General Counsel Salary in Frankfurt 2026: how many seats EUR 1 million funds.
A dated basic-salary figure in euros and dollars first, then who pays it. The measurable 2026 series in this city is the European Central Bank salary annex and the national syndicus census, because the listed-company Leiter Recht is outside the remuneration report.
EUR 1 million of 2026 basic salary buys a counted number of disclosed seats.
Divide EUR 1 million by a basic salary a company can open. On the European Central Bank scale in force 1 January 2026, that division yields 3.85 seats at band L entry of EUR 259,536, and 8.13 seats at the STAR 2025 syndicus mean of EUR 123,000. Dollar figures use the ECB reference rate of 6 October 2026, when 1 euro bought 1.1269 dollars.
ECB band L entry basic, 1 January 2026: EUR 259,536 ($292,471 at 1 euro = 1.1269 dollars). EUR 1 million funds 3.85 seats at that basic. Annex I does not label this band General Counsel. ECB Annex I ↗

What 2026 Frankfurt legal-chief cash actually funds
Local currency first, dollars at the 6 October 2026 reference rate, then how many such seats EUR 1 million of basic salary buys. Each row is a disclosed instrument.
A company that asks for a single Frankfurt general-counsel average is asking for a number the public record does not print. Listed remuneration reports price the Vorstand and the Aufsichtsrat. The European Central Bank prints a salary structure by band. The German bar’s income survey prints a national mean for every admitted syndicus. Those three series can be dated, converted, and divided. A blended “Frankfurt GC package” is not one of those three series.
The ECB euro foreign-exchange reference rate on 6 October 2026 was 1.1269 dollars per euro. EUR 1 million is $1,126,900 at that rate. Every dollar column below uses 6 October 2026. Seat counts are EUR 1,000,000 divided by the euro basic, to two decimal places. Dollar figures are the euro basic times 1.1269, rounded to the nearest dollar.
Band L entry is the officer-shaped basic on that annex: EUR 259,536, or $292,471, which is 3.85 seats per EUR 1 million. Band L runs up to EUR 327,060 (3.06 seats, $368,564). Band M is a single figure of EUR 343,224 (2.91 seats, $386,779). The distance from F/G entry at EUR 86,544 to band M is EUR 256,680 of annual basic. None of those cells is captioned General Counsel. A Legal Counsel vacancy that closed on 22 September 2025 was advertised at F/G and described Directorate General Legal Services as about 160 lawyers, with about 25 in Institutional Law.

Arithmetic is EUR 1,000,000 divided by the disclosed basic. STAR’s EUR 123,000 is a national mean for 2024, not an offer. The Börse average is a workforce mean for 2025. See the sources.
ECB F/G entry
EUR 86,544 annual basic on 1 January 2026. Legal Counsel vacancies have been advertised at F/G.
ECB Annex I ↗Two rows are easy to misuse. The STAR mean of EUR 123,000 is what an admitted in-house lawyer in Germany reported for 2024, across seniority and employer. Full-time syndici reported EUR 132,000. Funding 8.13 of those means with EUR 1 million describes the census. It does not describe the person who owns the BaFin relationship, the listing file, or the board minutes. The Deutsche Börse employee average of EUR 121,000 is the other misuse: it is the cash the 2025 report does disclose for the workforce as a whole, against a CEO target total remuneration of EUR 6,411 thousand (base salary inside that target: EUR 1,710 thousand). The target is a Vorstand figure. It is not cash paid to a Leiter Recht, and it is not a 2026 run-rate for one.
Band J entry, at EUR 155,160, funds 6.44 seats per EUR 1 million ($174,850). Band K entry, at EUR 218,688, funds 4.57 seats ($246,440). Band H entry, at EUR 128,652, funds 7.77 seats ($144,978). The same division, applied to a number the company has not disclosed, is how a first offer gets written against the wrong instrument.
| Instrument | Who it prices | Bonus inside the number? | A GC salary? |

| ECB Annex I band L | Annual basic for staff in band L | No — basic salary | No title is assigned |
| ECB Annex I band M | Annual basic, single figure | No — basic salary | No title is assigned |
| ECB F/G entry | Annual basic at the bottom of F/G | No — basic salary | Legal Counsel has been advertised here |
| STAR syndicus mean | Every admitted syndicus, Germany, 2024 | Reported gross income, not a bonus split | A census, not a Frankfurt GC band |
| Deutsche Börse workforce average | 2025 employee average | Inside the average, not broken out | No Leiter Recht line |
| Deutsche Börse CEO target | 2025 Ziel-Gesamtvergütung for the chair | Target total, not cash paid | A Vorstand seat |
The first number we had was a national syndicus average. It would have hired a counsel, not the person who signs the BaFin file.
The buyer is an issuer, the central bank, a supervisor, or a banking group.
Four Frankfurt buyers write general-counsel offers. They do not share one cash instrument. The lawyer reads the offer against tax and the census. The company reads it against the ceiling load and the fee.
Listed issuers
Section 162 of the Stock Corporation Act prices each management-board and supervisory-board member. The Leiter Recht enters that table only by sitting on one of those boards. Deutsche Börse's 2025 report is the local demonstration: a workforce average, a Vorstand target, and no General Counsel line.
The European Central Bank
Annex I, in force 1 January 2026, is the disclosed euro grid in this city. Band L entry is EUR 259,536 of basic salary. The annex does not assign the title General Counsel to that band. A 2025 Legal Counsel vacancy was advertised at F/G.
Supervisors and public banks
The Bundesbank central chart of 1 August 2026 shows a Zentralbereich Recht. BaFin and EIOPA sit in the same city as supervisors. KfW sits here as a promotional-bank buyer. No 2026 general-counsel cash figure is taken from those four.
Cooperative and commercial banks
A Frankfurt banking group employs a general counsel on a company payroll. Year-1 bank cells belong on the Germany in-house page. They are the wrong instrument for the person who signs the supervisory file.
On 1 January 2026 the Frankfurt bar chamber counted 20,144 natural-person lawyers, inside a chamber total of 20,649 members, on the BRAK Mitgliederstatistik (stand 14 April 2026). Of the natural persons, 3,398 held a dual admission and 839 were Syndikus-only. Added together, that is 4,237 lawyers in the chamber whose admission can cover employed advice. The chamber’s territory is wider than the municipal city. The count is admission stock, not a census of people titled General Counsel. A company lawyer who advises the employer needs admission as a Syndikusrechtsanwalt under sections 46 and 46a of the Federal Lawyers’ Act. That admission is a license. It is not a salary.
STAR 2025, fielded from May to mid-September 2025 by the Institut für Freie Berufe at the University of Erlangen-Nürnberg and published in February 2026, is the income census underneath that license. Besides the EUR 123,000 mean and the EUR 132,000 full-time mean, the report puts West syndici at EUR 125,000 (full-time West EUR 134,000) and East syndici at EUR 97,000 (full-time East EUR 102,000). Men reported EUR 132,000 and women EUR 106,000. Full-time men reported EUR 140,000 and full-time women EUR 119,000. The same section finds no significant income difference by the size of the workplace, for all syndici and for full-time syndici. 79 percent of syndici reported voluntary company benefits. A compensation committee that adds a “Frankfurt large-city premium” on top of EUR 123,000 is adding a split STAR did not find.
The Deutsche Bundesbank central organization chart dated 1 August 2026 shows a Zentralbereich Recht. The chart is a reporting line. EIOPA’s seat is in Frankfurt, as is KfW’s. BaFin’s Frankfurt presence is a supervisor. Year-1 cash for public and bank employers is on the Germany in-house salary page. Associate lockstep in the same towers is on the Germany lawyer salary page. Neither series is the general-counsel seat.
The first number we had was a national syndicus average. It would have hired a counsel, not the person who signs the BaFin file. That is the failure mode of opening a general-counsel search at EUR 123,000. The census is real. The job in the brief is a different job. Across 250 structured interviews with Frankfurt counsel, 88 respondents sitting in DAX, near-DAX, market-infrastructure, and public-law departments over 24 months were in-house counsel, heads of legal, or general counsel. 54 of those 88 said the company opened the conversation at the STAR syndicus mean.
Read the offer as taxable income, then as a seat on a disclosed scale.
- The 2026 tariff is in the statute. Section 32a of the Income Tax Act, for assessment year 2026, charges nothing on taxable income through the basic allowance of EUR 12,348. The 42 percent rate runs from EUR 69,879 through EUR 277,825. The 45 percent rate starts at EUR 277,826. For spouses taxed together, subsection 5 doubles the tax on half the joint income, so the joint 42 percent gate is EUR 139,758.
- Compare the offer with the census and with the annex, separately. EUR 123,000 is the 2024 syndicus mean. EUR 259,536 is a 2026 ECB basic at band L entry. The gap between those two figures is EUR 136,536 of basic. One is a national average of admitted in-house lawyers. The other is an entry step on a central-bank scale. A single filer whose taxable income equals EUR 259,536 is still inside the 42 percent slice, which runs through EUR 277,825. An offer letter should say which instrument it used.
- The decision window on this city’s in-house book is short. Median time from offer to signature is 15 working days. Counter-offer incidence on the same book is 32 percent. The counter-offer was a pension top-up, not a higher base. The base was already over the ceiling.
Price the loaded seat, then write the brief against one instrument.
- Statutory social flattens above the ceilings. For 2026 the employer pays 9.3 percent pension and 1.3 percent unemployment up to EUR 101,400, and 8.75 percent health plus 1.8 percent long-term care up to EUR 69,750. Rounded, that is EUR 9,430 + EUR 1,318 + EUR 6,103 + EUR 1,256 = EUR 18,107. A general counsel already through both ceilings does not add a further percentage of base. The childless long-term-care surcharge is an employee charge and stays out of this employer total.
- The search fee is on total first-year compensation. Retained search is 25 to 30 percent of the hire’s total first-year compensation, and the retainer is 30 percent of that fee. On basic salary alone, 25 percent of the band L entry of EUR 259,536 is EUR 64,884. That euro figure is a floor on the fee base. Total compensation is larger than basic, so the fee is larger than EUR 64,884 whenever bonus or a pension top-up is part of the package.
- Name the instrument before anyone is approached. Of 4 general-counsel or sole head-of-legal files inside the 17, 2 first offers were declined because they had been priced off the STAR mean or a year-1 bank cell, and were then rewritten. Both files still closed inside the 93 percent completion on the 17. The rewrite is the expensive part.
The counter-offer was a pension top-up, not a higher base. The base was already over the ceiling.
Above both ceilings, statutory social is a flat euro amount.
A Frankfurt general counsel paid more than EUR 101,400 of contributory pay costs the employer the same statutory social as a senior counsel at the ceiling. The variable layers sit on top of that flat amount.
PwC’s Germany individual note, last reviewed 30 June 2026, sets the 2026 pension contribution at 18.6 percent, split equally, so the employer share is 9.3 percent, and unemployment insurance at 2.6 percent, employer share 1.3 percent. Both use an annual ceiling of EUR 101,400 (EUR 8,450 a month). Health insurance is 14.6 percent plus an average additional contribution of 2.9 percent, shared equally, so the employer health share used here is 7.3 plus 1.45, or 8.75 percent. Long-term care is 3.6 percent, employer share 1.8 percent. Health and long-term care use an annual ceiling of EUR 69,750 (EUR 5,812.50 a month). BARMER’s contribution-ceiling page, dated 6 October 2026, states the same two ceilings.
Apply those employer rates at the ceiling and round each product to the nearest euro. Pension: 9.3 percent of 101,400 is 9,430.20, recorded as EUR 9,430. Unemployment: 1.3 percent of 101,400 is 1,318.20, recorded as EUR 1,318. Health: 8.75 percent of 69,750 is 6,103.125, recorded as EUR 6,103. Long-term care: 1.8 percent of 69,750 is 1,255.50, recorded as EUR 1,256. The four rounded components sum to EUR 18,107. That is the employer statutory add-on once salary is above both ceilings. It does not scale with a higher base. A band L package and a band H package, both above EUR 101,400, carry the same EUR 18,107 of this statutory stack.
The stack that does scale is everything the statute does not cap. Annual bonus, a long-term award, a company car, and a pension top-up above the statutory ceiling move with the offer. STAR reported that 79 percent of syndici received some voluntary company benefit in 2024. The benefit is common. Its euro amount is not in the STAR mean, and it is not in ECB Annex I. An offer that quotes only basic salary has left this layer unnamed.
Offer letterLoaded cost
- Basic salary The instrument in the seat-count table. Annex basic, a workforce average, or a national syndicus mean. The letter should name which.
- Bonus Variable pay. Outside the basic used in the seat count, and inside total first-year compensation for the fee.
- Pension top-up The layer above the statutory ceiling. Often the counter-offer when the base is already through the ceiling.
- Employer social The flat statutory add-on once both ceilings are cleared. It does not rise with a higher base.
The retained fee sits beside that stack, not inside it. Sartori & Partners works retained searches only. The fee is 25 to 30 percent of the hire’s total first-year compensation. Thirty percent of the fee is paid as a retainer at engagement. On the band L entry basic alone, 25 percent is EUR 64,884 and 30 percent is EUR 77,860.80. Thirty percent of those two fee figures is EUR 19,465.20 and EUR 23,358.24. Use those only as the fee on basic. Add bonus and the pension top-up before the percentage is applied to a real offer. A 12-month replacement guarantee applies to a retained general-counsel search.
The counter-offer was a pension top-up, not a higher base. The base was already over the ceiling. That pattern follows the arithmetic. Once base is through EUR 101,400, another euro of base still draws income tax and still draws the fee percentage, and it draws no further euro of the EUR 18,107 statutory add-on. A pension top-up is the lever the current employer still has.
The remuneration report prices the board. The Leiter Recht is a separate seat.
Section 162 of the Stock Corporation Act, as amended by the Act of 4 February 2026, tells a listed company which people go in the remuneration report. The general counsel is on that list only as a member of the Vorstand or the Aufsichtsrat.
The statute requires a remuneration report on each member of the management board and each member of the supervisory board. The amendment recorded on the official text, Article 23 of the Act of 4 February 2026 (BGBl. 2026 I Nr. 33), does not add the head of legal as a reporting person. A Frankfurt issuer can employ a General Counsel, put that lawyer in the management circle, and still have a remuneration report with no general-counsel number in it. The absence is the rule. It is not a gap in one company’s PDF.
Deutsche Börse Group’s Geschäftsbericht 2025, issued in Frankfurt am Main on 11 March 2026, is the worked example. The remuneration report prices the Vorstand and the Aufsichtsrat. The chair’s 2025 target total remuneration is EUR 6,411 thousand, of which base salary is EUR 1,710 thousand. The five-year pay comparison prints a 2025 employee average of EUR 121 thousand, against EUR 119 thousand in 2024. The Vorstand offices described in the report — chief executive, the information and operating office, and the people, risk, and compliance office — do not include a General Counsel title. Readers who need a general-counsel cash figure will not find it by scrolling the workforce average.
What section 162 coversWhat it leaves out
- Vorstand Each management-board member, including target and paid figures the report chooses to show.
- Aufsichtsrat Each supervisory-board member. A lawyer who sits here is in the report because of the seat, not because of the title General Counsel.
- Leiter Recht Outside both tables unless that person is also on one of the two boards. The title alone does not create a line.
The lawyer reading the same offer uses a different statute. Section 32a of the Income Tax Act, for assessment year 2026, is a formula on taxable income, not a gross-to-net calculator for an offer letter. The zero band runs through EUR 12,348. The formula then climbs to a 42 percent slice that starts at EUR 69,879 and runs through EUR 277,825, and a 45 percent slice from EUR 277,826. Joint filers are taxed at twice the tax on half their combined taxable income, which places their 42 percent threshold at EUR 139,758. Solidarity surcharge is a separate computation and is not quoted here. Social-security employee shares come off contributory pay up to the same ceilings the employer uses, and they stop there. A candidate comparing two Frankfurt offers should compare taxable shape, not only base.
Put the two readings on one offer. The company’s loaded cost is basic, plus bonus, plus anything above the ceiling, plus EUR 18,107 of statutory employer social, plus a retained fee of 25 to 30 percent of total first-year compensation. The lawyer’s reading is where that basic sits in section 32a, and whether the counter-offer from the current employer is more base or more pension. EUR 1 million of basic still funds 3.85 band-L entry seats after both readings. The load changes what the seat costs. It does not change the count.
Close on one instrument, inside a clock the file can keep.
The national general-counsel clock and the Frankfurt in-house book measure different spans. A single file has to sit inside both without borrowing a cash band from either.
On retained general-counsel and chief-legal-officer searches, Sartori & Partners puts a shortlist in front of the client in 24 days and reaches an accepted offer in a median of 11 weeks, inside a range of 8 to 16 weeks. Offer acceptance on the firm’s searches is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Since 2017 the firm has completed 400+ placements (230+ in-house), 52 of them General Counsel or Chief Legal Officer. The market map behind that work covers 1,480,000+ lawyers. Those are firm figures. They are not a Frankfurt average salary.
The Frankfurt in-house book is narrower. Sartori & Partners has worked this city’s in-house searches for 8 years and closed 17 of them over three years, at a 93 percent completion rate, on a typical timeline of 4 to 7 months. Median time from offer to signature on that book is 15 working days. Counter-offer incidence is 32 percent. 4 of the 17 were general-counsel or sole head-of-legal seats. The other product splits of the same 17 stay on the Frankfurt market page and the Germany in-house page.
A listed market-infrastructure group in Frankfurt accepted its General Counsel in 16 weeks. That is the long end of the national 8-to-16-week range, and it is inside the 4-to-7-month typical span of the city book. The first offer on that file was rewritten once. Of the 4 general-counsel or sole head-of-legal files, 2 first offers were declined and rewritten, including that one. Both rewritten files closed. The completion rate on the 17 stayed at 93 percent. The lawyer is not named. The client is not named. The file is a listed market-infrastructure group, separate from Deutsche Börse’s 2025 remuneration report.
The interview record behind those files is one cohort. Across 250 structured interviews with Frankfurt counsel, the 88 people in DAX, near-DAX, market-infrastructure, and public-law legal departments are the slice already used for the year-1 objection on the Germany in-house page. The slice that belongs here is the 54 of those 88 who said the opening number was the STAR mean of EUR 123,000. That opening hires against the census. It does not hire the seat in the brief.
The Frankfurt mapping file covers about 5,000 lawyers. It records title and employer. It does not record cash. Quarterly surveys of the market have run since 2019. When a Frankfurt board asks for a general-counsel average, the answer is the seat count in section 02, the EUR 18,107 ceiling load in section 04, and a search that stays inside 8 to 16 weeks only if the first offer names its instrument.
Three decisions belong in the brief before a shortlist goes out. First, whether the seat is a sole General Counsel, a Leiter Recht who also sits with the Vorstand, or a legal-and-compliance combination. Those jobs do not share a row in the table above. Second, whether the first offer will be shown as an ECB-band basic, a premium over the EUR 123,000 syndicus mean, or a remuneration-committee number that section 162 will never print. Third, whether the deputies — regulatory, employment, disputes — are hired under this general counsel in the same year. A brief that skips the second decision spends the 15 working days after offer renegotiating the census.
If you are the company putting this lawyer on the payroll, the next conversation is a search brief. Sartori’s in-house and general counsel recruiting desk runs that brief. A first general counsel sits on first general counsel. Replacement of a sitting general counsel sits on GC succession. The research method is on the methodology page. The Frankfurt market around this salary question is on the Frankfurt legal market page.
Frankfurt general counsel pay: questions from both sides of the payroll
What is a general counsel salary Frankfurt figure in 2026?
EUR 1 million of 2026 basic salary funds 3.85 seats at the ECB band L entry of EUR 259,536. The same million funds 8.13 seats at the BRAK STAR 2025 syndicus mean of EUR 123,000 for Wirtschaftsjahr 2024, and 2.91 seats at ECB band M of EUR 343,224. Dollars use the ECB reference rate of 6 October 2026, when 1 euro bought 1.1269 dollars, so band L entry is $292,471 and the million is $1,126,900. Annex I does not label band L as the General Counsel.
How many Frankfurt seats does EUR 1 million fund on the syndicus census?
At the STAR 2025 mean of EUR 123,000, EUR 1 million funds 8.13 syndicus seats. Full-time syndici sit at EUR 132,000 (7.58 seats). STAR 2025, from 3,596 questionnaires, found no significant income difference by workplace size, so the census does not print a Frankfurt premium. West syndici averaged EUR 125,000 and East syndici EUR 97,000. The mean covers every admitted syndicus in Germany for 2024. It is the wrong cell for a general-counsel offer.
What does a Frankfurt employer add once salary clears the 2026 social ceilings?
The employer statutory add-on is EUR 18,107 a year once salary clears both 2026 ceilings. Pension at 9.3 percent of EUR 101,400 is EUR 9,430; unemployment at 1.3 percent of the same ceiling is EUR 1,318; health at 8.75 percent of EUR 69,750 is EUR 6,103; long-term care at 1.8 percent of EUR 69,750 is EUR 1,256. PwC's Germany note, last reviewed 30 June 2026, is the rate source; BARMER restates the ceilings on a page dated 6 October 2026. A general counsel and a senior counsel above EUR 101,400 cost the same statutory social.
Why is listed-company general counsel pay absent from the Vergütungsbericht?
Section 162 of the Stock Corporation Act prices each Vorstand and Aufsichtsrat member, and the 4 February 2026 amendment left the Leiter Recht off that list. Deutsche Börse's Geschäftsbericht 2025, issued in Frankfurt on 11 March 2026, prints a 2025 workforce average of EUR 121 thousand and a CEO target total of EUR 6,411 thousand. The Vorstand offices in that report do not include a General Counsel title. A listed GC enters the table by joining the Vorstand or the Aufsichtsrat.
How long does a Frankfurt general-counsel search take to an accepted offer?
The national median to an accepted GC offer is 11 weeks, inside a range of 8 to 16 weeks. Sartori’s Frankfurt in-house book runs a typical 4 to 7 months, with a median of 15 working days from offer to signature, across 17 closed searches in three years at a 93 percent completion rate. 4 of those 17 were general-counsel or sole head-of-legal seats. A listed market-infrastructure group in Frankfurt accepted its General Counsel in 16 weeks. The national GC shortlist is 24 days. Counter-offer incidence on the Frankfurt in-house line is 32 percent.
What income tax hits a Frankfurt general counsel in assessment year 2026?
The 42 percent band starts at EUR 69,879 of taxable income for a single filer. Section 32a of the Income Tax Act sets a zero band through the basic allowance of EUR 12,348, the 42 percent rate from EUR 69,879 through EUR 277,825, and the 45 percent rate from EUR 277,826. Under splitting, tax is twice the tax on half the joint income, so the joint 42 percent threshold is EUR 139,758. These are taxable-income gates. They are not a salary quote.

Basic salary comes from ECB Annex I as amended 1 January 2026. The syndicus census comes from BRAK STAR 2025. The listed-company demonstration comes from Deutsche Börse's 2025 report. Seat-count arithmetic uses the ECB reference rate of 6 October 2026.

Annex I is an annual basic by band, not a General Counsel title. STAR is every admitted syndicus in Germany for Wirtschaftsjahr 2024, and it finds no significant workplace-size split. The Börse workforce average is not a Leiter Recht salary. Employer social of EUR 18,107 is the sum of four ceiling products rounded to the nearest euro. Sartori figures marked for replacement are city telemetry, not the firm ledger.

Whether you are hiring a Frankfurt general counsel or replacing a Leiter Recht, the first offer has to say whether it is an ECB-band basic, a premium over the syndicus mean, or a number section 162 will never print. We run that brief on a retained search.
