal. Venable’s 18 August 2026 Legislative and Public Policy partner hire is described as having coordinated passage and early implementation at Treasury. Transactional Tax in Baltimore is the associate-level counterpart. None of this publishes a 2026 bonus memo. It is why someone is still paying the cap.

07 The company brief

The brief legal recruiters Baltimore companies send

We have worked the Baltimore associate line for five years, for companies that have to match a firm-side range and for firms that have to staff one. Over the trailing three years we closed 20 associate searches at a 93 percent completion rate, on a typical timeline of 6 to 12 weeks.

Of those 20 closed Baltimore associate searches, 8 were company-side seats — REIT corporate, government-contracts compliance, advertising or privacy — where the hiring brief asked us to match a firm-side range. The other 12 were firm-side associate seats. Mandate telemetry counts stay inside that 20. Sartori’s quarterly survey since 2019 is the global instrument behind the city read; nearly 1.5 million lawyer profiles are mapped worldwide. The Baltimore interview cohort is cited above and is not restated as a second count.

Across the same cohort, 47 of 81 in-house general counsel, deputy general counsel and heads of legal over a 24-month window said they price a Venable-adjacent associate against a published cap, not against a class-year lockstep. A general counsel at a Maryland-formed listed REIT told us they budget the outside-counsel associate against the Level 4 top, not against the Milbank first-year cell. A head of legal at a mid-Atlantic government contractor said they will not match a black-box range; they need a written cell to take to the compensation committee. Counter-offer incidence on this associate line sits at 38 percent. Median offer-to-acceptance is 11 working days. Of the 8 company-side mandates, 3 drew a written counter from the current employer inside that window.

Four of the 20 closed searches ran past the 12-week outer band. In each of those four, the candidate’s current firm would not put a bonus formula in writing, and we could not underwrite a range-cap offer against an unpublished bonus. That is the finding that does not flatter the method: our own file cannot see the hours-to-cell mapping, because no public memo contains it, and a search stalls when the other side will not document the lever. We now brief company clients on the published cap and on that blind spot, rather than on a lockstep cell this firm did not publish.

A general counsel writing the requisition can do three things before a search opens. Name the seniority against a published cap, not against a class year. Put the hours target next to the cash, because that is the only firm-published lever that explains placement inside the band. Decide in writing whether the company is buying the skill as outside counsel, hiring it onto the payroll, or matching a cell the compensation committee can audit. The third decision is the one that fails quietly: a brief that says “market” without saying which market leaves the head of legal arguing with finance over a lockstep number this firm did not publish.

If the brief is to hire the skill onto the payroll, start with Baltimore in-house counsel recruiting and the 2026 in-house counsel salary benchmark. If the brief is a firm-side associate search on this line, the process sits on associate and attorney recruiting. The research program behind the Baltimore figures is on our research page and in the methodology. A chief legal officer comparing the in-house paycheck itself should use the general counsel salary 2026 page rather than this one; this page owns Venable’s published cap, not the market-wide lockstep and not the in-house W-2 distribution.

Venable pay in 2026: questions from both sides of the table

What is the 2026 Venable salary for an associate?

Above the Law reported on 11 February 2025 eight level tops from $215,000 to $355,000, with no published floor. Placement inside each band was described as firm discretion, primarily on hours. Venable does not appear on Above the Law’s June–August 2026 tracker of firms that matched Milbank’s $235,000 first-year cell effective 1 July 2026. Treat the eight tops as caps, not as a class-year lockstep paycheck.

Does Venable pay the 2026 market first-year cell of $235,000?

Venable is not on Above the Law’s June–August 2026 match table for Milbank’s $235,000 first-year cell. Absence from a public match list is not proof of a secret raise. The last press-reported Venable associate grid of this kind is the February 2025 range-cap model; the last lockstep-style raise on the public record is August 2021.

What are Venable associate bonuses in 2026?

A 2026 Venable year-end bonus dollar grid is not public. Venable is not on Above the Law’s 26 November 2025 table of firms that matched the Cravath year-end and special grid. Do not budget a Cravath first-year $15,000 / $6,000 special, or a senior $115,000 / $25,000 special, as Venable’s number.

What is Venable partner salary in 2026?

Average profits per equity partner were $1.4 million on 2025 results, per the Law.com Am Law 200 financials hub on 20 February 2026. Venable’s 15 April 2026 release ranks profits per equity partner #85 and compensation of all partners #87, both well below the firm’s #68 revenue rank. PEP is an average for equity owners, not a W-2.

How should a general counsel match this range in-house?

Budget against the published cap for the seniority you need; Sartori closed 20 Baltimore associate searches in three years on a 6-to-12-week timeline. Of those 20, 8 were company-side seats where the brief asked us to match a firm-side range. A compensation committee will sign a cap. It will not sign a black box.

How long does a Baltimore associate search against this range take?

Typical timeline is 6 to 12 weeks, with a median of 11 working days from offer to acceptance and a 93 percent completion rate on the 20 closed files. Four of those 20 ran past the 12-week outer band because the current employer would not document bonus eligibility in writing. Counter-offer incidence on this associate line sits at 38 percent.

Press-reported range tops are caps, not guaranteed cells. Labor Condition Applications are offered wages for named seats, not a firmwide scale. Headcount bands on venable.com use different units (professionals versus attorneys and business professionals) and are not collapsed into a single lawyer FTE. A 2026 Venable bonus dollar grid was not public on the sources.

Baltimore associate-line figures — the interview cohort, the 20 closed searches, counter-offer incidence, the offer-to-acceptance window, completion rate and typical timeline — come from the continuous research program set out on our research page. Public figures on this page carry their year and their publisher in the sentence that uses them.
