Legal Recruiters Philadelphia for Unfilled In-House Seats
The Philadelphia chair that stays empty is a company seat — a general counsel, chief legal officer, or head of legal — that the county bar has not covered. We run the retained search that fills it.
The Philadelphia chair that is still empty is a company payroll line.
Philadelphia is not short of lawyers. The Disciplinary Board of the Supreme Court of Pennsylvania, in its 2025 annual report issued March 19, 2026, counted 13,617 active attorneys in Philadelphia County — the largest county stock in the state, inside 47,249 active attorneys located in Pennsylvania. Companies that search for legal recruiters Philadelphia usually call after that stock has failed to produce a chief legal officer who will occupy the chair.
Sartori's Philadelphia interview cohort (250 structured interviews) shows the uncovered seat sitting first on a company payroll: a general counsel, a chief legal officer, a head of legal, or a nested counsel desk inside a life-sciences, healthcare, or insurance function. Across 94 company hiring managers in that cohort over a 24-month window, 61 named a life-sciences or healthcare chair as the seat that stays open longest.
Sartori has worked Philadelphia searches for 8 years, for companies and for firms buying a retained search into a Philadelphia office. Over the last three years we closed 17 in-house searches on this line. General counsel and chief legal officer searches, across 52 such mandates since 2017, reach an accepted offer in a median of 11 weeks. The firm-side associate and partner product is real. It is not the chair this page opens on.
The employer is a legal department, not a law-firm intake form.
The company that cannot cover a Philadelphia chair is hiring into a corporate payroll — life sciences, a health system, an insurer, a listed group — not into the headcount a posting can see.

The same 2025 registration report counts 17,532 active attorneys out of state and 2,137 attorneys newly admitted during 2025. The five Pennsylvania counties that feed a Center City commute — Philadelphia 13,617, Montgomery 5,203, Chester 2,503, Delaware 2,200, and Bucks 1,705 — hold 25,228 active attorneys. That is the commuting bar. It is not a roster of people who will take a general counsel offer.
In-house is a license category as well as a job. Pennsylvania Bar Admission Rule 302 requires an out-of-state lawyer who is employed in the Commonwealth by a company, on more than a temporary basis, to hold a Limited In-House Corporate Counsel License. The Disciplinary Board recorded 420 of those licenses statewide as of December 31, 2025. The license authorizes advice to that employer. It does not authorize a Pennsylvania court appearance unless the lawyer is also admitted pro hac vice. A general counsel who blends the 420 licenses with the 13,617 active county attorneys is briefing from two clocks.
Public demand sits next to that license gate. In the 12 months ending September 30, 2025, the Eastern District of Pennsylvania — courthouses in Philadelphia, Allentown, Reading, and Easton, 22 authorized judgeships — recorded 9,433 filings, 8,645 civil filings by nature of suit, and 10,917 cases pending. Civil median time from filing to disposition was 5.1 months. Civil median time from filing to trial was 28.5 months. Civil cases over three years old numbered 2,054, 21.0 percent of the civil pending stock. Criminal felony defendant filings were 560. A company whose product-liability or commercial docket lives in that court is hiring a counsel who can manage it, not a first-year associate on a national scale.
Life sciences is the other employer. CBRE, on July 2, 2026, reported Philadelphia biotechnology research and development employment at 17,407, up 0.8 percent, and pharmaceutical and medicine manufacturing employment at 16,346, up 3.1 percent. Life-sciences venture capital invested in Philadelphia rose 7.1 percent in 2025. CBRE ranked the region seventh among U.S. life-sciences markets. Those employers hire FDA, commercial, and first-general-counsel seats. The product for that chair is life-sciences general counsel search and healthcare general counsel search.
Firm-side supply is the context, not the thesis. The Bureau of Labor Statistics, in its May 2025 release published July 10, 2026, put the Philadelphia-Camden-Wilmington legal occupational group at a $67.05 mean hourly wage, and legal occupations at 1.1 percent of metro employment. CareerOneStop, drawing on that same May 2025 survey, puts lawyers in the metro at a $170,660 annual median, an $84,840 10th percentile, and a $344,160 90th percentile. Those figures size the employed bar. They do not name who signs the general counsel offer.
The chair stayed empty because the brief still described a trial partner. Once it named FDA correspondence and a board reporting line, the shortlist was people who already sat in-house.
Density is not coverage. The authorized chair is.
A county with 13,617 active attorneys can still fail to produce one person the board will put on the payroll.
Sartori maps 7,500 lawyers in Philadelphia. That coverage figure describes who can be reached in the city. It is not the Disciplinary Board's 13,617, and it is not the firm's market map of 1,480,000+ lawyers.
Of 72 heads of legal in the same Philadelphia interview cohort, over that 24-month window, 40 said they could not advertise the successor chair while the incumbent remained. Of 17 closed Philadelphia in-house searches over three years, 11 were standing general counsel, chief legal officer, or head of legal chairs and 6 were nested specialist seats. 4 of those 17 files ran past the 16-week end of the general-counsel range, almost all of them sitting-counsel successions the board would not yet name.
In quarterly survey waves since 2025, 19 of 48 Philadelphia in-house hiring-manager responses arrived with a firm-side title on a company chair. We send those briefs back. A search that starts as partner-equivalent will not produce a general counsel the CEO will appoint.
The pay poles that move a candidate are published, and they do not match. Above the Law, on June 2, 2026, reported Milbank's associate increase, effective July 1, 2026. The matched scale published the same day runs from $235,000 for the class of 2025 and 2026 to $455,000 for the class of 2018. Bloomberg Law, on June 17, 2026, reported the same endpoints: $235,000 for a first-year and $455,000 for an eighth-year. The May 2025 metro lawyer median of $170,660 sits $64,340 under that first-year base. A company that anchors a Philadelphia offer to the median, and a candidate who anchors it to the scale, are not negotiating the same number.
What legal recruiters Philadelphia actually run for the company.
Four products, one geography. The in-house counts on this page are the Philadelphia company line. Firm-side associate and partner work is retained search, quoted as a different product.
General counsel, CLO and head of legal
Standing company chairs: first general counsel, successor general counsel while the incumbent remains, chief legal officer, and head of legal at a life-sciences or healthcare platform. This is the uncovered seat the page opens on.
Nested in-house desks
Inside a health system, insurer, or listed group: litigation counsel, FDA and regulatory counsel, privacy, and product-liability coordination. The title may say counsel. The docket is the Eastern District and the Complex Litigation Center.
Associate seats for Philadelphia firms
When a firm with a Philadelphia office buys a retained associate search — litigation, healthcare, insurance, corporate, intellectual property — we run it as a firm mandate. Credential: Pennsylvania bar, or a concrete plan to waive in.
Partner seats for Philadelphia firms
Retained partner search for firms hiring into a Philadelphia office. Book, conflicts, and notice sit on the partner product. The buyer here is the firm, not the company.
A file from that in-house line: a PE-backed life-sciences platform in the Philadelphia suburbs needed a first general counsel after a financing. The first shortlist was rejected because the brief still described a firm associate. We rewrote it as a company chair with FDA and commercial exposure. The shortlist arrived on day 24. The accepted offer landed in week 11, inside the 8 to 16 week range, from another in-house regulatory counsel, not from a first-year associate on $235,000.
A second file: a regional health system needed a nested litigation counsel while the sitting general counsel remained. The company would not name the search for the first quarter. The file was one of the 4 that passed 16 weeks. Once the board would say the sentence, a counter-offer arrived — Philadelphia in-house telemetry records counter-offers on 26 percent of the 17 files — and the candidate still signed inside the 13-working-day median.
Partner search on the Philadelphia line closed 15 files over three years, with counter-offers on 41 percent and a median 16 working days from offer to acceptance. Associate search closed 23 files, with counter-offers on 33 percent and a median 9 working days. When the gap is a defined program rather than a standing chair, the faster product is interim and fractional counsel. Company buyers who want the standing team start at in-house and general counsel recruiting, general counsel search, and our work for companies.
Retained, exclusive, written down before the first call.
Companies engage us on a retained basis for Philadelphia mandates. We agree scope and terms in writing before any approach is made.
- 01
Mandate blueprint
We write the chair before we name a person: reporting line, Pennsylvania bar versus a Rule 302 limited in-house license, the outside-firm panel, and whether the sitting general counsel will be told. A Philadelphia brief that still reads as a trial partner is rewritten as a company seat.
- 02
Market map
We map the relevant in-house bench — life sciences, health systems, insurers, and listed groups along the Schuylkill — then the firm-side supply that might move in. No posting. No job-board scrape.
- 03
Blind outreach
Approaches go to sitting counsel who are not looking. The company is not named until both sides have agreed a qualified conversation. Exclusivity is the process on a confidential successor file.
- 04
Credential and conflicts screen
We test Pennsylvania admission, the Rule 302 limit on court appearances, and conflicts with the company's panel before the shortlist. A limited license that cannot stand up in the Court of Common Pleas is flagged before the offer, not after it.
- 05
Offer engineering
We set cash against the published poles that move Philadelphia candidates — the July 1, 2026 associate scale, the May 2025 metro lawyer median, and the city wage tax — then hold the 13-working-day offer-to-acceptance window. Counter-offers land on 26 percent of the Philadelphia in-house files.
- 06
Close and ramp
Notice, start date, and the opening ramp are part of the mandate. A placement counts when the general counsel is in the chair, not when the term sheet is signed. The replacement term on a retained general counsel search is 12 months.
Retained corporate mandates complete at 92 percent. Offer acceptance is 96 percent. Of placed in-house leaders, 97 percent are in post at 12 months and 91 percent at 24 months. Since 2017 the firm has completed 400+ placements (230+ in-house), 52 of them general counsel or chief legal officer. The shortlist on a general counsel or chief legal officer search arrives in 24 days. The research program maps 1,480,000+ lawyers. The full method — mandate blueprint, market mapping, blind outreach, vetting, offer engineering, close — is on our methodology.
The fee is 25 to 30 percent of total first-year compensation. Thirty percent of that fee is paid as a retainer at engagement and kept if the client cancels. Off-limits runs 24 months against the client's own legal department. There is no contingency option.
Legal recruitment Philadelphia is a docket and a wage-tax problem, not a headcount story.
Demand for the Philadelphia in-house chair is being rewritten by the federal civil calendar, the life-sciences payroll, and a city tax that hits on July 1, 2026.
The Eastern District's 8,645 civil filings in the year ending September 30, 2025 came with a trial clock of 28.5 months and 2,054 civil cases already older than three years. A general counsel at a product company, an insurer, or a hospital system in this district is staffing for a long case, not for a posting that closes on a short cycle. Vacant judgeship months in that profile were 1.0, down from 13.5 the year before, across 22 judgeships. The court is staffed. The inventory is not short.
The life-sciences payroll CBRE reported on July 2, 2026 — 17,407 in biotechnology research and development and 16,346 in pharmaceutical and medicine manufacturing — is the private-sector reason a first general counsel search and a nested FDA counsel search run in the same quarter. Venture capital into Philadelphia life sciences rose 7.1 percent in 2025. A Series B–C first general counsel at $240,000 to $340,000 base is a different offer from a large-cap listed general counsel at $650,000 to $1.1 million base, and neither figure is the $4.76 million median total of named executive officer general counsel in the 2026 proxy season.
Compensation pages that carry the numbers a Philadelphia offer has to clear: general counsel salary, 2026, Fortune 500 general counsel pay, deputy general counsel salary, the associate salary scale, and the scale the market still queries under an older name. The city wage tax, 3.735 percent resident and 3.425 percent nonresident from July 1, 2026, sits on top of whichever band the board approves.
We could not post the successor seat. The search stayed blind until the quarter the board would say the sentence, and the offer still drew a counter.
The rest of the Philadelphia brief lives on pages we already wrote.
This page owns the unfilled company seat and the retained search that covers it. The city market page, the service hubs, and the compensation notes sit on their own URLs.

Philadelphia legal search — questions companies actually ask
What do legal recruiters Philadelphia run when the general counsel chair is confidential?
A single retained, exclusive mandate, terms in writing before any approach. Sartori closed 17 Philadelphia in-house searches over three years. General counsel and chief legal officer searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, on a range of 8 to 16 weeks. Offer acceptance on corporate mandates is 96 percent. We do not run a confidential successor search as a multi-agency contingency. See how a retained legal search is priced.
Who hires the uncovered Philadelphia in-house seat?
A company's general counsel, chief legal officer, CEO, or head of HR — not a posting. The Disciplinary Board's 2025 annual report, issued March 19, 2026, counted 13,617 active attorneys in Philadelphia County and 47,249 active attorneys located in Pennsylvania. The limited in-house corporate counsel license is a different stock: 420 licenses statewide as of December 31, 2025. Philadelphia firms buy associate and partner searches as a second buyer.
How long does a Philadelphia general counsel search take?
A median of 11 weeks from brief to accepted offer, inside a range of 8 to 16 weeks, with a shortlist at 24 days. On the Philadelphia in-house line the median from offer to acceptance is 13 working days. Of 17 closed Philadelphia in-house searches over three years, 4 ran past 16 weeks — almost all sitting-counsel successions the board would not yet name. Sartori has worked Philadelphia searches for 8 years.
How does legal recruitment Philadelphia split between a company seat and a firm seat?
The 17 closed files quoted here are the Philadelphia in-house line. Partner search is a separate retained product: 15 closed Philadelphia partner files over three years, with counter-offers on 41 percent and a median 16 working days from offer to acceptance. Associate search closed 23 files on its own line, with counter-offers on 33 percent and a median 9 working days from offer to acceptance. Company buyers start at in-house and general counsel recruiting. Firm buyers start at associate recruiting and partner recruiting.
How are legal headhunters Philadelphia paid for a search?
The hiring company pays. The fee is 25 to 30 percent of the hire's total first-year compensation, and 30 percent of the fee is paid as a retainer at engagement. There is no contingency option. Retained general counsel, chief legal officer, and chief compliance officer searches carry a 12-month replacement term; other in-house searches carry 6 months. Read legal recruitment fees and brief a search.
What does a Philadelphia in-house chair actually pay?
A Series B–C first general counsel band is $240,000 to $340,000 base, with a 20 to 40 percent bonus. A PE-backed portfolio general counsel is $280,000 to $420,000 base, with a 25 to 50 percent bonus. Large-cap listed general counsel base runs $650,000 to $1.1 million. Those are 2026 cash bands, not the $4.76 million median total compensation of named executive officer general counsel at 236 of the largest U.S.-listed companies in the 2026 proxy season. The May 2025 lawyer median in the Philadelphia metro was $170,660 (BLS, via CareerOneStop). The associate scale that pulls candidates the other way is $235,000 for a first-year, effective July 1, 2026. See general counsel salary in 2026 and the associate salary scale.
What credentials does a Philadelphia counsel seat require?
A lawyer held out on the Pennsylvania bar needs admission in the Commonwealth. An out-of-state lawyer employed in Pennsylvania by a company, on more than a temporary basis, needs a Limited In-House Corporate Counsel License under Pennsylvania Bar Admission Rule 302. That license covers advice to the employer. It does not, by itself, authorize appearances in Pennsylvania courts. Court work still needs pro hac vice or full admission. The Disciplinary Board counted 420 of those limited licenses statewide as of December 31, 2025.
Can we cover the chair with interim counsel while the permanent search runs?
Yes. A defined gap — parental leave, a trial calendar, a financing — is often faster as interim and fractional counsel. Interim engagements start a median of 7 days from the first call. The Philadelphia interim line closed 28 searches over three years, with counter-offers on 16 percent and a median 4 working days from offer to acceptance. We can run interim cover and the permanent general counsel search in parallel. The permanent chair is still the mandate this page is for.

Philadelphia in-house search
If the chair is still empty, brief it as a company seat.
A general counsel, chief legal officer, or head of legal search in Philadelphia is a retained mandate. We listen first — to the reporting line, the Pennsylvania admission, and whether the sitting counsel has been told. No obligation.
