In-House Counsel Salary in Paris 2026: how many seats €1 million funds.

A dated company brut, in euros and in dollars, then who pays it. There is no published 2026 census of Paris in-house counsel pay. The measurable series is a mixed legal-professions family, and the useful question is how many seats one million euros of fixed brut funds.

€1 million of 2026 brut is a seat count.

The Paris mapping file records title and employer. Cash sits in the public cadre surveys below. A company asking what 2026 Paris in-house pay buys is asking how many seats €1 million of fixed brut funds, in euros and in dollars, at the European Central Bank reference of 6 October 2026.

What a 2026 in house counsel salary Paris figure actually funds

The table is the page. Euros first, dollars at the 6 October 2026 ECB reference, then how many such cells one million euros buys. Each row is a named instrument.

No published 2026 series prices only the in-house juristes who work inside the commune of Paris. APEC’s study of 111 cadre job families, published 16 December 2025, is the closest dated public file. Page 14 is headed “Les métiers juridiques” and sourced “Apec 2025.” The national median is €52,000 of fixed plus variable. The first decile is €40,000. The ninth decile is €80,000. Eighty percent of that family sits between those two deciles. The Île-de-France median on the same page is €56,000, against €48,000 for other regions.

The European Central Bank’s euro reference rate was 1.1269 US dollars per euro on 6 October 2026. At that rate €56,000 is $63,106, €52,000 is $58,599, €40,000 is $45,076 and €80,000 is $90,152. Dividing €1 million by the cell gives 17.86 Île-de-France seats, 19.23 national-median seats, 25.00 first-decile seats and 12.50 ninth-decile seats. The Bank publishes a reference, and this page uses it so a compensation committee in another currency is reading the same arithmetic.

Two APEC products sit €1,000 apart and are easy to collapse. The June 2025 barometer, a survey of about 26,000 private-sector cadres published 18 November 2025, puts the function family Administratif, organisation et juridique at a median of €51,000 ($57,472, 19.61 seats). The December legal-professions family median is €52,000. The France salary page owns the €51,000 barometer cell. This page owns the December family, and the seat count against the Île-de-France cut of it. The barometer’s national all-cadre median is €55,000, up 1.8 percent on June 2024, which is $61,980 and 18.18 seats. Its Île-de-France all-cadre median is €60,000 ($67,614, 16.67 seats). Legal métiers in Île-de-France, at €56,000, sit below all Île-de-France cadres.

The Paris Order collaborator floor is omitted here because it is a hors-taxes rétrocession, priced in the comparison under the table.

The Île-de-France median of €56,000 is 16.7 percent above the other-regions median of €48,000. That percentage is €56,000 divided by €48,000, minus one. It is arithmetic on two APEC cells. It is a different figure from the barometer’s published 15 percent gap between Île-de-France cadres and cadres in the provinces, which is an all-function gap, not a legal-family gap.

The page-14 chart names its own jobs: assistant juridique, avocat, chargé de recouvrement, clerc de notaire, contract manager, fiscaliste, juriste, notaire and responsable juridique. A median across that list is a legal-professions median. Calling it an in-house counsel salary overstates what APEC measured. The legal-family median counts notaires and assistants juridiques beside the juriste the company is hiring. The honest use of €56,000 is a seat count for a company that already knows it is hiring a juriste or a responsable juridique and wants a dated public anchor in the Paris region, with the mix stated in the same sentence. A 2026 Paris in-house cash figure is a seat count before it is a paycheck.

The Ordre des avocats de Paris set a full-time collaborator floor of €3,700 hors taxes a month for year 1 and €4,100 hors taxes a month for year 2 and after, from 1 January 2026. Twelve times those floors is €44,400 and €49,200 a year, or $50,034 and $55,443 at the 6 October 2026 reference. That instrument pays a Paris-bar collaborator. It does not pay a company juriste. Companies that paste the hors-taxes floor into a CDI offer are changing products in the middle of the sentence. The scope of in-house confidentiality under loi n° 2026-122 of 23 February 2026, long-stop 1 February 2027, is on the Paris market page.

Three instruments a Paris compensation committee keeps mixing. The seat-count table above prices the first row. This one says what each row actually is.

On the 2026 figure
03 Who pays it

The employer is a company, a portfolio company or a public body.

The 2026 Paris in-house seat is a CDI. Law firms sit on the other side of the table, on panels and on secondments. They employ the collaborator the Order floor prices.

01

Euronext issuers

Paris-headquartered groups such as BNP Paribas, AXA, LVMH and Sanofi employ juristes and a directeur juridique on a CDI. The cash is a company brut. It is not printed in a directors' remuneration table.

02

Banks, insurers, AMF and ACPR

A Paris counsel seat at a bank or an insurer is priced as a cadre package and then loaded with Autorité des marchés financiers and ACPR work. The regulator is the job content. It is not the employer, unless the seat is inside the authority itself.

03

PE-backed ETIs

The sponsor's counsel and the portfolio company's directeur juridique are two payrolls. The Paris seat this page prices is the company seat: fixed brut, a small variable, and a reporting line to a sitting general counsel or to the chief executive.

04

Public bodies and associations

Ministries, authorities and associations hire juristes on a public or associative grid. CNIL-facing privacy work shows up here and inside companies. Cercle Montesquieu is a club of directeurs juridiques, not a pay table.

BNP Paribas, AXA, LVMH and Sanofi are Paris-headquartered issuers. Their legal departments are company payrolls: a directeur juridique or general counsel, then juristes under that seat. A private-equity sponsor hiring “counsel in Paris” may mean the fund’s own lawyer or the portfolio company’s. Those are different compensation committees. The figure on this page is the company figure.

Banks and insurers add a regulator to the same brut. Autorité des marchés financiers work and Autorité de contrôle prudentiel et de résolution work change the seniority of the seat. They leave the APEC cell in place unless the employer is the authority itself. Privacy seats that face the CNIL show up inside those companies and inside public bodies. Cercle Montesquieu gathers directeurs juridiques. A club roster is a map of titles. The in-house survey co-published by AFJE with an executive-search firm is omitted here.

The person earning the package is a juriste d’entreprise. The company is buying a CDI, a reporting line, and a confidentiality regime for certain written advice from 2027. When the work is a French-court appearance, the company instructs an avocat. The Paris in-house privilege note carries the statute.

Company brutBar rétrocession

  1. CDI juriste Fixed gross, a variable the company designs, a title and a reporting line. The public anchor is a cadre survey of mixed legal professions.
  2. Mixed family median The survey cell includes law-firm and notarial titles beside the juriste. Use it as an anchor with the mix stated, or leave it off the offer.
  3. Collaborator floor A monthly hors-taxes minimum set by the Paris bar for an avocat on a collaboration contract. A different product from the CDI.

Your first offer is a seat count. One million euros of fixed brut funds 17.86 seats at the December 2025 Île-de-France legal-family median of €56,000, and it funds a different count at every other row in the table.

  • Name the instrument before the number. Île-de-France legal-family median, national legal-family median, barometer function median, PASS ceiling, Order floor. Five labels, five different uses.
  • Keep the variable small until you have designed it. Forty-one percent of the legal family have any variable. The median variable on the December page is €4,000, which is $4,508. A bonus that dominates the brut is a different offer from the cell you think you are matching.
  • Split the sponsor from the company. A fund counsel and a portfolio-company directeur juridique do not share a payroll. Write down which legal entity employs the hire.
  • Budget the clock with the cash. On this desk a Paris in-house file typically takes 4 to 7 months, and the median from offer to signature is 15 working days. A first offer copied from a collaborator floor is how files slip past seven months.

Your title is inside a mixed survey, or it is outside it. Responsable juridique and juriste are on the APEC chart. A narrow “senior commercial counsel” title is a company invention, and the €56,000 median does not belong to that title alone.

  • Ask which cell the offer claims to match. Fixed brut, variable, and whether the comparison is Île-de-France or national. A national €52,000 and a regional €56,000 are both real and they are not interchangeable.
  • Age moves the same family. The national median is €46,000 under 35, €54,000 from 35 to 45, and €58,000 over 45. Those are December 2025 legal-family cuts, not a promise about your seat.
  • A hors-taxes number is a firm number. If the offer on the table is €3,700 or €4,100 a month, the company has priced a collaborator floor. A CDI is a brut. The Urssaf ceiling and the SMIC are the statutory frame around that brut.
  • The search clock is the company’s. Completion on the Paris in-house line is 93 percent across 19 closed searches. Counter-offers land on 29 percent of processes. The number you will actually negotiate is the one in the letter, inside a median of 15 working days from offer to signature.
The legal-family median counts notaires and assistants juridiques beside the juriste the company is hiring.

04 The desk

Age, employer size and a small variable move the same family.

One million euros at the Île-de-France median covers a wide family. The December 2025 page already splits it by age, size, and responsibility. Those splits are still national, and they are still mixed professions.

Inside the legal-professions family, APEC’s age medians are €46,000 under 35, €54,000 from 35 to 45, and €58,000 over 45. At the 6 October 2026 reference those are $51,837, $60,853 and $65,360. One million euros funds 21.74, 18.52 and 17.24 seats. The ninth decile rises with the same cuts: €60,000 under 35, €80,000 from 35 to 45, and €92,000 over 45. The under-35 ninth decile of €60,000 matches the barometer’s all-cadre Île-de-France median by the euro figure alone. One is an age decile inside the legal family. The other is every cadre function in the region.

Hierarchical responsibility is the steeper cut. With it, the family median is €60,000 (ninth decile €93,000, first decile €42,000). Without it, the median is €50,000 (ninth €77,000, first €38,000). A budget in the job description lands on a median of €55,000; without a budget, €50,000. Employer size repeats the €50,000 / €55,000 pair: under 250 employees the median is €50,000, and at 250 employees or more it is €55,000. That €55,000 equals the barometer’s national all-cadre median and produces the same 18.18 seats per €1 million. The populations are different, so the offer letter has to say which one it used. €50,000 is $56,345 and 20.00 seats. €60,000 of hierarchical-responsibility median is the same dollar and seat count as the Île-de-France all-cadre median: $67,614 and 16.67 seats, again on a different population.

National legal-family medians by age, December 2025. Fixed plus variable. These bars are the age cut, not the Île-de-France median of €56,000.

APEC, Les rémunérations des cadres dans 111 familles de métiers, Édition 2025, page 14.

The same family by employer size and by hierarchical responsibility. Under-250 and no-responsibility both print €50,000. The 250-employee median of €55,000 matches the all-cadre national median by the euro figure, not by the population.

APEC, 111 familles de métiers, Édition 2025, page 14. Legal-professions family only.

Variable pay is the part companies over-read. 41 percent of the legal-professions family have a variable element, against 50 percent of all cadres. The median variable, among those who have one, is €4,000, or $4,508. That is a small cash number next to a €56,000 median. An offer that shifts a large share of the package into a bonus and still claims the Île-de-France median has left the cell. The cell is fixed plus variable, and the variable at the median is €4,000.

Sector medians inside the same family, still national and still mixed, run from €47,000 in engineering and R&D to €62,000 in food and agriculture. Industry prints €60,000. Banking and insurance prints €50,000. Legal and accounting activities print €50,000. Wholesale and intercompany trade prints €61,000 ($68,741). The industry median sits €10,000 above the banking-and-insurance median. Food and agriculture at €62,000 is $69,868. Engineering and R&D at €47,000 is $52,964.

None of these cuts is a count of open Paris seats. APEC did not publish a 2026 requisition file, and the December study fuses survey waves from 2021 through 2025. The anchor is a pay distribution. Headcount of live mandates is a different instrument, and it is the firm’s own closed-search book in section 06, not a line in the APEC tables.

05 The 2026 clocks

Two statutory numbers are already in force. The pay-transparency bill is not.

A Paris offer written in October 2026 sits on a minimum wage and a social-security ceiling that changed this year, and on a transparency directive France has not transposed.

Already in forceStill a bill

  1. Minimum wage The metropolitan monthly brut for a full-time week is the floor under every CDI, including a cadre contract that will in practice pay far above it.
  2. Social-security ceiling The annual ceiling shapes contribution bands on the bulletin. It is a useful comparator for a seat count. It is not the counsel’s salary.
  3. In-house confidentiality A statute already enacted, with a later long-stop, covers certain written advice by a juriste. The statute leaves the seat as a juriste seat, and it leaves the euro figure to the company.
  4. Pay transparency The European deadline has passed. The French bill has been deposited. An offer cannot yet cite a French reporting duty that has not been enacted.

From 1 June 2026 the metropolitan SMIC is €12.31 an hour and €1,867.02 a month for 35 hours, which is $2,104 at the 6 October reference. Service Public’s indicative net is €1,477.93 a month, and its indicative hourly net is €9.74. The same page annualizes the 35-hour June rate at €22,404.20 ($25,247). One million euros of that annualized minimum funds 44.63 seats. That arithmetic is a scale. It is not a proposal to pay a juriste the minimum wage. The indicative net ratio belongs to the SMIC illustration. It does not convert a cadre brut into take-home pay, because a cadre bulletin carries a different contribution stack, a different tax household and, often, a variable the minimum wage does not have.

The plafond annuel de la sécurité sociale for 2026 is €48,060, or €4,005 a month and €220 a day, from 1 January 2026, under the arrêté of 22 December 2025. Urssaf publishes the same ceiling. At the October reference the annual figure is $54,159 and the monthly figure is $4,513. One million euros covers 20.81 annual ceilings. The Île-de-France legal-family median of €56,000 sits above the ceiling. A company that treats PASS as “the French salary cap” has misread a contribution threshold. It is the point at which some social charges change, and it is a clean public number to divide. It is not the maximum a directeur juridique may earn.

Directive (EU) 2023/970 required transposition by 7 June 2026. France missed that date. On 10 September 2026 the government presented a bill in the Council of Ministers and deposited it at the Senate. Vie publique still shows the deposit step. Early October 2026 is too early to treat gender-pay reporting or recruitment-range duties as already in the Code du travail. The dated public anchors remain APEC, the SMIC, the PASS and the Order floor.

Loi n° 2026-122 of 23 February 2026 is a confidentiality clock, with a long-stop of 1 February 2027. It covers certain written in-house advice. It publishes no salary, and it leaves the juriste short of a Paris-bar collaborator. Waiting on the privilege decree will not fill in the euro figure. The France lawyer salary page keeps the avocat side of the statute.

06 Closing the hire

Price the brut, then run the search on the Paris clock.

Price the first offer as a company brut. Then hold the file to this city's own time to fill, counter-offer rate, and offer-to-signature window.

Of 19 closed Paris in-house searches over three years, 6 were directeur juridique or head-of-legal seats and 13 were counsel under a sitting directeur juridique. Those two counts are the whole book. Of the 6 senior seats, 4 ran past seven months because the first offer copied a collaborator hors-taxes band. That is a miss in first-offer craft. It is a large share of the senior seats, and it stays inside that senior subset of the same 19.

The line incidence of counter-offers is 29 percent. The rate stays a rate across the closed-search book. Completion is 93 percent across that same book. Median time from offer to signature is 15 working days. English-file company seats closed toward four months. French-court and AMF-facing seats ran toward seven. The typical band is 4 to 7 months.

One file inside that book, described by category only: a Euronext-listed insurer in Paris hired a senior commercial counsel in 18 weeks. 18 weeks sits on the short side of the 4 to 7 months band. The general counsel of that insurer put the pricing problem in one place. The first number on the table was a collaborator floor. The counsel would not sign it. The brut we eventually offered was a cadre package, and the variable sat under ten percent of fixed pay.

The interview file behind the desk is 250 structured interviews. It reads how seats are briefed and where offers stall. A salary census is a different instrument, and APEC is the cash series above.

The mapping file covers about 9,000 lawyers in Paris and records title and employer.

Firmwide, Sartori has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer placements. Offer acceptance on retained work is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Those are firmwide rates. The 19 Paris searches are a closed-search count over three years. The global map covers 1,480,000+ lawyers. Quarterly surveys of this market have run since 2019.

The search is retained only. The fee is 25–30 percent of the hire’s total first-year compensation. The retainer is 30 percent of that fee, paid at engagement and kept if the client cancels. A senior-counsel seat, which is the commercial-counsel case above, carries a 6-month replacement guarantee. A general counsel, chief legal officer, or chief compliance officer search carries a 12-month replacement guarantee. A Paris counsel file runs on the 4 to 7 months city band.

The company that wants the file inside that band has three decisions before a shortlist circulates. First, whether the seat is a juriste, a responsable juridique, or a directeur juridique: the December family median does not distinguish those titles, and the buyer has to. Second, whether the first number on paper is a fixed brut, a brut plus a variable near the €4,000 median, or a hors-taxes figure copied from the Order. Third, whether French-court or AMF-facing work is in the seat, because those files run toward seven months, or whether the file is an English-language commercial seat of the kind that closed in 18 weeks at the insurer. A brief that leaves the three open spends the first part of the search discovering them.

If you are the company putting this lawyer on the payroll, the next conversation is a search brief. Sartori’s in-house counsel recruiting desk runs that brief. A first general counsel, when that is actually the seat, sits on first general counsel. The research method is on the methodology page. To open the conversation directly, use a conversation with Sartori or the hiring contact form.

Paris in-house counsel salary: common questions

What is a 2026 in house counsel salary Paris figure?

€1 million of fixed brut funds 17.86 seats at the December 2025 APEC Île-de-France legal-family median of €56,000. That cell is fixed plus variable, published 16 December 2025, and it mixes avocats, notaires, clercs, fiscalistes, contract managers, assistants juridiques, juristes and responsables juridiques. The geographic cut is Île-de-France, not the commune of Paris. At the European Central Bank reference of 6 October 2026, $1.1269 per euro, €56,000 is $63,106. The national median of the same family is €52,000, or $58,599, and 19.23 seats per €1 million.

How does the Paris bar floor differ from a company brut?

The Paris Order’s year-1 collaborator floor is €3,700 hors taxes a month, €44,400 a year, from 1 January 2026. Year 2 and after is €4,100 a month, €49,200 a year. At the 6 October 2026 ECB reference those annual floors are $50,034 and $55,443. They are a law-firm rétrocession. A company juriste is paid a CDI brut. The Paris legal market page owns the collaborator grid; the France lawyer salary page owns the national avocat floors.

Which APEC number is the national legal-family median?

The December 2025 legal-professions family has a national median of €52,000, and 80 percent of it sits between €40,000 and €80,000. The June 2025 barometer cell of €51,000 is a different product: the broader Administratif, organisation et juridique family, on a survey of about 26,000 private-sector cadres published 18 November 2025. Forty-one percent of the December legal family receive variable pay, against 50 percent of all cadres, and the median variable is €4,000 ($4,508).

How long does a Paris in-house counsel search take?

Paris in-house searches on this desk typically close in 4 to 7 months, and the median from offer to signature is 15 working days. Sartori has worked this market for 8 years and closed 19 Paris in-house searches over three years, at a 93 percent completion rate. Counter-offers show up on 29 percent of that line. English-file company seats closed toward four months; French-court and AMF-facing seats ran toward seven. A Euronext-listed insurer in Paris hired a senior commercial counsel in 18 weeks.

Is the EU pay-transparency directive already French law?

France missed the 7 June 2026 deadline in Directive (EU) 2023/970; the Senate received a bill on 10 September 2026, and it is not law. The government presented the text in the Council of Ministers the same day. Early October 2026 is still a bill, not a reporting duty a Paris offer can cite as enacted. Loi n° 2026-122 of 23 February 2026, long-stop 1 February 2027, is a confidentiality statute for in-house written advice. It does not set a salary.

Who pays the Paris in-house counsel, and on what fee?

Sartori closed 19 Paris in-house searches over three years; 6 were head-of-legal seats and 13 sat under a directeur juridique. The buyer is a company, a fund’s portfolio company, or a public body. The search is retained only. The fee is 25–30 percent of the hire’s total first-year compensation, and the retainer is 30 percent of that fee. A senior-counsel seat carries a 6-month replacement guarantee. A general counsel, chief legal officer, or chief compliance officer search carries 12 months.

Each cash figure is a named instrument: a mixed legal-family median, a barometer function median, a minimum wage, a social-security ceiling, or a hors-taxes collaborator floor. The AFJE in-house pay survey is omitted because it is co-published with an executive-search firm. Recruiter salary guides are not used.
