General Counsel Salary in Dublin 2026: how many seats €1 million funds.

A dated cash figure in euro and dollars first, then who pays it. The semi-state earnings line and the June 2026 grades are the measurable Dublin series, because listed, lessor and fund general-counsel cash is mostly unpublished.

€1 million of 2026 cash is a count of printed Dublin seats.

The question a Dublin board can answer from public paper is how many printed legal-chief seats one million euro funds, at the European Central Bank reference rate of 6 October 2026.

A 2026 general counsel salary Dublin figure a board can check is €191,900, the Director of Legal Affairs salary in RTÉ’s 2025 leadership-team table. Sartori maps 3,000 lawyers in Dublin. That file records title and employer. Cash sits outside it. The amounts a board can read are a semi-state earnings line, a civil-service scale, and a Central Bank grade.

What a 2026 general counsel salary Dublin cash figure funds

Local currency first, dollars at the 6 October 2026 reference rate, then how many such seats one million euro buys. Each row is a printed instrument.

There is no single published 2026 average for a Dublin general counsel that survives a source check. What can be dated, converted and divided is the cash an Irish instrument prints next to a legal-chief title, or next to the grade a legal chief is sometimes paid on. The European Central Bank’s reference rate for the US dollar, series EXR.D.USD.EUR.SP00.A, was €1 = $1.1269 on 6 October 2026. The ECB states that reference rates are for information only. Every dollar column below uses that rate, rounded to the nearest $100.

Seat counts are €1,000,000 divided by the printed euro, shown to two decimals. The only Dublin legal-chief title with a 2025 earnings line is a broadcaster’s Director of Legal Affairs.

Pension of €21,109 sits inside the €214,319 total. Allowances in that row were nil. Other payments were €1,310. Salary €191,900 plus pension €21,109 plus other €1,310 equals the total. A euro salary of €191,900 is not a New York total, and the pension sits in a separate column of the same table. RTÉ’s news report of 22 July 2026 gives the salary and the total. The annual report gives the split.

Central Bank Director point 1 on the June 2026 column is €221,199. That is €6,880 above the RTÉ total, and it is a staff-scale point, not a legal-chief title. Head of Division point 5 on the same column is €193,214, within €1,314 of the RTÉ salary. The Central Bank’s Annual Report 2025 records a Governor salary of €342,239, against €331,369 in 2024. At €1 = $1.1269 that 2025 salary is $385,700, and €1 million funds 2.92 of those Governor salaries. The report prints that salary and no General Counsel salary.

03 Who pays it

Four buyers print four different kinds of number.

A semi-state broadcaster, a civil-service grade, a state-agency or listed-bank legal chief, and a lessor or fund manager are four different payrolls. The lawyer is in-house in each case.

01

Semi-state broadcasters

RTÉ prints a Director of Legal Affairs salary and a total in the 2025 leadership-team table. That is the Dublin legal-chief title with a number beside it.

02

Civil service and the Central Bank

Principal Officer, Assistant Secretary and Secretary General Level III are 1 June 2026 scales. Head of Division and Director are June 2026 Central Bank grades.

03

The NTMA and listed banks

The NTMA names a Chief Legal Officer and publishes workforce bands. Bank of Ireland's 2025 Pillar 3 disclosure caps variable pay at €20,000 and does not print a General Counsel salary.

04

Lessors and fund managers

Aircraft lessors and Irish-resident fund managers employ the general counsel whose euro cash is negotiated. The industry releases print assets and employment, not the salary.

Dublin held 8,827 of 12,961 practicing certificates at the end of 2025. The Law Society of Ireland’s Snapshot of the Solicitors’ Profession 2025, published 8 June 2026, records those figures: Dublin was 68 percent of the certificates, and 4,134 sat outside Dublin. In-house solicitors were 3,442, 27 percent of the certificate total: 2,911 in the private sector and 531 in the state and public sector. None of those counts is a count of people titled General Counsel.

The disclosure pattern splits by buyer. RTÉ prints the Director of Legal Affairs. The NTMA Annual Report 2025 places a Chief Legal Officer on the executive management team at 31 December 2025 and does not give that seat its own pay line. Employee short-term benefits above €50,000 appear in €25,000 bands. The 2025 table includes 158 employees at €50,001 to €75,000, 28 at €175,001 to €200,000, 18 at €200,001 to €225,000, 7 at €225,001 to €250,000, and 1 at €475,001 to €500,000. The Chief Legal Officer is not identified inside any band.

Bank of Ireland Group’s Pillar 3 remuneration disclosure for the year ended 31 December 2025 caps variable pay at €20,000. The disclosure describes the cap as a constraint on senior packages. It does not publish a General Counsel salary. A listed Dublin general counsel can be named in a governance narrative and still be absent from the pay table.

Cash is printedCash is withheld

  1. Named earnings line A leadership-team title, a salary, and a total beside it. The company paying and the lawyer earning can both read the number.
  2. Grade or band A civil-service scale, a staff-grade point, or a workforce band of €25,000. The title may be on the page. The person’s cash may only be inside the band.
  3. Title, no single figure The legal chief is on the executive team, or is not in the pay disclosure at all. The missing number is not a median to be inferred.

Of 41 public-body and semi-state legal chiefs in the cohort of 250 structured interviews, over an 18-month window, 19 said the published grade or the leadership-team earnings line was the whole conversation with the board. That is the public-sector shape next to the printed series. A general counsel at a state agency put the same point on a live file, in that window:

The board already had the printed scale. The conversation was whether the seat was that scale, not whether a dollar survey could replace it.

Your first offer is a euro cash cost. At the employer PRSI rate in force from 1 October 2026, a salary of €191,900 carries €21,877 of employer PRSI, and the cash cost before the pension already in the RTÉ total is €213,777.

  • Read the instrument. An RTÉ salary, an RTÉ total, an Assistant Secretary point and a Central Bank grade are four different numbers. The decoder counts seats. It does not pick the instrument for you.
  • Add employer PRSI at the current rate. From 1 October 2026 the Class A employer rate is 11.40 percent where weekly pay exceeds €552. On €191,900 that is €21,877, rounded to the nearest euro. KPMG Ireland, on 6 October 2026, records the prior rate as 11.25 percent.
  • Do not treat the €20,000 variable-pay cap as a general-counsel package. Bank of Ireland’s 2025 Pillar 3 disclosure states the cap. It is a restriction on variable pay, not a salary for the legal chief.
  • Keep the secretary question on the brief. Companies Act 2014, section 129, requires every company to have a secretary. Combining that office with the general counsel changes the role the remuneration conversation is about.

On a €10,000 slice above the 2026 thresholds, the employee keeps €4,765 before unused credits. The three rates on that slice, from 1 October 2026, add to 52.35 percent.

  • Know which euro is the offer. A salary of €191,900 and total earnings of €214,319 are both RTÉ figures for 2025. Pension of €21,109 and other payments of €1,310 sit in the gap. Allowances were nil.
  • The marginal slice is arithmetic, not a headline rate. Revenue’s 2026 chart taxes a single person’s first €44,000 at 20 percent and the balance at 40 percent. KPMG Ireland’s page of 6 October 2026 puts USC at 8 percent above €70,044. Employee PRSI is 4.35 percent from 1 October 2026. On that slice, 40 + 8 + 4.35 is 52.35 percent, which is €5,235 of €10,000.
  • A published grade can be the whole conversation. 19 of 41 public-body and semi-state legal chiefs in the same cohort of 250 said so, over 18 months.
  • Ask where the legal function sits on the responsibilities map before the cash conversation starts. A general counsel at an Irish-authorized fund manager described that order on a recent mandate.

The board asked whether the legal chief was a pre-approval controlled function. The responsibilities map gave the legal function to the chief executive. The cash conversation started after that.

A euro salary of €191,900 is not a New York total, and the pension sits in a separate column of the same table.

04 The desk

The printed ladder under a Dublin general counsel is a grade scale.

One million euro of general-counsel cash does not staff the legal department. Principal Officer, Assistant Secretary and the employer-PRSI wedge are the rest of what the company is funding.

The rungs under and beside the one legal-chief earnings line are public grades. Principal Officer runs from €108,152 to €133,775. Assistant Secretary runs from €171,517 to €196,205. The RTÉ Director of Legal Affairs salary of €191,900 sits beside that Assistant Secretary scale, on a different employer.

Printed cash under and at the one legal-chief earnings line. Grades and the RTÉ salary, in thousands of euro.

Circular 22/2026 from 1 June 2026; RTÉ Annual Report 2025.

Employer PRSI on that salary is €21,877. The Department of Social Protection’s Class A table sets the employer rate at 11.40 percent from 1 October 2026 where weekly earnings exceed €552. KPMG Ireland’s rates page of 6 October 2026 records the step up from 11.25 percent. Eleven point four zero percent of €191,900 is €21,876.60, which rounds to €21,877. Add that to the salary and the cash cost before pension is €213,777. The pension of €21,109 is already inside RTÉ’s €214,319 total. It is not inside the €21,877.

The employee’s marginal slice is a different sum. Revenue’s chart for 2026 taxes a single person’s first €44,000 at 20 percent and the balance at 40 percent. KPMG Ireland, on 6 October 2026, puts the USC rate at 8 percent above €70,044. Employee PRSI of 4.35 percent applies from 1 October 2026. On €10,000 already above both thresholds, income tax is €4,000, USC is €800 and employee PRSI is €435. The three charges are €5,235. The employee keeps €4,765 before unused credits.

What a €10,000 slice above the 2026 single-person thresholds becomes, from 1 October 2026. Income tax, USC and employee PRSI, then what remains before unused credits.

05 The 2026 load

The seat is being rewritten by leasing, funds, privacy and accountability rules.

A Dublin general counsel in 2026 is running one of four loads: an aircraft book, a fund book, a cross-border privacy file, or an accountability map. None of those instruments publishes a salary.

Operating companyRegulated buyer

  1. Leasing book Irish-based aircraft assets, a payroll the statistics office counts, and counsel under the general counsel who signs the policy. The release does not price the seat.
  2. Fund book Irish-resident funds at a multi-trillion asset scale. The legal chief sits next to the manager, the depositary questions and the board pack.
  3. Privacy file Cross-border complaints and fines that are administrative until a court confirms them. A privacy lead under the general counsel, and a general counsel who owns the map.
  4. Accountability map Conduct standards and a responsibilities statement. The legal function may sit with the chief executive. The cash conversation starts after that map is agreed.

Irish-resident funds held €6.1 trillion at the end of the second quarter of 2026. The Central Bank of Ireland’s investment-fund release of 28 August 2026 puts that stock €580 billion above the previous quarter. The release does not contain a general-counsel salary.

The Central Statistics Office, on 13 August 2025, put aircraft-leasing assets in Ireland at €268 billion at the end of 2024, employment at 3,005, and total earnings in the industry at €620 million. Those earnings are the industry’s wage bill, not a general-counsel package. Dublin-based lessors sit inside that industry. The release does not name a legal-chief salary.

The Data Protection Commission’s Annual Report 2025, published 30 June 2026, records 16,160 new cases, 45 percent more than in 2024, and administrative fines of just over €530.77 million, including April 2025 TikTok fines totalling €530 million. A privacy lead under a Dublin general counsel is working that docket. The report does not price the seat.

The Central Bank’s Individual Accountability Framework page records Conduct Standards in force since 29 December 2023, Fitness and Probity certification from 8 January 2024, the senior executive accountability regime for in-scope executive pre-approval controlled functions from 1 July 2024, and the same regime for non-executive directors of in-scope firms from 1 July 2025. No published line on that page requires the general counsel to hold a named pre-approval function. The responsibilities map can still give the legal function to the chief executive, which is the order the fund-manager general counsel described above.

Companies Act 2014, section 129, requires every company to have a secretary. Directors appoint that officer and have to be satisfied the secretary has the skills or the resources the role needs. A sole director cannot also be the secretary. Combining the office with the general counsel is a brief decision, not a pay band.

06 Closing the hire

Price the seat on a printed instrument, then run two clocks.

The Dublin in-house line keeps its own clock. The firm-wide GC and CLO clock is the placement record since 2017. The first offer has to name a printed euro instrument before either clock starts.

Of 15 closed Dublin in-house searches over three years, 9 were general counsel, group head of legal or associate general counsel, and 6 were specialist counsel. Completion across the 15 is 93 percent. The median from offer to acceptance on the line is 14 working days. The desk has been in this market for five years, and a typical general-counsel file runs 4 to 7 months.

Counter-offer incidence on the line is 30 percent. 4 of the 15 produced a same-employer cash match. Of the 9 general-counsel-grade files, 4 opened with the company asking whether a solicitor two to four years qualified could cover the desk. 3 of the 9 were recast downward in title after the first shortlist. Those three still closed. They took the full seven months. The recast is the part of the record that does not flatter the desk: the cheaper title stayed in the brief after the shortlist was already out.

BriefSignature

  1. Name the instrument A printed salary, a total-earnings line, a civil-service point, or a euro base plus a cash bonus that will never be in the annual report. A brief that cannot name the instrument is not ready to leave the board.
  2. Name the tax wedge Employer PRSI on the way in. Income tax, USC and employee PRSI on any slice above the thresholds. A dollar total that ignores both will be rewritten.
  3. Name the map Where the legal function sits, whether a pre-approval controlled function is in play, and who keeps the company-secretary office. Cash comes after that page is agreed.

Two files from the same set of 15, described by category only. A funds management company in Dublin hired its general counsel, combined with chief compliance officer, in five months, after the board held the seniority the pre-approval role required. An Irish-listed manufacturer stalled an internal promotion for eleven weeks, then ran an external general counsel search that used the rest of the seven-month window. No employer and no lawyer is named.

Since 2017, Sartori & Partners has completed 400+ placements (230+ in-house), 52 of them general counsel or chief legal officer. The firm-wide GC and CLO shortlist is 24 days, and the firm-wide median to an accepted offer is 11 weeks. Acceptance on those searches is 96 percent. Retention is 97 percent at 12 months and 91 percent at 24 months. Retained GC, CLO and CCO searches carry a 12-month guarantee. The fee is retained only, 25 to 30 percent of first-year total compensation, and the retainer is 30 percent of the fee. The global map covers 1,480,000+ lawyers.

The company putting this lawyer on the payroll can start with a search brief. Sartori’s in-house and general counsel recruiting desk runs that brief. A first general counsel sits on first general counsel. Replacement of a sitting general counsel sits on GC succession. The research method is on the methodology page.

Dublin general counsel salary: common questions

What is a 2026 general counsel salary Dublin figure a company can actually read?

RTÉ’s Director of Legal Affairs salary was €191,900 in 2025, and total earnings were €214,319. The annual report for the year ended 31 December 2025 splits that total into salary €191,900, pension €21,109, allowances of nil and other payments of €1,310. RTÉ reported the salary and the total on 22 July 2026. At the ECB reference rate of €1 = $1.1269 on 6 October 2026, those amounts are $216,300 and $241,500. Assistant Secretary pay from 1 June 2026 is €171,517 to €196,205. Listed and lessor general-counsel cash is mostly unpublished, so it is omitted here rather than estimated.

How many Dublin seats does €1 million of cash fund in 2026?

One million euro funds 5.21 Director of Legal Affairs salary seats at €191,900. The same million funds 4.67 seats at the RTÉ total of €214,319, 5.10 at the Assistant Secretary cap of €196,205, 5.18 at the Central Bank Head of Division point of €193,214, and 3.95 at Secretary General Level III of €252,970. It funds 0.38 of one US Fortune 1000 general-counsel median of $2.95 million, reported by Above the Law on 1 August 2025 from a survey of 544 legal chiefs. At €1 = $1.1269 that median is €2,617,800.

What does Irish employer PRSI add to a general-counsel salary?

Employer PRSI of 11.40 percent from 1 October 2026 adds €21,877 to the €191,900 salary. The Department of Social Protection’s Class A table sets that employer rate, and an employee rate of 4.35 percent, where weekly earnings exceed €552. The €191,900 salary clears that weekly threshold. Cash cost of the salary plus employer PRSI, before the pension of €21,109 already inside the RTÉ total, is €213,777. On a €10,000 slice above the 2026 single standard-rate band of €44,000 and above the USC threshold of €70,044, income tax at 40 percent, USC at 8 percent and employee PRSI at 4.35 percent take €5,235 and leave the employee €4,765 before unused credits.

How long does a Dublin general-counsel search take to close?

Sartori’s Dublin in-house desk typically closes in 4 to 7 months, with 14 working days from offer to acceptance. The desk has worked this market for five years. Of 15 closed Dublin in-house searches over three years, 9 were general-counsel grade and completion on the 15 is 93 percent. Counter-offer incidence on the line is 30 percent: 4 of the 15 produced a same-employer cash match. Firm-wide, the GC and CLO median to an accepted offer is 11 weeks and the GC and CLO shortlist is 24 days, on the firm’s placements since 2017.

Must a Dublin company appoint a company secretary?

Section 129 of the Companies Act 2014 requires every Irish company to have one secretary. The directors appoint that officer, may remove the officer, and have to be satisfied the secretary has the skills or the resources the role needs. A sole director cannot also be the secretary. Combining the office with the general counsel changes the role the remuneration conversation is about. A UK public company must have a secretary who meets a statutory qualification list. The Irish section requires the office and the skills check.

Where does a listed Dublin general counsel appear in the pay report?

The NTMA’s 2025 report places the Chief Legal Officer on the executive team and prints staff cash in €25,000 bands. The Chief Legal Officer is not a separate named pay line. Bank of Ireland Group’s Pillar 3 remuneration disclosure for the year ended 31 December 2025 caps variable pay at €20,000 and does not publish a General Counsel salary. The printed legal-chief series on this page is the RTÉ leadership-team table, not a listed-bank single figure.
