General Counsel Salary in London 2026: how many seats £1 million funds.
A dated cash figure in pounds and dollars first, then who pays it. Public-body disclosures are the measurable 2026 London series, because the listed-company general counsel is almost never in the directors' table.
£1 million of 2026 cash is a seat count, not a headline.
Sartori maps 30,000 lawyers in London. That file records title and employer; it does not record cash. A company asking what a 2026 general counsel salary London figure actually buys is asking how many disclosed London general-counsel seats one million pounds funds, in pounds and in dollars, at the Bank of England spot of 10 September 2026.
BBC Group General Counsel license-fee cash midpoint, 2025–26: £337,500 ($456,600 at £1 = $1.353). One million pounds funds 2.96 seats at that cash. BBC pay disclosures ↗

What a 2026 general counsel salary London cash figure actually funds
The table is the page. Local currency first, dollars at the 10 September 2026 spot, then how many such seats one million pounds buys. Each row is a disclosed instrument, not a survey average.
There is no published 2026 “average general counsel salary” for London that survives a source check. Recruiter salary guides that print one were opened in research and are not used here. The Annual Survey of Hours and Earnings 2025, released by the Office for National Statistics on 23 October 2025, publishes a UK median for all full-time employees of £39,039; a London solicitor or general-counsel cell was not extracted from the HTML bulletin, and no third-party “ONS-adjusted” solicitor median is substituted. What can be dated, converted and divided is the cash that public bodies actually print next to the title General Counsel.
The Bank of England’s daily spot table against US dollars shows sterling at 0.7391 per $1 on 10 September 2026, which is £1 = $1.353. The 2025 year average was 0.7591, or £1 = $1.317; every dollar column below uses the September 2026 spot unless labeled otherwise. The Bank states these are not official rates. They are the conversion this page uses so that a New York compensation committee and a London board are reading the same arithmetic.

Arithmetic is £1,000,000 divided by the disclosed cash. Midpoints are used where the source prints a band. The FCA total package includes benefits and pension; the BBC figure is license-fee cash and excludes commercial-entity recharges. See the sources.
ORR General Counsel salary midpoint
£137,500 salary midpoint, 2025–26. Bonus and pension sit on top of this cash.
ORR Annual Report 2025–26 ↗Two instruments in that table are easy to misread. The Senior Civil Service Pay Band 2 range of £105,000–£162,500 from 1 April 2026, set out in the Cabinet Office practitioner guidance on the 2026–27 framework, prices Whitehall legal-director seats. It is not a corporate general-counsel package, and it is not a bonus or long-term incentive. The FCA General Counsel and Chief Risk Officer line is the opposite error: it is a combined legal-and-risk executive-director seat whose 2025/26 basic salary is £339,000 and whose total package is £401,000, against 2024/25 comparators of £325,000 and £382,000. It is the one public London General Counsel title that actually sits in a directors’ remuneration table.
A 2026 London general-counsel cash figure is a seat count before it is a paycheck. That is the only honest reading of a market that will show you a BBC license-fee band and hide a FTSE Group GC’s salary in the same week.
| Instrument | On the board? | Bonus inside the number? | Pension inside the number? |

| BBC Group GC license-fee cash | No | No — cash paid from license-fee revenue | No |

| FCA GC and CRO package | Yes — executive director | Benefits sit in the package; not an LTIP | Yes — £43,000 in 2025/26 |

A 2026 London general-counsel cash figure is a seat count before it is a paycheck.
The employer is a company, a fund, a public body or a charity - not a law firm.
The 2026 London general-counsel seat is an in-house job. Law firms sit on the other side of the table, on panels, secondments and deal counsel. They do not employ this thesis's GC.
Quoted and listed companies
The GC sits on the executive committee, often combined with company secretary, and almost never in the directors' single-figure table. The Companies Act requires a public-company secretary; the UK Corporate Governance Code 2024 gives that officer the board-advice mandate.
Regulators and public bodies
This is where 2026 cash is actually printed: a license-fee broadcaster, a Greater London Authority functional body, and statutory regulators funded by industry fees. The title on the page is General Counsel. The number is an FTE band or a remuneration-table salary.
Whitehall legal chiefs
The Government Legal Department prices Legal Director General and Treasury Solicitor seats on Senior Civil Service ranges, not on a market GC package. Places for Growth is adding seniority outside London; the London legal-chief seat remains.
Funds, banks and the rest of in-house
PE and venture GPs employ a fund GC, not a portfolio-company GC. Financial-services employers may or may not map the legal function to SMF18. Charities, NHS bodies, local authorities and educational establishments sit inside the same SRA in-house map.
The Solicitors Regulation Authority’s in-house map, on pages updated through 2024 and 2025, puts more than 34,000 in-house solicitors in more than 6,000 organizations, from multinational corporations and government departments to high-street businesses, charities, educational establishments and local health authorities. The SRA’s employer guidance, updated 18 November 2024, is addressed to “any organization that employs an in-house solicitor” and to the senior executives, non-executives and HR professionals who supervise them. The regulator will ask the most senior or lead solicitor to account as the contact point. That is the buyer. It is not a law firm.
The Law Society’s Annual Statistics Report 2023, published 23 January 2025, counted 35,738 in-house solicitors as at July 2023 — 22 percent of practicing-certificate holders, up from 19 percent in 2014, on a practicing-certificate population of 162,120. TheCityUK’s UK legal services 2025 report, published 9 December 2025 and citing the Law Society, puts 43,811 in-house solicitors on the roll in 2025, an 8 percent increase on the previous year, and around 25 percent of England and Wales solicitors employed in-house. Those two headcounts use different denominators. They are not collapsed here. Neither is a count of people whose title is General Counsel.
GC100 is the named buyer club for the largest listed seats: a non-statutory association of general counsel and company secretaries of FTSE 100 companies, administered with a London secretariat. A 2025 Civil Justice Council submission put membership at over 140 people representing over 90 companies; a later parliamentary submission used over 130 and over 85 companies. Band the membership. Do not treat either vintage as a census. Member companies typically represent around 90 percent of FTSE 100 market capitalization, on the LexisNexis glossary description of the forum.
The statutory reason those two titles travel together is narrow and dated. Companies Act 2006 section 271 says a public company must have a secretary. Section 273 says the directors must take reasonable steps to secure that the secretary has the requisite knowledge and experience and one of a listed set of qualifications, including admission as a solicitor in any part of the United Kingdom. A UK solicitor ticket is therefore a qualifying credential for the office the Code actually names. The Financial Reporting Council’s Corporate Governance Code Guidance adds that remuneration of the company secretary should be determined by the remuneration committee, and that the secretary should report to the chair on board-governance matters without that preventing a second reporting line to the chief executive for other executive duties. Minutes may be circulated to the general counsel where appropriate. The Code does not create a board GC office. Combining the titles is how listed London buyers put a lawyer next to the board without putting that lawyer in the single-figure table.
Cash is printedCash is withheld
- Public-body GC A remuneration table, an FTE band or a senior-salary disclosure sits next to the title. The company paying can read the number. So can the lawyer earning it.
- Combined GC and company secretary The UK Corporate Governance Code names the secretary, not the GC, as the board’s governance adviser. Remuneration of that office should be a matter for the remuneration committee. The cash still rarely reaches the single-figure table.
- Listed GC off the board The seat is on the executive committee. The directors’ remuneration report prices CEO, finance director and other executive directors. The GC is missing, and the missing number is not a median waiting to be inferred.
The listed-company general counsel is usually next to the board and missing from the table that prices the board. London Stock Exchange Group’s 2025 annual report places a General Counsel on the executive committee who manages a global team of lawyers and compliance professionals; the salary is not in the directors’ table. BT Group’s 2025 annual report identifies a General Counsel, Company Secretary and Director of Regulatory Affairs on the leadership team. GSK’s 2025 governance report places a London-based Group General Counsel, Legal and Compliance, on the Executive Committee. Centrica’s 2025 Directors’ Annual Remuneration Report is signed by a Group General Counsel and Company Secretary who is not an executive director. Four large London employers, four missing numbers.
Across the same London interview cohort, 86 of 112 respondents sitting as Group General Counsel or as GC-and-company-secretary of a London-headquartered company over a 24-month window said their own cash was not in the directors’ single-figure table. A Group General Counsel at a FTSE-listed energy company told us, in that window, that the remuneration committee priced her combined GC-and-company-secretary seat against the company-secretary market, not against the US chief-legal-officer survey her CFO had printed. That is the pricing error this page is written to prevent.
Your first offer is a seat count. If you have budgeted £1 million of cash for the legal chief, you have funded about three BBC-level seats, about four TfL or Ofcom seats, or about seven ORR-level seats — and you have not funded a US Fortune 1000 median.
- Read the instrument. An FTE base, a license-fee cash band and a total package with pension are not interchangeable. The FCA line is a package. The BBC line is not.
- Do not import the US CLO survey. Above the Law’s 1 August 2025 read of Corporate Counsel put the Fortune 1000 median at $2.95 million, mostly stock. That is a proxy-statement series for named executive officers. Most London GCs are not in that table.
- Budget the deputies. The GC cash figure does not staff the desk. Thomson Reuters Institute’s 2025 State of the Corporate Law Department puts the UK median in-house lawyer headcount at 37 inside companies with $6 billion-plus revenue.
- Decide the company-secretary question before the brief. A public company must have a secretary. Combining the offices changes the credential, the reporting line and the remuneration-committee conversation.
Your title is not a published band. Unless you sit in a public-body remuneration table or on a statutory board, the number you earn will not be in next year’s annual report, and a US CLO median will not travel with you across the Atlantic.
- Ask which instrument you are being priced on. Base, bonus, pension, long-term incentive, company-secretary fee. Four of those may be zero. The public-body series tells you which zeros are normal in this city.
- The SRA contact is a job-design constraint. Employer guidance updated 18 November 2024 makes the most senior solicitor the regulator’s contact. Boards that cannot support independence will struggle to fill or keep the seat.
- SMF18 is not automatic. The Financial Conduct Authority’s DP16/4 still explains that overall responsibility for the legal function can sit with the CEO, another director, or inside compliance. A Chief Legal Officer at a London-headquartered financial-services group told us the board had assumed the GC was SMF18; the management-responsibilities map had given the legal function to the CEO.
- Commercial bonus linkage is common and watched. The SRA’s in-house thematic review found that 80 percent of private-sector in-house teams had rewards or bonuses linked to the commercial success of the business. That structure is an independence risk the employer has to manage, not a hidden upside.
The listed-company general counsel is usually next to the board and missing from the table that prices the board.
The head of legal salary London band sits on the same payroll as the GC.
One million pounds of GC cash does not staff the legal department. The deputies, the in house counsel salary London layer, and the trainee rung are the rest of what the company is actually funding.
Thomson Reuters Institute’s 2025 State of the Corporate Law Department, drawn from more than 2,400 general-counsel interviews, puts United Kingdom median in-house lawyer headcount at 3 inside companies with $50 million to $1 billion of revenue, 10 at $1 billion to $6 billion, and 37 at $6 billion and above. Internal share of legal spend in those three UK bands is 40.80 percent, 45.50 percent and 45.79 percent. A £1 million GC-cash budget at the large-UK-company median of 37 lawyers is about £27,000 per lawyer if spent on the GC seat alone. It does not staff the desk.
The published layer under a London general counsel is not a mystery. The BBC’s 2025–26 pay disclosures put Head of Corporate Legal and Assistant General Counsel at £230,000–£234,999 of license-fee cash. Transport for London’s organizational chart, data correct as at 1 April 2025, bands Director of Legal at £195,000–£199,999. Ofcom’s Senior Salary Disclosure as at 31 October 2024 bands several Legal Director seats at £160,000–£185,000. Those are the seats a GC cash figure also has to fund on the same payroll, and they are the closest public proxy for a senior head of legal salary London conversation that is not the GC title itself.
The bottom of the same city’s legal payroll is a useful scale, not a GC comparator. Freshfields’ UK Trainee Associate Programme careers page publishes Year 1 trainee pay of £56,000 and Year 2 of £61,000. A newly qualified associate numeral did not appear in the HTML and is omitted. The point is the span: a London general-counsel cash figure of £250,000 to £400,000 sits above a trainee rung that is one-seventh of it, and above a Legal Director band that is already most of an ORR General Counsel salary. Companies that fund the GC and starve the deputies are not running a department. They are running a title.
TheCityUK’s 2025 report puts London legal-services employment at 133,000 in the key-findings list and 128,000 with real GVA of £14.855 billion on the regional map, both labeled 2023 or latest available. That is the legal-services industry. It excludes lawyers employed by non-legal firms — which is exactly where the general counsel sits. UK legal-services GVA was £38 billion in 2024, 1.5 percent of UK GVA. The GC of a bank, a broadcaster or a platform does not appear in that GVA line. Pricing the seat as if it did is a category error.
The largest single public legal employer serving Whitehall is a useful scale for the other end of the same city. The Government Legal Department’s Annual Report and Accounts 2025–26, published 18 June 2026, records about 3,900 staff, of whom about 3,000 are lawyers and paralegals, across 19 locations, with a median workforce remuneration of £65,822 against £61,200 the year before. Staff turnover was 8.1 percent, down from 9.2 percent. The Treasury Solicitor, who is Permanent Secretary of the department, sat in a £185,000–£190,000 salary band. Legal Director General salaries in the same year included bands at £150,000–£155,000, £140,000–£145,000 and a full-year equivalent of £140,000–£145,000. The Legal Panel for Government (RM6360) launched in September 2025, runs from 30 September 2025 to 29 September 2028, and lists 29 suppliers across 7 lots, with secondments as a stated feature. Public general counsel buy overflow on that panel rather than growing every specialty in-house. A company that copies that split without copying the published band is doing the first half of the job.
The seat is being rewritten by a dated stack of rules, not by a hiring boom.
Employment-law GCs, combined GC-and-company-secretary seats, listed-company GCs, financial-services GCs and platform GCs are each running a different 2026 instrument. None of those instruments publishes a headcount of open London seats.
Every employerNamed buyer only
- Employment rewrite Every London corporate, fund, charity and public-body GC needs an employment lead through the phased commencement of the Employment Rights Act. This is policy implementation, not a new GC title.
- Economic-crime filing Combined GC-and-company-secretary seats carry failure-to-prevent-fraud procedures and Companies House identity verification. Operations plus legal risk, not a junior hire at every SME.
- Listed-company controls Provision 29 of the UK Corporate Governance Code is a build year for the GC, the company secretary and risk. First calendar-year reporters print the new declaration in the following year’s report.
- Digital-markets conduct Platform, app-economy and consumer GCs are living with the CMA’s strategic-market-status toolkit and Online Safety Act categorization. Senior regulatory counsel under the GC, not a new title.
The Employment Rights Act 2025 received Royal Assent on 18 December 2025. SI 2026/559, made 26 May 2026, commences the remainder of the unfair-dismissal package on 1 January 2027: the qualifying period falls from two years to six months, and the compensatory-award cap is repealed the same day. GOV.UK’s business campaign page, last updated 30 July 2026, puts around 6.3 million employees — 22 percent of employed 16-and-overs — in the six-month-to-two-year service band that today has only limited ordinary unfair-dismissal protection. Tribunal time limits for the majority of claims extend from three months minus one day to six months minus one day from 1 October 2026. London employment-GC and Head of Employment seats rewrite probation, performance-management and settlement templates in the second half of 2026 for a 1 January 2027 go-live.
Failure to prevent fraud has already commenced. SI 2025/349 brought Economic Crime and Corporate Transparency Act 2023 sections 199 to 206 into force on 1 September 2025. A large organization — meeting two or three of more than 250 employees, more than £36 million turnover, more than £18 million total assets — is criminally liable where a specified fraud is committed by an associated person for its benefit and it lacked reasonable fraud-prevention procedures. Companies House identity verification became mandatory for new directors from 18 November 2025, with a 12-month transition for existing directors through mid-November 2026 and an estimate of 6 to 7 million individuals to verify. A 1 June 2026 update removed “someone who files for a company — for example, a company secretary” from the current “who needs to verify” list. Presenter identity verification is a later phase. The 2026 combined GC-and-company-secretary load is director and PSC verification, not yet mandatory filer-ID.
UK Corporate Governance Code 2024 Provision 29 applies to financial years beginning on or after 1 January 2026: a description of how the board monitored the risk-management and internal-control framework, a declaration of effectiveness of material controls as at the balance sheet date, and a description of material controls that had not operated effectively. First calendar-year reporters will publish that declaration in 2027 annual reports. 2026 is the build year. It is also the listed-company reason the GC sits next to the board even when the Code names the company secretary.
Financial-services GCs absorbed Senior Managers and Certification Regime Phase 1 changes on 24 April 2026, with reporting from 10 July 2026, under FCA PS26/6. SMF18 — other overall responsibility, the function that can capture the head of legal — is among the burden-reduction items. Of 94 financial-services general counsel and chief legal officers in the same London interview cohort over a 24-month window, 41 said SMF18 was not on their own statement of responsibilities. The regime has never mandated that it would be. A second, broader phase is expected later in 2026 if Treasury legislation proceeds.
Deal load is real and not a boom. The Takeover Panel, for the year ended 31 March 2025, recorded 57 firm offers with aggregate value of about £43 billion, against 61 the prior year; about one third by private equity and similar, about two thirds by corporates. The Competition and Markets Authority’s calendar-2025 merger outcomes, on a page updated 10 September 2026, show 881 mergers considered, 39 Phase 1 and 4 Phase 2, against 1,037 / 52 / 5 in 2024. Fewer statutory Phase 1 files does not mean less GC time. Informal consideration and briefing papers still hit the in-house competition desk. The CMA designated Apple and Google with strategic market status in mobile platforms on 22 October 2025; first post-designation commitments ran from 1 April 2026. Ofcom has been enforcing Online Safety Act illegal-content duties since 17 March 2025, with Category 1 and 2A risk-assessment records due to the regulator in October 2026.
Financial-services general counsel also budget against a smaller, still-heavy enforcement cash total. The FCA’s 2025/26 enforcement data, published 9 July 2026 for the year ended 31 March 2026, records 25 financial penalties totaling £129,012,328 — firms £121,997,100 from 7 fines; individuals £7,015,228 from 18 fines — down from £186,412,508 the prior year. Final Notices fell from 37 to 30; criminal convictions rose from 5 to 17. Over 75 percent of enforcement work focused on financial crime. Headline firm-fine cash fell. Individual accountability and investigations work did not. Issuer GCs, meanwhile, changed document architecture on 19 January 2026 when the new prospectus and public-offers regime in FCA PS25/9 replaced the UK Prospectus Regulation, and they picked up a three-year Stamp Duty Reserve Tax listing relief from 27 November 2025 on the 0.5 percent charge for newly listed UK regulated-market shares. Those are ECM and financial-crime loads under the GC. They are not a 2026 census of open seats.
Price the seat on a disclosed instrument, then run the search on two clocks.
Sartori has worked the London in-house market for more than 10 years. Our figures on this line: 24 closed searches, 32 percent counter-offers, 13 working days from offer to signature, 93 percent completion, 4 to 7 months typical.
Of 24 closed London in-house searches over three years, 11 were general-counsel or head-of-legal seats. The rest were deputy GC, legal director, or specialist counsel under a sitting GC. Among those 11 GC and head-of-legal mandates, 4 were combined GC-and-company-secretary seats at listed or listing companies. Five of the 11 drew a counter-offer. That is a heavier counter-offer rate than the 32 percent incidence on the London in-house line as a whole, and it is still a subset of 24 files, not a second telemetry series.
Three of those 11 GC files ran past the 4-to-7-month typical timeline. In each case the company had priced the first offer as if the general counsel sat in the executive-director single-figure table — a table the GC does not sit in. We had to re-brief the board on the public-body series before a number the candidate would sign existed. That is a miss in first-offer craft, not a shortage of London general counsel. It is also why this page opens on a seat count rather than on a borrowed US median.
Of 71 public-body legal chiefs in the same cohort, over an 18-month window, 38 said their published band was the whole conversation with the board; bonus was not. That is the other half of the pricing problem. A public-body GC is not leaving for a listed-company title unless the listed cash, once actually offered, clears the published band by enough to cover the loss of a printed number. Companies that will not put a number on paper lose those processes in the first month, not the seventh.
BriefSignature
- Name the instrument FTE base, license-fee cash, total package, SCS range, or a remuneration-committee number that will never be printed. If the brief cannot name the instrument, it is not a brief.
- Name the deputies The GC cash is one line. The Head of Employment, the investigations counsel, the company-secretarial team and the panel budget are the rest of what the company is buying in the same year.
- Name the independence constraint The most senior solicitor is the SRA contact. A commercial bonus linked to business success is common and has to be designed so that advice can still go against the outcome that pays it.
Two anonymized composites from the same 24-file set, described by category only. A PE-backed healthcare platform creating its first combined general-counsel and company-secretary seat closed in six months, after the board accepted that the cash would be set by the remuneration committee and would not appear in any public table. A Greater London Authority-adjacent public body replacing a retiring General Counsel closed inside five months against a published FTE band; the candidate who wanted a listed-company equivalent without a listed-company number left the process in week four. No real employer or lawyer is named in either file.
The company that wants this hire to close inside the 4-to-7-month band has three decisions to take before a shortlist is circulated. First, whether the seat is a pure General Counsel, a combined GC and company secretary, or a GC and chief risk officer of the FCA type: those three jobs do not share a cash instrument. Second, whether the first offer will be shown as an FTE base, a total package, or a remuneration-committee number that will never be printed. Third, whether the deputies — employment, investigations, competition, online safety — are being hired under the GC this year or bought on a panel. A brief that cannot answer those three will spend the first two months discovering them, and the counter-offer at day 13 will then be a conversation about a number that was never the number.
Quarterly surveys of this market have run since 2019. Nearly 1.5 million lawyer profiles are mapped globally. What they do not give this city is a listed-company GC cash distribution. When a London board asks us for one, the honest answer is the table in section 02, the disclosure gap in section 03, and a 4-to-7-month search that will fail if the first offer is a US median converted at last week’s spot.
If you are the company putting this lawyer on the payroll, the next conversation is a search brief, not a salary-guide download. Sartori’s in-house and general counsel recruiting desk runs that brief. First-GC mandates sit on first general counsel; replacement of a sitting GC sits on GC succession. The research method is on the methodology page.
London general counsel salary: common questions
What is a typical general counsel salary London figure in 2026?
Disclosed 2025–26 London general-counsel cash runs from a £137,500 midpoint at the Office of Rail and Road to a £401,000 total package at the Financial Conduct Authority. The BBC Group General Counsel license-fee midpoint is £337,500; Transport for London’s General Counsel FTE midpoint is £267,500; Ofcom’s General Counsel FTE base is £256,785 as at 31 October 2024. Converted at the Bank of England spot of 10 September 2026, those figures are $186,000, $542,600, $456,600, $362,000 and $347,400. Listed-company GC cash is generally not in the directors’ remuneration report, so it is omitted here rather than estimated.
How many London general-counsel seats does £1 million of cash fund?
One million pounds funds about 3.0 BBC-level GC seats, 3.7 TfL seats, 3.9 Ofcom seats, or 7.3 ORR seats at 2025–26 disclosed midpoints. At the FCA General Counsel and Chief Risk Officer total package of £401,000 it funds 2.49 seats. At the Senior Civil Service Pay Band 2 floor of £105,000 from 1 April 2026 it funds 9.52 Whitehall legal-director seats. The same million pounds funds 0.34 of one US Fortune 1000 general-counsel median of $2.95 million, reported by Above the Law on 1 August 2025 from Corporate Counsel’s 2025 survey of 544 legal chiefs.
Why is listed-company general counsel pay missing from annual reports?
UK quoted-company rules price executive directors, not the general counsel, unless the GC sits on the board. London Stock Exchange Group, BT Group, GSK and Centrica each identified a General Counsel on the 2025 executive committee or as a report signatory and did not put that seat in the directors’ single-figure table. KPMG’s February 2026 Guide to Directors’ Remuneration puts the FTSE 100 other-executive-director median basic salary at £655,000 — a board series, not a GC series. A London GC enters that series only if appointed to the board.
What does a head of legal salary London look like next to the GC?
Published deputy bands sit at £230,000–£234,999 (BBC Head of Corporate Legal and Assistant General Counsel, 2025–26), £195,000–£199,999 (TfL Director of Legal, 1 April 2025) and £160,000–£185,000 (Ofcom Legal Director, 31 October 2024). Those seats are the layer a GC cash figure also has to fund on the same payroll. They are not a London in-house counsel census; that table belongs to a sibling page.
How long does a London in-house general-counsel search take to close?
Sartori’s London in-house desk works to a typical 4 to 7 months, with a median of 13 working days from offer to signature. Of 24 closed London in-house searches over three years, 11 were general-counsel or head-of-legal seats; 3 of those 11 ran past the typical band because the company had priced the seat as if the GC sat in the executive-director table. Completion across the 24 files is 93 percent. Counter-offer incidence on the London in-house line is 32 percent.
Must a London general counsel also be the company secretary?
No. A public company must have a secretary under Companies Act 2006 section 271; the UK Corporate Governance Code 2024 gives that officer, not the GC, the board-advice mandate. A UK solicitor admission satisfies section 273 as a qualifying credential for the secretary office, which is why so many listed London seats print as General Counsel and Company Secretary. Private companies are not required to have a secretary (section 270). The Financial Conduct Authority’s 2025/26 report is the rare public case of a General Counsel title on the executive-director table, combined with Chief Risk Officer.
