Legal Market Frankfurt 2026: Firms, Pay and Hiring Demand

A general counsel buying a Frankfurt lawyer in 2026 is not buying a city rate. The dated first-year figures sit in three bands: US-origin lockstep, German elite, and the STAR large-city mean, and each band attaches to a different seat: funds, funds-finance, or German corporate. Price the wrong perimeter and the requisition stays open.

The dated number is not the seat.

The 2026 legal market Frankfurt opens on three first-year bands, not one city rate. Sartori maps about 5,000 lawyers here. A chief legal officer who copies a lockstep onto a KVG desk, or a STAR mean onto a funds-finance seat, has not yet named the product the company is buying.

Lens 01 · US-origin lockstep EUR 180,000 is a first-year product, not a city rate.

Skadden’s Germany careers page, accessed in September 2026, publishes EUR 180,000 for first-year and second-year associates in Frankfurt and Munich, with a 2024 bonus floor of EUR 18,600. azur’s 2026 tables put Milbank and Willkie at the same first-year base. That number buys a US-origin firm seat.

Pay is the opening fact. The seat is the constraint. The firm-by-firm 2026 table is below.

02 The tape

What the legal market Frankfurt pays in 2026.

The table is the opening fact for both readers: the lawyer who earns the figure, and the general counsel who pays it. Germany scales, at firms that keep a Frankfurt office. Not a Frankfurt-only payroll extract.

Lawyer salary Frankfurt is a three-band argument, not a chamber census. The mapping coverage above is a commercial file. The Bundesrechtsanwaltskammer’s Mitgliederstatistik zum 1 January 2026, stand 14 April 2026, counts 20,144 natural persons admitted in the Rechtsanwaltskammer Frankfurt am Main — Germany’s second-largest chamber after Munich, ahead of Berlin. The chamber is six Landgericht districts, not the city. Anyone who treats that headcount as the buyer set for a funds desk is counting Wiesbaden and Limburg into a KVG shortlist.

The pay the two readers argue about is not that census. It is a three-band first-year structure. At the top, US-origin firms with a Frankfurt office publish Germany-wide associate locksteps of EUR 178,000 to EUR 180,000 for 2026: Skadden’s own careers page (accessed September 2026) at EUR 180,000 for years one and two, with a 2024 bonus floor of EUR 18,600; azur’s employer pages dated 19 March 2026 put Milbank and Willkie Farr at EUR 180,000 and Kirkland & Ellis at EUR 178,000. In the middle, German elite and UK/US hybrid names cluster at EUR 150,000 to EUR 160,000 on azur’s Einstiegsgehälter table, stand September 2026. Underneath, STAR 2025 — BRAK and the Institut für Freie Berufe, economic year 2024, 3,593 usable returns — puts employed lawyers in cities with more than 500,000 inhabitants at a EUR 98,000 mean. The US-origin first-year base sits EUR 82,000 above that large-city mean. That spread is a product gap, not a negotiation range.

2026 first-year associate bases at firms listing a Frankfurt office. Germany scales, not a city payroll extract. Skadden from the employer careers page, accessed September 2026; remaining rows from azur Einstiegsgehälter and azur100 employer pages, stand March–September 2026. Sort any column.

azur, on 24 March 2025, counted 30 German firms already at or above EUR 150,000 in year 1 in 2024, with the 2025 count up by about one quarter. White & Case joined at EUR 160,000. The 2026 table above is the live lockstep, not a re-count of that club.

A&O Shearman’s published steps on the same azur associate table, stand September 2026, show what a German-elite lockstep does after year one: year 1 EUR 150,000, year 2 EUR 155,000, year 3 EUR 160,000, with Frankfurt among the listed offices. Greenfort, the Frankfurt-only row in that table, sits at EUR 120,000. The candidate earning the figure knows which row she is on. The general counsel paying it needs to know which row the seat is actually competing with. A KVG Syndikus brief written against Greenfort will not move a third-year from the A&O column. A German-corporate head-of-legal brief written against Skadden will overpay a Gesellschaftsrecht seat that the 2026 IPO tape does not support.

STAR’s Syndikus mean of EUR 123,000 for 2024 (beck-aktuell digest of STAR, 10 February 2026) sits next to in-house year-1 figures azur100 2026 lists for named Frankfurt-area employers: BaFin at EUR 62,844, DZ Bank at EUR 87,500, Siemens at EUR 124,000. Those are entry legal-department numbers, not general-counsel cash. They sit in the same order of magnitude as the Syndikus stock and far below the US-origin first-year. A chief legal officer who treats EUR 123,000 as the price of a funds-finance hire is not being conservative. She is pricing a different job.

The dated number is not the seat.

03 The perimeter

A general counsel is buying one of three products.

Funds, funds-finance and German corporate do not share a hiring pool, a JUVE ranking, or a 2026 calendar. The mis-scoped requisition is the one that copies a firm Associate title onto a KVG, or a Gesellschaftsrecht lockstep onto a depositary.

Sartori’s Frankfurt interview cohort shows that 68 of 91 in-house hiring managers at KVGs, depositary banks and listed corporates over a 24-month window named a requisition written as “corporate counsel, Frankfurt, German qualified” as the reason a legal seat sat open past one quarter. A general counsel at a licensed German KVG told us the last brief of that shape produced Gesellschaftsrecht CVs that could not sit a BaFin visit. The shortlist was competent. It was the wrong product.

JUVE Handbuch Wirtschaftskanzleien 2025/26 splits the firm-side supply the way the in-house file should split. Investmentfonds, stand 9 January 2026, puts Clifford Chance and Linklaters at the top of the Frankfurt funds hub, with Poellath and Debevoise & Plimpton on structuring, and Freshfields and Hengeler Mueller for large-manager Aufsicht and transactions rather than volume formation. Kredite und Akquisitionsfinanzierung is a different ranking: Freshfields, Hengeler, A&O Shearman, Latham, Milbank, White & Case, Ashurst. Gesellschaftsrecht is a third: Freshfields, Hengeler, Linklaters, Gleiss Lutz, SZA Schilling Zutt & Anschütz. Clifford Chance’s own JUVE write-up on Transaktionen notes that PE clients also use the funds-structuring practice JUVE ranks in the top group — the firm splits funds from deal execution. The law firms Frankfurt general counsel actually instruct sit in those three JUVE tables, not in a single “Frankfurt lawyer” pool.

Nationally, the in-house admission is the growth line. BRAK Presseerklärung Nr. 7, 15 April 2026, on the 1 January 2026 census: 167,547 admitted lawyers; single RA admissions 138,420 (−0.21 percent); dual RA plus Syndikus 20,848 (+3.19 percent); Syndikus-only 8,279 (+9.15 percent, +694). Women are 59.86 percent of Syndikus-only admissions against 35.33 percent of single RA. Inside the Frankfurt chamber, KAMMERAKTUELL 1/2026 records 15,654 single RA admissions, 821 Syndikus-only and 3,355 dual at 31 December 2025 — 4,176 in-house-capable admissions against that private-practice stock. Admission type is not a job filled. It is the license the general counsel is buying when the employer is not a law firm.

The three seats under a Frankfurt general counsel. Firm names are directory landscape from JUVE 2025/26, not a hiring census and not case studies. Drivers dated in the calendars section.

The buyer set behind those rows is specific. Funds: a licensed or registered KVG, a Sparkassen-owned asset manager, a Super-ManCo, an insurer asset-management arm, one of the 27 German depositaries that BVI measured at 30 June 2026. Funds-finance: a commercial bank, a Landesbank, a debt fund, a PE sponsor with a Frankfurt origination desk. German corporate: a listed or large private AG, Deutsche Börse Group and its clearing and CSD affiliates, KfW as a development-bank legal employer (funding volume EUR 98.0 billion in 2025; more than 8,000 staff). The ECB in Frankfurt is a fourth legal employer, sitting under EU staff rules rather than Syndikus. BaFin is a documented Frankfurt-and-Bonn legal employer via the Jahresbericht locus and azur100; this page does not invent a 2026 vacancy count for it.

Latham & Watkins publishes more than 180 lawyers across four German offices including Frankfurt. Freshfields’ LTO employer profile puts about 600 lawyers in Germany. Those are Germany-wide figures. They are not a Frankfurt-office census, and they are not converted into one here. What they mark is the firm counterpart a chief legal officer is competing with when she tries to hire the same lawyer onto the payroll.

04 The calendars

Each product moves on a dated 2026 clock.

A requisition that writes Frankfurt corporate counsel against any of the three is buying a seat whose demand driver is named and dated. Mix the calendars and the seat stays open.

Funds work in 2026 is a statute, not a mood. The Fondsrisikobegrenzungsgesetz was issued on 9 April 2026, published in Bundesgesetzblatt 2026 I Nr. 97 on 14 April 2026, and entered into force in its main parts on 16 April 2026 as Germany’s 1:1 transposition of Directive (EU) 2024/927. Gleiss Lutz, writing on the in-force day, and Heuking, writing on 25 March 2026 after the 5 March Bundestag vote, set out the KAGB mechanics a KVG counsel actually drafts: a definition of loan-originating AIF, borrower caps and 5 percent retention, leverage limits, two liquidity-management tools for every open fund, two full-time EU-resident Geschäftsleiter, and grandfathering into 16 April 2029 for pre-15 April 2024 lending AIFs. BaFin’s Rundschreiben 07/2026 (WA) is the operating manual: LMT selection is the KVG’s, not the investor’s; forward pricing is not an LMT; existing KVGs already allowed to manage lending funds keep that permission. This is mid-senior product and risk counsel. It is not a first-year Gesellschaftsrecht lockstep.

The product shelf opened six weeks earlier. The Standortfördergesetz, BGBl. 2026 I Nr. 33, was promulgated on 9 February 2026 and entered into force in its main parts on 10 February 2026. Freshfields’ briefing of 11 February 2026 records the KAGB and InvStG opening for renewables and infrastructure, including the ability of open Spezial-AIF with fixed conditions to buy closed PE/VC and ELTIFs. That is funds and investment-tax counsel at KVGs and at the Investmentfonds firms mapped above. It is not an ECM associate, and it is not a US-firm year-1. The EUR 500 billion Sondervermögen Infrastruktur und Klimaneutralität, in force from 1 January 2025, is a federal capital cycle, not a KAGB fund. A general counsel who staffs “funds” against that Sondervermögen is buying public-law and Gesellschaftsrecht, which the Bundesregierung page updated 19 March 2026 already frames as Bund and Länder investment, not GP formation.

Funds-finance prices a different clock. The ECB Governing Council, meeting in Frankfurt on 10 September 2026, lifted the three key rates by 25 basis points; the deposit facility stands at 2.50 percent from 16 September 2026. BVK and the European Data Cooperative, in preliminary 2025 statistics published 17 March 2026, put investment into German companies at EUR 15.689 billion, the highest since 2021, with buy-outs at EUR 10.661 billion. Fundraising went the other way: EUR 5.81 billion against EUR 8.59 billion in 2024, 25 new funds against 52. A chief legal officer who staffs “funds” because “PE is busy” is buying the finance desk. GP-formation and KVG seats track a weaker buy-out fundraising year. The live book is leveraged lending and high-yield at the JUVE Kredite desks, and at bank in-house finance legal.

German corporate is thinner than the lockstep next to it. PwC’s Emissionsmarkt Deutschland of 18 December 2025 counted three Frankfurt IPOs in 2025 for EUR 1.186 billion, the weakest year since 2020. The H1 2026 update, transactions through 26 June 2026, counted four IPOs for EUR 692 million. PwC’s experts on the 2025 release described issuers running a dual-track and taking M&A over the IPO. Oaklins Germany recorded 2,586 German-party deals in 2025 (reporting date 16 December 2025), down 6.0 percent year on year, with financial investors at a 38 percent share; H1 2026 reopened at 1,490 deals, up 15.0 percent, with a 35 percent financial-investor share. Of Sartori’s six German-corporate or head-of-legal mandates inside the 17 closed Frankfurt in-house searches, three ran past seven months because the brief assumed a standing ECM book the 2026 tape does not support. Dual-track means the same senior corporate lawyer covers both paths. Pricing that seat off a US-firm lockstep, or filling it with a funds lawyer, is the mis-scope that stays open.

05 Both readers

The lawyer who earns the figure and the company that pays it.

Switch sides. The lockstep is real. The Syndikus file is also real. A page that serves only one of those readers is not this market.

The 2026 first-year figure is a Germany scale at a named firm origin, attached to a hours profile STAR does not describe.

A candidate reading the table in section 02 is not looking at a city average. She is looking at a firm-origin lockstep. STAR 2025 puts mean weekly hours for the surveyed bar at 43.4. azur’s Associate survey 2025 (3,494 young lawyers) reports weekly hours at named Frankfurt-office firms around 61 at Kirkland, the high end of the write-ups, against a STAR employed-lawyer mean of 42.5 hours. Those are survey means, not time-recording extracts. They describe the hours attached to the EUR 160,000–180,000 first-year bases. They are not a second pay number. The EUR 98,000 large-city employed mean and the EUR 180,000 US-firm first-year are not the same job at the same hours.

Across that same Frankfurt interview cohort, 54 of 77 respondents sitting as associates or counsel at US-origin or German-elite Frankfurt desks over an 18-month window said they would not move in-house below the German-elite year-1 floor. That is a candidate read, not a company instruction. It is why a KVG that opens at the STAR Syndikus mean against a third-year on the A&O steps loses the process before the Syndikus file is opened. Foreign-title stock in the chamber is small relative to that product: RAK Frankfurt counted 312 EuRAG and §206 members in 2025. The lawyers on the US-origin lockstep are typically dual-qualified German Volljuristen, not that 312.

Elite firm intake remains a two-exam, partnership-track product. Freshfields’ LTO profile and Frankfurt careers pages filter on above-average exam performance and English; Referendar and Wissenschaftliche Mitarbeit paths run through Frankfurt among other stations. Hengeler and Gleiss Lutz career pages hire qualified lawyers, Referendare and project lawyers. Neither page hires “Syndikus.” The Fachanwalt für Bank- und Kapitalmarktrecht, under FAO stand 1 December 2025, still asks for 60 cases in five years, of which at least 30 formal proceedings. That is a private-practice badge. KVGs hire on KAGB, AIFMD, English and Syndikus eligibility. A candidate who leads with the title on an in-house funds brief is answering a question the general counsel did not ask.

The company is not buying a first-year. It is buying a named product, a Syndikus file, and a 2026 calendar.

A head of legal at a German depositary bank told us the Syndikus admission is the start date, not the offer letter. BRAO §§ 46 and 46a, current federal text, make the in-house seat activity-tied: four independent tasks, a filed employment contract, a chamber decision after hearing Deutsche Rentenversicherung. Advice is limited to the employer’s matters, including Konzern companies under § 15 AktG. Independence must be guaranteed contractually and in fact. A material change of duties can revoke admission. That is why a general counsel who hires a firm M&A associate into a KVG supervisory seat still has a licensing file to open, and why a 15-day offer-to-acceptance window on Sartori’s Frankfurt in-house line can still sit inside a four-to-seven-month timeline: the clock includes the chamber.

Helaba’s Finanzplatzstudie of 30 October 2025 forecasts Frankfurt bank employment at about 75,500 by end-2026, from 73,900 at end-Q1 2025 in the banks-plus-Bundesbank-plus-Börse definition Börsen-Zeitung reported the same day, with a broader finance figure of about 89,000 including the ECB, insurance, PE and funds. Helaba names regulation, bureaucracy and demographics as drivers. That is a bank-staff series, not a lawyer census, and it is not converted into one here. The hiring consequence for a chief legal officer at a bank is regulatory, digitalization, sustainable-finance and AML Syndikus at mid-level — the bank-Aufsicht seat, not the funds GC this page prices. Deutsche Börse Group lists more than 16,000 staff across 64 locations; legal sits in Corporate Functions and in regulated subsidiaries. KfW, Frankfurt headquartered, publishes legal-clerkship and regulatory-affairs tracks.

Counter-offers are part of the price. Sartori’s Frankfurt in-house mandate telemetry records a 32 percent counter-offer incidence on this search line. A general counsel who wins a funds-finance candidate off a US-origin lockstep should expect the firm to respond. The median offer-to-acceptance window is 15 working days; stretching it to match a counter-offer committee is how a four-month search becomes a seven-month one.

In-house year-1 legal-department figures at named Frankfurt-area employers in azur100 2026, against STAR's 2024 Syndikus mean. Entry legal-department cash, not general-counsel cash. The US-origin first-year lockstep lives on a different scale.

06 The brief

Write the product, then the lockstep.

We have worked the Frankfurt in-house market for eight years, for general counsel, chief legal officers and heads of legal at KVGs, banks, issuers and market-infrastructure groups. The files that close are the files that name the seat.

Over the trailing three years Sartori closed 17 Frankfurt in-house searches at a 93 percent completion rate, with a median of 15 working days from offer to signature and a typical timeline of four to seven months. Eleven of those 17 were funds or funds-finance seats at KVGs, depositaries or bank legal desks. Six were German-corporate or head-of-legal seats at issuers and market-infrastructure groups. Five of the eleven funds-adjacent mandates required a written rebrief after the first shortlist. That is the uncomfortable number on this page: the method still completes, but only after the company stops paying a Gesellschaftsrecht lockstep for a KAGB file. Two of those eleven still ran past seven months after the rebrief. Coverage records admission and employer. It does not see KAGB against Aktienrecht.

Sartori’s quarterly survey, running since 2019, sits inside a global mapping of nearly 1.5 million lawyer profiles. The Frankfurt findings on this page are the city cohort and the 17-search book, not a second census. What follows are anonymized composites from that book, described by employer type only.

A licensed KVG, head of legal. The original brief asked for a “corporate counsel, German qualified,” priced near the STAR Syndikus mean. The first shortlist was Gesellschaftsrecht. The general counsel needed someone who could draft Anlagebedingungen, LMT policies and a BaFin filing under Rundschreiben 07/2026. After a rebrief that named KAGB product work and Syndikus eligibility, the seat filled in month six with a counsel-level hire from a funds panel firm. The delay was the brief.

A commercial bank, funds-finance counsel. The company opened against a German-corporate band while competing for a lawyer sitting on a US-origin lockstep. The candidate declined. A counter-offer at the firm never had to land; the in-house number was not in the same product. The rebrief named acquisition finance and high-yield, moved the cash to the German-elite first-year floor, and closed in month five. Of the eleven funds-adjacent mandates, this shape — STAR or corporate cash against a finance lockstep — was the rebrief we wrote most often.

A listed AG, ECM and dual-track. The brief assumed a standing IPO book. PwC’s H1 2026 tape was four listings. The search ran past seven months until the chief legal officer accepted a dual-track M&A and Konzernrecht profile instead of a dedicated ECM factory. The lawyer who earns a US-origin year-1 did not move. The company did not need that row.

If you are the lawyer earning the figure, read firm origin as the pay variable and product as the move. A funds counsel stepping in-house is not taking a pay cut to STAR; she is changing license, hours and the BaFin calendar. If you are the general counsel or chief legal officer paying it, write the product on the first page of the brief. The in-house counsel recruiting desk is the company conversation. The funds-product companion is AIFMD depositary and fund-structuring lawyers. Neither page will invent a Frankfurt GC cash band the public sources did not publish. Companies that search legal recruiters Frankfurt for a generic corporate counsel are asking for the wrong product.

Frankfurt 2026: what both readers ask

What does the legal market Frankfurt actually pay in 2026?

Three first-year products: US-origin EUR 180,000, German elite EUR 150,000–160,000, STAR large-city EUR 98,000. STAR’s Syndikus mean of EUR 123,000 is every admitted in-house lawyer, not the general-counsel seat a company is buying. A general counsel who prices funds or funds-finance work off the German-corporate or STAR band is buying a different product than the number implies.

Is the STAR large-city mean the right number for a Frankfurt commercial seat?

No. STAR 2025 puts employed lawyers in cities above 500,000 at a EUR 98,000 mean for 2024, across all practices and firm sizes. Frankfurt sits in that city-size band; STAR does not publish a Frankfurt-city commercial mean. The US-origin first-year bases published for 2026 sit EUR 82,000 above that mean, and they attach to a different hours profile.

What is a general counsel actually buying when the requisition says Frankfurt corporate counsel?

One of three products that do not share a hiring pool: a funds/KAGB desk, a funds-finance desk, or a German-corporate Aktien-/ECM desk. JUVE ranks those practices separately. Of Sartori’s 17 closed Frankfurt in-house searches over three years, 11 were funds or funds-finance seats and 6 were German-corporate or head-of-legal seats.

How long does a Frankfurt in-house legal search take?

Typical timeline is four to seven months. Sartori’s Frankfurt in-house desk closed 17 searches over three years at 93 percent, with a 15-working-day median from offer to signature. Five of the 11 funds-adjacent mandates in that book required a written rebrief after the first shortlist because the brief had priced the wrong product.

Does a company need a Syndikus admission to put a lawyer on the Frankfurt payroll?

Yes, if the employer is not a law firm. BRAO §§ 46 and 46a tie the Syndikusrechtsanwalt admission to the job: four independent tasks, a filed employment contract, and a chamber decision after hearing the statutory pension insurer. The title follows the seat, not the person. A firm associate who moves in-house still opens a licensing file.

Why do Frankfurt legal seats stay open after the salary is agreed?

Because the requisition named a city and a lockstep instead of a product. Funds work in 2026 is FRiG and StoFöG product counsel; funds-finance tracks a live buy-out book against an ECB deposit facility at 2.50 percent from 16 September 2026; German-corporate ECM sat on four Frankfurt IPOs in the first half of 2026. Mix those three and the shortlist cannot clear the desk the general counsel actually needs.

RAK Frankfurt 20,144 is a chamber-district admission count. STAR means cover economic year 2024 across the surveyed bar, not a Frankfurt funds lockstep. azur first-year figures are Germany scales at firms that list a Frankfurt office. BVI member AUM and BaFin-supervised AUM are different perimeters. Helaba counts bank staff, not lawyers. Sartori figures are the Frankfurt in-house interview cohort and the 17-search mandate book on the in-house line.

Structural admission figures prove license stock, not openings. Locksteps prove advertised first-year bases, not take-home or general-counsel cash. Capital figures prove the perimeter of the funds seat, not headcount. Provided for general information only — not financial, career or legal advice. Current as of September 2026.

A quiet conversation

Name the product. Then we price the seat.

We map Frankfurt in-house seats for general counsel, chief legal officers and heads of legal: funds, funds-finance and German corporate. We are just as willing to say a brief is the wrong product as to open a search. Confidential, no obligation.
