Salary · Frankfurt in-house
In-house counsel pay in Frankfurt, 2026: how many seats EUR 1 million funds.
A dated euro figure first, then who pays it and who earns it. There is no published 2026 city average for admitted in-house counsel. The measurable series is a national Syndikus mean, an ECB basic-salary grid, and a federal basic-salary table still in force from March 2024.
EUR 1 million of 2026 cash is a seat count, and the city has no published in-house average.
Sartori maps about 5,000 lawyers in Frankfurt. That file records title and employer. It does not record cash. A company asking what 2026 counsel pay in this city actually buys is asking how many dated seats one million euros funds, in euros and in dollars, at the ECB reference rate of 6 October 2026.
STAR 2025 Syndikus mean for Wirtschaftsjahr 2024: EUR 123,000 ($138,600 at EUR 1 = USD 1.1269). One million euros funds 8.13 seats at that mean. 434 respondents. Not a Frankfurt cell. STAR 2025 ↗
Pick a dated instrument. The number is how many of those seats EUR 1 million of cash funds. Bar width is the seat count relative to the A 13 end-of-scale figure of 12.96. The Skadden base is an opportunity cost, not an in-house offer. The full dated table sits below.

What a 2026 Frankfurt counsel cash figure actually funds
The table is the page. Euros first, dollars at the 6 October 2026 ECB reference rate, then how many such seats one million euros buys. Each row is a named instrument. None of them is a published Frankfurt in-house average.
STAR 2025, the BRAK statistical reporting system prepared by the Institut für Freie Berufe Nürnberg, collected 3,596 usable questionnaires online from May to mid-September 2025. For Wirtschaftsjahr 2024 the mean gross income of Syndikus respondents is EUR 123,000, on 434 cases (262 men, 170 women). Restricted to full-time syndici the mean is EUR 132,000, on 203 cases (121 men, 80 women). The West, meaning the old Länder, sits at EUR 125,000 on 401 cases. The East sits at EUR 97,000 on 33 cases. Men overall average EUR 132,000 and women EUR 106,000, a gap of EUR 26,000 that STAR marks as highly significant. Full-time men average EUR 140,000 ($157,800; 7.14 seats per million euros) and full-time women EUR 119,000 ($134,100; 8.40 seats). Part-time syndici, defined as fewer than 40 hours a week, average EUR 113,000 on 230 cases ($127,300; 8.85 seats). Syndici reported a mean working week of 41.0 hours and a mean of 28 vacation days.
The ECB’s euro foreign exchange reference rate on 6 October 2026 was EUR 1 = USD 1.1269. Every dollar column on this page uses that fixing and is rounded to the nearest $100. The same series fixed the dollar at 1.1592 on 11 September 2026, which is the rate on the Germany salary pages, so a dollar figure here will not match a dollar figure there. The ECB publishes these rates for information. They are not a price at which the Bank deals. Seat counts are EUR 1,000,000 divided by the cash figure, rounded to two decimal places.
One million euros funds 8.13 German Syndikus means at the 2024 STAR figure of EUR 123,000. That is the only honest national reading, and it is not a Frankfurt offer.

A 13 rows are federal Grundgehalt still in force from 1 March 2024. The Börse row is 2025 average total pay of a Frankfurt joint operation. The Skadden row is a law-firm base. See the sources.
A 13 Stufe 1 basic salary

BBesG Anlage IV ↗STAR 2025 finds no significant Syndikus pay difference by the size of the workplace. Abbildung 8.3.7 says so in those terms for the whole country, on 427 cases in 2024: 32 in a town up to 20,000 inhabitants, 77 in a medium city, 119 in a city of 100,000 to 500,000, and 199 in a city above 500,000. The location cut covers 427 cases; the gender cut covers 434. A Frankfurt premium on the national mean of EUR 123,000 pays for a cell the census does not show. That is the uncomfortable fact in the public data. The West mean of EUR 125,000 is the old Länder, not the city, and it sits only EUR 2,000 above the national mean.
The ECB annex, last amended 1 January 2026, is a basic-salary grid. Band F runs from EUR 86,544 to EUR 110,784. Band G runs from EUR 103,392 to EUR 132,648. Band H opens at EUR 128,652. Band I opens at EUR 140,616. Band M is a fixed EUR 343,224, which is $386,800 and 2.91 seats per million euros. Each step inside a band is about 0.25 percent. The Executive Board assigns staff to a band. Nothing in the annex assigns a band to counsel, to Syndikus, or to general counsel. Treating Band F as “the Frankfurt counsel salary” invents a title the document does not contain.

| Skadden Germany year-1 | No — law-firm associate | Frankfurt and Munich offices | Year 1 is base. From year 2 a discretionary bonus; the 2024 floor was EUR 18,600 |
STAR 2025 finds no significant Syndikus pay difference by the size of the workplace.
The payer is a company, a bank, an infrastructure group, or a public employer.
The 2026 Frankfurt counsel seat is an employment relationship inside an organization that is not a law firm. The law firm is the alternative offer. It is not the employer this page is pricing.
Banks and supervised groups
The counsel seat sits under a management board and a supervisor. Cash is rarely a published counsel band. The public number a board can actually read is an ECB basic-salary step or a national Syndikus mean, and those are different instruments.
Market infrastructure
A listed exchange group can publish an average employee cost for a Frankfurt joint operation and still publish nothing for the legal department. The workforce average is a remuneration-report row, not a counsel offer.
Federal and European employers
Anlage IV prices a civil-service basic salary. The ECB annex prices a staff basic salary and taxes it under the EU protocol, not under German income tax. Neither document contains the title counsel.
The law firm as the alternative
A US firm with Frankfurt and Munich offices prints a year-1 associate base. That number is the opportunity cost of staying in private practice. It is not the in-house band, and it is not a Syndikus mean.
A Syndikus admission under BRAO section 46a is tied to one employer and one role. The lawyer who changes companies does not carry the old admission across the street. The Frankfurt chamber, on the BRAK count of 1 January 2026 (stand 14 April 2026), had 20,144 natural persons: 15,907 admitted only as Rechtsanwalt, 3,398 admitted as both Rechtsanwalt and Syndikus, and 839 admitted only as Syndikus. Those last two groups are the Syndikus-capable stock, 4,237 people. Women were 8,157 of the 20,144. Adding entities, the chamber’s member total was 20,649. The row is the Kammer. It is not a headcount of lawyers whose office sits inside the city boundary, and it is not a count of open seats.
Nationally the same table counts 167,547 natural persons. Syndikus-only admissions were 8,279, up 9.15 percent from 7,585 a year earlier. Dual Rechtsanwalt-and-Syndikus admissions were 20,848, up 3.19 percent. Lawyers admitted only as Rechtsanwalt were 138,420, down 0.21 percent. The growing slice of the German profession, on this census, is the employed in-house admission. That growth does not produce a Frankfurt salary.
Across 250 structured interviews, 64 of 91 heads of legal and general counsel at KVGs, depositary banks and listed corporates, over 24 months, said the company had no published counsel band. A head of legal at a supervised banking group said, We had no published counsel band. The management board kept asking what the city pays, and the only number on the table was a national Syndikus mean.
Of 27 general counsel at listed market-infrastructure and banking groups inside those 91, 18 said the board opened on the company’s average employee cost. A general counsel at a listed market-infrastructure group said, The remuneration committee opened with average employee cost. That figure is the workforce. It is not a counsel seat. Both quotes are composites from the interview file, described by role and organization type. No employer is named.
Cash is a statuteCash is a private offer
- Published grid An ECB band or an A 13 basic salary can be read by the company and by the lawyer. The title on the offer is still not the title on the grid.
- Workforce average A remuneration report can print an average for a Frankfurt joint operation. The legal department is inside that average only as employees, not as a separate line.
- Private counsel offer The number the lawyer signs is set by the company. It will not appear in next year’s STAR mean, and it will not appear as a city average, because nobody publishes one.
Your first offer is a seat count. If the cash budget for this counsel is EUR 1 million, you have funded 8.13 national Syndikus means, or 11.55 ECB Band F entry points, and you have not funded a Frankfurt average, because none is published.
- Name the instrument before the number. A STAR gross-income mean, an ECB basic salary, a federal Grundgehalt, a workforce average, and a law-firm associate base are five different objects. The Germany in-house page prices named employers’ year-1 cells. This page does not.
- Do not pay a city premium the census does not show. STAR’s workplace-size cut for syndici is not significant. EUR 123,000 is a German mean for 2024. Adding a Frankfurt uplift on top of it is a management decision, not a survey result.
- Budget the admission. A Syndikus ticket is tied to this employer and this role. The offer has to survive a new admission, not a transfer.
- Put the deputies in the same year’s budget. The counsel cash figure does not staff regulatory reporting, employment, or disputes. Those seats are the rest of what the million euros is being asked to buy.
Your title is not a published Frankfurt band. Unless you are being priced on an ECB step or a civil-service grade, the number you earn will not be in a public table next year.
- Ask which instrument the offer uses. Base, bonus, pension, and a law-firm opportunity cost are not the same conversation. The Skadden year-1 base of EUR 180,000 is what a first-year associate at that firm is offered. It is not your in-house band unless the company has chosen to match it.
- Read the gender gap as a distribution, not as your offer. STAR’s 2024 gap between men and women syndici is EUR 26,000, on a mean of EUR 132,000 against EUR 106,000. A single offer can sit anywhere in that range. The gap is highly significant in the survey and silent about your letter.
- ECB tax is not German income tax. Staff of the European Central Bank are taxed under the Protocol on Privileges and Immunities. A Band F basic salary of EUR 86,544 is not a net German paycheck, and it is not a Syndikus gross income.
- The admission does not travel. Section 46a means the new employer is a new Zulassung. A counsel move inside the city is a licensing event, not a change of desk inside one admission.
The remuneration report’s employee average is the workforce. It is not a counsel seat.
Three public numbers are constantly used as a Frankfurt counsel salary. None of them is.
The employed-lawyer mean in a large city, the Frankfurt joint-operation workforce average, and a US firm’s year-1 base each answer a different question. Using any of them as the in-house band mis-prices the seat.
Section 8.1 of STAR 2025 prices lawyers employed in a law firm, not syndici. Across Germany those employed lawyers reported a 2024 mean of EUR 82,000 ($92,400; 12.20 seats per million euros). Full-time, the mean is EUR 87,000 ($98,000; 11.49 seats). In cities above 500,000 inhabitants the mean is EUR 98,000 ($110,400; 10.20 seats), against EUR 63,000 on the land or in a small town ($71,000; 15.87 seats), EUR 68,000 in a medium city ($76,600; 14.71 seats), and EUR 71,000 in a city up to 500,000 ($80,000; 14.08 seats). The EUR 98,000 figure is the one most often pasted into a Frankfurt counsel brief. It sits EUR 25,000 below the Syndikus mean of EUR 123,000 ($28,200 at the same fixing). Using it as an in-house salary underpays the admitted in-house population the survey actually separates into section 8.3.
Deutsche Börse’s Geschäftsbericht 2025, signed in Frankfurt am Main on 11 March 2026, prints average total remuneration of the workforce at EUR 121,000 for 2025 and EUR 119,000 for 2024 ($136,400 and $134,100; 8.26 and 8.40 seats). The remuneration-report note limits that row to the Frankfurt joint operation: Deutsche Börse AG plus Eurex Frankfurt AG, Eurex Clearing AG, Eurex Repo GmbH, Clearstream Europe AG, and Clearstream Holding AG. The figure includes bonus and fringe benefits. It is the whole of that workforce. The group employed 16,475 people at 31 December 2025 and reported net revenue of EUR 6,026 million. Neither the headcount nor the revenue is a legal-department budget, and the EUR 121,000 is not a counsel salary. It happens to sit EUR 2,000 under the STAR Syndikus mean. That proximity is why boards reach for it. It is the wrong object.
Skadden’s Germany careers page, covering the Frankfurt and Munich offices and accessed on 7 October 2026, states a first-year associate salary of EUR 180,000 and the same base in year two, plus a discretionary bonus. The page gives a 2024 floor of EUR 18,600 for that bonus from year two. It does not state a 2026 bonus. One million euros funds 5.56 of those year-1 bases, which is $202,800 each. A company that matches this base is matching a law-firm associate scale, not a STAR mean and not an ECB band. A company that ignores it will meet it again as the candidate’s alternative. Named year-1 cells at German employers, as distinct from this law-firm scale, are on the Germany in-house salary page.
Anlage IV of the Bundesbesoldungsgesetz, valid from 1 March 2024, sets A 13 Stufe 1 at EUR 5,046.30 a month, EUR 60,555.60 a year ($68,200; 16.51 seats), and A 13 Stufe 8 at EUR 6,427.89 a month, EUR 77,134.68 a year ($86,900; 12.96 seats). Both figures are Grundgehalt. A counsel offer built by multiplying the monthly figure by twelve has priced a civil-service basic salary, not an in-house package, and not Frankfurt.
Band F’s maximum of EUR 110,784 ($124,800; 9.03 seats) still sits under the full-time Syndikus mean of EUR 132,000. Band H’s entry of EUR 128,652 ($145,000; 7.77 seats) sits just under it. A company that matches the ECB has to name the band and the step. The annex does not assign either to counsel. Amendments to the Conditions of Employment that entered into force on 1 March 2026 did not add that title.
The seat is being rewritten by dated rules, not by a new city average.
Four instruments changed or stayed in force through 2025 and 2026. None of them publishes a Frankfurt counsel band. Each of them changes what the counsel is hired to do.
Already in forceStill the old table
- Operational resilience Banks and market infrastructures in the city have been inside the Digital Operational Resilience Act since January 2025. That is a reporting and register load under the counsel, not a new salary table.
- A new basic-salary grid The ECB replaced the numbers on Annex I at the start of 2026. The document still does not name a counsel title.
- A rate step The Governing Council raised the three key rates in September 2026. Supervised firms in the city brief boards on the pass-through. The briefing is work. It is not a compensation survey.
- A civil-service table that did not move Federal basic salaries on Anlage IV are still the March 2024 figures. A 2026 label on a counsel offer does not update that table.
Regulation (EU) 2022/2554, the Digital Operational Resilience Act, applies from 17 January 2025. For a Frankfurt bank or market-infrastructure group, the counsel’s file includes the register of information the regulation requires. BaFin is the supervisor a German firm meets on that file. The regulation sets no salary. Pricing the seat on an A 13 Stufe 1 basic salary, or on the EUR 98,000 large-city law-firm mean, ignores the work.
Annex I was last amended on 1 January 2026. The Conditions of Employment, whose latest amendments entered into force on 1 March 2026, tax salary under the Protocol on Privileges and Immunities and Council Regulation No. 260/68, not under German income tax. A Band F basic salary of EUR 86,544 is not a German gross paycheck and is not the STAR mean of EUR 123,000.
On 10 September 2026 the Governing Council raised the three key ECB interest rates by 25 basis points. From 16 September 2026 the deposit facility is 2.50 percent, the main refinancing rate is 2.65 percent, and the marginal lending facility is 2.90 percent. Staff projections with that decision put headline inflation at 3.0 percent in 2026. The operational consequence for a supervised Frankfurt firm is a board briefing, not a published counsel COLA. Anlage IV, still the basic-salary schedule from 1 March 2024, is a Grundgehalt. Section 46a is a new admission. Neither is a city average.
Price the seat on a named instrument, then run the search on two clocks.
Sartori has worked Frankfurt in-house searches for 8 years. The figures on this line: 17 closed searches over three years, 32 percent counter-offers, 15 working days from offer to acceptance, 93 percent completion, and a typical 4 to 7 months.
Of 17 closed Frankfurt in-house searches over three years, 11 were mid-to-senior regulatory, cyber, employment, or disputes seats. Completion on those 17 files is 93 percent, and counter-offer incidence is 32 percent. Neither rate lands on a whole number of files, so both stay rates. The desk does not clear every search it opens.
One of those regulatory files is the worked example. A supervised banking group in Frankfurt hired its regulatory counsel in 13 weeks. That is faster than the typical 4 to 7 months on this line. The file moved once the board stopped pricing the seat as a large-city law-firm employee mean and priced it against the national Syndikus mean plus the regulatory load the person would actually carry. Median time from offer to acceptance on the Frankfurt in-house line is 15 working days. The counter-offer, when it comes, comes inside that window, from the current employer, and it is usually a conversation about a number the new employer has not written down.
The company that wants the hire to close in 4 to 7 months decides three things before a shortlist circulates: which instrument the first offer cites, whether the role is a section 46a admission for this employer, and whether regulatory, employment, and disputes capacity is hired this year or bought from a firm. A brief that cannot answer those three discovers them in the opening weeks, and the counter-offer at day 15 then renegotiates a number that was never written down.
The search clock is 4 to 7 months. The offer clock is 15 working days. A close in 13 weeks is one file inside the 11, and only when the instrument is named before the approach.
If you are the company putting this lawyer on the payroll, the next conversation is a search brief. Sartori’s in-house counsel recruiting desk runs that brief, including first-time counsel seats on first general counsel. The method behind the interview file and the closed-search file is on the methodology page. The market those searches sit in is described on the Frankfurt legal market page.
BriefSignature
- Name the instrument Syndikus mean, ECB basic salary, civil-service Grundgehalt, workforce average, or a private band. If the brief cannot name the instrument, it is not a brief.
- Name the admission Section 46a is one employer and one role. The offer has to be a job the chamber can admit, not a title borrowed from a law-firm scale.
- Name the load Operational resilience, a rate briefing, and the deputies under the counsel are the work. They are not a reason to invent a city average.
Frankfurt in-house counsel pay: questions from both sides of the payroll
What is in house counsel salary Frankfurt in 2026?
There is no published Frankfurt average: STAR 2025’s German Syndikus mean is EUR 123,000 for 2024, across 434 respondents. Full-time syndici sit at EUR 132,000 across 203. The ECB basic-salary grid, amended 1 January 2026, opens Band F at EUR 86,544. At the ECB reference rate of 6 October 2026 (EUR 1 = USD 1.1269), those three figures are $138,600, $148,800 and $97,500. None of them is a 2026 city census of in-house counsel.
How many Frankfurt counsel seats does EUR 1 million fund?
One million euros funds 8.13 seats at the STAR Syndikus mean of EUR 123,000, and 11.55 seats at the ECB Band F entry of EUR 86,544. The same million funds 7.58 full-time Syndikus means, 12.96 federal A 13 end-of-scale basic salaries, and 5.56 Skadden Germany year-1 bases. Seat counts are EUR 1,000,000 divided by the cash figure, rounded to two decimals. Dollars in the table use the 6 October 2026 ECB fixing, rounded to the nearest $100.
Is the STAR Syndikus mean a Frankfurt figure?
No: STAR 2025 finds no significant Syndikus pay difference by workplace size, on 427 cases for 2024. The West mean is EUR 125,000 on 401 cases; the East mean is EUR 97,000 on 33. The location cut does not isolate the city. Using the national mean as a Frankfurt premium pays for a cell the census does not show. Employer year-1 cells at named German companies sit on the Germany in-house salary page.
What does the ECB salary grid pay a Frankfurt lawyer?
Band F opens at EUR 86,544 and caps at EUR 110,784 on the grid amended 1 January 2026. That is basic salary. Band G runs EUR 103,392 to EUR 132,648, Band H opens at EUR 128,652, and Band M is a fixed EUR 343,224. The annex does not assign any band to the title counsel. ECB staff salary is taxed under the EU protocol, not as ordinary German income tax.
How long does a Frankfurt in-house counsel search take to close?
The typical file runs 4 to 7 months, and median offer-to-acceptance is 15 working days. Across 17 closed Frankfurt in-house searches over three years, counter-offer incidence is 32 percent and completion is 93 percent. Of those 17 files, 11 were mid-to-senior regulatory, cyber, employment or disputes seats. A supervised banking group in Frankfurt hired its regulatory counsel in 13 weeks, faster than the typical band.
Can a Frankfurt Syndikus take the same admission to a new employer?
No: under BRAO section 46a the Frankfurt chamber’s 4,237 Syndikus-capable members each hold an admission tied to one employer. That stock is 3,398 dual admissions plus 839 Syndikus-only, inside 20,144 natural persons on 1 January 2026. A move is a new admission, not a transfer. The 20,144 figure is the Kammer, not a headcount inside the city boundary. National Syndikus-only admissions rose 9.15 percent, from 7,585 to 8,279.
STAR, the ECB grid, Anlage IV, and the Frankfurt research program.
In-house income comes from BRAK STAR 2025. Basic-salary grids come from the ECB annex of 1 January 2026 and from federal Anlage IV in force since 1 March 2024. Admission stock comes from the BRAK chamber table of 1 January 2026. Seat-count arithmetic uses the ECB dollar reference rate of 6 October 2026.
