Companies hire in house legal recruiters Munich when a general counsel or chief executive needs counsel the company does not already know. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel searches. Closed Munich in-house searches over three years stand at 17. Those general counsel searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks. A NASDAQ-listed medtech in Boston hired its successor general counsel in week 11. On 1 January 2026 the Munich chamber counted 1,202 pure Syndikusrechtsanwälte.

01 — The brief answer

A Munich hire is an admission, a notice date, and a cash cell.

A chief executive in Munich writes one line: German counsel, ideally already a Syndikus, able to start next quarter. The line hides three clocks that do not move together. The lawyer’s current admission covers the current employer. The employment contract usually ends on a month-end or a quarter-end, past the statutory floor. The cash the candidate compares is a US-firm year-1 seat in the same city, published well above the year-1 cell at the industrial and insurance groups that hire.

That is the work in-house counsel recruiting is retained to do here. Sartori & Partners was founded in early 2017 by Lorenzo Sartori. The Munich in-house record drawn on below covers 8 years. Closed Munich in-house searches over the last three years stand at 17. The figures in the grid are the firm-wide corporate record, the same figures on the case studies. The 52 general counsel searches are that firm-wide count since 2017. The 17 are the three-year Munich count.

02 — Employers and sectors

Automotive, insurance, and a patent office that sits in the city.

The employers a Munich board is hiring against are public. azur’s salary table, Stand September 2026, lists a BMW year-1 salary of EUR 100,000, stated as a minimum, and an Allianz year-1 salary of EUR 90,000–110,000. azur’s 10 April 2026 note on Baden-Württemberg and Bavaria places BMW in Munich and the Allianz group legal department in Unterföhring, next to Munich. Those two cells are the company-side year-1 benchmarks a counsel already in the city can open. They are year-1 figures. A general counsel package sits above them. Company-side bands are on the Germany in-house salary page. Firm-side bands are on lawyer salary in Germany, 2026.

The private-practice cell those counsel are leaving is also printed. The 10 April 2026 azur note puts Morgan Lewis in Munich at a year-1 salary of EUR 170,000 plus bonus. The Sidley Austin employer profile on azur lists year-1 cash of EUR 170,000 and records a Munich office opened in 2016 as the firm’s only German office. azur reported on 19 June 2026 that, from July 2026, Quinn Emanuel’s German associate year-1 base is EUR 190,000, with a bonus starting at EUR 15,000 and an all-in figure of up to EUR 205,000. The same account puts year 2 at EUR 195,000 and year 3 at EUR 205,000, across five German offices, Munich among them. A counsel on that scale reads an industrial year-1 cell of EUR 90,000–110,000 as a pay cut before bonus, pension, and title are even discussed.

The filing office is local. The European Patent Office, in its 24 March 2026 release, said it is headquartered in Munich and has 6,300 staff. The Office received 201,974 European patent applications in 2025, up 1.4 percent. Germany was the second-largest country of origin, down 2.2 percent. Computer technology rose 6.1 percent, AI-related filings 9.5 percent, semiconductors 7.6 percent, and battery innovation 14.6 percent inside electrical machinery, which itself rose 5.3 percent. Unitary Patent requests stood at more than 80,000 to date, with uptake of 28.7 percent in 2025. The release names Siemens among the largest Unitary Patent requestors, together with Samsung and Johnson & Johnson. That is a filing fact. It places patent, battery, and semiconductor work in the same city as the groups that hire counsel to manage it.

The admission stock is the chamber, and the chamber is wider than the city boundary. The BRAK Mitgliederstatistik, reference date 1 January 2026, table dated 14 April 2026, counts 23,196 natural persons at the Rechtsanwaltskammer München, of whom 9,591 are women. Inside that figure, 3,259 hold both a Rechtsanwalt admission and a Syndikus admission (1,599 women), 1,202 are pure Syndikusrechtsanwälte (746 women), and 18,735 are admitted only as Rechtsanwalt. The same row’s total across every membership category is 24,140. The 23,196 are the natural persons. The 24,140 add the other categories on the row. Nationwide the same table counts 167,547 natural persons, 20,848 dual admissions, and 8,279 pure Syndikusrechtsanwälte, the pure-syndicus column up 9.15 percent on the year. Munich’s 1,202 pure syndici are the highest chamber figure on the table, ahead of Düsseldorf at 857, Frankfurt at 839, and Hamm at 748.

Frankfurt’s natural persons on the same table are 20,144, with 3,398 dual admissions and 839 pure syndici. Munich’s 3,259 dual admissions plus 1,202 pure syndici is 4,461 lawyers who can hold a Syndikus admission. Frankfurt’s 3,398 plus 839 is 4,237. A company comparing the two cities is comparing chamber rolls, which follow each chamber’s district. Desks inside the municipal boundary are a smaller set. Private-practice context for the city is on legal recruitment in Munich. A seat that is actually Frankfurt belongs on in-house counsel recruiting in Frankfurt.

The research program maps 1,480,000+ lawyers and has run a quarterly survey since 2019. The Munich portion of that map is 9,000 lawyers. Sector briefs that already have their own pages, and that show up inside this employer set, are automotive and battery regulation, semiconductor M&A, specialty insurance, and works-council and labor.

03 — Admission

The Syndikus admission covers one employer. It does not follow the lawyer.

Section 46 of the Federal Lawyers’ Act (Bundesrechtsanwaltsordnung) is the in-house rule. Legal work inside a company, done as a lawyer, is the practice of a Syndikusrechtsanwalt. The lawyer needs the admission in section 46a. Independence has to exist in the contract and in the way the job is actually done. Section 46(5) limits the advice to the employer, and the employer includes affiliates under section 15 of the Stock Corporation Act. Counsel employed by the holding company can cover the subsidiaries that fall inside that affiliate test. A contract with one sister company does not, by itself, authorize the same lawyer to advise the next sister company. Munich groups are built as stacks of subsidiaries. The employing entity named in the offer is the entity the admission will have to match.

Section 46b is the hiring rule that moves the start date. The admission does not travel. A new employment, or a material change in the employment the admission was granted for, requires an application to extend the admission. The lawyer has to notify the chamber immediately and file the new contract. A candidate who is already a Syndikusrechtsanwalt at BMW, at Allianz, or at a firm that also holds a syndicus admission still needs the extension before the new employment is covered. Resignation, garden leave, and a signed offer do not close that gap. The chamber decides the extension. The company cannot confer the title in the offer letter.

Section 46c sets the court boundary. A Syndikusrechtsanwalt may not represent the employer in civil proceedings that require a lawyer before the Landgericht, the Oberlandesgericht, or the Bundesgerichtshof, and may not act as defense counsel in criminal or regulatory proceedings brought against the employer. Day-to-day commercial advice, the board pack, the works-council negotiation, and the management of outside counsel sit on the allowed side of that line. Signing the pleadings does not. Dual admission, as Rechtsanwalt and as Syndikusrechtsanwalt, is the bridge when the company wants its own employee to have the right of audience the pure syndicus lacks. The Munich chamber’s 3,259 dual admissions and 1,202 pure syndici are the two pools. Most in-house seats need the syndicus admission. The seats that also need to sign pleadings need both.

The scorecard in week one, before any name is discussed, is short.

  • Employing entity. Which company signs the contract, and which affiliates under section 15 of the Stock Corporation Act the advice must cover.
  • Current admission. Rechtsanwalt only, Syndikusrechtsanwalt only, or both. The 18,735 lawyers in the chamber admitted only as Rechtsanwalt are a private-practice pool until an in-house admission is granted.
  • Extension. Section 46b has to be filed for the new contract. The start date assumes the extension is effective, or it assumes a period in which the lawyer cannot yet do the reserved work.
  • Court work. If the employee must sign pleadings, dual admission is the requirement. If outside counsel will sign them, a pure syndicus admission matches the seat.
  • Language of the file. German for the chamber, the works council, and the local courts. English where the parent, the credit agreement, or the US-firm counterparty drafts in English. The brief should say which documents the counsel must mark, line by line.

04 — Notice, the council, and the clock

Acceptance is the end of the search. Notice and §46b start the next morning.

Across the 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days on average and the accepted offer in a median of 11 weeks, with a range of 8 to 16. Senior and specialist counsel, a book of 87, reach a shortlist in 18 days and an accepted offer in 8 weeks. Deputy general counsel and head of legal, a book of 47, run to a 21-day shortlist and 10 weeks to offer. The 17 closed Munich in-house searches are a three-year city count across those kinds of seat. They do not replace either median. From written offer to acceptance, those 17 files ran 14 working days. That step sits inside the search. The notice the candidate then serves sits outside it.

A counter-offer arrived on 31 percent of those 17 searches. Of the same 17, 4 had to have the offer rewritten because the first draft ignored the section 46b re-admission and a notice that ran to quarter-end. Those 4 files, inside the closed set of 17, are the finding that should change the offer letter: the search had reached a person, and the paper assumed a start date the statute and the contract would not give.

Across 250 structured interviews with Munich in-house counsel and general counsel, 64 were heads of legal or general counsel at Munich-seated industrial, insurer, or technology groups. Those 64 were counted over the 24 months through June 2026. Of those 64, 39 said the start date moved because notice ran past the statutory floor and the new Syndikus admission was not yet effective. 22 of those 64 would not leave a Munich US-firm seat for a year-1 company cell of EUR 90,000–110,000, the Allianz band in the September 2026 azur table. BMW’s year-1 figure in that table is EUR 100,000, stated as a minimum, which sits inside the same band. The 39 and the 22 are overlapping answers from the same 64.

Section 622 of the Civil Code is the notice floor. An employee may be terminated, and may terminate, on four weeks’ notice to the 15th or to the end of a calendar month. During an agreed probationary period of up to six months, notice is two weeks. For a termination by the employer, notice lengthens with service in the business, and it runs to the end of a calendar month: one month after two years, two months after five years, three months after eight, four months after ten, five months after twelve, six months after fifteen, and seven months after twenty. Individual contracts may agree a longer period. The notice the employee must give cannot be longer than the notice the employer must give. Counsel contracts in this market are usually the longer contract: three months to month-end, or three months to quarter-end. A resignation in the first week of a quarter can therefore cost the rest of that quarter plus the contractual months. The statutory four weeks is the floor underneath that contract. It is the date only when the contract forgot to set a longer one.

The works council has its own week. In a business that generally has more than 20 eligible employees, section 99 of the Works Constitution Act requires the employer to inform the works council before every hire, to produce the application documents, and to obtain consent. Council members are under a duty of confidentiality. A refusal has to be written, with reasons, within one week of the notice, or consent is deemed given. The employer may ask the labor court to substitute consent. Section 5(3) takes executive employees (leitende Angestellte), as that subsection defines them, outside the Act. A general counsel who hires and fires, or who holds a comparable executive brief, often meets that test. A counsel seat below the general counsel often does not. The offer should name the classification the company is relying on. A search that skips the council in order to stay quiet has traded a one-week statutory clock for a consent dispute, in a statute that already binds the council members who see the papers.

A post-contractual non-compete is section 74 of the Commercial Code. It has to be in writing. The employer has to hand the employee a signed copy. It binds the employee only if the employer pays, for each year of the restriction, compensation of at least half the contractual benefits the employee last received. A restriction the company will not compensate should come out of the draft before the candidate resigns. The candidate’s existing restriction has to be read the same way: if the current employer is paying, or will have to pay, the lawyer may be barred from the new seat for the period the clause actually covers.

Where the permanent seat cannot wait on a quarter-end notice plus a section 46b filing, interim cover is a separate book. Across 60+ interim and fractional engagements since 2017, counted outside the 400+ placements (230+ in-house), the median from first call to start is 7 days. One published file, an interim general counsel for a Series C fintech in San Francisco, was live on day 6. That is cover while the permanent search runs. It is described on interim and fractional legal talent. It does not confer a Syndikus admission.

Clock Base Figure
General counsel shortlist 52 GC/CLO searches since 2017 24 days, average
General counsel accepted offer The same 52 11 weeks median, range 8 to 16
Senior counsel 87 senior and specialist searches 18 days to shortlist, 8 weeks to offer
Munich in-house searches closed Three years 17
Written offer to acceptance Those 17 Munich files 14 working days
Counter-offer Share of those 17 31 percent
Employee notice floor §622 of the Civil Code 4 weeks to the 15th or to month-end
Works-council refusal §99 of the Works Constitution Act 1 week, then consent is deemed given
Syndikus admission §46b of the Federal Lawyers’ Act Does not travel to the new employer

The 14 working days are the offer step on the Munich files. The 11 weeks are the firm-wide general counsel median from signed brief to accepted offer. Notice and the admission extension run after acceptance.

05 — Compensation

Price the seat from the German tables. Keep the firm cell next to it.

Three instruments get confused in a Munich compensation committee, and they answer three different questions. BRAK STAR 2025, covering Wirtschaftsjahr 2024, reports that Syndikusrechtsanwälte averaged EUR 123,000 gross, and EUR 132,000 when the cut is full-time syndici. On the all-syndici cut, men averaged EUR 132,000 and women EUR 106,000. The full-time mean and the male mean happen to share a figure. They are different cuts of one national survey, across every seniority. A Munich offer is built from the employer table, then read against that national mean.

The offer number comes from the employer table and from the seat the candidate would be leaving. Stand September 2026, azur lists BMW at EUR 100,000 for year 1, as a minimum, and Allianz at EUR 90,000–110,000, with BMW in Munich and Allianz group legal in Unterföhring on the 10 April 2026 geography. The leaving seat, for a lawyer the company most wants, is often Morgan Lewis in Munich at EUR 170,000 plus bonus, Sidley’s Munich year-1 figure of EUR 170,000, or Quinn Emanuel’s German year-1 base of EUR 190,000 from July 2026. The gap between EUR 100,000 and EUR 170,000, or between EUR 110,000 and EUR 190,000, is the conversation. Bonus, pension, car, and a path to general counsel are what a company puts on the company side of it. The September table does not price those. The board still has to.

The retained fee is a percentage of whatever number the board lands on. The fee is 25–30 percent of the hire’s total first-year compensation. Thirty percent of that fee is paid as a retainer when the search is engaged, and the retainer is kept if the client cancels. A GC, CLO, or CCO search carries a 12-month replacement term. Other in-house searches carry 6 months. Off-limits on the client’s legal department run 24 months, and a lawyer we have placed is not approached for as long as they stay. Offer acceptance on corporate mandates is 96 percent. Retained corporate mandates complete at 92 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Repeat clients or referrals account for 68 percent of corporate mandates. Those rates are the corporate record since 2017. They are the terms in the letter before anyone is called.

The two salary pages carry the rest of the arithmetic. In-house counsel salary in Germany, 2026 is the company-side band. Lawyer salary in Germany, 2026 is the firm-side band the candidate can stay in. A Munich offer uses those two bands.

Hiring in Munich?

Name the entity, the admission, and the notice before the person.

The letter records the fee, the replacement term, and the off-limits period before any approach.

06 — How a search runs

The same six steps. The Munich work is in the brief.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The brief names the employing entity, the affiliates the advice must cover, and whether the counsel must sign pleadings or instruct someone who can. It names the admission the candidate must already hold and the section 46b filing the start date depends on. It names the notice law of the people most likely to be approached: contractual quarter-end, or the statutory four weeks, or something between them. It names whether section 99 applies, and whether the company will treat the general counsel as an executive employee under section 5(3). The fee letter goes out with that page. Conflicts are checked before outreach. The approach stays blind until both sides want a conversation.

Mapping uses the research program’s map of 1,480,000+ lawyers, cut to people who have held the relevant file in this city: automotive and battery supply, a carrier or a reinsurer, a patent docket that runs through the Munich headquarters of the European Patent Office, or a US-firm seat whose year-1 cash is the number the offer has to answer. For a general counsel, the published average to a shortlist is 24 days, on the 52. The offer is then built against the German salary pages, with notice, the works council, and the Syndikus extension scheduled before the candidate resigns. A quarter-end notice plus a chamber filing is a planned gap. It is the gap that cost 4 of the 17 closed Munich files a rewrite of the first offer.

07 — Published files

The clock is the corporate record. One Munich file sits beside it.

The three files below are published case studies. They show the method and the dates. The Munich file under them is one of the 17, and one of the 52. It is a single outcome. The general counsel median on the 52 remains 11 weeks.

Successor general counsel, NASDAQ-listed medtech

Boston · one of 52 GC/CLO searches · blind process

Mandate
Replace a sitting general counsel who was still in post, without telling the market the company was looking.
Complication
The sitting employer counter-offered. The 12-month replacement term was already in the letter.
Outcome
A shortlist of four reached the board on day 24. The accepted offer closed in week 11. The general counsel of that company later said: “The shortlist arrived in just over three weeks and every name could already sit with our board. The person we hired is still in post two years later.” Full file: GC succession, Boston.

First general counsel, venture-backed SaaS

California · one of 52 GC/CLO searches · in post at 24 months

Mandate
The board had outgrown outside counsel. The hire was the company’s first general counsel.
Complication
The people who fitted were sitting deputy general counsel in software.
Outcome
Shortlist on day 24. Accepted offer in week 10. In post at the 24-month checkpoint. Retention of placed in-house leaders is 91 percent at 24 months. Full file: first GC, California.

Deputy general counsel, PE-backed industrial

Houston · one of 47 deputy GC / head of legal placements

Mandate
A carve-out that needed a deputy who had already lived with a transition-services clock.
Complication
The deputy clock on the 47 is 21 days to a shortlist and 10 weeks to offer. This file had to move faster than that, because a rumour that legal was being rebuilt would have travelled.
Outcome
Shortlist in 18 days. Accepted offer in week 8. Full file: deputy GC, Houston.

One of the 17 closed Munich in-house searches was a general counsel succession, and it is one of the 52. It is also one of the 4 whose first offer ignored section 46b and a quarter-end notice. The shortlist reached the board on day 27. The accepted offer was in week 13. Week 13 sits inside the general counsel range of 8 to 16 weeks. The median on the 52 remains 11 weeks. Day 27 and week 13 are this file. They are the result of rewriting the offer so the admission and the notice were in it.

09 — Questions

General counsel and in-house counsel in Munich

What do in house legal recruiters Munich get hired to do?

A general counsel or a chief executive hires them when the company needs counsel it does not already know. A posting reaches lawyers who are looking. A retained search approaches counsel who are in post. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches. Those searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, with a range of 8 to 16. The city market sits on legal recruitment in Munich. The practice is in-house counsel recruiting.

Which employers set the cash a Munich counsel compares?

azur’s employer table, Stand September 2026, lists BMW at a year-1 salary of EUR 100,000, stated as a minimum, and Allianz at EUR 90,000–110,000. azur’s 10 April 2026 note places BMW in Munich and the Allianz group legal department in Unterföhring, next to Munich. The same note puts Morgan Lewis in Munich at EUR 170,000 plus bonus for year 1. The Sidley Austin profile on azur lists year-1 cash of EUR 170,000 and a Munich office opened in 2016 as the firm’s only German office. azur reported on 19 June 2026 that Quinn Emanuel’s German year-1 base is EUR 190,000 from July 2026, with a bonus starting at EUR 15,000, across five German offices, Munich among them. Cash for the seat itself is on in-house counsel salary in Germany, 2026 and lawyer salary in Germany, 2026.

Does a Munich in-house lawyer need a new Syndikus admission?

Yes when the employment changes. Section 46 of the Federal Lawyers’ Act makes in-house legal practice the work of a Syndikusrechtsanwalt, admitted under section 46a, and limits the advice to the employer, including affiliates under section 15 of the Stock Corporation Act. Section 46b says the admission does not travel: a new employment, or a material change, needs an application to extend it, and the lawyer must notify the chamber at once and file the new contract. Section 46c keeps the pure syndicus out of civil proceedings for the employer before the Landgericht, Oberlandesgericht, and Bundesgerichtshof, and out of defense counsel work in criminal or regulatory proceedings against the employer. Dual admission is the bridge for that court work. Statute: §46, §46b, §46c BRAO.

What notice and works-council step sit between acceptance and day one?

The search clock stops at the accepted offer. Section 622 of the Civil Code sets the employee’s notice at four weeks to the 15th or to month-end. During a probationary period of up to six months it is two weeks. The employer’s notice lengthens with tenure, to the end of a calendar month: one month after two years, two months after five, three after eight, four after ten, five after twelve, six after fifteen, and seven after twenty. A longer individual agreement is allowed. The employee’s notice cannot be longer than the employer’s. In a business that generally has more than 20 eligible employees, section 99 of the Works Constitution Act requires the employer to inform the works council before the hire, to produce the application documents, and to obtain consent. Members owe confidentiality. A refusal has to be in writing, with reasons, within one week, or consent is deemed given. The employer may ask the labor court to substitute consent. Section 5(3) takes executive employees, as that section defines them, outside the Act. A general counsel often meets that test. A counsel seat often does not. The classification is decided on the contract.

When does a company call general counsel recruiters Munich?

When the seat is a general counsel, a chief legal officer, or the counsel who will report to one, and the company wants the approach made before the role is public. Across 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days on average and the accepted offer in a median of 11 weeks, range 8 to 16. A NASDAQ-listed medtech in Boston hired its successor general counsel on that clock: a shortlist of four on day 24, accepted offer in week 11. The fee is 25–30 percent of total first-year compensation. Thirty percent of the fee is the retainer at engagement, and it is kept if the search is cancelled. GC, CLO, and CCO searches carry a 12-month replacement term. Other in-house searches carry 6 months. Off-limits on the client’s legal department run 24 months, and a lawyer we have placed is not approached for as long as they stay.

How should a board read the BRAK salary figure against a Munich offer?

BRAK STAR 2025 reports that Syndikusrechtsanwälte averaged EUR 123,000 gross in Wirtschaftsjahr 2024, and EUR 132,000 if the cut is limited to full-time syndici. On the all-syndici cut, men averaged EUR 132,000 and women EUR 106,000. Those are national means across seniorities. They are the survey result in the STAR 2025 report. A Munich offer is priced from the employer table and from the firm seat the candidate would be leaving, then read against those means so the board can see the gap. The admission stock behind the pool is the BRAK Mitgliederstatistik of 1 January 2026: the Munich chamber counted 1,202 pure Syndikusrechtsanwälte.
