Brussels employers inside the ISC net, and why legal headcount follows

FPS Economy's 12 September 2025 report ranked year-two sectors as sensitive data (21 files), digital infrastructure (14), energy (13), health (12), and dual use (9). Ultimate beneficiaries clustered as United States 45, United Kingdom 22, Japan 8, Canada 7, and China 5. Brussels-Capital took 31 territorial tags. Named Brussels corporates already run the competition, trade, or mergers-and-acquisitions seats that produce ISC work. Solvay SA reported about 8,400 employees in its 2025 Annual Integrated Report and already titles a Brussels legal lead covering competition, trade, and FDI. Syensqo SA posted 2026 mergers-and-acquisitions legal seats covering acquisitions that trigger look-through.
