General counsel salary in Ireland 2026: fund the seat, not the NQ.
The published Ireland general-counsel cluster sits in the mid-€100,000s on a thin sample. The figure a company is tempted to fund is a Dublin newly qualified solicitor. That is the wrong substitute.
Two prices. One of them is the discarded candidate.
PayScale's Ireland General Counsel series, last updated 20 November 2025, averages €122,449 base on six profiles. That published general counsel salary Ireland cluster is the number a company sees; the number it is tempted to fund is a Dublin newly qualified solicitor at €75,000.
In the same Dublin interview cohort, 58 of 81 respondents sitting as general counsel, head of legal or associate general counsel at multinational, funds or Irish-listed employers over a 24-month window said the first number a finance or HR counterpart put on a GC brief was Dublin newly qualified cash. The cheaper lockstep is the wrong seat.
The published cluster, the NQ substitute and the 2026 rule stack are three different numbers. The cash instruments are unpacked below.

The general counsel salary Ireland table a company should fund
Four public instruments describe Ireland in-house cash in 2026. They do not describe the same seat. Read the instrument before you read the euro figure.
PayScale's Ireland General Counsel series, last updated 20 November 2025, averages €122,449 base on six profiles, with an interquartile of €98,000 to €153,000 and reported bonus of €0 to €58,000. That is a measured cluster of self-reported title cash. It is not a seniority ladder, and it is not a sample of international-scope EMEA general counsel packages. A company that treats the average as a ceiling will underfund the seats that actually sit on a Central Bank map or a Data Protection Commission file.
ERI / SalaryExpert, dated 26 August 2026, models Ireland in-house counsel — the same modeled levels appear on its legal-counsel page — at an average gross of €121,101 plus an average bonus of €7,993. Entry at one to three years is €83,552; senior at eight years plus is €138,932. The senior band is the one a company should put next to a GC brief. It already sits well above Dublin newly qualified cash, and it still overlaps the top of a first-year lockstep more closely than a multinational employer should infer.
Legal Cheek IE's A&L Goodbody table, dated 9 January 2026, publishes Dublin newly qualified cash at €75,000, with first-year trainee €42,000 and second-year trainee €46,000. Arthur Cox's table on the same date also lists NQ €75,000, with trainees at €46,000 and €48,000. A&L Goodbody's own careers page says only “Top of the market salary” and lists benefits — FE-1 fees, PPC salary, exam bonus, Law Society fees, a discretionary Christmas bonus, a PRSA contribution — without a euro figure. The NQ number a company quotes in a GC budget meeting is career-press, not a firm announcement. It is still the number that opens too many of those meetings.
Public-service legal cash is a published scale, and it sits in the same euro neighborhood as the GC cluster. Fórsa republishes Department of Public Expenditure and Reform civil-service PPC scales effective 1 June 2026: Principal Officer €108,152 to €133,775 (LSI2); Assistant Secretary €171,517 to €196,205; State Solicitor and Prosecution Solicitor €41,521 rising to €103,576 (LSI2). The Oireachtas staff table, updated 10 March 2026, lists Advisory Counsel Grade III at €82,337 to €116,075 and Principal Officer (Standard) at €107,081 to €132,450. These are graded public posts. They are not a US-headquartered platform's EU legal lead, and they are not a funds ManCo dual GC and chief compliance officer. They are the honest public floor against which a private GC table looks expensive — and against which it should still be funded.
A fourth public cash sample sits underneath all three and is easy to confuse with the NQ headline. PayScale's Dublin solicitor series, last updated 12 January 2026, averages €69,209 base on 14 profiles, with a 10th-to-90th band of €31,000 to €92,000. Entry-level solicitor total compensation averages €44,338; early career (one to four years) averages €49,576. That is a mixed private-practice and in-house solicitor sample, not Big Six lockstep and not a GC table. It is the number a finance counterpart sometimes produces when asked what “a Dublin solicitor” costs. It is lower than the published NQ figure, which is already the wrong substitute. Using it as a GC budget is two errors stacked.

The buyers are companies. The NQ factory is not the employer.
The 2026 Ireland general-counsel seat is an in-house job. Law firms mint the newly qualified solicitor a company is tempted to substitute. They do not pay the GC table.
The Law Society of Ireland's Snapshot of the Solicitors' Profession 2025, published 8 June 2026 for year-end 31 December 2025, counts 12,961 practising certificates. In-house holds 27 percent of them: 3,442 solicitors, of whom 2,911 sit in the private sector and 531 in State or public bodies. Dublin holds 8,827 practising certificates, 68 percent of the file. The Gazette's April 2025 in-house series already had the share climbing from 25.9 percent in 2022 to 26.6 percent in 2023 and 27.2 percent in 2024. The table grows because work moved inside companies, not because a single statute created a one-year spike.
Sartori & Partners maps nearly 1.5 million lawyer profiles globally, with quarterly market surveys running since 2019. The Dublin coverage file is how a shortlist of in-house general counsel, heads of legal and associate general counsel is built: roughly 3,000 lawyers, with admission and employer recorded. It does not record pay — which is why the euro figures on this page are the public samples, not a proprietary band.
IDA Ireland's Annual Report 2025 records 323 investments associated with 15,319 jobs, 78 new-name investments, and client employment of 312,468. H1 2026 added 190 investments and 10,410 jobs, including Anthropic's 200 Dublin roles, Rippling's 150, Novo Nordisk's €432 million Athlone expansion, Qualcomm's €125 million Cork AI investment, and OpenAI's Dublin EU headquarters. Those are the employers that fund Ireland-seated EMEA legal, privacy and commercial counsel. A UK general counsel table is a different market and a different page.
Irish Funds' Why Ireland 2026 brochure puts Irish-domiciled fund net assets at €5.5 trillion in 2025, with €436 billion of net sales, 610 promoters of Irish-domiciled funds, and about 20,000 funds and asset-management professionals across 195 companies. Central Bank frontier statistics, updated 8 December 2025, put Irish-domiciled ETF assets at €1.84 trillion in September 2025. William Fry's M&A Full Year Review 2025, dated 11 February 2026, counted 524 Irish deals worth €19.5 billion. The Irish Times, 27 July 2026, put H1 2026 at 237 transactions and €33.2 billion of value, led by Intel's €12.3 billion Fab 34 stake, Dubai Aerospace's €5.9 billion acquisition of Macquarie AirFinance, and Salesforce's €3.1 billion purchase of Fin. Deal flow loads the in-house desk and the Big Six panel at the same time. It does not mint a newly qualified substitute for the person who owns the map.
The titles those buyers actually fund are not NQ titles. The Legal 500 GC Powerlist Ireland 2025, used here as a landscape of seats rather than as a named census, runs Group Head of Legal at a State electricity utility, General Counsel at a global aircraft lessor, VP and Associate General Counsel and Head of Data Protection at a US social-media Irish entity, General Counsel and Chief Compliance Officer at a funds ManCo, and Group General Counsel and Company Secretary at an Irish-listed food group. The Association of Corporate Counsel's Europe chapter describes itself as a peer community of more than 3,300 in-house legal professionals; Ireland sits inside that chapter. It is a professional association marker, not a job board, and it is the company of people a 2026 Ireland general counsel actually keeps.
The largest legal workplaces mix the Big Six with public and bank in-house desks. At 31 December 2025 the Snapshot ranked A&L Goodbody at 399 practising solicitors, Matheson at 370 and Arthur Cox at 344. The in-house markers on the same top-twenty list — the Chief State Solicitor's Office, the Legal Aid Board, the Office of the Director of Public Prosecutions, the Central Bank of Ireland and Allied Irish Banks plc — are charted below. Those public and bank desks absorb solicitor volume and set a public cash floor. They are not the multinational GC seat. They are proof that in-house legal employment in Ireland is a labor market, not a side door.
| Buyer | Typical seat | Owned in-house | Still on the panel |
|---|---|---|---|
| US and other multinational operating companies | EMEA or Ireland general counsel, associate general counsel, VP Legal, head of privacy | Commercial contracts, EU establishment, DPC-facing privacy, AI Act Article 50, employment | Peak-load M&A, litigation, funds establishment where the group is also a promoter |
| Funds, ManCos, depositaries, administrators | Head of Legal — Funds, GC and chief compliance officer dual seat, product counsel | UCITS/AIF product, promoter queries, Central Bank correspondence, SEAR maps where in scope | Fund establishment, depositary opinions, prospectus liability at peak calendar |
| Aviation lessors and airlines | General counsel at the lessor; group chief legal and regulatory officer at the airline | Asset-finance documents, Cape Town, novations, sanctions screens, board secretariat | Large portfolio M&A and cross-border enforcement |
| Irish-established technology platforms | Associate general counsel and head of data protection; Ireland site lead | GDPR one-stop-shop, DPC investigations, commercial, AI transparency from 2 August 2026 | Competition filings, large litigation, specialist counsel overflow |
| Life sciences and manufacturing FDI | Legal director or VP Legal, often Cork or Athlone as well as Dublin | Manufacturing, product, commercial, site expansion, inbound FDI screening on the buy side | Licensing, patent, and large M&A |
| Indigenous listed and State companies | Group general counsel and company secretary; chief legal officer at utilities | Governance, listing rules, employment, energy or retail regulation, panel management | Takeovers, major projects, inquiries |
We had budgeted the EU legal lead against Dublin solicitor bands.
The 2026 desk is a calendar, not a contracts volume.
A company that prices the seat as commercial contracting plus a cheaper junior is pricing last year's work. The instruments that actually sit on an Ireland GC in 2026 are dated, live, and senior.
A contracts volumeA named responsibility
- Commercial file Drafting and negotiating third-party contracts, M&A support, employment, company secretarial. Necessary, and no longer sufficient on its own.
- Regulatory map DORA incident reporting, SEAR statements of responsibilities, FDI screening notices, CSRD scoping. The GC owns the clock.
- Attestation DPC-facing privacy, AI Act Article 50 transparency, pay-setting explanations under the forthcoming Irish pay-transparency rules. A name on a filing.
The Gazette's 9 March 2026 “Thrive to survive” piece records that 50 percent of private-sector in-house solicitors reported working on commercial matters in 2025, up from 41 percent in 2023. Data protection, AI, cybersecurity, regulatory compliance, commercial contracts, M&A and dispute resolution are the new-work labels the same survey names. Financial services, manufacturing, technology and life sciences are the demand sectors. Commercial work is the spine. It is not the whole desk.
The Central Bank of Ireland states that the Digital Operational Resilience Act has been in application since 17 January 2025. Irish implementing regulations designate the Central Bank as competent authority (S.I. 12/2025 and S.I. 20/2025); credit unions are deferred to 17 January 2028. Major ICT-incident reporting to the Central Bank portal has been obligatory since the same January date. A bank, insurer, funds ManCo, investment firm or lessor in scope needs senior in-house counsel who can own the incident file, not a newly qualified commercial generalist who can mark up a vendor contract.
The Individual Accountability Framework is already operating. Conduct Standards have been in force since 29 December 2023; Fitness and Probity certification from 8 January 2024; SEAR for executive PCF roles in in-scope firms from 1 July 2024; SEAR for NEDs of in-scope credit institutions, certain insurers and certain investment firms from 1 July 2025. A general counsel or head of legal at an in-scope RFSP is often itself a PCF. The seat needs someone who can own a statement of responsibilities. That is a seniority gate, not a cash-saving opportunity.
The Data Protection Commission's Annual Report 2025, published 30 June 2026, recorded 16,160 new cases (up 45 percent), 11,734 concluded, 208 valid cross-border complaints as EU/EEA Lead Supervisory Authority, and administrative fines of just over €530.77 million, including two fines totalling €530 million on TikTok Technology Limited in April 2025 and €550,000 on the Department of Social Protection in June 2025. Cumulative DPC fines since May 2018 stand at €4.04 billion. Irish-established controllers sit in that geography because Ireland is the establishment jurisdiction, not because Dublin NQ cash is cheap.
The EU AI Act's general application and Article 50 transparency obligations apply from 2 August 2026. Prohibited practices have been live since 2 February 2025; GPAI model obligations since 2 August 2025. The AI Omnibus, in force 27 July 2026, deferred stand-alone Annex III high-risk duties to 2 December 2027. OpenAI's Dublin legal and privacy build, announced 27 July 2026, landed days before Article 50. A company that staffs that file with a first-year solicitor has not staffed it.
Ireland's first FDI screening statute, the Screening of Third Country Transactions Act 2023, commenced 6 January 2025. DETE's Annual Report 2025, published May 2026, counted 102 notifications, 26 screening notices and no prohibitions; Matheson, 3 June 2026, records two approvals with conditions and a full-review average of 40.5 calendar days. CSRD was paused for most wave-2 and wave-3 Irish companies by S.I. 309/2025, then narrowed again by Omnibus I in March 2026; IAASA counted only 20 Irish companies required to report for FY 2024. The GC still owns the calendar. Pay Transparency was due into Irish law by 7 June 2026; RTE's 22 October 2025 restatement of Ibec found just 1 percent of organizations fully prepared. Unreadiness is itself a legal-desk problem.
A further dated clock sits on food, agri and retail groups. Arthur Cox's September 2026 corporate update, carried on Mondaq on 7 September 2026, records a draft General Scheme of the Deforestation and Forest Degradation Bill 2026 and restates that the EU Deforestation Regulation applies from 30 December 2026 for operators and traders of cattle, cocoa, coffee, oil palm, rubber, soya, wood and derived products. Due-diligence statements on that calendar are a general counsel and commercial-counsel file, not a first-year mark-up. Neighbouring-geo UK sustainability reporting is a different statute and a different page; it is named here only to keep the two calendars from being merged.
A practising certificate is the gate. A first-year lockstep is not the seat.
The newly qualified solicitor a company wants to substitute is plentiful, Dublin-concentrated, and trained in firms. The general counsel seat is none of those things.
Cheapest solicitor cashThe seat the board actually needs
- Dublin NQ lockstep A first-year associate on a published Big Six table. Trained in a firm, admitted, not yet a PCF, not yet a DPC counterpart.
- Recast “legal manager” The same work, a softer title, a cash band borrowed from solicitor grades. The map, the incident and the attestation do not recast with it.
- PCF-grade general counsel Board or CEO reporting line, practising certificate, statement of responsibilities where in scope, commercial spine plus the 2026 calendar.
The Legal Services Regulatory Authority's Pathways to the Professions 2025 report, published 14 July 2026, counted 581 trainee solicitors commencing PPC in 2025, up 7 percent on 2024, and 583 first-time practising certificates issued to newly qualified Law Society solicitors, up 54 percent. Practising legal professionals in Ireland stood at 16,089 at end-2025, up 6 percent from 15,246 in 2024. 82 percent of trainee solicitors secured training contracts in Dublin; 64 percent with one of 19 large law firms. The Snapshot is blunter on the in-house pipeline: of 581 trainee contracts, 557 sat in law firms, 12 in-house and 12 in State bodies. The NQ factory is the firms. That is why NQ cash looks plentiful. It is also why it is the wrong proxy for a GC hire.
The credential gate for the in-house solicitor seat is the practising certificate, not a firm partnership vote. The Law Society's regulation of in-house solicitors, and its practising-certificate page last updated 12 November 2025, is unambiguous: in-house solicitors providing legal services of any kind — reserved or unreserved — must hold a current PC under section 56 of the Solicitors (Amendment) Act 1994. It is professional misconduct and a criminal offense to practice without one. Employers may not classify a solicitor as a “legal executive” or “paralegal” to avoid the PC if the person is providing legal services, regardless of job title. Commercial work — drafting and negotiating contracts with third parties on behalf of the employer — is expressly in. In-house solicitors providing legal services only to a non-solicitor employer (and group companies under Companies Act 2014 sections 7 and 8) are exempt from compulsory PII under S.I. 429 of 2020, regulation 4(e), but they may not provide legal services to third parties, including the employer's customers.
A group general counsel at an Irish-listed food group told us, in the same Dublin interview cohort, that the first number on the table was a newly qualified solicitor. A head of talent at a US-headquartered platform with an Irish establishment said the company had budgeted the EU legal lead against Dublin solicitor bands and had to reopen the requisition after two declined offers. Both conversations are the 2026 hiring error in plain speech. The cash looks adjacent. The seat is not.
Across that cohort, 44 of the 81 general counsel, heads of legal and associate general counsel at multinational, funds or Irish-listed employers said they would not accept a recast title that dropped the board or CEO reporting line, even at a cash match. The people who can do this job will not take the cheaper version of it. The company that recasts the seat to save a band does not hire a cheaper GC. It hires no one, then reopens.
Hold the seniority. The files that recast are the slow ones.
Sartori has worked the Dublin in-house market for five years. The telemetry is small, which is the honest scale of a specialist desk, and it is consistent with the public calendar.
Kept on payrollBought by the matter
- Standing desk Commercial contracting, employment, privacy operations, SEAR maps, DORA incidents, board reporting. This is why the GC is an employee.
- Peak calendar A screening notice, a DPC inquiry, an Article 50 build, a wave-1 sustainability report. Overflow the panel; do not overflow the owner.
- Bet-the-company file Inbound FDI on a sensitive asset, a take-private, a fine-scale investigation. External counsel on instruction; the GC still signs the position.
Of 15 closed Dublin in-house searches over the trailing three years, 9 were general counsel, group head of legal or associate general counsel seats and 6 were specialist counsel — privacy, funds product, employment. Completion ran at 93 percent. The typical timeline is 4 to 7 months. Median offer-to-acceptance is 14 working days. Counter-offer incidence on the Dublin in-house line is 30 percent: 4 of the 15 closed files produced a same-employer cash match.
Four of those nine GC-grade files opened with the client asking whether a two-to-four-year qualified commercial solicitor could cover the desk. Three of the nine were recast downward in title after the first shortlist — from general counsel to “senior counsel” or “legal manager.” Those three still completed. They used the full seven months. We do not always talk a company out of the recast on the first conversation, and that is the finding that does not flatter the method: the cheaper story is internally popular, and it costs the search a quarter before anyone admits it. Ibec's same 12 September 2025 survey found 85 percent of businesses had already increased pay in 2025, at an average 3.6 percent. A company that has just funded that cycle is the company most likely to treat the GC seat as a volume problem. It is not.
Three composites, each a closed Dublin in-house file, each described by employer type only. A US-headquartered software platform with an Irish establishment opened an EU legal lead against a solicitor-grade band, took two declined offers, recast the seat as associate general counsel with privacy, and closed in month six. A funds ManCo dual GC and chief compliance officer brief arrived as a five-year qualified funds counsel; we held the PCF seniority and closed in five months. An Irish-listed manufacturer tried an internal promotion of a commercial counsel after a constrained pay-budget cycle, stalled for eleven weeks, then ran an external general counsel search that used the rest of the seven-month window. None of those files is a newly qualified solicitor.
Your exposure is a PCF map, a DPC file and a commercial spine — not a lockstep saving against a first-year associate.
- Fund the published cluster. PayScale's mid-€100,000s is the floor of a titled GC sample, not the ceiling of an EMEA-hub seat.
- Do not recast the title. Four of nine GC-grade files on our Dublin desk opened on that question; three of nine still tried it after the shortlist, and they were the slow ones.
- Budget the counter-offer. Dublin in-house counter-offer incidence is 30 percent, and incumbent employers match cash faster than they match scope.
- Name the instruments. DORA, SEAR, Article 50, FDI screening, the practising-certificate duty. If they are not on the job spec, the cash conversation will default to NQ.
- Keep standing work in-house. Peak-load M&A still belongs on the panel. The person who owns the map belongs on payroll. Start with our in-house and general counsel search.
Your leverage is the reporting line and the instruments you can own, not a comparison to Dublin newly qualified cash.
- Do not take NQ cash. The published GC cluster already sits well above it; ERI's eight-year-plus in-house band is €138,932 as of 26 August 2026.
- Hold the reporting line. Most GC-grade respondents in that Dublin interview cohort would not drop board or CEO reporting even at a cash match.
- Price the public floor. Principal Officer and Advisory Counsel scales are real, graded, and not a multinational package. If that is the job, it is a public job.
- Watch the acceptance window. Once an offer is clean, Dublin in-house files move. A slow yes is usually a recast in disguise.
- Read the adjacent cash pages. Ireland lawyer pay and Dublin lawyer pay are different articles; this one is the GC table. The Dublin general-counsel series, in euro and in dollars, is on general counsel salary in Dublin 2026. The company-side process sits on our first general counsel guide if the function does not yet exist.
The KPMG Law General Counsel Outlook 2025, published 9 April 2025, found 93 percent of surveyed Irish in-house counsel personally and professionally satisfied, with 85 percent of general counsel planning to increase their teams' use of AI over three years. Satisfaction is not a salary table. It is a reminder that the people who hold these seats already know the work is heavier than the NQ comparison, and they will not move for a recast. The service view of the same desk is in-house and general counsel recruiting; companies building the function from nothing should start with building in-house legal teams.
Common questions about general counsel salary in Ireland
What does a general counsel salary Ireland figure look like in 2026?
PayScale's Ireland General Counsel series, updated 20 November 2025, averages €122,449 base on six profiles, with an interquartile of €98,000 to €153,000. ERI's modeled in-house counsel band, dated 26 August 2026, puts 8-year-plus senior cash at €138,932. Those are published samples, not a census of EMEA-hub general counsel packages, and a company that funds only the average is underfunding the PCF-grade and privacy-lead seats the 2026 rule stack actually requires.
Can we fill an Ireland general counsel seat with a Dublin newly qualified solicitor?
No. Legal Cheek IE tables dated 9 January 2026 publish Dublin newly qualified cash at €75,000; that is a first-year lockstep associate, not a head of legal. In-house solicitors providing legal services must hold a practising certificate, and SEAR statements of responsibilities attach to PCF holders, not to newly qualified commercial generalists.
How long does a Dublin in-house general counsel search take?
Sartori's Dublin in-house desk typically fills in 4 to 7 months, with a 93 percent completion rate across 15 closed searches over three years. Median offer-to-acceptance is 14 working days. Files that open on a newly-qualified substitute recast run to the outer edge of that window.
What does an Ireland in-house general counsel actually do in 2026?
Half of private in-house solicitors reported commercial work in 2025, up from 41 percent in 2023. The same desk now owns DORA incident reporting live since 17 January 2025, SEAR maps for executive PCFs since 1 July 2024, and AI Act Article 50 transparency from 2 August 2026.
How do Irish public-service legal scales sit against the GC table?
From 1 June 2026, Principal Officer scales run €108,152 to €133,775; Assistant Secretary runs €171,517 to €196,205. Those are graded public posts. They sit in the same euro neighborhood as PayScale's GC interquartile, and they are not a multinational EMEA package.
Should we hire this Ireland GC in-house, or send the work to the panel?
Keep standing commercial, DORA, SEAR and DPC-facing work on payroll; send peak-load M&A to the panel. The EY Law study as restated in The Irish Times on 22 July 2025 found 90 percent of legal departments expect a budget increase while 80 percent still prioritize cost reduction — the exact tension that produces the newly-qualified substitute.
Practising-certificate counts, published cash samples, Central Bank and DPC instruments.
Cash figures come from PayScale, ERI and the public-service scales. Profession counts come from the Law Society Snapshot and the LSRA. The 2026 calendar comes from the Central Bank, the Data Protection Commission, DETE and the Official Journal.

PayScale's General Counsel average is six self-reported profiles, last updated 20 November 2025. ERI models in-house counsel, not group or EMEA general counsel, as of 26 August 2026. Legal Cheek IE NQ tables are career-press compilations dated 9 January 2026; the A&L Goodbody careers page does not publish an NQ euro figure. Public-service bands are graded posts effective 1 June 2026. Profession counts are practising certificates at 31 December 2025. Sartori closed-search, counter-offer and offer-to-acceptance figures are the Dublin in-house desk over the trailing three years.
Our own numbers — the Dublin interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page, which sets out the cohorts, the survey waves running since 2019, and the mapping coverage behind every Sartori figure quoted above.
