Legal Recruiters Phoenix for Unfilled Company Seats
The Phoenix chair that stays empty is a company seat — a general counsel, chief legal officer or head of legal — that the local market has not covered. We run the retained search that fills it.
The Phoenix chair that is still empty is a company payroll line.
Phoenix-Mesa-Chandler's lawyer median was $135,670 in May 2025, on the Bureau of Labor Statistics Occupational Employment and Wage Statistics table republished by O*NET OnLine. General counsel and heads of HR who search for legal recruiters Phoenix usually call after that wage stock has failed to produce a chief legal officer who will take the chair.
Sartori's Phoenix interview cohort (250 structured interviews) shows the uncovered seat sitting first on a company payroll: a general counsel, a chief legal officer, a head of legal, or a specialist counsel inside a semiconductor, healthcare or real-estate legal department. Across 64 heads of legal and general counsel in that cohort, over a 24-month window, 37 said the successor chair stays unposted while the incumbent remains.
Sartori maps 5,000 lawyers in Phoenix. We have worked this market for 5 years, for companies and for Phoenix firms buying a retained search. Over the last three years we closed 15 in-house searches on this line, at a 94 percent completion rate, on a median timeline of 11 weeks. The associate book is a separate 20 files. The partner book is a separate 13 files.
The research program maps 1,480,000+ lawyer profiles, and Phoenix sits on that map. The hubs are New York (2023), California (2024), Texas (2024) and London (2025).
The employer is a legal department on a Phoenix payroll.
In-house counsel in the Valley sit inside semiconductor, healthcare, homebuilding and financial-services departments. The company that cannot cover a chair is hiring into that stock.

O*NET OnLine's Arizona wage table, sourced to Bureau of Labor Statistics 2025 wage data, puts Phoenix-Mesa-Chandler lawyers (SOC 23-1011) at a May 2025 median of $135,670. The 10th percentile is $87,170, the 25th is $103,160, the 75th is $193,210, and the 90th is $291,750. The Arizona median on the same table is $134,260. The U.S. median is $159,670. Those figures are establishment wages for wage-and-salary employment. Partnership draws and self-employed receipts sit outside the OEWS sample.
The Bureau of Labor Statistics news release of 18 June 2026, covering May 2025, put the mean hourly wage for legal occupations in the Phoenix-Mesa-Chandler metropolitan statistical area at $56.06, against $67.07 for legal occupations nationwide. Legal occupations were 0.7 percent of Phoenix employment and 0.8 percent of U.S. employment. The same release defines the metro as Maricopa County and Pinal County. A general counsel who briefs a national legal-wage number for a Chandler seat is briefing the wrong mean.
Projections Central, via O*NET OnLine, counts Arizona lawyer employment at 13,960 in 2024 and projects 15,730 in 2034, a 13 percent increase, with 650 projected annual openings. That series is a different clock from the wage table. The State Bar of Arizona's 2025 annual report lists 26,877 total members and 20,192 active-status members. Bar membership, the projections series and the OEWS wage sample are three stocks. A search brief that treats them as one headcount will mis-size the pool.
The Census Bureau's Vintage 2025 estimates, on QuickFacts, put the City of Phoenix at 1,665,481 people as of 1 July 2025 and Maricopa County at 4,689,558. The Census series PHXPOP, retrieved through FRED, puts the Phoenix-Mesa-Chandler MSA at 5,228,938 residents on the same 1 July 2025 estimate. The hiring geography for this page is that metro. Company demand concentrates in Phoenix, Chandler, Tempe and the northwest Valley.
TSMC's Arizona site states that more than 3,500 employees in Phoenix support manufacturing, and that the investment has expanded from $12 billion to $265 billion, which the company describes as the largest foreign direct investment in a greenfield project in U.S. history. Current plans underway include six semiconductor logic wafer fabs, two advanced packaging facilities and an R&D center. In July 2026 the company announced intent to build several more logic fabs for 2-nanometer and below, plus advanced packaging fabs. The first fab started high-volume production on N4 process technology in the fourth quarter of 2024. The second fab's structure was completed in 2025, with N3 volume production targeted for the second half of 2027. The third fab broke ground in April 2025. The fourth fab and the first advanced packaging fab started initial construction in early 2026. The first three fabs are planned to result in 6,000 direct high-tech jobs. Those dates are why a supplier's first general counsel is a 2026 brief.
Amkor Technology's investor-relations press list records that on 8 September 2026 the company announced phase 2 of its Arizona advanced packaging and test campus and expanded the investment to $12 billion. Amkor's 13 May 2026 note on the earlier plan, the growth from an initial $2 billion to $7 billion, says the Peoria campus is expected to create approximately 3,000 jobs at an average annual salary of about $90,000, with phase one expected to open in 2028. A packaging campus of that scale hires commercial, construction, export and employment counsel on the company side, and it feeds litigation and real-estate work on the firm side. Firm buyers and company buyers are both in the market. They are buying different seats.
The chair stayed empty until the brief named payer contracts and a medical staff, rather than a litigation book from a firm downtown.
A licensed stock can still miss the chair the board will sign.
Arizona admitted enough new lawyers in 2026 to move the junior supply. The general counsel chair fails on a different test: admission, conflicts, and a brief the incumbent has been told about.
The Arizona Supreme Court, by Administrative Order 2023-159 announced on 4 October 2023, lowered the Uniform Bar Examination minimum from 273 to 270 effective with the July 2023 administration. Score transfer uses the same 270 floor from that administration forward. The July 2026 Arizona Legacy UBE, administered on 28 and 29 July 2026, drew 450 applicants, of whom 287 met the score requirement, a 64 percent pass rate. The February 2026 administration, on 24 and 25 February, drew 228 applicants, of whom 121 met the requirement, a 53 percent pass rate. That is the near-term supply of newly qualified Arizona lawyers. A general counsel slate is drawn from sitting counsel, years past that exam.
Of 15 closed Phoenix in-house searches over three years, 6 were first general counsel or first head of legal chairs and 9 were replacements or specialist counsel. 3 of those 15 files ran past 16 weeks, past the firm-wide general counsel range of 8 to 16 weeks, because the board had not told the sitting counsel. The stall sat with the board. Outreach starts after that conversation with the sitting general counsel.
Counter-offers on that in-house line landed on 27 percent of the 15 closed files. The associate book is a different rate: 39 percent across 20 closed associate searches, with a median of 8 working days from offer to signature and a typical timeline of 6 to 12 weeks at a 93 percent completion rate. The partner book records counter-offers on 44 percent of 13 closed partner searches, on a median of 5 months, at 93 percent completion. Mixing those three rates into one "Phoenix recruiter" statistic is how a brief gets the wrong clock.
Cash moves people, and the Arizona rate is part of the cash. The Arizona Department of Revenue states that for tax year 2023 and beyond the tax rate on Arizona taxable income is 2.5 percent. A Phoenix lawyer at the May 2025 median of $135,670 and a lawyer at the 90th percentile of $291,750 face the same 2.5 percent statutory rate. A general counsel package is set above that wage table, file by file. Across 52 general counsel and chief legal officer searches since 2017, Sartori & Partners reaches a shortlist in 24 days. The Phoenix in-house offer window, measured on this line, is 16 working days from offer to acceptance.
What legal recruitment Phoenix companies and firms actually buy.
Four products, one metro. The in-house figures on this page are the Phoenix company line. Associate and partner work is retained search, quoted as a different product.
General counsel, CLO and head of legal
Standing company chairs: first general counsel, successor GC while the incumbent remains, chief legal officer, and head of legal at a privately held or PE-backed platform. This is the uncovered seat the page opens on.
Specialist and deputy counsel
Commercial, construction, employment, privacy, export and payer-contracting counsel inside a semiconductor, healthcare or real-estate legal department. The title may say counsel. The reporting line is still a company payroll.
Associate seats for Phoenix firms
When a Phoenix firm buys a retained associate search — real estate, construction, commercial litigation, corporate, employment — we run it as a firm mandate. That book is 20 closed searches over three years, separate from the in-house count.
Partner seats for Phoenix firms
Retained partner search for Arizona firms and for national firms' Phoenix offices. That book is 13 closed partner searches over three years. The buyer is the firm.
A file from that in-house telemetry: a privately held semiconductor-equipment supplier in Chandler needed a first general counsel after customer contracts, export classification and a construction package landed on the CEO. The first shortlist was set aside because the brief still described a downtown litigation partner. We rewrote it as a company chair with commercial and trade exposure. The shortlist arrived on day 26. The accepted offer landed in week 14, in 2025, from another in-house counsel, inside the firm-wide general counsel range of 8 to 16 weeks and past the 11-week median of the Phoenix line.
A second file: a regional hospital system needed a deputy general counsel for payer contracting while the sitting general counsel remained. The company kept the search unnamed for 3 months. The file drew a counter-offer, which the 27 percent incidence on this line had already priced, and still signed inside the 16-working-day median. Confidential successor work moves once the board will say the sentence to its own general counsel.
When the gap is a defined program — a packaging-plant build, parental leave, a financing — the faster product is interim and fractional counsel. Company buyers who want the standing team start at in-house and general counsel recruiting, general counsel search and our work for companies. Healthcare chairs have a sibling page at healthcare general counsel search. Real-estate platforms use real estate general counsel search.
Retained, exclusive, written down before the first call.
Companies engage us on a retained basis for Phoenix mandates. We agree scope and terms in writing before any approach is made.
- 01
Mandate blueprint
We write the chair before we name a person: reporting line, whether Arizona admission or a transferred UBE score is required, the outside-firm panel, and whether the sitting general counsel will be told. A Phoenix brief that still reads as a litigation partner is rewritten as a company seat.
- 02
Market map
We map the relevant in-house bench — semiconductor and supplier legal teams, health-system counsel, homebuilders and real-estate platforms, and financial-services desks — then the firm-side supply that might move in. The map is built by direct approach.
- 03
Blind outreach
Approaches go to sitting counsel who are not looking. The company name is released once both sides have agreed a qualified conversation. The Valley is a small, talkative market; exclusivity is the process.
- 04
Credential and conflicts screen
We test Arizona admission, including a Uniform Bar Examination score of 270 on administrations from July 2023 forward, and conflicts with the company's panel and with customers in the same semiconductor supply chain. Conflicts surface before the shortlist.
- 05
Offer engineering
We set cash against the May 2025 Phoenix lawyer wage table and the 2.5 percent Arizona income-tax rate, then hold the 16-working-day offer-to-acceptance window on the Phoenix in-house line. Counter-offers land on 27 percent of those closed files.
- 06
Close and ramp
Notice, Arizona admission timing, start date and the first 90 days are part of the mandate. A placement counts when the general counsel is in the chair.
Completion on the Phoenix in-house line is 94 percent. The median timeline is 11 weeks. The median from offer to acceptance is 16 working days. Firm-wide offer acceptance on corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. The full method — mandate blueprint, total-market mapping, blind outreach, vetting, offer engineering, close — is on our methodology.
In 4 quarterly survey waves since 2025, 17 of 46 Phoenix company hiring-manager responses arrived with a law-firm title on a company chair. We send those briefs back. A search that starts as a partner-equivalent comes back for a rewrite before outreach.
The fee is 25 to 30 percent of the hire's total first-year compensation. Thirty percent of the fee is paid as a retainer at engagement and kept if the client cancels. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches. Other in-house searches carry 6 months. Off-limits runs 24 months against the client's own legal department.
Phoenix hiring in 2026 follows fabs, packaging plants and a construction payroll.
Demand for the Valley in-house chair is being rewritten by dated capital projects and by the wage and admission rules that decide who can take the seat.
TSMC's own Arizona timeline is a dated hiring calendar for the market. High-volume N4 production began in the fourth quarter of 2024. N3 volume production at the second fab is targeted for the second half of 2027. The third fab, broken ground in April 2025, targets volume production by the end of the decade on N2 and A16. Initial construction of the fourth fab and the first advanced packaging fab began in early 2026. An Industrial Water Reclamation Plant is expected in 2028, with a design goal of recycling 90 percent or more of water used. The campus spans more than 1,100 acres. A Greater Phoenix Economic Council analysis from April 2024, quoted on TSMC's Arizona page, scoped the first three fabs at $65 billion and estimated $32.9 billion in economic output. The April 2024 study covers that $65 billion scope. The $265 billion figure is the later, expanded plan. Adding the two produces a total neither document states.
TSMC's Arizona page, citing the Greater Phoenix Economic Council, also says the metropolitan area has more than 140,000 jobs in occupations relevant to semiconductors. Amkor's September 2026 phase-2 announcement takes the Peoria packaging investment to $12 billion. The May 2026 note, written under the prior $7 billion plan, describes about 3,000 jobs and a 2028 phase-one opening. Supplier counsel, construction counsel and employment counsel are the seats those dates create. The litigation that follows a delayed fab or a packaging-plant contract is the firm-side twin.
The Bureau of Labor Statistics economy-at-a-glance for Phoenix-Mesa-Chandler shows construction employment at 185,600 in August 2026, preliminary, up 3.8 percent over the year, and manufacturing employment at 148,100, preliminary, down 0.1 percent over the year. The unemployment rate that month was 4.9 percent, preliminary. A construction payroll of that size, beside a flat manufacturing headcount, is why real-estate and construction partner searches and project-counsel searches are open in the same quarter as a first general counsel search at a supplier. Each of those searches is its own mandate.
Admission keeps gating the slate. A 270 Uniform Bar Examination score has been the Arizona floor since the July 2023 administration. The July 2026 pass rate was 64 percent on 450 applicants. The February 2026 pass rate was 53 percent on 228 applicants. The State Bar of Arizona's 2025 annual report records an Ethics Hotline that received 2,141 calls in 2025 and a Client Protection Fund that refunded $785,240 to clients. Those are regulatory facts about the profession in the state. A company hiring a first general counsel, and a firm hiring a lateral, both ask who has actually held a license here before an offer is printed.

Phoenix legal search — questions companies actually ask
What do legal recruiters Phoenix companies use for a confidential general counsel hire?
A single retained, exclusive mandate, with terms in writing before any approach. Sartori closed 15 Phoenix in-house searches over three years at a 94 percent completion rate, on a median timeline of 11 weeks. Across 52 general counsel and chief legal officer searches since 2017, the firm-wide shortlist arrives in 24 days and the accepted offer in a median of 11 weeks. See how a retained legal search runs.
Who hires the uncovered Phoenix in-house seat?
A company's general counsel, chief legal officer, CEO or head of HR. O*NET OnLine, republishing Bureau of Labor Statistics wage data for 2025, puts the Phoenix-Mesa-Chandler lawyer median at $135,670 as of May 2025. TSMC's Arizona site reports more than 3,500 employees in Phoenix and an investment that has expanded from $12 billion to $265 billion. Phoenix firms buy associate and partner searches as a second buyer.
How long does a Phoenix general counsel search take?
On the Phoenix in-house line — general counsel, heads of legal and specialist counsel together — the median is 11 weeks, and 3 of 15 closed files over three years ran past 16 weeks. A first general counsel at a privately held semiconductor-equipment supplier in Chandler accepted in week 14 in 2025. Firm-wide, general counsel and chief legal officer searches since 2017 reach an accepted offer in a median of 11 weeks, on a range of 8 to 16 weeks, after a shortlist in 24 days. We have worked the Phoenix market for 5 years. Speed follows a brief the company will actually sign.
How are you paid for a Phoenix search?
The hiring company pays. The fee is 25 to 30 percent of the hire's total first-year compensation, and 30 percent of the fee is paid as a retainer at engagement. The engagement is retained only. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches. Read working with a legal recruiter and brief a search.
Do you recruit Phoenix associates and partners as well as in-house counsel?
Yes. The 15 closed files quoted as the Phoenix in-house line are separate from 20 closed associate searches and 13 closed partner searches over the same three years. Associate completion on that book is 93 percent, with a typical timeline of 6 to 12 weeks. Company buyers start at in-house and general counsel recruiting. Firm buyers start at associate recruiting and partner recruiting.
What does a Phoenix in-house chair actually pay?
The published wage pole is the May 2025 OEWS table: Phoenix-Mesa-Chandler lawyer median $135,670, 75th percentile $193,210, 90th percentile $291,750 (O*NET OnLine, Bureau of Labor Statistics 2025 wage data). Arizona taxes Arizona taxable income at 2.5 percent for tax year 2023 and after (Arizona Department of Revenue). The full metro split, including Tucson at $107,510, is on lawyer salary in Arizona for 2026. A private general counsel package is set above those published cells, file by file.
Are legal headhunters Phoenix firms the same product as a retained company search?
The product on this page is a retained search. Firm-side associate work closed 20 Phoenix files over three years; partner work closed 13. Company in-house work is a different book: 15 files, median 11 weeks. Candidates comparing processes can read the in-house candidate page. The company still pays the fee.
What credentials does a Phoenix lawyer seat require?
Arizona admission. The Arizona Supreme Court set the Uniform Bar Examination minimum at 270 effective with the July 2023 administration (Administrative Order 2023-159, announced 4 October 2023). The July 2026 Arizona Legacy UBE, given 28 and 29 July 2026, had 450 applicants, of whom 287 met the score requirement, a 64 percent pass rate. A lawyer already admitted elsewhere still has to clear Arizona's admission path before being held out here.
Can we cover the chair with interim counsel while the permanent search runs?
Yes. A defined gap — a fab construction surge, parental leave, a financing — is often faster as interim and fractional counsel than as an 11-week permanent hire. We can run both so the work is covered while the general counsel search is live. The permanent chair is still the mandate this page is for.

Phoenix in-house search
If the chair is still empty, brief it as a company seat.
A general counsel, chief legal officer or head of legal search in Phoenix is a retained mandate. We listen first — to the reporting line, the admission requirement, and whether the sitting counsel has been told. The first conversation is enough to see whether a mandate fits.
