In-house legal recruiters in Stockholm

A Stockholm general counsel seat fails when the spec asks for an advokat. Company employment and membership of the Swedish Bar do not sit in the same contract.

01 The brief answer

The binding constraint is the title advokat, not the number of lawyers in the city.

General counsel recruiters Stockholm companies instruct are hiring a jurist the company can employ. Chapter 8, section 2 of the Code of Judicial Procedure, as published by the Swedish Bar Association with amendments through SFS 2023:770, provides that a person employed by anyone other than an advocate is not admitted to the Bar unless the board grants an exception. The protected title advokat is reserved to members. A spec that says "Swedish-qualified advocate, employed as general counsel" asks for a status the statute withholds.

The Swedish Bar Association stated membership of 6,781 on 4 September 2026. Its Swedish site the same day counted 2,571 non-member associates (biträdande jurister). Its facts page recorded 6,712 members on 31 December 2025, of whom 5,963 were active. The Stockholm section, covering Stockholm County and Gotland, states that it is the largest section and has just over 3,000 members. That section count is undated. Those associates at law firms are the pool that can move in-house. They are not yet advokater, and once the company employs them they generally will not become advokater.

Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), of which 52 were General Counsel or Chief Legal Officer. Stockholm is not one of the firm's hubs. Corporate mandates have run in 23 countries and 41 cities. Inside that book, Stockholm in-house work is 6 closed searches since 2017: 2 general counsel and 4 senior counsel or head of legal. One further brief was withdrawn in week 7 when the company promoted an internal jurist. That file is not inside the six.

The global map is 1,480,000+ lawyers. That is a coverage figure, not a count of lawyers mapped in Stockholm, and not a count of people free to move. The city page for the wider legal market is the Stockholm legal market. The parent practice is in-house and general counsel recruiting.

Who actually hires in-house counsel in Stockholm.

The buyers are group legal departments of listed companies, the banks, the private-capital firms, and a thin public-sector bench. Ericsson states that its global headquarters is in Stockholm. Its company-facts page, citing the latest interim report of 2026, puts Sweden headcount at 13,013 inside a worldwide total of 86,536. Full-year 2025 net sales were SEK 236.7 billion. The 2025 annual report letter filed with the U.S. Securities and Exchange Commission says the group reduced headcount by 5,000 during 2025 to fund growth areas including defense and enterprise. A counsel hire there is a replacement or a specialist seat inside a smaller workforce, not a new department.

H&M Group's annual and sustainability report for the year ended 30 November 2025 records an average number of employees of 94,744, net sales of SEK 228 billion, and 4,101 stores. The group is quoted on Nasdaq Stockholm. That is a consumer and supply-chain legal load — product, privacy, employment across markets, and a listed-company calendar — sitting with a Stockholm headquarters function. The report does not publish a legal-department headcount.

EQT AB's year-end report of 22 January 2026 states total assets under management of EUR 270 billion and fee-generating assets under management of EUR 141 billion at 31 December 2025. The firm is Stockholm-rooted and listed. Portfolio-company general counsel work that sponsors brief from Stockholm is a different seat from EQT's own counsel: the portco hire reports to a portfolio CEO, and the exit shape (trade sale, sponsor-to-sponsor, listing) is the spec. That product is a private equity general counsel search.

Akavia's 2026 sector cut shows where the jurists already are. Finance median pay is SEK 86,000 a month, and 77 percent of that cohort works in Stockholm. Bank median pay is SEK 84,000, with 73 percent in Stockholm. Telecom median pay is SEK 84,000, with 89 percent in Stockholm. Industry median pay is SEK 85,500, and 42 percent of that cohort works in Stockholm and nearby municipalities. Media median pay is SEK 85,500, with 95 percent in Stockholm. The named clusters behind those shares are the Stockholm banks (SEB, Handelsbanken, Swedbank), telecom (Ericsson and Telia), and the listed industrial and consumer groups whose headquarters legal teams sit in the city, including Atlas Copco, Essity, Electrolux and H&M. Technology and payments companies headquartered in the city, including Spotify and Klarna, sit in the same finance and media bands. Those names are the employer map. The pay shares are Akavia cohort figures, and the company totals above are filings. None is a legal-department headcount, and none of the companies is a named search client.

Public employment pays less on the same survey. Akavia's 2026 state-sector jurist median is SEK 55,000 a month and the municipal median is SEK 56,000, against SEK 68,900 in the private sector. A counsel moving from a ministry, a regulator or a municipal company into a listed group is moving across that gap. The reverse move, out of a bank at the SEK 84,000 median into the state, is the offer that dies.

03 Compensation

Published jurist medians, and what a general counsel file actually cleared.

Use Akavia, not a recruiter survey. Akavia's 2026 statistics, drawn from its member salary data, put the national jurist median at SEK 58,300 a month, up SEK 2,800 from SEK 55,500 in 2025. The 5.1 percent figure Akavia publishes is the nominal change for the same individuals who kept the same employer and the same position and had a salary revision. People who changed employer did better than 5.1 percent. Stockholm's jurist median is SEK 62,800. Gothenburg is SEK 58,000. Malmö–Lund is SEK 57,000.

Those medians are jurists, not general counsel. A head of legal or a first general counsel at a listed group sits above them. On the 2 Stockholm general counsel files inside the 6, the accepted bases were SEK 120,000 a month with a 20 percent bonus, and SEK 145,000 a month with a 25 percent bonus. Both figures are monthly base, before the bonus. They are not Akavia medians, and they are not a published market band. Read the published poles first: finance SEK 86,000, industry SEK 85,500, bank and telecom SEK 84,000, Stockholm all-jurist SEK 62,800.

US and UK salary notes do not price this seat. The general counsel salary guide for 2026 and the in-house counsel salary guide for 2026 are the compensation pages for other markets. The salary index collects them. A Stockholm offer is written in kronor per month, compared with the Akavia cell for the sector, then adjusted for bonus and for a contractual notice the candidate still has to serve. Comparing a Stockholm monthly median with a US annual base is how boards authorize a number nobody accepts.

The search fee does not come out of that monthly figure alone. A general counsel search is retained. The fee is 25-30 percent of total first-year compensation. A retainer of 30 percent of the fee is paid at engagement. Total first-year compensation includes base, the bonus that is actually targeted, and any other cash the contract pays in the first year. It is not twelve times SEK 62,800.

04 Notice, non-compete, privilege

What delays the start, and what the new counsel cannot legally be.

Employer notice is statutory and stepped. Section 11 of the Employment Protection Act (lagen om anställningsskydd, SFS 1982:80), as Unionen restates it, gives the employee one month if total service is under two years, two months from two years up to four, three months from four up to six, four months from six up to eight, five months from eight up to ten, and six months at ten years or more. Service does not have to be continuous. If the lawyer resigns, the same section sets one month, whatever the tenure, unless a contract or a collective agreement that is allowed to deviate sets a longer period. A collective agreement concluded or approved by a central employee organization may deviate from section 11. An individual contract may improve the employee's position. It may not cut the employer's statutory notice below the Act.

Senior counsel contracts in this market are longer than the one-month resignation rule. On the 6 closed Stockholm in-house searches, 4 had a mutual contractual notice of 6 months. That clause binds the candidate who resigns, not only the employer who dismisses. A 14-week search that ends in an accepted offer still waits those six months before the person is at the desk, unless the current employer agrees a shorter garden exit. Price the start date at acceptance plus the contractual notice, not at acceptance plus the statutory one month.

Non-competes are a second clock. Svenskt Näringsliv and PTK signed an agreement on the use of non-compete clauses on 2 July 2015, applied to clauses agreed from 1 December 2015. The agreement text published by Unionen says the binding period should not exceed 9 months when the period during which trade secrets pose a competitive risk is short, and should not exceed 18 months otherwise, unless there are special reasons. The OECD's July 2026 country note on Sweden, describing that agreement, states that monthly compensation is the difference between earnings at termination and the income the employee has, or could have had, in other work, and must not exceed 60 percent of former monthly earnings. The same note records that Swedish non-competes have been treated as unenforceable on a dismissal for redundancy, and that employers face no sanction for writing a clause a court would cut. Read the candidate's clause before the offer. A 12-month non-compete at 60 percent pay changes whether the person can join a competitor in the same Nasdaq cohort.

Privilege is the licensing point that sits next to the title. On 14 September 2010 the Court of Justice, in Akzo Nobel Chemicals v Commission (C-550/07 P), held that legal professional privilege in EU competition investigations does not cover exchanges with an in-house lawyer bound by employment. Enrollment with a bar does not cure the employment relationship. In Sweden the in-house counsel is ordinarily not an advokat at all, so the advocate's statutory duty of confidentiality is not the company's internal channel either. Competition inspections, dawn-raid protocols and the documents that must stay with external counsel are scoped to an outside advocate. The general counsel you hire still runs the internal response. Do not staff the seat as if the hire replaces that advocate.

Pay-range rules are not yet a Swedish statute. On 11 March 2026 the government said it would propose that the legislation implementing the EU pay transparency directive take effect on 1 January 2027, with the first pay reports to the Equality Ombudsman due by 20 May 2028, later than the 1 July 2026 and 20 May 2027 dates in its 15 January 2026 referral to the Council on Legislation. On 26 March 2026 the government went further: it said the directive is too administratively heavy, and that it would seek a postponement of the implementation date and a renegotiation. A Stockholm offer written in 2026 is still negotiated against Akavia cells and the contract, not against a statutory duty to print a pay range in the advertisement. The existing pay survey under the Discrimination Act is a separate obligation and is not that directive.

05 Timeline

Fourteen weeks to an offer is not fourteen weeks to a start.

General Counsel and Chief Legal Officer searches shortlist in 24 days and reach a median accepted offer in 11 weeks, range 8 to 16, across 52 GC and CLO searches since 2017. Senior counsel searches shortlist in 18 days and reach an offer in 8 weeks, across 87 searches. Cross-border searches shortlist in 28 days and reach an accepted offer in 14 weeks. Stockholm general counsel work is run on the cross-border clock. Sweden is not a hub. The hubs are Milan (2017), Brussels (2019), Dubai (2021), Riyadh (2022), New York (2023), California (2024), Texas (2024) and London (2025).

The sequence is the same as any retained mandate. Week 1 is the Mandate Blueprint: reporting line, whether the sitting general counsel knows, the advokat point, the bonus, and who outside legal signs the band. Mapping is weeks 1 to 2. Private outreach is weeks 2 to 4. The shortlist, with dossiers, lands inside that window — day 28 on a cross-border general counsel file, day 24 on the ordinary GC clock. Interviews and offer engineering on the ordinary retained process run in weeks 5 to 9. The cross-border accepted-offer point is 14 weeks. A Stockholm general counsel file is scoped to that longer clock.

On the 6 Stockholm files, median time from offer to acceptance was 11 working days. 2 of the 6 drew a counter-offer. The counter-offer that worked changed scope, not the monthly base. Offer acceptance on corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. The replacement term is 12 months on a retained general counsel search and 6 months on other in-house searches.

Add notice before anyone tells the board a start month. Where the contract says 6 months, and 4 of these files did, a week-14 acceptance is a start in the following half-year. If the chair cannot be empty, interim counsel covers the gap. Across 60+ interim and fractional engagements, counted outside the 400+ placements (230+ in-house), the median start is 7 days. That product is interim and fractional legal talent, run beside the permanent search, not instead of a general counsel the board has already decided to hire.

What the closed files do not record: internal promotions, which is how the week-7 brief ended, and panel-firm secondments converted in place. A company that promotes the senior jurist never becomes one of the 6. 6 closed searches since 2017 is a thin file next to 400+ placements. It shows the notice pattern and the title problem. It is not a census of Stockholm legal departments.

06 Engagements

Two closed Stockholm files, and the one that stopped.

A Nasdaq-listed industrial group in Stockholm had no general counsel. Outside counsel spend sat with two firms, and the chief executive was signing employment settlements the board had not seen. The mandate was a first general counsel: commercial contracts, employment, competition procedure, and a board pack, base SEK 120,000 a month and a 20 percent bonus. The spec the company first sent asked for an advokat. We rewrote it. The shortlist was in on day 28. The accepted offer was in week 14, which is the cross-border clock. The person served a 6-month contractual notice. The general counsel's account of the shortlist was this: The shortlist was two names who had already run a Swedish employment contract and a competition inspection. We did not need a third who had only held the title advokat.

A commercial bank headquartered in Stockholm replaced a general counsel who was still in the building. The band was SEK 145,000 a month and a 25 percent bonus. Two of the people we would otherwise have called sat at businesses the bank already had on the other side of a credit. The search ran to week 16, past the 14-week cross-border median, because the non-compete had to be priced before the offer went out. Acceptance took 11 working days, including one counter-offer that changed reporting line rather than base. The replacement term in the letter was 12 months.

The file that did not close is the check on the other two. A Stockholm technology company opened a head-of-legal search and, in week 7, promoted the senior commercial jurist. No offer was made. The search is not one of the 6. Companies that already have a jurist who can sit with the board should test that person before they brief a search. Losing the file in week 7 is cheaper than a shortlist the internal candidate was always going to beat.

Stockholm in-house hiring — common questions

How long does a search with in house legal recruiters Stockholm take?

Cross-border general counsel searches shortlist in 28 days and reach an accepted offer in 14 weeks. A Nasdaq-listed industrial group in Stockholm hired its first general counsel on that clock: shortlist on day 28, accepted offer in week 14. A Stockholm bank succession ran to week 16. Sartori has closed 6 Stockholm in-house searches since 2017, 2 of them general counsel. Median time from offer to acceptance on those 6 files was 11 working days. 4 of the 6 carried a mutual contractual notice of 6 months, which is the gap between acceptance and a start date.

What do general counsel recruiters Stockholm have to get right in the spec?

Do not require the title advokat. Chapter 8, section 2 of the Code of Judicial Procedure bars admission of a person employed by anyone other than an advocate, unless the Bar board grants an exception. The Swedish Bar Association counted 6,781 members on 4 September 2026. The person you hire will be a jurist, usually with a Swedish law degree, employed by the company. Write the spec as commercial, regulatory, employment and competition work, not as a protected title.

What does in-house counsel pay in Stockholm?

Akavia's 2026 statistics put the Stockholm jurist median at SEK 62,800 a month, finance at SEK 86,000 (77 percent of that cohort in Stockholm), industry and media at SEK 85,500, and bank and telecom at SEK 84,000. Those are jurist medians, not general counsel packages. On the 2 Stockholm general counsel files, accepted base was SEK 120,000 a month with a 20 percent bonus at the industrial, and SEK 145,000 a month with a 25 percent bonus at the bank. The fee on a retained search is 25-30 percent of total first-year compensation.

What notice and non-compete terms delay a Stockholm start?

If the employer gives notice, section 11 of the Employment Protection Act sets one month under two years of service, then two, three, four, five and six months at the statutory steps, topping out at six months after ten years. If the lawyer resigns, statutory notice is one month unless the contract is longer. 4 of 6 closed Stockholm in-house searches had a mutual contractual notice of 6 months. A non-compete agreed under the 2 July 2015 Svenskt Näringsliv–PTK agreement should not run past 9 months where the secrecy risk is short, or past 18 months otherwise, and compensation is capped at 60 percent of former monthly earnings.

Can Stockholm in-house counsel hold legal privilege?

Not the advocate's duty of confidentiality, and not EU competition privilege. The Court of Justice held on 14 September 2010 in Akzo Nobel Chemicals v Commission (C-550/07 P) that legal professional privilege in EU competition investigations does not cover communications with an employed in-house lawyer. Matters that need that privilege stay with an external advocate. The in-house hire still owns the contracts, the employment issues, the board pack and the relationship with that advocate.

How is a Stockholm general counsel search paid?

Retained only. The fee is 25-30 percent of the hire's total first-year compensation. A retainer of 30 percent of the fee is paid at engagement and kept if the client cancels. The replacement term is 12 months on a retained general counsel, chief legal officer or chief compliance officer search, and 6 months on other in-house searches. We do not recruit from a client's legal department for 24 months after a mandate. Offer acceptance on corporate mandates is 96 percent. See legal recruitment fees explained and brief a Stockholm search.
