Legal Market Paris 2026: Firms, Pay and Hiring Demand

The 2026 figure a Paris lawyer earns, and a general counsel pays, is a floor-plus-tail — not a New York lockstep. The market still discards the candidate who is not bilingual or not avocat-shaped. That filter is the law-firm product. It is the wrong gate for the company desk.

The dated number is a floor. The discarded candidate is often the job.

The legal market Paris in 2026 still discards the candidate who is not bilingual or not avocat-shaped. Sartori maps roughly 9,000 lawyers in the city. The figure a general counsel actually pays, and a lawyer actually earns, is a floor-plus-tail, not a lockstep.

Lens 01 · The filter The 2026 market discards the wrong candidate.

Across 250 structured interviews with Paris in-house counsel and general counsel, 72 of 94 respondents sitting as general counsel, deputy GC or head of legal at French and international groups over a 24-month window named a bilingual CAPA avocat as the default filter, including for seats whose work product was an English-language file or a classified in-house consultation. The filter is a law-firm product.

Avocat-shaped and company-shaped are not the same job.

A general counsel who discards a candidate as not bilingual or not avocat-shaped is applying the 1971 courtroom product to seats the 2026 statute does not require.

An avocat is a regulated title under loi n° 71-1130 of 31 December 1971: CRFPA, CAPA, oath before a cour d’appel, inscription on a bar tableau. A juriste d’entreprise is an employee of a company. Loi n° 2026-122 of 23 February 2026, published in Journal officiel n° 48 of 25 February 2026, does not create a regulated profession and does not confer the avocat title. It attaches confidentiality to a document — a written consultation — not to the person. That is the structural reason a general counsel can hire a non-avocat-shaped seat without pretending the hire is a member of the Paris bar.

The Ministry of Justice DACS census at 1 January 2023 put Paris density at 151.4 avocats per 10,000 inhabitants against 10.8 nationally. Paris is the dense half of the French bar, not a thin specialist market. The same file recorded Paris avocat stock up 32.3 percent from 2013 to 2023, from 24,065 to 31,834. Supply is not the constraint. The gate is.

CNB formation pages record that about 80 percent of new CAPA holders are inscribed in a French bar within six months, and that 93 percent of those exercise as collaborateurs libéraux. The PPI semester at EFB is expressly a stage outside a law firm, including inside a company legal department, before CAPA. The pipeline into a company desk already exists. Discarding it because the candidate is “not yet avocat-shaped” is a category error the school itself does not make.

A general counsel at a French industrial group put the cost of the habit in operational terms: two English-first candidates were turned down in 2025 because neither held the CAPA, after which the department spent two quarters trying to hire a bilingual avocat for a GPAI-vendor contract seat. The work product was English. The filter was French-court.

Courtroom productCompany desk

  1. Avocat-shaped CAPA, oath, Paris-bar inscription, often French as the working language of the file. The right product for the TAE, employment and AMF sanctions docket.
  2. The bilingual split Same title, two languages. Arbitration and tech can hire English-first. Employment and French-court work cannot. The gate is the docket, not the city.
  3. Company-shaped Master in law, including a foreign equivalent, plus ethics training. The statutory author of the 2026 classified consultation. Not a member of the bar, and not trying to be.

Foreign-qualified counsel sit on a third track that the Paris Bar page, updated 31 July 2026, still spells out. Under Directive 98/5, an EU/EEA/Swiss national already inscribed in a home bar can practice in Paris under the home title; after three years of effective practice, assimilation to the French title is available. A non-EU counsel authorized as a consultant juridique étranger under article 101 of the 1971 law may consult and draw private instruments in international law and home-state law only. EU law and Member-State law are excluded. That is the statutory shape of the “not avocat-shaped” foreign counsel inside a Paris office: useful on the English-law or New York-law layer of a cross-border deal, useless as a substitute for the TAE.

A head of legal at a Paris-based société de gestion told us the working language of continuation-fund documents was English, and that a French-court avocat who needed translation on the limited partnership agreement was the wrong product for the seat. The bilingual gate is product-specific: arbitration and tech can hire the English-first candidate; employment and French-court work cannot.

A general counsel who discards the non-avocat candidate is discarding the statutory author of the confidential consultation.

03 What it pays

What the legal market Paris pays in 2026 — and what it does not.

Collaborator pay is a floor plus a tail. In-house pay is a different payroll. A US lockstep is a third thing, and no Paris careers page puts the office on it.

The only primary floor a general counsel can cite without borrowing a recruiter grid is the Paris Order’s rétrocession minimum. On 1 January 2026 it moved to 3,700.00 euros HT for the first year and 4,100.00 euros HT for the second year and after, indexed to the Plafond Annuel de la Sécurité Sociale, which itself rose 2 percent to 4,005 euros on the same date. The 2025 floor, still printed in the Paris deontology code, was 3,600 and 4,000 euros. The new minima apply automatically to in-force collaboration contracts under article P 14.3.1 of the Règlement Intérieur du Barreau de Paris. That is a deontological floor, not a market median and not take-home pay.

The CNB Collaboration survey 2026, with fieldwork in September–October 2025 and 2,433 complete collaborator responses, prints the distribution the floor does not. Paris was 41.5 percent of collaborator respondents. The modal Paris band is 5,000–8,000 euros HT a month, at 39 percent of respondents; the combined tail at 8,000 HT and above is 28 percent. Four in ten collaborateurs nationally report never receiving a complementary bonus. This is a self-administered survey of collaborateurs and collaborants, not a payroll census and not an in-house salary grid.

Paris-bar mode of practice at 1 January 2023. The salaried avocat is a rounding error; the default firm seat is liberal collaboration.

Ministry of Justice DACS, Statistique sur la profession d’avocat, 1 January 2023 (published February 2025).

The CNB Chiffres-clés 2026 national mean net income of 88,536 euros and median of 52,148 euros are BNC-style figures after professional charges and social contributions, before income tax, for the whole French profession — solo, collaborator, partner, salaried. They are not a Paris business-law associate package and they are not what a chief legal officer budgets for a juriste. Using them as a lawyer salary Paris proxy is how a compensation committee talks itself into the wrong number.

The US domestic associate scale is the other false friend. Milbank moved first on 2 June 2026 to a 235,000 dollar first-year and 455,000 dollar eighth-year base, effective 1 July 2026; Above the Law’s scorecard lists the subsequent US matches. No firm careers page states that a Paris office is on that grid. Treat it as a US lockstep that sets a ceiling some US-origin Paris offices may reference, not as a measured Paris payroll.

04 Who hires

The company desk pays the figure. Law firms Paris still buy a different product.

High-end mergers and acquisitions instruction still sits with a short list of firms. The person who pays an in-house salary sits at a group, a GP or an independent authority, and that desk is the one this page is written for.

On the firm side, Chambers France 2026 Band 1 for Corporate/M&A: High-end Capability is three names: Bredin Prat, Cleary Gottlieb Steen & Hamilton and Darrois Villey Maillot Brochier. Magic Circle and US firms fill Bands 2 and 3. That is a buyer map for high-end M&A instruction, not a hiring census. Décideurs 150, on 2023 figures published 25 July 2024 and updated 3 September 2024, put combined turnover of the 150 ranked firms at around 5.6 billion euros. Legal 500 EMEA 2026 went live on 25 March 2026. Those tables name which desks exist. They do not count open seats.

The company buyer is a different payroll. Cercle Montesquieu runs a Commission CAC 40 of Directeurs juridiques of large international groups; the agenda labels on that page are devoir de vigilance of parent companies, lobbying, anti-corruption, RGPD compliance and digitalization of the legal function. France Invest, an AMF-recognized association whose membership is a condition of asset-manager authorization, counted more than 460 management companies and more than 200 advisory members. The in-house seat at a GP is counsel, general counsel or head of legal of a société de gestion, not an avocat collaborateur.

Independent authorities mix the two titles on purpose. An AMF sanctions CDI in Paris 2e asked for CAPA, a Master II in business law, and at least three years in a law firm specialized in financial litigation, with court work before the Paris cour d’appel, the Conseil d’État and the Cour de cassation. The contrôles juriste asked for Master II, CAPA, at least eight years, and “a good level of English,” inside a directorate of investigations and controls. The Autorité de la concurrence hires into six competition services, a merger-control service, a digital-economy service and a direction juridique; English is required for the President’s cabinet and European affairs internships. These are salaried public seats that want CAPA as a signal, not as a right of audience on the company’s own docket.

The person who pays the in-house figure is a general counsel, a chief legal officer or a head of legal, not a hiring partner.

  • Write the statute into the brief. If you want the 2026 document privilege, the author is a Master-in-law juriste after ethics training, including a foreign equivalent. CAPA is not in the text.
  • Budget the English file as English. France Invest’s 2024 activity study recorded 56 percent of funds raised from abroad. A French-court avocat who needs translation on a continuation-fund LPA is the wrong product at a GP.
  • Keep independent counsel for the raid. In-house consultations that satisfy article 58-1 still have no particular protection in Commission inspections. The discarded “not avocat-shaped” candidate is the wrong refusal for the company desk and the right refusal for the EU-raid panel.
  • Do not gold-plate AMF work. The sanctions seat on the authority’s own careers page wants CAPA plus three years of financial-litigation firm work. Your internal markets counsel is not that seat unless you are the AMF.

Law firms Paris still buy the avocat-shaped product, and they already split language by docket.

  • Read the employer’s own posting. A Magic Circle Paris international-arbitration associate role required full business proficiency in English, native or close, and said French language proficiency “is not required although it is a plus.” The same firm’s junior employment role required the CAPA.
  • Tech is already dual-qualified. That firm’s Tech Advisory posting asked for qualification in France and/or the UK, with English as a minimum and French as an ideal. CAPA is not the only door.
  • White & Case’s Paris office describes advice through local and cross-border transactions and disputes, and cites knowledge of French, English and US law. The trilingual office is not a French-only filter.
  • High-end M&A instruction still concentrates on the Chambers Band 1 three and the Magic Circle / US names in Bands 2–3. That is who buys the avocat-shaped M&A collaborator. It is not who pays an in-house salary.
Three products the 2026 Paris market still confuses. Credential paths are statutory; “who pays” is the buyer on the payroll, not a ranking table.
Product Title path What it can do What it cannot Who pays
Avocat-shaped CAPA, oath, Paris-bar inscription French-court work, TAE, employment, AMF sanctions litigation Staff a Commission inspection as in-house counsel (Akzo line) Law firms Paris; some independent authorities

The bilingual gate is product-specific: arbitration and tech can hire the English-first candidate; employment and French-court work cannot.

05 2026 clocks

The hiring calendar is a stack of dated rules, not a taste.

A general counsel who still filters for bilingual avocats in 2026 is applying last decade's product to this year's clocks.

The company-shaped seat exists because the statute landed. Conseil constitutionnel décision n° 2026-900 DC of 18 February 2026 declared the contested provisions of article 58-1 constitutional with interpretation reserves. Confidentiality covers written consultations that contain an opinion founded on the application of a rule of law, by juristes who hold a Master in law or an equivalent diploma and who have taken ethics training. It is, in principle, a bar on seizure or compelled production in civil, commercial or administrative procedure, including to a French administrative authority, subject to a judge’s lift. It is not opposable in criminal or tax procedure. It is not opposable to EU authorities exercising their own control powers — the Akzo line, as Dechert recorded on 2 March 2026. Fraudulent use of the confidentiality legend: up to one year imprisonment and 15,000 euros fine. A general counsel who discards the non-avocat candidate is discarding the statutory author of the confidential consultation.

Capital-markets demand moved the other way. EY’s 17th Observatoire, dated 3 February 2026, counted 71 percent of 2025 public offers followed by a delisting, 7 admissions versus 36 exits, and a net outflow averaging about 21 listed companies a year since 2022. Total offer consideration was 4.4 billion euros. Junior ECM/IPO associate demand is not the 2026 brief. Public-offer, squeeze-out and listing-rules counsel is. Private equity replaced the missing IPO: France Invest, on 25 March 2026, recorded 36.4 billion euros invested in 2,904 companies and infrastructure projects, 42.9 billion euros raised, and 14.0 billion euros of exits at historical cost across 1,232 transactions.

ICC 2025 places of arbitration. Paris remains the measured first seat; the merits file is often English even when the administrative-claim edge is French.

ICC Dispute Resolution 2025 Statistics (Publication DRS004EN, 2026).

The 2026 ICC Rules entered into force on 1 June 2026 and apply to arbitrations commenced on or after that date. Administration claims arising from the Court’s administration are governed by French law and subject to the exclusive jurisdiction of the Paris Judicial Tribunal. Mayer Brown, on 1 June 2026, recorded that Terms of Reference are no longer mandatory, that the case-management conference within 30 days of the file is the central milestone, and that the Expedited Procedure automatic threshold is US$4 million for agreements concluded on or after that date. A general counsel staffing an ICC Paris clause with a French-only CAPA avocat is buying the wrong language product. The administrative-claim slice is avocat-shaped; the merits file often is not.

Discarded by the habitHired by the clock

  1. English-first counsel ICC, tech advisory, GPAI vendors, continuation-fund documents. French is a plus. The courtroom is not the job.
  2. Master-in-law juriste Classified consultation workflow, ethics training, legend on the document. The 1 February 2027 long-stop is a staffing date.
  3. Foreign legal consultant Home-state and international law only. The NY-law or English-law layer of a cross-border deal, not a substitute for the TAE.

06 Running the search

The brief is where Paris searches stall, not the shortlist.

We have worked the Paris in-house market for 8 years. The uncomfortable number is how often we let a company write the wrong credential into the brief.

Sartori & Partners has worked the Paris in-house market for 8 years. Over the trailing three years the desk closed 19 in-house searches at a 93 percent completion rate, on a typical timeline of 4 to 7 months. The global research program maps nearly 1.5 million lawyer profiles and has run quarterly surveys since 2019. Of those 19 closed files, 12 were company-shaped seats — juriste, counsel or head of legal at groups, GPs or authorities — and 7 were avocat-to-company conversions.

Of the 12 company-shaped files, 7 had English as the working language of the file; 5 were French-court, employment or AMF-facing seats that still needed the avocat-shaped product. The 7 English-file company seats closed toward four months; the 5 French-court seats ran toward seven. Counter-offers appeared in 29 percent of Paris in-house processes; median offer-to-acceptance was 15 working days.

The buyer mix inside the same 19: 6 at industrial or international groups, 5 at private-equity or infrastructure GPs, 4 at banks, asset managers or PSCA-authorized platforms, 3 at independent authorities, and 1 at a technology group. Four of those 19 had been opened after a prior internal process discarded a non-CAPA or non-bilingual candidate.

Of the same 19 closed files, 6 required a rewrite of the brief after first interviews because the company had specified CAPA and French-court fluency for work that sat in English. That is an intake failure: we did not catch the category error before the process went live.

Across the same cohort, 41 of those 94 in-house legal leaders said they had discarded at least one otherwise-qualified candidate in the prior 18 months for missing CAPA or French fluency.

Three anonymized composites, all inside the envelope, show how the two products actually hire.

  • Industrial group, classified-consultation seat. A French international group asked for a bilingual avocat to own devoir de vigilance and the new consultation legend. The work product was a written opinion to the legal representative and board organs, in French and English. We rewrote the brief around loi n° 2026-122. The seat filled in five months with a Master-in-law juriste already inside a company legal department, not with a collaborateur. The outside panel stayed in place for criminal and competition files.
  • Société de gestion, funds counsel. A Paris GP needed counsel on continuation-fund documents and LBO closing. English was the language of the file; 56 percent of French PE funds raised in 2024 had come from abroad. The process closed in four months. A counter-offer arrived, in line with the 29 percent incidence on this desk, and was declined on scope rather than on a signing bonus.
  • Energy contractor, ICC Paris clause. A construction and energy group with a Paris-seated ICC clause asked for a French-only CAPA avocat. The 2026 Rules were already the clause. We staffed an English-first international-arbitration counsel, six months, and kept a Paris-bar avocat on the administrative-claim edge before the Paris Judicial Tribunal. Mixing the two products in one person would have been cheaper on paper and slower on the file.

What the Paris mapping cannot see is the thing a general counsel actually employs. The DACS census counts avocats at a named bar. It does not count in-house juristes in Île-de-France. Our Paris file is denser on avocat-shaped profiles than on company desks. That is a coverage gap, not a census of the buy side, and it is why the 2026 statute and the employer careers pages do more work on this page than a headcount of juristes we do not have.

CNB Chiffres-clés 2026 counted 2,105 élèves-avocats at Paris EFB of 4,132 nationally. The Village de la Justice extract of the CNB directory, updated 3 March 2026, put the national stock at 79,141 avocats at January 2026, with Paris absorbing 2,348 of the 4,259 net gain since January 2023. That directory increment is a different series from the DACS census of 1 January 2023. The TAE greffe, at 31 December 2025, recorded 639,409 active Paris companies and 81,380 new registrations in 2025, against 8,695 new merits cases and 83,000 decisions rendered by 190 judges. The company side of this market is larger than the bar conversation about it.

Companies that want the search run as an in-house mandate, not as a partner hunt, start on our in-house counsel recruiting page. The privilege-specific Paris seat sits on in-house privilege recruiting in Paris. The method behind the cohort, the telemetry and the survey waves is on our methodology page.

Common questions about the legal market Paris in 2026

What does the legal market Paris actually pay in 2026?

The Paris Order set a full-time collaborator floor of 3,700 euros HT (year 1) and 4,100 euros HT (year 2+) on 1 January 2026. That is a deontological minimum, not take-home pay and not an in-house salary. The CNB Collaboration survey, with fieldwork in September–October 2025, put 39 percent of Paris collaborator respondents in the 5,000–8,000 euros HT monthly band and 28 percent at 8,000 euros HT and above. The CNB 2026 national mean net income of 88,536 euros is a whole-profession BNC figure after charges, not a Paris business-law associate package.

Should a general counsel hire a Paris candidate who does not hold the CAPA?

Yes: loi n° 2026-122 of 23 February 2026 attaches confidentiality to a Master-in-law juriste, not to a CAPA holder. That is the right hire when the work product is a classified in-house consultation or an English-language file. Keep an independent avocat for criminal, tax and EU-authority files, where the same statute is not opposable.

Is a lawyer salary Paris the same as an in-house package?

No. The 3,700-euro HT floor is a collaborator rétrocession, not a company salary. Company desks pay salary, bonus and often equity; the AFJE in-house survey that would have priced that grid is omitted here because it is co-published with an executive-search firm. Treat the Order floor as the collaborator product and budget the in-house seat as a separate payroll decision.

How long does a Paris in-house legal search take?

Sartori's Paris in-house desk works to a typical 4 to 7 month timeline, across 19 closed searches over three years at a 93 percent completion rate. English-file company seats in that book closed toward four months; French-court and AMF-facing seats ran toward seven. Median offer-to-acceptance is 15 working days; counter-offers appear in 29 percent of processes.

Which Paris seats still need a bilingual avocat?

Four docket types still need CAPA and French as the language of the file: French-court work, employment, TAE restructuring and AMF sanctions litigation. A Magic Circle Paris employment posting required the CAPA; the same firm's international-arbitration posting said French “is not required.” Match the credential to the docket, not to a city-wide habit.

What did 2026 change for a company legal department in Paris?

Loi n° 2026-122 of 23 February 2026 created a document privilege for Master-in-law juristes, with a long-stop of 1 February 2027. MiCA ended the PSAN transition on 1 July 2026. The 2026 ICC Rules apply from 1 June 2026. None of those clocks is a reason to staff the company desk as if it were a Paris-bar collaboration.

07 What this page draws on

Bar stock, Order floors, CNB, AMF, ICC and the 2026 statutes.

Ministry census, bar floors and CNB surveys price the collaborator. Employer careers pages and the 2026 statute price the company desk. ICC, AMF, France Invest and the TAE greffe date the demand.

DACS (1 January 2023) and the CNB directory (January 2026) are different series and are not a single time series. The Paris Order floor is a deontological minimum, not take-home pay. CNB mean and median net income are nationwide BNC figures. The Collaboration survey is self-administered. AMF 2024 sanction cash prints two official totals. Décideurs 150 is an editorial league of France-reported turnover. Chambers and Legal 500 name instruction, not vacancies. IEF counts are the 2024 Bercy report. ICC seat counts are 2025 places of arbitration. TAE volumes are the greffe barometer at 31 December 2025.

Our own numbers — the interview cohort, the mandate telemetry, the counter-offer incidence and the offer-to-acceptance window — come from the continuous research program described on our research page.

A quiet conversation

Hiring the Paris seat the 2026 market still discards?

We map in-house legal talent in Paris and we will tell you when a CAPA filter is the wrong product for the file. Confidential, no obligation. If you are the lawyer who earns the figure, the same conversation runs the other way.
