In-house legal recruiters in Milan
Retained search for a general counsel or a chief executive hiring counsel who already works in the city: the issuer market, the bar rule, the managers' contract, and the clock.
›The Milan hire, the published clock, and one cash figure
In house legal recruiters Milan are retained when a general counsel or chief executive needs counsel working in the city. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches and 17 closed Milan in-house searches over three years. They reach a shortlist in 24 days and an accepted offer in a median of 11 weeks. A NASDAQ-listed medtech in Boston hired a successor general counsel in week 11, from a shortlist of four on day 24. ERI’s 26 August 2026 survey puts Milan general counsel total cash at 126,846 euro.
01 — The brief answer
A Milan seat is an employment contract, not a place on the roll.
A chief executive in Milan writes one description and means three jobs. The description asks for an avvocato, a general counsel, and someone who can still plead. Those are different legal positions. The person who can sign a pleading is enrolled. The person who can sign an employment contract as general counsel comes off the practicing roll. The person who can do the commercial work, the privacy work, and the board pack is usually already inside another company in the city, and is not answering a posting.
That is the hiring problem in-house counsel recruiting is retained to solve here. Lorenzo Sartori founded the firm in early 2017, and the Milan practice dates from that year. The research map covers 1,480,000+ lawyers. It is not a count of counsel employed in this city, and no Milan mapped-lawyer total is stated. The four figures below are the corporate book, the same figures on the case studies. They are the clock a Milan file is run against. They are not a claim that all 52 general counsel sit in Milan. The Milan in-house line, over three years, is 17 closed searches. That city count is separate from the 230+ and from the 38.

02 — Who hires
The exchange got richer in the first half of 2026. It also got shorter.
CONSOB's Statistical Bulletin no. 29/1, published in July 2026, is the issuer count a general counsel search in this city has to start from. At the end of June 2026, CONSOB supervised 416 companies listed on an Italian regulated market or admitted to an Italian multilateral trading facility. Of those, 401 had an Italian headquarters and 15 were headquartered abroad. The same perimeter was 427 companies at the end of December 2025 and 424 at the end of June 2025.
Inside that perimeter, Euronext Milan stood at 195 companies, down from 198 at the end of 2025 and from 202 at the end of June 2025. The half produced one new admission and four delistings. CONSOB's mid-year note on the same bulletin records no IPO on the main market and one translisting from Euronext Growth Milan. Euronext Growth Milan itself fell to 203 companies, from 211 at the end of 2025 and 204 at the end of June 2025. Vorvel stayed at 18. Capitalization of the supervised issuers rose anyway, from about 1,077 billion euro at the end of 2025 to about 1,209 billion euro at the end of June 2026, an increase of 12.3 percent. The FTSE MIB rose 15 percent in the half and moved above its March 2000 level. Equity trading in supervised companies was about 519 billion euro in the first six months, up 18.3 percent on the first half of 2025.
Those numbers are issuers, not legal departments. A foreign headquarters on the list does not mean the employment contract is foreign. An Italian operating company still hires its counsel under Italian law, on an Italian contract, even when the listed parent sits elsewhere. The buyers who actually open a general counsel or head-of-legal search in the city are a narrower set than the 416: banks and other financial groups, listed industrials, fashion and luxury groups that keep the legal department in Milan, family-owned manufacturers, and private-equity portfolio companies whose sponsor expects a counsel on the ground. Private-practice context for the city sits on legal recruitment in Milan. The company-side question is which of those employers is writing the contract.
The bar roll is the wrong headcount for that question. The treasurer's notes to the Ordine degli Avvocati di Milano bilancio at 31 December 2025 record 22,137 avvocati, up from 21,861 at 31 December 2024, and 3,675 praticanti, down from 3,715. Those 22,137 are enrolled to practice. A general counsel on a subordinate contract is not in that number. Using the roll as the size of the in-house market overstates the pool and points the brief at the wrong people.
| What the figure counts | Number | Date | What it is not |
|---|---|---|---|
| Supervised listed and MTF companies | 416 | End of June 2026 | Not a count of general counsel |
| Euronext Milan | 195 | End of June 2026 | Not all headquartered in Milan |
| Euronext Growth Milan | 203 | End of June 2026 | Not the same notice rules as a large industrial |
| Avvocati on the Milan roll | 22,137 | 31 December 2025 | Not employees. Employment and the roll do not combine |
| Market capitalization, supervised issuers | 1,209 billion euro | End of June 2026 | Not a compensation survey |
Issuer counts are CONSOB Statistical Bulletin no. 29/1, July 2026. The roll is the Ordine degli Avvocati di Milano treasurer's notes to the 2025 accounts. Capitalization is the same CONSOB bulletin, about 1,209 billion euro, up 12.3 percent from about 1,077 billion euro at the end of 2025.
03 — Licensing
The brief that asks for an employee who can also plead does not describe a lawful seat.
Law No. 247 of 31 December 2012 still draws the line. Article 2 reserves assistance, representation, and defense in court to avvocati. Article 2(6), in the text on Normattiva, reserves continuing out-of-court legal advice to avvocati as well, and then cuts a hole in that reserve: the activity may be carried out by an employee, or by someone in coordinated continuous work, when the advice is given solely in the interest of the employer, including a parent, a subsidiary, or an affiliate under Article 2359 of the Civil Code. Article 18(1)(d), in the Consiglio Nazionale Forense consolidated text, makes practicing as an avvocato incompatible with any subordinate employment, even part-time.
The practical result is the giurista d'impresa. The hire is an employee. The hire gives advice to that one group. The hire does not stay on the practicing roll, and the hire does not sign the pleading. The Consiglio Nazionale Forense, in parere of 26 August 2020, no. 161, as reported by Diritto del Risparmio on 1 March 2021, treated that status as incompatible with enrollment. The same parere keeps the Article 23 special list for lawyers of public bodies that have a stable legal office. A private-company general counsel does not use that list.
Law No. 137 of 28 July 2026 delegated the Government to rewrite this ordinamento. Normattiva records entry into force on 16 August 2026 and a term of six months for the legislative decrees, which ends on 16 February 2027. Diritto e Giustizia, on 5 October 2026, reported that the Council of Ministers had approved a draft decree in preliminary examination on 2 October 2026. Edotto's note of 23 August 2026 states the point that matters for a search opened now: the new incompatibility rules are not operative merely because the delegation is in force. Until the decrees are adopted, a Milan offer is written under Law 247. A board that delays a hire until "the reform settles the roll" is waiting on a text that does not yet govern the contract.
The scorecard in week one is therefore short. Court work stays with external avvocati. Out-of-court advice for the group is the job. A home qualification, Italian or foreign, explains the documents the person has already negotiated. It does not keep the practicing roll open after the employment contract is signed. Of 250 structured interviews on the Milan in-house line over three years, 110 were with a sitting general counsel or head of legal, and 64 said the practicing roll was not a requirement of the seat. On 3 of the 17 closed searches, the first draft of the brief asked for an avvocato who would stay enrolled and also plead. Those three were rescoped before outreach. They sit inside the closed count.
04 — Compensation
Three different instruments. None of them is a US band converted into euro.
The cash survey, the contract floor, and the disclosure rule answer different questions. Mixing them is how a Milan offer gets rejected by the candidate or queried by the company that has to publish it.
ERI's SalaryExpert page for a general counsel in Milan, an employer survey as of 26 August 2026, states average gross pay of 118,890 euro, an average bonus of 7,956 euro, and total cash of 126,846 euro. An entry-level general counsel with 1 to 3 years of experience is at 83,075 euro. A senior general counsel with 8 or more years is at 137,431 euro. That is a survey of employers in the city. It is not the minimum in a collective agreement, and it is not an offer.
The floor, for a dirigente of a company producing goods or services, is the Confindustria–Federmanager contract signed on 13 November 2024, in force from 1 January 2025 through 31 December 2027. Confindustria's release sets the trattamento minimo complessivo di garanzia at 80,000 euro for 2025 and at 85,000 euro from 2026, and makes a variable payment linked to results obligatory for everyone covered. Federmanager's summary of the same text caps probation at six months and requires it to be in writing. Complementary pension keeps an overall cap of 8 percent of gross pay actually received. The company share is 6 percent, or up to 7 percent if a company agreement says so, and the executive's share is 2 percent, or 1 percent by company agreement. The previous company slice was 4 percent, applied up to 200,000 euro and not less than 4,800 euro; the renewal increases that company share by two points. The 4,800 euro figure is the old floor, not a new one. Banks, insurance, commerce, and credit managers sit on other contracts. An industrial TMCG does not travel to a bank.
The disclosure rule is Legislative Decree No. 96 of 7 May 2026, published in Gazzetta Ufficiale No. 125 on 1 June 2026 and in force on 7 June 2026. Herbert Smith Freehills Kramer, on 23 June 2026, and A&O Shearman, on 4 June 2026, record Article 5 the same way: every employer, with no headcount threshold, states in the job notice the initial pay or a range, set on objective and gender-neutral criteria, and the applicable collective agreement. The employer may not ask the candidate for current or past pay, including through a search firm. Osborne Clarke, on 3 June 2026, records the companion right: once a year, a worker may ask for average pay by gender for the same work or work of equal value, and the written answer is due within two months. Reporting for employers of 100 or more is a later duty, not a condition of making the offer. The operating consequence for a retained search is immediate. The letter states a range. It cites the contract. It does not ask what the candidate earns now, and neither does the firm running the search.
The full lever analysis, including what moves once the base is pinned by the contract, is on general counsel compensation in Italy. How a Milan cash figure gets misread against London and New York is on the Italy, UK, and US gap. Net pay across Dubai, Milan, and London is on the three-city net comparison. Those pages carry the compensation argument. The hiring constraints around it are the contract, the roll, and the notice. The retained fee is not a city band: 25–30 percent of total first-year compensation, with 30 percent of that fee paid at engagement.
05 — Notice and the start date
Week 11 is an accepted offer. It is not a Monday in the office.
Across the 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days and the accepted offer in a median of 11 weeks, range 8 to 16. A NASDAQ-listed medtech in Boston hired its successor general counsel on that clock: a shortlist of four on day 24, accepted offer in week 11. The search stops there. The Italian notice period starts after the candidate resigns.
For a dirigente under the industrial managers' contract, Federmanager's summary of the 13 November 2024 renewal says the notice scale was not changed. The employer may not end an indefinite contract without notice of 6 months up to six years of company seniority, 8 months up to ten years, 10 months up to fifteen years, and 12 months beyond that. A dirigente who resigns gives one third of the employer's scale. Six months becomes two. Twelve months becomes four. Eight months and ten months become one third of eight months and one third of ten months. A dirigente who is given notice may cut the relationship at the start or during the notice, and owes no indemnity for the notice that is not worked. That last rule matters when the person is leaving because the current employer has already decided, rather than because your offer arrived first.
On the Milan in-house line, the gap from offer to signature is 16 working days. That measurement is not the 24-day shortlist, and it is not the 11-week median. The typical span from signed brief to start, with notice included, is 4 to 7 months. It is longer than 11 weeks because the weeks end at acceptance and the months of notice sit after acceptance. A counsel with more than fifteen years at the current industrial employer who resigns to join you is on four months of notice after the offer is accepted. The start date is that sum. It is not week 11.
Classification moves this more than a negotiation inside one scale. The 6 / 8 / 10 / 12 month scale binds a dirigente. A head of legal engaged as a quadro is on a different contract and a shorter notice, and the TMCG above does not apply. Counter-offers landed on 26 percent of the closed Milan searches. The defense is written before the resignation: the range already required by the June 2026 decree, the classification, and which notice law the candidate is leaving. Where the seat cannot wait out a four-month resignation notice, interim cover is a separate instruction, on interim and fractional counsel, and it is not folded into the 38.
| Company seniority | Notice the employer owes | Notice a resigning dirigente owes |
|---|---|---|
| Up to 6 years | 6 months | 2 months |
| Up to 10 years | 8 months | One third of 8 months |
| Up to 15 years | 10 months | One third of 10 months |
| More than 15 years | 12 months | 4 months |
Industrial managers' contract only, as summarized by Federmanager from the text signed 13 November 2024. The renewal did not change the scale. Other collective agreements set other notice.

06 — How a Milan mandate is run
The same six steps. The Milan work is knowing which contract the brief just invented.
- 01 — BriefMandate, success profile and conflicts frame agreed in writing.
- 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
- 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
- 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
- 05 — OfferPackage design, references and counter-offer defence.
- 06 — CloseResignation, notice and the first hundred days, managed.
The brief states which entity employs, whether the seat is a dirigente or a quadro, whether any group company outside Italy sits in the reporting line, and whether the counsel must instruct avvocati or was wrongly asked to be one. The fee letter goes with that page. The fee is 25–30 percent of total first-year compensation. Thirty percent of the fee is the retainer at engagement. Replacement is 12 months on a GC, CLO, or CCO search and 6 months on other in-house searches. Off-limits on the client's legal department run 24 months.
Mapping uses the 1,480,000+ lawyer map, cut to people who have held the file the company actually has: a listed issuer, a bank perimeter, a luxury group, a family manufacturer, or a portfolio company. Outreach is confidential until both sides want a conversation. The shortlist carries dossiers. For a general counsel, the published timing is 24 days to that shortlist. Of the 17 closed Milan in-house searches over three years, 9 were a general counsel or a head of legal, 5 were senior counsel under a general counsel who was staying, and 3 were the company's first lawyer. Those three groups are the whole of the closed count. The briefs rescoped off a pleading avvocato sit inside the general-counsel and head-of-legal group, not in the first-lawyer seats.
Completion on that city line is 93 percent. That is not the firm figure. Retained corporate mandates, across the book, complete at 92 percent. Offer acceptance on corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. None of those three programme rates is a Milan subset.
A chief human resources officer at a family-owned manufacturing group, with the legal hire in Milan and the parent conversation in New York, described the first-lawyer file this way: “First legal hire. They stopped us copying a listed-company GC job description. The counsel we hired still does commercial and privacy.” The listed-company description would have bought a counsel for a perimeter the company did not have, and would have left commercial and privacy with outside firms.
The timed file a buyer can read in full is not a Milan placement. It is the NASDAQ-listed medtech in Boston: blind succession, shortlist of four on day 24, accepted offer in week 11, 12-month replacement already in the letter. The write-up is the Boston GC succession. It shows the clock. It does not show an Italian notice period, because that file did not have one. A Milan start date still has to add the notice in the table above. The officer-level version of the same search, wherever the company sits, is general counsel search.

08 — Questions
In-house counsel in Milan — common questions
What do in house legal recruiters Milan get retained to do?
They are retained when a general counsel or a chief executive needs a counsel who is already employed in Milan, not a posting that waits for applicants. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches. On the Milan in-house line the closed count over three years is 17. The GC searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16. A NASDAQ-listed medtech in Boston hired a successor general counsel in week 11, from a shortlist of four on day 24.
Which employers in Milan actually hire a general counsel?
CONSOB's Statistical Bulletin no. 29/1, July 2026, counted 416 supervised companies at the end of June 2026 (401 with an Italian headquarters, 15 headquartered abroad), down from 427 at the end of December 2025. Euronext Milan listed 195 companies, Euronext Growth Milan 203, and Vorvel 18. Market capitalization of supervised issuers was about 1,209 billion euro, up from about 1,077 billion euro at the end of 2025. The in-house seats sit in those listed groups, in banks, in fashion and luxury groups that run legal from Milan, in family-owned manufacturers, and in private-equity portfolio companies. The Milan bar roll is a different population: the Ordine degli Avvocati di Milano recorded 22,137 avvocati and 3,675 trainees at 31 December 2025.
Can the hire stay enrolled as an avvocato and still be an employee?
No. Article 18(1)(d) of Law No. 247 of 31 December 2012 makes practicing as an avvocato incompatible with subordinate employment, including part-time employment. Article 2(6) allows an employee to give out-of-court advice solely in the employer's interest, including for a parent, subsidiary, or affiliate under Article 2359 of the Civil Code. Court representation stays with an external avvocato. The Consiglio Nazionale Forense, in parere 26 August 2020, no. 161, treated the employed giurista d'impresa as someone who is not enrolled. Of 250 structured Milan in-house interviews over three years, 110 were with a sitting general counsel or head of legal, and 64 of those 110 said the practicing roll was not a requirement of the seat. Law No. 137 of 28 July 2026, in force 16 August 2026, delegates a rewrite within six months, a term that ends 16 February 2027. A draft was approved in preliminary examination on 2 October 2026. Law 247 is still the rule a Milan offer is written under.
What does a Milan general counsel package have to clear, and what can the offer ask?
ERI's SalaryExpert employer survey, as of 26 August 2026, puts average gross pay for a general counsel in Milan at 118,890 euro, average bonus at 7,956 euro, and total cash at 126,846 euro. Entry level, 1 to 3 years, is 83,075 euro. Senior level, 8 or more years, is 137,431 euro. That survey is not the contract floor. For a dirigente of an industrial employer, the Confindustria–Federmanager renewal signed 13 November 2024 sets the trattamento minimo complessivo di garanzia at 80,000 euro for 2025 and 85,000 euro from 2026, and makes a results-linked variable obligatory. Banks, commerce, and credit have different contracts. Legislative Decree No. 96 of 7 May 2026, in force 7 June 2026, requires the job notice to state the initial pay or a range and the applicable collective agreement, and prohibits asking the candidate, including through a search firm, for current or past pay.
How long is notice in Milan, and when can the counsel start?
The search clock ends at the accepted offer: 24 days to a shortlist and a median of 11 weeks, range 8 to 16, across the 52 general counsel and chief legal officer searches. Notice runs after that. On the industrial managers' contract, unchanged by the 13 November 2024 renewal, the employer owes 6 months up to six years of company seniority, 8 months up to ten, 10 months up to fifteen, and 12 months above fifteen. A dirigente who resigns gives one third of that scale: 2 months, one third of eight months, one third of ten months, or 4 months. On the Milan in-house line, offer to signature is 16 working days, and the typical span from brief to start, notice included, is 4 to 7 months. A head of legal engaged as a quadro is not on this notice scale.
How is a Milan general counsel search paid?
Company mandates are retained. The fee is 25–30 percent of the hire's total first-year compensation. Thirty percent of the fee is paid at engagement. A GC, CLO, or CCO search carries a 12-month replacement term. Other in-house searches carry 6 months. Off-limits on the client's legal department run 24 months. Offer acceptance on corporate mandates is 96 percent. Retained corporate mandates complete at 92 percent. The Milan in-house completion rate, a separate city figure, is 93 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Counter-offers landed on 26 percent of the closed Milan in-house searches.
