In-house counsel salary in Dublin, 2026: how many seats €1 million funds.
SalaryExpert's Dublin legal-counsel mean on 2 October 2026 is €132,151 ($150,057). The Principal Officer cap from 1 June 2026 is €133,775. The gap is €1,624. A company that matches the average is matching the top of a civil-service grade.
€1 million of 2026 Dublin cash is a seat count against a printed cap.
Sartori has worked Dublin in-house search for 5 years. The question a compensation committee actually asks is how many disclosed seats one million euro funds, in euro and in dollars, at the ECB reference rate of 29 September 2026.
Dublin legal-counsel mean, SalaryExpert / ERI, 2 October 2026: €132,151 ($150,057 at €1 = $1.1355). One million euro funds 7.57 seats at that gross salary. SalaryExpert Dublin ↗

What a 2026 Dublin in-house counsel salary actually funds
Local currency first, dollars at the 29 September 2026 reference rate, then how many such seats one million euro buys. Each row is one instrument.
There is no Law Society census of what a Dublin in-house counsel was paid in 2026. The number a board can date is an employer-survey model. SalaryExpert, using Economic Research Institute data and last updated on 2 October 2026, puts the average legal-counsel gross salary in Dublin at €132,151, the median at €130,338, the average bonus at €8,722, and total cash at €139,060 (the page prints €139,059.97). Entry counsel with one to three years average €91,176. Senior counsel with eight or more years average €151,609. ERI refreshes the model about every six weeks from employer surveys, purchased surveys, public sources and HRIS extracts. It is not a lockstep, and it is not a count of the 3,442 solicitors the Law Society recorded in-house at the end of 2025.
Banca d’Italia’s table of euro foreign-exchange reference rates for 29 September 2026 shows 1 euro = 1.1355 US dollars, the ECB reference rate from that day’s concertation. Every dollar column below uses that rate. The Dublin mean is $150,057. The Principal Officer long-service cap of €133,775 is $151,902. The gap of €1,624 is $1,844. A New York compensation committee and a Dublin board are reading the same arithmetic only if they use the same day.

State Solicitor Higher floor
€89,432 starting salary, CSSO competition booklet, March 2026.
CSSO State Solicitor Higher introduction, March 2026 ↗Two reads of that cluster are easy to get wrong. The first is to treat the senior mean of €151,609 as a general-counsel package. It is an employer-survey cell for a legal counsel with eight or more years. Assistant Secretary point 1, the grade that runs a Civil Service division, is €171,517 from 1 June 2026 — €19,908 ($22,606) above that senior mean. The fourth point on the same scale is €196,205 ($222,791). A Dublin “senior counsel” average does not buy an Assistant Secretary.
The second misread is the entry cell. Dublin entry counsel average €91,176, which is €1,744 ($1,980) above the State Solicitor Higher floor of €89,432 published in the Chief State Solicitor’s Office March 2026 competition booklet. About 2 percent. A private employer who thinks the State is a cheap alternative at counsel level is looking at the trainee scale, not at this competition. Year-1 CSSO trainees, on the careers page updated 27 May 2026, earn €34,650 ($39,345), with Professional Practice Course fees covered. That is a training contract. It is 3.8 times below the October mean, and it is the wrong anchor for a qualified seat.

| State Solicitor Higher range | Yes — a CSSO solicitor competition | No — incremental salary range | No — a civil-service pension sits beside it |

| Assistant Secretary scale | No — a senior Civil Service grade | No | No |
| CSSO trainee scale | No — a training contract | No | No; course fees are covered separately |
The Dublin counsel mean and the Principal Officer cap are €1,624 apart. Matching the average is matching the cap.
The employer is a company, a fund or the State — and only the State prints the cash.
Law firms are the other side of the table: panels, secondments, opinions. They do not employ this seat. The buyer is the organization that puts the lawyer on payroll.
US and European headquarters
A Dublin counsel seat at a US or continental parent is an Irish practicing certificate, a local signature, and a bonus that is a single-digit share of base. It is not a home-country total-compensation print.
IFSC funds and administrators
Irish-resident investment funds held €6.1 trillion of assets at the end of the second quarter of 2026. The counsel on that book is a controlled-function and depositary conversation, priced in euro.
The State legal offices
The Chief State Solicitor's Office, in Smithfield since January 2026, prints the salary. More than 220 practicing solicitors sit on civil-service scales. That print is the public alternative in the same city.
Domestic corporates and banks
A listed or privately held Irish company rarely puts counsel cash in a directors' remuneration table. The buyer still has to beat, or deliberately sit under, the Principal Officer cap the candidate can read.
The Law Society’s Snapshot of the Solicitors’ Profession 2025, published 8 June 2026, counted 12,961 practicing certificates at 31 December 2025. 8,827 of them, 68 percent, were held in Dublin. In-house solicitors were 3,442 nationally: 2,911 in the private sector and 531 in State or public bodies, which the Society rounds to 27 percent of the profession. The snapshot does not split that 3,442 by county. What it does split is the trainee pipeline: 479 of 581 trainee contracts in 2025, 82 percent, sat in Dublin. The capital is where the stock already is, and where the next cohort is being trained. The national pay table, including the August cut of the same survey, is on the Ireland in-house salary page. This count is the Dublin concentration around it.
The Chief State Solicitor’s Office is the employer that will show a candidate a number. Its March 2026 competition booklet, written for the State Solicitor Higher campaign, says the office has more than 220 practicing solicitors and 400 staff, and that it moved to Smithfield Hall in January 2026. The role on offer starts at €89,432 and rises by increments to €111,822. That range overlaps the bottom of the private counsel model and stops €20,329 short of the October mean. A candidate who has the booklet does not need a salary guide to know what the State will pay for a senior solicitor in the same postcode.
The Dublin interview cohort on this line is 250 structured interviews. Within that cohort, 51 of 86 counsel, over a 24-month window, said their own cash had never been set against a civil-service scale. The scale was still the number they quoted back when an offer disappointed them. A General Counsel at a US-headquartered software company in Dublin told us, “The California print was a total package with stock. The Dublin seat was a base and a small bonus. We were not hiring the same job.”
Cash is printedCash is withheld
- State solicitor competition A starting salary and a top increment sit in a public booklet. The lawyer and the company can both read them before the first conversation.
- Civil-service grade used as a proxy Principal Officer and Assistant Secretary are not counsel titles. They are the grades a Dublin candidate uses when the company will not show a band.
- Private counsel, no table The employer-survey mean is a model. The company’s own number is not in any annual report. The offer either names an instrument or it does not.
Your first offer is a seat count. If the legal budget for this hire is €1 million of cash, you have funded about eight Dublin-mean seats, or about six Assistant Secretary seats, and you have not funded a US total-compensation survey.
- Name the instrument. An ERI gross mean, a mean plus the €8,722 average bonus, and a civil-service scale with a pension beside it are three different offers. Write which one is on the paper.
- Price the certificate. A solicitor giving legal services to a non-solicitor employer needs a practicing certificate. The Law Society practice note of 16 December 2021, under the Solicitors (Amendment) Act 1994, section 56, applies the duty to reserved and unreserved work. Full-time service of the State is the exception. A private Dublin seat does not get that exception.
- Read the CSSO booklet before you brief. €89,432 to €111,822 is a live Dublin alternative with a pension. A private offer inside that range has to win on the work, not on the euro, unless you are hiring at the trainee floor by mistake.
- Do not import the parent’s equity plan. Across the same cohort, the offers that failed were the ones that arrived as a home-country package. The Dublin failure mode is the first number, not a shortage of solicitors. Of 12,961 practicing certificates, 8,827 are already in this city.
Your title is not a published band. Unless you are joining a State competition, the number you earn will not be in a circular, and a US equity print will not survive the offer letter.
- Separate base from the bonus. The October average bonus is €8,722, which is 6.6 percent of the €132,151 mean. A verbal “total package” that will not split those two numbers is not yet an offer.
- The senior cell is not Assistant Secretary. Eight-plus years at €151,609 still sits €19,908 under the first point of that grade. If the role is a division, ask for the grade. If the role is a counsel seat, stop using the grade as a disappointment.
- The State floor is close to entry. One-to-three-year counsel average €91,176. The State Solicitor Higher floor is €89,432. The private premium at that rung is €1,744 before anyone discusses bonus.
- Ask which scale the board used. A Head of Talent at an IFSC fund administrator told us the first offer matched the State Solicitor Higher floor and the candidate declined in week three. The booklet had done the comparing. The company had not.
The State prints the salary. The private employer has to beat a number the candidate has already read.
The counsel mean does not staff the desk under it, or the grade above it.
One million euro at the October mean hires about eight counsel. It does not hire the Assistant Secretary who would run the division, and it does not describe the trainee rung the same city is still paying.
The layer a company actually funds is wider than the mean. Entry counsel at €91,176 and the State Solicitor Higher floor at €89,432 are the bottom of a qualified band. The mean at €132,151 and the Principal Officer cap at €133,775 are the middle, and they are almost the same number. The senior mean at €151,609 is the top of the model. Assistant Secretary point 1 at €171,517 is the first public grade that clears it. A payroll that funds the mean and calls the seat a head of legal has spent the counsel line and skipped the grade the title implies.
The bonus does not close that grade gap. €8,722 on the mean is 6.6 percent. Added to the mean it produces total cash of €139,060 ($157,903), which is still €32,457 short of Assistant Secretary point 1 and only €5,285 above the Principal Officer cap. A bonus at the surveyed average moves the seat along the Principal scale. It does not promote it.
The Central Bank of Ireland is the other large Dublin employer whose pay is a distribution rather than a counsel cell. Its Annual Report 2025, published 5 June 2026, records 2,225 full-time-equivalent staff at 31 December 2025, salaries and allowances of €211.36 million, and 825 people paid more than €100,000 in the year. None of those lines is a legal-counsel salary. They are the scale of a Dublin institution that already employs lawyers inside a pay policy tied to public-sector rounds. A funds or regulatory counsel hired next to that institution is not being hired onto a blank market. The Law Society’s in-house count of 531 State and public-body solicitors is the national version of the same fact.
The seat is being loaded by a regulator, a funds book and a pay round — not by a vacancy census.
Privacy counsel, funds counsel and State solicitors are each running a dated 2026 instrument. None of those instruments publishes how many Dublin in-house seats are open.
Every Dublin employerNamed buyer only
- Privacy caseload The lead EU data-protection authority sits in Dublin. Complaint volume and a fine total are the load. They are not a requisition count.
- Funds book Irish-resident fund assets set a record in the second quarter. Counsel time follows the book. Headcount does not print itself.
- Public pay round Civil-service scales reset on 1 June 2026. Every State legal offer in the city moved on that date. Private offers did not move automatically.
- A printed competition The Chief State Solicitor’s Office recruited State Solicitor Higher grades in 2026 against a published range. That is one open instrument, not a market census.
The Data Protection Commission published its Annual Report for 2025 on 30 June 2026. It received 16,160 new cases, concluded 11,734, and recorded 6,521 valid breach notifications. Administrative fines for the year were €530,773,000. The largest was €530 million against TikTok Technology Limited, in an inquiry into transfers of EEA user data to China, together with an order to suspend those transfers. The Commission’s own highlights page records a new office on Pembroke Row in Dublin. A privacy counsel in the city is working next to that docket. The docket does not say how many of those counsel seats will be hired this year.
The Central Bank’s Investment Fund Statistics for the second quarter of 2026, released 28 August 2026, put total assets of Irish-resident investment funds at a record €6.1 trillion, up €580 billion from the previous quarter. Net asset value rose by €600 billion to €5,325 billion, with the increase driven by equity-fund revaluations. A funds counsel, a depositary counsel or a management-company counsel in Dublin is attached to that book. The release is a balance sheet. It is not a headcount of unfilled legal seats, and it should not be converted into one.
The pay round is the instrument that did change a Dublin legal salary on a known date. Circular 22/2026 applies the 1 June 2026 adjustment under the public-service agreement. Principal Officer PPC cash runs €108,152 to €133,775. Assistant Secretary PPC cash runs €171,517, €179,312, €187,760, €196,205. State Solicitor and Prosecution Solicitor PPC cash runs €41,521 to €103,576 at the second long-service increment. The CSSO careers page, updated 27 May 2026, still shows trainee cash of €34,650, €35,923 and €37,194. Anyone comparing a private offer with “what the State pays” after 1 June is comparing it with these figures, not with a 2024 circular.
Price the seat on a Dublin instrument, then run two clocks.
Sartori's Dublin in-house line: 15 closed searches over three years, 30 percent counter-offers, 14 working days from offer to signature, 93 percent completion, a typical 4 to 7 months.
Of 15 closed Dublin in-house searches over three years, 6 were counsel or senior counsel under a sitting general counsel, 4 were the company’s first legal hire, 3 were head-of-legal or general-counsel seats, and 2 were privacy or data-protection seats. That is the whole set. Counter-offer incidence on the line is 30 percent. The median from offer to signature is 14 working days. Completion is 93 percent.
4 of those 15 ran past the 4 to 7 month band. In each of them, the first offer was taken from a US or London total-compensation print rather than from a Dublin instrument. 2 of the 3 head-of-legal files were among them. The delay was the first number, not the map. Coverage of the city is about 3,000 lawyers. The file records employer and title. It does not record cash, which is why a borrowed print survives until the candidate prices it against the circular.
Of 42 hiring managers in the same cohort, over an 18-month window, 19 opened the search below the €91,176 entry mean SalaryExpert printed on 2 October 2026. 6 of those 19 were still unsigned at nine months. That is the uncomfortable cut. A brief that starts under the entry cell, and stays there, does not get rescued by a larger map. The cohort those 42 sit inside is the 250 structured interviews. They are hiring managers, not a second interview count.
BriefSignature
- Name the instrument ERI gross, ERI gross plus the surveyed bonus, a CSSO range, or a remuneration-committee number that will never be printed. If the brief cannot name it, it is not a brief.
- Name the grade you are not paying Principal Officer is the cap the mean already touches. Assistant Secretary is the grade a “head of” title keeps borrowing. Say which one the offer is, and which one it is not.
- Name the certificate Private-sector legal services need a practicing certificate. The State exception does not travel into a company, a fund manager or a technology headquarters.
Two composites from the same 15 files, by category only. A US-headquartered software company creating its first Irish counsel seat closed in 14 weeks, inside the front of the usual band, after the board dropped a California total-compensation print and priced the seat against the Principal Officer scale. An IFSC fund administrator replacing a counsel ran 8 months. The first offer matched the State Solicitor Higher floor for a lawyer the brief had described as six years qualified. The second offer, reset to the October mean plus a bonus, was the one that signed. No employer and no lawyer is named.
The company that wants the file inside 4 to 7 months has three decisions before a shortlist goes out. Whether the seat is a counsel under a general counsel, a first legal hire, or a head of legal: those three do not share a cash instrument, and in this set they were 6, 4 and 3 of the 15. Whether the first offer will be shown as base, as base plus a bonus near 6.6 percent, or as a number copied from another country. Whether the candidate is being asked to leave a State scale the booklet already prints. A brief that cannot answer those three spends the opening weeks discovering them, and the conversation at day 14 is then about a number that was never the Dublin number.
Those 15 Dublin files sit inside 400+ placements since 2017 (230+ in-house). Sartori maps 1,480,000+ lawyers globally. Neither figure is a Dublin salary. When a Dublin board asks for a single “market rate,” the rate that can be dated is the table in section 02: a €132,151 mean, a €133,775 cap, and a €1,624 gap. Quarterly surveys of this market have run since 2019. They do not replace the circular.
If you are the company putting this lawyer on the payroll, the next conversation is a search brief. Sartori’s in-house counsel recruiting desk runs that brief on a retained basis. A first legal hire sits on first general counsel. The research method is on the methodology page. The national context is the Ireland in-house salary page.
Dublin in-house counsel salary: questions from both sides
What is the in house counsel salary Dublin figure for 2026?
The dated 2026 figure is €132,151 ($150,057), the average legal-counsel gross salary in Dublin. SalaryExpert, powered by the Economic Research Institute, last updated that employer-survey model on 2 October 2026. The same cut puts the median at €130,338 ($147,999), the 1–3 year entry mean at €91,176 ($103,530), the 8-plus-year senior mean at €151,609 ($172,152), and the average bonus at €8,722 ($9,904). Dollars use the ECB euro reference rate of 1.1355 on 29 September 2026. The model is not a Law Society census of solicitor pay.
How many Dublin in-house seats does €1 million fund in 2026?
One million euro funds 7.57 seats at the 2 October 2026 Dublin mean of €132,151, 7.48 seats at the 1 June 2026 Principal Officer cap of €133,775, 6.60 seats at the senior mean of €151,609, and 5.83 seats at the Assistant Secretary first point of €171,517. At the March 2026 State Solicitor Higher floor of €89,432 it funds 11.18 seats. At the Chief State Solicitor’s Office year-1 trainee salary of €34,650, updated 27 May 2026, it funds 28.86 trainee seats. Arithmetic is €1,000,000 divided by the printed cash.
How close is the Dublin counsel mean to the Principal Officer cap?
The 2 October 2026 Dublin mean of €132,151 sits €1,624 ($1,844) under the Principal Officer LSI2 cap of €133,775, effective 1 June 2026 under Department of Public Expenditure Circular 22/2026. That is about 1.2 percent of the cap. A company that “matches the Dublin average” is matching the top of a general-service civil-service grade, not a private-market premium over the State.
Does a Dublin in-house solicitor need a practicing certificate?
Yes, if the lawyer provides legal services as an employee of a non-solicitor, including unreserved work. The Law Society of Ireland practice note of 16 December 2021, under the Solicitors (Amendment) Act 1994, section 56, treats practice without a certificate as misconduct. The statutory exception is full-time service of the State, which is why a Chief State Solicitor’s Office salary can sit on a civil-service scale. Re-titling the lawyer does not remove the private-sector duty. The national stock and the certificate rule are set out on the Ireland in-house salary page.
How long does a Dublin in-house counsel search take to close?
Sartori’s Dublin in-house line runs a typical 4 to 7 months, with a median 14 working days from offer to signature. Of 15 closed Dublin in-house searches over three years, completion is 93 percent and counter-offer incidence is 30 percent. 4 of those 15 ran past seven months because the first offer was imported from a US or London total-compensation print. A US-headquartered software company in Dublin hired its first Irish counsel in 14 weeks once the offer was reset to a Dublin instrument.
Who publishes a Dublin in-house counsel salary the company can read?
The State does. Circular 22/2026 prints Principal Officer cash of €108,152 to €133,775 and Assistant Secretary cash of €171,517 to €196,205 from 1 June 2026. The Chief State Solicitor’s Office March 2026 booklet prints State Solicitor Higher cash of €89,432 to €111,822. Private Dublin employers do not publish an equivalent counsel cell. The Economic Research Institute model is the dated private proxy, and it is a model.
Employer-survey cash, civil-service scales, and the Dublin research program.
Private cash is an Economic Research Institute model dated 2 October 2026. Public cash is Circular 22/2026 and the Chief State Solicitor's Office. Dollars use the ECB reference rate of 29 September 2026.
