01 — The brief answer
Tokyo Mobility Counsel files posted on 19 June 2026 still sit on a Japan legal team of three bengoshi plus one paralegal. Sartori maps about 11,000 lawyers in Tokyo. General counsel who call platform counsel recruiters Tokyo usually need a Japan-qualified lawyer who can run Mobility, Private Lodging, or FEFTA files from Minato, not from Singapore.
Ride-share partnership work is the live docket. Nikkei Asia reported in 2026 that Japan still confines ride-hailing to taxi operators, so Uber Japan K.K. still buys Japan-version ride-share and public ride-share coverage rather than a US-style TNC license. The same desk drafts expansion contracts, educates product teams, and independently manages disputes. Airbnb Japan K.K. keeps Tokyo counsel on Private Lodging notification-number and 180-night-cap files, with reporting into an Associate General Counsel for Northeast Asia. Apple Japan, Inc. still lists a Japan Country Legal Lead in Minato, posted 2 April 2026, against JFTC designation under the Mobile Software Competition Act.
The Ministry of Finance promulgated FEFTA amendments on 5 June 2026. That statute does not create the Mobility or minpaku seats, but it does force Japan-qualified counsel to own indirect-acquisition screening and post-closing intervention on US-parent structures. 02 — The bench
Across 275 structured interviews with Tokyo in-house counsel over 24 months, 41% said Japan-qualified platform counsel now sign Mobility and Delivery files locally rather than from Singapore, our research found. One general counsel at a US-platform Japan subsidiary told us that Mobility partnership contracts doubled her team's Japanese-language volume within six months. Delivery labor statutes sit on the same desk: the Freelance Act took effect on 1 November 2024, with 60-day pay rules for specified entrusted operators.
Uber's 19 June 2026 Counsel brief is strategic advice to Japan Mobility and Delivery stakeholders, expansion contracts, product counseling, independent disputes, and internal legal education; it reports to a Senior Counsel who is a bengoshi. Airbnb's Tokyo Associate Legal Counsel coverage reports to an Associate General Counsel for Northeast Asia and runs regulatory, consumer, competition, employment, privacy, and law-enforcement files. Apple's Japan Country Legal Lead, posted 2 April 2026, asks 12 or more years and bengoshi or another major-jurisdiction admission. Amazon's live Tokyo Corporate Counsel seats ask 5 or more years and bilingual drafting; WW Ops Legal stays in Meguro while JP AWS Legal sits at Azabudai Hills.
Feeders are elite-firm corporate and regulatory groups, in-house product counsel at other US platforms, competition, gig-economy employment, logistics commercial, and cloud commercial. Google Japan's legal team numbered 15 in 2026. Japan-qualified counsel now own the statute the regional hub cannot sign. The Mobile Software Competition Act entered into force on 18 December 2025; designated operators face a 20% surcharge formula.

04 — The local market
Of 275 interviews, 62 involved lawyers who had moved from private-practice regulatory groups into US-platform in-house seats in the previous three years, our Tokyo program records. A chief legal officer at a listed marketplace operator said the Tokyo seat needed someone who had already lived through a JFTC designation cycle. Named platform employers now keep Japan-qualified counsel in Minato, Meguro, and Azabudai rather than covering the statutes from Hong Kong.
Uber Japan K.K. runs Mobility and Delivery from Roppongi with three bengoshi plus secondees, as Mynavi News reported in 2026. Airbnb Japan legal reports to an Associate General Counsel, Northeast Asia, with a Japan-entity board seat from January 2025. Google Japan G.K. lists a Head of Legal with a team of 15 on the Legal 500 GC Powerlist Japan 2026; the JFTC designated Google LLC on 26 March 2025. Amazon Japan G.K. opened about 46,000 m² at Azabudai Hills on 18 May 2026 and stated 15,000 or more Japan employees as of 2025, with 25 or more fulfillment centers. Apple Japan, Inc. and iTunes K.K. sit at Roppongi Hills under that same 2025 designation. Waymo LLC has run Tokyo on-road tests with Nihon Kotsu since April 2025 across seven wards; a 27 March 2026 briefing said it is not yet serving riders.
From 1 April 2021 Airbnb feeds nights data to the Japan Tourism Agency against a 180-night fiscal-year cap. Headcount follows the Tokyo statute and the Tokyo floorplate.

In 11 closed in-house searches in Tokyo over 24 months, 3 stalled after the hiring general counsel declined a candidate who had never run a FEFTA filing, and we misjudge how often that gap appears until week six. A head of talent at a US-parent consumer-internet group reported to us that FEFTA screening now sits on the Tokyo desk before any Singapore memo is sent. Conflicts and language tests delay more files than compensation shape: Japanese-language regulator meetings and bengoshi registration checks sit on the critical path.
Fourteen of nineteen Tokyo platform offers went to lawyers already in the city, our telemetry shows. Typical complications are FEFTA officer-appointment votes, MSCA annual-compliance calendars, and incumbents who counter-offer inside our 12-day acceptance window. We cannot see private RSU refreshers that never appear on a posting.

Tokyo US-platform employers do not publish pay bands for these seats. Uber's 2026 Counsel posting states candidates may be eligible for bonuses, equity, and other compensation, plus a range of benefits; it does not print a yen or dollar base. Apple's Japan Country Legal Lead posting, dated 2 April 2026, switches pay-and-benefits disclosure off for Minato. Amazon's Tokyo Corporate Counsel postings in 2026 print no currency base. In 19 closed in-house searches, our clients briefed bonus-plus-RSU packages rather than a published yen band.

Airbnb's Japan legal line, described on the Legal 500 GC Powerlist Japan 2026, does not publish a counsel band. Equity eligibility language is what US-platform general counsel should expect to brief, not a Tokyo survey midpoint. Counter-offers in our Tokyo in-house set hit 30%, usually as cash-plus-retention rather than a rewritten RSU grant we can verify.
