Ireland Lawyer Pay 2026: The Dated Table and the NQ Window

The 2026 Ireland lawyer-pay table that can be dated is a public-sector and trainee-floor table, not a Top-5 lockstep. This page prices those EUR and USD cells for the solicitor who earns them and for the general counsel who pays them — then dates the window when a Dublin hire off that cell is cheaper than waiting for the next NQ round.

The first number a general counsel can take to a board is public.

Sartori maps about 3,000 practicing lawyers in Dublin. A general counsel reading lawyer salary Ireland in 2026 is looking at a dated public table and an unpublished private lockstep, and at a May 2027 NQ bulge that does not add SEAR or DORA capacity this year.

Lens 01 · The public floor The 2026 trainee floor is €26,488.40.

From 1 January 2026 the Law Society Education Committee set the in-office trainee statutory floor at €26,488.40 a year (USD 30,705 at the ECB reference of 1.1592 on 11 September 2026), on a 36-hour week at the national minimum wage of €14.15. That is the only national private-training cash cell a board can date without asking a firm for an internal print. A floor, not a lockstep.

Four reads of one country table. The dated cells are public. The NQ bulge is a calendar. The private lockstep is not printed. The full EUR and USD table sits in section 02.

The 2026 lawyer salary Ireland table that can be dated

Start with the seats and the dates. Private Top-6 NQ cash is not on this table because it is not on the employers' careers pages. USD converts the euro cell at the ECB reference of 1.1592 on 11 September 2026; it is not a second salary.

From 1 January 2026 the Law Society Education Committee applied the national minimum wage of €14.15 an hour, as the Department of Enterprise, Tourism and Employment restated, to a recommended 36-hour week. That produces €26,488.40 a year (USD 30,705) during the two-year in-office training period. Hours above 36 must also be paid at least the statutory wage. The Committee separately flags a non-statutory living wage of €15.40 an hour. Core PPC fees for 2025/26 are €11,850 (USD 13,737); training solicitors are not obliged to carry them. The Chief State Solicitor’s Office states that it covers all full-time PPC fees.

CSSO trainees, on the office page updated 27 May 2026, sit at €34,650 in year 1 (USD 40,166), €35,923 in year 2 (USD 41,642) and €37,194 in year 3 (USD 43,115). That is a public-sector trainee cell, not a Top-6 lockstep, and it is the cash a State legal employer actually prints.

Forsa’s republication of the revised civil-service scales effective 1 June 2026 (Class A / PPC, appointed on or after 6 April 1995) lists State Solicitor & Prosecution Solicitor PPC from €41,521 (USD 48,131) at the first point to €103,576 (USD 120,065) at LSI2. Department of Public Expenditure Circular 07/2026, published 27 January 2026, applied the 1 February 2026 general-round increase under the Public Service Agreement 2024–2026; a further 1 percent round is dated 1 June 2026 in that agreement. CSSO states all staff are paid on standard civil-service scales. The first point sits €15,033 (USD 17,426) above the 2026 trainee floor and €4,327 (USD 5,016) above CSSO year-3 trainee pay. That is the only fully sourced 2026 NQ-adjacent step in both currencies.

Two other public cells sit above that first point and are not NQ products. The Office of the Director of Public Prosecutions candidate booklet dated 26 January 2026 prices a Principal Prosecutor in the new Cork regional office at €107,081 to €132,450 (USD 124,128 to 153,536), with a five-year essential in criminal, regulatory, public-body or employment litigation. The Data Protection Commission Legal Analyst booklet (competition close 16 July 2026) prices a Higher Executive Officer band at €60,029 to €76,546 (USD 69,586 to 88,732) and states the seat is not structured as a traditional practicing legal post. A general counsel comparing an in-house counsel hire to a regulator analyst is comparing different products.

A&L Goodbody’s trainee rewards page prints a top-of-the-market phrase, a discretionary Christmas bonus, and FE-1 and Law Society fees paid — not a euro NQ. Matheson’s trainee page prints a market-leading-salary phrase, a €500 book allowance and 23 days’ holiday, and records 39 newly qualified solicitors appointed in 2025 across seven practice areas. Those are not lockstep cells. They are not converted into bands.

03 The window

When a Dublin hire off this cell is cheaper than the next NQ round

The next large private NQ bulge is a calendar fact, not a rumor. The PPC 2024 class is already in-office. It does not qualify this year.

Indenture clock startsNQ bulge arrives

  1. In-office training Twenty-four months, beginning fourteen days after the final core PPC exam. The 2024 full-time class sat that exam in mid-April and started in-office on the first of May.
  2. Credit, then expiry Up to four months of pre-PPC office work can be credited. Indenture expiry is not qualification: admission still needs exams, completed training, and the training solicitor’s confirmation.
  3. The 2027 qualifier class The 2024 cohort reaches twenty-four months in late spring two years on, earlier with full credit. The 2025 PPC class enlarges the bulge behind it. Waiting for “the next NQ round” is waiting for that clock.

LSRA Pathways to the Professions 2025 recorded 583 first-time practicing certificates issued to newly qualified Law Society solicitors in 2025, up 54 percent from 378 in 2024. Of those in practice, the Law Society Snapshot for year-end 2025 counted 556 into law firms, 24 into private in-house and 3 into public seats. Ninety-five percent of the class went into a firm. Five percent went in-house. The general counsel who wants an NQ off the next round is shopping a 5 percent slice of a class that firms keep.

The pipeline behind that class is already larger. Snapshot put the 2025 PPC intake at 581 (476 full-time from September 2025; 105 Hybrid from December 2025) — a 17-year high, 7 percent up on 2024. Eighty-two percent of those contracts were in Dublin (479 of 581). LSRA put 65 percent with a large law firm and 4 percent in-house. Selected 2025 intakes: Arthur Cox 63 (45 in 2024); Matheson 56 (47); McCann FitzGerald 47; A&L Goodbody 40; William Fry 35 (24); CSSO 5. William Fry’s careers page states that NQ roles are generally filled by the firm’s own trainees. Waiting for that firm’s next NQ round means waiting for that 35-person class, not an open market.

Across 250 structured interviews with Dublin associates and counsel, 68 of 94 in-house hiring managers — general counsel, chief legal officers, heads of legal and HR directors at IDA-client and domestic companies — over a 24-month window said they would rather hire a 1–3 PQE who already holds a current PC than wait for the next NQ class. A general counsel at an IDA-client life-sciences company put the constraint in one line: the DORA register-of-information work is already on the desk, and a 2027 NQ has not mapped it.

04 Two payers

Who earns the figure, and who writes the check

Solicitor salary Dublin is paid by three stacks that do not share a lockstep: independent Top-6 firms, inbound international offices, and in-house plus State bodies. The NQ class still goes to the first stack.

The Law Society Snapshot at 31 December 2025 counted 12,961 practicing solicitors, of whom 8,827 (68 percent) sat in Dublin and 4,134 in the rest of Ireland (Cork 965, Galway 388, Limerick 327). Combined practicing legal practitioners, LSRA Pathways 2025, stood at 16,089 at end-2025, up 6 percent from 15,246. In-house held 27 percent of solicitor seats: 2,911 private-sector and 531 State or public, 3,442 combined. The Gazette, on 9 March 2026, reported that 50 percent of private-sector in-house solicitors worked on commercial matters in 2025, up from 41 percent in 2023. KPMG's Economic Impacts of the Irish legal profession, launched 22 October 2025 for the Law Society and The Bar of Ireland, put legal-sector GVA at €6.7 billion on a 2022 base (USD 7.77 billion at the 11 September 2026 ECB rate, a 2026 conversion of a 2022-base figure). The general counsel is a growing buyer of the stock. The firm still hires almost all NQs.

Of 20 closed Dublin associate searches over the trailing three years, Sartori’s mandate telemetry records 14 as company-side seats in which a general counsel, chief legal officer or head of legal was matching a 1–6 PQE hire, and 6 as firm-side associate seats. Eleven of those 14 company-side files were for 2–6 PQE, not NQ. We have worked the Dublin associate market for 5 years, for IDA-client companies in technology, life sciences, aircraft leasing and funds, for domestic banks and funds promoters, and for Irish independents. Over the trailing three years we closed 20 associate searches at a 93 percent completion rate, on a typical timeline of 6 to 12 weeks.

  1. Independent and inbound firms Top-6 Irish independents and Dublin international offices absorb almost all first-time practicing certificates. They pay an unpublished private cell. They keep their own trainee classes.
  2. State legal offices The central government solicitor office, the national prosecution office, the Legal Aid Board and the Central Bank sit on published civil-service scales. They are among the largest solicitor employers in the State.
  3. In-house match A general counsel or head of legal at an IDA multinational or a domestic bank who must price a Dublin 1–3 PQE against a public floor and an unpublished Top-6 print, with a current PC as the statutory gate.
Largest solicitor employers by practicing-certificate count at 31 December 2025. Three of the top eleven are public bodies. Combined, the six largest private firms hold 1,950 practicing solicitors.

Law Society of Ireland, Snapshot of the Solicitors’ Profession in Ireland 2025.

The employment contract for the dated public cells sits at a State office or on a trainee indenture; the unpublished private cell sits at a Top-6 independent or an inbound Dublin office.

  • Independent Top-6 by PC count. Snapshot year-end 2025: A&L Goodbody 399, Matheson 370, Arthur Cox 344, Mason Hayes & Curran 328, McCann FitzGerald 289, William Fry 220. McCann’s careers page lists 101 partners, over 600 people and 350 lawyers and legal support staff. MHC, on 3 February 2026, put 2025 turnover at €131.5 million (USD 152.4 million), the only major domestic firm that publishes the figure, with 670 people across Dublin, London, New York and San Francisco.
  • Inbound Dublin offices are a distinct buyer. Maples and Calder (Ireland) 97 PCs; Addleshaw Goddard (Ireland) 86; DLA Piper Ireland and Fieldfisher Ireland 79 each. Addleshaw Goddard’s Ireland page lists 90-plus Dublin lawyers including over 30 partners. These desks buy Irish-qualified funds, finance and regulatory associates; they are not the full-service independents.
  • Public titles are named and scaled. CSSO ran State Solicitor fixed-term competitions closing 29 April 2026 and 8 September 2026, up to 12 months, with surge desks in extradition, European cooperation, judicial review, immigration and asylum, or urgent transactional work. That is a published title on a published scale, not a Top-6 NQ.
  • Qualification is a gate, not a salary. England & Wales and Northern Ireland solicitors skip QLTT and take a Certificate of Admission (€560, about eight weeks). Other listed jurisdictions sit QLTT. Private in-house counsel must hold a PC under the Solicitors (Amendment) Act 1994 s.56 unless in full-time service of the State or employed solely for conveyancing.

The general counsel matching this table sits in the sectors Ireland for Law has promoted since 2019 — aviation finance, funds, insurance, tech, pharma and life sciences — and at domestic banks, not inside a firm lockstep.

  • IDA clients are the in-house concentration. IDA Ireland’s Annual Report 2025 counted more than 1,800 multinational operations and client employment of 312,468. 2025 brought 323 investments associated with 15,319 future jobs. RTE, on 1 July 2026, reported 190 IDA investments in the first half of 2026, including 54 first-time, with job commitments of 10,410.
  • Funds are a standing legal-services layer. Irish Funds, in its March 2026 factsheet, put 20,000 funds professionals at 195 companies, 1,007 promoters, and Irish-domiciled fund net assets of €5.5 trillion in 2025. The Central Bank’s Q1 2026 release (29 May 2026) put Irish-resident investment-fund NAV at €4,718 billion (USD 5,469 billion). Those are two different stocks. Both buy Irish-qualified funds and depositary counsel.
  • A domestic bank already sits on the Snapshot list. Allied Irish Banks held 95 practicing solicitors at year-end 2025, 16th on that list. Combined, CSSO (208), the Legal Aid Board (144), the DPP (128) and the Central Bank (117) hold 597 practicing solicitors — more than William Fry.
  • Aviation finance is a live firm-side hire label. A&L Goodbody’s aviation-finance careers page, live when accessed, asked for a finance-group background from a large or medium corporate law firm and described a team of four partners and over 20 lawyers. That is a practice label a general counsel at a lessor already recognizes. It is not a published euro cell.

05 The statutes

The 2026 hire is buying clocks that have already started

SEAR, DORA, the Consumer Protection Code, FDI screening and the AIF Rulebook are not 2027 NQ problems. They are 2026 desks.

The Central Bank (Individual Accountability Framework) Act 2023 put SEAR on executive PCFs from 1 July 2024 and, as McCann FitzGerald noted on 28 July 2025, on NEDs, INEDs and chairs from 1 July 2025. A substantive PCF-list review is coordinated with the three-year SEAR review in 2027. DORA has applied since 17 January 2025 with no transitional period; the Central Bank page was updated 29 January 2026. The Consumer Protection Code 2025 took effect 24 March 2026 after a 12-month implementation. A 2026 financial-services regulatory or in-house FS counsel hire is cheaper than waiting for May 2027 NQs who have not yet mapped a board.

Ireland’s first FDI-screening statute, the Screening of Third Country Transactions Act 2023, has run since 6 January 2025. DETE’s Inward Investment Screening Guidance dated 25 May 2026 is the first full year of operating manual: mandatory notification where there is a change of control, Irish undertaking or assets, cumulative value of at least €2 million in the prior 12 months, and an Article 4(1) sector. Waiting for 2027 NQs leaves 18-plus months of live filings on whoever is already qualified.

The Central Bank published a revised AIF Rulebook on 5 May 2026, as Arthur Cox recorded the next day, aligning with AIFMD II: loan-origination changes, QIAIF third-party guarantee restriction removed, liquidity-management-tool framework, ELTIF chapter updated. Irish-domiciled NAV was €5.5 trillion in 2025 with 9,302 funds, Irish Funds, March 2026. Documentation and LMT policies are a 2026 rebuild. Seat: Dublin funds boutiques and Top-6 funds groups; seniority NQ–3 PQE plus 4–6 PQE who have already closed a QIAIF.

Planning and Development Act 2024 Part 9 judicial review commenced 1 August 2025 (leave application removed; eight-week limit; High Court). Costs Chapter 2 commenced 8 May 2026. The Courts Service, reporting on 13 July 2026, counted 205 new Planning and Environment List cases in 2025 (241 in 2024; 108 in 2023) and 1,082 asylum, immigration and citizenship judicial reviews, up 35 percent. Extra judges under the Courts and Civil Law (Miscellaneous Provisions) Act 2025 commenced 30 January 2026. High Court new civil cases reached 21,740 in 2025, up 36 percent versus 2022. More judges raise advocacy and CSSO listing capacity immediately. They do not mint NQs.

Coimisiún na Meán opened formal DSA investigations into TikTok and LinkedIn on 2 December 2025, with sanctions up to 6 percent of turnover. Stamp-duty section 86B, as Revenue published on 7 July 2026, exempts transfers of qualifying securities from 1 January 2026 to 31 December 2030 for issuers below a €1 billion market-cap test. Euronext recorded Senus PLC as the first Access+ Dublin listing on 22 December 2025. That listings window is a 2026–2030 advisory product, not an NQ factory.

Cyclical capital in the same window is inbound, not a TMT rerun. William Fry / Mergermarket put full-year 2025 at 524 deals worth €19.5 billion (USD 22.6 billion); TMT’s share of Irish M&A value dropped to 9 percent in 2025 from 56 percent in 2024. H1 2026 ran 237 deals worth €33.2 billion (USD 38.5 billion) against 287 deals and €11.4 billion in H1 2025. Do not staff a 2026 Dublin corporate team as if TMT were still 56 percent of value. Funds, energy and inbound PE are the 2025–26 mix a head of legal is actually buying.

Already in forceStill ahead

  1. Supervisory live SEAR on executives and NEDs, DORA in application, screening in force, CPC 2025 live, DSA investigations open. These desks need 2–6 PQE who already hold a PC.
  2. Funds rebuild AIF Rulebook aligned to AIFMD II in May. Liquidity-management tools, loan origination and ELTIF documentation are this year’s files, not a trainee seat.
  3. NQ class still in indenture The 2024 PPC cohort is in-office. The 2025 class is in the course. Neither adds SEAR mapping or a screening notice this quarter.
06 What is not on the page

The unpublished private cell is the matching problem

A general counsel who waits for a Top-6 NQ print is waiting for a number the employers have not put on a careers page. That wait has a cost on this desk.

In the same Dublin interview cohort, 41 of 72 associates sitting in financial-services regulatory or funds over an 18-month window said their employer had not published a euro band to them either. The unpublished private cell is the candidate’s problem as much as the company’s. A head of legal at a Dublin funds administrator told us they would rather pay a 3-PQE funds associate now than train a 2027 NQ on a QIAIF that already needs an LMT policy.

Four of the 14 company-side files in that telemetry stalled past twelve weeks because the buyer asked for a Top-6 Dublin NQ band we do not have. Those searches sat open while the general counsel waited for a number that is not public. That is the finding that does not flatter the desk. We can price a published State cell and a dated trainee floor. We cannot manufacture a lockstep A&L Goodbody and Matheson have declined to print.

Five of the 11 in-house 2–6 PQE files drew a counter-offer from the incumbent firm. Sartori’s Dublin associate counter-offer incidence is 37 percent; that rate is a defense cost, not a compliment. The 12-day offer-to-acceptance window is short enough that a candidate who wants to shop an unpublished private print can do it inside the process. Budget that.

A composite from the company-side majority: a PE-backed aircraft-leasing platform asked us to fill a first in-house finance-counsel seat with a 2–3 PQE who had sat asset finance or funds at an Irish independent. The general counsel would fund a public-cell-adjacent print and would not fund a hoped-for Top-6 NQ number until the seat had a named portfolio load. We closed the search in 8 weeks, inside the 6-to-12-week envelope. The candidate who wanted a Top-6 NQ band we could not verify from a public table was not the candidate this board was buying.

A second composite, from the slower end of the envelope: a funds administrator asked us to fill a 4-PQE depositary and AIFM counsel seat against the same Dublin PQE pool that staffs the AIF Rulebook rebuild. The first-choice candidate had already seen a Top-6 keep-your-own-trainees rule and wanted a mid-level print we could not verify. The file took 11 weeks, needed a second shortlist, and closed on a candidate from an inbound Dublin funds office who would disclose current cash. The unpublished middle is not only an associate grievance. It is a company-side delay.

07 For the company

How a general counsel should run an Ireland hire off this table

Run the hire against the table that exists: a dated public floor, an unpublished private lockstep, a May 2027 NQ bulge, and a PC gate on every private in-house seat.

The in-house hire is a solicitor on the Roll with a current PC, not a job title that ducks Irish admission. The Law Society practice note, page updated 12 November 2025, restates that private-sector in-house solicitors must hold a practicing certificate for any legal services, reserved or unreserved, under the Solicitors (Amendment) Act 1994 s.56. Exceptions are full-time service of the State and solicitors employed solely to provide conveyancing to a non-solicitor employer. Practicing without a PC is professional misconduct and a criminal offence. A firm may not re-label a solicitor as a legal executive to avoid the PC. Budget the certificate as an employer cost; the Society recommends that. The Dublin counsel cash that sits next to that certificate rule is the 2026 Dublin in-house counsel salary.

A London NQ or PQE moving onto an Irish cell without Irish exams uses the England & Wales and Northern Ireland route: no QLTT, a Certificate of Admission at €560, about eight weeks to the President of the High Court, then a PC before legal services. Barristers from those jurisdictions are not on that route. Other listed jurisdictions sit QLTT; the Certificate of Eligibility is €560, valid four years if issued on or after 1 July 2025. That is the credential clock on a 2026 hire. It is shorter than waiting for May 2027. It is not zero.

  1. 01 · Which product? Write State-scale solicitor, in-house 1–3 PQE, funds or FS-regulatory 4–6 PQE, or “wait for the NQ round” as separate briefs. If you cannot say which, you are not ready to open a search.
  2. 02 · Which print? Price against the dated public cells and a disclosed current cash figure, not against a hoped-for Top-6 NQ. If the board will not fund a 1–3 PQE who already holds a PC, you are waiting for 2027 on purpose.
  3. 03 · Which desk? Name the file: SEAR and PCF mapping, DORA registers, screening notices, AIFM and depositary, aviation finance, judicial review. A generic “Dublin commercial lawyer” produces a shortlist for a job you do not have.
  4. → All three answered? Then run the search on the 6-to-12-week clock, budget a 37 percent counter-offer, and put the unpublished Top-6 question in the first screening call rather than the fourth.
  • Write the specification first. In-house or firm, 1–3 PQE or 4–6, funds or FS-regulatory or corporate, whether a London-qualified solicitor on the Certificate of Admission route is acceptable.
  • Pull the published table, not a rumor. The Law Society trainee sheet, the CSSO trainee page, Forsa’s 1 June 2026 scale and the DPP booklet are the dated euros. Employer careers pages that print “competitive” are not cells.
  • Budget the PC as a board line. Private in-house counsel must hold one. The Society recommends the employer pays. Do not hire a title that ducks admission.
  • Ask what the mid-level print is. Top-6 firms do not publish it. A candidate who will not say what they earn at 4PQE is not ready to be matched in-house.
  • Treat 2027 NQs as a different product. Arthur Cox’s 63-person 2025 class and William Fry’s keep-your-own-trainees rule size that bulge. They do not staff a 2026 DORA register.

Google Ads Keyword Planner, measured 11 September 2026 across four countries, put 60 monthly searches on the string this page owns. That is demand for the dated number, not a reason to invent a lockstep. Sartori & Partners maps nearly 1.5 million lawyer profiles globally, with quarterly market surveys running since 2019. The Dublin associate findings here — the 20 closed searches, the 37 percent counter-offer rate, the 12-day window, the 14 company-side files, the four stalled unpublished-NQ files — come from that program. The company-side route sits on our in-house counsel recruiting practice; the firm-side 1–3 PQE work sits on associate recruiting. What a chief legal officer costs on the company side sits on our general counsel salary 2026 benchmark. The Dublin market, as opposed to this country salary table, sits on our legal market Dublin 2026 briefing.

The dated 2026 public cells start at a €26,488.40 trainee floor and a €41,521 State Solicitor first point. CSSO trainees sit at €34,650 to €37,194 (USD 40,166 to 43,115). A Principal Prosecutor scale in the Cork region runs €107,081 to €132,450. Top Irish independents do not publish an NQ or PQE lockstep on their careers pages; those euros are omitted here, not guessed.

What does solicitor salary Dublin look like on the public table?

The public euros are national civil-service and trainee cells; 8,827 of 12,961 practicing solicitors sat in Dublin at year-end 2025, 68 percent of the stock. Eighty-two percent of 581 PPC contracts in 2025 were Dublin seats. A general counsel paying a Dublin 1–3 PQE is still matching an unpublished private cell against those public floors.

When is the next Irish NQ round after 2026?

The PPC 2024 class reaches 24-month indenture around May 2027, or January 2027 with four months of pre-PPC credit. The Law Society's PPC page dates the 2024 final core exam to 17 April 2025 and in-office training to 1 May 2025. The 2025 PPC class of 581 qualifies later still.

Do Top-6 Irish firms publish an NQ lockstep?

No. A&L Goodbody's trainee rewards page prints “top of the market” and Matheson's trainee page prints “market leading salary” — phrases, not euro cells, on the 2026 checks. William Fry states NQ roles are generally filled by the firm's own trainees, a 35-person 2025 class. Those absences are stated. They are not filled.

Is a 2026 Dublin hire cheaper than waiting for the next NQ class?

Yes: SEAR, DORA, CPC 2025 and FDI screening are already in force, and a 2027 NQ has not mapped a board. The public cash step from the 2026 trainee floor to the State Solicitor first point is €15,033 (USD 17,426). Private Top-6 NQ cash is not a dated cell on this page.

How long does a Dublin associate search against this table take?

Typically 6 to 12 weeks, with a median 12 working days from offer to acceptance. Completion sits at 93 percent across 20 closed Dublin associate searches over three years. Files that wait for an unpublished Top-6 NQ print run long.

EUR figures are annual base salary before bonus, as published. USD applies the ECB euro reference of 1.1592 on 11 September 2026 to the euro amount and is not a second salary. Top Irish independents do not publish NQ or PQE lockstep; those absences are stated, not filled. The DPC Legal Analyst band is not a practicing solicitor post. KPMG GVA of €6.7 billion is a 2022-base model published 22 October 2025. Irish-resident fund NAV and Irish-domiciled fund net assets are different stocks. PEP and firm turnover are not salaries to match.

Our own numbers — the interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page.
