In-House Counsel Salary in London 2026

Incomes Data Research, publishing on 11 December 2025, put London legal-adviser median base at £66,934. That is the number a company still posts. It is not the number that hires the 2026 specialist seat.

The legal counsel salary London companies post is not a hiring number.

Incomes Data Research, on 11 December 2025, put London legal-adviser median base at £66,934. Across 750 structured interviews with London in-house counsel and hiring managers, companies that still post that 2025 median as a 2026 hiring number are not closing the mid-PQE specialist seat.

Lens 01 · Opportunity cost The City newly qualified floor is still double the posted in-house median.

The Lawyer, on 2 July 2026, recorded Magic Circle newly qualified London base still at £150,000, with Macfarlanes matching that figure from 1 July 2026. A company posting last year's legal-adviser median is bidding against that floor for the same 3-to-7 PQE lawyers. The posted number is not the competing number.

The number is real, the buyers are named, and the stall is the gap between them. Why it does not close is unpacked below.

What a London in-house counsel actually earns — and what a company posts.

Open on the dated survey, not on a national average. The London counsel seat has a published median. The general counsel desk, and all-lawyer London pay, live on sibling pages.

Incomes Data Research, in “In-house legal pay in 2025” published on 11 December 2025, measured employer-reported in-house base for the legal-adviser title at a London median of £66,934 against a UK median of £59,050. The London premium on that title is £7,884. The same survey put London in-house newly qualified median base at £57,000 (UK £44,263). Those are pay-survey medians of in-house employers, not job-board scrapes, and they are the public floor a company still copies onto a 2026 requisition.

Senior in-house is a different cell. IDR put heads of legal at a UK median close to £150,000, with some above £200,000, and recorded that senior in-house legal advisers typically receive a 12 percent bonus, a £7,000 car allowance and private medical insurance, with bonus levels broadly unchanged on the prior year. That head-of-legal cut is UK-wide, not a London-only series, and it is not this page’s thesis: London general counsel bands belong with the sibling London GC article. The counsel seat is the legal-adviser median.

National occupation earnings sit underneath, not on top. The Office for National Statistics Annual Survey of Hours and Earnings, provisional release of 23 October 2025, as cited by IDR, recorded median full-time annual earnings for solicitors and lawyers up 10.7 percent year on year against 4.3 percent for all full-time employees. The all-employee UK full-time median in that bulletin was £39,039. ASHE mixes private practice, in-house and public PAYE jobs across the UK; it is context for how legal earnings moved, not a London in-house counsel rate.

Sterling rungs a 2026 London counsel conversation actually uses — in-house newly qualified, Government Legal Department Grade 7 London spots, the UK legal-adviser median as a national check, and the top of the US-firm London newly qualified coverage. The London legal-adviser median and the Magic Circle newly qualified floor are cited in the decoder and the headline grid; they are not redrawn here.

Incomes Data Research, 11 December 2025; GLD FOI 25_036 (FY 2024–25); The Lawyer, 2 July 2026.

Public-sector London counsel cash sits inside the same sterling band as the IDR in-house medians. Government Legal Department FOI 25_036, dated 21 February 2025, posted London Grade 7 qualified-lawyer spot rates from 1 April 2024 at Level 1 £61,200, Level 2 £65,250 and Level 3 £67,273, with London Grade 6 at £74,000 / £77,500 / £81,000. Those are capability-based rates for Grade 7 and Grade 6 qualified solicitors, barristers and Chartered Legal Executives in GLD lawyer roles. They are not a private-sector median, and they are the dated public comparator a company should put next to its own posting.

Dollar figures on this page are arithmetic on those sterling sources, not a second pay survey. Converted at the Bank of England daily spot of sterling 0.7391 per US dollar on 10 September 2026 (£1 = $1.353), they sit on the scale below. A US parent comparing a London in-house counsel to a US metro band should use this conversion and then stop: US in-house metro bands live on the 2026 US in-house counsel salary page.

03 Who pays it

Who hires that lawyer now — and where the seat actually sits.

The in-house counsel seat sits inside the employer, not in a law-firm practice. The buyers who pay it in London are financial-services groups, other corporates, and a public legal machinery that is itself one of the largest legal employers in the country.

TheCityUK, in its 9 December 2025 legal-services report citing the Law Society, counted 43,811 in-house solicitors on the roll in England and Wales in 2025, up 8 percent on the prior year, and put the in-house share of the solicitor profession at about 25 percent. Most of those lawyers work in the private sector, concentrated in financial services. Major UK financial institutions are described in the same report as running in-house litigation teams of 15 to 40 people — a band, not a census. Women were 61 percent of the in-house community against 53 percent of practicing-certificate holders.

That on-the-roll count is not the same series as the Law Society Annual Statistics Report 2023, published 23 January 2025, which counted 35,738 solicitors working in-house as of July 2023 — 22 percent of 162,120 practicing-certificate holders. The SRA population table through July 2026 records 178,428 practicing solicitors and 7,674 registered foreign lawyers, with no in-house split on that page. Three definitions, three numbers; they are not a single growth rate. Sartori maps about 30,000 lawyers in London as a coverage file for search, not as a substitute for those regulator counts.

The Solicitors Regulation Authority’s in-house guidance, updated 18 November 2024, is the structural fact a paying company has to live with. The employer is not an SRA-authorized legal-services business; the solicitor remains personally regulated. For a commercial company the client is the organization, represented at the top by the board, not the instructing line manager. The Law Society’s in-house ethics framework, launched 14 May 2025 and iterated on 4 February 2026, describes in-house practice as general practice with a duty to know when to instruct external counsel, and records the protocol that the most senior solicitor should report to the chief executive (the Law Society cites the Association of Corporate Counsel: 79 percent of chief legal officers globally already do). Boards and HR directors cannot treat the lawyer as an ordinary employee on independence, conflicts, or “be commercial”: SRA employer guidance says they must not attach bonuses solely to completing a deal, must give legal access to decision-makers, and must not combine the solicitor role with a conflicting commercial one.

Who writes the paycheckWhere the counsel seat sits

  1. Financial-services groups Banks, insurers and consumer-finance platforms. Conduct, crime, credit markets and group M&A sit on the in-house desk, not only on a City panel.
  2. Other corporates Listed groups, scale-ups, construction and technology employers. Commercial contracts plus the 2026 employment, privacy and fraud overlay.
  3. Public legal desks Government Legal Department, Bank of England, FCA Legal Division, HMRC, CMA, NCA. Same qualified-lawyer labor market, different client and different cash.

Public buyers are not a footnote. The Government Legal Department’s Annual Report and Accounts 2025–26 describes a body of about 3,900 staff of whom about 3,000 are lawyers and paralegals, among the largest legal employers in the country. Its Always On lawyer campaigns draw 500 or more applicants a round and onboard 60 to 80 lawyers each cycle. The 2026–27 Business Plan, published with that report on GOV.UK on 18 June 2026, plans FTE of Advisory 1,827, Litigation 901, Commercial Law 273, Employment 189 and legal trainees 153, against total staff 3,843 and staff costs of £362.8 million of about £413 million net spend. Staff outside London rose 22 percent in the past year. The GLP trainee page (updated 14 April 2026) lists London trainee pay at GLD Year 1 £34,695 and Year 2 £39,645, with a Legal Officer grade at qualification and regrade to Grade 7 after one year PQE.

The Bank of England Legal Directorate, on Threadneedle Street, describes an in-house team of around 170, typically hiring at 1–4 years PQE (4+ for senior posts), and lists financial-services regulation, bank and payments, insolvency, litigation, employment, contracts, procurement, data protection and public-law advice to policy committees including the Prudential Regulation Authority. The team aims to do as much work as possible in-house. The FCA Legal Division’s London Commercial Lawyer posting named above is the dated public-band comparator at newly qualified to three years PQE: commercial contracts required; public procurement, data protection and technology legal issues beneficial.

Private-sector benches are large enough to name by type without turning this into a general counsel page. Legal 500 GC Powerlist United Kingdom Teams 2024 records a UK ring-fenced retail and commercial bank Legal & Secretariat of about 350 permanent colleagues, an international wholesale and retail bank London legal team of 70 (about 600 in Legal, Corporate Secretariat and Shared Investigative Services globally), and the 2025 UK list records a UK-headquartered universal bank legal team of 750 or more. Practice labels those pages actually print at counsel grade are credit and capital markets, group M&A, consumer legal, litigation and contentious regulatory, insurance and pensions, payments, data protection and ESG disclosure. Those are the files a 2026 in house counsel salary London posting is being asked to buy inside a bank, not a generic “corporate” catch-all.

Government Legal Department planned full-time equivalent by legal directorate in the 2026–27 Business Plan. Public legal demand is a staffing machine with its own grades; it is not a residual after private in-house hiring.

IDR's quiet hiring year and our four-to-seven-month specialist files are the same market.
On the stall
04 The stall

Why that number is not closing the search.

A quiet UK in-house hiring year and an unfilled London specialist seat are not a contradiction. They are two cuts of the same market.

Across 750 structured interviews with London in-house counsel and hiring managers, 118 of 186 respondents who sat as 3-to-7-year PQE counsel or as the general counsel hiring that band, over a 24-month window, said a posted cash band at or near the published legal-adviser median would not move them off a City seat. That is a cohort read of one segment inside the London interview program, not a second interview count.

The competing seat is not mysterious. Global Legal Post, on 29 May 2024, recorded Clifford Chance raising newly qualified London base from £125,000 to £150,000 effective 1 May 2024, following Freshfields and Linklaters; Legal Business the same day recorded A&O Shearman matching. US-firm London newly qualified bases were already at or above £170,000–£180,000 in that May 2024 coverage (Gibson Dunn and Quinn Emanuel cited at £180,000). Two years later the Magic Circle floor had not come down. The arithmetic on the IDR London legal-adviser median is a gap of £83,066, or 2.24 times the posted in-house median, before bonus.

Incomes Data Research, in the same 11 December 2025 survey, found recruitment and retention pressure for legal roles muted in 2025: only a small minority of surveyed organizations reported any difficulty hiring legal staff, and retention concerns were rare. That is a measured employer-survey finding for UK in-house as a whole. It does not measure whether a posted London counsel seat at the legal-adviser median closes against Magic Circle and US-firm laterals for a Consumer Duty, failure-to-prevent-fraud, employment-rewrite or privacy file. IDR’s quiet hiring year and our four-to-seven-month specialist files are the same market.

A general counsel at a UK ring-fenced retail and commercial bank put the internal logic without decoration: the number on the requisition was last year’s commercial-contracts band, and the shortlist that number produced was a queue of City newly qualified lawyers who opened the conversation and ended it when they saw the cash. A head of legal at a UK-listed insurer said the complementary sentence: a generalist contracts seat still fills at the median; the Consumer Duty evidence seat does not. Both are reported speech from named roles at described types of organization, not named people.

Thomson Reuters Institute’s 2026 State of the Corporate Law Department, released 16 April 2026 from a Q4 2025 survey read, found nearly half of general counsel citing staffing and resource constraints as the top barrier to delivering additional value, and 36 percent expecting overall outside-counsel spend to increase over the next year against 20 percent expecting a decrease. 86 percent of general counsel said legal is a significant contributor to business success against 17 percent of other C-suite executives. That sample is global, not London-only. Combined with the 2025 LDO finding that 86 percent of 2024 total legal spend still went to traditional law firms, it describes why a company under a flat budget keeps posting last year’s median and still sending the specialist file to the panel.

Stay in the CityMove in-house at specialist cash

  1. Remain in private practice Newly qualified and mid-PQE cash on the Magic Circle and US-firm London ladders. External clients, authorized-firm regulation, bonus on a different clock.
  2. Move at the posted median IDR legal-adviser cash, board as client, SRA personal regulation. The conversation that opens and then dies on the number.
  3. Move at specialist cash The seat that actually closes: employment, FS-conduct, financial crime or privacy, priced against City opportunity cost rather than against last year’s generalist median.
05 The file

The work a 2026 counsel salary is being asked to buy.

The posted number is hiring a 2024 generalist for a statute-and-supervision stack that landed between July 2024 and October 2026. Capital-markets reform has not refilled listing work.

The posted number is hiring a 2024 generalist for a 2026 statute stack. Employment Rights Act 2025 received Royal Assent on 18 December 2025. The GOV.UK timeline, last updated 25 August 2026, runs through 6 April 2026 (protective-award doubling, day-one paternity and unpaid parental leave, Statutory Sick Pay without Lower Earnings Limit or waiting days), 1 October 2026 (Employment Tribunal time limits to six months), 30 October 2026 (all-reasonable-steps harassment duty and third-party harassment), and January 2027 (unfair-dismissal qualifying period to six months, uncapped compensatory awards, fire-and-rehire protections). That is a mid-PQE employment-counsel seat inside London corporates and public bodies, not a newly qualified generalist.

Failure to prevent fraud has been in force since 1 September 2025 under the Economic Crime and Corporate Transparency Act 2023. Large incorporated bodies, subsidiaries, partnerships, large incorporated charities and incorporated public bodies are in scope; police forces and government departments are not. The Home Office guidance update of 10 October 2025 is a procedures-and-defense seat from commencement, not a spike that has already passed. Companies House mandatory identity verification became a legal requirement from 18 November 2025 for directors, persons with significant control and authorized corporate service providers — a company-secretarial overlay on existing corporate counsel through the confirmation-statement cycle, not a new title.

On the financial-services desk, Consumer Duty remains a 2025/26 supervisory priority. The FCA’s focus-areas page, updated 7 May 2026, says the Duty remains a priority under the 2025–2030 strategy and that the regulator is relying on it rather than writing new prescriptive rules. The outcomes-monitoring review of 27 July 2026 found a gap between management-information packs and action, with governing bodies required to review, challenge and agree actions (PRIN 2A.8 and 2A.9). That raises seniority and documentation load on the existing London FS legal desk; it does not, by itself, create a new headcount line.

Sortable — the 2026 London in-house counsel work program against the posted generalist salary. Commencement dates are from the statute, the instrument or the regulator page cited in Sources. Click a column header to re-rank.

Privacy is not a bolt-on. The Data (Use and Access) Act 2025 main data-protection and PECR reforms commenced 5 February 2026, with the controller complaints duty on 19 June 2026 (SI 2026/82). The Information Commissioner’s Office statement that day recorded new PECR powers including fines of up to £17.5 million or 4 percent of global turnover. Measured sanctions behind that seat: Capita combined £14 million on 15 October 2025 (Capita plc £8 million and Capita Pension Solutions £6 million after the March 2023 attack, 6.6 million people), and Reddit £14.47 million on 24 February 2026 for children’s privacy failures. A commercial-counsel posting that also wants UK GDPR and PECR is not an NQ generalist seat.

Listing reform is already two years old and has not restored IPO flow. UK Listing Rules replaced the Listing Rules sourcebook on 29 July 2024 (FCA PS24/6). Public Offers and Admissions to Trading Regulations and the PRM sourcebook came into force on 19 January 2026. Stamp Duty Reserve Tax UK listing relief has run from 27 November 2025 as a three-year 0.5 percent exemption for newly listed companies, costed by the OBR at −£25 million in 2025–26 to −£50 million a year by 2028–31. Official List commercial IPOs were still 14 in 2025 against 50 equity delistings. Q1 2026, as of March 2026, recorded 1 UK commercial IPO and 15 delistings, with the FCA calling IPO activity subdued; non-public-sector Official List bond issuance in that quarter was £79.3 billion against £56.6 billion in Q1 2025. EY-Parthenon IPO Eye, which includes AIM, counted 23 London listings raising £2.1 billion in 2025 — a different definition from the Official List 14, still low against historic levels. Debt and delistings are the live listed-company file; a first-time Main Market IPO is not.

Public M&A and disputes sit on the same counsel, not on a separate GC-only desk. The Takeover Panel Annual Report 2024/25 recorded 57 firm offers in the year ended 31 March 2025, aggregate value about £43 billion. The CMA, in calendar 2025, considered 881 mergers formally or informally, with 39 phase 1 and 4 phase 2 (2 cleared, 1 remedies, 1 blocked), down from 1,037 considered in 2024 (GOV.UK, updated 10 September 2026). The Commercial Court Report 2024–2025, published 25 March 2026, recorded 1,140 new claims across the London commercial courts, 609 in the Commercial Court itself, about 75 percent international. The Arbitration Act 2025 remainder came into force on 1 August 2025. In-house teams that themselves retain litigation need a named authorized supervisor after CILEX & Ors v Mazur & Ors [2026] EWCA Civ 369 (media summary 31 March 2026) and the SRA’s 24-page post-Mazur guide reported by the Law Gazette on 12 June 2026. A posted “counsel” salary that assumes a junior can run a reserved docket unsupervised will not close.

FCA enforcement in FY 2025/26, published 9 July 2026, recorded 30 Final Notices, 17 criminal convictions and financial penalties of £129,012,328 (firms £121,997,100 / individuals £7,015,228), with 127 open enforcement operations at 31 March 2026 and over 75 percent of enforcement work focused on financial crime. Cryptoassets Regulations 2026 (SI 2026/102, made 4 February 2026) set full commencement on 25 October 2027 with an authorization gateway in 2026. Those are FS-regulatory counsel files through 2027, not a reason to freeze 2026 headcount or to price the seat at last year’s commercial-contracts median.

06 Closing the search

How a company prices a seat that will actually fill.

Write the specialist file first. Then price it against City opportunity cost. A median copied from last year's survey is a generalist hiring number.

Two composites from the London in-house desk, described by category only.

A UK ring-fenced retail and commercial bank instructed a Consumer Duty and FS-conduct legal counsel at four to six years PQE. The original posting sat in a £72,000–£82,000 cash band copied from the prior year’s commercial-contracts cell. The first shortlist was City newly qualified lawyers who ended the process on the number. The company rebased the cash against Magic Circle opportunity cost, rewrote the brief as an outcomes-evidence seat rather than as “regulatory advisory,” and closed in six months — inside the 4-to-7-month envelope, on a file that had already failed once. That pattern is the six-of-fourteen reopened set, not a separate hunt.

A UK-listed industrial group instructed an employment counsel to take the Employment Rights Act through the 2026–27 wave. The head of legal wanted newly qualified cash. The process did not reach the City employment-associate pool at all. It closed with an in-house employment lawyer moving from another corporate, at a number above the IDR legal-adviser median and below Magic Circle newly qualified base. The uncomfortable read: a posted generalist number never meets the specialist market it thinks it is buying. We placed the seat. We did not convert a City associate at the original posting.

Three payers of a qualified London lawyer in 2026: the in-house counsel seat this page prices, the public Grade 7 comparator, and the City newly qualified floor the in-house seat bids against. Pay instruments are the sources named in each row.

Your exposure is a specialist file priced at a generalist median. Sartori’s London in-house desk has more than ten years on this search line; the 24 closed files are the ones that reached us after the first number had already failed.

  • Name the 2026 work. Employment rewrite, failure-to-prevent-fraud, Consumer Duty evidence, DUAA/PECR or listed-company delisting — pick the file. A “commercial counsel” title that wants all of them is four seats.
  • Price against City opportunity cost. The Magic Circle newly qualified floor is the competing number for the 3-to-7 PQE lawyers this stack needs. Last year’s legal-adviser median is not.
  • Do not bonus the deal close. SRA employer guidance of 18 November 2024 tells boards not to attach bonuses solely to completing a deal. A cash structure that conflicts with independence will not attract an SRA-regulated counsel, at any median.
  • Budget the counter-offer. London in-house counter-offer incidence on this search line is 32 percent. Specialist employers defend harder because replacement is a second 4-to-7-month clock, not a like-for-like swap.
  • Put a named supervisor on reserved litigation. Post-Mazur, the authorized individual is the constraint. If the docket is in-house litigation, say so in the brief before you post the cash.

You are not underpaid against a national occupation median. You are being asked to take a specialist 2026 file at last year’s generalist cash.

  • Separate the cells. IDR legal-adviser median, head-of-legal UK median, Magic Circle newly qualified base and GLD Grade 7 spots are different instruments. Compare the offer to the cell you actually sit in.
  • Read the client. In-house, the client is the board. SRA guidance of November 2024 is the independence rule you take with you; a “be commercial” reporting line that bonuses deal completion is a professional problem, not a cultural one.
  • Check the practicing certificate. Held-out in-house solicitors generally need one; some central-department roles sit in the Solicitors Act section 88 exemption. October 2026 is the bulk-renewal window.
  • Price dollars only at a stated spot. The conversions on this page use 10 September 2026. A US parent comparing you to a US metro band should use that date or declare another.
  • Test the market quietly. The London specialist bench is small. Our move-decision guide covers how to test a seat without putting the current one at risk.

Common questions about in-house counsel salary in London

What is a typical legal counsel salary London figure for 2026?

Incomes Data Research put London legal-adviser median base at £66,934 in its 11 December 2025 survey. That is the counsel seat, not the general counsel desk: London in-house newly qualified median base in the same survey was £57,000, and UK heads of legal sat close to £150,000. Converted at the Bank of England sterling spot of 10 September 2026, the London legal-adviser median is about $90,600. A company posting the median as a 2026 hiring number is posting last year's generalist rate against this year's specialist statute stack.

Why does a posted London in-house salary fail to close the search?

The Magic Circle newly qualified base is still £150,000 as of The Lawyer on 2 July 2026 — more than double the IDR London legal-adviser median. Of Sartori's 24 closed London in-house searches over three years, 14 were mid-PQE specialist seats; 6 of those 14 reopened after the first offer at the originally posted salary failed to clear. Incomes Data Research found muted UK in-house hiring difficulty in 2025. Those two facts sit together: generalist contracts seats still fill; the employment, financial-crime, Consumer Duty and privacy seats priced at the median do not.

Who hires London in-house counsel in 2026?

TheCityUK, citing the Law Society on 9 December 2025, counted 43,811 in-house solicitors on the roll, concentrated in the private sector and in financial services. Public buyers are large: the Government Legal Department reported about 3,000 lawyers and paralegals in its 2025–26 annual report; the Bank of England Legal Directorate runs around 170; the FCA posted a London commercial lawyer at £55,000–£67,000. This page is the counsel seat. London general counsel bands sit on a sibling article.

How does Magic Circle newly qualified pay compare with in-house counsel pay?

Magic Circle newly qualified London base remains £150,000 as of 2 July 2026; Quinn Emanuel's London newly qualified figure in the same coverage was £189,000. IDR's London in-house newly qualified median was £57,000 in 2025. The gap is the opportunity cost of asking a City lawyer to move in-house at the legal-adviser median, not a statement that every in-house seat must match Magic Circle cash.

What should a company budget above the IDR median to hire specialist counsel?

Sartori does not publish a second invented median. Across 750 structured interviews with London in-house counsel and hiring managers, 118 of 186 respondents in the 3-to-7 PQE band (or the general counsel hiring it) over 24 months said a posted band at the published legal-adviser median would not move them off a City seat. Budget the specialist cash against that City floor, and against a 32 percent counter-offer incidence once an offer is live.

How long does a London in-house counsel search take?

Sartori's London in-house desk works to a typical 4 to 7 months. Completion on the 24 closed files over three years sat at 93 percent, with a median of 13 working days from offer to signature. The stall is the posted number and the specialist brief, not the signature once the cash is right.

IDR medians are employer-reported in-house base for 2025. Magic Circle and US-firm newly qualified figures are announced private-practice bases. Official List IPO and delisting counts are FCA commercial-company figures, not AIM; EY-Parthenon is labeled wherever AIM is included. USD conversions use Bank of England sterling at 0.7391 per US dollar on 10 September 2026. Thomson Reuters LDO and 2026 general-counsel survey percentages are global samples, not London cuts. GLD spot rates are FY 2024–25 London Grade 7 and Grade 6 lawyer rates from FOI 25_036. Law Society 35,738 (July 2023 PC holders), TheCityUK 43,811 (2025 on the roll) and SRA practicing-solicitor counts are different definitions and are not a single series. Legal 500 team sizes are published directory figures; employer names are withheld in the prose.

Our own numbers — the London interview cohort, the in-house mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page. Sartori & Partners maps nearly 1.5 million lawyer profiles globally, with quarterly market surveys running since 2019.

Pricing a London in-house counsel seat that will actually fill?

We run London in-house search for general counsel, chief legal officers and heads of HR, and we are as willing to say a posted band cannot hire the 2026 file as to open a mandate. Confidential, no obligation.
