Legal Market Dublin 2026: Firms, Pay and Hiring Demand

Newly qualified solicitors at leading Dublin firms sit in a €65,000–€80,000 band the regulator published in 2026. That figure is real. It is also the wrong number for a funds authorization seat, a data-center energy file, or a company general counsel hire. This page is for the lawyer who earns a 2026 Dublin figure and the chief legal officer who pays it.

The dated number is a newly qualified print. The seat is not.

A general counsel reading the legal market Dublin on pay alone will buy the wrong 2026 lawyer. Newly qualified solicitors at leading Dublin firms sit in a €65,000–€80,000 band the Legal Services Regulatory Authority published in 2026. Sartori maps roughly 3,000 lawyers in this city. That file records admission and employer. It does not record whether the solicitor sits on a funds desk, an energy file, or a company commercial team.

Lens 01 · The inversion Pay is published. The seat is not.

The Legal Services Regulatory Authority told the Minister in 2026 that newly qualified solicitors can expect between €65,000 and €80,000 in the leading Dublin firms, footnoted to Legal Cheek as of 16 April 2026. That band prices a private-practice NQ. It does not price a QIAIF authorization lawyer, an energy counsel file, or a company general counsel. One print. Three perimeters.

The NQ band is the opening number because it is the number that exists. The hiring error is treating it as the whole market. The ladder is below.

02 Who earns it, who pays it

What the legal market Dublin prices in 2026

Open the table first. The year sits inside every figure. A figure without a dated source is omitted.

The Legal Services Regulatory Authority, in its 2025 Pathways report published for 2026, wrote that newly qualified solicitors can expect a salary of between €65,000 and €80,000 in the leading law firms in Dublin, and footnoted Legal Cheek as of 16 April 2026. Legal Cheek’s own 2026 Money tables put Matheson newly qualified at €76,000, Arthur Cox at €75,000, and A&L Goodbody at €75,000 with a range note. Those are press-compiled bands, not audited payrolls. They are still the cleanest 2026 private-practice NQ print a lawyer or a general counsel can cite.

Below that print sits a statutory floor, not a boutique discount. The Law Society Education Committee trainee-salary sheet for the 2026 Professional Practice Course sets the national minimum wage for an experienced adult at €14.15 per hour from 1 January 2026, which on the Committee’s 36-hour week is €26,488.40 a year during the two-year in-office training period. The Chief State Solicitor’s Office, last updated 27 May 2026, publishes its own trainee scale in Dublin: Year 1 €34,650, Year 2 €35,923, Year 3 €37,194. Forsa’s civil-service scales effective 1 June 2026 put the State Solicitor and Prosecution Solicitor PPC grade at €41,521 on entry and €103,576 at LSI2. That last number is a civil-service maximum, not a multinational chief legal officer print.

Matheson’s Legal Cheek table also lists first-year trainees at €46,000 and second-year at €48,000; Arthur Cox matches those trainee figures; A&L Goodbody lists €42,000 and €46,000. A lawyer comparing a State trainee year against a large Dublin firm is looking at a different instrument, not a rounding error. A general counsel who treats the €76,000 NQ as a proxy for every Dublin solicitor — including the in-house commercial seat, the funds authorization seat, and the energy file — is paying a number that belongs to one perimeter.

Legal Cheek IE, Matheson ↗

Derived from those two dated ends: Matheson’s €76,000 newly qualified print is a little under three times the statutory trainee floor of €26,488.40. That ratio is a 2026 Dublin fact about two published instruments. It is not a lockstep, and it is not what a company pays a head of legal. No primary, non-recruiter 2026 lockstep was found for 1–8 years’ post-qualification experience, of-counsel, or equity partner at named Dublin firms, and no primary 2026 private in-house general counsel band was found. Those seats are omitted, not estimated.

Mason Hayes & Curran is the only major domestic Irish firm that publishes annual turnover. On 3 February 2026 the firm announced 2025 fee income of €131.5 million, up 8 percent, with headcount up 8 percent to 670 people across Dublin, London, New York and San Francisco. Irish Legal News the same day recorded that it does not disclose profits. The Law Society practising-certificate count for that firm at 31 December 2025 is 328 solicitors — a credential stock, not the 670 staff figure. Peer Big-five revenues are not published; this page does not impute them.

For the lawyer who earns the figure, the 2026 print that can be named in an offer conversation is still that NQ band, the trainee floor, or a civil-service grade. For the general counsel who pays it, the useful question is which perimeter the requisition actually holds. Private practice versus in-house pay is a different comparison, and it does not substitute for a Dublin desk label.

Mason Hayes & Curran’s 3 February 2026 commentary also named where 2025 demand sat: a pickup in transactional corporate and financial services, plus technology and financial-services regulation and infrastructure development. That is a full-service demand mix, not a single lockstep. Irish Times coverage the same day recorded 2021 fee income of €98 million as the published comparator for the 2025 €131.5 million. The 2026 NQ print and that turnover series do not price the same thing: one is a newly qualified solicitor, the other is a firm’s top line.

Pay is published. The seat is not.

03 The perimeter

Three markets share one city. They do not share one lawyer.

A practising certificate is a common gate. Funds authorization, large-load energy, and company commercial work are not a common seat.

A Dublin solicitor labelA file a company can actually fill

  1. Funds desk Asset-management and investment-fund work sold to sponsors, ManCos, depositaries and administrators. UCITS, QIAIF, ELTIF, depositary agreements, liquidity tools. Not a corporate generalist.
  2. In-house commercial The general counsel’s own payroll: commercial contracting, data protection, AI and cyber. A company seat, not a QIAIF authorization lawyer and not a High Court planning advocate.
  3. Energy and load Projects, planning and utility or hyperscaler in-house counsel next to contracted data-center load. The sibling page owns the connection-counsel product. This page only places the seat.

Dublin held 8,827 of Ireland’s 12,430 solicitor practising certificates at year-end 2025, 71 percent, on the Legal Services Regulatory Authority count. The Law Society Snapshot reports the same 8,827 against 12,961 practising solicitors. Combined practising solicitors and barristers stood at 16,089, a 6 percent rise from 15,246 in 2024, as the Law Society Gazette reported on 14 July 2026. Cork held 965 certificates, Galway 388, Limerick 327. Place of practice on the certificate is not a hours-billed census, and it is not a map of desks.

In-house is already a second market on the stock. At year-end 2025, 27 percent of practising solicitors worked in-house: 2,911 in the private sector and 531 with State or public bodies. The Gazette’s 8 December 2025 in-house feature, drawing on Law Society solicitor surveys run with Ipsos B&A, put 76 percent of in-house and public-sector respondents in Dublin. Private-sector in-house respondents on commercial matters rose from 41 percent in 2023 to 50 percent in 2025; data protection rose to 46 percent of private in-house (24 percent of public-sector); litigation sat at 25 percent of private in-house. Those are the labels a head of legal is actually hiring against inside a company.

The pipeline does not yet match that stock. Of 581 trainee solicitors who started the Professional Practice Course in 2025 — a 17-year high — 557 held contracts in law firms, 12 in-house private and 12 in State bodies. LSRA Pathways 2025 puts 4 percent of 2025 trainees in-house with a private company or State body. A chief legal officer who staffs as if the NQ class is an in-house inflow is a year early, every year.

PPC training-contract location, 2025. Dublin took 479 of 581 starts. The bars are contract geography, not qualified headcount, and not in-house hiring.

Law Society Snapshot 2025; LSRA Pathways 2025; Irish Legal News, 14 August 2026.

Derived from two official 2025 series: Dublin’s share of training contracts (82 percent of 581) sits above its share of practising certificates (71 percent of 12,430). The city is more concentrated at the point of qualification than on the stock. That is a supply fact for a general counsel competing with law firms for the same newly qualified names, and it is a mobility fact for a solicitor who wants an in-house seat before the certificate is even issued.

Across 250 structured interviews with Dublin in-house counsel and company hiring managers, 54 of 88 general counsel and heads of legal sitting in Dublin private-sector desks over a 24-month window said their last legal hire was specified as a general commercial seat and then rewritten once the work turned out to be funds, energy, or data-protection specific. A general counsel at a Dublin-headquartered financial-services group told us they had budgeted against the regulator’s NQ band and then watched the candidate take a funds-firm desk because the live file was QIAIF documentation, not commercial contracting. That is the buyer error this page is for.

Practice labels named by private-sector in-house respondents in the Law Society solicitor surveys, 2025 wave. Commercial and data protection are the company-side seats. They are not firm department names.

04 The employers

Who actually puts a Dublin solicitor on the payroll

Domestic full-service firms, international funds shops, public-law offices, and company legal teams share the certificate stock. They do not share the work.

Sort the Law Society Snapshot table and the 2026 Dublin buyer map is not a single pyramid. A&L Goodbody held 399 practising certificates at 31 December 2025; Matheson 370; Arthur Cox 344; Mason Hayes & Curran 328; McCann FitzGerald 289; William Fry 220. Those six Dublin-headquartered firms are the “leading law firms” the LSRA uses when it states the NQ band. They sell corporate, finance, funds, litigation, real estate, tax and regulatory work to FDI, funds and domestic corporates. Twenty employers together held 3,594 certificates, 29 percent of 12,430.

Public and semi-State offices are not a rounding error. The Chief State Solicitor’s Office held 208 certificates (seventh), the Legal Aid Board 144, the Office of the Director of Public Prosecutions 128, the Central Bank of Ireland 117, Allied Irish Banks 95. Together those five names employed 692 solicitors, 6 percent of certificates. CSSO copy updated 2 July 2025 puts the office at over 350 staff in legal and administrative roles, with five legal divisions: Administrative Law; Commercial and Employment Law; Constitutional and State Litigation; Justice; State Property. The Commercial Law section of that office advises on energy regulation and renewable infrastructure, data protection, ICT, State aid and Office of Government Procurement frameworks — a public-law energy file, not a funds NQ. The Gazette, on 8 December 2025, described the CSSO as the seventh-largest legal office in Ireland by practising solicitors, relocating to Smithfield Hall, Dublin 7, by the start of 2026, and not taking criminal casework (that sits with the DPP). The Central Bank’s talent-acquisition policy lists General Counsel among senior roles. A Legal Aid Board Solicitor Grade III for Dublin and Wicklow was live on the employer’s own site with a 14 September 2026 close. Those are civil-service and regulator grades, not firm PQE bands.

Allied Irish Banks plc 95 Bank in-house Bank legal

International and funds-specialist firms are a distinct buyer tier. Maples and Calder (Ireland) held 97 certificates; Addleshaw Goddard (Ireland) 86; Dillon Eustace 84; DLA Piper Ireland 79; Fieldfisher Ireland 79. Maples, on 2 March 2026, described a Funds & Investment Management practice of 20 partners and over 60 dedicated Irish investment-fund lawyers, covering more than 2,000 funds. Matheson’s asset-management department lists over 70 legal professionals led by 13 partners. A&L Goodbody’s funds page lists six partners and over 35 lawyers. William Fry states it represents 650 Irish-domiciled funds. Chambers Europe 2026, Investment Funds — Ireland, ranks Band 1 as A&L Goodbody, Arthur Cox, Dillon Eustace, Maples Group and Matheson. The buyer of that seat is a sponsor, ManCo, depositary or administrator. A corporate general counsel buying a general commercial associate from that desk has bought the wrong 2026 lawyer.

The Data Protection Commission, from a July 2026 information booklet, hires legal analysts at Higher Executive Officer grade in Dublin 2 on a post that is not structured as a traditional practising legal seat. A chief legal officer buying a “Dublin data-protection lawyer” still has to distinguish that regulatory-analyst role from an in-house privacy counsel seat and from a firm privacy practice. Same city. Three files.

The general counsel is buying a perimeter, then a credential, then a salary instrument.

KPMG Ireland, writing in October 2025 for the Law Society and the Bar of Ireland, put legal-profession gross value added at €6.7 billion and legal-services exports at €1.4 billion in 2023. The top four domestic-spending sectors on legal and accounting services were financial services; technology, media, entertainment and telecommunications; head office and management consultancy; and manufacturing — together 50 percent of that domestic spend. Those are the in-house buyers a head of legal is comparing against the firm panel, not a second solicitor census.

The Law Society practice note, restated 12 November 2025, is blunt: in-house solicitors providing legal services as employees of a non-solicitor must hold a practising certificate, reserved work or not. Exceptions are solicitors in the full-time service of the State and solicitors employed solely to provide conveyancing. Relabeling a solicitor as a legal executive to avoid the certificate is misconduct. The 2026 certificate had a 1 February 2026 statutory deadline. A company that hires a solicitor onto the payroll without that gate is not running a cheaper process. It is running an unlawful one.

The lawyer who wants the 2026 Dublin figure is usually sitting in a firm, on a State scale, or on a Certificate of Admission file.

England and Wales and Northern Ireland solicitors, unless the Society determines otherwise, apply for a Certificate of Admission to the Roll and do not take the Qualified Lawyers Transfer Test. The Society’s Certificate of Admission page lists a €560 EFT, three references, a certificate of good standing within three months, and about eight weeks if the file is complete; the President of the High Court authorizes admission. After the Roll, a practising certificate is still required before any legal services. That is the lateral-import gate Dublin funds and corporate firms actually use. Other foreign lawyers (named US and Australian states, New Zealand, Scotland, EU, EFTA) take the QLTT first.

Sixty-four to 65 percent of 2025 training contracts sat with 19 large firms. Arthur Cox took 63 trainees, Matheson 56, McCann FitzGerald 47, A&L Goodbody 40, William Fry 35. For a solicitor, those intakes are the 2026 hiring signal at the full-service shops. They are not a signal that company legal teams are absorbing the NQ class.

05 The 2026 instruments

What actually moved demand this year

Three rule clusters reset which Dublin lawyer a general counsel is buying: funds documentation, large-load electricity, and conduct, AI and screening on the company side.

A rule is madeA different lawyer owns the file

  1. Funds rewrite AIFMD II and UCITS amendments in Irish law, then the Central Bank Rulebook and UCITS regulations. Documentation and liquidity tools now; reporting in the following spring.
  2. Load and land CRU large-energy-user policy, then EirGrid’s operating process. Generation and Irish renewables travel with the demand. Energy and planning counsel, not a UCITS associate.
  3. Company conduct Consumer Protection Code in force, AI enforcement statute commenced, inward-investment screening through its first full year. In-house financial-services, privacy and M&A counsel.
  4. Capital overlay Ireland for Finance Vision 2030 is an international-financial-services jobs strategy, not a solicitor census. It describes where funds and fintech work is meant to sit.

S.I. No. 181 of 2026 and S.I. No. 182 of 2026, noticed in Iris Oifigiúil on 1 May 2026, put AIFMD II and the parallel UCITS amendments into Irish law on that day, with enhanced reporting from 16 April 2027. The Central Bank’s feedback statement on Consultation Paper 162, dated May 2026, applied the rewritten AIF Rulebook from 5 May 2026 (15 responses). Matheson, on 17 July 2026, recorded that updated Central Bank UCITS Regulations replaced the 2019 rules with no transitional period. The 2025 authorization throughput behind that paper is 654 UCITS and 281 QIAIFs, up 40 percent and 32 percent on 2024, in the Central Bank’s Authorisations and Gatekeeping Report 2025. Irish-resident investment-fund assets under management were €5,595 billion at end-Q1 2026; net asset value was €4,718 billion. Money-market-fund NAV was €949 billion in the same PDF and is not added here. Combined investment-fund and money-market NAV was €5.309 trillion at end-Q3 2025. Chambers, citing Central Bank statistics, put Irish-domiciled funds including sub-funds at 9,254 at end-September 2025. That capital is why the funds desk exists. It is not a warrant to staff a company commercial team from it. The funds product lives on the AIFMD depositary and fund-structuring page.

On large-demand electricity, the Commission for Regulation of Utilities issued CRU/2025236 on 12 December 2025. Data-center electricity demand was 5 percent of national demand in 2015 and 22 percent in 2024; EirGrid’s contracted-demand forecast in that decision runs to 31 percent of national demand by 2034. New data centers must bring dispatchable generation and additional Irish renewables. EirGrid’s Data Centre Connection Offer Process and Policy Version 3, dated 20 May 2026, sets offer clocks of about 7.5 calendar months where nominated generation already holds an offer, and up to 18 months where generation applies in parallel. EirGrid and SONI, data freeze 30 June 2025, recorded approximately 2,100 MVA of demand capacity contracted to data centers and other new-technology loads at transmission level and about 300 MVA at 110 kV distribution, almost all in the greater Dublin region. That sizes the physical capital sitting next to Dublin in-house and firm seats. It is not a hiring count, and the connection-counsel how-to belongs to Dublin data center connection counsel. A funds authorization lawyer is the wrong 2026 purchase for that perimeter. A head of legal at a hyperscale operator with greater-Dublin load told us the connection-and-generation file could not be staffed from the existing commercial and data team. The privacy lawyers were not the shortage. The energy file was.

On the company side, the Consumer Protection Code 2025 took effect on 24 March 2026. Ireland’s AI enforcement statute commenced on 31 July 2026; the EU AI Act’s general application followed on 2 August 2026. Inward-investment screening, live from 6 January 2025, recorded 102 notifications in 2025, 26 in-depth investigations, two approvals with conditions, none prohibited, and an average in-depth review of 40.5 days against a 90-day statutory clock. Ireland recorded 524 M&A deals worth €19.5 billion in 2025 (Mergermarket via William Fry, freeze 19 January 2026); the High Court commercial list took 107 incoming cases in 2025, the first full year after planning and environment matters left that list for Order 103. Department of Finance Vision 2030, launched 25 August 2026 as reported by Arthur Cox and Sandyford Business District, puts international-financial-services employment at about 61,000 people across more than 600 firms, with a 70,000 target by 2030. That 70,000 figure measures IFS jobs, not lawyers.

In the same cohort, 41 of 72 in-house counsel at Dublin financial-services and technology employers over an 18-month window named data protection or AI inventory work as the seat they would refill first on their own payroll — not a funds authorization associate, and not a planning advocate. The Consumer Protection Code and the AI Act are why that answer showed up in 2026 rather than as a generic “tech” preference.

The Individual Accountability Framework is already live: Conduct Standards from 29 December 2023, certification from 8 January 2024, SEAR for executive PCF roles from 1 July 2024, and the NED and INED layer from 1 July 2025. 2026 demand on that file is maintenance, PCF applications and enforcement-readiness at counsel seniority, not a first-year NQ task. High Court planning and environment work now sits on its own list: S.I. No. 246 of 2025 has been in operation since 18 June 2025, with Practice Direction HC137 from 13 April 2026. That split is named here so a general counsel does not staff a commercial-list advocate onto a data-center planning file. The mechanics of that list belong to the connection-counsel sibling, not to this market page.

The connection file is not a privacy seat.

How a company actually fills a Dublin legal seat

We have worked the Dublin in-house line for five years. Over the trailing three years we closed 15 searches, 93 percent of them completed, on a typical 4 to 7 month clock.

A city on the requisitionA start date

  1. Name the perimeter Funds, energy and load, or company commercial and data. A “Dublin solicitor” label is not a brief.
  2. Name the credential Practising certificate for almost every private and in-house solicitor seat. Certificate of Admission for England and Wales. QLTT for other foreign lawyers. State service is the exception.
  3. Choose payroll or panel A firm funds desk can be instructed. A company decision on generation, an AI inventory, or a screening notification has to be owned inside.
  4. Price the instrument you have NQ print, State scale, or a confidential in-house band. Do not treat the regulator’s NQ sentence as a chief legal officer salary.

Of those 15 closed Dublin in-house searches, 9 were company-side commercial, data-protection or energy seats, 4 were funds, ManCo or AIFM in-house seats, and 2 were public-law or regulator seats. Sartori’s Dublin mandate telemetry records counter-offer incidence at 30 percent across that book, and a median of 14 working days between offer and signature. The typical timeline is 4 to 7 months.

Four of the nine company-side files stalled at least once because the company briefed a newly qualified commercial associate band against a seat that needed mid-PQE funds or energy counsel. The search restarted after the first shortlist. That is the slowest cut in our Dublin book, and it is the finding that does not flatter the method: we still take the first brief as written, and we still lose weeks when the perimeter is wrong. Our Dublin mapping records admission and employer. It cannot see which desk a solicitor actually sits on, because practising certificates do not carry a practice label. A page that pretended otherwise would be selling coverage we do not have.

One composite, a Dublin-headquartered financial-services platform: the original brief was “commercial counsel, recently qualified, leading-firm band.” The live work was ManCo policy, liquidity-tool disclosure and a depositary agreement after the May 2026 Rulebook. Time to a rewritten brief: eight weeks. Time to a completed hire after the rewrite: another four months, inside the 4-to-7-month envelope. The candidate who would have taken the first brief was an NQ commercial solicitor. The candidate who took the second was a funds counsel who already held an Irish practising certificate.

A second composite, a hyperscale operator with greater-Dublin contracted load: the original brief mixed data protection, commercial contracting and “some energy.” The file that mattered was generation, renewables matching and a planning condition sitting in front of an EirGrid process. After the stall, the company split the seat. Privacy stayed on the existing in-house team. Energy counsel was hired as a separate payroll role. Completion sat at six months. Counter-offer pressure showed up on the energy name, consistent with the 30 percent incidence on this line. The privacy market was not the constraint.

Three Dublin perimeters a general counsel actually buys. The sibling pages own product mechanics. This table only stops a company treating them as one solicitor.
Perimeter Who pays Where the lawyer sits What this page will not do
Funds authorization Sponsor, ManCo, depositary, administrator Law-firm AM/IF desk or Irish AIFM in-house legal Explain AIFMD depositary product
Load, generation, planning Operator, utility, hyperscaler, State commercial section Projects/energy desks and operator in-house Walk the connection-offer process
Company commercial and data General counsel, chief legal officer, head of legal The company payroll Invent a private GC salary band

If the seat is on the company payroll, the conversation is an in-house counsel search, not a partner move and not a generic Dublin solicitor trawl. If the company is building the first legal desk, building an in-house legal team is the sequencing question. The close of this page is that conversation, not a candidate inbox.

We have worked in the Dublin market for five years, for companies and in-house teams in financial services, technology and funds. Over the last three years we closed 15 in-house searches with a 93 percent completion rate and a typical timeline of 4 to 7 months. The median offer-to-acceptance window on that book is 14 working days; counter-offer incidence is 30 percent. A lawyer reading them should treat them as process texture, not as a published salary. A general counsel should treat them as the clock to budget, after the perimeter is named.

Practising certificates measure credentials. Fund statistics measure capital. Mandate telemetry measures closed searches. They are not interchangeable.

Headcount on this page is the Legal Services Regulatory Authority Pathways series and the Law Society Snapshot: practising certificates, the Roll, trainee contracts, in-house classification, and named workplaces. Pay is the Law Society trainee floor, the CSSO and Forsa published scales, the LSRA NQ sentence, and Legal Cheek IE Money tables. Capital is the Central Bank investment-fund releases and the 2025 authorization report. Deal and court volumes are Mergermarket via William Fry and the Courts Service Annual Report 2025. Load figures are CRU/2025236 and EirGrid. KPMG’s October 2025 impact model is a profession-level GVA and export estimate commissioned by the professional bodies.

Sartori & Partners runs a continuous research program over its own records: nearly 1.5 million lawyer profiles mapped globally, structured candidate and client interviews, mandate records, and quarterly market surveys since 2019. Dublin findings on this page use that city’s interview cohort and the 15 closed in-house searches. Observation windows are named in the sentences that carry the cuts. A mapping figure describes coverage. An interview figure describes the people we sat with. They are not a sample rate.

LSRA Pathways and the Law Society Snapshot measure practising certificates, not billed hours. Central Bank NAV and AUM are investment-fund statistics, not a lawyer census. Mason Hayes & Curran turnover is the only major domestic Irish firm figure published for 2025. CRU and EirGrid figures measure electricity and contracted load, not counsel headcount.

Dublin 2026: the questions both readers ask

The lawyer wants the print. The general counsel wants the perimeter. The answers below open with the number.

What does the legal market Dublin pay a newly qualified solicitor in 2026?

Between €65,000 and €80,000 at leading Dublin firms, the band the Legal Services Regulatory Authority published in 2026. Legal Cheek's 2026 Money tables put Matheson at €76,000 newly qualified and Arthur Cox and A&L Goodbody at €75,000. That is a private-practice NQ print, not a general counsel or legal-director band: no primary 2026 private in-house chair figure was published outside recruiter guides, so this page does not invent one. The statutory trainee floor from 1 January 2026 is €26,488.40; the State Solicitor PPC scale from 1 June 2026 runs €41,521 to €103,576.

How many solicitors actually work in Dublin?

8,827 solicitor practising certificates sat in Dublin at year-end 2025, 71 percent of the 12,430 issued nationally. The Law Society Snapshot reports the same 8,827 against 12,961 practising solicitors (68 percent). Combined practising solicitors and barristers in Ireland stood at 16,089. These series measure credentials and place of practice on the certificate, not hours billed and not general-counsel headcount.

Is Dublin one hiring pool for in-house counsel?

No. Twenty-seven percent of practising solicitors sit in-house, but 95 percent of 583 first-time practising-certificate holders in 2025 went into a law firm. Of 581 PPC trainees, 557 held contracts in law firms, 12 in-house private and 12 in State bodies. Funds authorization work sits on asset-management desks sold to sponsors and depositaries; energy and data-center load sits on projects desks and operator in-house teams; company commercial and data-protection work sits on the general counsel's own payroll. Those are three candidate pools.

What should a general counsel specify before a Dublin search?

Name the perimeter first: funds authorization, energy and projects, or company commercial and data work. Of the 15 Dublin in-house searches Sartori closed over three years, four stalled at least once because the brief described a generic commercial newly-qualified seat against a mid-PQE funds or energy file. A practising certificate is the default in-house gate; full-time State solicitors are the statutory exception. England and Wales solicitors use the Certificate of Admission, not a transfer exam.

How long does a Dublin in-house search take?

Budget 4 to 7 months. Sartori's 15 closed Dublin in-house searches over three years completed at 93 percent, with a 30 percent counter-offer incidence and 14 working days median from offer to signature. We have worked this market for five years. The slow cut is a rewritten brief, not a missing candidate.

Can an England and Wales solicitor join a Dublin desk without a transfer exam?

Yes, on the Law Society Certificate of Admission route: €560, about eight weeks if the file is complete, then a practising certificate before any legal services. The Qualified Lawyers Transfer Test is the other foreign-lawyer path (EU, EFTA, named US and Australian states, New Zealand, Scotland). A Data Protection Commission legal-analyst post is not a practising-solicitor seat by design.
