Dubai Airports said on 11 February 2026 that Dubai International welcomed 95.2 million guests in 2025; on 26 August 2026 its chief executive put Dh13 billion of Al Maktoum International work already on site and more than Dh55 billion more to award before year-end, about 9,000 workers, first phase 2032. The Dubai Civil Aviation Authority, reconstituted by Law No. (11) of 2020, is the permit counterparty for every operator on that list.
