›The short answer

Interim legal talent Dubai is cover for a live DIFC or free-zone desk, staffed on a short contract. DIFC Authority, on 5 February 2026, reported 8,844 active companies and a workforce of 50,200. DIFC Courts, on 11 February 2026, recorded 1,509 claims for 2025. Sartori closed 24 Dubai interim searches over the last three years, typically in 2 to 5 weeks; firm-wide, the median from first call to start is 7 days across 60+ engagements since 2017. A DIFC family office hired an interim general counsel in 3 weeks.

01 — The brief answer

A desk that has to be covered this month, not a permanent general counsel search.

Interim legal talent in Dubai is a lawyer on a short contract or a secondment, standing in while a general counsel, a chief compliance officer, or a chief operating officer waits out a vacancy, a leave, a financing, or a filing. It is a different book from a permanent hire. Across 60+ interim and fractional engagements since 2017, the median from first call to start is 7 days. That firm-wide clock is not the Dubai window. On this city’s interim line, a signed brief is typically staffed in 2 to 5 weeks.

Sartori closed 24 Dubai interim searches over the last three years. The line has been run here for 5 years. The Dubai hub itself opened in 2021. Completion on those files is 93 percent. The bench behind the city is about 4,000 lawyers, and the interview cohort for Dubai is 250 conversations with general counsel and in-house counsel. Those interviews are one cohort for the city. They are not a second count for each practice.

A permanent general counsel search is the other clock. Sartori has made 52 GC and CLO placements inside 400+ placements since 2017 (230+ in-house), with a median of 11 weeks to an accepted offer. Use the interim seat when the work cannot wait for that. The named-officer product, when the gap is the general counsel chair itself, is interim general counsel. The parent practice, including the US and UK day-rate bands, is interim and contract counsel.

02 — Local demand

The Centre added companies faster than legal teams added seats.

DIFC Authority, on 5 February 2026, reported 8,844 active companies for 2025, up 28 percent, a workforce of 50,200, up 9 percent, and 4,122 jobs created. That is the demand a general counsel feels as a requisition, not as a slogan. New entities file, borrow, and sign customer contracts before a permanent legal seat is approved. The interim brief is the weeks between the license and the headcount.

The court file moved with the company count. On 11 February 2026 the DIFC Courts recorded 1,509 claims for 2025, up 43 percent, with a total claim value of AED 18.6 billion. The mix matters more than the headline. Of those claims, 995 were Small Claims Tribunal filings and 173 were Court of First Instance claims. A general counsel who staffs for a wave of large trials will over-hire. A general counsel who ignores the tribunal docket will miss the contract disputes that actually arrive. Interim counsel is how a two-lawyer team absorbs the tribunal and the financing at the same time.

Family capital is the second pile of work, and it does not look like a bank’s legal department. The same DIFC Authority results counted 1,289 family-related entities and 1,115 foundations in 2025. A foundation filing, a change of council, or a financing against a holding company is a defined job. It ends. It is a poor reason to open a permanent general counsel seat, and a precise reason to bring someone in for the filing.

Real estate still produces paper even when the dispute is not in the DIFC Technology and Construction list. Gulf News, citing Dubai Land Department figures on 1 January 2026, put 2025 property sales at more than Dh682.49 billion. Developers and family offices that own land need sale contracts, escrow language, and contractor notices on a calendar the permanent team did not staff for. That is surge work. It stands down when the release is done.

Funds and listed debt are the third pile. Economy Middle East, covering the DFSA 2025 report on 25 June 2026, put new licenses at 182, regulated entities at 1,050, fund managers at 121 authorized firms, and fund-management assets at USD 176 billion. AGBI, on 16 February 2026, reported about USD 31 billion of new Nasdaq Dubai debt listings across 60 issuances in 2025. A fund manager whose counsel is on leave during a supplement, or a treasury team closing a sukuk while the permanent counsel is in another closing, does not have eleven weeks.

Corporate tax is now ordinary work, not a one-off project from 2023. Federal Decree-Law No. 47 of 2022 sets corporate tax at 0 percent on taxable income up to AED 375,000 and 9 percent above that. Free-zone and onshore entities in the same group do not share one return. Interim tax-literate counsel shows up for the filing season and for the restructuring that the return forces, then leaves. The wider market, including firms and the onshore courts, is on the Dubai legal market page for 2026. The city hub is legal recruiters in Dubai.

03 — Sector mix

Four kinds of brief, and they add up to the closed book.

The 24 Dubai interim searches closed over the last three years split four ways. 9 were DIFC financial services and funds. 6 were family offices and foundations. 5 were real estate and construction. 4 were leave cover for a sitting general counsel. Nine, six, five, and four are the whole book. A brief that does not fit one of those four is still taken. It is not yet a fifth pile large enough to report.

  • Funds and the DFSA perimeter. Supplements, side letters, and a licensed function that cannot sit empty. The permanent counsel is often in the next closing.
  • Family offices and foundations. A council change, a financing, or a filing with a date on it. The office may have no general counsel at all.
  • Real estate and construction. Sale contracts and contractor notices tied to a release, not to a standing department.
  • Leave cover. The general counsel is out. The board still wants a named lawyer on the email. The end date is the return date.

One cut of the same 24 is less flattering. 7 of those files started as a DIFC employment contract and had to be rewritten as a secondment before the first candidate call. The draft had imported a 30-day notice into a cover measured in weeks. The rewrite is part of the search, not a courtesy after signature. A hiring manager who sends the employment template used for permanent counsel spends the opening of the search on the redraft.

The interview cohort says the same thing from the lawyer’s side. Of 250 structured interviews with Dubai general counsel and in-house counsel, 61 said they would take a DIFC project only as a secondment, not as a DIFC employment contract. Sixty-one is inside the cohort of 250. The objection was Article 66 Core Benefits and Article 62 notice, not the day rate. Lawyers who will do the work will not take a short seat that is written as a permanent job.

The map under that cohort is about 4,000 lawyers in Dubai, inside a firm-wide map of 1,480,000+ lawyers. The Dubai figure is the local universe we actually call. It is not a share of the global map, and it is not a count of lawyers in private practice alone. How the cohort is built is set out in the research program.

04 — Timeline

Two clocks, and a statute that decides how the seat ends.

Keep the clocks apart. Firm-wide, the median from first call to start is 7 days across 60+ interim and fractional engagements since 2017. A Series C fintech in San Francisco had an interim general counsel live on day 6, covering parental leave and a financing. That file is the published San Francisco case. It is not a Dubai result. Dubai’s own window, from a signed brief to a start, is 2 to 5 weeks. A company that quotes the 7-day median as a Dubai promise is mixing a global median with a city band.

The statute then decides whether the end of the seat is a notice period or a date in the contract. DIFC Law No. 2 of 2019, Article 62(2), requires written notice without cause of not less than 7 days if continuous employment is under three months, 30 days if it is more than three months and under five years, and 90 days if it is more than five years. Any period of secondment counts toward that continuous employment when the article applies. Article 62(3) allows a longer notice. It does not allow a shorter one.

Article 62(6) switches the ladder off in three cases: during a contractual probation, where the employment contract says the job ends when a fixed term expires, and on a termination for excessive sick leave under Article 36(1). A fixed-term DIFC employment contract that simply expires is the clean employment form for a cover with a known end date. The expiry is the end. It is not a resignation, and it does not need the 30-day letter. What it does not switch off is the pension contribution, which sits in a different article.

Article 66(7) requires the employer, from the Qualifying Scheme commencement date, to pay monthly Core Benefits for each employee who is not an Exempted Employee: 5.83 percent of Monthly Basic Wage for the first five years of service, and 8.33 percent for each additional year. A part-month is pro rata. The one-year gate in Article 66(1) is the old gratuity, not this monthly contribution. A six-week fixed-term employee on a DIFC employment contract still accrues Core Benefits. The transitional exemption for certain fixed terms ending within three months of 1 February 2020 is not a general short-term exemption in 2026.

A secondment is the other structure, and it is not a nickname for the same contract. Article 4(2)(a) allows a person working in or from the DIFC on a secondment to sit under an employment contract governed by another law. Article 4(3) lists the parts of the DIFC Employment Law that still apply. Part 10, which holds Article 62 and Article 66, is not on that list. Article 4(4) says the rest of the law does not apply. Schedule 1 defines an Exempted Employee to include a person referred to in Article 4(2)(a), so Core Benefits under Article 66(7) are not owed to that secondee by this law. The home contract still governs notice, pay, and benefits. Someone has to read it. The DIFC draft does not replace that reading.

That is why 7 of the 24 files changed form before anyone was introduced. A 30-day notice on a cover inside 2 to 5 weeks can make the exit as long as the work. A secondment, or a fixed term that expires under Article 62(6)(b), is the document that matches the brief. The running order of a search, separate from these Dubai contract choices, is in our methodology.

05 — Compensation

The DIFC general counsel band is the comparator, not the interim price.

A permanent general counsel in the DIFC is paid $220,000 to $380,000 in cash. That band is the chair the interim lawyer is covering or testing. It is not the interim price. Interim and fractional work is a day rate or a monthly retainer. Days billed are credited against a later retained fee if the company converts the seat. The retained fee, when there is one, is 25 to 30 percent of first-year total compensation. The retainer is 30 percent of that fee, and it is kept if the client cancels. A retained general counsel search carries a 12-month replacement. The interim seat does not.

The published day-rate bands are US and UK bands. US interim general counsel day rates are $1,800 to $3,200. A fractional general counsel at two to three days a week is $2,800 to $4,500 a day on the days worked. A first general counsel seat for a company under $100 million of revenue is $2,200 to $3,400. None of those three bands is a Dubai dirham rate. A Dubai rate is struck on the brief, against the seniority and the number of days, after the contract form is chosen. Quoting a New York day rate in AED, or the reverse, is how offers miss.

What the DIFC employment form does add, if you use it, is Core Benefits of 5.83 percent of Monthly Basic Wage, rising to 8.33 percent after five years of service. Put that line in the cost, next to the day rate, before the chief operating officer approves the requisition. A secondment under Article 4(2)(a) does not add that DIFC line. It may add whatever the home contract already costs. Those are different budgets.

Monthly cash for a permanent in-house seat in Dubai, in dirhams, is on the in-house counsel salary page for Dubai. The wider lawyer pay picture for the city is on the lawyer salary page for Dubai. Those pages are the permanent comparator. Federal Decree-Law No. 47 of 2022 remains the corporate-tax frame around both: 0 percent up to AED 375,000 of taxable income, then 9 percent.

06 — How a Dubai interim search runs

The contract form is agreed before the first name goes out.

The first call fixes scope, seniority, the free zone or onshore seat, the start date, and whether the document will be a fixed-term DIFC employment contract or a secondment. Conflicts and the home-contract read run in parallel with the approach. The shortlist is lawyers who have already done the work type, not a blast of résumés. On this book the start lands inside 2 to 5 weeks of the signed brief. 93 percent of the 24 files reached a start.

Three limits are stated at the brief, because they are where Dubai files slip. First, a permanent-counsel employment template is the wrong paper for a cover under three months. Second, the firm-wide 7-day median is the median from first call to start across 60+ engagements, not a promise that a DFSA licensed-function cover with Arabic and a funds track will start in a week. Third, interim counsel is counted outside the 400+ placements (230+ in-house). Converting the seat later is a new search, with its own 11-week median to an accepted offer on a general counsel mandate.

The 5 years in this market are the window for the interim line, not a claim that every lawyer in the about 4,000 has been met. The 250 interviews are the structured set. Inside them, the 61 who will only accept a secondment are the constraint on how fast a mis-drafted employment contract can be filled. Fix the paper, and the 2 to 5 weeks band is the ordinary range. Leave the paper, and the search waits on counsel who will not sign it.

Leave cover at a fund manager

DFSA-regulated fund manager

Mandate
Leave cover for a sitting general counsel during a fund supplement.
Complication

09 — Questions

Interim legal talent in Dubai — common questions

Who are the best interim legal talent options in Dubai?

No published ranking of interim legal talent in Dubai exists. The useful test is whether the seat can start inside a signed-brief window of 2 to 5 weeks, and whether the contract is a DIFC employment agreement or a secondment. Sartori closed 24 Dubai interim searches over the last three years, with a completion rate of 93 percent. Firm-wide, the median from first call to start is 7 days across 60+ interim engagements since 2017. A DIFC family office hired an interim general counsel in 3 weeks.

How long does interim legal talent in Dubai take to start?

On the Dubai interim line, a signed brief is typically staffed in 2 to 5 weeks. That city window is not the firm-wide median. Across 60+ interim and fractional engagements since 2017, the median from first call to start is 7 days. A Series C fintech in San Francisco was live on day 6. The Dubai book is 24 closed searches over the last three years. One DIFC family office started an interim general counsel in 3 weeks.

When do DIFC notice and DEWS apply to an interim seat?

They apply when the person is an employee under a DIFC employment contract. DIFC Law No. 2 of 2019, Article 62(2), sets written notice without cause at 7 days under three months of continuous employment, 30 days above three months and under five years, and 90 days above five years. Article 62(6)(b) takes that ladder off a fixed term that simply expires. Article 66(7) still requires monthly Core Benefits of 5.83 percent of Monthly Basic Wage for the first five years, then 8.33 percent, unless the person is an Exempted Employee. A secondment under Article 4(2)(a) does not pull in Part 10, and Schedule 1 treats that secondee as an Exempted Employee. 7 of 24 Dubai interim files had to be rewritten from an employment draft to a secondment before the candidate call.

What does interim counsel in Dubai cost next to a permanent general counsel?

There is no published Dubai day-rate table. A permanent general counsel in the DIFC is paid $220,000 to $380,000 in cash. US and UK interim general counsel day rates are $1,800 to $3,200; a fractional seat at two to three days a week is $2,800 to $4,500 a day; a first general counsel under $100 million of revenue is $2,200 to $3,400. Those bands are US and UK rates. A Dubai rate is agreed on the brief. If the seat later becomes a retained search, the fee is 25 to 30 percent of first-year total compensation, the retainer is 30 percent of that fee, and days already billed are credited. Monthly AED bands for a permanent seat are on the Dubai in-house salary page.

Which sectors in Dubai are hiring interim counsel?

Of 24 Dubai interim searches closed over the last three years, 9 were DIFC financial services and funds, 6 were family offices and foundations, 5 were real estate and construction, and 4 were leave cover for a sitting general counsel. DIFC Authority, on 5 February 2026, reported 8,844 active companies, 1,289 family-related entities and 1,115 foundations. Economy Middle East, covering the DFSA 2025 report on 25 June 2026, put regulated entities at 1,050 and fund-management AUM at USD 176 billion.
