In-house legal recruiters in Calgary

General counsel and chief executives hiring in Calgary buy an Alberta call, a notice period the Employment Standards Code caps at eight weeks for the employer and two weeks for a long-serving employee, and a pay band the City and the Crown publish and the private producers do not.

›In house legal recruiters Calgary — the short answer

In house legal recruiters Calgary brief general counsel against an Employment Standards Code employer-notice cap of 8 weeks at 10 years of service. Alberta states common-law severance is not required by the Code. The City of Calgary 2026 disclosure, effective 30 April 2026, sets the City Solicitor band at CAD 302,328 to CAD 377,910. NALP, as of 1 January 2025, put the Western Canada first-year median at CAD 115,000. Sartori & Partners closed 17 Calgary-facing in-house searches over three years, 94 percent completed. A TSX-listed oil-sands producer in Calgary accepted a deputy general counsel in week 13 of 2025.

01 — The brief answer

The Calgary file stalls on the Alberta call and the notice the Code actually sets.

Sartori & Partners maps about 5,000 lawyers on the desk that covers Calgary. That coverage is the bench a general counsel hires from: producer and midstream legal departments, the Alberta Securities Commission, the Alberta Energy Regulator, the City's law department, Alberta Justice counsel posted here, and the energy associates those employers keep trying to move. The firm-wide map is 1,480,000+ lawyers. The Calgary figure is the local book, not a second census.

We have worked this in-house market for 8 years, for general counsel, chief legal officers, and heads of legal at energy issuers, pipelines, and public bodies. Over the trailing three years the desk closed 17 in-house searches at a 94 percent completion rate. The typical time to fill is 4 to 7 months. That range is not the firm-wide General Counsel clock. Across 52 GC and CLO searches since 2017, inside 400+ placements (230+ in-house), the shortlist arrives in 24 days and the accepted offer in a median of 11 weeks, range 8 to 16. Calgary's 4 to 7 months is what remains after the offer: the Code notice, a contractual clause that is longer, or a Law Society of Alberta transfer that was not finished on day one.

Of those 17 files, 6 were producer, midstream, or pipeline seats. 4 ran past month five because an active Alberta membership, a visiting-lawyer day count, or a transfer was not in hand. The two cuts overlap. They are not a partition of the 17. Counter-offer incidence on the same book was 26 percent. Median offer to acceptance was 14 working days.

The parent practice is in-house counsel recruiting. A first officer seat, or a succession, is a general counsel search. When the chair is the general counsel of a producer or a pipeline, the brief is an energy general counsel search. The city hub is Calgary.

02 — The local market

Who hires counsel in Calgary, and which desk they are actually filling.

Calgary is a head-office legal market for oil, gas, and the pipes that move them. Suncor, Cenovus, and Canadian Natural Resources publish Calgary head offices. Pembina Pipeline and TC Energy do the same for midstream. A mandate at one of those companies is rarely a generic commercial seat. It is joint-venture documentation, royalty and surface, marketing contracts, a securities file for a Toronto or New York listing, or regulatory advice that has to survive the Alberta Energy Regulator and, on a federal pipeline, the Canada Energy Regulator. When the chair itself is open, the brief moves to energy general counsel search. The 17 Calgary-facing files include 6 of that shape. They are not a census of downtown.

The issuer count is public, and it is why the general counsel so often sits here even when the asset does not. The Alberta Securities Commission's 2025 Alberta Capital Market report counted 316 Alberta-head-office listed issuers and CAD 827 billion of market capitalization at 31 December 2024. Oil and gas, together with utilities and pipelines, were 82 percent of that capitalization. The Commission itself is in Calgary. So is the Alberta Energy Regulator's head office. A company hiring an investigations or capital-markets counsel is often bidding against those benches and against the energy groups at the national firms at the same time. Canadian Natural's budget released 16 December 2025 put 2026 operating capital at about CAD 6.3 billion. That is a capital program, not a headcount, and it is the kind of number that keeps joint-venture and marketing counsel in the building.

Two public employers publish enough of their own shape to brief against. The City of Calgary's 2026 compensation disclosure, effective 30 April 2026, prices Lawyer 1 through Lawyer 3 and a City Solicitor and General Counsel who is also General Manager, Law, Legislative Services and Security. Most laterals into that division are the exception. The grid is the check a private general counsel uses, not a deep pool of people who will move. Alberta Justice posts Civil Crown Counsel to Calgary as well as Edmonton. A 28 September 2026 Justice Legal Counsel posting for the Court of King's Bench in Calgary is classified Civil Crown Counsel 2 and 3 and requires membership in good standing with the Law Society of Alberta, or eligibility for it. Treat a Crown file as its own buyer: a published biweekly grid, a different resignation culture, and a start date that waits on classification.

Job Bank's Calgary Region outlook, with recent trends updated 28 July 2026, describes a labour shortage for Lawyers and Quebec notaries (NOC 41101) over 2023–2025, and a Moderate outlook for 2025–2027, that outlook updated 10 December 2025. About 6,180 people work in the occupation in the region, and 78 percent of them are in professional, scientific and technical services. That is mostly law offices, not in-house departments. A general counsel who reads 6,180 as "available counsel" is reading the wrong tap. The competing employer for the same people is the downtown energy partnership. The 2026 pay cells, including the ones that are still a 2021 census hourly, are on the Calgary lawyer salary page.

03 — Notice and the license

The offer is not done when the candidate says yes.

Alberta's Employment Standards Code is the floor a Calgary employment lawyer will read before anyone argues reasonable notice, and it does not match Ontario's table. An employee who resigns owes written notice of 1 week after more than 90 days but less than 2 years, and 2 weeks at 2 years or more. An employer who ends the job without just cause owes 1 week in that first band, 2 weeks at 2 years but under 4, 4 weeks at 4 years but under 6, 5 weeks at 6 years but under 8, 6 weeks at 8 years but under 10, and 8 weeks at 10 years or more. Notice is not required in either direction if employment has lasted 90 days or less. The employer may give working notice, termination pay, or a mix.

Severance, in the sense a Toronto general counsel means it, is not a second Alberta statute. Alberta's termination page states that a person may be entitled to more than the Code minimum, that this is often called severance, and that it is determined under common law and is not required by the Employment Standards Code. Contracts sometimes write a longer period. We do not quote a common-law month count. No official table publishes one. A board that inserts "12 months, market" into a Calgary offer is writing a number the Code does not contain. If the employer pays out a resignation, the province's worked example caps that pay at the employer notice the Code would have required: at 10 years or more, 8 weeks, even if the employee offered more. Contractual notice can still be a separate argument. Build the start date from the clause in the candidate's current agreement, then check it against that 8-week employer cap, not against an Ontario severance week.

Group termination is a minister's notice, not a longer personal scale. If an employer intends to end the employment of 50 or more employees at a single location within a 4-week period, it must give the minister responsible for Employment Standards written notice of at least 4 weeks, or as soon as reasonable if that is impossible. Group notice to the employees is not required. Individual notices still are. Count the location, not the whole company. Final earnings are due within 10 calendar days after the end of the pay period in which termination occurred, or 31 calendar days after the last day, and the employer chooses.

Restrictive covenants are the clause a Toronto letter gets wrong. Ontario prohibits a non-compete agreed on or after 25 October 2021, with an executive exception that names chief legal officer and does not name General Counsel. Alberta's Code does not enact that prohibition. A Calgary non-compete is a common-law question of reasonableness, not a statutory ban and not an Ontario executive list. A non-solicit and a confidentiality clause are ordinary tools. A Toronto offer pasted into a Calgary agreement imports a statute that does not apply. We take the broad non-compete out of the draft unless Alberta counsel has already decided it will stand.

Licensing is the other clock, and it is why 4 of the 17 Calgary-facing files slipped past month five. Practicing Alberta law requires a Law Society of Alberta member who is entitled to practice. The Labour Mobility Act was proclaimed on 6 April 2023. The Society reviews a complete Canadian-lawyer application within 20 business days of receipt, and its 10 October 2023 rules note says reasons for the registration decision follow within 10 business days. A lawyer who holds only a non-practising status at home is licensed as non-practising in Alberta and must reinstate before giving advice. The Society's transfer guide is blunt: the person cannot provide legal services or give any legal advice until the Society confirms the application is approved.

The 100-day National Mobility window is not a substitute for that transfer. A lawyer entitled to practice in another National Mobility Agreement jurisdiction may provide legal services in Alberta for up to 100 days in a calendar year without becoming a member, if there is no economic nexus and the insurance conditions are met. The Society's remote-work note treats in-house counsel who give Alberta-related advice, even occasionally and even from another province, as practicing law here. An economic nexus includes providing services past the day cap, holding oneself out as willing to practice in Alberta other than as a visiting lawyer, and becoming an Alberta resident. A standing Calgary employment that makes the person a resident is that nexus. The person stops and obtains a permit, or completes admission. Across 250 structured interviews covering Calgary files, 81 of 118 in-house counsel, general counsel and heads of legal at Calgary-facing energy, pipeline and listed-issuer departments over 24 months budgeted from a Western Canada or City of Calgary cell. The credential filter sat in front of that cash for anyone not already called here.

Hiring in Calgary?

Name the Alberta call before you name the salary.

Calgary coverage is what we use to run a retained in-house mandate in the city. Fee and replacement window go in the letter before anyone is called.

04 — Compensation

Use the grids that exist. Do not invent a Calgary in-house median.

No primary source we rely on publishes a Calgary-only private-sector in-house salary table for producers, pipelines, or listed issuers. Offering a candidate "the Calgary GC market" as a single CAD figure is how offers miss. Four sources are concrete, and they measure different jobs. Alberta has not imposed Ontario's 1 January 2026 duty to print a compensation range no wider than CAD 50,000. Silence on a Calgary posting is not an exemption under that regulation. It is a different statute.

The municipal grid that names the city is the 2026 Compensation Disclosure List, effective 30 April 2026. Lawyer 1 runs from CAD 115,219 to a maximum/target of CAD 144,024. Lawyer 2 runs from CAD 132,600 to CAD 165,750. Lawyer 3 runs from CAD 159,120 to CAD 198,900. The City Solicitor and General Counsel, also General Manager of Law, Legislative Services and Security, runs from CAD 302,328 to CAD 377,910. The list groups lawyer positions, other than lawyer managers, by pay level. It is a base range, not total cash, and not an incumbent's paycheck. The prior year's disclosure, still the municipal row on the Calgary lawyer salary page, was effective 30 April 2025 and sat lower. Price a 2026 offer on the 2026 list.

The provincial grid is Civil Crown Counsel, effective 1 April 2026. Alberta's legal-officer page publishes biweekly ranges. A Government of Alberta Barrister and Solicitor posting for Edmonton or Calgary, posted 15 September 2026, annualizes them: Civil Crown Counsel 1 (0 to 4 years) at CAD 103,025 to CAD 129,781, Civil Crown Counsel 2 (four-year gate) at CAD 145,993 to CAD 180,794, and Civil Crown Counsel 3 (eleven-year gate) at CAD 194,447 to CAD 215,605. The same posting requires an active Law Society of Alberta membership or immediate eligibility. A 28 September 2026 Justice Legal Counsel posting for the Court of King's Bench in Calgary uses the Civil Crown Counsel 2 and 3 classifications. That is government cash. It is the check a producer uses when a Crown counsel is on the shortlist. It is not a producer bonus.

The competing firm band is NALP's inaugural Canadian Associate Salary Survey, salaries as of 1 January 2025, from 66 law offices. The press release of 22 April 2025 put the Western Canada first-year median at CAD 115,000 and Central Canada at CAD 122,500. The free city range ran from CAD 97,000 in Ottawa to CAD 130,000 in Toronto. The national median for associates called in 2017 was CAD 222,500. Calgary is a named market in the paid report. The public bulletin does not print a Calgary city median. A company that posts CAD 115,000 for a counsel with five years of joint-venture work is matching a Western Canada first-year median. It is not clearing the national median NALP recorded for a 2017 call. The worked firm comparison sits on lawyer salary in Calgary.

Canadian Lawyer's own salary report, in an article dated 16 February 2026, put the general counsel role average at CAD 195,750 and the average across five major cities, Calgary included, at CAD 196,112. The same article put the in-house average at CAD 136,500 and the five-city first-year average at CAD 94,375. Those are blended figures. They are not a Calgary producer package and not a substitute for the City Solicitor band of CAD 302,328 to CAD 377,910. Job Bank's Calgary Region occupation median remains CAD 72.08 an hour from the 2021 Census, on a wages page updated 19 November 2025. The Alberta Labour Force Survey median on that page is CAD 78.85 an hour for 2023–2024. Neither hourly is an in-house offer. Across the 250 interviews, the 81 of 118 counsel who budgeted from a Western Canada or City cell were describing this habit: match the seat to a published local grid, then decide what the producer has to add in cash bonus. They were not describing a five-city magazine average.

05 — Timeline

Four clocks run at once. Only one of them is ours.

  • Brief to shortlist, firm-wide GC and CLO. 24 days, on 52 GC and CLO searches since 2017. Calgary does not have a separate published shortlist median. A single deputy file at day 21 is one engagement, not a city median.
  • Brief to accepted offer, firm-wide GC and CLO. 11 weeks median, range 8 to 16. Corporate offer acceptance is 96 percent. The Calgary-facing in-house book does not replace that median. It adds what happens after signature.
  • Offer to acceptance, Calgary-facing in-house. 14 working days median, on 17 closed searches, with a 26 percent counter-offer incidence. The counter is usually a firm matching base, or a title the company should have refused on day one.
  • Notice and start, Alberta statute. Up to 8 weeks from the employer once service reaches 10 years, and 2 weeks from an employee with 2 or more years, unless the contract is longer. Common-law severance can be longer still and is not a Code payment. Build the start date from the candidate's actual clause.
  • License, if the person is not already called in Alberta. A complete transfer file is reviewed within 20 business days. A 100-day mobility window does not carry a permanent seat once the person is an Alberta resident. This is the clock behind the 4 files that passed month five.
  • Time to fill, Calgary-facing in-house. Typically 4 to 7 months from signed brief to a person in the chair, across the same 17 searches, 94 percent of which completed. Replacement if a retained GC, CLO, or CCO hire leaves is 12 months. Other in-house seats carry 6 months.

Retained process on our side is the same sequence in every city: brief, market map, confidential approach, shortlist with dossiers, offer, then close through notice and the start. When the Alberta license is not in hand, the Calgary file leaves the firm-wide 11-week GC median. Pretending that median still governs a candidate who has not filed the transfer is how a chief executive announces a general counsel who cannot yet sign an Alberta opinion.

CALGARY × IN-HOUSE COUNSEL 2 ENGAGEMENTS · ANONYMIZED

Deputy general counsel for a TSX-listed oil sands producer

TSX-listed oil sands producer · Calgary · 2025 · reporting to the general counsel

Mandate
A deputy who could hold joint-venture and marketing work while the general counsel kept the board. Alberta-law advice was in the requisition. A visiting-lawyer permit was not acceptable.
Complication
The first external name carried a contract that required 8 weeks' notice, the Code maximum once service passes 10 years. The business wanted a start inside a month. The draft offer also copied a Toronto non-compete. Alberta does not ban that clause, and it also does not make it safe.
Outcome
Shortlist on day 21. Accepted offer in week 13. The broad non-compete came out. A non-solicit stayed. The deputy, already an active Alberta member, started in month 5, inside the 4 to 7 month fill. The general counsel's note: They would not let us treat an Ontario call as a start date. The person we hired was already entitled to practice here.

Commercial counsel for a Calgary-headquartered midstream company

Midstream company · Calgary head office · years 6 to 8 · 2025

Mandate
A counsel for transportation and marketing agreements, reporting to a managing counsel, not a new general counsel. The person had to advise on Alberta law. An Ontario call alone was not the requisition.
Complication
The finalist was called in Ontario and would become an Alberta resident on the start date. That residence is an economic nexus. The 100-day visiting window could not carry the seat. A firm counter arrived before signature, which is the 26 percent pattern on this line.
Outcome
The transfer was filed before the final interview and reviewed inside the 20-business-day window. The company matched base and refused a director title the seat did not have. Acceptance landed inside the 14 working-day median. The file closed in month 6. It did not join the 4 that slipped, because the call was in the scorecard on day one.

07 — Methodology

Retained, scoped to the law the person is allowed to practice.

  1. 01 — Brief Mandate, success profile, and conflicts frame agreed in writing. The Alberta call is a line in that letter.
  2. 02 — Market map The live universe mapped from our coverage, not whoever is in motion.
  3. 03 — Approach Confidential, principal-led conversations with the mapped shortlist.
  4. 04 — Shortlist Underwritten candidates presented with evidence, not CVs.
  5. 05 — Offer Package design, references, and counter-offer defense.
  6. 06 — Close Resignation, Code notice, and the start, managed.

Typical time to fill on closed Calgary-facing in-house mandates is 4 to 7 months from signed brief to a person in the chair, including notice. It is not the firm-wide median of 11 weeks to an accepted offer.

Every search is retained. There is no contingency track. The fee is 25 to 30 percent of total first-year compensation. Thirty percent of that fee is the retainer at engagement, kept if the search is cancelled. The replacement guarantee is 12 months on retained GC, CLO, and CCO searches and 6 months on other in-house searches. Off-limits runs 24 months on the client's legal department, and we do not approach a lawyer we placed for as long as that lawyer stays. Offer acceptance on corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Those figures are the firm record since 2017, not a Calgary-only rate. The Calgary-facing rate on the trailing three years is the 94 percent completion on 17 searches.

The research base for the local read is one cohort of 250 structured interviews covering Calgary files. Mapping coverage is kept as its own count, stated above, and is not added to the interviews. The interviews say what those counsel treat as a disqualifier: a visiting-lawyer window on a permanent Alberta-law seat, a posted number that matches only the NALP Western first-year median, and a Toronto non-compete pasted into an Alberta agreement. When a permanent license will not meet the start date, the interim seat sits with interim legal talent. A compliance chair beside the general counsel is compliance recruitment.

Conflicts are checked before outreach. The company stays unnamed until the candidate has a reason to hear it. No curriculum vitae leaves us without written consent. A Calgary board that wants the search discussed at a dinner before the scorecard exists will be asked to wait. The scorecard is the Alberta license, the reporting line, the statute the person must already have practiced, and the notice the person actually owes. Salary is fourth.

09 — Questions

In-house counsel recruiting in Calgary — common questions

What do general counsel recruiters Calgary companies have to clear before a start date?

A Calgary seat that gives advice on Alberta law needs an active Law Society of Alberta member, or a transfer that will produce one. The Society reviews a complete Canadian-lawyer application within 20 business days. The Labour Mobility Act was proclaimed on 6 April 2023. A visiting-lawyer window of up to 100 days does not carry a permanent Calgary job: becoming an Alberta resident is an economic nexus, and the Society's transfer guide says the person cannot give legal advice until the transfer is confirmed. The Federation of Law Societies' statistics report on 2024 data, last modified 25 August 2025, counts 12,757 active or practising lawyers in Alberta. That is a provincial roll, not a Calgary headcount. Job Bank, outlook updated 10 December 2025, puts about 6,180 people in this occupation in the Calgary Region.

How long does an in-house counsel search in Calgary take?

Across Sartori & Partners, a General Counsel or Chief Legal Officer search reaches a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16, on 38 searches since 2017. On the Calgary-facing in-house line the typical time to fill, which includes notice and any Alberta transfer, is 4 to 7 months across 17 closed searches in the trailing three years. Median offer to acceptance on those files is 14 working days. Completion on that book is 94 percent. Counter-offer incidence is 26 percent.

What notice does a Calgary counsel owe, and what does the company owe?

Alberta's Employment Standards Code is a floor, and the two directions are not the same length. An employee with two or more years of service owes 2 weeks' written notice. An employer owes up to 8 weeks once service reaches 10 years, or pay in lieu. Alberta's own termination page states that common-law severance is not required by the Code. A group termination of 50 or more people at a single location within 4 weeks requires at least 4 weeks' written notice to the minister, plus individual notices. Ontario's non-compete ban, in force 25 October 2021, does not travel with a Toronto offer letter.

What should a Calgary company pay for in-house counsel in 2026?

There is no published Calgary-only private in-house median. The City of Calgary's 2026 compensation disclosure, effective 30 April 2026, lists Lawyer 1 at CAD 115,219 to CAD 144,024, Lawyer 2 at CAD 132,600 to CAD 165,750, and Lawyer 3 at CAD 159,120 to CAD 198,900. The City Solicitor and General Counsel band is CAD 302,328 to CAD 377,910. Those are minimum-to-maximum/target base ranges, not incumbents' cash. Who is actually hiring counsel in Calgary?

The demand sits with producers and midstream companies whose head offices are in the city, including Suncor, Cenovus, Canadian Natural Resources, Pembina Pipeline, and TC Energy; with the Alberta Securities Commission and the Alberta Energy Regulator, both based in Calgary; with the City of Calgary law department; and with Alberta Justice counsel posted to Calgary. The Alberta Securities Commission's 2025 capital-market report counted 316 Alberta-head-office listed issuers and CAD 827 billion of market capitalization at 31 December 2024, of which oil and gas plus utilities and pipelines were 82 percent. The city map is Calgary legal market coverage. The parent practice is in-house counsel recruiting.

What does a retained Calgary in-house search cost?

The search is retained. The fee is 25 to 30 percent of the hire's total first-year compensation. A retainer of 30 percent of that fee is paid at engagement and is kept if the client cancels. The replacement window is 12 months on a retained General Counsel, Chief Legal Officer, or Chief Compliance Officer search, and 6 months on other in-house searches. We do not recruit from a client's legal department for 24 months after a mandate. Offer acceptance on corporate mandates is 96 percent. Placed in-house leaders remain at 97 percent after 12 months and 91 percent after 24 months. Start at a confidential brief or talk to us.
