Statbel, on 25 September 2024, published the earnings survey for October 2022, covering more than 184,000 full-time employees in enterprises with at least ten employees. The gross monthly average was €4,076. The median was €3,728. A tenth of employees earned at least €6,305. The Brussels-Capital Region average was €4,748, 16 percent above the national average. Head offices and management consultancy averaged €5,696. Financial service activities averaged €5,472. Petrochemicals averaged €6,431. Chief executives, as an occupation, averaged €11,772. The concept excludes the thirteenth month and double holiday pay. It is not a general counsel salary, and it is not a 2026 figure. It is the last official distribution a compensation committee can actually cite.
Cash guides for the seat, where we publish them, are on general counsel salary in 2026 and in-house counsel salary in 2026. Neither of those pages is a Brussels tariff. We do not paste another city's band into a Brussels offer.

What moved in 2026 is the index, not a new Statbel GC table. PwC Legal describes the Program Act, published in the Belgian Official Gazette and in force on 1 June 2026. For a reference wage above €4,000 gross a month, indexation is moderated until a 2 percent target is met. The first moderation period started on 1 June 2026. A second is expected from 1 January 2028, with the €4,000 threshold itself indexed. Bonus, meal vouchers and overtime sit outside the reference wage. The Brussels-Capital average of €4,748, the head-office average of €5,696 and the chief-executive average of €11,772 are all above €4,000, so the cap is the clause a 2026 offer has to answer even though those averages are October 2022 wages.
Public-sector pay is a different mechanism and a useful calendar marker. BOSA records that the pivot index was crossed at the end of June 2026, that public-sector salaries and social benefits were indexed by 2 percent in September 2026, and that the coefficient from 1 September 2026 is 2.2080. The next pivot is 102.29. A company counsel is not a civil servant. The September date is when candidates on the public-sector side of Brussels, and candidates comparing an EU-institution package with a company package, recalculated.
Of the same 72 general counsel and heads of legal, interviewed over 24 months, 31 asked, during 2026 conversations, how an offer would apply the cap on a reference wage above €4,000. A chief executive at a market-infrastructure group in Brussels asked for the clause before the bonus: Show me how the €4,000 cap hits base before you show me the bonus. Sartori's Brussels in-house mandate telemetry records counter-offer incidence of 27 percent on that line. The argument is the index clause and bonus eligibility.
The Institute's own fee is a cost of the title, not pay. The fee page, reflecting Council decisions of 15 December 2020 and an amendment of 7 December 2023, sets the annual member fee at €414, at €394 if the company or group has at least 30 members, and at €207 in the first year if the Council approves membership after 31 August. A group that already has 30 members is a large in-house department. The fee rule does not say how many Brussels groups are in that band.
