Companies building small modular reactors hire project general counsel, NRC or ONR licensing counsel and offtake counsel. The scarce skill is a multi-year licensing clock joined to construction and nuclear-damage risk, not a renewables PPA with the word nuclear in the footnote. Nuclear is absent from the energy hub's older sub-sector list for a reason: until the last two years the in-house demand was a utility relic. The UK preferred-bidder pledge, the Kemmerer construction permit and the NRC 18-month ceiling changed the requisition, not the physics. Companies that staff this as renewables lose six months. Companies that staff it as power and utilities without a docket history lose the construction claim.

Who should a company hire first on an SMR project — a GC or licensing counsel?

A project general counsel who has sat inside an NRC or ONR docket, then licensing counsel as the second chair. A copied utility-GC description misses the vendor and host-state files. Start with first general counsel search or in-house counsel recruiting.

Is nuclear legal hiring the same as renewables project counsel?

No. Nuclear-damage conventions, export-controlled components and a multi-year licensing clock are a different statute. The renewables and energy-transition micros remain the right pages for storage and hydrogen.
