General Counsel Salary in Luxembourg 2026: how many seats €1 million funds.
A 2026 general counsel salary Luxembourg figure is a disclosed band, in euros and in dollars. Listed issuers do not print a single-figure general-counsel line. The EIB staff scale and the officials' grid do.
€1 million of 2026 cash is a seat count, not a headline.
The question behind a general counsel salary Luxembourg search is how many disclosed seats one million euros funds, in euros and in dollars, at the ECB reference rate of 6 October 2026.
EIB grade 9 maximum, 2026 gross annual, Luxembourg staff: €313,605 ($353,400 at €1 = $1.1269). One million euros funds 3.19 seats at that cash. The band is the ceiling of the printed staff scale, not a general counsel’s payslip. EIB salary bands ↗
Pick a disclosed instrument. The number is how many of those seats €1 million of cash funds, at the ECB euro reference rate of 6 October 2026 (€1 = $1.1269). The CSSF average is not a general-counsel offer. The award ceiling is arithmetic, not a payment. The full dated table sits below.

What a 2026 general counsel salary Luxembourg cash figure actually funds
Local currency first, dollars at the 6 October 2026 ECB reference rate, then how many such seats one million euros buys. Each row is a disclosed instrument, not a survey average.
There is no published 2026 average general counsel salary Luxembourg figure that survives a source check. Salary guides that print one number for the title were set aside. What can be dated, converted and divided is the cash an institution prints: a 2026 EIB staff band, a basic step on the officials’ grid applicable from 1 July 2025, a supervisor’s wages-and-salaries average, and the social minimum wage that scales the bottom of the same city.
The ECB euro foreign-exchange reference rate on 6 October 2026 was €1 = $1.1269. Every dollar figure on this page uses that rate, rounded to the nearest $100. The rate is a reference rate for statistical and contractual use. It is the conversion a New York compensation committee and a Luxembourg board can read on the same day. A September monthly average is a different series and is not mixed in.

Arithmetic is €1,000,000 divided by the cash in the row, to two decimal places. Annual officials’ figures are the published monthly basic salary times 12. They exclude allowances and EU tax. See the sources.
EIB grade 9 maximum
€313,605 gross annual, 2026 Luxembourg staff band. $353,400 at €1 = $1.1269. Ceiling of the printed scale, not a payslip.
EIB salary bands for 2026 ↗Two rows are easy to misread, and they nearly collide. AD16 step 3 on the officials’ grid is €25,986.17 a month from 1 July 2025, which is €311,834.04 of basic salary a year, $351,400. EIB grade 9 tops out at €313,605, $353,400. The gap is €1,771. That proximity is not an equivalence. The officials’ figure is basic salary before allowances and before EU tax. The EIB figure is a gross annual band for Luxembourg staff, also under EU tax and exempt from Luxembourg national income tax, with a performance award that can reach 35 percent of base on top. A private-sector general counsel is on neither instrument.
The officials’ grid is what the Court of Justice, the Court of Auditors, the European Parliament secretariat and Commission services in Luxembourg use for officials. OJ C/2025/6564, published 11 December 2025, is the basic monthly scale applicable from 1 July 2025. AD16 step 1 is €23,932.55 a month. Annualizing any step by 12 produces basic salary only, before allowances and EU tax. No later basic-salary table had replaced this scale as of 7 October 2026. Calling AD16 a general counsel salary Luxembourg figure imports a civil-service step into a corporate offer.
The EIB prints 2026 bands for Luxembourg staff on fixed-term and indefinite contracts. Grade 9 is €255,530 to €313,605. Staff pay EU income tax and are exempt from national income tax. A hire outside Luxembourg may be adjusted for local costs. The careers page does not attach a grade to the general-counsel title. Grade 9 is the top of the printed scale, not a payslip. A 35 percent award on the grade 9 maximum is a ceiling of €423,366.75 ($477,100), and €1 million funds 2.36 of those ceilings. That is a cap on the arithmetic, not a payment.

A Luxembourg general-counsel cash figure is the band the employer can show, not the payslip the institution will not print.
The employer is a bank, a fund manager, an institution or a listed group.
The 2026 Luxembourg general-counsel seat is an in-house job. Law firms instruct, and they do not employ, this seat. The CSSF counts tell you how large the employer landscape is. They do not tell you the salary.
Banks and payment firms
The CSSF counted 118 banks at 31 August 2026, and bank employment of 26,575 people in Luxembourg at 30 June 2026. A general counsel here is an employee of the bank, not of a law firm, and the cash is not in a public grade table.
Fund managers and specialized PFS
Chapter 15 management companies, authorized investment-fund managers and specialized professionals of the financial sector hire the seat that sits above the product. The vehicle itself does not employ the general counsel.
EU institutions and the EIB
The Court of Justice, the Court of Auditors, the Parliament secretariat and Commission services in Luxembourg pay officials on the AD grid. The EIB prints its own 2026 staff bands. Neither document is a private-sector offer.
Listed groups with a Luxembourg issuer
364 issuers had Luxembourg as their home Member State at 31 August 2026. Remuneration reports price executive directors, and sometimes an aggregate of executive officers. A single-figure general-counsel line is the row they do not print.
The CSSF sheet dated 17 September 2026 is an employer map, not a salary table. At 31 August 2026 there were 118 banks (48 branches) and 28 authorized securitization undertakings. At 30 June 2026 the banks’ balance sheet was €1,027.6 billion and profit before provisions and taxes was €5.3 billion. At 31 July 2026 UCIs numbered 2,824 (Part I 1,492, Part II 317, SIFs 1,015) with net assets of €6,686.57 billion. Authorized investment-fund managers numbered 281 at 31 August 2026, and 364 issuers had Luxembourg as their home Member State. Employment at 30 June 2026, branches abroad excluded from the bars below, was banks 26,575, investment-fund managers 7,745 and specialized PFS 7,269. Including branches abroad, financial-sector employment was 61,732. The sheet says a change in that employment is not a net creation or loss of jobs. None of the lines counts general counsel.
Cash is printedCash is withheld
- Staff band or basic grid The EIB prints a grade. The officials’ statute prints a step. The company paying, and the lawyer earning it, can both read the number. The number is still not a private-sector contract.
- Cap, not a payment An award ceiling and a social-security ceiling both stop a calculation. Neither one is the cash that will clear on payday. A letter that quotes only the ceiling has not made an offer.
- Listed GC, row missing The remuneration report prices executive directors and, sometimes, an aggregate of executive officers. A general-counsel title is not a single-figure row. The missing number is not a median waiting offstage.
ArcelorMittal, a Luxembourg-incorporated issuer, is the clean illustration. Its 2025 remuneration report, in a table denominated in thousands of dollars, prints 2025 base salary for the Chief Financial Officer and Executive Officers as 7,486 — $7.486 million in aggregate. Executive directors are itemized. The general counsel is not a row. Using the aggregate as if it were one person’s salary, or dividing it by a guessed number of officers, manufactures a figure the report refused to print. The same gap is the ordinary case at a listed issuer, not a quirk of one steel group. Across the Luxembourg interview set, 64 of 90 general counsel and heads of legal at banks and Chapter 15 management companies, over 24 months, said their cash does not appear in a public remuneration table.
A general counsel at a Chapter 15 management company put the pricing error in one exchange: The committee printed the EIB grade-9 maximum and called it a market. EU tax and the award cap do not come with the person. The grade-9 maximum is a real 2026 number. It becomes a false offer when a private-sector letter copies €313,605 and skips the tax regime that number was built inside.
Your first offer is a seat count plus a tax regime. If you have budgeted €1 million of cash, you have funded 3.19 grade-9 ceilings or 3.21 AD16 basic-annual seats, and you have not funded a London or New York general-counsel package.
- Name the instrument in the letter. EIB gross band, officials’ basic salary, or a private-sector base. They are not substitutes. The €1,771 gap between €313,605 and €311,834.04 is the least of the differences.
- Do not import another city’s cash. A London public-body series and a New York total-package survey describe other contracts. The Luxembourg file that slips is the one whose first number came from one of those contracts.
- Price 1 June 2026 and the ceiling on purpose. The application rate is 992.24. Employer social security on periodic pay stops at €13,856.63 a month. Silence on either point is a second negotiation.
- Keep the product counsel off this payroll. Whether a securitization platform needs a seat at all is a headcount question about the sponsor, answered separately from the cash figure.
The band in the briefing book is not your contract unless you are being hired onto that band. Ask which euros are base, which are index, and which tax administration assesses them.
- Ask whether the number is before EU tax. Of the same interview set, 48 people sitting on an EU or EIB grade had received a private-sector offer over 18 months. 19 of them said the offer was set against the published band before EU tax, not after it.
- Ask where 1 June sits. A 2.5 percent index step on a private-sector base is cash. It is not a gesture. A letter dated before the step, and silent on it, is an incomplete offer.
- The award cap does not travel. Thirty-five percent of an EIB base is a rule inside the Bank. A fund manager that quotes the cap without quoting a bonus formula has quoted a slogan.
- The in-house seat is not a bar seat. A Luxembourg avocat does not take this job as an employee, and the privilege analysis sits on the securitization and CLO counsel page. Deal documents stay with transaction counsel.
Above the social-security ceiling, the next euro of general-counsel cash is index and tax, not pension.
The grade under the general counsel is on the same printed scale.
One million euros of general-counsel cash does not staff the legal department. The EIB grades under grade 9 are the only deputy bands the city actually prints.
Grade 9 is the number a committee is tempted to copy. Grades 6 through 8 are the printed layer under it: grade 8 €207,050 to €282,800, grade 7 €161,061.28 to €257,698.06, grade 6 €110,290.21 to €176,464.33. One million euros funds 4.83 seats at the grade 8 floor and 3.54 at the grade 8 cap. Those ranges are EIB ranges. They are a poor proxy for a two-lawyer fund-manager desk that will never see an EIB contract.
The CSSF’s own payroll is the other public average, and it is easy to misuse. The 2025 accounts, discharged by the Government Council on 8 May 2026, record staff costs of €144,765,932.57, of which wages and salaries are €137,299,501.10 and social security is €4,979,861.02. The annual report puts headcount at 1,007 people and 924.88 FTE on 31 December 2025, after 64 hires and 40 departures. Wages and salaries divided by the year-end headcount are €136,345 ($153,600). Divided by FTE they are €148,451. Both cuts are averages of a supervisor’s 2025 payroll. They are not a full-year average of people who stayed all year, and they are not a general counsel salary. One million euros funds 7.33 of the headcount averages. That sentence belongs in a contrast, not in an offer letter.
From 1 June 2026 the unskilled social minimum for a worker aged 18 or over is €2,771.33 a month, and the skilled minimum is €3,325.59. Times 12, the unskilled floor is €33,255.96 a year ($37,500). One million euros funds 30.07 years of that minimum. It is a scale under the €313,605 band, not a general-counsel comparator. A London series is a different instrument: the dated disclosures are on the general counsel salary London 2026 page, and they are not the first number in a Luxembourg letter.
The June index and the social-security ceiling are the 2026 changes to the cash.
A Luxembourg general-counsel offer written in 2026 is rewritten by a wage-index step and by a ceiling on employer contributions. Neither one is a hiring census.
Every private employerOutside the ceiling
- Index step Wages, salaries and pensions move with the application rate. A letter that freezes a 2025 number through June has skipped a statutory step.
- Contribution ceiling Pension, health, accident and occupational medicine, on the employer side, are calculated up to a monthly maximum. The next euro is not pension.
- Tax continues Income tax and the wage index do not stop where contributions stop. Dependency insurance is a different charge, on the employee, and it has no ceiling.
- EU tax world EIB staff and EU officials are not inside the Luxembourg social-security ceiling. Copying their gross band into a private offer copies the wrong administration.
STATEC’s notice of 29 May 2026 is the index fact. The half-yearly average of the consumer-price index crossed the trigger, and the new application rate of the sliding wage scale is 992.24 points from 1 June 2026, against a previous rate of 968.04. The notice states the result as a 2.5 percent increase in wages, salaries and pensions from that date, under Article 3 of the amended law of 25 March 2015 on the salary system of civil servants, which is the provision STATEC cites for the sliding scale. Guichet.lu, updated 4 June 2026, and the IGSS social-parameters PDF valid on 1 June 2026, print the same application rate, the unskilled minimum of €2,771.33, the skilled minimum of €3,325.59, and a maximum contributory amount of €13,856.63 a month for all schemes except long-term care.
FEDIL’s note for 1 June 2026 splits the employer side of periodic pay. Pension is 8.50 percent employer (17.00 percent total). Health at the CNS is 3.05 percent employer (6.10 percent total: 5.60 percent benefits in kind and 0.50 percent cash benefits; bonuses use 2.80 percent employer). Mutualité class 1, financial absenteeism under 0.65 percent, is 0.23 percent employer; the higher classes are 0.95, 1.56 and 2.66. The 2026 accident single rate is 0.65 percent before a bonus-malus factor of 0.85, 1.0, 1.1, 1.3 or 1.5. Occupational medicine is 0.14 percent only if the employer is affiliated with STI or STM. Dependency insurance is 1.40 percent, employee-only, after deducting one quarter of the unskilled minimum (€692.83), with no ceiling.
At the lowest mutualité class, before the accident factor, and including occupational medicine, those employer pieces sum to 12.57 percent (12.43 percent without occupational medicine). The sum is a combination, not every employer’s rate, and it applies only up to €13,856.63 a month. At the ceiling that is about €1,741.78 a month and about €20,901 a year. Against €313,605 of cash, €20,901 is about 6.7 percent, not 12.57 percent. Euros above the ceiling still take the wage index and income tax. FEDIL’s annual maximum is 12 times €13,856.63, €166,279.56. Do not run 12.57 percent over an EIB band or an AD salary: those pay EU tax and sit outside Luxembourg social security. Grossing €313,605 up by 12.57 percent applies a capped rate to the wrong base.
A chief financial officer at a specialized PFS described the letter that skips the step: The offer letter was silent on the June index. We had priced the cash as if 1 June would not move it.
Price the seat on a disclosed instrument, then run two clocks.
Sartori has worked the Luxembourg in-house market for 5 years. On this line: 12 closed searches over three years, a 27 percent counter-offer incidence, 15 working days from offer to signature, 93 percent completion, and a typical 4 to 7 months.
Of 12 closed Luxembourg in-house searches over three years, 5 were general-counsel or head-of-legal seats. The other 7 were deputy or specialist seats under a sitting general counsel. Completion on the 12 is 93 percent. Counter-offers landed on 27 percent of the line. 2 of the five GC files drew a counter-offer. That is heavier than the line’s 27 percent, and it is still two files inside a set of 12, not a second series.
2 of those five ran past the 4 to 7 month range. In both, the first offer was priced off a London or a New York cash figure, then converted. The candidate could not sign a number that described another city’s contract, and the board had to be walked back to a Luxembourg instrument before a second offer existed. That is a miss in the first letter, not a shortage of Luxembourg general counsel. It is the reason the seat count above is in euros, taken from a document a committee can open.
One file inside the five closed faster than that miss. A Chapter 15 management company in Luxembourg City hired its first general counsel in 19 weeks, inside the 4 to 7 month range. The letter named a private-sector base, said the 1 June 2026 index was included, and did not cite an EIB grade as if it were the market. The median on the whole line, GC and deputy files together, is 15 working days from offer to signature. A counter-offer after that point is a conversation about a number that was supposed to have been final.
BriefSignature
- Name the instrument EIB band, officials’ basic step, or a private-sector base the remuneration committee will actually pay. If the brief cannot name it, the search has not started.
- Split tax from the ceiling EU tax, Luxembourg income tax, and the social-security ceiling are three different sentences. A single gross number that implies all three is not yet an offer.
- Put 1 June in the letter Say whether the June application rate is inside the cash. Silence turns the index step into a second negotiation after the candidate has a competing conversation.
Of the same 250 structured interviews, the 90 bank and Chapter 15 respondents and the 48 respondents who received a private-sector offer while sitting on an EU or EIB grade are two cuts of one set. They are not added together, and they are not a second program. The 19 who saw their offer compared with the published band before EU tax are a subset of those 48. The pattern is consistent: committees anchor on the gross figure they can circulate, and they under-specify the administration that figure belongs to.
A second composite from the same 12, by category only. A specialized PFS replacing a head of legal closed inside the 4 to 7 month range once the letter separated base, the June index and the social-security ceiling. The version that quoted only a grade-9 maximum did not survive the first conversation with the candidate’s current employer. No employer and no lawyer is named.
Sartori & Partners maps about 2,500 lawyers in Luxembourg. That file records title and employer. It does not record cash. The wider map covers 1,480,000+ lawyers. What neither file supplies is a listed-company general-counsel distribution for this city. When a board asks for one, the honest substitutes are the table in section 02, the ArcelorMittal gap in section 03, and a search that fails if the first offer is someone else’s band.
The company putting this lawyer on the payroll needs a search brief, not another salary download. Sartori’s in-house and general counsel recruiting desk runs that brief on the Luxembourg line. A first general counsel sits on first general counsel. Replacement of a sitting general counsel sits on GC succession. The research method is on the methodology page. A confidential start is a direct conversation.
Luxembourg general counsel salary: common questions
What is a typical general counsel salary Luxembourg figure in 2026?
The highest cash an employer can show is the EIB 2026 grade 9 maximum of €313,605 ($353,400). The floor is €255,530 ($288,000). AD16 step 3 basic salary is €25,986.17 a month from 1 July 2025, or €311,834.04 a year before allowances and EU tax ($351,400). None of those is a listed-company general counsel’s payslip.
How many Luxembourg general-counsel seats does €1 million fund?
One million euros funds 3.19 seats at the EIB 2026 grade 9 maximum and 3.91 at the minimum. It funds 3.21 AD16 step-3 basic-annual seats (€311,834.04) and 2.36 seats at the €423,366.75 award ceiling, which is a cap, not a payment. The CSSF average of €136,345 funds 7.33 seats and is not a general-counsel seat. Dollars use the ECB rate of 6 October 2026, €1 = $1.1269.
Does the June 2026 wage index change a general counsel offer?
Yes, when the letter is silent. STATEC on 29 May 2026 set the application rate at 992.24 from 1 June 2026, up from 968.04, a 2.5 percent increase in wages, salaries and pensions. A private-sector offer that does not say whether that step is inside the cash leaves it unallocated. EIB bands and the officials’ grid are not Luxembourg index instruments.
Why is listed-company general counsel pay missing in Luxembourg?
Because the remuneration report prices directors, not the general counsel. ArcelorMittal’s 2025 remuneration report prints base salary for the Chief Financial Officer and Executive Officers as an aggregate of $7.486 million. It does not print a general-counsel row. Dividing that aggregate by a guessed headcount would invent a salary. The CSSF counted 364 issuers whose home Member State is Luxembourg at 31 August 2026. Issuer count is not a count of disclosed GC packages.
What does the employer pay on top of a Luxembourg general counsel base?
On periodic private-sector pay, contributions stop at €13,856.63 a month from 1 June 2026 (annual maximum €166,279.56). Employer pension 8.50 percent, health 3.05 percent, mutualité class 1 at 0.23 percent, the 2026 accident single rate of 0.65 percent before the employer’s factor, and occupational medicine at 0.14 percent where affiliated, sum to 12.57 percent only up to that ceiling: about €20,901 a year, about 6.7 percent of €313,605. EIB and EU-official cash sits outside it.
How long does a Luxembourg in-house general counsel search take?
The typical range on Sartori’s Luxembourg in-house line is 4 to 7 months, and the median from offer to signature is 15 working days. Sartori closed 12 Luxembourg in-house searches over three years, at a 93 percent completion rate, with a counter-offer on 27 percent of those files. 5 of the 12 were general-counsel or head-of-legal seats. A Chapter 15 management company in Luxembourg City hired its first general counsel in 19 weeks, inside that range. 2 of the five GC files ran past seven months because the first offer was priced off a London or New York cash figure.
Public instruments, the June index, and the Luxembourg research program.
Disclosed cash comes from the EIB careers page, the officials' basic grid, the CSSF accounts and one listed-issuer remuneration report. The wage index and the contribution ceiling come from STATEC, Guichet, IGSS and FEDIL. Seat counts are €1 million divided by those inputs at the ECB rate of 6 October 2026.
