General Counsel Salary in Paris 2026: how many gross seats €1 million funds.

A dated euro figure first, then the employer contributions on that gross. CAC 40 say-on-pay prices the executive chair. The directeur juridique who is only an employee is outside that table.

€1 million of 2026 gross is a seat count, then an employer-cost count.

Sartori & Partners maps about 9,000 lawyers in Paris. That file records title and employer. It does not record cash. A 2026 general counsel salary Paris question is how many seats €1,000,000 of gross funds, and how many the same million funds once 2026 employer contributions are added. Dollars use the European Central Bank euro reference rate of 6 October 2026, €1 = $1.1269.

Worked gross of €250,000 ($281,725 at €1 = $1.1269 on 6 October 2026). €1,000,000 of gross funds 4.00 seats. This is a worked gross, not a surveyed Paris median. URSSAF private-sector rates ↗

What a 2026 general counsel salary Paris cash figure actually funds

Local currency first, dollars at the 6 October 2026 ECB reference rate, then how many such seats €1,000,000 buys. Each public row is a named instrument. The worked rows are arithmetic on a chosen gross.

There is no published 2026 average general counsel salary Paris figure that survives a source check. Salary guides that print one number for the title were opened in research and are not used here. What can be dated, converted and divided is a short list of public euro instruments, plus the employer contributions a private-sector payroll adds to a stated gross. The directeur juridique of a company is usually a salarié, an employee. The numbers the market quotes most loudly are often a mandataire social, a corporate officer.

The European Central Bank’s euro reference rate on 6 October 2026 was €1 = $1.1269. On that rate, €1,000,000 is $1,126,900, €48,060 is $54,159, and €192,240 is $216,635. Every dollar figure below uses the 6 October 2026 reference rate. A New York compensation committee and a Paris board can then read the same arithmetic. The rate is a reference rate for statistical use. It is the conversion used for those dollars.

A 2026 general counsel salary Paris figure is a gross-euro seat count plus the employer contributions on that gross. Take a worked gross of €250,000 ($281,725). It is chosen because it sits above the reduced-rate ceilings for health and family contributions and between four and eight annual social-security ceilings. It is not a surveyed median, and it is not a quote from a filing. €1,000,000 divided by €250,000 is 4.00 gross seats. The employer cost of that gross, on the included lines below, is €352,215.39 ($396,912). €1,000,000 divided by €352,215.39 is 2.84 loaded seats. €352,215.39 divided by €250,000 is 1.41 when the quotient is rounded half-up to two decimals. That is 1.41 times the gross. It is not a second gross.

2026 Paris cash figures in euros and dollars at the ECB reference rate of 6 October 2026 (€1 = $1.1269), and the number of such seats €1,000,000 funds. Annex 1 of the arrêté of 27 February 2020 groups full-time chairs whose remuneration falls between €200,000 and €230,000. The chair of the Autorité des marchés financiers is in that annex: Hors Échelle F index treatment plus an indemnity of function of €150,000 ($169,035). The arrêté does not print a single euro total, so the seat count does not divide €1,000,000 by €200,000 or by €230,000. Sanofi’s 2026 notice of meeting submits officer figures: chairman fixed compensation of €880,000 ($991,672), maintained by the board on 11 February 2026, and chief executive fixed compensation of €1,600,000 ($1,803,040), set by the board on 12 February 2025 and kept in the 2026 compensation policy. €1,000,000 funds 1.14 seats at the chairman’s fixed compensation. The chief executive figure stays out of the seat-count table.

Proxinvest, in Paris on 18 November 2025, put 2024 executive-chair mean total pay at €6,500,000 for the CAC 40 ($7,324,850, down 9 percent on 2023) and €4,200,000 for the SBF 120 ($4,732,980, down 4 percent). €1,000,000 funds 0.15 of the CAC 40 mean and 0.24 of the SBF 120 mean. The CAC 40 executive-chair mean prices the chair. A salarié directeur juridique is outside that table. INSEE Première n° 2079, published 23 October 2025, puts 2024 private-sector full-time-equivalent pay at an average net of €2,733 a month, a median net of €2,190, and a ninth decile of €4,334. Average gross is €3,602 a month, or €43,224 a year ($48,709): 23.14 seats per €1,000,000. That annualization is derived here, on all private-sector employees, not on juristes and not on Paris alone. INSEE Références, published 2 July 2026, puts 2024 cadre net pay in firms of 5,000 employees or more at €4,830 a month, for all cadres.

A 2026 general counsel salary Paris figure is a gross-euro seat count plus the employer contributions on that gross.
On the 2026 figure
03 Who pays it

The employer is a company, a fund or an authority.

The 2026 Paris general-counsel seat is an in-house job. Law firms sit on the other side of the table, on panels and on transactions. They do not employ this seat.

01

Euronext and CAC 40 companies

The directeur juridique is usually an employee. Say-on-pay prices the corporate officers. Unless the lawyer is also appointed as an officer, the cash is outside the governance report.

02

Independent authorities

The AMF chair is in annex 1 of the arrêté of 27 February 2020: a €200,000 to €230,000 classification, with a printed indemnity of €150,000 plus Hors Échelle F. The annex does not print a 2026 euro total. It is not a company general-counsel package.

03

Private equity and venture portfolios

The portfolio company employs the head of legal. A sponsor fund counsel is a different seat and is often quoted in dollars. The letter still has to show a French gross.

04

The fund versus the operating company

A management company and an operating subsidiary can each treat the other as the payer. The employer of record is the payroll that books the employer cost. Price that entity.

Code de commerce article L.22-10-9 has been in force since 1 January 2024, under ordinance 2023-1142. A company whose shares are admitted to trading on a regulated market must publish, in the corporate-governance report, the total pay of each mandataire social. The publication distinguishes fixed, variable and exceptional pay, including equity. The pay ratios in point 6 of that article compare the chair, the chief executive and each deputy chief executive with the average and the median full-time-equivalent pay of employees, and corporate officers are left out of that employee average. A directeur juridique who is only an employee does not appear in the ratio table. The absence is the statute working as written.

That is why a CAC 40 mean cannot be pasted into an offer letter for a salarié. The Proxinvest means above are executive-chair means. Sanofi’s €880,000 and €1,600,000 are officer fixed amounts submitted to shareholders. A company that opens the compensation committee on the chair mean is pricing a different office. The number that can be signed is a French gross, and the employer stack belongs on the same page as the gross.

Cash is printedCash is withheld

  1. Authority chair A classification or a remuneration table sits next to a public office. The reader can point to the band. The office is not a company general counsel.
  2. Listed corporate officer Say-on-pay prices the chair, the chief executive and each deputy chief executive. Fixed, variable and equity are separated. The employee legal chief is not in that row.
  3. Salarié directeur juridique The seat reports to the chief executive or the board and is paid as an employee. The governance report does not carry the cash. The offer letter has to.

Of 250 structured interviews in the one Paris cohort, over a 24-month window, 58 of 71 directeurs juridiques of Paris-headquartered companies said their cash was not in the corporate-governance report. A directeur juridique at a Euronext-listed industrial said, “The committee opened on the CAC 40 chair mean. The number that could be signed was a French gross, with the employer stack written on the same page.”

Separately, 19 of 44 financial-services general counsel in the same cohort, over the same 24-month window, said the chief financial officer’s first number was a US total median. The two cuts can overlap. They are not added together. A head of legal at a Paris-headquartered private-equity portfolio company said, “The offer arrived in dollars. The employer-charge stack was not in the letter, so the gross the company would actually book was still unknown.”

€1,000,000 of gross funds 4.00 seats at €250,000. €1,000,000 of employer cost funds 2.84 seats at €352,215.39.

  • Put the gross and the employer cost in the same letter. The included stack is in the table below. Workplace-accident, mobility and provident cover sit outside €352,215.39.
  • Name the office first. A mandataire social is inside article L.22-10-9. A salarié directeur juridique is outside it. Sanofi’s €880,000 is a chairman’s fixed compensation.
  • Keep a US total median out of the French gross. The letter has to show euros. A fund management company and an operating subsidiary are different employers of record.

Unless you are a corporate officer, the governance report will not carry your cash. For a single tax share, 45 percent applies above €181,917 ($205,002).

  • Ask which gross is in the contract. €250,000 of gross is $281,725 at the 6 October 2026 reference rate. The included employer cost of that gross is €352,215.39. A dollar figure and a chair mean are different numbers.
  • The annual ceiling and the tax threshold are different statutes. The 2026 ceiling is €48,060. CSG at 9.2 percent and CRDS at 0.5 percent are employee-side. The 1.75 percent allowance, on 98.25 percent of the slice, stops at four annual ceilings (€192,240). Above that, the base is the whole slice. None of that is inside the €102,215.39.
  • Loi n° 2026-122 attaches to a qualifying written consultation. The employment contract sets the gross.
The CAC 40 executive-chair mean prices the chair. A salarié directeur juridique is outside that table.

04 The desk

The employer stack is the Paris-specific number on a €250,000 gross.

One million euros of gross does not cost the employer one million euros. The included 2026 contributions on a worked gross of €250,000 are €102,215.39. The employer cost is €352,215.39.

The worked example is a private-sector employer in metropolitan France. The employer has at least 50 employees, so the housing-aid rate used here is 0.50 percent of the whole salary, and at least 11 employees, so professional training is 1 percent. The gross sits above the reduced-rate ceilings, so health insurance is 13 percent of the whole salary and family benefits are 5.25 percent of the whole salary. CLEISS states the full 13 percent health rate except a 7 percent rate when pay does not exceed 2.25 times the SMIC of 31 December 2023, equal to 2.3960 times the SMIC at 1 January 2026. Family contributions are 5.25 percent, or 3.45 percent at or under 3.3 times the SMIC of 31 December 2023. A general-counsel gross is above both tests.

The annual ceiling is €48,060. Four times that ceiling is €192,240, the cap used here for unemployment insurance and the wage-guarantee fund. Eight times that ceiling is €384,480, where AGIRC-ARRCO tranche 2 stops. The monthly ceiling is €4,005. Four monthly ceilings are €16,020 and eight are €32,040, the same caps divided by 12. Tranche 2 on a €250,000 gross runs on €201,940, which is €250,000 minus €48,060. The Mayotte monthly ceiling of €3,022 is not used. This example is metropolitan France.

Each line below is the rate times the base, rounded half-up to the cent. The included contributions are the sum of those rounded lines: €102,215.39. Adding the gross gives an employer cost of €352,215.39. Apprenticeship tax is 0.59 percent plus 0.09 percent, stated as 0.68 percent, which is €1,700.00 on €250,000.

Included employer contributions on a worked gross of €250,000. Private sector, metropolitan France, employer of at least 50 employees, rates as at 1 January 2026. Lines round half-up to the cent. The total is the sum of the rounded lines.

CET 0.21% €250,000 €525.00

Employer cost €250,000 €352,215.39

Not in the sum: workplace-accident insurance, versement mobilité, prévoyance, mutuelle, forfait social, and the cadre APEC contribution. CLEISS states a 0.06 percent global cadre APEC rate capped at four annual ceilings. The employer and employee split is not on that table, so the 0.06 percent is not added. The contribution au dialogue social is also omitted: URSSAF’s private-sector table prints 0.016 percent, and the CLEISS table of 1 January 2026 prints 0.16 percent. A line with two published rates is not in €102,215.39.

The four included lines with the highest euro amounts on the worked gross of €250,000. These are employer contributions, not a survey of Paris general-counsel pay.

URSSAF private-sector rates as at 1 January 2026, applied to the worked gross. Health €32,500.00; AGIRC-ARRCO tranche 2 €26,151.23; family benefits €13,125.00; unemployment insurance €7,689.60.

A second worked gross of €400,000 ($450,760) shows where the caps bind. Unemployment and the wage-guarantee fund stay on €192,240. Old-age capped, AGIRC-ARRCO tranche 1 and CEG tranche 1 stay on €48,060. Tranche 2 stops at eight annual ceilings, so the tranche 2 base is €336,420, which is €384,480 minus €48,060. CET at 0.21 percent applies to tranche 1 and tranche 2 only, a base of €384,480, which is €807.41. The sum of the rounded included lines is €156,351.53. The employer cost is €556,351.53 ($626,953). That cost is 1.39 times the gross when the quotient is rounded half-up to two decimals. €1,000,000 funds 2.50 gross seats at €400,000 and 1.80 loaded seats at €556,351.53.

Unemployment insurance is already at its cap by €192,240, so the 4 percent rate is not in the marginal above that line. Neither is the capped old-age rate, nor tranche 1. The marginal rates in the next section count only the lines that still move once those caps have bound.

Versement mobilité is extra. It is due, where it exists, from employers of at least 11 employees. economie.gouv.fr states that the rates are revalued on 1 January and on 1 July, and that Île-de-France rates differ by zone. Île-de-France has no single rate in this count. Add the local rate beside €352,215.39. Do not look for it inside that total.

The bottom of the same payroll is a scale, not a general-counsel comparator. INSEE, on its SMIC page carrying the update of 9 September 2026, records the minimum from 1 January 2026 at €12.02 an hour and €1,823.03 a month, following the Journal officiel of 18 December 2025, and from 1 June 2026 at €12.31 an hour and €1,867.02 a month ($2,104), following the Journal officiel of 22 May 2026. The June rate is the one in force in 2026. A worked general-counsel gross of €250,000 sits above that floor by a wide margin, and the margin does not make €250,000 a market median. It makes the floor a different instrument.

05 The 2026 load

The seat is being rewritten by disclosure, confidentiality and the tax band.

Say-on-pay, the in-house consultation statute and the income-tax scale each change what a 2026 Paris general counsel is for. None of them publishes a count of open seats.

Every employerNamed instrument only

  1. Say-on-pay table Listed companies keep publishing officer pay. The employee legal chief stays outside that table unless appointed as an officer.
  2. Confidential consultation A qualifying written consultation can carry confidentiality. The statute attaches to the document. It does not attach a salary.
  3. Income-tax band The lawyer’s own scale, per tax share, is a different statute from the employer contributions. The last slice is a marginal rate on income above a threshold.
  4. Contribution breakpoints Employer lines change at the annual ceiling, at four ceilings and at eight ceilings. A gross and a loaded cost are both required before an offer goes out.

Article L.22-10-9 does not create a general-counsel row. Putting the directeur juridique into that table means appointing the lawyer as a corporate officer, with the duties and the say-on-pay vote that follow. Most of these seats stay employees, so the cash stays in the contract.

Loi n° 2026-122 of 23 February 2026, published in the Journal officiel of 25 February 2026, inserts a confidentiality regime for defined in-house consultations into the law of 31 December 1971. The conditions include a master’s degree in law, or an equivalent, and ethics training. The text does not require the bar examination, the CAPA. It is not opposable in criminal matters or in tax matters, and the control of European Union authorities is reserved. The Conseil constitutionnel reviewed the statute in decision 2026-900 DC of 18 February 2026. Entry into force is by a decree of the Conseil d’État and, in any event, no later than 1 February 2027. Article 3 requires a government report to Parliament within three years of promulgation. The statute changes what a qualifying written consultation is worth in a later dispute. It does not change the gross. Hiring rules that turn on the bar, on court language and on the regulatory clocks of this city are kept on the Paris legal market 2026 page.

The loi de finances for 2026 was promulgated on 19 February 2026. Service-Public, on 23 February 2026, and the economy ministry, on 20 February 2026, set out the income-tax scale on 2025 income, indexed by 0.9 percent. Per tax share the slices are 0 percent up to €11,600, 11 percent from €11,601 to €29,579, 30 percent from €29,580 to €84,577, 41 percent from €84,578 to €181,917, and 45 percent above €181,917 ($205,002). A worked gross of €250,000 is above that last threshold for a single tax share. A net paycheck is not computed from these slices. The professional-expense deduction has its own cap, and CSG is not a flat rule. The 1.75 percent allowance applies only up to four annual ceilings. Above €192,240, CSG at 9.2 percent and CRDS at 0.5 percent apply to the whole of the further slice. Those employee-side amounts are not in the €102,215.39.

Between €192,240 and €384,480 the included marginal is 37.62 percent: health 13, autonomy 0.30, uncapped old-age 2.11, family 5.25, housing aid 0.50, training 1, apprenticeship tax 0.68, AGIRC-ARRCO tranche 2 at 12.95, CEG tranche 2 at 1.62, and CET at 0.21. Above €384,480, AGIRC-ARRCO tranche 2, CEG tranche 2 and CET drop off, and the included marginal is 22.84 percent. CLEISS states the 0.21 percent employer CET rate when pay exceeds the monthly ceiling. The base used here is tranches 1 and 2, which stop at eight annual ceilings. The 1.41 times relationship is the worked €250,000 case. On the included lines, €400,000 costs 1.39 times the gross.

06 Closing the hire

Price the gross and the employer cost, then run the search on the Paris clock.

Sartori & Partners has worked the Paris in-house market for 8 years. On that line: 19 closed searches over three years, counter-offers on 29 percent of processes, 15 working days from offer to acceptance, completion of 93 percent, and a typical 4 to 7 months.

Of 19 closed Paris in-house searches over three years, 8 were directeur juridique or general-counsel seats. The others were deputy, legal-director or specialist seats under a sitting chief. Of those 8, 3 were the company’s first head-of-legal seat, 3 drew a counter-offer, and 2 ran past seven months because the first offer used the CAC 40 executive-chair mean. Those three counts overlap. They are not a split of the 8. The line’s counter-offer incidence stays 29 percent.

The two files that ran past seven months are the miss. The company had a public chair mean in the briefing paper and a French employment contract in the drawer, and the first number mixed them. Completion on the 19 files is 93 percent. Median time from offer to acceptance is 15 working days. The typical file takes 4 to 7 months. The past-seven-month files sit outside that band. They are a pricing miss, not a shortage of Paris directeurs juridiques.

Two composites from the same set of files, described by category only. A Euronext-listed industrial in Paris hired its directeur juridique in five months, after the committee replaced the chair mean with a French gross and wrote the employer stack on the same page. A private-equity portfolio company headquartered in Paris hired its first head of legal in six months. The sponsor’s first draft was in dollars. The signed draft was a euro gross. No employer and no lawyer is named.

BriefSignature

  1. Name the gross Euros, in the contract, for an employee or for an officer. A dollar figure and a chair mean are not a gross.
  2. Name the employer cost The included contributions, plus the local lines that sit outside them. The payer is the legal entity that will run the payroll.
  3. Name the office Employee, corporate officer, or both. The choice decides whether say-on-pay will carry the number, and which dismissal rules apply.

The company that wants the file inside 4 to 7 months has three decisions to take before a shortlist circulates. First, whether the number in the letter is a gross or an employer cost: €250,000 and €352,215.39 are both real descriptions of one worked seat, and they fund a different count of seats per €1,000,000. Second, whether the lawyer will be a mandataire social or a salarié. Third, whether the deputies are on this year’s payroll or on a panel. A brief that cannot answer those three spends the first weeks discovering them. The counter-offer, on a line where median acceptance is 15 working days, then arrives against a number that was never the number.

The search is retained only. The fee is 25 to 30 percent of the hire’s total first-year compensation. Thirty percent of that fee is paid as a retainer at engagement. A retained general-counsel search carries a 12-month replacement guarantee.

Sartori & Partners maps 1,480,000+ lawyers. What that file does not contain is a listed-company distribution of salarié directeur juridique cash in Paris. When a board asks for one, the honest substitutes are the seat-count table, the employer stack, and article L.22-10-9.

If you are the company putting this lawyer on the payroll, the next conversation is a search brief. Sartori & Partners’ in-house and general counsel recruiting desk runs that brief. The officer-level mandate sits on general counsel search. A first head of legal sits on first general counsel. Replacement of a sitting chief sits on GC succession. Paris general counsel salary: common questions

What is a typical general counsel salary Paris figure in 2026?

There is no published 2026 average for the title. The dated instruments are the social-security ceiling of €48,060 under the arrêté of 22 December 2025, a worked employer stack on €250,000 of gross, and Proxinvest’s 18 November 2025 figure of €6,500,000 for 2024 CAC 40 executive-chair mean total pay. Code de commerce article L.22-10-9, in force since 1 January 2024, prices each corporate officer. A directeur juridique who is only an employee sits outside that table. The AMF chair indemnity of €150,000, in the arrêté of 27 February 2020, is not that table and is not a 2026 company gross.

How many Paris general-counsel seats does €1 million fund?

One million euros funds 4.00 seats at €250,000 of gross and 2.84 seats at the €352,215.39 employer cost of that same gross. At a second worked gross of €400,000 it funds 2.50 gross seats, and 1.80 seats at the €556,351.53 employer cost. Sanofi’s chairman fixed compensation of €880,000, maintained on 11 February 2026, funds 1.14 corporate-officer seats. The Proxinvest CAC 40 executive-chair mean of €6,500,000 funds 0.15, and the SBF 120 mean of €4,200,000 funds 0.24. Dollars use the ECB euro reference of 6 October 2026, €1 = $1.1269.

Why do CAC 40 pay reports price a chair rather than a Paris general counsel?

Code de commerce article L.22-10-9 prices each corporate officer, and the pay ratios cover the chair, the chief executive and each deputy chief executive. Those ratios use average and median full-time-equivalent employee pay and leave corporate officers out of the employee average. A salarié directeur juridique is outside the table. Proxinvest’s 18 November 2025 release prices 2024 executive-chair means: €6,500,000 for the CAC 40 and €4,200,000 for the SBF 120.

What does a Paris employer add to a €250,000 general-counsel gross in 2026?

On the included 2026 private-sector lines, the employer adds €102,215.39 to €250,000 of gross, for an employer cost of €352,215.39. The stack assumes metropolitan France and an employer of at least 50 people, so health is 13 percent and family benefits are 5.25 percent on the whole salary. Workplace-accident, mobility and provident lines are extra and are not in that sum. At €400,000 of gross the same included lines come to €156,351.53, and the employer cost is €556,351.53.

How long does a Paris general-counsel search take to close?

Sartori & Partners data puts a typical Paris in-house file at 4 to 7 months. Across 19 closed Paris in-house searches over three years, completion is 93 percent. Median offer-to-acceptance is 15 working days, and counter-offer incidence is 29 percent. Of those 19 files, 8 were directeur juridique or general-counsel seats, and 2 of those 8 ran past seven months after the first offer used the CAC 40 chair mean.

Does the 2026 in-house confidentiality statute change Paris general-counsel cash?

Loi n° 2026-122 of 23 February 2026 attaches confidentiality to a qualifying written consultation. Cash stays in the employment contract. The text applies by Conseil d’État decree and, in any event, no later than 1 February 2027. Bar admission remains a separate credential. Criminal matters, tax matters and European Union authorities’ supervision stay outside that confidentiality. The credential stack for a Paris hire is on the Paris legal market 2026 page.
