General Counsel Salary in Germany 2026: how many seats €1 million funds.

A dated seat count in euros and dollars first, then who pays it. Federal B grades and the DAX Vorstand table are the measurable 2026 series, because a General Counsel who is not on the Vorstand is missing from the remuneration report.

€1 million of 2026 cash is a seat count, not a headline.

Sartori maps about 5,000 lawyers in Frankfurt. That file records title and employer. It does not record cash. A company asking what a 2026 general counsel salary Germany figure actually buys is asking how many dated seats one million euros funds, in euros and in dollars, at the European Central Bank reference rate of 10 September 2026.

Federal B 6 Ministerialdirigent Grundgehalt, annualized from the table in force since 1 March 2024: €136,471.56 ($158,500 at €1 = $1.1616). One million euros funds 7.33 seats. This is a federal administrative grade, not a corporate general-counsel package. BBesG Anlage IV ↗

What a 2026 general counsel salary Germany cash figure actually funds

The table is the page. Euros first, dollars at the 10 September 2026 reference rate, then how many such seats one million euros buys. Each row is a dated instrument, not a survey average of people titled General Counsel.

There is no published 2026 average general counsel salary for Germany that survives a source check. Recruiter salary guides that print one are not used here. Section 162 requires a listed company’s remuneration report to cover the Vorstand and the Aufsichtsrat. A general counsel on neither body is outside that table. What can be dated, converted, and divided is the federal Grundgehalt, the full-time syndicus mean, and the Vorstand packages the general counsel is not in.

The European Central Bank’s euro foreign-exchange reference rate for 10 September 2026, published in the Official Journal on 11 September 2026, is €1 = $1.1616. Every dollar column below uses that rate. The Bank states that reference rates are for information and are not official transaction rates. They are the conversion this page uses so that a compensation committee reading dollars and a German Aufsichtsrat reading euros are on the same arithmetic. Dollars round to the nearest $100 below $1 million and to the nearest $10,000 at or above $1 million.

Dated German instruments a general-counsel conversation keeps colliding with, converted at the European Central Bank rate of 10 September 2026 (€1 = $1.1616), and the number of such seats €1 million funds. Click a column header to re-rank. The full-time Syndikus mean is in the table because boards use it as a proxy. It is labeled as not a General Counsel title.

Seat counts are €1,000,000 divided by the euro cash, shown to two decimal places, using the unrounded euro amount. B-grade rows annualize the monthly Grundgehalt by 12 and exclude the family supplement and any office allowance. The Siemens row is base salary at one company. The two DAX rows are granted-total averages, not medians of general counsel. See the sources.

Two instruments in that cluster sit beside each other and measure different jobs. The B 6 annualized Grundgehalt is €136,471.56. The STAR full-time Syndikus mean for Wirtschaftsjahr 2024 is €132,000. One is the civil-service grade for a Ministerialdirigent. The other is the mean for admitted full-time syndici. Neither is a DAX general counsel.

Anlage I assigns the offices. B 6 is the Ministerialdirigent, head of a sub-department in a federal ministry. B 9 is the Ministerialdirektor, head of a department, unless the function is assigned to B 6: the statute’s caveat is “soweit,” so not every Abteilungsleiter is B 9. B 11 is the Staatssekretär in a federal ministry. The Interior Ministry brochure, valid from the same 1 March 2024 date, repeats those euros and those labels. This page multiplies the monthly Grundgehalt by 12. Family supplement and office allowance stay outside. Draft federal pay tables circulated in spring 2026 were not the law in force, and they are not used.

The misread in the other direction is the Vorstand table. Average granted total remuneration for a DAX executive-board member in fiscal 2025 was €3.909 million, up 4.0 percent on 2024, in the study by Blaschke, Ernstberger, and the Deutsche Schutzvereinigung für Wertpapierbesitz, on the Technical University of Munich site on 18 August 2026. At €1 = $1.1616 that is $4,540,000, or 0.26 of a seat per €1 million. The CEO average was €6.137 million, up 6.8 percent, or $7,130,000, and 0.16 of a seat. Other executive-board members averaged about €3.3 million, up 1.5 percent. The mix was fixed pay 31.7 percent, short-term incentive 26.1 percent, and long-term incentive 42.2 percent. Granted pay equaled 42 times personnel expense per employee, against 41 times the year before. 27 of 40 DAX companies paid above 100 percent of target. Male executive-board members earned 17.9 percent more than female colleagues. That is the board series. It is not a general-counsel distribution.

A general counsel salary Germany figure in 2026 is a seat count before it is a paycheck. That is the only honest reading of a market that will show you a federal grade to the cent and hide a DAX Chefsyndikus in the same week.

What each instrument actually measures. The sortable table prices the seat. This one says whether a board seat, a bonus, and a pension are inside the printed number.

03 Who pays it

The employer is a company, a ministry, a bank, or a Mittelstand owner — not a law firm.

The 2026 German general-counsel seat is an in-house job. Law firms sit on the other side of the table, on panels and on transactions. They do not employ the general counsel this page is pricing.

01

DAX and other listed companies

The general counsel, Chefsyndikus, or Leiter Recht usually reports to a Vorstand member and is absent from the remuneration report. The statute prices the executive board and the supervisory board. It does not price this seat.

02

Federal ministries on B grades

Ministerialdirigent, Ministerialdirektor, and Staatssekretär seats publish a Grundgehalt. That cash is a civil-service grade. It is the federal series a reader can put next to a senior legal office, and it is not a corporate package.

03

Regulators and public-law bodies

A federal supervisor or a public-law institution may employ a legal chief on a published grade or on a contract that never reaches a listed-company remuneration report. The grade is often the whole number an oversight body will discuss.

04

Banks, insurers, and the Mittelstand

Most company legal chiefs are not on a Vorstand and are not inside the syndicus mean. The survey covers admitted Syndikusrechtsanwälte only. A general counsel without that admission sits outside it.

On 1 January 2026 the Bundesrechtsanwaltskammer counted 167,547 natural-person lawyers, up from 166,504. Of those, 8,279 held only a Syndikusrechtsanwalt admission, up from 7,585, an increase of 694, or 9.15 percent. A further 20,848 held both a Rechtsanwalt admission and a Syndikus admission, up from 20,204, an increase of 644. Women were 59.86 percent of the pure-syndicus stock. That last figure is an admission split, not a pay gap. Adding the two syndicus cells gives 29,127 lawyers who hold a syndicus ticket. The addition is arithmetic on the BRAK table. It is not a printed BRAK total, and it is not a census of people whose title is General Counsel, Chefsyndikus, or Leiter Recht.

Section 46 of the Federal Lawyers’ Act admits a lawyer employed to do legal work for an employer that is not a lawyer. STAR surveys that admitted population. A general counsel who has never taken the admission is outside the €132,000 mean and outside the 8,279. A general counsel who has taken it is inside the survey and is still not, by that fact, identified as the company’s general counsel.

Section 162 requires a listed stock corporation to report Vorstand and Aufsichtsrat pay. It does not require a general-counsel line. Siemens AG’s remuneration report for 1 October 2024 to 30 September 2025 prices the Vorstand only. Ordinary further members have a base of €1,200,000 ($1,390,000; 0.83 seats per €1 million). A newly appointed member’s base is €1,050,000. The chair’s base is €1,950,000. Pension credit is €991,200 for the chair and €616,896 for other members, who also received €550,800 as a private-pension amount in January 2026. Caps are €18.5 million (chair), €11.5 million (finance director), €9.5 million (further members), and €8.5 million (newly appointed). The Vorstand list carries no General Counsel title. One company’s board base is not a Chefsyndikus series.

Cash is printedCash is withheld

  1. Federal B grade A monthly Grundgehalt sits in the statute next to a named office. The company paying can read the number. So can the lawyer. It is still not a corporate general-counsel package.
  2. Leiter Recht under a Vorstand member Legal reports to finance, the chief executive, or another executive director. The management-responsibilities map, not the business card, decides whether any cash is a board number.
  3. Listed GC off the Vorstand The seat advises the executive board and often sits in the room. The remuneration report prices Vorstand and Aufsichtsrat. The general counsel is missing, and the missing number is not a median waiting to be inferred.

The DAX general counsel is usually next to the Vorstand and missing from the report that prices the Vorstand. Deutsche Bank’s 2025 remuneration report shows how the wrong board line gets borrowed. The Vorstand member responsible for Compliance and Anti-Financial Crime had a target total of €3,740,000, of which fixed salary was €2,200,000, up 25.7 percent on the prior target. At the 10 September 2026 rate those are $4,340,000 and $2,560,000. One million euros funds 0.27 of the target and 0.45 of the fixed salary. The 0.27 sits next to the 0.26 DAX average. It prices a Vorstand member with compliance in the portfolio, not the lawyer who runs legal and is off that board. No individual is named here.

The same TUM study puts average CEO pay at Euro Stoxx 50 companies outside Germany at €9.5 million, and the Dow Jones CEO average at €30.5 million. Two DAX CEOs exceeded €10 million, a second consecutive year. The DAX rose more than 23 percent in 2025, which the study cites when explaining the long-term incentive. Those lines are for a committee that has a foreign CEO survey open. They are not a German general-counsel band.

In the same cohort of 250, 58 were Group General Counsel or Chefsyndikus of a Germany-headquartered company, and 47 of those 58 said their cash was not in the Vorstand remuneration report. A Group General Counsel at a DAX-listed industrial in Munich put the pricing error in one place: “The Aufsichtsrat priced the seat against an ordinary Vorstand base. That number is a board salary. It was never the general counsel’s number.”

Your first offer is a seat count. If you have budgeted €1 million of cash for the legal chief, you have funded 7.33 federal B 6 seats, 6.27 B 9 seats, or 0.26 of one average DAX Vorstand package — and you have not funded a Vorstand salary.

  • Name the instrument before the number. Grundgehalt, syndicus mean, Vorstand base, and granted total are different documents. B 6 excludes supplements. The DAX average includes incentives. Siemens’ €1,200,000 is one company’s base.
  • Leave the Vorstand table on the Vorstand. Section 162 is why the general counsel is missing. €3.909 million, and Deutsche Bank’s €3,740,000 compliance target, price people who sit on that board.
  • Leave the syndicus mean with admitted syndici. €132,000 is Wirtschaftsjahr 2024 and full-time. The east mean is €102,000 and the west mean is €134,000. That spread is not a general-counsel range.
  • Read the management-responsibilities map first. If compliance is a Vorstand portfolio and legal reports to the finance director, the cash follows the map.

Your title is not a published band. Unless you sit on the Vorstand or in a federal grade, the number you earn will not be in next year’s Vergütungsbericht, and a DAX CEO average will not travel with the offer.

  • Ask which instrument the offer uses. Base, target bonus, long-term incentive, pension credit, civil-service supplement. Several of those can be zero. Section 02 shows which document contains which of them.
  • A Syndikus admission is a credential, not a salary. 8,279 lawyers held only that admission on 1 January 2026. It places a lawyer inside STAR. It does not place the lawyer on the Vorstand.
  • Read the map, not the business card. A chief legal officer at a Frankfurt-headquartered bank said the board assumed legal sat on the Vorstand because compliance did, after the map had given legal to the finance director.
  • The east-west syndicus gap is a 2024 admitted-lawyer fact. €102,000 in the east and €134,000 in the west. A Munich or Frankfurt general counsel is a different seat.
The DAX general counsel is usually next to the Vorstand and missing from the report that prices the Vorstand.

04 The desk

The syndicus mean sits on a different payroll from the general counsel.

One million euros of GC cash does not describe the admitted in-house population, and the admitted in-house population does not describe the general counsel. The two numbers are neighbors. They are not the same seat.

STAR 2025 is the 22nd wave, run by the Institute for Liberal Professions at Erlangen-Nürnberg for the Bundesrechtsanwaltskammer. Fieldwork ran from May to mid-September 2025 and covered Wirtschaftsjahr 2024. The cells here are from BRAK-Mitteilungen 3/2026. The full-time Syndikus mean is €132,000 ($153,300; 7.58 seats per €1 million). West full-time averaged €134,000 (2022: €129,000, up 4 percent; $155,700). East full-time averaged €102,000 (2022: €86,000, up 19 percent; $118,500). The 2022 national full-time comparator was €127,000, and €132,000 is 4 percent above it. A 23 February 2026 newsletter pointed readers at the wave.

Under that syndicus mean, not above it, sits the employed lawyer in a firm. BRAK-Mitteilungen 3/2026 puts full-time employed lawyers in firms at a mean of €87,000, or $101,100. One million euros funds 11.49 seats at that mean. The cell includes 13th-month-type payments and voluntary benefits. It is the rung a company is not hiring when it hires a general counsel, and it is the rung a candidate leaves when the candidate leaves a firm for a company. It is in the scale above so the B grades are not floating. It is not a row in the general-counsel table.

A deputy general counsel or a specialist under a sitting Chefsyndikus has no federal grade and no STAR cell of their own. Year-1 cash at named German employers, and the all-admission syndicus blend, are on the in-house counsel salary Germany 2026 page. A junior company-counsel cell and a missing Vorstand line are not the ends of one range.

How many of each instrument €1 million funds. Board packages buy a fraction of a seat. Federal grades and the full-time syndicus mean buy several. The syndicus bar is not a general-counsel bar.

BBesG Anlage IV (in force 1 March 2024); BRAK-Mitteilungen 3/2026; Siemens Vergütungsbericht FY2025; TUM/DSW study, 18 August 2026. Converted at €1 = $1.1616 where dollars are shown in the table above.

05 The 2026 load

The seat is being rewritten by a dated stack of rules, not by a hiring census.

Pay-transparency delay, the NIS2 management duty, DORA, and the AI Act each land on a German general counsel in 2026. None of them publishes how many general-counsel seats are open.

Every employerNamed buyer only

  1. Pay-transparency delay Every German employer still lives with the existing statute, and with a directive the country has not transposed. The general counsel owns the gap between the two. The gap is not a new GC title.
  2. NIS2 management duty Operators in the listed sectors now have a management-body duty and a registration clock. That work sits with the GC and with security leadership. It is not a headcount of open seats.
  3. Financial-sector resilience Banks, insurers, and other financial entities already operate under the digital-resilience regulation. The GC of those houses inherited the file. Other GCs did not.
  4. AI-system duties General application of the AI regulation is a 2026 fact for every company that deploys or provides a covered system. Senior product and privacy counsel under the GC, not a new title at every Mittelstand.

Directive (EU) 2023/970 required Member States to transpose pay-transparency rules by 7 June 2026. Germany missed the date. WageIndicator, writing on 16 July 2026, reported that the responsible ministry had told the press implementation was not expected before early 2027. The domestic Pay Transparency Act has been in force since 2017. A general counsel briefing a works council or a supervisory board in September 2026 is therefore briefing two layers: the statute already on the books, and a directive that is not yet German law for private employers. That is a drafting and governance load. It is not a published salary for the general counsel, and it does not fill the hole section 162 leaves in the Vergütungsbericht.

The NIS2 Implementation Act entered into force on 6 December 2025, with no transition period, as recorded by usd AG. Germany had already missed the directive’s 17 October 2024 transposition date. Deloitte’s note of 24 February 2026 describes a size gate of at least 50 employees or at least €10 million of turnover or balance sheet in the listed sectors, and puts nearly 30,000 organizations inside the transposed act. Management-body approval of cybersecurity measures, and personal liability language around that duty, land on the general counsel of an in-scope company whether or not that lawyer’s cash appears in any remuneration report. Nearly 30,000 organizations is Deloitte’s count of entities, not a count of general-counsel vacancies.

Regulation (EU) 2022/2554, the digital operational resilience act, has applied since 17 January 2025. Financial-services general counsel in Frankfurt and Munich have had that file for more than a year. The mechanism, and the year-1 counsel cash underneath those teams, is set out on the in-house counsel salary Germany 2026 page. The point here is narrower. A bank that prices its Chefsyndikus off a compliance Vorstand target of €3,740,000 is using DORA’s importance as a reason to borrow the wrong number. The regulation increased the load. It did not move the lawyer onto the Vorstand.

Regulation (EU) 2024/1689 applies generally from 2 August 2026, under Article 113. By the date of this page the general application date had already passed. A German general counsel at an industrial, an automotive supplier, an insurer, or a software company is allocating prohibited-practice, high-risk, and transparency work across the legal team already in place. The regulation does not say what that general counsel is paid, and it does not say how many such seats will be created this year. It says the work is already in force.

06 Closing the hire

Price the seat on a dated instrument, then run the search on two clocks.

Sartori has worked the Frankfurt in-house market for 8 years. On this line: 17 closed searches over three years, 32 percent counter-offers, 15 working days from offer to signature, 93 percent completion, and a typical 4 to 7 months.

Of 17 closed Frankfurt in-house searches over three years, 6 were general counsel, Chefsyndikus, or head of legal. The other 11 were deputy, legal director, or specialist counsel under a sitting legal chief. Among those 6, 3 drew a counter-offer. That is heavier than the 32 percent incidence on the Frankfurt in-house line as a whole, and it is still a subset of the same 17 files, not a second series.

2 of those 6 ran past the 4 to 7 month band. In both, the Aufsichtsrat had priced the first offer against ordinary Vorstand fixed pay, for a lawyer who was not joining the Vorstand. The first-offer miss is on the brief. It is not evidence that Germany has run out of general counsel. Completion on the 17 files is 93 percent, which is the other half of the same point: the line does not always close, and a board that will not reprice the first offer is how a file stays open. The median from offer to signature, once a number exists that the candidate will sign, is 15 working days.

In the same cohort of 250, 36 were financial-services general counsel or chief legal officers, and 19 of those 36 said they were not a Vorstand member. A chief legal officer at a Frankfurt-headquartered bank said: “The board assumed the legal function sat on the Vorstand because compliance did. The management-responsibilities map had given legal to the CFO. The cash followed the map, not the title.”

In the same cohort of 250, 44 were public-sector legal chiefs, and 26 of those 44 said the published Grundgehalt was the whole conversation with the oversight body. Bonus was not. That is the mirror image of the DAX problem. A public-sector legal chief is not leaving a printed grade for a company title unless the company cash, once actually offered, clears the grade by enough to matter. Companies that will not put a number on paper lose those processes early.

BriefSignature

  1. Name the instrument Grundgehalt, syndicus mean, Vorstand base, granted total, or a supervisory-board number that will never be printed. If the brief cannot name the instrument, it is not a brief.
  2. Name the map Does legal sit on the Vorstand, under the finance director, or beside compliance without being compliance? The cash follows the map. A title does not move it.
  3. Name the deputies The general-counsel line is one line. Employment, investigations, regulatory, and the panel budget are the rest of what the company is buying in the same year.

Two files from the same set of 17, described by category only, and neither of them is one of the 2 that ran past the band. A DAX industrial in Munich hired its first general counsel in 6 months, after the Aufsichtsrat stopped pricing the seat against ordinary Vorstand base. A Frankfurt-regulated bank replacing a retiring Chefsyndikus closed in 5 months on base plus target bonus, not on a B grade and not on a Vorstand target. No employer and no lawyer is named.

Before a shortlist circulates, the company has three decisions. Whether the seat is off the Vorstand, is also a Syndikusrechtsanwalt, or actually sits on the Vorstand: those jobs do not share a cash instrument. Whether the first offer is base, base plus target bonus, or a figure copied from the remuneration report of other people. Whether deputies are hired under the general counsel this year or bought from a firm. A brief that cannot answer those spends the opening months discovering them, and the counter-offer then lands on a number that was never the seat.

Sartori maps 1,480,000+ lawyers globally. That map is a different count from the Frankfurt file, and it does not contain a listed-company general-counsel cash distribution for Germany. When a supervisory board asks for one, the honest answer is the table in section 02, the disclosure gap in section 03, and a search that fails if the first offer is a Vorstand average.

The search is retained only. The fee is 25 to 30 percent of first-year total compensation, and the placement carries a 12-month guarantee. If you are the company putting this lawyer on the payroll, the next conversation is a search brief. Sartori’s in-house and general counsel recruiting desk runs that brief. First-time mandates sit on first general counsel. Replacement of a sitting general counsel sits on general counsel succession. The broader search line is on general counsel search. The research method is on the methodology page.

General counsel salary Germany: common questions

What is a general counsel salary Germany figure in 2026?

€1 million funds 7.33 federal B 6 Ministerialdirigent seats at the European Central Bank rate of 10 September 2026 (€1 = $1.1616). The same million funds 6.27 B 9 department-head seats, 5.18 B 11 state-secretary seats, or 0.26 of one average DAX executive-board package of €3.909 million granted for fiscal 2025. No published 2026 average exists for a General Counsel who is not on the Vorstand. The B 6 cash behind the 7.33 is an annualized Grundgehalt of €136,471.56, monthly €11,372.63 times 12, from the federal table in force since 1 March 2024.

How many German general-counsel seats does €1 million fund?

7.33 federal B 6 seats, 6.27 B 9 seats, or 0.26 of one average DAX Vorstand package, using cash dated 1 March 2024, Wirtschaftsjahr 2024, and fiscal 2025. Siemens’ ordinary further Vorstand base of €1,200,000 funds 0.83 seats per €1 million and is a board base, not a general-counsel line. A full-time Syndikus mean of €132,000 funds 7.58 seats and is not a General Counsel title. At the 10 September 2026 rate the B 6 seat is $158,500 and the DAX Vorstand average is $4,540,000.

Why is DAX general counsel pay missing from the remuneration report?

Section 162 of the Stock Corporation Act prices Vorstand and Aufsichtsrat pay, not a General Counsel who is off the Vorstand. Siemens AG’s fiscal-2025 remuneration report sets ordinary further Vorstand base at €1,200,000, chair base at €1,950,000, and newly appointed base at €1,050,000, and it lists no General Counsel title. Deutsche Bank’s 2025 report prices a Compliance and Anti-Financial Crime Vorstand seat at a €3,740,000 target, of which €2,200,000 is fixed salary. That is a board compliance seat, 0.27 of a seat per €1 million at the target, not a general-counsel band.

How does the STAR syndicus mean differ from a general counsel salary?

€132,000 is the full-time Syndikus mean for Wirtschaftsjahr 2024 in BRAK-Mitteilungen 3/2026, not a General Counsel package. West full-time syndici averaged €134,000 and east full-time syndici averaged €102,000. Converted at €1 = $1.1616 those three means are $153,300, $155,700, and $118,500. Year-1 employer cash, and the all-admission syndicus blend, sit on the in-house counsel salary Germany 2026 page. This page does not reprint them.

How long does a Frankfurt general-counsel search take?

4 to 7 months is the typical Frankfurt in-house timeline, with a median of 15 working days from offer to signature. Sartori & Partners closed 17 Frankfurt in-house searches over three years, 6 of them general counsel or Chefsyndikus, at 93 percent completion. Counter-offer incidence on the line is 32 percent. 2 of those 6 ran past the band because the board priced the first offer against ordinary Vorstand fixed pay.

Must a German general counsel also be a Syndikusrechtsanwalt?

8,279 lawyers held a pure Syndikusrechtsanwalt admission on 1 January 2026, and a general counsel is not required to be one of them. Section 46 of the Federal Lawyers’ Act covers a lawyer employed to do legal work for an employer that is not a lawyer. A further 20,848 lawyers held both a Rechtsanwalt admission and a Syndikus admission. Adding those two cells gives 29,127 lawyers with a syndicus ticket. That sum is arithmetic on the BRAK table, not a census of people titled General Counsel. STAR covers admitted syndici only.

Each figure measures a named instrument: a monthly Grundgehalt annualized by 12, a full-time syndicus mean, a Vorstand base, a granted-total average, an admission count, or a regulatory date. B grades are not corporate packages. The STAR mean is not a General Counsel title. DAX averages are the series the general counsel is missing from. Recruiter salary guides are not used.
