Companies hire in house legal recruiters Dusseldorf when a general counsel or chief executive needs counsel already in post. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel searches: a shortlist in 24 days and an accepted offer in a median of 11 weeks. Closed Düsseldorf in-house searches over three years stand at 17. A NASDAQ-listed medtech in Boston hired its successor general counsel in week 11. On 1 January 2026 the Düsseldorf chamber counted 857 pure Syndikusrechtsanwälte (BRAK, table stand 14 April 2026).

01 — The brief answer

A Düsseldorf hire names one employing company inside a group that publishes several.

A chief executive in Düsseldorf is usually hiring into a headquarters that sits on the Rhine and employs people somewhere else. The adhesives and consumer group, the wholesale group, the defense group, the insurer, and the telecoms company each publish a Düsseldorf address and a headcount that is wider than that address. The counsel the company wants is often already inside one of those groups, admitted for a different employing company, and bound to a notice that ends on a month-end or a quarter-end.

That is the work in-house counsel recruiting is retained to do here. Sartori & Partners was founded in early 2017 by Lorenzo Sartori. The Düsseldorf in-house record drawn on below covers 8 years. Closed Düsseldorf in-house searches over the last three years stand at 17. The figures in the grid are the firm-wide corporate record, the same figures on the case studies. The 52 general counsel searches are that firm-wide count since 2017. The 17 are the three-year Düsseldorf count. The 8 years are the span of that city record.

02 — Employers and sectors

Five headquarters, and a Japanese company district with three published counts.

Henkel published its 2025 annual report from Düsseldorf on 11 March 2026. The release states sales of 20.5 billion euros, with organic growth of 0.9 percent. The annual-report table states EUR 20,495 million, down 5.1 percent in nominal terms from the prior year. Henkel Highlights 2025 states about 47,200 employees as of 31 December 2025. The company profile places the headquarters in Düsseldorf and the preferred shares in the DAX. The 20.5 billion euros and the EUR 20,495 million are the same sales figure at two roundings. Neither figure is a salary for counsel. A search against that headcount is a search in a group of about 47,200 people, most of them outside the Düsseldorf building the offer letter names.

METRO’s Geschäftsbericht 2024/25, signed in Düsseldorf on 3 December 2025, states net sales of EUR 32,447 million, up 4.6 percent from EUR 31,029 million. Average group headcount for the year was 86,740, made up of 84,869 employees and 1,871 apprentices, and that average includes 11,087 part-time staff counted as persons. The AG’s own annual financial statements place the seat at Metro-Straße 1, 40235 Düsseldorf, Amtsgericht Düsseldorf HRB 79055, and state an average headcount for the AG of 718. Those are two employers. A Syndikus admission follows the company that signs the contract. A brief aimed at “Metro counsel in Düsseldorf” has to say whether the contract is with the AG that averaged 718 people or with an operating company inside the group of 86,740.

Rheinmetall’s press release of 11 March 2026 states group sales of EUR 9,935 million in 2025, up 29 percent from EUR 7,715 million, an operating result of EUR 1,841 million, and a backlog of EUR 63.8 billion. The annual report places the seat at Rheinmetall Platz 1 in Düsseldorf, Handelsregister Düsseldorf HRB 39401. The same report’s year-end table records 32,251 group FTE, of which 25,865 were in continuing activities. A narrative line in that report says around 44,000 people currently work for the group. The 32,251 and the 44,000 are different cuts. The search uses the year-end FTE table and treats 44,000 as the report’s own broader sentence. The release also describes the separation of the automotive activities. A counsel seat has to say whether it sits in the continuing defense business or in the activities the group is taking out.

ERGO’s facts-and-figures page states insurance revenue of EUR 21,681 million in 2025, up 4.3 percent from EUR 20,796 million, of which Germany was EUR 15,032 million. Salaried employees were 27,843. Registered representatives were 8,276. The address on that page is ERGO-Platz 1, 40477 Düsseldorf. Adding the 27,843 salaried employees to the 8,276 registered representatives gives 36,119, which sits beside the homepage sentence “more than 36,000 employees and sales partners.” The 27,843 remains the salaried count. Insurance counsel inside this group has its own page, in-house counsel recruiting for insurance in Düsseldorf. The employing company on a group-legal seat is still a question the offer has to answer before the chamber sees the contract.

Vodafone Deutschland’s portrait page states more than 13,000 employees in Germany and about EUR 12 billion of annual total revenue. The same page’s Geschäftsjahr 2025/26 table states service revenue of EUR 10.874 billion. Those are two revenue cuts on one URL. The impressum places Vodafone GmbH at Ferdinand-Braun-Platz 1, Düsseldorf, Amtsgericht Düsseldorf HRB 38062. A compensation committee that quotes “about EUR 12 billion” and a committee that quotes EUR 10.874 billion are reading the same company. The counsel’s cash is a third number, and the portrait does not print it.

The Japanese company district is a sixth employer set, and the public counts disagree by geography. The North Rhine-Westphalia economics ministry, on 26 May 2025, stated about 650 Japanese companies seated in the state, employing almost 50,000 people, a bilateral trade volume of EUR 8.8 billion, and about one third of Japanese direct investment in Germany. NRW.Global Business, on its page for the Japan Business Day held in Düsseldorf on 26 May 2025, states approximately 400 Japanese companies in the city and 550 in the immediate vicinity. The same page states that the Japanese Chamber of Commerce and Industry in Düsseldorf has more than 530 members, and that the Consulate General of Japan in Düsseldorf puts around 630 Japanese companies in North Rhine-Westphalia. The 400 is a city count. The 630 and the 650 are two state counts. They are kept as three sentences. A European headquarters of a Japanese group in this city often reports upward in Japanese and employs the lawyer under a German contract. The chamber, the works council, and the notice run on the German contract.

The admission stock is the chamber, and the chamber is wider than the municipal boundary. The BRAK Mitgliederstatistik, reference date 1 January 2026, table stand 14 April 2026, counts 13,441 natural persons at the Rechtsanwaltskammer Düsseldorf, of whom 5,147 are women. Inside that figure, 2,007 hold both a Rechtsanwalt admission and a Syndikus admission (949 women), 857 are pure Syndikusrechtsanwälte (528 women), and 10,577 are admitted only as Rechtsanwalt (3,670 women). Adding the dual and pure-syndicus columns gives 2,864 lawyers who can hold a Syndikus admission, the combined figure already used on the Germany in-house salary page. The all-category row total is 13,832. The gap between 13,832 and 13,441 stays out of the lawyer count. diruj, on 22 April 2026, ranks the pure-syndicus stock: Munich 1,202, Düsseldorf 857, Frankfurt am Main 839, Hamm 748. Nationwide the same BRAK table counts 167,547 natural persons, 20,848 dual admissions, 8,279 pure Syndikusrechtsanwälte, up 9.15 percent on the year, 138,420 lawyers admitted only as Rechtsanwalt, and 173,504 members of every category. Düsseldorf’s 857 pure syndici are the in-house pool that holds no parallel private-practice admission. The 2,007 dual admissions are the pool that can sign the pleadings a pure syndicus cannot.

The research program maps 1,480,000+ lawyers. The Düsseldorf portion of that map is 8,500 lawyers. Private-practice context for the city is on legal recruitment in Düsseldorf. A mandate whose employer, chamber, and notice are Frankfurt’s belongs on in-house counsel recruiting in Frankfurt. Munich’s clock is on in-house counsel recruiting in Munich. Company-side bands are on the Germany in-house salary page and the general counsel salary page for Germany. Firm-side bands are on lawyer salary in Germany, 2026.

03 — Admission

The Syndikus admission names one employer. A Düsseldorf group has several.

Section 46 of the Federal Lawyers’ Act (Bundesrechtsanwaltsordnung) is the licensing rule for this hire. Legal work inside a company, done as a lawyer, is the practice of a Syndikusrechtsanwalt. The lawyer needs the admission in section 46a. The activity has to rest on an employment relationship, and independence has to exist in the contract and in the way the job is actually done. Section 46(5) limits the advice to the employer, and the employer includes affiliates under section 15 of the Stock Corporation Act. Counsel employed by the holding company can cover the subsidiaries that fall inside that affiliate test. A contract with one sister company does not, by itself, authorize the same lawyer to advise the next sister company. Henkel, METRO, Rheinmetall, ERGO, and Vodafone are each built as stacks. The employing entity named in the offer is the entity the admission will have to match.

Section 46b is the rule that moves the start date. The admission does not move with the lawyer. Section 46b(3) requires an application to extend the admission when the lawyer takes up a further employment, or when the activity inside an existing employment changes in a material way. Section 46b(4) requires the lawyer to notify the competent body at once and to file the new contract. A candidate who is already a Syndikusrechtsanwalt at one Düsseldorf headquarters, or at a firm that also holds a syndicus admission, still needs that application before the new employment is covered. The chamber decides the extension. The company cannot confer the title in the offer letter. Garden leave and a signed offer leave the filing still to be made.

Section 46c sets the court boundary. A Syndikusrechtsanwalt may not represent the employer in civil proceedings that require a lawyer before the Landgericht, the Oberlandesgericht, or the Bundesgerichtshof, and may not act as defense counsel in criminal or regulatory proceedings brought against the employer. Day-to-day commercial advice, the board pack, the works-council negotiation, and the management of outside counsel sit on the allowed side of that line. Signing the pleadings does not. Dual admission, as Rechtsanwalt and as Syndikusrechtsanwalt, is the bridge when the company wants its own employee to have the right of audience the pure syndicus lacks. The Düsseldorf chamber’s 2,007 dual admissions and 857 pure syndici are the two pools. Most in-house seats need the syndicus admission. The seats that also need to sign pleadings need both. The 10,577 lawyers admitted only as Rechtsanwalt are a private-practice pool until an in-house admission is granted.

The METRO split makes the employing-entity test concrete. The group averaged 86,740 people. The AG averaged 718. An offer printed on group paper, for a lawyer who will in fact be employed by an operating company, asks the chamber to admit the lawyer to the wrong employer. The contract that goes to the chamber is the contract of the company that pays. The Düsseldorf address in the annual report remains the registered office. Rheinmetall’s two headcounts raise the same question in a different direction: 25,865 FTE in continuing activities, inside a group table of 32,251, beside a narrative of around 44,000. The admission follows the payroll, and the payroll follows the company that is still in the continuing group on the start date.

The scorecard in week one, before any name is discussed, is short.

  • Employing entity. Which company signs the contract, and which affiliates under section 15 of the Stock Corporation Act the advice must cover. For a group that publishes an AG headcount and a consolidated headcount, the scorecard names the company that pays.
  • Current admission. Rechtsanwalt only, Syndikusrechtsanwalt only, or both. The 10,577 lawyers in the chamber admitted only as Rechtsanwalt need a new in-house admission before reserved work starts.
  • Extension. Section 46b has to be filed for the new contract. The start date assumes the extension is effective, or it assumes a period in which the lawyer cannot yet do the reserved work.
  • Court work. If the employee must sign pleadings, dual admission is the requirement. If outside counsel will sign them, a pure syndicus admission matches the seat.
  • Language of the file. German for the chamber, the works council, and the local courts. English where the credit agreement or the parent drafts in English. Japanese where a European headquarters reports to a parent that drafts in Japanese. The brief should say which documents the counsel must mark, line by line.

04 — Notice, the council, and the clock

Acceptance ends the search. Notice and §46b open the next morning.

Across the 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days on average and the accepted offer in a median of 11 weeks, with a range of 8 to 16. Senior and specialist counsel, a book of 87, reach a shortlist in 18 days and an accepted offer in 8 weeks. Deputy general counsel and head of legal, a book of 47, run to a 21-day shortlist and 10 weeks to offer. The 17 closed Düsseldorf in-house searches are a three-year city count across those kinds of seat. They sit beside either median. From written offer to acceptance, those 17 files ran 12 working days. That step sits inside the search. The notice the candidate then serves sits outside it.

A counter-offer arrived on 30 percent of those 17 searches. The 30 percent is a share of the 17. It is kept as a percent. Of the same 17, 4 had to have the offer rewritten because the first draft ignored the section 46b extension and a notice that ran to quarter-end. Those 4 files, inside the closed set of 17, are the finding that should change the offer letter. The search had reached a person. The paper assumed a start date the statute and the contract would still have to give.

Across 250 structured interviews with Düsseldorf in-house counsel and general counsel, 61 were heads of legal or general counsel at Düsseldorf-seated groups in consumer goods, wholesale, defense, insurance, telecoms, or a Japanese European headquarters. Those 61 were counted over the 24 months through June 2026. Of those 61, 33 said the start date moved because notice ran past the statutory floor and the new Syndikus admission was not yet effective. 19 of those 61 would not leave an A&O Shearman year-1 seat of EUR 150,000 for a company package at or under the STAR syndicus mean of EUR 123,000. The 33 and the 19 are overlapping answers from the same 61. The 61 sit inside the 250.

Section 622 of the Civil Code is the notice floor. An employee may be terminated, and may terminate, on four weeks’ notice to the 15th or to the end of a calendar month. During an agreed probationary period of up to six months, notice is two weeks. For a termination by the employer, notice lengthens with service in the business, and it runs to the end of a calendar month: one month after two years, two months after five years, three months after eight, four months after ten, five months after twelve, six months after fifteen, and seven months after twenty. Individual contracts may agree a longer period. The notice the employee must give cannot be longer than the notice the employer must give. Counsel contracts in this market are usually the longer contract: three months to month-end, or three months to quarter-end. A resignation in the first week of a quarter can therefore cost the rest of that quarter plus the contractual months. The statutory four weeks is the floor underneath that contract. It is the date when the contract sets nothing longer.

The works council has its own week. In a business that generally has more than 20 eligible employees, section 99 of the Works Constitution Act requires the employer to inform the works council before every hire, to produce the application documents, and to obtain consent. A refusal has to be written, with reasons, within one week of the notice, or consent is deemed given. The employer may ask the labor court to substitute consent. Section 5(3) takes executive employees (leitende Angestellte), as that subsection defines them, outside the Act. A general counsel who hires and fires, or who holds a comparable executive brief, often meets that test. A counsel seat below the general counsel often does not. The offer should name the classification the company is relying on. The headquarters in the March, December, and facts-page counts clear the 20-employee threshold many times over. The question on those payrolls is the executive-employee test, and it is decided on the contract of the person being hired.

A post-contractual non-compete is section 74 of the Commercial Code. It has to be in writing. The employer has to hand the employee a signed copy. It binds the employee only if the employer pays, for each year of the restriction, compensation of at least half the contractual benefits the employee last received. A restriction the company will not compensate should come out of the draft before the candidate resigns. The candidate’s existing restriction is read the same way. If the current employer is paying, or will have to pay, the lawyer may be barred from the new seat for the period the clause actually covers. Inside a city of sister headquarters, that clause is often the real constraint on who can move from one group to the next.

Where the permanent seat cannot wait on a quarter-end notice plus a section 46b filing, interim cover is a separate book. Across 60+ interim and fractional engagements since 2017, counted outside the 400+ placements (230+ in-house), the median from first call to start is 7 days. One published file, an interim general counsel for a Series C fintech in San Francisco, was live on day 6. That is cover while the permanent search runs. It is described on interim and fractional legal talent. The Syndikus admission remains a filing for the permanent seat.

Clock Base Figure
General counsel shortlist 52 GC/CLO searches since 2017 24 days, average
General counsel accepted offer The same 52 11 weeks median, range 8 to 16
Senior counsel 87 senior and specialist searches 18 days to shortlist, 8 weeks to offer
Düsseldorf in-house searches closed Three years 17
Written offer to acceptance Those 17 Düsseldorf files 12 working days
Counter-offer Share of those 17 30 percent
Employee notice floor §622 of the Civil Code 4 weeks to the 15th or to month-end
Works-council refusal §99 of the Works Constitution Act 1 week, then consent is deemed given
Syndikus admission §46b of the Federal Lawyers’ Act Extension is an application, filed with the new contract

The 12 working days are the offer step on the Düsseldorf files. The 11 weeks are the firm-wide general counsel median from signed brief to accepted offer. Notice and the admission extension run after acceptance.

05 — Compensation

One Düsseldorf firm cell sits above the national syndicus mean. Another sits under it.

beck-aktuell, on 10 February 2026, reported BRAK STAR 2025 for Wirtschaftsjahr 2024. The data are 3,596 usable questionnaires. Syndici averaged EUR 123,000 gross. Men averaged EUR 132,000 and women EUR 106,000. Lawyers under 40 averaged EUR 89,000. The group aged 50 to 65 averaged EUR 139,000. The BRAK landing page for STAR 2025 states that the survey ran from May to mid-September 2025 and asked about 2024. The EUR 123,000 figure is a national mean across seniorities. It is the all-syndici cut. The male mean of EUR 132,000 is a different cut of the same survey. A board that quotes “EUR 132,000” has to say that it means the male mean in that article. STAR does not publish a Düsseldorf-only syndicus mean, and it does not publish a general-counsel cut.

The local firm cells are printed, and they sit on either side of EUR 123,000. The azur Einstiegsgehälter table, stand September 2026, lists A&O Shearman at EUR 150,000 in year 1, with a maximum bonus of EUR 15,000, and lists Düsseldorf among the offices, with Frankfurt, Hamburg, and Munich. The live azur employer profile for Heuking states first-year pay between EUR 100,000 and EUR 120,000 plus bonus, and lists a Düsseldorf office. Heuking’s profile also states more than 450 professionals in law, tax, and notarial practice. Year 1 at A&O Shearman, EUR 150,000, is EUR 27,000 above the all-syndici mean of EUR 123,000. The upper end of the Heuking band, EUR 120,000, is EUR 3,000 under that mean. The lower end, EUR 100,000, is EUR 23,000 under it. A Düsseldorf headquarters that assumes every company offer is a large step up from the local firm is pricing only the Heuking band. A headquarters that assumes every company offer is a pay cut is pricing only the A&O Shearman cell. The candidate’s current cell decides which sentence is true.

None of the five headquarters prints a euro base for counsel in the documents cited above. Henkel’s sales, METRO’s net sales, Rheinmetall’s sales, ERGO’s insurance revenue, and Vodafone’s two revenue cuts are the size of the employer. They are the numbers a board already has. They are the wrong number for the offer. The offer is read against the German salary pages and against the two firm cells: EUR 150,000 at A&O Shearman year 1, and EUR 100,000 to EUR 120,000 at Heuking year 1.

The retained fee is a percentage of whatever number the board lands on. The fee is 25–30 percent of the hire’s total first-year compensation. Thirty percent of that fee is paid as a retainer when the search is engaged, and the retainer is kept if the client cancels. A GC, CLO, or CCO search carries a 12-month replacement term. Other in-house searches carry 6 months. Off-limits on the client’s legal department run 24 months, and a lawyer we have placed is not approached for as long as they stay. Offer acceptance on corporate mandates is 96 percent. Retained corporate mandates complete at 92 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Repeat clients or referrals account for 68 percent of corporate mandates. Those rates are the corporate record since 2017. They are the terms in the letter before anyone is called.

The salary pages carry the rest of the arithmetic. In-house counsel salary in Germany, 2026 is the company-side band. General counsel salary in Germany, 2026 is the head-of-legal band. Lawyer salary in Germany, 2026 is the firm-side band the candidate can stay in. A Düsseldorf offer uses those German bands, then sets them next to A&O Shearman’s EUR 150,000 and Heuking’s EUR 100,000 to EUR 120,000.

The brief names the employing entity, the affiliates the advice must cover, and whether the counsel must sign pleadings or instruct someone who can. It names the admission the candidate must already hold and the section 46b filing the start date depends on. It names the notice law of the people most likely to be approached: contractual quarter-end, or the statutory four weeks, or something between them. It names whether section 99 applies, and whether the company will treat the general counsel as an executive employee under section 5(3). For a group whose AG headcount and consolidated headcount are different numbers, the brief names the company that will sign the contract. The fee letter goes out with that page. Conflicts are checked before outreach. The approach stays blind until both sides want a conversation.

Mapping uses the research program’s map of 1,480,000+ lawyers, cut to people who have held the relevant file in this city: a DAX consumer or adhesives group, a wholesale headquarters, a defense group, an insurer at ERGO-Platz, a telecoms company, or a Japanese European headquarters. For a general counsel, the published average to a shortlist is 24 days, on the 52. The offer is then built against the German salary pages and against A&O Shearman’s published year-1 cell of EUR 150,000 and Heuking’s published band of EUR 100,000 to EUR 120,000, with notice, the works council, and the Syndikus extension scheduled before the candidate resigns. A quarter-end notice plus a chamber filing is a planned gap. It is the gap that cost 4 of the 17 closed Düsseldorf files a rewrite of the first offer.

07 — Published files

The clock is the corporate record. One Düsseldorf file sits beside it.

The three files below are published case studies. They show the method and the dates. The Düsseldorf file under them is one of the 17, and one of the 52. It is a single outcome. The general counsel median on the 52 remains 11 weeks.

CORPORATE RECORD · FIRM-WIDE 3 PUBLISHED FILES

Successor general counsel, NASDAQ-listed medtech

Boston · one of 52 GC/CLO searches · blind process

Mandate
Replace a sitting general counsel who was still in post, without telling the market the company was looking.
Complication
The sitting employer counter-offered. The 12-month replacement term was already in the letter.
Outcome
A shortlist of four reached the board on day 24. The accepted offer closed in week 11. The general counsel of that company later said: “The shortlist arrived in just over three weeks and every name could already sit with our board. The person we hired is still in post two years later.” Full file: GC succession, Boston.

First general counsel, venture-backed SaaS

California · one of 52 GC/CLO searches · in post at 24 months

Mandate
The board had outgrown outside counsel. The hire was the company’s first general counsel.
Complication
The people who fit were sitting deputy general counsel in software.
Outcome
Shortlist on day 24. Accepted offer in week 10. In post at the 24-month checkpoint. Retention of placed in-house leaders is 91 percent at 24 months. Full file: first GC, California.

Deputy general counsel, PE-backed industrial

Houston · one of 47 deputy GC / head of legal placements

Mandate
A carve-out that needed a deputy who had already lived with a transition-services clock.
Complication
The deputy clock on the 47 is 21 days to a shortlist and 10 weeks to offer. This file closed inside a shorter pair of dates, because the process had to stay quiet.
Outcome
Shortlist in 18 days. Accepted offer in week 8. Full file: deputy GC, Houston.

One of the 17 closed Düsseldorf in-house searches was a general counsel succession at a wholesale group seated in the city, and it is one of the 52. It is also one of the 4 whose first offer ignored section 46b and a quarter-end notice. The shortlist reached the board on day 23. The accepted offer was in week 13. Week 13 sits inside the general counsel range of 8 to 16 weeks. The median on the 52 remains 11 weeks. Day 23 and week 13 are this file. They are the result of rewriting the offer so the admission and the notice were in it. The general counsel of that wholesale group later said: “The offer named the employing company and the month the notice actually ended. That was the draft the board could sign.”

General counsel and in-house counsel in Düsseldorf

What do in house legal recruiters Dusseldorf get hired to do?

A general counsel or a chief executive hires them when the company needs counsel it does not already know. A posting reaches lawyers who are looking. A retained search approaches counsel who are in post. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches. Those searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, with a range of 8 to 16. The city market sits on legal recruitment in Düsseldorf. The practice is in-house counsel recruiting.

Which employers set the Düsseldorf in-house market?

Henkel, on 11 March 2026, reported 2025 sales of EUR 20,495 million and about 47,200 employees at 31 December 2025, from a Düsseldorf headquarters. METRO’s 2024/25 report, signed in Düsseldorf on 3 December 2025, states net sales of EUR 32,447 million and an average group headcount of 86,740; the AG itself averaged 718. Rheinmetall’s 11 March 2026 release put 2025 sales at EUR 9,935 million; the annual report’s year-end table records 32,251 group FTE, of which 25,865 were in continuing activities, at a Düsseldorf seat. ERGO’s facts page states 2025 insurance revenue of EUR 21,681 million and 27,843 salaried employees at ERGO-Platz. Vodafone Deutschland’s portrait states more than 13,000 employees and about EUR 12 billion of total revenue, and the same page’s 2025/26 table states service revenue of EUR 10.874 billion, from a Düsseldorf registered office. Cash for the seat is on in-house counsel salary in Germany, 2026.

Does a Düsseldorf in-house lawyer need a new Syndikus admission?

Yes when the employment changes. Section 46 of the Federal Lawyers’ Act makes in-house legal practice the work of a Syndikusrechtsanwalt, admitted under section 46a, and limits the advice to the employer, including affiliates under section 15 of the Stock Corporation Act. Section 46b(3) says a further employment, or a material change, needs an application to extend the admission. Section 46b(4) says the lawyer must notify the chamber at once and file the new contract. Section 46c keeps the pure syndicus out of civil proceedings for the employer before the Landgericht, Oberlandesgericht, and Bundesgerichtshof, and out of defense counsel work in criminal or regulatory proceedings against the employer. Dual admission is the bridge for that court work. On 1 January 2026 the Düsseldorf chamber counted 13,441 natural persons, 2,007 dual admissions, and 857 pure Syndikusrechtsanwälte (BRAK table, stand 14 April 2026). Statute: §46, §46b, §46c BRAO.

What notice and works-council step sit between acceptance and day one?

The search clock stops at the accepted offer. Section 622 of the Civil Code sets the employee’s notice at four weeks to the 15th or to month-end. During a probationary period of up to six months it is two weeks. The employer’s notice lengthens with tenure, to the end of a calendar month: one month after two years, two months after five, three after eight, four after ten, five after twelve, six after fifteen, and seven after twenty. A longer individual agreement is allowed. The employee’s notice cannot be longer than the employer’s. In a business that generally has more than 20 eligible employees, section 99 of the Works Constitution Act requires the employer to inform the works council before the hire, to produce the application documents, and to obtain consent. A refusal has to be in writing, with reasons, within one week, or consent is deemed given. Section 5(3) takes executive employees, as that section defines them, outside the Act. A general counsel often meets that test. A counsel seat often does not.

When does a company call general counsel recruiters Dusseldorf?

When the seat is a general counsel, a chief legal officer, or the counsel who will report to one, and the company wants the approach made before the role is public. Across 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days on average and the accepted offer in a median of 11 weeks, range 8 to 16. A NASDAQ-listed medtech in Boston hired its successor general counsel on that clock: a shortlist of four on day 24, accepted offer in week 11. The fee is 25–30 percent of total first-year compensation. Thirty percent of the fee is the retainer at engagement, and it is kept if the search is cancelled. GC, CLO, and CCO searches carry a 12-month replacement term. Other in-house searches carry 6 months.

How should a board read the STAR figure against a Düsseldorf offer?

beck-aktuell, on 10 February 2026, reported BRAK STAR 2025 for Wirtschaftsjahr 2024: syndici averaged EUR 123,000 gross, from 3,596 questionnaires. Men averaged EUR 132,000 and women EUR 106,000. Lawyers under 40 averaged EUR 89,000. The group aged 50 to 65 averaged EUR 139,000. The survey ran from May to mid-September 2025. Those are national means across seniorities. The live azur Einstiegsgehälter table, stand September 2026, lists A&O Shearman year 1 at EUR 150,000, with Düsseldorf among the offices. The live azur profile for Heuking lists first-year pay between EUR 100,000 and EUR 120,000 plus bonus, and lists a Düsseldorf office. A Düsseldorf offer is read against those two firm cells and against the EUR 123,000 mean. The admission stock is the chamber’s 857 pure Syndikusrechtsanwälte on 1 January 2026.
