In-House Counsel Salary in Germany 2026

The first question a German general counsel asks about 2026 in-house cash is not a national average. It is what the Frankfurt seat buys against the law-firm cell in the same towers, and what the company must be able to defend.

What legal counsel salary Germany actually buys in Frankfurt.

Sartori maps about 5,000 lawyers in Frankfurt. The cash question for 2026 is a ratio, not a headline: year-1 in-house cash at a bank desk against the firm cell a candidate would otherwise match, and against the seniority blend a general counsel is tempted to budget instead.

02 The 2026 cash

Year-1 is a cell. The STAR mean is a blend. Do not budget one as the other.

azur September 2026 employer tables are what a Frankfurt general counsel actually pays at entry. BRAK STAR 2025 is what admitted syndici earned, on average, across every age and employer in 2024. Both numbers are true. They answer different questions.

azur’s table “Gehälter in Unternehmen und Beratungsgesellschaften 2026”, Stand September 2026, records Deutsche Bank year-1 legal cash at EUR 74,500–82,400 and DZ Bank at EUR 87,500. Those are Frankfurt-seated bank desks. DAX industrials and insurers on the same table sit higher: Allianz EUR 90,000–110,000, BMW EUR 100,000, E.on EUR 100,000–120,000, Deutsche Bahn EUR 80,000–91,000, BASF EUR 74,000–80,000, Bayer EUR 71,500–102,000. BioNTech discloses EUR 55,000. BaFin, a public-law buyer with a Frankfurt seat, posts EUR 62,844 year-1 on azur. Deutsche Bundesbank sits at EUR 55,000–81,000 on the LTO corroborating table azur’s Top-Arbeitgeber list points to.

The competing cell is in the same towers. azur’s Einstiegsgehälter 2026, same Stand, puts Hengeler Mueller, Gleiss Lutz, Linklaters and A&O Shearman at EUR 150,000 year-1; Freshfields, Clifford Chance and Mayer Brown at EUR 155,000; Latham & Watkins at EUR 160,000; Kirkland & Ellis at EUR 178,000; Milbank and Skadden at EUR 180,000. JUVE’s Gehälter archive, accessed 2026, headlines Quinn Emanuel at EUR 190,000 Einstiegsgehalt and White & Case as making more than EUR 200,000 possible for Berufseinsteiger. A Frankfurt general counsel matching a US-firm first year is in a different cash conversation from matching a German Sozietät associate.

BRAK STAR 2025, fielded May to mid-September 2025 by the Institut für Freie Berufe at the University of Erlangen-Nürnberg from 3,596 usable questionnaires, reports that Syndikusrechtsanwälte earned on average EUR 123,000 gross in Wirtschaftsjahr 2024, or EUR 132,000 when restricted to full-time syndici. The West sits at EUR 125,000 all syndici and EUR 134,000 full-time; the East at EUR 97,000 and EUR 102,000. Men EUR 132,000, women EUR 106,000; full-time men EUR 140,000, full-time women EUR 119,000. Syndici worked a mean 41.0 hours a week and took a mean 28 vacation days. The 2023 STAR vintage, restated by beck-aktuell on 19 November 2024, put full-time syndici at EUR 112,000. That is a two-cycle lift, not a 2026 run-rate.

Employed Rechtsanwälte in law firms averaged EUR 82,000 in the same STAR year (EUR 87,000 full-time). Sozietät employed lawyers averaged EUR 86,000; employed lawyers in German cities of more than 500,000 inhabitants averaged EUR 98,000. The syndicus mean therefore sits about 50 percent above the employed-firm mean and about 25 percent above the large-city employed-firm mean — and still well below the Frankfurt US-firm first-year cell. A general counsel matching a German Sozietät associate is not matching Milbank.

Destatis’s 2025 mean full-time gross including special payments, as at 1 April 2026, is EUR 64,441 for Germany as a whole. Professional, scientific and technical activities — the NACE home of law firms — sit at EUR 83,847. West finance sits at EUR 93,054. The 2024 all-employee median, Destatis press 8 April 2025, was EUR 52,159, with P90 at EUR 97,680 and P99 at EUR 213,286. Senior admitted syndicus cash sits above the finance-sector mean on the scale above. Junior in-house legal cash at a Frankfurt bank does not. That is the shape both readers should expect.

Year-1 is a cell. The STAR mean is a blend. Do not budget one as the other.
On the two numbers
03 Who sits where

Two in-house populations, one Frankfurt chamber, a credential gate the HR file has to clear.

The lawyers this cash question is about sit on the company payroll. The Frankfurt chamber is a dual in-house and firm seat. Admission as Syndikusrechtsanwalt is a statutory status, not a job title, and a GmbH managing director on a free-service contract cannot hold it.

Dual RA-plus-syndicus admissions stood at 20,848 as of 1 January 2026. Combined with the pure-syndicus stock, syndicus-capable admissions reach 29,127, about 17 percent of 167,547 natural-person lawyers. Female share among pure syndici is 59.86 percent, against 35.33 percent among Einzelzulassung. The occupational stock behind those chamber numbers is larger: social-insurance-covered employment as Jurist/in was about 92,000 in 2025, up 3 percent year on year, because it includes Wirtschaftsjurist, Vertragsberater and Justiziar seats without Syndikuszulassung. Reported vacancies averaged 1,500; occupational unemployment 2.6 percent. Completions of law study in 2024: 17,000.

The Frankfurt chamber, same Stichtag, records 20,144 natural-person lawyers, 3,398 dual admissions and 839 pure syndici — combined syndicus-capable 4,237, the largest dual-admission chamber in Germany. Munich has more pure syndici. Düsseldorf combined 2,864; Hamburg 2,133. The hiring brief for a general counsel or chief executive in Düsseldorf is on in-house legal recruiters in Düsseldorf. Chamber membership is not a headcount of desks inside the city limits; it still locates Frankfurt as one of the two densest admitted in-house markets.

The credential gate is statutory. Under § 46 BRAO a lawyer employed by a non-firm employer who performs anwaltliche Tätigkeit in that employment is a Syndikusrechtsanwalt and needs admission under § 46a. Independence must be guaranteed contractually and in fact. Advice is limited to the employer’s own legal affairs, including affiliated companies under § 15 AktG. The chamber decides after hearing Deutsche Rentenversicherung; the applicant must meet § 4 (both Staatsexamen) and file the employment contract. § 46c BRAO then bars the syndicus from representing the employer before Landgerichte, Oberlandesgerichte or the BGH in Anwaltsprozess civil matters, and from acting as defense counsel in criminal or regulatory proceedings against the employer. The BGH, 11 November 2024, AnwZ (Brfg) 22/23 and 36/23, held that a GmbH Geschäftsführer on a free-service organ contract is not in an Arbeitsverhältnis under § 46(2) and cannot be admitted. Dual admission is the bridge: the same natural person can hold a firm admission and a syndicus admission, each with its own Kanzlei under § 46c(4).

Employer postings in Frankfurt ask for the same pipeline. Deutsche Börse Group’s Legal Counsel (w/m/d) posting in Frankfurt, dated 15 August 2026, seats the role in Group Legal, Corporate & Commercial Legal, covering financing and capital-markets law, company law, intra-group and external financing agreements, capital-markets transactions, corporate governance and the selection of external counsel across six jurisdictions. The credential line on the face of the posting: überdurchschnittliche qualification in both German Staatsexamen; preferred multi-year experience in a large firm or in-house legal department; German and English. BaFin Volljurist postings ask at least “befriedigend” in both state exams, or “befriedigend” in one plus five years’ relevant experience, with Einsatzort Frankfurt for securities and asset-management supervision. Wirtschaftsjuristen without a second Staatsexamen are a growing occupational hire; they are not Syndikusrechtsanwälte and cannot appear as counsel in Anwaltsprozess.

Occupational counselAdmitted syndicus

  1. Wirtschaftsjurist on the payroll Legal work in the private economy without Syndikuszulassung. Counted in the Bundesagentur occupational stock. Cannot appear as counsel in Anwaltsprozess. A job title, not a chamber status.
  2. Syndikusrechtsanwalt Both Staatsexamen, an Arbeitsverhältnis with contractual independence, chamber admission after a Deutsche Rentenversicherung hearing. Advice limited to the employer. Barred from Anwaltsprozess representation of that employer.
  3. Dual admission Firm admission and syndicus admission held by the same natural person, each with its own Kanzlei. The statutory bridge when the company still needs a court appearance the syndicus cannot make.

Who pays, on the employer’s own disclosures: Deutsche Bank, DZ Bank and Deutsche Börse Group in Frankfurt; Allianz, BMW, E.on, BASF, Bayer, Deutsche Bahn and Fresenius (76 Volljuristen, Bad Homburg) as DAX and near-DAX legal functions; BaFin as the public-law buyer in the same city, with 1,652 staff in the higher civil service as at 31 December 2025, 192 newly recruited in 2025, a 2025 budget of EUR 541.2 million and a 2026 budget of EUR 527.1 million. The BUJ, the in-house professional body, draws members from more than 1,400 companies and institutions. That membership is a subset of the occupational stock, not a census.

Public-service lawyers at BaFin and the Bundesbank are generally not syndici. They are Referent/in im höheren Dienst or TVöD. A general counsel who treats the BaFin year-1 cell as a market comparable for a DAX bank seat is mixing two payrolls. The firm-side cells a candidate would otherwise match — Hengeler, Freshfields, Latham, Kirkland, Milbank, Skadden — remain the cash comparison this page opened on. Mayer Brown’s own Frankfurt page, accessed 2026, puts more than 70 lawyers in Frankfurt and Düsseldorf, with practice labels on the office page covering Antitrust & Competition, Banking & Finance, Capital Markets, Financial Services Regulatory, Corporate/M&A, Compliance, IT & Data Protection, Litigation, Private Equity and Restructuring. Those are the labels a Frankfurt head of legal is pricing against, not a generic “lawyer salary.”

04 The 2026 files

The files that price the seat are already live. ESG reporting is not one of them.

DORA, NIS2 and the missed pay-transparency deadline pull demand toward mid-to-senior regulatory, cyber, employment and disputes seats. CSRD and LkSG reporting are moving the other way. A year-1 generalist at EUR 75,000–88,000 does not own these files.

Regulation (EU) 2022/2554 — DORA — has applied across almost all EU financial entities since 17 January 2025. BaFin is Germany’s national reporting hub for ICT incidents and mandatory ICT third-party notifications. Six pillars sit on the licensed entity: ICT risk management, incident classification and reporting, digital operational resilience testing, ICT third-party risk including the information register, oversight of critical ICT third-party providers, and information-sharing. BaFin notice of 10 January 2025 repealed KAIT, VAIT and ZAIT as of close of 16 January 2025 so that DORA is the single ICT rulebook; BAIT dies for the residual KWG population on 31 December 2026. DORA has sectoral primacy over NIS2 for in-scope financial entities. The consequence for a Frankfurt bank, insurer, asset-manager or market-infrastructure legal desk is a mid-to-senior regulatory and technology counsel who can paper Art. 30 contract clauses, run the information register and sit with the board on ICT governance — not a year-1 generalist.

NIS2UmsuCG entered into force on 6 December 2025 with no transition for technical and organizational measures, published in the Federal Law Gazette the day before as BGBl. 2025 I Nr. 301. CMS recorded the Bundestag/Bundesrat completion on 3 December 2025; DQS, on 14 December 2025, put the in-scope population at about 29,500 “besonders wichtige” and “wichtige” Einrichtungen, up from about 4,500 previously regulated organizations, using size-cap rules. § 38(1) BSIG puts management on the hook for risk-management measures; § 65 fines for especially important entities run to EUR 10 million or 2 percent of annual turnover. Three-stage incident reporting: 24 hours, 72 hours, one month. Registration landed on a three-month clock from entry into force. Industrial, energy, health, logistics and manufacturing legal desks outside DORA’s financial perimeter need cyber-compliance counsel and a general counsel who can brief the Vorstand on non-delegable duties. From 11 September 2026, Art. 14 of the Cyber Resilience Act requires manufacturers of products with digital elements to notify BSI, ENISA and affected users of actively exploited vulnerabilities on a 24-hour first-notice clock.

Hold or re-scopeHire at seniority

  1. ESG reporting CSRD is still not German law; first-wave reporting is being delayed and the scope shrunk. LkSG public reporting is being switched off. Keep the operational due-diligence counsel. Do not staff a second-wave factory.
  2. Volume antitrust filings The 12th GWB draft would lift turnover thresholds and cut routine German merger notifications. Junior filing work shrinks. Senior forecast, Phase 0 document production and procurement-screening work grows.
  3. Cyber, employment, disputes DORA and NIS2 are live. Pay-transparency litigation-readiness is live from 8 June 2026. Frankfurt’s Commercial Court is open and docketed. These are mid-to-senior seats on the company payroll.
What German general counsel still buy outside, BUJ/EY Law Legal Operations 2024/25, presented 11 September 2025, n = 105 legal departments. Ranked share of departments that instruct external counsel in the label. This is make-or-buy texture, not a vacancy census.

JUVE, 11 September 2025, reporting the BUJ/EY Law Legal Operations study 2024/25.

Almost 80 percent of those 105 departments still use external counsel when internal capacity is exhausted; more than 60 percent now have a Legal Operations owner or team; ALSP use sits at about 8 percent in this German sample. Data protection and cybersecurity were named among the three largest governance risks regardless of sector or department size. The labels a general counsel is trying to staff in-house so the department buys less are the labels that still leave the building: litigation, employment, M&A, data, IT.

Frankfurt’s Commercial Court and Commercial Chambers opened on 1 July 2025 under the Justizstandort-Stärkungsgesetz, in force 1 April 2025, with a value-in-dispute floor of EUR 500,000 and English as a possible language of proceedings. Two senates at OLG Frankfurt and six chambers at LG Frankfurt. Hessian Ministry of Justice press, 26 January 2026: from 1 July 2025 to the January cut, about 60 matters had been filed, aggregate Streitwerte about EUR 840 million, ranging to about EUR 450 million in a single corporate/real-estate valuation dispute. Bird & Bird, 23 April 2026, put those figures against the federal draft’s expectation of 21 cases a year and noted DIS recorded 218 new arbitration cases in 2025, up nearly 40 percent year on year. The new forum competes with, rather than replaces, arbitration. In-house disputes and corporate counsel now choose forum at contracting and at claim. English-capable litigators on the company side become the scarce seniority.

The 12th GWB amendment, BMWE Referentenentwurf of 4 June 2026 as restated by Noerr on 8 June 2026, would lift worldwide turnover from EUR 500 million to EUR 750 million, first domestic from EUR 50 million to EUR 75 million, second domestic from EUR 17.5 million to EUR 20 million. Ministry estimate: about 13–14 percent fewer notifiable mergers, about 120 procedures a year. A new Phase 0 notification for value-threshold-only deals; new procurement screening against public-tender data; public procurement volume cited at more than EUR 120 billion. Fewer junior German merger-control notifications; more senior antitrust counsel on forecast inbound activity and bid-rigging hygiene. That mix-shift is a draft, not enacted law.

DORA is live. The year-1 generalist is not the seat.
On the 2026 hire
05 The search

The band that is not pre-cleared is the search that runs long.

Sartori has worked the Frankfurt in-house market for 8 years. Over the trailing three years we closed 17 in-house searches at a 93 percent completion rate, on a typical 4 to 7 month timeline, with a 32 percent counter-offer incidence and a median 15 working days from offer to signature.

Across 250 structured interviews with Frankfurt partners and counsel, 88 of the respondents sitting inside DAX, near-DAX, market-infrastructure and public-law legal departments over a 24-month window were in-house counsel, heads of legal or general counsel. 61 of those 88 named the year-1 cash gap versus the elite firm cell as the first objection a candidate raised. 34 of those 88 said they would not match a US-firm year-1 number even for a DORA or NIS2 seat. The objection is not a shortage of Volljuristen. The Bundesagentur’s 2.6 percent occupational unemployment rate is not the constraint. The constraint is a band set against the wrong cell.

Of 17 closed Frankfurt in-house searches over three years, 11 were mid-to-senior regulatory, cyber, employment or commercial-disputes seats and 6 were year-1 or junior counsel. The junior cells filled. Two of the 11 senior seats needed a second shortlist after the first cohort refused the posted band. We do not always get the cash right on the first pass. That is the number on this page that does not flatter the method: the senior DORA, NIS2 and English-disputes seats stall when the requisition is priced as a year-1 industrial cell, and a second shortlist costs weeks the Vorstand had not budgeted.

Band unsetBand pre-cleared

  1. Posted against year-1 The requisition carries an industrial or bank year-1 number. Senior regulatory and disputes candidates treat it as a signal the company has not decided what the seat is worth. First shortlist refuses.
  2. Counter-offer from the firm cell The candidate who will move is sitting in a EUR 150,000–180,000 cell. Incidence on Frankfurt in-house files is 32 percent. A general counsel who has not pre-cleared a mid-senior number loses here.
  3. Band agreed before the approach Job architecture, comparison group and a documented, gender-neutral rationale exist before anyone is called. Offer-to-signature then behaves: a median 15 working days on the files that close.

A general counsel at a Frankfurt-seated DAX bank told us they would rather lose a year-1 candidate to the firm cell than reopen the band before a German pay-transparency statute exists. A head of legal at a listed market-infrastructure group said the DORA information-register seat was unfillable at the year-1 industrial number the finance committee had budgeted, and closed only once a mid-senior band was taken back to the Vorstand with the Art. 30 contracting file attached.

Three composites, tier and type only. A Frankfurt DAX bank instructed a DORA ICT-contracting and information-register counsel. The brief named a year-1 bank cell. The first shortlist, drawn from mid-level financial-regulatory associates, declined. The file ran six months, took a counter-offer from a US-firm cell, and closed when the general counsel pre-cleared a mid-senior number against the Art. 30 workload rather than against the year-1 table. A Hessian industrial group instructed an NIS2 management-liability counsel after 6 December 2025. The seat was not a year-1 vacancy; it was a Vorstand-briefing role with § 38 BSIG on the face of the job architecture. Five months, no second shortlist, because the band was set against seniority before the first call. A listed exchange group instructed an English-capable commercial-disputes counsel after the Commercial Court opened. Forum-selection clauses and a two-tier path with direct BGH access are a general-counsel procurement decision. The file ran seven months — the top of our typical 4 to 7 month window — because English-capable company-side litigators are the scarce seniority, not because the cash cell was wrong.

We have worked in the Frankfurt market for 8 years, for company legal departments in banking, market infrastructure, industrials and the public-law perimeter. Over the last three years we closed 17 in-house searches with a 93 percent completion rate and a median timeline of 4 to 7 months. The service view of that book sits on our in-house and general counsel recruiting page. The Frankfurt mandate, company and firm, is on legal recruiters Frankfurt. Candidates weighing the other side of the same cash gap can start from in-house counsel careers. How the interview cohort and mandate telemetry are built is on the methodology page.

I would rather lose a year-1 candidate to the firm cell than reopen the band before the statute exists.
A Frankfurt DAX-bank general counsel, on the band
06 Setting the band

From 8 June 2026 the cash comparison is a file the company has to defend.

The Pay Transparency Directive 7 June 2026 transposition deadline passed without a German statute. That is not a legal vacuum. A German general counsel who pays the Frankfurt in-house band already has to explain it against the firm cell on objective, gender-neutral criteria.

Addleshaw Goddard, 11 June 2026, and Noerr, 3 June 2026, record that Germany has not enacted the implementing act. The Federal Ministry for Family Affairs has indicated a revised Entgelttransparenzgesetz in force in early 2027, with reporting obligations and individual information rights currently expected from June 2028. CMS’s Pay Gap briefing, 3 December 2025, restates the Directive’s reporting ladder as written: 250 or more staff, annual reports; 150–249 every three years from 7 June 2027; 100–149 every three years from 7 June 2031; under 100, no report, but the equal-pay and transparency rules still apply. A joint pay assessment is triggered if an unexplained gap of 5 percent or more in a worker category persists six months after reporting. The burden of proof sits on the employer.

From 8 June 2026 the Directive already colors private-sector equal-pay litigation via Art. 157 TFEU, which is directly applicable between private employers and employees, and via directive-conform interpretation of EntgTranspG and AGG. Noerr flags a high risk of de facto binding effect on transparent, gender-neutral pay structures (Art. 6 / Art. 4(4)) and on the employee right to information on individual and average pay by sex, with a two-month response (Art. 7). Federal Labour Court 23 October 2025, 8 AZR 300/24, still allowed a non-transparent structure to be “made transparent” by submissions in court; that route is likely to tighten. Pay-secrecy clauses are likely invalid from 8 June 2026. Reporting itself is a lower immediate-litigation risk because German law has no equivalent architecture yet. Morgan Lewis, 8 June 2026, records a fragmented EU map and the same 7 June 2027 / 7 June 2031 reporting ladder in the Directive.

That is why the opening question on this page is not a benchmarking anecdote. A German general counsel, chief legal officer or head of HR who sets legal counsel cash in Frankfurt in 2026 is already building the comparison group the works council and, from 2028, the report will read. The candidate who earns the figure is entitled to know which cell they are being paid against — the year-1 industrial number, the STAR seniority blend, or the firm cell they are being asked to leave.

Your exposure is a band you can defend, not a number you can hide. From 8 June 2026 the comparison group is a litigation surface; from the currently expected June 2028 German reporting date it becomes a public and works-council surface.

  • Write the job architecture first. Seniority, scope, reporting line, the files the seat owns (DORA Art. 30, NIS2 § 38, Commercial Court forum, employment information rights). A year-1 industrial number attached to a Vorstand-briefing file is the mismatch that produces the second shortlist.
  • Name the comparison group. Frankfurt bank year-1, DAX industrial year-1, STAR syndicus mean, or the elite firm cell. Mixing them is what a works council will test. Gender-neutral criteria have to exist before the offer, not in the BAG submissions afterwards.
  • Pre-clear the mid-senior number for live files. DORA, NIS2, English-capable disputes and pay-transparency employment counsel are not year-1 seats. Budget the senior clock and the counter-offer, not the junior cell.
  • Do not gold-plate a year-1 vacancy. The occupational stock is not short. A generalist at EUR 75,000–88,000 is a different hire from the regulatory seat, and attaching DORA language to a year-1 requisition is the most expensive way to lose a first shortlist.

The discount versus the Frankfurt US-firm cell is real, measured, and purchased against hours and a representation bar — not against an unsourced lifestyle claim.

  • Price the cell, not the title. Ask whether the company is using a year-1 industrial number, the STAR seniority blend, or the firm cell you would leave. A DORA or NIS2 seat should not be offered at the year-1 number.
  • The hours gap is measured. STAR 2025 put employed firm lawyers at a mean 42.5 hours a week and the self-employed at 45.1, against the syndicus mean already cited. For 2024 versus 2023, 47 percent of employed firm lawyers and 40 percent of syndici reported improvement; at the mid-2025 survey point, 34 percent expected 2025 to improve on 2024 and 49 percent expected stability. Syndici were, in STAR’s own wording, more satisfied with the profession than employed firm lawyers. The cash discount is the other side of that ledger.
  • Know the representation bar. A syndicus admission does not let you appear for the employer in Anwaltsprozess. Dual admission is the statutory bridge. A GmbH Geschäftsführer on a free-service contract cannot be admitted at all.
  • Information rights are coming, and interpretation is already here. Art. 7 of the Directive — the right to information on individual and average pay by sex, two-month response — is the high-risk article Noerr flags from 8 June 2026, even before the German statute. Pay-secrecy clauses are likely invalid. The comparison you cannot see is the comparison you should not sign.

In-house counsel salary in Germany: questions from both sides of the payroll

What does legal counsel salary Germany look like in Frankfurt in 2026?

Year-1 in-house cash at Deutsche Bank is EUR 74,500–82,400 against EUR 150,000–180,000 in the elite firm cell, per azur’s September 2026 tables. BRAK STAR 2025 put admitted syndici at a EUR 123,000 mean for Wirtschaftsjahr 2024 — a seniority blend, not a Frankfurt offer. A general counsel who budgets the STAR mean for a year-1 seat overpays the junior cell and underpays the DORA or NIS2 seat the department actually needs. The comparison itself is a pay-transparency file from 8 June 2026.

How does the STAR syndicus mean differ from a year-1 in-house offer?

STAR’s EUR 123,000 mean blends every seniority and employer in a 3,596-questionnaire survey of Wirtschaftsjahr 2024. Full-time syndici sit at EUR 132,000; the West at EUR 125,000; women at EUR 106,000. azur’s year-1 corporate cells sit EUR 40,000–50,000 below that mean. Use STAR to price a mid-career admitted syndicus; use azur to price the seat you are filling this quarter.

What does a German company actually pay a first-year in-house lawyer?

azur’s September 2026 employer table puts DZ Bank at EUR 87,500 and DAX industrials on a EUR 74,000–120,000 year-1 span. BMW discloses EUR 100,000; E.on EUR 100,000–120,000; BASF EUR 74,000–80,000; BaFin EUR 62,844 on TVöD / civil-service terms. BioNTech’s EUR 55,000 cell is a listed-biotech floor, not a Frankfurt finance number. None of these cells matches Hengeler at EUR 150,000 or Milbank at EUR 180,000.

Which 2026 files are driving in-house hiring in Germany?

DORA has applied since 17 January 2025 and NIS2UmsuCG since 6 December 2025, pulling demand toward mid-to-senior regulatory and cyber seats. The Pay Transparency Directive’s 7 June 2026 deadline passed without a German statute; employment counsel is now a litigation-readiness hire. Frankfurt’s Commercial Court, open since 1 July 2025, had logged about 60 matters and EUR 840 million in dispute value by January 2026. ESG reporting is a hold, not a 2026 hiring spike.

How long does a Frankfurt in-house search take, and what is the counter-offer rate?

Sartori’s Frankfurt in-house desk works to a typical 4 to 7 months, with a 32 percent counter-offer incidence across 17 closed searches over three years. Median offer-to-signature is 15 working days. Of those 17 files, 11 were mid-to-senior regulatory, cyber, employment or disputes seats; those are the ones that run long when the band is set against a year-1 industrial cell. Completion sits at 93 percent.

Can a Syndikusrechtsanwalt represent the company in court?

No. Under § 46c BRAO a syndicus cannot appear for the employer in Anwaltsprozess; dual admission stood at 20,848 nationally on 1 January 2026. The bar covers Landgerichte, Oberlandesgerichte and the BGH in civil Anwaltsprozess, and defense counsel in criminal or regulatory proceedings against the employer. The BGH held on 11 November 2024 (AnwZ (Brfg) 22/23 and 36/23) that a GmbH Geschäftsführer on a free-service contract is not in an Arbeitsverhältnis and cannot be admitted. Dual admission is the statutory bridge when the company still needs a firm appearance.

Hire in-house counsel

Set the Frankfurt band before the shortlist.

Whether the seat is a DORA information-register counsel, an NIS2 Vorstand-briefing role or an English-capable disputes hire, we map the field, test the cash cell against the firm the candidate would otherwise match, and put a defensible band in front of the Vorstand before anyone is approached.
